Abstract:
Purpose The purpose for this paper is to share jurisdictional knowledge on local law-making theory and praxis, an area of law not well represented in the literature despite its involvement in day-to-day life. Design/methodology/approach The paper not only shares knowledge about the local law-making process in Melbourne, Australia, but also explores attitudes to local law-making gathered through semi-structured interviews from a sample of relevant stakeholders. Findings The paper reports on findings from a study undertaken in Melbourne, Australia. Stakeholder perceptions and attitudes were canvassed regarding local law-making in the areas of land use planning and waste management. Overall, stakeholders were satisfied that Melbourne is a robust jurisdiction offering a fair and transparent local law-making system, but they see scope for more public participation. Research limitations/implications The findings suggest that even though the state of Victoria offers a fair and transparent system of local law-making, there is still significant scope for more meaningful involvement from the community, as well as space for more effective enforcement of local laws. The stage is set for greater cross-jurisdictional reciprocal learning about local law-making between cities. Originality/value This paper offers meaningful and utilitarian insight for policy and law makers, academics and built environment professionals from relevant stakeholders on the operation and transparency of local law-making.

Abstract:
Far-right extremism transpires in virtual and physical space. In this study, we examine how the Australian far-right extremist group ‘True Blue Crew’ attempted to coordinate their offline activities with their social media activism. To this end, we conducted a thematic content analysis of administrator posts and user comments present on the group’s Facebook page prior to and following an organised street rally in June 2017. This online analysis was partnered with ethnographic field work to gauge the perceptions of group members and supporters during the rally in Melbourne, Victoria. The results highlight the multi-dimensional and intimate manner in which online and offline contexts are coordinated to support far-right activism and mobilisation. This study offers an empirical account of how far-right attitudes, activism, and mobilisation transpired in Australia in the years prior to an Australian committing the Christchurch terror attack. It reveals a growing frustration within the broader far-right movement, leading to later strategic adaptation that can be interpreted as an early warning sign of an environment increasingly conducive to violence. This provides a more nuanced understanding of the context from which far-right terrorism emerges, and speaks to the importance of maintaining a level of analysis that transverses the social and the individual, as well as the online and the offline spaces. Implications for security and government agencies responses are discussed.

Abstract:
Research teams in high-income countries often fail to acknowledge the capacity and contributions of Community Researchers. This qualitative exploratory study used decolonising methodology and the Foundation House ‘Refugee Recovery Framework’ to understand Community Researchers’ perceptions and experiences of their role, and how research teams can integrate the knowledge they bring into research. Purposive sampling was used to facilitate the recruitment of eight Community Researchers from five different community groups working in Melbourne, Victoria. Semi-structured interviews lasting forty to sixty minutes occurred between December 2020 and January 2021. Data were analysed using reflexive thematic analysis. Findings reported in this paper include eight themes: ‘nothing about us without us’; ‘open the door’; a safe space to share; every step of the way; this does not translate; finding the right way to ask; a trauma-informed approach; and support within the workplace. The knowledge obtained demonstrates that Community Researchers facilitate meaningful participation in research for women, families, and communities of refugee or migrant background. Community Researchers’ presence, knowledge, and skills are vital in establishing culturally safe research practices and developing accessible language to facilitate conversations about sensitive research topics across multiple languages. Community Researchers can make important contributions at all stages of research, including data collection and interpretation.

Melbourne has been described as Australia’s most liveable and most multicultural city. What relation do these descriptions have to each other? How has the public culture of Victoria been influenced by the cultural diversity of the state? The political class in Victoria has tended to be more in favour of multiculturalism as a policy, more resistant to populist racism and more positive about immigration than elsewhere in Australia. How has this orientation been affected by the institutional embedding of ethnic power during the past four decades? The organization of ethnic groups into political lobbies, which have collaborated across ethnic borders, has brought about cultural transformations in the “mainstream”. Often the public experiences these transformations through changing uses of public spaces. This paper offers an historical sociology of this process, and argues for a view of public space as a physical representation of the relative power of social forces. ObjectivesSince mask uptake and the timing of mask use has the potential to influence the control of the COVID-19 pandemic, this study aimed to assess the changes in knowledge toward mask use in Sydney and Melbourne, Australia, during the 2020 COVID-19 pandemic.DesignAn observational study, using a cross-sectional survey, was distributed to adults in Sydney and Melbourne, Australia, during July–August 2020 (survey 1) and September 2020 (survey 2), during the COVID-19 pandemic in Australia.Setting and participantsParticipants aged 18 years or older and living in either Sydney or Melbourne.Primary and secondary outcome measuresDemographics, risk measures, COVID-19 severity and perception, mask attitude and uptake were determined in this study.ResultsA total of 700 participants completed the survey. In both Sydney and Melbourne, a consistent decrease was reported in almost all risk-mitigation behaviours between March 2020 and July 2020 and again between March 2020 and September 2020. However, mask use and personal protective equipment use increased in both Sydney and Melbourne from March 2020 to September 2020. There was no significant difference in mask use during the pandemic between the two cities across both timepoints (1.24 (95% CI 0.99 to 1.22; p=0.072)). Perceived severity and perceived susceptibility of COVID-19 infection were significantly associated with mask uptake. Trust in information on COVID-19 from both national (1.77 (95% CI 1.29 to 2.44); p<0.000)) and state (1.62 (95% CI 1.19 to 2.22); p=0.003)) government was a predictor of mask use across both surveys.ConclusionSydney and Melbourne both had high levels of reported mask wearing during July 2020 and September 2020, consistent with the second wave and mask mandates in Victoria, and cluster outbreaks in Sydney at the time. High rates of mask compliance may be explained by high trust levels in information from national and state government, mask mandates, risk perceptions, current outbreaks and the perceived level of risk of COVID-19 infection at the time.

Identity, space and emotions, although traditionally all traditionally naturalized and delinked from the construction of one another, might also be read as formed by intertwined processes that are guided and shaped by hegemonic powers. Nonetheless, as they delineating difference within and among themselves, the consideration of these three fields and the way they work together in these shaping opens up new ways to approach the split between normative categories of identity, assigned location and adequate feelings, and their subjective perception. Tessa McWatt’s novel This Body presents the reader with two Guyanese characters, Victoria and her nephew Derek, that undergo, at many different levels, this split between subjectivity and a socially and culturally given subject position. Challenging normative ideals, Victoria struggles with her categorization as Other; an endeavour marked by her trajectories and experiences as she negotiates and redeploys a physical as well as a social space of her own in the city of London. Still, her love relationship with a British man would make her drift towards assimilation inasmuch as this affair relocates Victoria within dominant gender, ethnic and class hierarchies.

Problems with visual perceptual skills have been shown to have a negative impact on the daily living skills of individuals and are, therefore, commonly assessed by occupational therapists. The purpose of this study was to examine two types of reliability (internal consistency and test-retest reliability) of three newly revised or developed adult visual perception tests. The participants were 50 healthy adults, aged 18 to 55 years, from Melbourne, Victoria, Australia. The participants completed the Developmental Test of Visual Perception — Adolescent and Adult (DTVP-A), the Motor-Free Visual Perception Test — Third Edition (MVPT-3) and the Test of Visual Perceptual Skills (non-motor) – Third Edition (TVPS-3). Internal consistency was examined using Cronbach's alpha calculations and test-retest reliability was analysed using Spearman rho non-parametric correlation coefficients. The results indicated that the DTVP-A, the MVPT-3 and the TVPS-3 had total scale internal consistency correlation scores of 0.60 or higher (0.60, 0.69 and 0.63 respectively). The majority of the subscales of each test had lower correlation coefficients than the overall scores (ranging from 0.22 to 0.49). For the DTVP-A, MVPT-3 and TVPS-3 total scale scores, the test-retest reliability correlation coefficients were statistically significant (rho = 0.46, p<0.05; rho = 0.62, p<0.01; and rho = 0.59, p<0.01, respectively). Overall, the three visual perceptual tests exhibited low to moderate levels of internal consistency and test-retest reliability.

Daylighting improves users’ experience in visual comfort, aesthetics, behaviour and perception of space and plays an important part in enhancing the health and wellbeing of occupants inside a dwelling. However, daylighting design is challenging for high rise living since configuration of multiple apartments together often results in deep plans and wrongly oriented apartments with poor daylighting. Melbourne considered as the most liveable city in the world has witnessed a boom in high rise apartments in recent years, where bedrooms were designed without windows or with one small opening. Previous studies indicated that one out of two apartments in Melbourne’s central business district (CBD) failed to provide daylighting in the bedrooms. This has led to amendments in planning policy with the aim of providing access to daylight in all habitable rooms. This paper investigates the daylighting conditions in apartment buildings using field measurement and daylight simulations. Daylight levels in 12 apartment units in Melbourne CBD were measured. Additionally, daylight simulations were conducted to identify ways for optimizing light levels in standard layouts. The field measurements showed that daylighting levels were insufficient in one third the apartments due to the presence of deep floor plates and external obstructions. The results from the daylight simulations showed that window to floor area ratio (WFR) of approximately 30% is required for achieving acceptable daylighting levels in bedrooms that have south orientation.

Abstract: This article examines the process and impact of an artist-in-residence program in Art Education at the University of Victoria. After an open call to artists, contemporary Upper Tanana visual artist, Teresa Vander Meer-Chassé, member of the White River First Nation of Beaver Creek, Yukon and Alaska was selected as the inaugural artist-in-residence. Through research-creation and qualitative methods this research examines the artist’s artistic process and the impact of an artist-in-residence on students’ and faculty’s perception of artistic practice and their experience working with an artist-in-residence within a post-secondary space of learning. Through photographic documentation, reflections and interviews by participants, the article examines ways the artist-in-residence enriched student and faculty learning in a Faculty of Education. Carrum Carrum Swamp was a vast wetland to the south-east of Melbourne, Victoria, Australia, at the time that it was first sighted by white colonists in 1803. By 1878, the colonists had commenced converting the swamp to dry land for agricultural and horticultural pursuits, and 100 years later it was predominantly residential land. Shifting values in the 1970s led to environmental concerns about water quality in local creeks and Port Phillip Bay and subsequent residential development on the former swamp included the construction of stormwater treatment wetlands. Perceptions of wetlands are now diverse, including positive perceptions that support their presence in urban settings. In contrast, traditionally, wetlands have been perceived negatively, as waste lands, leading to their drainage. Nevertheless, alternative, perhaps positive, perceptions could have existed, only to be overwhelmed by the negative perceptions driving drainage. Understanding the full range of past perceptions is important to ensure that the historical record is correct and to provide historical context to contemporary perceptions of wetlands. It will better equip natural resource managers and designers and managers of constructed wetlands in urban locations to ensure that wetlands are healthy, functioning and appreciated by their local and wider communities. Thus, the perceptions of Carrum Carrum Swamp by colonists from 1803 to 1878 were examined through qualitative content analysis of historical documents, and a typology was developed. Seven different perceptions were identified: scientific, premodern, exploitative, romantic, aesthetic, medico-mythic and ecological. Most could be traced to the colonists’ predominantly British heritage, but one perception arose in the colony in response to the specific environmental conditions that the colonists encountered. This ecological perception valued wetlands as places of predictable water supply in a land of unpredictable rainfall. It recognised wetlands as part of a broader hydrological system, with influences on the local climate. Its proponents promoted the need for a different approach to the management of wetlands than in Britain and Europe. Nevertheless, a dominant exploitative perception prevailed, leading to the drainage of Carrum Carrum Swamp. The typology developed in this study will be useful for exploring perceptions of other wetlands, both colonial and contemporary.

Abstract:
There have been a limited number of studies carried out on employee workplace identity. There have been many studies carried out on organizational change; however, they have been carried out mostly from an instrumentalist perspective where the topic of organizational change has been treated in isolation from other aspects of organization. The question of how a relationship exists between employee workplace identity and organizational change has been left unanswered. This thesis applies narrative theory as a conceptual bridge across identity and change. By considering how employees derive a sense of workplace identity from the workplace narratives, and organizational change as the destruction of existing workplace narratives and adoption of new workplace narratives, it is possible to gain new understandings of these concepts. A theory is developed which explains how narrative theory creates a relationship between identity and change. This new theory is further developed to explain how narrative theory creates a relationship between organizational identity, culture, leadership, conflict, and change. The new extended theory is applied to a narrative presentation of empirical data, which offers a powerful explanatory lens for understanding the relationship between these chosen aspects of organization.

Through the conceptual framework of the haptic, this essay charts a striking motif in much recent video art: the co-presence of a hand touching the screen and a distinctly layered spatiality. Critically deploying various notions of the haptic culled from film and media theory and perceptual psychology, Sæther discusses Trisha Baga’s low-tech 3D video Flatlands (2010) and Victoria Fu’s immersive video installation Belle Captive I (2012) and expounds a contemporary haptic space that verges between planarity and volume, between the near and far, and that exceeds the frame to enfold us. As Sæther argues, the salience of this motif points to the split between human sense perception and the networked, computational operations of 21st-century media, and the attempt to grasp this split.

Abstract:
This research contributes to the influential work of Melbourne-based Architect, Gregory Burgess. Awarded the RAIA Gold Medal in 2004, Burgess is best known for celebrating human values through design and for his spiritual methodologies, organic aesthetic, and work with Indigenous landowners. While Burgess has initiated very little writing, his work has been the focus of numerous articles published within a variety of journals, newsletters, magazines, and books including those from the construction industry which are often overlooked in journalistic reviews. This paper investigates discussions of architecture in publications through lenses such as intended audiences and physical medium, which consequentially develop narratives and form perceived relationships between an architectural project, an architect, and reader. Conducted as archival research within Gregory Burgess’s anthology of saved publications, the examination and cataloguing of over 230 publications that mention him and his work date from 1979-2013. Often, rather than contributing to architectural journalism or critique in a meaningful way, prominent projects and their broader themes become a vehicle for the author to promote their own voice and ideas. The findings argue that the different relationships an author has experiencing an architectural space demonstrates a broader picture of the architectural industry and the ways that historical publications can generate a perception of a designer and their designs.
