Abstract:
This paper describes and analyses the development of Swedish exports to the Soviet Union during the perestroika period, both in general and with regard to the specific case of the coastal trade between these countries using the Uppsala model's concepts of learning, the liability of foreignness, and the liability of outsidership. During this period the Soviet foreign trade system went through a significant reorganisation, with foreign trade being decentralised and newactorsbeing established, although the source material indicates that this decentralisation was less disruptive to the coastal trade than in general. It concludes that the different outcomes seen in these cases could be attributed to the coastal trade being less affected by the liability of outsidership than the general case. With regard to learning, it concludes that experiential knowledge, both from personal experience and network sources, is necessary in order to evaluate objective knowledge, as this can also be seen in the source material.

This dissertation examines the relationship between democracy and international economic ties. The effects of economic processes on domestic politics have long been a subject for debate in the literature: some authors argue that economic liberalization advances democracy, while others advocate that economic liberalization impedes democracy. I argue that both sides of the debate omitted an important factor in the analyses of trade ties and democracy. The empirical studies predominantly used the volumes of international trade, without analyzing the structural position of trade partners in the international political arena. I argue that it is not how much a country trades, but the kind of states it trades with that determines its democracy. I analyze the current theories of democracy and identify that the main weakness of these theories is the inability to incorporate international processes and globalization in the analysis of democratization. I show that World-Systems theory (WST) can improve current theories of democracy. I employ WST and a number of alternative theories to create theoretical models of democracy. I then discuss the relevance of the former Soviet states to WST and to the analysis of democracy. I further construct a panel data set and apply pooled time-series regression, using three indexes of democracy as the dependent variables and two sets of theoretically distinct control variables. I find a negative relationship between core-periphery trade and democracy, and a positive relationship between trade openness and democracy in the periphery, which supports my main argument that trade ties must be reexamined based on the structural position of the trade partners. Contrary to conventional application of WST, the structure of the core-periphery trade shows that the core uses its economic ties to politically exploit the periphery, not the other way around. Hence, international trade is identified as a major tool for the modern hegemonies to broaden their political influence. Lastly, I found that both within- and between-states sets of control variables had influential predictors, which points out that modern theories of democracy must be restructured to incorporate multiple international processes in the analysis of the domestic politics of a state.

Abstract:
Studies of the role of East-West trade in Soviet economic development often assume that Siberia and the Far East play an important role in trading relations, but few studies have examined the extent of that role and the relationship between trade and economic development within the region. This study addresses two interrelated questions: firstly, what is the role of Siberia and the Far East in trade with the West, and secondly, what is the role of East-West trade in Siberian development. Regional trade participation data are not available. The study therefore examines the composition of Soviet trade with the West and the industrial structure of the Siberian economy, in order to deduce the extent of regional participation in trade. Soviet exports to the West are dominated by natural resources, while imports from the West comprise machinery and equipment, manufactured goods and agricultural products. Analysis of the Siberian economy reveals a specialisation in the production and processing of natural resources. Estimates of export participation show that since the late 1970s the region has become the Soviet Union's most important source of foreign currency. Imports of Western technology are shown to play an important part in natural resource production and in the creation of Siberia's Territorial-Production Complexes. In many instances compensation agreements tie the use of imports to export production. Overall the value of Siberian exports exceeds the cost of imports of Western technology, so that the region generates a sizeable foreign currency surplus. In conclusion, a simple model of the trade and development process is presented which relates the pattern of foreign trade participation to the process of regional development. The impact of Western imports is felt mainly in the European core region where they provide additional resources to feed the population and renovate the industrial base; the impact of exports to the West is felt mainly in Siberia and the Far East where they increase demands for natural resource production. Thus, East-West trade serves to perpetuate the existing core-periphery pattern of Soviet regional development.

This thesis aims to study the relations between Turkey and Russia in the post-Soviet era by focusing on the nature of economic interdependence between these countries. Focusing on the energy, trade, tourism and investment sectors, the thesis evaluates the interaction between the political and economic factors in the relations between Turkey and the Russian Federation. Contrary to the general view which claims that the historically conflictual relations between these two countries have been replaced by more cooperative economic and political relations, the thesis argues that these relations are characterized by both cooperation and conflict due to the complex nature of their interdependence. In this sense, there is always a potential for tensions in these relations due to the strategic role of economic relations between Turkey and Russia. Following the introduction chapter, the second chapter examines the historical background of Turkish-Russian relations until the end of the Soviet era in 1991. The third and fourth chapters analyze the Yeltsin and Putin periods in Turkish-Russian relations by exploring the limits of economic interdependence in four main sectors of economic transaction
trade, energy, investment and tourism. The last chapter is the conclusion.

Abstract:
It has been 17 years since the Soviet Union broke up and its constituent countries gained their independence. In the beginning years the sovereignty was considered an indisputable priority, resulting in economic matters being put off. However, in the light of slow economic development in the area, it seemed to be imperative for these countries to pursue economic integration. Backed up by political will, several attempts had been made to establish various integration groupings, one of them being the Commonwealth of Independent States. The established organisation’s main aim was to assist countries in preserving the connecting links inherited from the former Soviet Union. Some of the countries in the region managed to achieve relatively high growth rates mainly due to their individual efforts. Unfortunately, so far, none out of a number of proposed integration projects has proven to be an effective and binding tool in the political and economic development of the region. This thesis aims to identify problems standing in the way of economic integration of the Commonwealth of Independent States. As of now, a free trade area – the initial form of economic integration – has not been established. Although trade ties between the member states function, the main export destination of these states is outside the Commonwealth. It is recommended that the initial steps in setting up a free trade area in this territory should begin with developing integration within regional associations, due to smaller numbers of participants and their common interests.

Abstract:
This thesis addresses the substantive problem: how does variation in energy wealth impact upon the foreign policies of major energy-producing states? To answer this question, the thesis draws upon the ‘resource curse’ literature, as well as existing works of foreign policy analysis, to formulate a new theory. Based on a framework of neoclassical realism, this energy impact theory of foreign policy proposes that energy wealth, conceived as a national capability, has a significant and reliable effect on major energy-producing states’ foreign policies. Specifically, it is hypothesised that increases in energy capabilities amplify the scale and scope of these states’ international activity; promote boldness, ambition, and aggression; and encourage the adoption of unilateralist approaches to foreign policy. Decreases in energy capabilities are anticipated to have the opposite effects. Having delineated the core features of this middle-range theory, the model is tested using an initial, most-likely case study of the Soviet Union and Russian Federation, 1970 to 2010. The results of this empirical study are enormously encouraging since, following meticulous qualitative analysis of events data, the theory is concluded to have significant explanatory value in this context, as well as substantial promise as a more general model. In this way, the thesis endeavours to make a distinctive contribution, not only to research into the factors shaping Moscow’s international conduct, but also to the broader theoretical literatures on the ‘resource curse’ and foreign policy analysis. It is anticipated that this thesis marks only the beginning of a much more extensive programme of research.

This thesis comprises a three papers. The chapters stand on their own. Each paper-chapter analyses a specific issue and contains introduction, theoretical framework, methods of analyses, results and findings. Each of the chapters offers new empirical, methodological and modelling contributions with new empirical evidence and findings, with new extensions and specifications for the gravity based and CGE based analytical tools. The thesis reflects my analysis of regional and international trade of Central Asia by analyzing the past economic ties of the CA with former Big Brother , Russia; the present heterogeneity of socio-economic environment of CA countries; and the future development of CA trade relations with the formation of the Eurasian (Re)Union. The Introductory Chapter binds together the other chapters by discussing the general background of the Central Asian institutional formation, transition and trade relations; the research motivations and methodology employed in this thesis. Afterwards come three substantive chapters. In the first chapter, the analysis of enhancing economic relations between Russia and CA in the post-Soviet period contradicts the post-colonial trade erosion theory. In the second chapter, how the open or isolationist policies followed by Central Asian countries affect the performance of local firms and MNEs, and linked to the economic performances of the countries, is investigated. In the third chapter, the impact of deeper Eurasian regional economic integration is assessed quantitatively in the context of asymmetry between the union members and the EU deeper integration project. The final chapter discusses the limitations and possible directions for future research.

Abstract:
This thesis analyses local forms of civil society practised in contemporary Kazakhstan and Uzbekistan and provides a common thread on which to base a Central Asian understanding of civil society. I look to find out factors and constituents, which on the surface might be different from a classical liberal concept of civil society. The thesis applies a wider anthropological framework, which sees civil society as a broad network of social relationships, including traditional forms of associational life that can be relatively independent of the state. The study draws upon a multi-locale ethnography in Kazakhstan and Uzbekistan including in-depth and focus group interviews, participant observations, case studies, and archival research. I have investigated associations whose activities are concerned with reciprocal relations within society based on community solidarity, self-help, and mutual trust. These include professional associations, trade unions, ethno-cultural associations, religious organisations, courtyard clubs, the traditional Uzbek neighbourhood institution of mahalla, and informal practices of gap and khashar. While arguing that the meaning of civil society depends on context, the study has found that traditional elements of the preserved social fabric in Central Asian societies are reflected in today's networks of individuals. The thesis has generated knowledge on how local forms of associational life define the civil sphere by shaping social organisation, solidarity and mobilisation. Through empirical understanding of the public space, formal and informal networks that bond people together, we can locate wider ethnographic differences between not only the original and Central Asian concepts of civil society but also between two local cultures of Kazakhstan and Uzbekistan.

Die Dissertation untersucht am Beispiel des Volkskommissariates für Außenhandel die Entstehung der frühen Sowjetbürokratie und analysiert administrative und politische Prozesse, die der Herausbildung des Stalinismus vorangingen. Gegenstand der Untersuchung sind die Probleme des staatlich organisierten Außenhandels sowie die Schwierigkeiten bei der Anknüpfung von Handelsbeziehungen zu den kapitalistischen Staaten in der Zeit nach der Revolution. Außenpolitische Faktoren und weltwirtschaftliche Voraussetzungen werden in diesem Zusammenhang ebenso berücksichtigt wie die zum Teil widersprüchlichen Interessen des sowjetischen Außenhandels einerseits und der sowjetschen Diplomatie anderseits. Im Mittelpunkt steht die Frage nach dem Verhältnis zwischen Parteiapparat und Regierungsbürokratie sowie die Rolle der Volkskommissariate im politischen Entscheidungsprozeß. Die Verfasserin konzentriert sich in diesem Zusammenhang auf drei Themenkomplexe: die Kaderpolitik der KPR(b) gegenüber dem Volkskommissariat für Außenhandel, den organisatorischen Wandel in dieser Behörde während der Neuen Ökonomischen Politik sowie das Zusammenspiel einzelner Partei- und Wirtschaftsbehörden bei der Entscheidung konkreter handelspolitischer Fragen.
This dissertation examines the People´s Comissariat of Foreign Trade as an example of the development of early Soviet bureaucracy and analyses administrative and political processes, proceeding the rise of stalinism. The study deals with the problems of centrally planned foreign trade and the difficulties of establishing trading connections to the capitalistic states in the post-revolutionary period. In this context international factors and conditions, dictated by world economy, are considered as well as the contradictory interests of Soviet foreign trade on one hand and soviet diplomacy on the other hand. The focus is set on decision-making concerning the relationship between party apparatus and the People´s Comissariats. In this context the author concentrates on three aspects: the influence of CK´s Policy of Cadre selection on People´s Comissariat of Foreign Trade, the organizational change in this institution during the New Economic Policy and the cooperation between the various economic and party institutions, concerning the decision on concrete questions of foreign trade.

Comment, pourquoi et par qui les traces matérielles de l’époque soviétique ont-elles, ou non, été préservées en Russie ? Depuis une quinzaine d’années, cette question suscite un intérêt croissant. Alors que le contexte post-soviétique a été largement favorisé pour interroger ces phénomènes, cette thèse montre que pour saisir le destin actuel des monuments et édifices construits en URSS, le prisme du patrimoine et l’étude sur le temps long se révèlent être féconds. Les productions monumentales et architecturales soviétiques ont en effet été mises en patrimoine dès les premières années du régime, puis pendant toute sa durée. Ce travail retrace ainsi la genèse de ces processus de patrimonialisation et explore l’évolution des enjeux que ces derniers recouvrent. Il met en lumière le fait que la constitution d’un patrimoine soviétique joua un rôle déterminant pour le régime, notamment puisqu’elle permit de construire et de contrôler sa mémoire historique. Plus généralement, cette analyse offre un éclairage sur la spécificité du rapport au temps et à l’espace en Union soviétique. Enfin, l’étude des réinvestissements de ces objets patrimoniaux depuis les années 2000 dévoile les ambiguïtés du rapport au passé, tout comme elle révèle des parentés d’acteurs et d’usages de ces derniers avec l’URSS. En somme, cette thèse entend participer à l’écriture d’une histoire culturelle de la Russie, contribuer à l’étude du concept de patrimoine dans le contexte soviétique et donner des clés de compréhension des traitements pluriels du patrimoine socialiste dans les pays post-socialistes
Why, how and by whom have the material remains of the Soviet past been preserved – or not – in Russia? In the last fifteen years, this question has aroused an increasing interest. While scholars have mostly interrogated the multiple stakes raised by Soviet-Era monuments in Post-Socialist contexts, this work contributes to explain the current situation analyzing monumental productions through the prism of heritage and with a long-term perspective. Indeed, most of the Soviet-Era sculptures and buildings were already inscribed and designated as cultural heritage during the Soviet period. This study then scrutinizes the various heritagization processes of Soviet monuments, shedding light on the variety of actors they implicated and examining the evolution of uses, roles and functions of transforming Soviet monumental productions into heritage. The making of a heritage proper to Soviet Russia was indeed consubstantial with the establishment of the Socialist regime, especially because it allowed to create and control over its historical memory. Moreover, this analysis contributes to a broader debate on the relation between heritage as a concept and the understanding of space and time in the USSR. The last part of my dissertation explores the new uses of Soviet monuments since the 2000s, revealing the continuity in terms of uses and actors with the USSR, as well as the ambiguities dealing with the Soviet past. Overall, this dissertation intends to contribute to the writing of a cultural history of Russia, to offer new perspectives on the concept of heritage in Soviet context and to give some keys of understanding of Socialist-Era monument’s treatments in Post-Socialist contexts

Abstract:
Henry Kissinger has often been depicted as a disciple of Continental realism, and a rarity among American Cold War diplomats. According to this interpretation, Kissinger did not concern himself with domestic politics, public opinion, and economic issues in his diplomacy toward the Soviet Union, and was focused solely on primary high-policy issues such as ending the Vietnam War. However, his later actions as National Security Advisor and Secretary of State under Presidents Nixon and Ford were decidedly inconsistent with Continental realism. This thesis argues that Kissinger gradually incorporated economic issues as part of his ―diplomatic arsenal,‖ in which the context of East-West trade facilitated a transition away from Continental realism toward a ―naturalized‖ realism inclusive of more traditional American foreign policy elements. Abstract:
The thesis offers a look at the Russian systemic transformation from the perspective of a petty trader from an open-air market. In general, street traders can be counted among the mass of losers of the systemic change in Russia. It was usually a vital necessity which forced them to engage in trade: they had to make the ends meet in the extremely difficult social situation after perestroika and the dissolution of the Soviet Union. It was petty trade that enabled vast numbers of people – especially from the underprivileged social classes – to survive the crisis of the 1990s in Russia. The uncertainty the trader copes with in his everyday life is of a particular character. He does not know how much he will manage to sell and whether the capital he has invested in his goods will pay off. What is more, in contemporary Russia a petty trader faces also unpredictable market turmoil, consequences of the current economic crisis, restrictive law regulations and competition aroused by the inflow of labour immigrants and the development of chain stores. All these dimensions made for an existential uncertainty of tradespeople: the uncertainty of the quality that the existence of themselves and their families would have tomorrow. In the analysis of the issue, I do not merely reconstruct the rules of engaging in trade activity today as well as risks and profits that are tied to it. I set the investigated phenomenon in a broad cultural context, which is constituted by: behaviours and economic patterns inherited from the Soviet times, social representations of trade and work, and existence of ethnic minorities. The empirical base for this study is constituted by the extensive ethnographic fieldwork research I conducted among tradespeople in the central Siberian city of Krasnoyarsk in 2012-2013. Praca proponuje spojrzenie na rosyjską transformację ustrojową oczami handlarza pracującego na bazarze. Ogólnie rzecz biorąc, handlarzy ulicznych zaliczyć można do rzeszy przegranych systemowej zmiany w Rosji. Do zajęcia się handlem zmusiła ich najczęściej życiowa konieczność: musieli oni utrzymać się w skrajnie trudnej sytuacji społecznej powstałej po pierestrojce i rozpadzie Związku Radzieckiego. To drobny handel, a w szczególności międzynarodowy handel wahadłowy, pozwolił nieuprzywilejowanym klasom społecznym przetrwać głęboki kryzys lat 90. XX w. Niepewność, z którą drobny handlarz mierzy się w swoim życiu codziennym, jest szczególnego rodzaju. Kupiec nie wie, ile sprzeda i czy zainwestowany w towar kapitał się zwróci. We współczesnej Rosji stoi on ponadto w obliczu nieprzewidywalnych zmian rynkowych, oddziaływania kryzysu ekonomicznego, restrykcyjnych regulacji prawnych i konkurencji związanej z napływem imigrantów zarobkowych i rozwojem sieci supermarketów. Wszystkie te czynniki sprawiają, że w przypadku omawianych ludzi można mówić o niepewności egzystencjalnej – niepewności tego, co zdarzy się z nimi i ich rodzinami jutro. W analizie tematu chodziło mi nie tylko o rekonstrukcję zasad rządzących drobnym handlem oraz niebezpieczeństw i korzyści, z którymi się wiąże. Badane zjawisko osadziłem w szerokim kontekście kulturowym: postaw i wzorców ekonomicznych zaczerpniętych z czasów ZSRR, wyobrażeń na temat handlu i pracy oraz funkcjonowania mniejszości narodowych. Podstawę empiryczną pracy stanowi materiał zebrany podczas intensywnych badań etnograficznych, które przeprowadziłem w Krasnojarsku w centralnej Syberii w latach 2012-2013.

Roman Horvath, Ph.D Academic Year: 2016/2017 Abstract This dissertation consists of three empirical papers on natural resource, economic growth and institutional quality. The first paper analyzes possible publication bias and the reason for contradictory findings in the natural resource literature, the second paper examines the effect of natural resource exports on manufacturing performance in the 15 former Soviet Union countries, and the last addresses whether similarities in country income size and at the institutional level encourage increased amounts of bilateral trade between countries. An introductory chapter puts these three papers into perspective. In the first paper, I analyze 43 studies providing 605 different regression specifica- tions and found that approximately 40% report a negative and statistically significant effect, another 40% report no effect, and the remaining 20% report a positive and statistically significant effect of natural resources on economic growth. The thesis is focused on Vilem Hromadko, an engineer who had a signifiant influence on industrial production in former Czechoslovakia, but also in Poland and USSR. During his life, Vilem Hromadko met J. V. Stalin in person, he was imprisoned several times and joined the antifascist resistence. The main focus of the thesis is on his activities associated with an improvement of arms production in USSR between 1937 and 1941. Hromadko`s business co- operation with USSR and general contribution to the global industry were analyzed based on archive information and historical documents. Třetí kapitola specifikuje vzájemný obchod v čase a struktuře v Gorbačovovy Perestrojky. In October 1962, the world was brought to the brink of nuclear catastrophe. The Cuban Missile Crisis marked the closest the United States (US) and the Soviet Union came to military conflict that might have led to nuclear annihilation during the Cold War. This thesis investigates the Australian Government’s policy response to the crisis. In doing so, it makes an original contribution to Australian Cold War history and to the extensive literature on the crisis. The Australian Government’s policy response to the crisis is examined in the context of the Australia-US alliance. A diplomatic history, this thesis relies heavily on declassified government records from Australian and American archives. Additionally, oral history interview transcripts, audio-visual materials, Hansard, newspapers, and private collections, were consulted in order to reconstruct comprehensively Australia’s policy on this matter and the factors that shaped it. This thesis examines: Australia’s awareness of the Cuban situation; the Menzies Government’s policy on the crisis, specifically, factors it considered—and did not consider—in formulating its policy; and the Government’s immediate implementation of that policy, including the reactions of some sections of the Australian community to that policy. It demonstrates that despite limited advance notice and awareness of the Cuban situation, the Government swiftly declared support for the US in the crisis, specifically, its resolution to be presented to the United Nations Security Council. It reveals that certain politicians, diplomats, and public servants were concerned about: Australia’s obligations under the Australia New Zealand United States Security Treaty; the legality of the US response; the precedent set by the quarantine; the implications of US policy on the crisis regarding Australian nuclear ambitions; Australia maintaining its trade relationship with Cuba; and the repercussions the crisis could have on collective defence arrangements, which Australia relied on for its security. Despite these concerns and challenges, the Government considered the successful management of the US alliance paramount in formulating and implementing its policy on the crisis.
