Abstract:
This chapter examines book history in the anglophone South Pacific, focusing on how creative writing as well as reading developed from small localized efforts within systems of colonial management and then as part of international pressures to decolonize. The discussion begins with a look at the role of European missionaries in promoting literacy in the South Pacific, and how colonial administrators used missions in pacification and to provide education to Indigenous populations. The chapter then considers the publishing activities of colonial governments and how the history of the novel in the Pacific was shaped by regional and international organizations. It also describes publishing by nation states after independence and by groups and individuals despite numerous challenges.

Abstract:
This chapter focuses on the history of the South Pacific novel as a post-1950s phenomenon. Many Pacific writings from the early phase of literary production came in the form of ‘auto-ethnographic’ accounts of village life or the transcription of oral stories in which the separation of the writer is indicated often implicitly in the external viewpoint of the narrative and its use of formal English to depict a clearly non-Anglo world. To become a writer, one had to enter school, where he/she had to be acquainted not only with maths tables and alphabets but also new patterns of behaviour fitted to the subject position of ‘student’, disruptive of a traditional sense of communal identity. The chapter examines how literacy, with its ties to Western education, allowed Pacific Islanders to correct false representations of themselves in colonial adventure stories. It also shows that South Pacific fiction is imbued from the start with the vision of flux and fragmentation that is modernity, while contemporary shifts in Pacific identities due to the pan-Pacific diaspora and transnational networks have encouraged novelistic innovation in the increasingly pervasive print culture of a globalized Pacific.

Abstract:
There is a tendency to view R2P diffusion in the Asia Pacific region as a function of ‘norm containment’, which explains endorsement of R2P as a result of the weakening, deconstruction, or dilution of R2P to render it more compatible with the region’s state-centred security norms and practices. This chapter demonstrates, however, that R2P has diffused in the Asia Pacific region through a dynamic process of negotiation and compromise between international R2P norm advocates and Asia Pacific actors, which has witnessed concession and accommodation on both sides. Through case study analysis of how the governments of Japan and India have engaged with R2P, the chapter argues that the Asia Pacific’s socialization to R2P is most aptly characterized as a balance of R2P norm containment and localization, witnessed in Asia Pacific actors shaping the contours of the R2P norm and accommodating its prescriptions through gradual, incremental normative and institutional change.
