Abstract:
The current socio-economic and political problems of South Africa are rooted in the colonial apartheid era as scholars and researchers suggest through extensive research. However, there have been high levels of service delivery protests related to the government performance on the issues of service delivery to the local communities’ countrywide. Governments departments appear to be lacking much required knowledge and understanding of external factors associated with rural to urban migration such social-economic factors and other various relevant challenges, hence, local authorities are struggling to meet up with demands caused by the ever-increasing number of urban populations, which affects services delivery performance. The study was quantitative approach and used 5 Likert scale questionnaires which were distributed in the selected areas of eThekwini city. A total of 100 with 25 respondents per area, chosen areas include emhlabeni, emalandeni, ezimeleni and silver city. Whereas, qualitative aspects of the study were secondary data through extensive literature review, the study has found that indeed rural to urban migration has a negative impact on service delivery the study argue that service delivery, rural to urban migration, public participation need to be part of the government agenda holistically to improve service delivery and capacity of local authorities. This study recommends proactive urban planning and community involvement through public participation channels. The generalization of the findings of this study should be done with care.

Abstract:
Abstract The article aims to give local texture to people’s, specifically Chinese, mobilities in a South African context. Through a retelling of a grandmother’s stories to her granddaughter, we argue that they offer a vision of the world that Black and Chinese South Africans inhabited during apartheid – they disrupted the world built by the all-white government. During the apartheid period, people were forced to see the world in black and white terms, not to mention powerful and powerless. It is this reality of the past that an ancestor’s oral accounts about how her people met and interacted with people from other shores, who had different stories than hers, are important. In this article, one of the authors recalls and further reimagines these stories about people who came from afar to make their own living in South Africa, cross paths with the locals, and leave their own marks. The article also highlights the significance of “Mo-China,” the Chinese fafi gambling game in supplementing Black and Chinese South African urban livelihoods during apartheid. The article concludes by pointing out that these stories, crossing and informing worlds, are prohibited knowledge that requires new attention which debates on the Chinese presence in African contexts have neglected thus far.

Continuous pressure against the South African Government has led to what previously seemed unthinkable: the reform of apartheid. Strikes from 1973 onwards, the Soweto revolt in 1976, the increasing resistance from school and consumer boycotts, the strengthening black trade-union movement and mass political organisations, and the unceasing campaign by the African National Congress, have led the State President, P. W. Botha, to declare in early 1986 that apartheid in its present form cannot be maintained, despite strong reactions from sections of Afrikaner interests. Many of the structures thought essential to racial segregation are to go: the pass laws controlling the movement of African men and women, the fiction that the ‘Bantustans’ are ’independent’ or ‘national’ states, and that urban blacks are citizens of other countries. There is even the promise of political representation for Africans. These measures appear to mark the end of Botha's attempt to create a divided black working class — some with residence rights in white-only areas, and others, notably unskilled migrants, without. The specific shape of the more racially-integrated South Africa which Botha promises remains unclear. It is not surprising in a recession that the President appears to have recognised the inappropriateness and disproportionate cost which maintaining structures of black recruitment to white employers has on the state's exchequer — not including the cost of policing influx control.

ABSTRACTMuch has been written about the persistence of economic apartheid, inscribed in the geography of South Africa's cities, producing spatial configurations that are reminiscent of the old order of segregation while simultaneously embodying the particular inequities and divisions of the new neo-liberal order (Turok 2001; Harrison 2006). Through an ethnographic study of Rustenburg, the urban hub of South Africa's platinum belt (once labelled the ‘fastest growing city in Africa’ after Cairo), I explore how the failure of urban integration maps onto the failure of the promise of market inclusion. What is particular about mid-range towns such as Rustenburg is that the opportunities of ‘empowerment through enterprise’ are seen, or believed, to be all the more attainable than in large cities. Here the extended supply chains of the mining industry and the expanding secondary economy appear to offer limitless possibilities to share in the boons of the platinum boom. Yet as this account shows, the disjuncture and friction between corporate authority and local government have given rise to increasing fragmentation and exclusion, as only a very few are able to grasp the long-anticipated rewards of the new South African dream.

ABSTRACTMutuality is at the heart of the continued violence and inequality in South Africa. This historical and anthropological analysis of Cape Town's taxi associations reveals how mutuality has become strongly connected with violence and economic marginalization. The breakdown of apartheid led to new mutualities along the rural–urban divide, which resulted in taxi wars between ‘urban insiders’ and ‘rural outsiders’. After liberation from apartheid, mutuality within Cape Town's taxi associations became a central issue in government policy and commercial interests, which contributed to taxi associations becoming mafia-like organizations. This analysis reveals that taxi owners today find themselves in a trickle-up economy characterized by: violent and shifting mutualities; the embrace of illegality and informality as being vital to doing business; and strong economic intervention by the state.

Abstract. The land question in South Africa has been a long-standing issue for more than 360 years. Consequent to unjust legislation such as The Natives Land Act No.27 of 1913 to this day, there is a racial imbalance in the distribution of land ownership in South Africa. Coupled with the socio-economic and spatial segregative mandates of the apartheid-government to enrich the white minority, such unjust legislation fostered mass-land dispossessions and displacements of black people relocating them to peripheral areas known as ‘Bantu stands’ where they were further ethnically grouped in remote from socio-economic opportunities. The preceding has resulted in the impoverishment of the black people as they no longer had land – their primary source of livelihood. The limited access to land by black people remains true in post-apartheid South Africa.Since the dawn of democracy, limited access to urban land has coursed challenges for housing development. Spatial transformation towards socio-economic integration has also become problematic as large areas of strategically located land remain locked in the hands of the minorities. Thus, to realise the mandates of South Africa’s democratic government – equal access to land and opportunities, this land needs to be acquired, particularly for the previously disadvantaged, poor, and landless.As cities move towards being smart, this research will demonstrate the use of Evidence Based Planning (EBP) in order to assist Local Government to foster scientific decision making methods. The use of the Multi-Criteria Decision Analysis (MCDA), Analytical Hierarchy Process (AHP) and Geographic Information System (GIS) as a method to develop a Strategic Urban Development Decision Framework (SSUDDF) as a Planning Support System (PSS) that will be used to investigate the best suitable land for possible expropriation. Various criteria such as proximity to road connectivity, proximity to current and future economic activity, proximity to public transport routes, dolomitic land, priority areas and proximity to city centres are some of the criteria selected for the research. The Strategic Spatial Urban Development Decision Framework (SSUDDF) enabled us to stream line significant criteria and processes that where specific to strategic urban development in the Benoni town situated in the City of Ekurhuleni using critical spatial policy and strategic objectives of the city.

Experiences of apartheid in South Africa have resulted in the association of shelter with citizenship, adding significance to the concept of “home”. This paper reviews experiences with grassroots efforts to make the government’s housing policy and programme more effective in addressing the needs of the urban poor. The experiences offer lessons relevant within and beyond South Africa. First, collaboration between state and civil society has been possible and has added substantively to the effectiveness of state programming. But, with a multiplicity of government agencies, the context is difficult. Housing construction has been constrained by delayed subsidy payments, and by a professionalization that limits opportunities for low-income residents. Second, community initiatives have had multiple incremental and positive influences on state policy and programmes, but substantive progress requires government adopting a more inclusive policy. Civil society agencies remain ambitious about the potential for securing substantive transformation, but this remains a work in progress.

AbstractResearch concerning studentification is growing in importance. The supply of private student accommodation forms part of the wider urban process of studentification which documents changes in the social, economic and cultural fabric of cities. Although scholarly interest concerning the supply of private student accommodation has enjoyed sustained interest in the global North, only limited work is available surrounding the supply and demand for private student accommodation in global South urban centres. In South Africa there has been growing recognition of the impact of the studentification that has accompanied the massification of tertiary education in the post-apartheid period. Using interviews with key stakeholders, suppliers of student accommodation, as well as focus groups with students, this paper explores the supply of houses in multiple occupation and students’ perspectives on such properties in Johannesburg, South Africa. One distinctive influence upon the studentification process in South Africa is the impact of the national government funding system which was restructured in order to support the tertiary education of students from previously disadvantaged communities.

Government policy towards informal settlements in south africa reflects a tension between two approaches: recognizing the legitimacy of informal settlements and aggressively removing these so-called “slums”.( 1 ) drawing on nationally representative household survey data and interviews with 25 individuals relocated from an informal settlement to a “transit camp”, this paper argues that more detailed attention should be paid to the changing connection between housing, household formation and work. Whereas cities in the apartheid era were marked by relatively stable industrial labour and racially segregated family housing, today the location and nature of informal dwellings are consistent with two important trends: demographic shifts, including towards smaller more numerous households, and employment shifts, including a move from permanent to casual and from formal to informal work. This study is therefore able to substantiate in more detail a longstanding insistence by informal settlement residents that they live where they do for reasons vital to their everyday survival. The paper also highlights the limitations of relocations not only to urban peripheries but also to other parts of cities, and it underscores the importance of upgrading informal settlements through in situ development.

This thesis explores the history of New Brighton in the context of Port Elizabeth's political economy. This port city was essentially an entrepôt until primary industrialisation commenced after the First World War. Jobs in the footwear and motor assembly plants were the preserve of unskilled white (Afrikaans-speaking) workers recently arrived from the city's hinterland. A relatively stable African population grew in the absence of influx controls, and provided a large pool of unskilled labour. A fairly large Coloured population made it more difficult for Africans to acquire employment and skills. With the spurt in industrial growth from the mid- 1940s, Africans were increasingly employed in the manufacturing sector. But the majority of the African workforce still performed unskilled work at or below the minimum wage. Port Elizabeth's African population was amongst the most fully proletarianised but the poorest in the country. The changing labour needs of Port Elizabeth's employers meant that the powerful commercial-cum- industrial lobby sought to influence the City Council to ignore influx control measures introduced in the 1930s. Instead, routine control of New Brighton residents was dependent on a 'location strategy' which included the issue of registration cards as the key to obtaining houses and beer brewing privileges. The Advisory Board provided a channel for patronage dispensed by the Superintendent and a means of co-opting prominent residents and their supporters. The usual litany of social ills such as grinding poverty, overcrowding and breakdown of family structures led to the growth of a subculture of violence amongst some of the youth from the late 1940s. This fed into the simmering discontent caused by the Council's insistence on rent increases and the heightened political expectations caused by the defiance campaign, which irrupted 'in the 1952 riots. Meanwhile, a realignment of political forces in the local state had changed the balance of power in favour of those groups which advocated a tighter rein on labour regulation and the political activities of local Africans. Pressure from this source and the central state in the aftermath of the riots, was more telling than that of the 'liberal' lobby and business interests on the PECC. The combination of state repression and the Council's hastily introduced curbs on political activities reduced the likelihood of ANC-led resistance to the imposition of passes. In 1953 the Council finally jettisoned its 'liberalism' and introduced influx control measures and labour registration. It applied the full force of the law against New Brighton residents whose reputation for being a law-abiding community had served to vindicate the Council's 'progressive' policies towards Africans in the first place.

Abstract:
It is important that the story of organisations like the End Conscription Campaign be recorded. The narrative of the struggle against apartheid has become a site of contestation. As the downfall of apartheid is still a relatively recent event, the history is still in the process of formation. There is much contestation over the relative contributions of different groups within the struggle. This is an important debate as it informs and shapes the politics of the present. A new official narrative is emerging which accentuates the role of particular groupings, portraying them as the heroes and the leaders of the struggle. A new elite have laid exclusive claim to the heritage of the struggle and are using this narrative to justify their hold on power through the creation of highly centralised political structures in which positions of power are reserved for loyal cadres and independent thinking and questioning are seen as a threat. A complementary tradition of grassroots democracy, of open debate and transparency, of “people’s power”, of accountability of leadership to the people fostered in the struggle is being lost. It is important to contest this narrative. We need to remember that the downfall of apartheid was brought about by a myriad combination of factors and forces. Current academic interpretations emphasize that no one group or organisation, no matter how significant its contribution, was solely responsible. There was no military victory or other decisive event which brought the collapse of the system, rather a sapping of will to pay the ever increasing cost to maintain it. The struggle against apartheid involved a groundswell, popular uprising in which the initiative came not from centralised political structures, orchestrating a grand revolt, but from ordinary South Africans who were reacting to the oppressive nature of a brutally discriminatory system which sought to control every aspect of their lives.4 Leaders and structures emerged organically as communities organised themselves around issues that affected them. Organisations that emerged were highly democratic and accountable to their members. There was no grand plan or centralised control of the process. As Walter Benjamin warned in a different context, but applicable here: “All rulers are the heirs of those who have conquered before them.” He feared that what he referred to as a historicist view constructed a version of history as a triumphal parade of progress. “Whoever has emerged victorious” he reminds us “participates to this day in the triumphal procession in which the present rulers step over those who are lying prostrate. According to traditional practice the spoils are carried along in the procession.” 5 He was warning of just such a tendency, which has been repeated so often in the past, for the victors to construct a version of history which ends up justifying a new tyranny. To counter this tendency it is important that other histories of the struggle are told – that the stories of other groups, which are marginalised by the new hegemonic discourse, are recorded.This aim of this dissertation is thus two-fold. Firstly it aims to investigate “the story” of the End Conscription Campaign, which has largely been seen as a white anti-apartheid liberal organisation. The objective is to provide a detailed historical account and periodisation of the organisation to fill in the gaps and challenge the distortions of a new emerging “official” discourse.Secondly within this framework, and by using the activities and strategies of the organisation as evidence for its suppositions, the question of the role played by the ECC in the struggle.

This thesis examines South Africa's foreign relations, viewed from a South African perspective, with the black African countries beyond southern Africa from 1961 to 1994. These relations were determined by the conflict between Pretoria's apartheid ideology on the one hand, and African continental rejection of South Africa's race discrimination policies and its exclusion from the community of African states on the other. The documentary material used primarily stems from the Department of Foreign Affairs archive in Pretoria, supplemented by research conducted in other archives. Furthermore, we conducted interviews and correspondence, and consulted the relevant primary and secondary literature. Given the main source of information, we chose to make this work a case study in Diplomatic History. In consequence, and constituting the core of the study, Chapters 3 to 6 explore the interaction between South Africa and the black African states in a chronological order. At the same time, we draw on the analytical concepts from the academic disciplines of Political Science and its derivative, International Relations, to comprehend developments more fully. We discuss the significance of the approaches from these two disciplines in both the Introduction and Chapter 2. In particular, we emphasise that this study is about Pretoria's foreign policy, involving state and non-state actors, and we suggest that the unequal status between South Africa and the other African states constitutes an inherent factor in the relationship between them. The Conclusion examines the role of the state and non-state actors in determining Pretoria's foreign relations and the relevance of the structural imbalance between South Africa and the black African states in this context.

This treatise revisits the process of the implementation of the Coega Project and discusses political economic issues which emerge therein locating them in the political economic context of post-1994 South Africa. Based on an in-depth study of the “Coega Story”, and three years of observing the Coega Development Corporation engaging in the political economic space to implement the project, key themes which are relevant in understanding the nature of politics in the country are highlighted and discussed with a view to drawing lessons for future implementers of economic development projects and policy makers. Key discussions in the study include a critical analysis of the symbiotic relationship between politics and development (or broadly the economy) – where emphasis is made about the centrality of politics in implementing economic development projects; the developmental state – where key characteristics of a developmental state are highlighted; the transition from apartheid to democracy and its implications on the nature of political relations post-apartheid; industrial development as a growth strategy and the interplay of social forces in the post- 1994 political economic space. The Coega Project is located within the broader context of the ruling party seeking to advance what is called the second and, perhaps the ultimate task of the liberation struggle, socio-economic liberation. Its strategic fit in that task is discussed critically taking into account paths to industrialisation as they have been observed from Newly Industrialising Countries and South Africa’s attempts at industrialisation before and after 1994.

Abstract:
Almost 20 years after the white Nationalist government was voted out, some black South Africans believe that black solidarity is still necessary in South Africa. These people argue that since post-apartheid South Africa is still marred with racial injustice, it makes sense for blacks to advocate for black solidarity. Although it is true that black solidarity played an important role in the struggle against apartheid, in this thesis I argue that the struggle against current forms of racial injustice does not necessarily require black solidarity. This is not to deny the prevailing racialized oppression in the post-apartheid era, nor to deny the importance of black solidarity in the past; rather the point I am making is that the current form of racial oppression is somewhat different from the one before 1994. Hence I argue in this thesis that the current form of racial oppression requires us to do certain things differently. Doing things differently means improving upon the strategies of the past. For this to happen, I argue that every human being who believes in and is committed to racial justice ought to be included in the struggle for justice. Change, after all, is brought about when committed human beings work together for liberation and justice.

Abstract:
The premise of the thesis is that the developmental use of urban land should be ethical, fair and promote social justice. Using multiple research approaches and mixed methods this thesis examines the urban land question in South Africa and particularly Cape Town where land distribution and ownership are inequitable. The thesis unpacks land redistribution, land tenure reform and land restitution within this context. It is argued that the South African Constitution commits government to protect the property rights of those who currently own property and at the same time redistribute land to those who have been dispossessed and explores what this tension means for urban land redistribution and reform using the freedoms approach developed by Amartya Sen as a conceptual framework and as alternative to the neo-classical model. The main findings of the thesis can be summarized as follows. a) The thesis demonstrates that there is no logical reason why the freedoms approach cannot be extended to include urban land. b) The entitlements and endowments that urban land could bestow on the urban poor are shaped by how the State invests in land through the instruments of land planning and land use management which call for a significant role for the State as custodian of public land to not only make explicit the land asset register under public ownership but also instill trust in the poorer sectors of urban society. c) A two track system of land planning and land use management may be more appropriate in the post apartheid South African city, one stream for market driven land and one for targeted public land programmes that directly address urban poverty provided that the State is able to make strong connections between the philosophical and the technical aspects of land and land use management systems. d) As a two track system is suggested the land use management system requires to be reframed. To facilitate land redistribution and reform in urban areas of South Africa therefore, the thesis suggests that a deliberative and systemic planning approach needs to be adopted that is intervention focused. Only when the State assumes a more critical interventionist role in public land programmes would it be possible to obtain social justice and the principles of the good city in the South African urban context. e) Gaining access to and control over land resources beyond the market is possible but limiting for the majority of the urban poor when land and housing debates are conflated. This conflation results in other land debates being silenced yet these have the potential to offer alternatives to the neo-classical model of land and land use management as well as promote a wider role for public land than just housing.

AbstractCape Town is widely considered to be South Africa’s most segregated city. The chapter outlines the history of social stratification and spatial segregation, including the coercion of colonial and apartheid governments to divide the population by race. Since 1994, the democratic government has lacked the same resolve and capacity to reverse this legacy and integrate the city. The chapter also analyses the changing socio-economic and residential patterns between 2001 and 2011 in more detail. It shows that the extent of segregation diminished between 2001 and 2011, contrary to expectations. It appears that affluent neighbourhoods became slightly more mixed and people in high-status occupations spread into surrounding areas. Some low-income neighbourhoods also became slightly more mixed by accommodating middle class residents. Further research is required to verify and explain these findings.

AbstractDemocratisation in 1994 meant that, for the first time, the South African state recognised that all South Africans had claims on and responsibilities to society. To address the racialised legacy of apartheid, the new government sought to expand opportunities for black South Africans—and hence solve the social question—through racially inclusive economic growth and development. The government initially viewed the system of social grants that it inherited as insufficiently developmental and worried about the poor becoming “dependent” on public support. When unemployment and poverty persisted, compounded by HIV/AIDS, reformers—including especially the Minister of Social Development from 1999 to 2009, Zola Skweyiya—reframed the social question in terms of dignity and responsibility and expanded the social grant system.

This chapter analysed the social costs and benefits of changing lifestyles and livelihoods adopted by the families in Africa to fit in the obtaining urban environments. The transformation is in a way to minimise the cost and maximise the benefits of urbanism. The net overall effect of the transformation has been increasing household poverty signified by poor incomes, family instability, increased nucleation of families and disbanding of family rural ties for the city. In most cases, this means increased vulnerability and insecurity of the traditional family. How then do the urbanised traditional families cope with city pressures? The study draws cases from South Africa, Mozambique, Zimbabwe, Nigeria, Ethiopia and Egypt these being countries where urbanisation levels are in critical variation due to varying circumstances including the removal of apartheid restrictions, armed conflict, economic instability, population explosion, existence of pristine conditions, possibility of overurbanisation and proclivity to maintaining tradition, respectively.

South Africa (SA) is a developing country struggling to address educational transformation inherited from a previous apartheid regime and created by the current democratic government. Education is an area which is struggling within a SA context. Many schools in disadvantaged communities are faced with inadequate infrastructure and lack of resources yet the expectation is for schools to show evidence of effectiveness irrespective of these challenges. This context prompted an investigation into the development of the school learning environment utilising a participatory action research design at a disadvantaged primary school in the Western Cape, SA. The major findings included that the school learning environment was influenced by the unique challenges and pressures in the school context; that collaborative efforts between stakeholders contribute to school effectiveness irrespective of context through acknowledging the school as an organisational system which requires the principal, educators, parents and community to effectively collaborate through open channels of communication in order to facilitate optimal teaching and learning environments which contribute to school effectiveness. The community component in the school learning environment needed to be acknowledged as the validation of the experiences of educators, learners, parents, principal and community is important in the South African context.

The COVID-19 challenge is unprecedented; its scale still is not fully understood. Universities in the South Africa do have plans in place to continue the academic year in 2021 but have no idea to what extent education will resume to normal face to face activity. Although the future is unpredictable, given the uncertainty in the epidemiological and economic outlooks, universities have to ensure quality and sustainability for the medium and long-term implications for teaching, learning, the student experience, infrastructure, operations, and staff. Amongst the range of effects that COVID-19 will have on higher education this year, and possibly into future years, admission arrangements for students is one of the biggest. It is also one of the most difficult to manage because it is inherently cross sector, involving both schools and higher education. There is no template in any country of how to manage education during the pandemic. However, there are major concerns that exist, in particular, regarding the impact on learners from low income and disadvantaged groups. Many are vulnerable and cannot access the digital platform. Post 1994, the South African government placed emphasis on the introduction of policies, resources and mechanisms aimed at redressing the legacy of a racially and ethnically fragmented, unjust, dysfunctional and unequal education system inherited from apartheid. Many gains were made over the past two decades especially, in higher education, two of which were access and funding for the disadvantaged students to attend university. However, the pandemic in 2020 disrupted this plan, causing the very same disadvantaged students to stay at home without proper learning facilities, poor living conditions or no access to devices and data. The paper argues that the tensions and challenges that dominated the Covid-19 digital educational reform have resulted in a significant paradigm shift focused on out of classroom experiences as expressed in the new ways of teaching and learning and possibly leaving certain groups of students behind. Consideration is given to three broad areas within higher education in South Africa. Firstly the current dilemma of teaching and learning, secondly, the access or lack thereof to the digital platform and challenges facing students, and the thirdly, the issue of admission to higher education. All three areas of concern represent the degree to which we face educational disruption during the pandemic.

In 2018, the world population is around 7.6 billion, 4.2 billion in urban settlements and 3.4 billion in rural areas. Of this total, according to UN-Habitat, 3.2 billion of urban inhabitants live in southern countries. Of them, one billion, or nearly a third, live in slums. Urban poverty is therefore an endemic problem that has not been solved despite all initiatives taken to date by public and private sectors. This global transformation of our contemporary societies is particularly challenging in Asia and Africa, knowing that on these two continents, less than half of the population currently lives in urban areas. In addition, over the next decades, 90% of the urbanization process will take place in these major regions of the world. Urban planning is not an end in itself. It is a way, human and technological, to foresee the future and to act in a consistent and responsible way in order to guarantee the wellbeing of the populations residing in cities or in their peripheries. Many writers and urban actors in the South have criticized the inadequacy of urban planning to the problems faced by the cities confronting spatial and demographic growth. For many of them the reproduction of Western models of planning is ineffective when the urban context responds to very different logics. It is therefore a question of reinventing urban planning on different bases. And in order to address the real problems that urban inhabitants and authorities are facing, and offering infrastructures and access to services for all, this with the prospect of reducing poverty, to develop a more inclusive city, with a more efficient organization, in order to make it sustainable, both environmental than social and economic. The field work carried out during recent years in small and medium-sized cities in Burkina Faso, Brazil, Argentina and Vietnam allows us to focus the attention of specialists and decision makers on intermediate cities that have been little studied but which are home to half of the world's urban population. From local diagnoses, we come to a first conclusion. Many small and medium-sized cities in the South can be considered as poor cities, from four criteria. They have a relatively large percentage of the population is considered to be poor; the local government and its administration do not have enough money to invest in solving the problems they face; these same authorities lack the human resources to initiate and manage an efficient planning process; urban governance remains little open to democratic participation and poorly integrates social demand into its development plans. Based on this analysis, we consider it is imperative to renovate urban planning as part of a more participatory process that meets the expectations of citizens with more realistic criteria. This process incorporates different stages: an analysis grounded on the identification of urban investment needed to improve the city; the consideration of the social demands; a realistic assessment of the financial resources to be mobilized (municipal budget, taxes, public and international external grants, public private partnership); a continuous dialogue between urban actors to determine the urban priorities to be addressed in the coming years. This protocol serves as a basis for comparative studies between cities in the South and a training program initiated in Argentina for urban actors in small and medium sized cities, which we wish to extend later to other countries of the South

Abstract:
According to the World Bank (2015) Africa’s urbanization rate has surpassed other parts of the world. It is believed that by 2030, over 50% of Africans will reside in Urban Centres. Kenya is among the African counties that has experienced a tremendous increase in her urban population. This is most visible in the capital, the primate city of Nairobi. The growth has led to increased pressure on basic needs like housing, transport, water, education and security. Coupled with unequal economic development and social benefits, the result has been the tremendous expansion of informal sectors across fields. To respond to some of this pressure, the central government has vowed initiate large projects in housing, transport, water and others (Republic of Kenya, 2018). Newly enacted legislation also provides for the establishment of multi-sectoral urban boards to oversee the delivery of some services. Among the major projects coming up include Affordable Housing schemes and Mass Rapid Transport investments such as Bus Rapid Transit and expanded commuter rail systems. However, experience from the past both in Nairobi and other Cities has taught us the importance of inclusion, empathy and participation in such projects. Recent times have shown that public projects tend to ignore these and other key elements leading to massive failure of investment. The paper investigates case studies from similar projects in other parts of Africa, Bus Rapid Transit Projects in Lagos, Dar es Salaam and South African Cities; past Slum Upgrading and Housing Projects in Nairobi and other parts of the continent. The research methods also involve data collection on inclusion and participation from those who are affected directly by these proposed projects as well as the impacts that previous projects have had. The results from the study show that without proper communication and participation there are several misunderstandings on liveable spaces in cities. These include misinterpretations of the challenge’s citizens face, on the intentions of proposed solutions as well as the socioeconomic decision-making process of citizens. The implication of this leaves an unhealthy competition between existing informal ‘structures’ in various sectors against the new government driven proposals. The results are that those meant to benefit end up not being the primary beneficiaries. In conclusion, the role of putting people primarily as the centre objective of planning remains critical and key. For African planners, diverting from this will increase the existing inequalities and lead to further social divisions.

The study, which identified critical issues to be addressed in building support for microbicides and facilitating a smooth introduction, was conducted between September 2002 and September 2003 in Langa, a peri-urban site in the Western Cape Province of South Africa, and at national and provincial levels. Through in-depth interviews and focus group discussions, this study explored and identified issues that could facilitate or undermine access to and use of microbicides.
