Les Trente Glorieuses à Strasbourg à travers les revues d’architecture et d’urbanisme – À partir d’articles consacrés à des projets strasbourgeois dans les revues d’architecture et d’urbanisme entre 1945 et 1978, l’attachement des architectes aux traditions locales apparaît nettement. Celles-ci sont néanmoins bousculées au début des années 1950, par d’autres impératifs, notamment la nécessité de construire pour le plus grand nombre. Se dessine aussi, dès le sortir de la guerre, une scène architecturale monopolisée par quelques mandarins confortés plus tard par un pouvoir municipal fort et volontaire en matière de construction. Puis, ces hégémonies locales laissent place à un renouvellement idéologique et générationnel qui s’opère au tournant des années 1970. La diversité du tableau dressé interroge l’historiographie existante concentrée sur quelques projets exceptionnels, laissant dans l’ombre une grande partie de la production bâtie de cette époque exceptionnelle.

RésuméDans le Touat algérien, les économies locales dépendent nécessairement de sources d’investissement extérieures et font donc partie de projets économiques et socio-politiques qui les dépassent. La propriété foncière y est morcelée, les réseaux d’investissement multiples et complexes. L’économie locale s’y exprime en partie en termes monétaires qui participent de la création de dettes, celles-ci assignant la plupart des producteurs dans une dépendance chronique. Le droit islamique y est volontairement adopté pour redéfinir les transactions locales en termes universalistes et inscrire le local dans un monde intellectuel et spirituel plus vaste. Les oasis apparaissent ainsi comme le résultat d’un mouvement « colonisateur » intérieur, tant sur le plan politique et commercial que spirituel.

Les progrès remarquables réalisés dans les méthodes des enquêtes de terrain mis au service de l’histoire chinoise ont conduit à l’usage de plus en plus fréquent de l’histoire orale. Cet article examine les forces et les limites des sources orales au regard de l’expérience accumulée lors de nombreuses enquêtes dans la région du bassin du lac Taihu 太湖. Les expériences d’enquête auprès des agriculteurs et des «résidents flottants » dans cette zone illustrent une façon d’utiliser les sources orales dans l’histoire locale chinoise, confrontées aux archives officielles, les monographies locales, les journaux et autres documents afférents. En outre, cet article montre comment les idées issues d’enquêtes de terrain contribuent à la compréhension rétrospective de l’histoire locale.

Abstract:
The Seven Books of History against the Pagans by Paulus Orosius was written as a response to the sack of Rome in 410 CE. In contrast to his contemporaries, Orosius responded to the disaster by writing a history that decentered the city of Rome. His work reshaped Roman history through deemphasizing traditional Roman values and by foregrounding a local perspective. This paper examines Orosius’s literary strategies through his description of the destruction of cities in the Republican period. It first surveys the interaction between accounts of the sack of Rome in 410 and the literary archetypes that dominate the descriptions of destroyed cities in Roman sources. Turning to Orosius, it outlines how his Historiae adversus paganos both does and does not adhere to this model, arguing that the encounter between classical sources and the Christian structure of his work allowed Orosius to critique Rome’s history of imperialism. Orosius saw and portrayed the past as a subjective experience, and the examples of Numantia and Carthage demonstrate that Orosius told the destruction of cities from a peripheral point of view. In pursuit of mitigating the effects of Rome’s own recent disaster, Orosius gives a glimpse of an alternate, regional interpretation of Roman history, one of the many that surely existed alongside a historical tradition that our sources often present as empire-wide and monolithic.

La linéarisation de la frontière austro-ottomane au XVIIIe siècle : la carte et le territoire— La linéarisation de la frontière entre la monarchie habsbourgeoise et l’Empire ottoman au tournant des XVIIe et XVIIIe siècles a longtemps été perçue comme le résultat d’un processus de modernisation politique et diplomatique. Mais de quoi parle-t-on ? La reconnaissance réciproque de la souveraineté sur un territoire ne crée pas à elle seule la ligne frontière. L’existence de cette dernière dépend de logiques de marquage de l’espace. Entre le trait du cartographe de cabinet, les bornes placées par l’arpenteur, la matérialité des dispositifs de surveillance ou de défense et la perception des sociétés locales, l’écart est important. Selon le niveau de lecture choisi, les rythmes et les ressorts de la linéarisation sont différents. Ils ne sont pourtant pas sans rapport entre eux. Les entreprises cartographiques menées sous le patronage ou portées par l’initiative directe des autorités habsbourgeoises montrent que l’établissement d’une frontière linéaire n’est ni un objectif conscient ni un horizon forcément désirable. La linéarisation apparaît plutôt comme une conséquence accidentelle d’une pacification et d’une impérialisation des confins.

That helps explain his selections, many of whom are portrayed as capable men who played significant roles in major wars--perhaps as trainers or planners or theoreticians. Others were outstanding subordinate leaders or “great” within their times and locales.

Les sorties de guerre des Alsaciens – Partant du constat du manque d’étude historique des civils ordinaires ainsi que des soldats durant les guerres napoléoniennes, cet article, en s’appuyant sur des archives locales et des sources publiées, entend commencer à reconstruire les expériences individuelles à la « fin » de ces dernières, pendant les trois années d’occupation de la France par les puissances alliées entre 1815 et 1818. Concentré sur l’Alsace, il propose d’étudier cinq parcours individuels dans ce contexte de fin de conflit : le maire d’un petit village luttant pour affirmer son autorité face aux troupes d’occupation ; un soldat du Wurtemberg tué par un groupe de douaniers français ; un entrepreneur juif ayant bénéficié de contrats de réquisition en faveur des troupes d’occupation ; un jeune Parisien éduqué envoyé enseigner au collège jésuite à Colmar, par ailleurs siège des autorités militaires autrichiennes ; et enfin une veuve qui, dix ans après la fin de l’occupation, cherche encore à obtenir une indemnisation pour le logement d’un officier du Wurtemberg. S’il n’y a pas d’histoire-type de la position des individus dans ce conflit, ensemble, ils illustrent la gamme des expériences de l’occupation, entre violence et fraternisation, laquelle varie en fonction du genre, de l’âge, de la classe mais aussi de la langue de l’occupant et de l’occupé.

Our objective is to determine the legal nature of these legal entities, based on the premise that a local entity participates in them; and at the same time, to clarify the legal regime of the activities that they may undertake. Finally, we put forward their intervention in the field of urban rehabilitation and renovation. In short, it is a propositional study of lege ferenda on entities that lack a regulatory framework at the domestic level, but which Spain has to adopt in the immediate future. RESUMEN: Este artículo analiza los novedosos conceptos de “comunidades de energías renovables” y de “comunidades ciudadanas de energía” que se recogen en las Directivas 2018/2001 sobre fomento del uso de la energía procedente de fuentes renovables, y 2019/944 sobre normas comunes del mercado interior de la electricidad, respectivamente. Nuestro objetivo es determinar la naturaleza jurídica de estas entidades jurídicas, partiendo de la premisa de que en las mismas participe un ente local; y a la vez, clarificar el régimen jurídico de las actividades que pueden desarrollar. Por último, proponemos su intervención en el ámbito de la rehabilitación y renovación urbanas. En definitiva, se trata de un estudio propositivo de lege ferenda sobre unas entidades que carecen de marco normativo a nivel interno, pero que España debe aprobar en un futuro inmediato.

RésuméLe pluralisme juridique est un objet souvent évoqué par les historiens des sociétés d’Ancien Régime, mais hélas rarement étudié. Cet article cherche à comprendre comment, dans une même situation et à un même moment historique (Turin au XVIIIe siècle) ont pu coexister au moins deux systèmes de revendication des droits et d’administration de la justice. La procédure sommaire (en vigueur dans le Consulat de commerce), s’inspirant des idéaux du droit naturel et de la «nature des choses», légitimait les pratiques sociales comme sources du droit; la procédure ordinaire était en revanche sensible à des critères liés à la hiérarchie des statuts. En fait, elle satisfaisait à des demandes sociales différentes, à une conception supra-locale, ou bien locale, du droit. Entre 1720 et 1730, la justice sommaire fut supplantée par la procédure ordinaire. L’analyse du fonctionnement du Consulat et des procès qui s’y tinrent montre qu’elle ne fut pas la victime d’un processus inéluctable de professionnalisation progressive du droit, mais plutôt d’une compétition entre deux façons de concevoir et de revendiquer le «juste ». En fait, l’histoire des rapports entre les deux procédures est celle de l’articulation entre l’action et le statut, ainsi que de la dialectique entre les dimensions locales et supra-locales du droit. Autant de thèmes qui dominent la culture juridique d’Ancien Régime.

Abstract:
Le problème du transport de moment cinétique dans les disques d'accrétion
astrophysiques fait l'objet d'un vif débat depuis maintenant une trentaine
d'années. On
propose ici une étude de ce transport en considérant plusieurs instabilités
pouvant conduire à de la turbulence développée dans les disques. La première
instabilité proposée est l'instabilité hydrodynamique sous critique de
cisaillement. Une étude numérique de cette instabilité nous permet de montrer
que, bien que non détectable dans les simulations, le transport obtenu sera
très probablement bien trop faible pour expliquer les observations actuelles.
Nous étudions ensuite l'instabilité strato-rotationnelle et nous montrons
par un développement analytique que les contraintes sur les conditions aux
limites empêchent la formation de cette instabilité dans un vrai disque. Enfin,
nous nous intéressons à l'instabilité magnéto-rotationnelle en présence d'effets
non idéaux (viscosité et résistivité magnétique). Nous montrons alors que ces
effets non idéaux, bien que faibles a priori, ont un fort impact sur
l'efficacité de la turbulence finalement engendrée. Ce dernier point montre le
rôle que peut avoir la microphysique dans le processus de saturation, et la
nécessité d'avoir une modélisation de ces effets afin d'obtenir un
modèle de transport cohérent dans les disques d'accrétion.

Angular momentum transport in accretion disks has been a highly controversial debate for 30 years now. We present here a study of this transport, considering sorne instabilities that can leads to developed turbulence in disks. The first instability considered is the subcritical hydrodynamic instability. Our numerical study shows that, although not directly observed in simulations, this instability should lead to a very weak turbulent transport, and is probably not relevant to explain disks observations. We then concider the stratorotational instability, and we show using an analytical approach that it requires very specifie boundary conditions, which prevent this instability from appearing in disks. Finally, we study the magnetorotational instability, including non ideal MHD effect (resistivity and viscosity). We show numerically that these effects, although small compared to ideal MHD terms, can have a strong impact on the turbulence effieiency. This point emphasize the role of microphysic effects in the saturation process, and the necessity to modelize these phenomena to get a self-consistant accretion disk transport model

Abstract:
La région arctique se réchauffe plus rapidement que toute autre région de la planète en raison de l’effet des gaz à effet de serre, notamment le CO2, et des forçeurs climatiques à courte durée de vie d’origine anthropique, comme le carbone suie (BC). Au cours des 20 à 30 dernières années, les émissions anthropiques lointain au-dessus des régions de latitude moyenne ont diminué. Les émissions anthropiques dans l’Arctique y contribuent également et pourraient augmenter à l’avenir et influencer davantage la pollution atmosphérique et le climat de l’Arctique. Les émissions naturelles, telles que les aérosols d’origine marine, pourraient également augmenter en raison du changement climatique en cours. Cependant, les processus et les sources qui influencent les aérosols et les gaz traces dans l’Arctique sont mal quantifiés, surtout en hiver. Dans cette thèse, des simulations quasi-hémisphériques et régionales sont réalisées à l’aide du modèle Weather Research Forecast, couplé à la chimie (WRF-Chem). Le modèle est utilisé pour étudier la composition atmosphérique sur la région Arctique et lors de deux campagnes de terrain, l’une au nord de l’Alaska à Barrow, Utqiagvik en janvier et février 2014 et la seconde à Fairbanks, au centre de l’Alaska en novembre et décembre 2019 lors de la campagne française pré-ALPACA (Alaskan Layered Pollution And Chemical Analysis). Tout d’abord, les aérosols inorganiques et les aérosols de sel marin (SSA) modélisés sont évalués sur des sites arctiques pendant l’hiver. Ensuite, le modèle est amélioré en ce qui concerne les traitements des SSA, après évaluation par rapport aux données de la campagne de Barrow, et leur contribution à la charge totale d’aérosols dans la région arctique est quantifiée. Une série d’analyses de sensibilité est effectuée sur le nord de l’Alaska, révélant des incertitudes du modèle dans les processus influençant les SSA dans l’Arctique, tels que la présence de glace de mer et de chenaux ouverts. Ensuite, une analyse de sensibilité est effectuée pour étudier les processus et les sources qui influencent le BC hivernale dans l’ensemble de l’Arctique et au nord de l’Alaska, en se concentrant sur les traitements de dépôt et les émissions régionales. Des variations de la sensibilité du modèle aux dépôts humides et secs sont constatées dans tout l’Arctique et pourraient expliquer les biais du modèle. Dans le nord de l’Alaska, les émissions régionales provenant de l’extraction pétrolière contribuent de manière importante au BC observée. Les résultats du modèle sont également sensibles aux schémas de paramétrisation de la couche limite. Troisièmement, la version améliorée du modèle est utilisée pour étudier la contribution des sources régionales et locales à la pollution atmosphérique dans la région de Fairbanks pendant l’hiver 2019. En utilisant des émissions actualisées, le modèle donne de meilleurs résultats pour l’hiver 2019 que pour l’hiver 2014, lorsqu’on le compare aux observations effectuées sur des sites de fond en Alaska. Les sous-estimations des aérosols modélisés de BC et de sulfate s’expliquent en partie par le manque d’émissions anthropiques locales et régionales. Dans le cas du sulfate , des mécanismes supplémentaires de formation d’aérosols secondaires dans des conditions sombres/froides doivent également être pris en compte
The Arctic region is warming faster than any other region on Earth due to the effect of greenhouse gases, notably CO2, and short-lived climate forcers of anthropogenic origin, such as black carbon (BC). Over the last 20-30 years, remote anthropogenic emissions over mid-latitude regions have been decreasing. Anthropogenic emissions within the Arctic are also contributing and might increase in the future and further affect Arctic air pollution and climate. Natural emissions, such as sea-spray aerosols, also might increase due to on-going climate change. However, the processes and sources influencing Arctic aerosols and trace gases are poorly quantified, especially in wintertime. In this thesis, quasi-hemispheric and regional simulations are performed using the Weather Research Forecast model, coupled with chemistry (WRF-Chem). The model is used to investigate atmospheric composition over the wider Arctic and during two field campaigns, one in northern Alaska at Barrow, Utqiagvik in January and February 2014 and the second in Fairbanks, central Alaska in November and December 2019 during the French pre-ALPACA (Alaskan Layered Pollution And Chemical Analysis) campaign. First, modelled inorganic and sea-spray (SSA) aerosols are evaluated at remote Arctic sites during wintertime. Then, the model is improved with respect to SSA treatments, following evaluation against Barrow field campaign data, and their contribution to the total aerosol burden within the Arctic region is quantified. A series of sensitivity runs are performed over northern Alaska, revealing model uncertainties in processes influencing SSA in the Arctic such as the presence of sea-ice and open leads. Second, a sensitivity analysis is performed to investigate processes and sources influencing wintertime BC over the wider Arctic and over northern Alaska, with a focus on removal treatments and regional emissions. Variations in model sensitivity to wet and dry deposition is found across the Arctic and could explain model biases. Over northern Alaska, regional emissions from petroleum extraction are found to make an important contribution to observed BC. Model results are also sensitive to planetary boundary layer parameterisation schemes. Third, the improved version of the model is used to investigate the contribution of regional and local sources on air pollution in the Fairbanks area in winter 2019. Using up-to-date emissions, the model performs better in winter 2019 than in winter 2014, when compared to observations at background sites across Alaska. Underestimations in modelled BC and sulphate aerosols can be partly explained by lacking local and regional anthropogenic emissions. In the case of sulphate, additional secondary aerosol formation mechanisms under dark/cold conditions also need to be considered

De nos jours, d’énormes volumes de données sont créés en continu et les utilisateurs s’attendent à ce que ceux-ci soient collectés, stockés et traités quasiment en temps réel. Ainsi, les lacs de données sont devenus une solution attractive par rapport aux entrepôts de données classiques coûteux et fastidieux (nécessitant une démarche ETL), pour les entreprises qui souhaitent stocker leurs données. Malgré leurs volumes, les données stockées dans les lacs de données des entreprises sont souvent incomplètes voire non mises à jour vis-à-vis des besoins (requêtes) des utilisateurs.Les sources de données locales ont donc besoin d’être enrichies. Par ailleurs, la diversité et l’expansion du nombre de sources d’information disponibles sur le web a rendu possible l’extraction des données en temps réel. Ainsi, afin de permettre d’accéder et de récupérer l’information de manière simple et interopérable, les sources de données sont de plus en plus intégrées dans les services Web. Il s’agit plus précisément des services de données, y compris les services DaaS du Cloud Computing. L’enrichissement manuel des sources locales implique plusieurs tâches fastidieuses telles que l’identification des services pertinents, l’extraction et l’intégration de données hétérogènes, la définition des mappings service-source, etc. Dans un tel contexte, nous proposons une nouvelle approche d’intégration de données centrée utilisateur. Le but principal est d’enrichir les sources de données locales avec des données extraites à partir du web via les services de données. Cela permettrait de satisfaire les requêtes des utilisateurs tout en respectant leurs préférences en terme de coût d’exécution et de temps de réponse et en garantissant la qualité des résultats obtenus
In the Big Data era, companies are moving away from traditional data-warehouse solutions whereby expensive and timeconsumingETL (Extract, Transform, Load) processes are used, towards data lakes in order to manage their increasinglygrowing data. Yet the stored knowledge in companies’ databases, even though in the constructed data lakes, can never becomplete and up-to-date, because of the continuous production of data. Local data sources often need to be augmentedand enriched with information coming from external data sources. Unfortunately, the data enrichment process is one of themanual labors undertaken by experts who enrich data by adding information based on their expertise or select relevantdata sources to complete missing information. Such work can be tedious, expensive and time-consuming, making itvery promising for automation. We present in this work an active user-centric data integration approach to automaticallyenrich local data sources, in which the missing information is leveraged on the fly from web sources using data services.Accordingly, our approach enables users to query for information about concepts that are not defined in the data sourceschema. In doing so, we take into consideration a set of user preferences such as the cost threshold and the responsetime necessary to compute the desired answers, while ensuring a good quality of the obtained results

Abstract:
Les causes de l’activité sismique à l’intérieur des plaques tectoniques sont encore mal comprises, que ce soit l’origine des contraintes responsables des séismes ou leur relation avec la variation dans le temps et dans l’espace de l’activité sismique.

Les contraintes à l’intérieur des plaques résultent de l’action de forces de longueurs d’onde différentes, qui se superposent et s’additionnent. En utilisant une nouvelle méthode (Camelbeeck et al. 2013), déterminant les contraintes générées localement (échelle de 10 à 100 km), nous estimons l’importance relative de cette composante locale du champ de contrainte. En comparant ces contraintes locales avec les contraintes déduites des mécanismes au foyer des tremblements de terre en Europe occidentale, nous suggérons que celles-ci semblent jouer un rôle non-négligeable dans l’occurrence de l’activité sismique. C’est le cas dans des régions où les contraintes locales étaient déjà reconnues, mais également dans des régions précédemment identifiées comme dominées par les contraintes à plus grandes longueurs d’onde.

Le champ de contrainte généré localement est constant à l’échelle de temps des catalogues sismiques, ce qui ne permet pas d’expliquer l’occurrence dans le temps des séismes. Il est cependant modifié par les variations des contraintes locales générées par l’activité séismique elle-même, ce qui explique les séquences de répliques des séismes de Roermond (13/04/1992, Mw=5.4) et d’Alsdorf (22/07/2002, Mw= 4.7) dans le graben de la Roer. Nous y suggérons également l’importance de ces variations à une échelle de temps plus longue (millier d’années) à partir des données de paléoséismologie.

Pour mieux comprendre les relations spatio-temporelles des séismes, nous avons également analysé dans quelle mesure l’occurrence de l’activité sismique dans le graben de la Roer est un processus de Poisson, ou si l’activité future est localisée à proximité des séismes du passé, ou située dans des régions dénuées de séismes à ce jour. L’emploi des méthodes linéaires classiques et de méthodes non-linéaires dans cette région mais aussi dans les îles britanniques et dans le sud de la Norvège montrent que les séismes du passé ne peuvent expliquer les taux d’activité sismique actuellement mesurés. Une partie de l’activité sismique correspond ainsi à une activité de background, indépendante de l’occurrence des séismes du passé. La méthode des multifractales permet aussi de caractériser régionalement l’importance, la variété et continuité des processus responsables de l’activité sismique sans pour autant en identifier les causes.

Notre travail nous a permis d’identifier l’importance relative de certaines causes de l’activité sismique, par exemple l’importance des variations locales des contraintes générées par l’activité séismique elle-même, mais n’a pas permis par exemple d’identifier l’origine de l’activité de background, clairement mise en évidence par l’analyse multifractale./

L'environnement evenementiel y prend un relief particulier puisqu'il est ecrit a l'epoque de la tentative de conquete de la lorraine par les bourguignons. En premier lieu, l'etude du manuscrit fournit d'interessantes informations socio- historiques sur la vie et l'organisation d'une chatellenie a la fin du xv0 siecle. A travers les taxes auxquelles est astreinte la population, il est possible de mieux comprendre les conditions de vie du peuple et de preciser la hierarchie sociale de la communaute. Les depenses du chatelain consignees dans le document refletent l'exercice de ses responsabilites et la gestion administrative locale dont il doit rendre compte aux autorites ducales. L'etude des graphes du texte a egalement permis, essentiellement par comparaison avec le moyen-haut-allemand et le dialecte moderne de sarreguemines, de definir le systeme phonologique de la langue de l'epoque et de constater les mutations et les faits evolutifs sur l'axe diachronique. Il a enfin ete envisage une approche systemique de l'evolution de cette langue, d'une part dans le temps depuis l'epoque du moyen-haut-allemand jusqu'a nos jours, d'autre part a travers l'espace dialectal grace a la comparaison avec des parlers voisins actuels
The 1475 sarreguemines accounts book, a 109 page hand-written document, is a balance sheet that the squire sent every year to the duke oflorraine, in this case rene ii. The local events stand out in sharp relief as it was written at the time when the duke of burgundy was attempting to conquer lorraine. The study of the manuscript first gives interesting socio-historical information on the life and organisation of a manor at the end of the 15th century. Through the taxes which the population had to pay, it is possible to have a better understanding of living conditions and to highlight the social hierarchy of the community. The squire's expenses, recorded in the document, show the carrying out of his responsibilities and the local management which he was accountable for to the ducal authorities. The study of the graphic signs of the document and the comparison with middle-high- german and the sarreguemines modem dialect has made it possible to describe the phonological system of the language used at the time and also to notice the transformations and factural evolutions on the diachronic axis. Finally, a systemic approach to the evolution of this language has been considered, first through time - from the period of middle-high german to today - then through the spatial distribution of dialects by comparison with present, neighbouring dialects

D'une part, le régime seigneurial " maltais " constitue un échantillon statistique de premier plan pour proposer une modélisation et une organisation régionale du poids du prélèvement de la dîme et des droits fonciers. This thesis treats information found in the records of the Malta Order in Toulouse. These studies showed the functioning of the seigniorial power in the Toulouse grand priory of the knights of Saint-John, from approximately 1660 to 1792. At that moment, the administrative monarchy tried to tighten its political hold over the communities in France. The author drew lots of maps to highlight 3 ways of analysis. Firstly, the Maltese seigniorial regime was held to be a statistical sample; it showed how the knights collected the seigniorial levies, for example the tithe and land taxes. Secondly, the personnel who exerted the powers of the missing commanders were hired due to their specific skills: priests - jurists - lawyers - barristers - merchants shared the workload and responsibilities given by the Commanderie. Finally, the exertion of local powers caused lots of clashes between the Commanders and their tenants or their neighbouring lords; an analysis of the legal proceedings showed a periodization whose highest point was reached at the end of the 17th century. This fact may cast doubt on the concept of feudal reaction, at the end of the 18th century in France

Source coding is accomplished via the mapping of consecutive source symbols (blocks) into code blocks of fixed or variable length. The fundamental limits in source coding introduces a tradeoff between the rate of compression and the fidelity of the recovery. However, in practical communication systems many issues such as computational complexity, memory capacity, and memory access requirements must be considered. In conventional source coding, in order to retrieve one coordinate of the source sequence, accessing all the encoded coordinates are required. In other words, querying all of the memory cells is necessary. We study a class of codes for which the decoder is local. We introduce locally decodable source coding (LDSC), in which the decoder need not to read the entire encoded coordinates and only a few queries suffice to retrieve a given source coordinate. Both cases of having a constant number of queries and also a scaling number of queries with the source block length are studied. Also, both lossless and lossy source coding are considered. We show that with constant number of queries, the rate of (almost) lossless source coding is one, meaning that no compression is possible. We also show that with logarithmic number of queries in block length, one can achieve Shannon entropy rate. Moreover, we provide achievability bound on the rate of lossy source coding with both constant and scaling number of queries.

Abstract:
The remarkable salinity difference between the upper Pacific and Atlantic Oceans is often explained through net export of water vapour across Central America. To investigate this mechanism a study of salinity signals in the Equatorial Pacific Ocean current system was made looking at responses to fresh water input from two sources (local versus remote - Atlantic Ocean) as well as a combination of the two. Statistical analyses (Empirical Orthogonal Functions, Single Value Decomposition and Wavelet analysis) were used to split the main sources of the atmospheric freshwater input into local and remote contributions and to quantify both contributions. The remote source was assumed to have been transported over Central America from the Atlantic Ocean as an atmospheric freshwater flux, whereas the local source originated in the Pacific Ocean itself. The analysis suggests that 74% of the total variance in precipitation over the tropical eastern Pacific is due to water vapour transport from the Atlantic. It also demonstrates strong influence of ENSO events, with maximum correlation at a two months time lag. During La Ni�a periods the precipitation variance is more closely related to water vapour transport across Central America (the remote source), while during El Ni�o periods it is more closely related to the water vapour transport by Southerly winds along the west coast of South America (the local source). The current and temperature fields provided by the Modular Ocean Model (version 2) were used to study the changes in the salinity field when freshwater was added to or removed from the model. ECMWF ERA-40 data taken from the ECMWF data server was used to determine the atmospheric flux of freshwater at the ocean surface, in the form of evaporation minus precipitation (E-P). The Mixed Layer Depth (MLD) computed from temperature and salinity fields determines to what depth the salinity's dilution/concentration takes place for every grid point. Each MLD was calculated from the results of the previous time step, and the water column was considered well mixed from the surface to this depth. The statistical relationships were used to reconstruct the precipitation over the tropical eastern Pacific. A numerical ocean model, which uses currents and temperature from a global ocean model and is forced by precipitation, was used to study the ocean's response to either the remote or the local source acting in isolation. Through time lag correlation analysis of the sea surface salinity anomalies produced by the variation in the reconstructed precipitation fields, it is found that the anomaly signals of salinity propagate westward along the Equator at a rate of approximately 0.25 m.s-1 (6.1 degrees per month).

The interviews and audio recordings comprised in this volume are the outcome of a field research to Maharashtra and Andhra Pradesh which took place in October-November 1985 for the preparation of the Author’s BA thesis on the life and teachings of the Indian saint Sai Baba of Shirdi (d. 1918), discussed at the Ca’ Foscari University of Venice in June 1987 (Un maestro dell’India moderna: il Sāī Bābā di Śirḍī. L’uomo, l’ambiente, gli insegnamenti). The conversations of each day are preceded by excerpts from the Authorʼs diary. These testimonies record the words of various people in the village of Shirdi and other locales, among whom are the last old men who knew Sai Baba: Balaji Pilaji Gurav, Bappaji Lakshman Ratna Parke, Martanda Mhalsapati, Pandharinath Bhagavant Gonkar, Tukaram Raghujiv Borawke, and Uddhavrao Madhavrao Deshpande. While in Shirdi the Author was also able to interview Uttamrao Patil, son of Tatya Kote Patil, and in Mumbai he had the privilege of meeting Swami Ram Baba, who first met the saint in 1914. Taken altogether, these conversations are primary sources for the study of Sai Baba and may help to contextualize Shirdi as a pilgrimage place in the mid-1980s.

En los años setenta, el pueblo de Purmamarca –localizado en la Quebrada de Humahuaca, Provincia de Jujuy, en el noroeste Argentino- era identificado en términos de ciudad-huerta; mientras que en la actualidad, es presentado como pueblo-boutique. Los procesos que transformaron la región están vinculados a la declaración UNESCO de la Quebrada de Humahuaca (2003), a la construcción del Corredor Bioceánico que aumentó la conectividad, así como a la crisis económica Argentina de principios del siglo XXI, cambios que intensificaron las dinámicas del turismo. En ese territorio “patrimonializado” y “turistificado”, Purmamarca se transformó en mercancía, sus viviendas mutaron de casas a hoteles, se construyó nueva infraestructura para el turismo, aumentaron los precios del suelo y de los valores inmobiliarios. Pobladores locales e inversores atraídos por el nuevo mercado turístico compitieron por el suelo, dentro y por fuera del área urbana tradicional. Frente a este escenario, se desarrollaron nuevas estrategias de localización por fuera de los límites jurídicos administrativos del pueblo. Para comprender este pueblo es necesario replantear los alcances del mismo. Este trabajo, precisamente, examina los procesos de constitución de esta nueva ciudad, mostrando las estrategias de ocupación y las formas urbanas resultantes. Para dar cuenta de ello se realizó un minucioso trabajo de campo, con relevamiento, entrevistas y charlas informales a vecinos y dirigentes políticos (entre 2009 y 2014), apoyado en el dibujo y reinterpretación de las fuentes gráficas existentes y otras fuentes periodísticas. In the seventies, the village of Purmamarca -located in the Quebrada de Humahuaca, Jujuy Province, northwest Argentino- was identified in terms of ciudad-huerta (city-garden); while today, is presented as a pueblo boutique (boutique town). The processes that transformed the region are linked to the UNESCO declaration of the Quebrada de Humahuaca as heritage (2003), the construction of the Corredor Bioceanico which increased connectivity and economic crisis of Argentina in the early twenty-first century; intensified the tourism dynamic. In this context, Purmamarca turned into merchandise, their homes mutated to hotels, new tourism infrastructure was built, increased land prices and real estate values. Local people and new investors attracted by the tourism market competed for the land, inside and outside the traditional urban area. Against this backdrop, new location strategies have been developed outside legal administrative town limits. To understand this village is necessary redefine the scope thereof. This paper examines the constitution processes of this new city; it is showing the occupation strategies and the urban forms resulting. To announce such a thorough job of field was made; with survey, interviews and informal conversations to neighbors and political leaders (between 2009 and 2014), supported in drawing and graphic reinterpretation of existing sources and other news sources.

Abstract Bayesian optimization (BO) is a sequential optimization strategy that is increasingly employed in a wide range of areas including materials design. In real world applications, acquiring high-fidelity (HF) data through physical experiments or HF simulations is the major cost component of BO. To alleviate this bottleneck, multi-fidelity (MF) methods are increasingly used to forgo the sole reliance on the expensive HF data and reduce the sampling costs by querying inexpensive low-fidelity (LF) sources whose data are correlated with HF samples. Existing multi-fidelity BO (MFBO) methods operate under the following two assumptions: (1) Leveraging global (rather than local) correlation between HF and LF sources, and (2) Associating all the data sources with the same noise process. These assumptions dramatically reduce the performance of MFBO when LF sources are only locally correlated with the HF source or when the noise variance varies across the data sources. To dispense with these incorrect assumptions, we propose an MF emulation method that (1) learns a noise model for each data source, and (2) enables BO to leverage highly biased LF sources which are only locally correlated with the HF source. We illustrate the performance of our method through analytical examples and engineering problems on materials design.

The global trend to power industrial operations using local fuel sources continues, rather than relying so heavily on electrical power from large, centralized generating plants. Using a local fuel source has come to be termed “distributed generation”, implying that electrical power is generated locally and then used to power the relevant on-site industrial processes. This paper presents an alternative to distributed generation, where prime movers, powered by a local fuel source, are coupled directly to the equipment of the industrial processes using Infinitely Variable Transmissions (IVTs). The argument is advanced that direct drive, where the load is managed by an IVT, has the potential to be more efficient than many current distributed generation systems. The characteristics of an IVT designed by VeriTran Inc. are given, and the effort to demonstrate the advantages of IVT controlled direct drive in the petroleum production industry is discussed.

Abstract This paper investigates the coupling mechanism between flow noise sources and acoustic resonators. Analytical solutions are developed for the classical cases of monopole and dipole types of flow noise sources. The effectiveness of the coupling between the acoustic resonator and the noise source is shown to be dependent on the type of noise source as well as its location on the acoustic pressure mode shape. For a monopole source, the maximum coupling occurs when the noise source is most intense near an acoustic pressure antinode (i.e., location of maximum acoustic pressure). A numerical study with the impedance method demonstrates this effect. A dipole source couples most effectively when located near an acoustic pressure node.

Beamforming in reverberant environments is important to locate and quantify noise sources in turbofan engine nacelles, automobile interiors, factories, and architectural settings. In order to validate and explore the limits of this approach, a beamforming experiment was conducted in a reverberation chamber using a 32 channel planar phased array and a B&K sound power source. In the reference configuration, the source was located 2 m from the 1.1 m diameter array, and neither was close to the chamber walls. A less-demanding case was constructed by adding some foam absorber to the room to reduce reverberation. A difficult case resulted when the source was placed 5 m from the array, about 1 m from a corner of the chamber. Conventional frequency-domain beamforming with diagonal deletion was applied. The sound source was accurately located at the 2 m distance, with and without the added absorber. In the 5 m case, the sound source could be located at only a few frequencies and only when the processing bandwidth was increased from 48.8 Hz to 781 Hz. Processing individual eigenvectors of the CSM separated the direct and reflected source in 5 m case. The error in the deduced broadband sound power was 0.72 dB in the baseline case, 1.47 dB with the added absorber, and 5.41 dB with the speaker in the corner. Application of CLEAN-SC did not improve the accuracy of the corner results. Use of a Green’s function that attempts to account for reflections was ineffective. It is concluded that beamforming in highly reverberant environment with the free space Green’s function is practical, provided the array is designed and positioned correctly for the environment and source location.

This report investigated the interplay between water quality, sanitation, hygiene and gender by examining distinct variables of water quality and their varying impacts on gender like reported water-related illnesses of males and females, and the consequences of water quality, sanitation, and hygiene on menstrual hygiene practices, particularly focusing on a low- and middle-income country- LMICs. This report presents the key findings, outlining a framework and guidance for examining gender-specific impacts stemming from poor water quality and WASH practices through a piloted case study in Abeokuta City, Nigeria, to serve as a preliminary guide for conducting comprehensive, site-specific assessments. The piloted Differential Impacts Assessment, DIA framework is a 5-step approach, guiding the evaluation of gendered impacts from method design to the field activities, which include water sampling and laboratory analysis, public survey, and health data collection, to the data and gender analysis. The focus on low- and middle-income countries underscores the importance of DIA in such regions for better health and socioeconomic outcomes, promoting inclusive development. The study results reveal unsettling, largely unseen gender disparities in exposure to health-related risks associated with non-utility water sources and highlight pronounced differences in water source preferences and utilization, the burden of water sourcing and collection, and health- and hygiene-related practices. Specifically, this preliminary assessment indicates an alarming inadequacy in accessing WASH services within the pilot study area, raising considerable doubts about achieving SDG 6 by 2030. While this finding is worrying, this report also discusses the lack of a standardized protocol for monitoring water-related impacts utilizing sex-disaggregated data, shedding light on the unseen global-scale gendered impacts. The report warns about the water safety of non-utility water sources. Without point-of-use treatment and water safety protocols, the water sources are unsuitable for potable uses, potentially posing compounded health risks associated with microbial contaminations and high calcium content, particularly affecting boys. Girls are likely the most affected by the repercussions of water collection, including time constraints, health implications, and safety concerns. Men and boys face a higher risk related to poor hygiene, while women may be more susceptible to health effects stemming from toilet cleaning responsibilities and shared sanitation facilities. Despite the preference for disposable sanitary pads among most women and girls, women maintain better menstrual hygiene practices than girls. This age-specific disparity highlights potential substantial health risks for girls in the near and distant future. Enhancing women's economic status could improve access to superior healthcare services and significantly elevate household well-being. The report calls for targeted actions, including urgent planning and implementation of robust water safety protocols for non-utility self-supply systems and mainstreaming gender concerns and needs as the “6th” accelerator for SDG 6. The piloted methodology is scalable and serves as an introductory guide that can be further refined to explore and track site-specific differential health and socioeconomic effects of inadequate water quality, especially in locales similar to the study area. The report targets policymakers and donor organizations advocating for sustainable water resource development, public health, human rights, and those promoting gender equality globally

Cette analyse causale motive ensuite la génération de solutions collectives à certains moteurs à travers des Groupes de Recherche-Action facilités (GRA). L’approche SAR, une approche alternative et participative à la consolidation de paix, vise à impliquer et à donner aux acteurs locaux les moyens de renforcer leur capacité d’agir alors qu’ils définissent et négocient des voies innovantes pour parvenir à la paix au quotidien. La conception globale de l’évaluation du projet Vestibule de la Paix utilise l’analyse des contributions comme principale approche d’évaluation, utilisant plusieurs méthodes pour explorer des « point chauds causals » spécifiques. Cet article présente les résultats d'études de cas approfondies de GRA dans le cadre de l'approche SAR dans la région de Kangaba au Mali. Il s'agit d'une méthode utilisée dans la conception de l'analyse de contribution qui vise à décrire le contexte, les mécanismes et la dynamique d'une sélection de GRA. Les sources de données proviennent de la documentation des processus GRA par les membres du GRA et l’équipe du projet, d'entretiens et de séances de réflexion avec les participants et les facilitateurs. Après avoir décrit les processus internes des groupes, l'article rassemble ensuite un récit de contribution pour partager des résultats comparatifs sur la façon dont les processus GRA ont fonctionné pour qui et dans quel contexte.

The hypothetical “Dimming effect” describes the change of the number of photons arriving from a receding light source per unit of time. In non-relativistic systems,the "Dimming effect" occurs due to the fact that as light sources move away, the distance between the emitter and the receiver constantly increases, and the photons always take longer to reach the receiver. This reduces the number of photons received per time unit compared to the number of emitted photons per time unit. Negligible for speeds incomparable with the speed of light c, the "Dimming effect" can be very significant for speeds above 0.1c. “Dimming effect” can possibly be tested in a physics labor-atory using a moving light source (or mirror) and photon counters located in the travel direction and in opposite direction. It can possibly also be tested utilizing the orbital movement of the Earth around the Sun. If confirmed, “Dimming effect” would allow astronomers to adjust values of the "Standard Candles", which are critical in cosmological models. Absence of “Dimming effect” will mean that the number of photons arriving per time unit does not depend on the relative speed of light source and observer,which is not so apparent

As the crisis of climate change looms, transportation policy in California continues to emphasize sustainability in land-use and transportation decisions. This report evaluates the implementation of two sustainability-focused policies (Senate Bill 375 and 743) by local governments and the current-state-of-the-practices by metropolitan planning organizations (MPOs) in assisting them in California. The research focuses on local governments’ access and use of vehicle miles traveled (VMT) and transportation data for achieving VMT and greenhouse gas (GHG) reduction by land-use planning. The research also examines the role of MPOs in providing needed transportation data, training, and technical support to its local members to help them quantify VMT impacts of land-use plans and projects. Through surveys and interviews of 539 city and county governments and 18 MPOs in California, the research team analyzes current practices. Findings include that local governments utilize automobile data more frequently than alternative modes, and do not heavily rely on MPOs for obtaining transportation data. Local governments recognized the need for more transportation data and were particularly interested in publicly available sources. The MPOs reported that VMT/annual average daily traffic data and origin-destination matrix were most frequently requested. More sophisticated data such as travel-time matrix and mode-share scheme were considered useful by the MPOs, while requests were very low. Based on the results of the conducted surveys, interviews, and our analyses, we developed a transportation data guide for local governments that could help them access data for achieving VMT/GHG emission reduction via land-use planning. The guide has two parts, one for general plan update and any land-use plans along with SB 375 and the other for VMT analysis for project-level California Environmental Quality Act reviews. The guide includes several different approaches that can be chosen and tried by local governments depending on their resource level and geographic, social, and physical characteristics. These findings can facilitate the access and use of transportation data to aid in sustainable land-use planning for the betterment of local communities and the planet.
