Abstract:
The EU Capital Requirement Regulation (CRR) [8] and of EBA Regulatory Technical Standard for prudent valuation [15], published on Jan. 1st, 2014 and Jan. 28th, 2016, respectively, constitute the EU Prudent Valuation Framework. The CRR, art. 34, requires to Institutions a prudent valuation of positions measured at fair value and the deduction of the resulting Additional Valuation Adjustments (AVAs) from the Common Equity Tier One (CET1) capital. The art. 105 disciplines the AVAs intended to achieve an appropriate level of certainty in prudent value. The EBA RTS [15] allow two approaches to prudent valuation. The simplified approach, applicable by small financial institutions (with total absolute fair-valued assets and liabilities below EUR 15 billions), prescribes a very simple total AVA equal to 0.1% of the total fair value. The core approach, compulsory for institutions above the EUR 15 billion threshold, prescribes the calculation of 9 AVAs, referring to different sources of valuation uncertainty, as the excess of valuation adjustments required to achieve the prudent value with 90% level of confidence. Five out of nine AVAs include a 50% weight to take diversification into account and avoid double counting effects. Those positions for which a change in their fair value affects only partially the CET1 may be partially excluded from the AVAs calculation.

This chapter discusses liquidity requirements under Basel 3. The basis of all liquidity regulation remains the BCBS principles for sound liquidity management, which provide detailed guidance on the risk management of liquidity and are intended to promote better risk management in this area. These are supplemented by the liquidity monitoring tools set out in the BCBS paper Basel III: The Liquidity Coverage Ratio and liquidity risk monitoring tools. There is also a move away from modelling and towards a less flexible, less risk-based architecture which prioritises comparability and even-handedness over accuracy and effectiveness. Moreover, supervisors are mandated to operate a comprehensive programme of liquidity supervision over and above the mechanical requirements.

Managing the urban water cycle needs to be underpinned by key sustainability principles of water consumption, water recycling, waste minimisation and environmental protection. The integration of urban water cycle management with urban planning and design is known as Water Sensitive Urban Design (WSUD). One of the key elements of WSUD is the management of urban stormwater, both as a resource and for the protection of receiving water ecosystems. This requires strategic planning and concept designs that are underpinned by sound engineering practices in design and construction. The chapter outlines the history and development of the IMO’s technical assistance programme. In this chapter, the author first argues that the definition of torture in the Convention Against Torture “makes human rights sense”—that it is sound morally, legally, and practically, strict enough to define a serious violation and crime but flexible enough to accommodate new interpretations. Second, the author advocates a “torture minus” approach to distinguishing, where necessary, between torture and the wider violation of cruel, inhuman, or degrading treatment or punishment (CIDT/P), holding that CIDT/P is ill-treatment that lacks any one (or more) of the torture definition’s key requirements. Finally, without underestimating past and possibly future US interrogational torture, the author calls for a focus on the lived realities of torture—its victims are mostly individuals from poor, marginalized communities being “beaten up,” rather than suspected terrorists subjected to sophisticated “enhanced interrogation techniques.” Approaches to “pain or suffering” discussed elsewhere in this volume are threaded into the analysis.

The Regional Framework for the Monitoring and Re-verification of Measles, Rubella, and Congenital Rubella Syndrome Elimination in the Americas aims to guide Member States and the National Sustainability Committees of the Pan American Health Organization on the requirements and procedures for monitoring and re-verifying the measles and rubella elimination. The Regional Framework maintains some elements from the original 2011 Plan of Action for documenting and verifying elimination, while providing sound and updated guidance adjusted to the new epidemiological scenarios. Endemic countries will now have to document absence of measles virus transmission for more than one year and the national capability to sustain measles and rubella elimination, to meet re-verification criteria. The Framework was developed and critically reviewed by the Measles and Rubella Elimination Regional Monitoring and Re-Verification Commission, a new body of independent experts appointed in 2019 that will guide the process for re-verifying and monitoring sustainability of elimination.

The last thirty years has seen a resurgence of interest in virtue among philosophers, psychologists, and educators. As is often the case with interdisciplinary endeavors, this renewed interest in virtue faces an important challenge—namely, successfully standing up to the requirements imposed by different disciplinary standards. For virtue, this means developing an account that practitioners from multiple disciplines will find sufficiently rigorous, substantive, and useful. Our volume was born in response to this interdisciplinary challenge. Its objective here is twofold. First, drawing on Whole Trait Theory in psychology and Aristotelian virtue ethics, it offers accounts of virtue and character that are both philosophically sound and psychologically realistic—and thus, able to be meaningfully operationalized into empirically measurable variables. Second, it offers a range of strategies for how virtue and character (so conceived) can be systematically measured, relying on the insights from the latest research in personality, social, developmental, and cognitive psychology, and psychological science more broadly. It thereby seeks to contribute to the emerging science of the measurement of virtue and character.

Facing an “age of accountability,” teachers are subject to increasing evaluation and scrutiny from school administrators, politicians, and the public. This book provides music teachers with strategies to help them thrive in teacher evaluation amid this increased scrutiny. Embedded in educational research and theory and explained using real-world teaching situations, this book helps music teachers find balance between advocating for themselves and remaining open to feedback. The introduction provides background on teacher evaluation systems, including commonly found components and requirements. Chapter 1 details a brief history of teacher evaluation policies and laws in the United States. Chapter 2 provides a framework to help music teachers successfully use teacher evaluation to spark professional growth. Chapters 3 through 6 delve into four key areas that music teachers often struggle with in order to prepare them for observations and discussions with evaluators and improve practice: questioning strategies, differentiation, literacy, and assessment. At the end of each of these chapters are sample lesson plans that demonstrate ways to implement these pedagogical strategies in music classrooms. The final chapter discusses how to talk to evaluators. It explores how music teachers might inform evaluators about the unique challenges and strategies in music education while also remaining open to feedback. It discusses how to talk to both music and non-music evaluators, including those who are poor communicators and those who might not provide sound advice on teaching. Finally, the postlude reminds readers of the importance of approaching teacher evaluation as a means for reflection and professional growth.
