Abstract:

Abstract:

Abstract:

Abstract:
In response to this constraint, the biological control technology of augmentative release of Habrobracon hebetor was disseminated by the PRCC Sahel-IPM project in several localities in Niger. Indeed, no study has addressed the economic loss aspects. Surveys of 360 millet farmers were conducted, together with measurements in 48 yield squares in 12 villages. The results showed that millet yields were 50.42±2.01 kg/ha in fields attacked without treatment and 305.29±8.45 in areas treated with parasitoid releases, i.e. an average yield gain of 254 kg (65.53%) of millet production equivalent to 65,902 FCFA per hectare. Conclusion and Application of results: This study on economic losses due to millet head miner attacks will contribute to raising awareness on the losses and yield gains obtained through release activities. Biological control technology is much cheaper than the sums injected by the State and its partners in the purchase of chemical pesticides for pest management, not to mention the environmental and health consequences of these products. Abstract:

Abstract:
In this thesis, we shall rely on the so-called critical point method to compute an exact representation of the infimum of a polynomial restricted to an algebraic set. Firstly, we demonstrate an improvement in the complexity of computing the critical values by a close study of Gröbner bases computations. Using these techniques, we lay out a methodology to study many related problems, including some that arise in the popular sums of squares (SOS) approach to polynomial optimisation. Then, the framework allowing one to handle non-compact domains relies on generalised critical values which give a generalisation of Ehresmann’s fibration theorem to non-proper situations. Following the works of Kurdyka, Orro and Simon, we design efficient algorithms for computing said values within time singly exponential in the dimension of the ambient space. Finally, we give the first steps towards an understanding of the algebraic structure of SOS decompositions of polynomials

Abstract:

Abstract:
This thesis deals with the stability and stabilization of nonlinear systems represented by Takagi-Sugeno (T-S) models. The objective of this work is to explore and find out some alternatives to classical LMI conditions in order to reduce the conservatism. First, we focus on robust stabilisation of uncertain switched T-S models. Based on a switched Lyapunov function, the stabilisation conditions are obtained in terms of LMI. Then, a new approach for the stability analysis of polynomial T-S models is proposed. The goal is here to explore alternatives to LMI in the non-quadratic framework. Therefore, an extension of some preliminary result on the stability analysis of polynomial T-S models is proposed by the use of a multiple polynomial Lyapunov function which lead to less conservatism. The stability conditions are given in terms of Sum-of-Squares (SOS) polynomial optimization problem. Finally, classical T-S models being a particular case of polynomial ones, an attempt is done as an alternative to LMI in the non quadratic framework for the design of non-PDC controllers via SOS techniques. Within this framework, global stability may be guaranteed if there exists a solution to the SOS constraints. Moreover, it didn't require unknown parameters in advance like in LMI based non quadratic approaches. However, these SOS based controller design conditions are obtained through a restrictive modelling assumption, suggesting future prospects to this work

This thesis concerns a few problems linked with the distribution of squarefree integers in arithmeticprogressions. Such problems are usually phrased in terms of upper bounds for the error term relatedto this distribution. The first, second and fourth chapter focus on the satistical study of the error terms as the progres-sions varies modulo q. In particular we obtain an asymptotic formula for the variance and non-trivialupper bounds for the higher moments. We make use of many technics from analytic number theorysuch as sieve methods and exponential sums. In particular, in the second chapter we make use of arecent upper bound for short exponential sums by Bourgain. In the third chapter we give estimates for the error term for a fixed arithmetic progression. Weimprove on a result of Hooley from 1975 in two different directions. Here we use recent upper boundsfor short exponential sums by Bourgain-Garaev and exponential sums twisted by the Möbius functionby Bourgain et Fouvry-Kowalski-Michel

Abstract:

Abstract:

Abstract:
Carles Riba, one of the most relevant personalities in Catalan letters, not only as a poet but also as a linguist, has been considered a difficult writer. This book aims to examine how his theoretical preparation and his ideas in linguistics influenced his work in the particular case of some early stories in which he tries “uns utilíssims exercicis de simplicitat”. Carles Riba did not present his linguistic theories in a single text in a complete and articulated way but we can evaluate them in various papers he wrote and published up until his death in 1959. The first part of this work, after an introduction which sets the author in the context of European linguistics, is a review of the ideas that can be found in the collections of essays: Escolis i altres articles (1921), Els marges (1927), Per comprendre (1937), ... més els poemes (1957), and in a few other particularly interesting papers. This part focuses also on some of the controversies in which Carles Riba is involved as a linguist during the spanish dictatorship: especially his role on the publication of the second edition of Pompeu Fabra’s dictionary in 1954 and the consequences of the prologue he wrote for the volume. Joan Coromines considers an attack on the linguist Pompeu Fabra the negative comparison Riba proposes with the honnête homme: in our research we re-evaluate this consideration and analyse the historical and semantic value of this expression belonging to 17th-century French culture. The second part of this paper is a strictly linguistic analysis of three texts, chosen among Carles Riba’s works for children. The interest of those texts is in the author’s deliberate intent of using the most simple language, which enables us to determine what he considers the basic aspects of linguistic quality. Furthermore, the existence of different editions of those texts permits a philological analysis of those versions showing Carles Riba’s ‘simple’ language in three very representative moments, from the beginning of his career as a writer to the difficult situation during the dictatorship.

This chapter turns to the right to carry arms. The matter of whether foreign forces can carry weapons in the execution of their duties touches upon the core of State sovereignty. Governments have the monopoly of the legitimate use of physical force within their territory. On the other hand, the right to carry arms is essential to armed forces in order to successfully execute their mission. While the Receiving State can be deemed to have consented to such right when agreeing to a military force on its territory, matters such as the scope of the right to carry arms remain subject to agreement between the States. Force security aspects deserve some discussion as to the responsibilities of the Receiving State and Sending States. Also the legal limitations on the use of force require specific attention, as well as the rules of the Receiving State regarding the importation of arms.

Abstract:
“Continental philosophy” is generally understood as a contrast term for “Anglo-American analytic philosophy.” On its face, we seem to have a distinction rooted in geography, the continent in question being Europe. What is the relationship between Continental philosophy and Continental political philosophy—more frequently called Continental political thought (CPT)? There is the common postulation that modern Western social life, despite its many achievements, carries within it a certain “malignancy.” A tool frequently used by CPT is a skepticism of Enlightenment universalism in relation to ethical and political life. Given CPT's postulation of some sort of malignancy in modern Western society, it is hardly surprising that there is usually also sustained attention given to the possibility of some transformation that will overcome or at least combat more effectively the danger or harm that malignancy carries with it.

There are few scenarios in the cardiac catheterization laboratory quite as dramatic as a coronary artery perforation. While some instances of this mishap are subtle, others are quite dramatic. Fortunately this occurrence is rare, but carries with it a significant risk of serious adverse events. The potential for harm may be reduced by the brisk identification of the problem within the catheter laboratory, together with early implementation of treatment. A clear understanding of the mechanism, implications, and management of this complication are essential tools for the capable interventional cardiologist.

This chapter is concerned with the claim that knowledge is a mental state—a claim that is often presented as one of the central tenets of knowledge first epistemology. In this chapter, it is argued that this claim carries significant costs that have not been widely appreciated. It is clear that treating knowledge as a mental state leads to externalism about the mental. While externalism is a familiar view to many, it is argued that treating knowledge as a mental state leads to a version of externalism that is, in some respects, far more radical than any version previously considered.

Let the melodies of the truth be made abundant.—Ephrem the Syrian Hymns on FaithFOR THE SECOND procession, a number of young men, strikingly dressed in military uniform, carry the coffin. The military uniform does not represent a modern costume for the Roman soldiers who crucified Jesus; it is a real-life daily attire for those men. Some will have been recently drafted into mandatory military service but will have obtained permission to celebrate Easter at home. They carry the coffin to earn a blessing in the form of protection from life-threatening dangers associated with being in the military. This is 2007. Urfallis say that ominous associations with military service are no longer immediate; yet “one never knows” what might happen in the army, I am told. As those men would be the first to fight should war break out, they seek the blessing of this special event when it coincides with their time in service, which is traditionally an emotionally difficult time for the young men and their families, particularly the mothers. Seeking blessing from the symbolic shrouded body of Christ in liturgical drama represents belief in the transcendence of divine blessings. While embodied in symbols of death, Christ’s blessing extends to protecting the lives of those in whose obligations death is conceivable. Less than a decade later, many a flower-covered coffin would carry the picture of a young man in military uniform, right where the shrouded cross is laid on ...

Abstract‘Empathy and Moral Conduct and Motivation’ takes on a very special perspective in defending empathy: instead of confuting some of the criticisms made to empathy by anti-empathic scholars, it is here pointed out how these apparent shortcomings can in fact become strengths. What Paul Bloom calls the spotlight effect of empathy carries—if properly harnessed—the potentiality of being a great and irreplaceable stimulus for moral action and the so-called ‘identifiable victim effect’ can, if generalised, provide empathy with a stark emotional energy leading to moral motivation.

AbstractSafety organizations need to manage their working conditions continuously and effectively while dealing with constant surprises [1]. This chapter calls attention to an increasingly prevalent phenomenon, which I term interlocking surprises. While not completely new, this phenomenon is not fully understood and carries significant implications for research and practice. In conceptualizing interlocking surprises—their nature, implications, and potential responses—my aim is rather simple. It is, to paraphrase social theorist Norbert Elias, to take some steps toward developing the conceptual models and overall vision by which we—academics and practitioners—can make comprehensible in thought what we experience in our everyday realities [2].

Abstract Most Americans are covered by job-based health insurance. Low-income workers, however, may not be offered health insurance or be able to afford the premiums. Free and charitable clinics are available in some parts of the country, but not as many as food pantries. The family safety net cannot provide medical care as readily as food or housing. The means-tested Medicaid program therefore plays a crucial role for low-income Americans. State and local governments (and thus taxpayers) take care of paying for Medicaid. Medicaid coverage varies, partly because some states have refused to expand eligibility under the Affordable Care Act. In addition, Medicare helps millions of older and disabled adults, some of whom are low-income. Medical care is big business, and most caregivers work in the private sector. The uninsured are disproportionately Black and Hispanic. Many low-income Americans, even those with health insurance, cannot afford preventive care or needed treatment.

Abstract Housing is expensive all over the United States. Unable to afford rent or a mortgage, some adults will be forced to live with relatives or friends (i.e., the family safety net). Charitable organizations offer temporary shelter for some of the homeless. In general, charities play a much smaller role in housing than food. Government assistance programs, primarily housing vouchers and public housing for renters, help a few million Americans. Nevertheless, many people who are eligible for housing assistance do not receive it because of inadequate funding. Government funding for housing assistance pales in comparison to tax breaks for more affluent homeowners. Although the vast majority of Americans have a roof over their heads, housing costs are a sizable burden. To pay rent, families may not be able to afford enough food or medical care. Many face the threat of eviction.

Abstract Churches and secular charities care much more about poverty-related issues than do business and labor organizations. Nevertheless, charities care about many other issues as well. Because Christianity is the largest religion in the United States, the first part of this chapter analyzes the views of major Protestant and Catholic groups. They speak openly about the poor and the needy. They do not expect people to work in order to be helped, nor do they make distinctions along racial, ethnic, or gender lines. While religious leaders believe that churches must take care of the poor, their resources are limited. They publicly support government programs. The largest secular charities (e.g., United Way, Feeding America) are quite diverse. Some care explicitly about the poor and needy, while others pay attention to broader groups. Some charities favor the working poor, but most do not.

Abstract Normally we expect big differences in the views of business and labor. In fact, neither the AFL-CIO nor leading business associations paid much attention to poverty-related issues between 2000 and 2020. Labor unions care much more about workers and working families; they seldom mention the working poor. Business interests focus more on taxes and regulations. There are exceptions: some unions (e.g., the SEIU) and some larger corporations pay attention to the needs of lower-income individuals. Although business and labor agree that government has important responsibilities, they disagree over which programs should be emphasized. Labor unions favor social insurance programs (e.g., Social Security, Unemployment Insurance) and minimum wage laws to help workers deal with hardship. Business groups worry about the cost of social insurance programs and want the national government to target help via means-tested public assistance.

Abstract:
Early childhood caries (ECC) is a serious and common public health problem affecting young children across the globe. It is prevalent in both developing and developed countries. ECC starts and progresses rapidly in high-risk children. It can lead to various physical, psychosocial and financial consequences for the child and their family, leading to compromised quality of life. There are some factors unique to this type of caries due to the developmental stage and dependence of the child on the mother or caretaker for feeding and oral hygiene practices. The faulty feeding practices can affect the primary dentition severely. ECC also indicates higher risk of caries development in later stages of life. The disease can be challenging to manage in advanced stages due to limited specialized personnel and resources and behavioral management problems in young children. An effective prevention protocol is our best tool to manage this disease, reducing the burden the healthcare system and society.

Abstract:
The alarming rate of climate change accentuates the need to reduce greenhouse gas (GHG) emissions produced from anthropogenic activities and consequently the consumption of fossil fuels. The transportation sector is one of the most energy-demanding activities, consisting around 27% of the global primary energy demand and one of the major contributors of GHG emissions to the atmosphere, while shipping transportation accounts for nearly 12% of its CO2 emissions. Decarbonization is vital for emission mitigation using innovative technologies, policies, and incentives at a local and international level. In this context, the presented Integrated Ship Energy Flowchart (ISEF), aims to create a digital twin of a ship and carry out deterministic calculations, such as engine power requirements and by extension fuel consumption and emissions, by modelling the various components of a ship’s energy flow. Most modeling approaches depend on tracking data from automatic identification systems (AIS) and commercial vessel databases, accompanied with prohibitive costs for many, as well as missing vessel characteristics. ISEF, on the other hand, aims to fill in the gap in case of missing or costly to obtain data while maintaining the flexibility to utilize field data if available. This is done by providing representative vessel characteristics, detailed engine modeling and simulating components such as environmental conditions (sea-state, wind). At the same time, ISEF develops a library of vessel data including ship particulars, engine and route information among others. Thus, it is also suitable for the validation of tracking information and machine learning or other deterministic algorithms. Additionally, this library will enable the development of a statistically representative ship describing the international fleet. This will therefore improve projection algorithms utilized in calculations and aid the evaluation of mitigation options regarding decarbonisation in terms of the overall fleet. Such a model also enables the investigation of alternative fuels and fuel mixtures, route optimization, and inclusion of cold ironing amongst others. The current objectives include the validation of the core modelling implementation via comparisons with available raw data to serve as a reference case and build the necessary libraries. Therefore, a case study of a specific ship utilizing real navigational data will be used to demonstrate the capabilities of the algorithm.

It is emphasized that in agriculture, enterprises carry out production in approximately similar natural and climatic conditions. Therefore, inter-farm comparative analysis can be more widely used here. Along with the traditional method of comparative analysis of the efficiency of agricultural enterprises, it is advisable to additionally identify the level of use of the potential of the indicator under study and set the percentile value that reflects the place of this business entity in the ranked range of the sample. Some features of the comparative analysis are shown on the example of 50 agricultural enterprises of the ATU Gagauzia, cultivating sunflower in 2021 on areas of 50 hectares and more. The methodology for carrying out additional calculations is easy to use and is quite affordable for its use, both for educational purposes and in production conditions.

Abstract:
The complexity of creating artificial intelligence applications remains high. One of the factors that cause such complexity is the high qualification requirements for developers in the field of programming. Development complexity can be reduced by using methods and tools based on a paradigm known as End-user development. One of the problems that requires the application of the methods of this paradigm is the development of intelligent systems for supporting the search and troubleshooting onboard aircraft. Some tasks connected with this problem are identified, including the task of dynamic formation of task cards for troubleshooting in terms of forming a list of operations. This paper presents a solution to this problem based on some principles of End-user development: model-driven development, visual programming, and wizard form-filling. In particular, an extension of the Prototyping expert systems based on transformations technology, which implements the End-user development, is proposed in the context of the problem to be solved for Sukhoi Superjet aircraft. The main contribution of the work is as follows: expanded the main technology method by supporting event trees formalism (as a popular expert method for formalizing scenarios for the development of problem situations and their localization); created a domain-specific tool (namely, Extended event tree editor) for building standard and extended event trees, including for diagnostic tasks; developed a module for supporting transformations of XML-like event tree representation format for the knowledge base prototyping system – Personal knowledge base designer. A description of the proposed extension and the means of its implementation, as well as an illustrative example, are provided.

This project is driven by concerns over excessive cylinder lubrication in large bore two-stroke cycle natural gas engines. Excessive cylinder lubrication can lead to: (1) Increased operating costs due to high lubricating oil consumption, (2) Poisoning of catalytic converters, and (3) Increased pollutant emissions. These concerns can be addressed by reexamining lubrication rates and exploring advanced lubrication techniques. Catalyst poisoning and increased pollutant emissions occur when a portion of the cylinder lubricating oil in some form is passed through the cylinder and into the exhaust system. The lubricating oil may carry over into the exhaust system unchanged, or it may react to form other compounds. In this work the focus is on identifying the scope of the problem associated with cylinder lubricating oil carryover into the exhaust system.

Many low-income countries face a shortage of trained medical doctors, especially in rural areas. This situation has detrimental effects on healthcare outcomes for the population. Non-physician clinicians are trained to perform some tasks usually carried out by doctors, including obstetric care. As their training and salary are lower and their retention is better, these clinicians could offer an alternative to doctors for caesarean section in low-income countries.

Abstract:
This report describes the diversity of experiences informal carers for people with life-limiting illnesses who were supported by hospices in the West Midlands during the pandemic. It is one of four cohort reports – the others focus on patients, frontline hospice staff, and senior managers respectively – that form the evidence base for a Policy Report into the impact of Covid-19 on hospices. In these reports we address the nine key themes that were identified as potentially important in our previous collaborative knowledge synthesis (MacArtney et al., 2021) and seek to address some of the policy gaps we identified in our review of recommendations for hospice practice and policy (Langen-Datta et al., 2022). Together these outputs are the result of an Economic and Social Research Council funded study (grant number: ES/W001837/1). This is one of the first studies to contribute an in-depth exploration of hospice-based experiences of the pandemic to the growing body of knowledge about the effectiveness and effects of changes to hospice services, at regional and national levels in response to Covid-19. The aim of this report is therefore to explore experiences of those informal carers of people with life-limiting conditions and the effects of the Covid-19 pandemic on the care and support they experienced, to identify recommendations for clinical practice and healthcare policy. Drawing on these findings, this report offers recommendations for hospices and clinicians who continue to provide care and support for people with life limiting conditions and those that care them during the ongoing pandemic. These recommendations will also be of interest to local commissioners who will need to work with hospices in their region to ensure informal carers receive the support they need, and national policymakers who will need to ensure the necessary resources and guidance are available.

Crouch. L52201 Baseline Study of Alternate In-Line Inspection Vehicles. Chantilly, Virginia: Pipeline Research Council International, Inc. (PRCI), January 2008. http://dx.doi.org/10.55274/r0010954.

Full text
Abstract:
It was a goal of this project to identify and evaluate nonpiston vehicle concepts that could potentially carry inspection sensors and recording apparatus into both piggable and nonpiggable pipelines. It has been suggested that pipeline integrity management in some future time might include the use of autonomous robots that would "live" in a pipeline, taking power from the moving product stream and communicating to the outside of the pipeline, from time to time, information on the condition of the pipeline. The system then would include a vehicle, sensors, data recording, power generation, and communication. Work has been done in various research centers on each of these components. Some mention will be made of the other components, but the thrust of this report is on the vehicle.

De Rosa, Gustavo Alberto, Søren Elbech, Ian MacDonald, and Alessandro Macri. Callable Capital of the Inter-American Development Bank: A Report based on the MDB-wide Review of Callable Capital. Inter-American Development Bank, April 2024. http://dx.doi.org/10.18235/0005553.

Full text
Abstract:
This report presents the Inter-American Development Banks (IDB) results of the Review of Callable Capital exercise, initiated by a group of Multilateral Development Bank (MDB) shareholders, to support efforts related to the G20 Independent Review of Multilateral Development Banks (MDB) Capital Adequacy Frameworks (“G20 CAF Report”). The report confirms that Callable Capital at IDB is legally valid and binding and could be activated by Executive Directors. Some shareholders have mechanisms in place to carry out a call on callable capital on short notice, and others have accelerated processes that could be activated. A call on callable capital remains a highly remote scenario, as confirmed by the reverse stress testing exercise, in line with the Banks solid financial policy framework.

Shaw, Jackie, and Mary Wickenden. Insights from Inclusive Participatory Fieldwork with Learners with Deafblindness and Other Marginalised Impairments. Institute of Development Studies, November 2023. http://dx.doi.org/10.19088/ids.2023.014.

Abstract:
This paper describes and discusses a piece of inclusive and participatory fieldwork carried out at two sites in Bangladesh in close collaboration with local and international NGOs working on disability as part of the UK government (FCDO) funded Disability Inclusive Development (DID) programme. Our research fieldwork engaged two small groups of learners with specific identities (deafblind or young women) in workshops aiming to gather examples of and understand their experiences as young people with disabilities, both in general terms and about a work-focussed programme. Creative, visual and arts based multi-modal methods were used to encourage maximum participation, including from those with little or no spoken language or literacy. Some were accompanied by carers or supporters who also shared their perspectives. Local staff teams from collaborating INGOs and Organisations of People with Disabilities (OPDs) supported, participated in and learnt from the process. Detail about the workshop activities and data from the participants are presented and discussed. Recommendations from the participants and reflections on the methodological aspects are provided. We concluded that using inclusive, participatory and creative research methods generates rich insights into people’s experiences, which can increase understandings about marginalised people’s lives and inform future interventions to promote their inclusion.

Masciandaro, Donato. Is the Anti Money Laundering Compliance Convenient?: International Capital Flows and Stigma Effect in Latin America: The Case of Paraguay. Inter-American Development Bank, September 2013. http://dx.doi.org/10.18235/0006973.

Full text
Abstract:
This study analyzes the international financial flows of Latin America in order to verify existence and direction of the Stigma Effect. Is the AML/CFT financial regulation that addresses the money laundering and terrorism finance phenomena relevant in shaping the pattern of international banking movements? We test if the FAFT listing-delisting events are effective sticks and carrots for the targeted countries in influencing cross-border banking flows. The tests are based on a theoretical framework, where the stigma effect holds if doing business with a listed country produces nonlinear monetary and/or reputational costs. We focus on the 34 Latin American countries in the period 1996-2007 using annual panel data. We find evidence that the list in-list out mechanism can influence the banking inflows, provided that some conditions hold. The relevance of the stigma effect seems to depend on the one side on the efficiency of the international capital markets and on the other side on specific features of the listed/delisted country: regulatory lightness, banking profitability, growth per capita. The empirical specification is applied in evaluating the case of Paraguay using a time series analysis with quarterly data. The study finds that the Paraguayan listing episode was likely to produce perceptible effects on both capital inflows and outflows.
