Abstract:
The monograph is devoted to the methodology of material and technical support of railway transport. According to the types of activities, the nature of the material and technical resources used, technologies, means and management systems, Russian railways belong to the category of high-tech industries that must have high quality and technical level, reliability and technological efficiency in operation. For this reason, the logistics system itself, both in structure and in the algorithm of the functions performed as a whole, needs a serious improvement in the quality of its work. The economic situation in Russia requires a revision of the principles and mechanisms of management based on the corporate model of supply chain management, focused on logistics knowledge. In the difficult economic conditions of the current decade, it is necessary to improve the quality of the supply organization of enterprises and structural divisions of railway transport, directly related to the implementation of the process approach, the advantage of which is a more detailed regulation of management actions and their mutual coordination. In order to increase the efficiency of its activities and develop the management system, Russian Railways is developing a lean production system aimed at further expanding the implementation of the principles of customer orientation, ideology and corporate culture. At the present time, the solution of many issues is impossible without a cybernetic approach to the formulation of problems of material and technical support and logistics analysis of information technologies, to the implementation of the developed algorithms and models of development strategies and concepts for improving the business processes of the production system. The management strategy, or the general plan for the implementation of activities for the management of material resources, is based on a fundamental assessment of the alignment and correlation of forces and factors operating in the economic and political field, taking into account the impact on the specific form of the management strategy. The materials will be useful to the heads and specialists of the directorates of the MTO, CDZs and can be used in the scientific research of bachelors, masters and postgraduates interested in the economics of railway transport and supply logistics.

The monograph examines topical issues of reforming the organization of public power in our country in connection with the adoption in 2020 of the Law on Amendments to the Constitution of the Russian Federation. The logic of changes in the organization of public power and the directions of concretization of constitutional values, taking into account the laws of the development of the constitutional system of Russia, are revealed. <p>Society expects that buildings and other structures are safe for the people who use them or who are near them. The failure of a building or structure is expected to be an extremely rare event. Thus, society implicitly relies on the expertise of the professionals involved in the planning, design, construction, operation and maintenance of the structures it uses.<p>Structural engineers devote all their effort to meeting society’s expectations effi ciently. Engineers and scientists work together to develop solutions to structural problems. Given that nothing is absolutely and eternally safe, the goal is to attain an acceptably small probability of failure for a structure, a facility, or a situation. Reliability analysis is part of the science and practice of engineering today, not only with respect to the safety of structures, but also for questions of serviceability and other requirements of technical systems that might be impacted by some probability.<p>The present volume takes a rather broad approach to safety and reliability in Structural Engineering. It treats the underlying concepts of safety, reliability and risk and introduces the reader in a fi rst chapter to the main concepts and strategies for dealing with hazards. The next chapter is devoted to the processing of data into information that is relevant for applying reliability theory. Two following chapters deal with the modelling of structures and with methods of reliability analysis. Another chapter focuses on problems related to establishing target reliabilities, assessing existing structures, and on effective strategies against human error. The last chapter presents an outlook to more advanced applications. The Appendix supports the application of the methods proposed and refers readers to a number of related computer programs.<p>This book is aimed at both students and practicing engineers. This chapter focuses on the failure of the Labour movement to reform the financial system during the 1970s. It highlights the political factors that prevented change, yet argues that these were rooted in the more fundamental failure of the left to garner support for reforms from non-financial industrial economic interests. Instead, financial and industrial interests, having become increasingly integrated since the war, became politically allied in response to the mid-1970s profits crisis. Business’s proposed means to restore profitability amounted to a simple set of solutions: cut taxation on capital and personal income, eradicate inflation, and reduce government interference in the operation of the economy. These proposals for government economic retrenchment as the solution to industrial decline were an outright rejection of the state-coordinated financial strategy offered by the left. Furthermore, they were a direct challenge to the fundamental premises of post-war social democracy.

The dominance style of bonobos presents an evolutionary puzzle. Bonobos are not male dominant but female bonobos do not show traits typical of female-dominant species. This chapter proposes the offspring dominance hypothesis (ODH) as a potential solution. ODH suggests the social system of bonobos evolved as a defence against infanticide and is not due to pressure to monopolize resources. Females that prevented aggression towards offspring and preferred mating with less aggressive males were most successful. Supporting ODH, during observations at Lola ya Bonobo Sanctuary it was found that: 1) adult male bonobos are rarely aggressive towards offspring with mothers, 2) some mother-reared juvenile bonobos attain rank higher than adult males and 3) mother-reared offspring often socially interact with adult males without their mothers nearby. These preliminary findings provide initial support that the bonobo social system evolved due to fitness advantages of effectively protecting offspring against consequences of male aggression. Le style de dominance des bonobos présente un puzzle évolutionnaire. Les bonobos ne sont pas dominés par les mâles mais les bonobos femelles ne montrent pas les traits caractéristiques d’une espèce dominée par femelles. On propose l’hypothèse de dominance de progéniture (ODH) comme une solution potentielle. La ODH suggère que le système social des bonobos a évolué en défense contre l’infanticide et pas sous pression pour la monopolisation des ressources. Les femelles qui préviennent l’agression vers leur progéniture et leur préférence d’accouplement avec des mâles moins agressives étaient très efficaces. À l’appui de la ODH on a trouvé pendant nos observations à Lola ya Bonobo Sanctuary que: 1) les mâles adultes bonobos agressent rarement vers les bébés avec mères, 2) quelques adolescents bonobos qui furent élevés par leurs mères atteignent un rang plus haut que les mâles adultes et 3) la progéniture élevée par la mère interagissent avec avec d’adultes mâles sans la présence de leur mère. Ces trouvailles préliminaires donnent appuie à l’hypothèse que le système social des bonobos a évolué par les avantages corporelles de la protection de la progéniture contre les conséquences de l’agression mâle.

Different socioeconomic backgrounds and barriers to education have contributed to lower educational achievement among blacks, Latinos, and Native Americans, compared to American whites and Asians. The failure of legal integration to close the racial achievement gap is the result of prejudice on the part of teachers, as well as a scarcity of culturally relevant curricula materials for nonwhite children. As a plausible solution to these problems, recent studies show that poor children do better in classes where middle-class children are also present. Middle-class children already have habits and values that support success in the educational system. Integrated schools are not sufficient, because they are often divided in “tracks” that reproduce racial segregation. Racial diversity in the K-12 classroom is fruitful preparation for civic engagement in a pluralistic society made up of citizens from diverse backgrounds.

Responses to moral adversity are typically partial. Therefore being able to identify and retrieve palliative care’s evidence base is more critical than ever. Given the complexity of timely, efficient, and effective retrieval of needed knowledge, new approaches are needed to manage the expanding and diffuse knowledge base for palliative care. Such strategies include developing online repositories of clinical knowledge to ensure immediate access and creating search solutions that shortcut access to literature and evidence to support practice, research, and education.

Re-incarceration of former prisoners is commonly associated with relapse to drug and alcohol use because of ineffective treatment of substance use disorders (SUDs) after release. High entry rates of people who use drugs (PWUDs) into prisons or jails results in the criminal justice system (CJS) bearing a disproportionate burden of the epidemic of people with SUDs. In contrast to 8% of U.S. adults in the general population, up to 65% of prisoners meet DSM-IV criteria for having a SUD and, depending on geographical location, 70% of HIV-infected prisoners meet criteria for opioid dependence. Though substantial efforts have focused on providing support for those with SUDs as they transition back to the community, evidence-based interventions are not commonly deployed. Despite scientific evidence supporting transitional programs for prisoners with SUDs (e.g., medication assisted therapies, contingency management, adherence support strategies), there are significant logistical constraints to introducing evidence-based interventions into correctional systems and delivering them to prisoners prior to release. Innovative solutions are needed that involve partnerships between all existing stakeholders, including individual patients with SUDs, the CJS and communities, in order to overcome existing impediments. This chapter discusses best practice and evidence-based models in use for jails and prisons to support successful community re-entry.

Crisis intervention treatment includes identifying the life stressor, understanding the patient’s response to stress, assessing the patient’s social system, listing possible solutions to the crisis, and working to implement those solutions. As the crisis resolves, the integrated team provides anticipatory guidance for the patient and primary provider.

Violations of food sovereignty are often food injustices. Yet Indigenous peoples claim that one of the solutions to protecting food sovereignty involves the conservation of particular foods, from salmon to wild rice. Innovation is an extremely context-specific activity, with both the problems sought to be addressed and the solutions at hand being shaped by the structure and flavour of predominant private activity in the domestic economy, sectoral regulations and State support, and local market needs and purchasing power. In this regard, both public and private entities have been successful in tackling several infrastructure bottlenecks and institutional voids to achieve their goals, promoting innovation along the way. At the same time, several impediments to innovation exist in India, the absence of which could make the pace of innovation-led growth much faster, and its scale, much bigger. Confusing, and often inconsistent, regulatory and policy stances are one such impediment. The absence of a clear strategy to promote research and development in emerging technologies is another. The quicker actualization of progressive policies to beneficial action is a third. An education system that internalises the core values requisite for an innovation culture is a fourth. Unless these are addressed on a war footing, a more organic transition to a creative society with indigenous solutions shall remain a distant dream.

This book examines the politics of the learning crisis in the global South, where learning outcomes have stagnated or worsened, despite progress towards Universal Primary Education since the 1990s. Comparative analysis of education reform in Bangladesh, Cambodia, Ghana, Rwanda, South Africa, and Uganda highlights systemic failure on the frontline of education service delivery, driven by deeper crises of policymaking and implementation: few governments try to raise educational standards with any conviction, and education bureaucracies are unable to deliver even those learning reforms that get through the policy process. Introductory chapters develop a theoretical framework within which to examine the critical features of the politics of education. Case study chapters demonstrate that political settlements, or the balance of power between contending social groups, shape the extent to which elites commit to adopting and implementing reforms aimed at improving learning outcomes, and the nature this influence takes. Informal politics and power relations can generate incentives that undermine rather than support elite commitment to development, politicizing the provision of education. Tracing reform processes from their policy origins down to the frontline, it seems that successful schools emerged as localized solutions to specific solutions, often against the grain of dysfunctional sectoral arrangements and the national-level political settlement, but with local political backing. The book concludes with discussion of the need for more politically attuned approaches that focus on building coalitions for change and supporting ‘best-fit’ types of problem-solving fixes, rather than calling for systemic change.

Suffering is an unavoidable reality in healthcare. Not only are patients and families suffering but also the clinicians who care for them. Commonly the suffering experienced by clinicians is moral in nature, in part a reflection of the increasing complexity of health care, their roles within it, and the expanding range of available interventions that challenge their moral foundations. Moral suffering is the anguish that arises occurs in response to moral adversity that challenges clinicians’ integrity: the inner harmony that arises when their essential values and commitments are aligned with their choices and actions. The sources and sequelae of moral distress, one type of moral suffering, have been documented among clinicians across specialties. Transforming their suffering will require solutions that expanded individual and system strategies. Moral resilience, the capacity of an individual to restore or sustain integrity in response to moral adversity, offers a path forward. It encompasses capacities aimed at developing self- regulation and self-awareness, buoyancy, moral efficacy, self-stewardship and ultimately personal and relational integrity. Whether it involves gradual or profound radical change clinicians have the potential to transform themselves and their clinical practice in ways that more authentically reflect their character, intentions and values. The burden of healing our healthcare system is not the sole responsibility of individuals. Clinicians and healthcare organizations must work together to transform moral suffering by cultivating the individual capacities for moral resilience and designing a new architecture to support ethical practice. Used worldwide for scalable and sustainable change, the Conscious Full Spectrum approach, offers a method to solve problems to support integrity, shift patterns that undermine moral resilience and ethical practice, and leverage the inner potential of clinicians and leaders to produce meaningful and sustainable results that benefit all.

Given current and projected changes in ecosystems, communities, and economies, it is essential to find ways to anticipate and reduce vulnerabilities to change and, at the same time, promote sustainable economic development and human well-being.The emerging field of sustainability science offers a promising conceptual and analytic framework for accelerating progress towards sustainable development. Sustainability science aims to be use-inspired and to connect basic and applied knowledge with solutions for societal benefit. This approach draws from diverse disciplines, theories, and methods organized around the broad goal of maintaining and improving life support systems, ecosystem health, and human well-being. Partners in New England have been using sustainability science as a framework for stakeholder-engaged, interdisciplinary research that has generated use-inspired knowledge and multiple solutions for more than a decade. Sustainability science has helped produce a landscape-scale approach to wetland conservation; emergency response plans for invasive species that threaten livelihoods and cultures; decision support tools for improved water quality management and public health for beach use and shellfish consumption; and the development of robust partnership networks across disciplines and institutions. Understanding and reducing vulnerability to climate change is a central motivating factor in this portfolio of projects because linking knowledge about social-ecological systems with effective policy action requires a holistic view that addresses complex intersecting stressors.One common theme in these varied efforts is the way that communication fundamentally shapes collaborative research and social, technical, and policy outcomes from sustainability science. Communication as a discipline has, for more than two thousand years, sought to understand how environments and symbols shape human life, forms of social organization, and collective decision making. The result is a body of scholarship and practical techniques that are diverse and well adapted to meet the complexity of contemporary sustainability challenges. The complexity of the issues that sustainability science aspires to solve requires diversity and flexibility to be able to adapt approaches to the specific needs of a situation. Long-term, cross-scale, and multi-institutional sustainability science collaborations show that communication research and practice can help build communities and networks, and advance technical and policy solutions to confront the challenges of climate change and promote sustainability now and in future.
