Abstract:
The chief aims of the Swedish municipality-based Facebook network SEM, ‘Solidarity with EU migrants’ [Solidaritet med EU migranter!] are to fight for better conditions and humane treatment of migrants primarily from Romania, who came to Sweden in hope of finding work and the ability to provide for their families. The site is to transmit relevant news, actions, organise money collections, political actions and alike. Those volunteers active in the group believe that ‘righteousness and solidarity’ should apply, even those who are in the grip of European Union bureaucracy. 1 Using theories of civil movements in the IT age, I elaborate on how the activists on the site respond to the challenges of the criminalisation of vulnerable European Union citizens, by balancing their engagement between the dimensions of ‘pragmatic voluntarism’ versus ‘subversive humanitarianism’. Furthermore, I explore how the site counteracts hegemonic master narratives on Roma as both idle and victims, who need to be saved from begging, by providing alternative narratives of subjectivities and identities to the Roma men and women they work with and for, seeing them as agents struggling to improve the lives of their families.

Four experiences of women´s migration from Recife to Europe are examined emphasizing sociability between generations, families and gender relations. The genealogical method is used as a tool to understand the logic of relatedness and mobility. Elder women's genealogies reveal the importance of kin relations and of Recife being a city of plural migrant destinations. Generational and gender hierarchies influence decisions about caretaking, cleaning, marriages and mobility. Women´s group solidarity is counterbalanced by male initiatives and patrilateral privileges in migration events. Redefinitions and reaffirmations of generational hierarchies are narrated in relation to migrant autonomy and subordination. Family references are seen as available mechanisms to circumvent national legal barriers to mobility. Informants' accounts of migrant experience relegate opinions about national and cultural differences as secondary to discourse about family and kin obligations. Migrants establish some autonomy and confront sociopolitical structures, even when facing double gender subordination and insertion in hierarchical kin networks.

Abstract:
In global labour markets, migrant workers are mainly found in precarious, low-status/low-wage occupations in undeclared work and the underground/informal sector of the economy which demands a low paid, uninsured, mobile, temporary and flexible workforce. This article argues that migrant women are mostly employed as domestic workers in various countries that demand precarious, low-status/low-wage service workers and personal services. Feminist scholarship on migration underlines, that social constructions of gender and racial stereotypes drive men and women into specific roles and therefore dictate their experiences. Social constructions of gender cannot be considered separate from social constructions of class, gender, race, ethnicity, and sexuality; female migrants are disassociated from family relationships, community associations, solidarity networks, and become susceptible to discrimination based on race and ethnicity, class and gender in the reception countries. This article provides an intersectional review of research on domestic work, healthcare and community networks in Greece (1990-2018). Intersectionality produces assumptions set in women’s race and ethnicity, projecting unequal labour rights among sexes in Greece. Gender, race and ethnicity subject women to obedience, susceptibility and exploitation, confining them to domestic work, and low-paid jobs without social rights. Last but not least, this article suggests that ethnic background and unstable legal residence status works as a mechanism of control and suppression, which in turn force female migrants to accept low wages, refrain from demanding healthcare services and from seeking support from migrant community associations. Employers confiscate their documents, monitor them and threaten to report them to the authorities, thus institutionalising exploitation, leading to forceful application of discipline, consent, subordination, obedience and dependency of domestic workers.

Thus, the utility can find out how the media of the Women Solidarity Community Sumbawa in the campaign of protection and empowerment of women in Sumbawa district. The results of this study showed that the media of Sumbawa women's solidarity community campaigned for the protection of women by providing information, education, and portraying the story of the protection of migrant workers as well as the protection of violence in Sumbawa women.The Media of Sumbawa women's community is also instrumental in campaigning women's empowerment by providing socialization with the strengthening of women.This study analyzes the acceptance of audience innovation at the adoption rate against a community of Sumbawa women solidarity is acceptable and perceived in the life of Sumbawa community as a new matter or idea.And know the role of community media solidarity of Sumbawa women has been adopted to become information media and knowledge for the community in Sumbawa district. This review examines Frontline Farmers: How the National Farmers Union Resists Agribusiness and Creates Our New Food Future, a new book about the activism of the National Farmers Union (NFU) over the past five decades. In this review I highlight the impact of the NFU in campaigns against the corporatization of the food system, their commitment to international and Indigenous solidarity, and the struggles faced by women within the organization. I also question the lack of discussion about solidarity with migrant farmworkers. Overall, this is an important book that is useful for food system activists, students and scholars.

There has been a change in the use of the au pair scheme in the past fifteen years that has created a shift from its original intention as a cultural exchange program. Socio- economic change in societies in the South and East has led to a new wave of female migrants seeking legal work opportunities in European countries, and change in the North has led to an increase in demand for domestic workers. The au pair program has become a means to cover these needs. Yet the use of the au pair institution as a temporary domestic work system creates challenges that not only contradict its intention, but also fail to offer labor rights and protection to the migrant women who enter the program to earn money. This article examines the au pair system in Norway, a country known for social and gender equality and a strongly developed welfare system based on social democratic ideals of solidarity. The article focuses in particular on how the au pair scheme is being misused as a temporary domestic work system by both the host families and the au pairs, and the exploitation and human trafficking cases that have emerged as a consequence in recent years.

Incorporating contemporary theories of Aliyah (Jewish migration to Israel) by English speakers and family intergenerational solidarity, this article compares the perspective of older women who immigrated to Israel accompanied by their families with representatives of organizational stakeholders: paid professionals as well as volunteers. The textual corpus of 14 episodic interviews conducted in two Israeli cities has been analyzed using the method of descending hierarchical clustering. The resulting four clusters focus on information, family, friends, and language-related challenges, in the opposition of public sphere (Clusters 1 and 4) versus private sphere (Clusters 2 and 3). The privileged condition of family solidarity contributes to the migrants’ abilities to overcome the difficulties, buffering them from migration-related stress. The findings are discussed in the light of a theoretical compass model of intergenerational Aliyah.

Abstract The article analyzes two novels of migration by Nigerian women authors in the context of Afropolitanism: Chimamanda Ngozi Adichie’s Americanah (2013) and Sefi Atta’s A Bit of Difference (2013). It is argued that Afropolitanism obscures the reasons why migration from Africa to the West has been increasing in the decades since independence, rather than decreasing. In comparing the two novels, the article focuses on empathy towards and solidarity between fellow Nigerians, which has been seen by Nigerian philosopher Chielozona Eze as crucial for building African civil society and functional state.

The process of immigration and settlement of Korean nursing women in Germany in the 1960s and 1970s was a process in response to the various social changes that were going on in German society. Their period of living in Germany mostly overlaps with the period of the 68th Movement and the social changes that resulted from it. The social changes caused by the 68th movement have an impact on some of Korean women's recognition of their identity as migrant women workers from the Third World. It was not simply a passive learning process, but an active self-discipline process. Based on the self-identity learned in this process, women play a central role in leading the struggle for the right to stay in 1977-78 to success. They revealed their identity as women from the Third World who live as transnational beings in German society. The awakening of its identity led to an organized new social movement and led to solidarity with various underprivileged people living outside the boundaries.

This article reconstructs the case of Mrs. Concepción, a resident of a rural town in the state of Querétaro, who was arrested in 2005 for providing food and shelter to Central American immigrants in transit. Two years later, she was released. Her case summarizes in a series of modifications in solidarity practices towards immigrants and allows to explore some displacements in the social discourses on immigration and solidarity that have occurred in Mexico during the last fifteen years. This story shows the attacks of the government that oppress the Central American immigrants and break the social grammars that sustain solidarity practices. The solidarity practiced by this rural woman was based on a series of empathies with the immigrants as poor and deprived individuals, but also in a moral of the gift that emphasized the value of giving selflessly.

The extent of labour force participation of women with a Turkish migration background in Germany is lower than that of women of other ethnic origins or that of non-migrant women. In this study, we focus on a within-group comparison of the labour force participation among Turkish women. Using data of the Generations and Gender Survey (2005/ 2006), we distinguish between first and second immigrant generations. The study pays special attention to both the human and social capital approach and aspects of intergenerational transmission and solidarity between generations. In line with the human capital theory, a strong increase in labour force participation can be noted among women belonging to the second migrant generation: Whereas only about 34 per cent of first generation immigrants participate in the workforce, the share among the second generation amounts to about 60 per cent. In addition to family status and education, mothers’ employment is found to increase the likelihood of the daughter’s participation in the workforce. Also, more egalitarian gender role attitudes favour a higher degree of employment. Zusammenfassung Die Arbeitsmarktbeteiligung von Frauen mit türkischem Migrationshintergrund in Deutschland ist geringer als die anderer Migrantengruppen und als die von Frauen ohne Migrationshintergrund. Diese Studie untersucht mit Daten des Generations and Gender Survey (2005/2006), inwiefern sich Frauen der ersten und zweiten Migrantengenerationen hinsichtlich ihrer Erwerbsbeteiligung unterscheiden und welche Faktoren dafür ursächlich sind. In Einklang mit der Humankapitaltheorie lässt sich für die zweite Generation eine stark gesteigerte Erwerbsbeteiligung feststellen: Während in der ersten Generation nur etwa 34 Prozent der Frauen einer Beschäftigung nachgehen, beteiligen sich rund 63 Prozent in der zweiten Generation am Arbeitsmarkt. Besondere Berücksichtigung erfährt der Sozialkapitalansatz bzw. Aspekte intergenerationaler Transmission und Solidarität. Demnach übt – neben Bildung und Familienstand ? eine Erwerbstätigkeit der Mutter einen Einfluss auf die Erwerbsbeteiligung der Tochter aus, und stärker egalitäre Genderrolleneinstellungen begünstigen eine Erwerbstätigkeit.

Crises of care and social reproduction have led to new debates and social movements around the world, but there has been little scholarly scrutiny in the global North on these issues as they are unfolding in China. Facing rapid population ageing and historically low birth rates, the Chinese government believes the country is suffering from a demographic crisis. Yet, the so-called population question is fundamentally a political one: who is bearing the brunt of biologically and socially reproducing the Chinese labour force who have fuelled the Chinese economy in the last four decades? As this essay unpacks, the country's long-existing urban-rural divide and the unchecked patriarchal-capitalist mode of accumulation have produced uneven consequences among different social groups, intersectionally defined by class, gender and urban/rural citizenship, and thus have exacerbated existing inequalities. Rural migrants and the urban poor, mostly women, have become domestic servants for urban middle-class families, at the cost of their own well-being and of their families and communities. Across social classes, Chinese women are making their voices heard and taking actions to protest against systemic appropriation and exploitation of their care and reproductive labour, in what is a hostile political environment. Ranging from organised protests to individuals' spontaneous complaints, 'made-in-China' feminism can shed new light on future feminist movements and solidarity building with feminists in the international community.

Con base en la revisión de algunos estudios recientes que se han llevado a cabo en diversas comunidades rurales de las nuevas regiones migratorias, en este artículo se revisan, de manera crítica, dos interpretaciones de los estudios sobre la familia rural: la economía campesina como unidad de producción-consumo y el ciclo de desarrollo de la unidad doméstica. En las condiciones actuales la migración, interna e internacional, desempeña un papel decisivo en las comunidades rurales. Muchos estudios han constatado la voluntad de las mujeres de salir de los grupos domésticos y sumarse a los flujos migratorios por motivos particulares, por situaciones y demandas específicas de ellas; su salida ha contribuido al resquebrajamiento de los sistemas tradicionales de organización y reproducción de la familia campesina.Las feministas, y más tarde los estudios con la perspectiva de género, criticaron la visión de que las familias rurales constituían unidades de producción-consumo donde las decisiones correspondían a un modelo de estrategias familiares de sobrevivencia y reproducción (Hondagneu-Sotelo, 2007; Wolf, 1990). Ese modelo privilegiaba la homogeneidad, la colectividad, la solidaridad y el consenso, es decir, suponía que en los hogares no había conflictos ni tensiones a la hora de tomar decisiones que a todos comprometían (Ariza, 2007). La familia era una “unidad económica moral” que se sustentaba en los principios de “reciprocidad, consenso y altruismo” (Grasmuck y Pessar, 1991).Los estudios desde el enfoque de género señalaron que en las familias había relaciones de poder basadas en una distribución jerárquica y desigual de los derechos, recursos y autoridad que afectaban especialmente a las mujeres (Ariza, 2007; González Montes, 2002; Hondagneu-Sotelo, 2007; Wolf, 1990). AbstractBased on a review of recent studies conducted in various rural communities in the new migration regions, this article critically reviews two interpretations of rural family studies: the peasant economy as a production-consumption unit and the household development cycle. In the current conditions, internal and international migration play a key role in rural communities. Many studies have shown the willingness of women to leave home and join migratory flows for personal reasons, or due to specific situations and demands. Their departure has contributed to the breakdown of the traditional systems of organization and reproduction of the peasant family.Feminists, and subsequently studies with a gender perspective, criticized the view that rural families were production-consumption units where decisions corresponded to a model of family strategies for survival and reproduction (Hondagneu-Sotelo, 2007; Wolf , 1990). That model favored homogeneity, collectivity, solidarity and consensus, in other words, it assumed that households had no conflicts or tensions when it came to making decisions that involved everyone (Ariza, 2007). The family was a “moral economic unit” based on theprinciples of “reciprocity, consensus and altruism” (Grasmuck and Pessar, 1991).Studies from a gender perspective pointed out that there were power relations infamilies based on a hierarchical, unequal distribution of rights, resources and authority that particularly affected women (Ariza, 2007; González Montes, 2002; Hondagneu-Sotelo, 2007; Wolf, 1990). This criticism reached migration studies: migration was not an exclusively male phenomenon; women migrants were not appendages of male migration and their displacement could be based on personal motivation (Ariza, 2007; Hondagneu-Sotelo, 2007).

Across European nations, the binary distinction between ‘us’ and ‘them’ has been reinforced by right-wing populists seeking to frame global mass migration waves as the backdrop against which increased social fragmentation can be explained. While persisting resentments and continuing ethnicization of different social groups amplify hatred towards migrants, refugees and people of colour, many artistic and cultural institutions have taken a stand against such discriminatory rhetoric, trying to use their programmes as gateways to imagine new forms of solidarity and possibilities of organizing living with difference. This account focuses on developments in the city of Dresden, Germany, one of the hotspots for understanding the impact of racist and right-wing extremist legacies on contemporary responses to migration into Europe. Following the influx of refugees in 2015, Dresden became the centre of right-wing extremist protest, but also a focal point of its resistance in the arts and cultural institutions. In theatre and music, people have organized protests, founded community groups and established recurring programmes that focus on pivotal issues of belonging, citizenship, gender and home to reframe the social imaginary of what life with people of different backgrounds would look like in the city. This article draws on ethnographic work with three music initiatives in the city whose work centres on issues of ‘borders’ to show how ‘borderness’, a term used by social anthropologist Sarah Green to describe the sense of border, is experienced through and lived in music, educational practice and political activism. Findings show that collaborations between resident and refugee musicians resulted in narrations of border-experiences and transformed music repertoire. Spaces of music-making could become cultural borderlands themselves. Projects engaged in dismantling ‘the everyday construction of borders through ideology, cultural mediation, discourses, political institutions, attitudes and everyday forms of transnationalism […] that create and recreate new social-cultural boundaries and borders’ (Yuval-Davis et al. 2018: 229) in music education, which yielded a transcultural dialogue in the classroom in politically heated neighbourhoods. Theatre projects addressed gender-specific needs that provided women with opportunities to participate.

Este artigo tem a preocupação de analisar uma das experiências de colonização vivenciadas por colonos maranhenses que migraram para o Pará nas décadas de 1970 e 1980. Diante de um conjunto de depoimentos expressos por colonos que atuaram neste processo, buscamos entender o fenômeno da migração e colonização das terras do Pará, marcado pelo desafio de ocupar terras em que a floresta se constituía como paisagem predominante. É também um exercício de compreender as ações de homens e mulheres que no exercício de lidar com a terra e floresta constroem experiências de vida, estabelecem relações e asseguram a sobrevivência. Os deslocamentos, as ações de solidariedades e companheirismo, os conflitos entre os colonos e a busca por novas terras são questões também reveladas pelas experiências de migrantes maranhenses.PALAVRAS-CHAVE: Migração, Pará rural, trabalho. It is also an exercise to understand the actions of men and women in the exercise to deal with land and forest build life experiences, establish relationships and ensure survival. The International American Studies Association is dismayed to see the explosion of anger, bitterness and desperation that has been triggered by yet another senseless, cruel and wanton act of racialized violence in the United States. We stand in solidarity with and support the ongoing struggle by African Americans, indigenous peoples, ethnic minorities, migrants and the marginalized against the racialized violence perpetrated against them. As scholars of the United States, we see the killing of George Floyd and many before them as acts on the continuum of the history of the powerful committing racialized violence against the powerless in the United States from before the birth of that country to the here and now of the present day. This continuum stretches from the transatlantic slave trade, the genocide of the indigenous population, the denial of rights and liberties to women, through the exploitation of American workers, slavery and Jim Crow, to the exclusion and inhumane treatment of the same migrants who make a profit for American corporations and keep prices low for the U.S. consumer. As scholars of the United States, we are acutely aware of how racialized violence is systemic, of how it has been woven into the fabric of U.S. society and cultures by the powerful, and of how the struggle against it has produced some of the greatest contributions of U.S. society to world culture and heritage. The desperate rebellion of the powerless against racialized violence by the powerful is in turn propagandized as unreasonable or malicious. It is neither. It is an uprising to defend their own lives, their last resort after waiting for generations for justice and equal treatment from law enforcement, law makers, and the courts. In too many instances, those in power have answered such uprisings with deadly force—and in every instance, they have had alternatives to this response. We are calling on those in power and the people with the guns in the United States now to exercise their choices and choose an alternative to deadly force as a response to the struggle against racialized violence. You have the power and the weapons—you have a choice to do the right thing and make peace. We are calling on U.S. law makers to listen and address the issues of injustice and racialized violence through systemic reform that remakes the very fabric of the United States justice system, including independent accountability oversight for law enforcement. We are calling on our IASA members and Americanists around the world to redouble their efforts at teaching their students and educating the public of the truth about the struggle against racialized violence in the United States. We are calling on our IASA members and Americanists around the world to become allies in the struggle against racialized violence in the United States and in their home societies by publicizing scholarship on the truth, by listening to and amplifying the voices of black people, ethnic minorities and the marginalized, and supporting them in this struggle on their own terms. This article addresses overnight guest hosting, which is a widespread solidarity practice among rural-to-urban migrants in Turkey. The fieldwork, based on in-depth interviews with 28 first-generation migrant women, reveals that it was mostly the young migrant women who shouldered hosting tasks as gendered unpaid work, which deepen their time poverty and reinforce their dependence on family. The analysis highlights the links between intersectional disadvantages of young migrant women and poverty, the failure of the welfare state to provide social assistance for migrants, and the familialist character of social policy during the peak years of migration.

ABSTRACT: In this essay it is hoped that the current development model will be overcome, because it is highly polluting and unfair from a socio-economic point of view, based as it is on competition and prevarication, the result of male hegemony in decision-making bodies and therefore discriminating for weaker and for women. These, on the other hand, must guide an integral ecological transition, because they are more inclined to the custody of creation and future generations, as well as to the improvement of the general living conditions of society, through sharing and dialogue, rather than with imposition and hard confrontation, as Pope Francis claims, in the encyclical Laudato si'. In particular, the ecological and social degradation caused by the androcentric system has increased the flows of migrants so-called environmental, which cross the Mediterranean Sea undergoing abuse and discrimination including religious ones. Above all, Muslim migrant women are more vulnerable also due to the misogynistic cultural heritage resulting from an erroneous and obsolete interpretation of the Koranic texts. Europe can be more involved in the fight against the negative consequences of climate change and discrimination against migrants, implementing policies inspired by sustainable development and intercultural solidarity, also with a view to fostering the ambitious and suggestive attempt to reach a integrated Euro-Mediterranean area.

(Social Service by Woman Solidarity Institute for Migrant Workers Who are the Victims of Human Rights Violence) - This research is intended to understand the condition of Indonesian migrant workers who became the victims of Human Right Violence, and case work process carried out by Woman Solidarity Institute (WSI). The qualita tive as well as quantitative approach that applied in this research is for obtaining a comprehensive data. The primary data was collected from migrant workers and their families. There are two kind of techniques on data collection used in this research, i.e. in dept interview, participant 0bservation and documentation study. Based on this research in the year2002 there were 142 migrwt workers who became the victims of Human Right Violence. They became clients of WSI, consisting of 85,21 % of women and 14,79% men. There are two methods of case work peocess was in the form of both personal and group consultation, whereas indirect on the WSI played a roles as media between those who have problems and related parties such as PJTKI/ APJATI, Department of Men Power and Transmigration, Department of Foreign Affairs, Agency, as well as employer. There were only 33,49% cases has been successfull (claim granted). Indequate performance of WSI in carriying out those case works was among other thing caused by: less of Lawyer that rselting limited case solvings, different law system applied in Indonesia and those of foreign countries where migrant workers domicile, and there were no protection laws of foreign worker as ell. It was recommended to the Indonesian government and other relevant institution to arrange a law of social ptotection for migrant workers and provide regulation and bilateral agreement between Indonesia and destinated countries.

This article explores how Filipino women migrants in Japan have appropriated Facebook to create alternative spaces and connections for addressing their needs and concerns. Using thematic analysis of discussion threads and in-depth interviews with members of the Facebook group, Pinoy Tambayan in Japan, this study shows the nuanced aspects of the gendered dimension of online ethnic enclaves on Facebook. Facebook has allowed these migrants to create online ethnic enclaves that function as an alternative to kinship and community groups—groups that Filipinos consider an invaluable resource for managing families and strengthening ties to their identity. This social, intimate tie is epitomized in terms of endearment used by members: sis (sister), mamsh (fellow godmother), and kasodan (fellow seekers of information). These terms invoke relational ties, not by blood but by shared commonalities, between the author and group members. However, while online ethnic enclaves have become an increasingly vital source of support among Filipino women migrants, the limits of these online communicative spaces can be observed, particularly in terms of visibility. In mainstream media and the wider host society, the intimate gendered narratives of Filipino women migrants are rarely discussed, and consequently, these women are misrecognized and stigmatized.

The assumption that people live in one place with their lives guided by a singular set of national and cultural norms no longer holds true. The same applies for migrating due to various reasons with the aim of finding a better place to live. Instead, contemporary transnational migrants are accustomed to operating in several contexts of employment, leisure and political interests that extend beyond national borders. Yet, state borders still cut through the very core of the family life, forcing migrants to take difficult decisions about leaving, separation or arranging care of children and elderly, but also creating a certain degree of choice between two or more socio-political social and cultural contexts. Events of recent years have shaken established beliefs about the potential of transnational care networks. As the experience of the Covid-19 pandemic has shown, what once seemed to be enduring rules can be suspended for long periods of time. For Poland, one of the countries affected by intense mobility to and from the country, discussions about the effects of migration on care networks are of paramount importance. As a direct consequence of mobility, the expectations and obligations that migrants (especially women) have towards the family they leave behind may change, shift or even remain unrestricted in spite of living abroad. Yet, establishing family care strategies for elderly family members in ageing societies is also based on the assumption of availability of migrant labour. Abstract Background Migrant and refugee women have faced a myriad of challenges during COVID-19, which are often exacerbated by the interaction between this population’s diverse identities and established systems in the local context. This qualitative study uses the lens of intersectionality to understand migrant and refugee women’s experiences of gender-based violence and access to and quality of support services in Italy during the first year of COVID-19. Methods Data were gathered from 51 key informant interviews and eight focus group discussions of 31 participants. Key informants included service providers across sectors, including gender-based violence and anti-violence organizations, government and law, health, psychology, social work, and anti-trafficking administration. Focus group participants were migrant and refugee women aged 18–65 from the following countries of origin: Bangladesh, Cameroon, Colombia, El Salvador, Gambia, Ghana, Honduras, Libya, Nigeria, Pakistan, Peru, Senegal, and Syria. Interviews were audio-recorded, transcribed and coded using a collaborative process with partners from UNICEF. Transcripts were then evaluated for arising themes using three methods of intersectionality analysis. Results Data analysis revealed how COVID-19 converged with sexism, racism, and xenophobia in Italy, leading to increased public and domestic violence against refugee and migrant women. Another prominent theme was the exacerbated vulnerability for refugee and migrant women in precarious socioeconomic situations, which prompted many service providers to recognize and address gaps in service offerings and coordination around basic needs. However, due to resource constraints and bias, providers did not systematically incorporate inclusive language and cultural mediation into remote and online services, creating a heightened barrier to access for non-Italian women despite their complex needs. As such, refugee and migrant women highlighted community-based solidarity and support as protective factors during lockdown periods. Conclusion Findings emphasize how overlapping dominant sociocultural and socioeconomic systems impacted refugee and migrant women’s experiences of violence during COVID-19 in Italy, and how some support services were unprepared to respond to the complex needs of diverse, newcomer populations. We discuss how policymakers and practitioners might consider intersectionality in their preparedness and response planning for gender-based violence services during health emergencies moving forward.

AbstractThis paper focuses on Muslim Civil Society structures and, more specifically, on the gap between the organizations from the first (migrant) generation and the new grammars of action of new generations of Spanish Muslims. The originality of this article lies in its power to address three fundamental questions: (1) Are the umbrella organizations silencing the demands of Muslim youth?; (2) How do Muslim youth resist such representative hegemony? and; (3) What specific strategies are Muslim women currently developing to gain representation and involvement in mainstream Spanish society? We find evidence for new grammars of action defying traditional authorities and reject decontextualized, asynchronous Islam. Young women are engaging in broader and inclusive activism, inspired by religion affiliation in order to reinforce their external solidarity and engagement in mainstream political structures. By contrast, young men are calling for a new Muslim leadership to reinforce primary solidarity and concentrate more on earning religious rights. For women, religion is a vector to participation and for men, it is a form of participation.

This article addresses the theoretical aspects regarding the concepts, theories, factors, types of migration. As well as the historical and current directions of migrants; the structure of migration policies, the documents that regulate migration in the EU, as well as the directives related to immigration. The demographic situation of the EU is a deplorable one, characterized by the continuous aging of the population, the decrease in the birth rate, here, according to the opinion of several specialists, the migrant population comes to solve the existing problems. Migrants belong to the 27-38 age group, who move with their families for an indefinite period of time and whose fertility is high. Migration plays an important role on the economic development of the EU states, but also on the economies of the states of origin of the migrants. Foreigners represent cheap labor, who are ready to work for any wage and who will fill those positions that the local population ignores. Among the recommended strategies regarding the efficiency, regulation, integration of migrants can be listed: a. Developing a common approach to migration and development at sub-regional and regional level through: building trust between states and increasing understanding of issues related to migration; eliminating barriers, creating networks and facilitating the harmonization of positions within the region; developing capacities and making changes in certain laws, policies and concrete practices related to the way of integration of migration at the European level. b. Promoting in-depth collaboration and cooperation with neighboring EU states in the field of migration; c. Data on migration should be available in several languages, in some places it was only in English; d. Application of all directives in practice; e. Avoiding the isolation of migrants in "ghettos" and "banlieus"; f. Uniform distribution on the territory of the country, so that the population is not concentrated only in metropolises; g. Organization of linguistic, cultural and professional courses to facilitate their integration into society; h. Providing residential spaces with sufficient living conditions; i. Organization of information companies regarding non-discrimination and solidarity; j. Regulation of human trafficking, illegal work, crime; k. Children's schooling, as well as the development of democratic capacities; l. Ensuring national and regional security; m. The creation of preferential medical and social services for women and children.

Abstract:
In the summer of 1999, four ships carrying 599 Fujianese people arrived on the west coast of Canada. They survived a desperate and dangerous journey only for the Canadian Government to put them in prison. After numerous deportations, there are still about 40 of these people in Canadian prisons as of January 2001. They have been in jail for over a year and a half under mere suspicion of flight risk. About 24 people have been granted refugee status. Most people deported to China have been placed in Chinese prisons and fined. It is worth remembering that these migrants may have been undocumented but they are not "illegal" in that they have mobility rights. The Universal Declaration of Human Rights recognizes everyone's right to leave any country and to seek asylum. It can be argued that it is not the migrants who are illegal, but the unjust laws that criminalize their freedom of movement. In considering people's rights, we need to keep in mind not only the civil and political rights that the West tends to privilege, but equally important social and economic rights as well. As a local response to a global phenomenon, Direct Action Against Refugee Exploitation (DAARE) formed in Vancouver to support the rights of the Fujianese women, eleven of whom at the time of writing are still being held in the Burnaby Correctional Centre for Women (BCCW). In DAARE’s view, Immigration Canada's decision to detain all these people is based on a racialized group-profiling policy which violates basic human rights and ignores Canadian responsibility in the creation of the global economic and societal conditions which give rise to widespread migration. In light of the Canadian government's plans to implement even more punitive immigration legislation, DAARE endorses the Coalition for a Just Immigration and Refugee Policy's "Position Paper on Bill C31." They call for humanitarian review and release for the remaining Fujianese people. This review would include a few released refugee claimants who are still in Canada, children, women who were past victims of family planning, people facing religious persecution and, of course, those who are still in prison after 18 months and who have never been charged with any crime. Suspicion of flight risk is not a valid reason to incarcerate people for such a long time. Who Is a Migrant? The lines between "voluntary" and "forced" migration are no longer adequate to explain the complexities of population movements today. Motives for forced displacement include political, economic, social and environmental factors. This spectrum runs from the immediate threats to life, safety and freedom due to war or persecution, to situations where economic conditions make the prospects of survival marginal and non-existent. (Moussa 2000). Terms like "economic migrant" and "bogus refugee" have been used in the media to discredit migrants such as the Fujianese and to foster hostility against them. This scapegoating process oversimplifies the situation, for all refugees and all migrants are entitled to the basic respect due all human beings as enshrined in the UN Declaration of Human Rights. There can be multiple reasons for an individual to migrate—ranging from family reunification to economic pressures to personal survival; to fear of government corruption and of political persecution, to name just a few. The reduction of everything to merely the economic does not allow one to understand why migration is occurring and likely to increase in the future. Most immigrants to Canada could also be described as economic migrants. Conrad Black is an economic migrant. The privileging of rich migrants over poor ones romanticizes globalization as corporate progress and ignores the immense human suffering it entails for the majority of the world's population as the gap between the wealthy and the poor rapidly increases. Hundreds of years ago, when migrants came to this aboriginal territory we now call Canada, they came in order to survive—in short, they too were "economic migrants." Many of those migrants who came from Europe would not qualify to enter Canada today under its current immigration admissions guidelines. Indeed, over 50% of Canadians would not be able to independently immigrate to Canada given its current elitist restrictions. One of the major reasons for an increase in migration is the destruction of rural economies in Asia and elsewhere in the world. Millions of people have been displaced by changes in agriculture that separate people from the land. These waves of internal migration also result in the movement of peoples across national borders in order to survive. Chinese provinces such as Fujian and Guangdong, whose people have a long history of overseas travel, are particularly common sources of out-migration. In discussing migration, we need to be wary of how we can inadvertently reinforce the colonization of First Nations people unless we consciously work against that by actively supporting aboriginal self-determination. For example, some First Nations people have been accused of "smuggling" people across borders—this subjects them to the same process of criminalization which the migrants have experienced, and ignores the sovereign rights of First Nations people. We need ways of relating to one another which do not reenact domination, but which work in solidarity with First Nations' struggles. This requires an understanding of the ways in which racism, colonialism, classism, and other tactics through which "dividing and conquering" take place. For those of us who are first, second, third, fourth, fifth generation migrants to this land, our survival and liberation are intimately connected to that of aboriginal people. History Repeating Itself? The arrival of the Fujianese people met with a racist media hysteria reminiscent of earlier episodes of Canadian history. Front page newspaper headlines such as "Go Home" increased hostility against these people. In Victoria, people were offering to adopt the dog on one of the ships at the same time that they were calling to deport the Chinese. From the corporate media accounts of the situation, one would think that most Canadians did not care about the dangerous voyage these people had endured, a voyage during which two people from the second ship died. Accusations that people were trying to enter the country "illegally" overlooked how historically, the Chinese, like other people of colour, have had to find ways to compensate for racist and classist biases in Canada's immigration system. For example, from 1960 to 1973, Canada granted amnesty to over 12,000 "paper sons," that is, people who had immigrated under names other than their own. The granting of "legal" status to the "paper sons" who arrived before 1960 finally recognized that Canada's legislation had unfairly excluded Chinese people for decades. From 1923 to 1947, Canada's Chinese Exclusion Act had basically prevented Chinese people from entering this country. The xenophobic attitudes that gave rise to the Chinese Exclusion Act and the head tax occurred within a colonial context that privileged British migrants. Today, colonialism may no longer be as rhetorically attached to the British empire, but its patterns—particularly the globally inequitable distribution of wealth and resources—continue to accelerate through the mechanism of transnational corporations, for example. As Helene Moussa has pointed out, "the interconnections of globalisation with racist and colonialist ideology are only too clear when all evidence shows that globalisation '¼ legitimise[s] and sustain[s] an international system that tolerates an unbelievable divide not only between the North and the South but also inside them'" (2000). Moreover, according to the United Nations Development Programme, the income gap between people in the world's wealthiest nations and the poorest nations has shifted from 30:1 in 1960 to 60:1 in 1990 and to 74:1 in 1997. (Moussa 2000) As capital or electronic money moves across borders faster than ever before in what some have called the casino economy (Mander and Goldsmith), change and instability are rapidly increasing for the majority of the world's population. People are justifiably anxious about their well-being in the face of growing transnational corporate power; however, "protecting" national borders through enforcement and detention of displaced people is a form of reactive, violent, and often racist, nationalism which scapegoats the vulnerable without truly addressing the root causes of instability and migration. In short, reactive nationalism is ineffective in safe-guarding people's survival. Asserting solidarity with those who are most immediately displaced and impoverished by globalization is strategically a better way to work towards our common survival. Substantive freedom requires equitable economic relations; that is, fairly shared wealth. Canadian Response Abilities The Canadian government should take responsibility for its role in creating the conditions that displace people and force them to migrate within their countries and across borders. As a major sponsor of efforts to privatize economies and undertake environmentally devastating projects such as hydro-electric dams, Canada has played a significant role in the creation of an unemployed "floating population" in China which is estimated to reach 200 million people this year. Punitive tactics will not stop the movement of people, who migrate to survive. According to Peter Kwong, "The well-publicized Chinese government's market reforms have practically eliminated all labor laws, labour benefits and protections. In the "free enterprise zones" workers live virtually on the factory floor, laboring fourteen hours a day for a mere two dollars—that is, about 20 cents an hour" (136). As Sunera Thobani has phrased it, "What makes it alright for us to buy a t-shirt on the streets of Vancouver for $3, which was made in China, then stand up all outraged as Canadian citizens when the woman who made that t-shirt tries to come here and live with us on a basis of equality?" Canada should respond to the urgent situations which cause people to move—not only on the grounds upon which Convention refugees were defined in 1949 (race, religion, nationality, social group, political opinion) which continue to be valid—but also to strengthen Canada's system to include a contemporary understanding that all people have basic economic and environmental survival rights. Some migrants have lives that fit into the narrow definition of a UN Convention refugee and some may not. Those who do not fit this definition have nonetheless urgent needs that deserve attention. The Canadian Centre for Policy Alternatives has pointed out that there are at least 18 million people working in 124 export zones in China. A living wage in China is estimated to be 87 cents per hour. Canadians benefit from these conditions of cheap labour, yet when the producers of these goods come to our shores, we hypocritically disavow any relationship with them. Responsibility in this context need not refer so much to some stern sense of duty, obligation or altruism as to a full "response"—intellectual, emotional, physical, and spiritual—that such a situation provokes in relations between those who "benefit"—materially at least—from such a system and those who do not. Abstract:
Abstract This forum critically reflects on discrimination faced by early-career women international relations (IR) scholars in the Asia-Pacific region in their workplaces and beyond. By taking a self-ethnographic perspective, six contributors from five countries provide an engaging overview of difficulties they face in their everyday lives. Against the backdrop of this diverse and globalizing region, the contributors are all academic migrants in search of employment and learning opportunities within the Asia-Pacific region and beyond. They lead migratory lives by frequently crossing ideational and material boundaries to contribute to a more diverse IR knowledge base, and they encounter numerous difficulties and forms of discrimination. This forum has two aims. First, in reflecting on the contributors’ own lived experiences, it highlights the diversity of issues faced by early-career women scholars in this region. Second, it calls for novel, more inclusive forms of solidarity that appreciates diversity as plurality across any divides.

Introduction The genealogy of Feminist Standpoint Theory in the 1970s prioritised “locationality”, particularly the recognition of social and historical locations as valuable contribution to knowledge production. Pioneering figures such as Sandra Harding, Dorothy Smith, Patricia Hill Collins, Alison Jaggar, and Donna Haraway have argued that the oppressed must have some means (such as language, cultural practices) to enter the world of the oppressor in order to access some understanding of how the world works from the privileged perspective. In the essay “Meeting at the Edge of Fear: Theory on a World Scale”, the Australian social scientist Raewyn Connell explains that the production of feminist theory almost always comes from the global North. Connell critiques the hegemony of mainstream Northern feminism in her pyramidal model (59), showing how theory/knowledge is produced at the apex (global North) of a pyramid structure and “trickles down” (59) to the global South. Connell refers to a second model called mosaic epistemology which shows that multiple feminist ideologies across global North/South are juxtaposed against each other like tiles, with each specific culture making its own claims to validity.However, Nigerian feminist Bibi Bakare-Yusuf’s reflection on the fluidity of culture in her essay “Fabricating Identities” (5) suggests that fixing knowledge as Northern and Southern—disparate, discrete, and rigidly structured tiles—is also problematic. Connell proposes a third model called solidarity-based epistemology which involves mutual learning and critiquing with a focus on solidarity across differences. However, this is impractical in implementation especially given that feminist nomenclature relies on problematic terms such as “international”, “global North/South”, “transnational”, and “planetary” to categorise difference, spatiality, and temporality, often creating more distance than reciprocal exchange. Geographical specificity can be too limiting, but we also need to acknowledge that it is geographical locationality which becomes disadvantageous to overcome racial, cultural, and gender biases — and here are few examples.Nomenclatures: Global-North and Global South ParadigmThe global North/South terminology differentiating the two regions according to means of trade and relative wealth emerged from the Brandt Report’s delineation of the North as wealthy and South as impoverished in 1980s. Initially, these terms were a welcome repudiation of the hierarchical nomenclature of “developed” and “developing” nations. Nevertheless, the categories of North and South are problematic because of increased socio-economic heterogeneity causing erasure of local specificities without reflecting microscopic conflicts among feminists within the global North and the global South. Some feminist terms such as “Third World feminism” (Narayan), “global feminism” (Morgan), or “local feminisms” (Basu) aim to centre women's movements originating outside the West or in the postcolonial context, other labels attempt to making feminism more inclusive or reflective of cross-border linkages. These include “transnational feminism” (Grewal and Kaplan) and “feminism without borders” (Mohanty). In the 1980s, Kimberlé Williams Crenshaw’s concept of intersectionality garnered attention in the US along with Gloria Anzaldúa’s Borderlands/La Frontera: The New Mestiza (1987), which raised feminists’ awareness of educational, healthcare, and financial disparities among women and the experiences of marginalised people across the globe, leading to an interrogation of the aims and purposes of mainstream feminism. In general, global North feminism refers to white middle class feminist movements further expanded by concerns about civil rights and contemporary queer theory while global South feminism focusses on decolonisation, economic justice, and disarmament. However, the history of colonialism demonstrates that this paradigm is inadequate because the oppression and marginalisation of Black, Indigenous, and Queer activists have been avoided purposely in the homogenous models of women’s oppression depicted by white radical and liberal feminists. A poignant example is from Audre Lorde’s personal account:I wheeled my two-year-old daughter in a shopping cart through a supermarket in Eastchester in 1967, and a little white girl riding past in her mother’s cart calls out excitedly, ‘oh look, Mommy, a baby maid!’ And your mother shushes you, but does not correct you, and so fifteen years later, at a conference on racism, you can still find that story humorous. But I hear your laughter is full of terror and disease. (Lorde)This exemplifies how the terminology global North/South is a problem because there are inequities within the North that are parallel to the division of power and resources between North and South. Additionally, Susan Friedman in Planetary Modernisms observes that although the terms “Global North” and “Global South” are “rhetorically spatial” they are “as geographically imprecise and ideologically weighted as East/West” because “Global North” signifies “modern global hegemony” and “Global South” signifies the “subaltern, … —a binary construction that continues to place the West at the controlling centre of the plot” (Friedman, 123).Focussing on research-activism debate among US feminists, Sondra Hale takes another tack, emphasising that feminism in the global South is more pragmatic than the theory-oriented feminist discourse of the North (Hale). Just as the research-scholarship binary implies myopic assumption that scholarship is a privileged activity, Hale’s observations reveal a reductive assumption in the global North and global South nomenclature that feminism at the margins is theoretically inadequate. In other words, recognising the “North” as the site of theoretical processing is a euphemism for Northern feminists’ intellectual supremacy and the inferiority of Southern feminist praxis. To wit, theories emanating from the South are often overlooked or rejected outright for not aligning with Eurocentric framings of knowledge production, thereby limiting the scope of feminist theories to those that originate in the North. For example, while discussing Indigenous women’s craft-autobiography, the standard feminist approach is to apply Susan Sontag’s theory of gender and photography to these artefacts even though it may not be applicable given the different cultural, social, and class contexts in which they are produced. Consequently, Moroccan feminist Fatima Mernissi’s Islamic methodology (Mernissi), the discourse of land rights, gender equality, kinship, and rituals found in Bina Agarwal’s A Field of One’s Own, Marcia Langton’s “Grandmothers’ Law”, and the reflection on military intervention are missing from Northern feminist theoretical discussions. Moreover, “outsiders within” feminist scholars fit into Western feminist canonical requirements by publishing their works in leading Western journals or seeking higher degrees from Western institutions. In the process, Northern feminists’ intellectual hegemony is normalised and regularised. An example of the wealth of the materials outside of mainstream Western feminist theories may be found in the work of Girindrasekhar Bose, a contemporary of Sigmund Freud, founder of the Indian Psychoanalytic Society and author of the book Concept of Repression (1921). Bose developed the “vagina envy theory” long before the neo-Freudian psychiatrist Karen Horney proposed it, but it is largely unknown in the West. Bose’s article “The Genesis and Adjustment of the Oedipus Wish” discarded Freud’s theory of castration and explained how in the Indian cultural context, men can cherish an unconscious desire to bear a child and to be castrated, implicitly overturning Freud’s correlative theory of “penis envy.” Indeed, the case of India shows that the birth of theory can be traced back to as early as eighth century when study of verbal ornamentation and literary semantics based on the notion of dbvani or suggestion, and the aesthetic theory of rasa or "sentiment" is developed. If theory means systematic reasoning and conceptualising the structure of thought, methods, and epistemology, it exists in all cultures but unfortunately non-Western theory is largely invisible in classroom courses.In the recent book Queer Activism in India, Naisargi Dev shows that the theory is rooted in activism. Similarly, in her essay “Seed and Earth”, Leela Dube reveals how Eastern theories are distorted as they are Westernised. For instance, the “Purusha-Prakriti” concept in Hinduism where Purusha stands for pure consciousness and Prakriti stands for the entire phenomenal world is almost universally misinterpreted in terms of Western binary oppositions as masculine consciousness and feminine creative principle which has led to disastrous consequences including the legitimisation of male control over female sexuality. Dube argues how heteropatriarchy has twisted the Purusha-Prakriti philosophy to frame the reproductive metaphor of the male seed germinating in the female field for the advantage of patrilineal agrarian economies and to influence a homology between reproductive metaphors and cultural and institutional sexism (Dube 22-24). Attempting to reverse such distortions, ecofeminist Vandana Shiva rejects dualistic and exploitative “contemporary Western views of nature” (37) and employs the original Prakriti-Purusha cosmology to construct feminist vision and environmental ethics. Shiva argues that unlike Cartesian binaries where nature or Prakriti is inert and passive, in Hindu Philosophy, Purusha and Prakriti are inseparable and inviolable (Shiva 37-39). She refers to Kalika Purana where it is explained how rivers and mountains have a dual nature. “A river is a form of water, yet is has a distinct body … . We cannot know, when looking at a lifeless shell, that it contains a living being. Similarly, within the apparently inanimate rivers and mountains there dwells a hidden consciousness. Rivers and mountains take the forms they wish” (38).Scholars on the periphery who never migrated to the North find it difficult to achieve international audiences unless they colonise themselves, steeping their work in concepts and methods recognised by Western institutions and mimicking the style and format that western feminist journals follow. The best remedy for this would be to interpret border relations and economic flow between countries and across time through the prism of gender and race, an idea similar to what Sarah Radcliffe, Nina Laurie and Robert Andolina have called the “transnationalization of gender” (160).Migration between Global North and Global SouthReformulation of feminist epistemology might reasonably begin with a focus on migration and gender politics because international and interregional migration have played a crucial role in the production of feminist theories. While some white mainstream feminists acknowledge the long history of feminist imperialism, they need to be more assertive in centralising non-Western theories, scholarship, and institutions in order to resist economic inequalities and racist, patriarchal global hierarchies of military and organisational power. But these possibilities are stymied by migrants’ “de-skilling”, which maintains unequal power dynamics: when migrants move from the global South to global North, many end up in jobs for which they are overqualified because of their cultural, educational, racial, or religious alterity.In the face of a global trend of movement from South to North in search of a “better life”, visual artist Naiza Khan chose to return to Pakistan after spending her childhood in Lebanon before being trained at the University of Oxford. Living in Karachi over twenty years, Khan travels globally, researching, delivering lectures, and holding exhibitions on her art work. Auj Khan’s essay “Peripheries of Thought and Practise in Naiza Khan’s Work” argues: “Khan seems to be going through a perpetual diaspora within an ownership of her hybridity, without having really left any of her abodes. This agitated space of modern hybrid existence is a rich and ripe ground for resolution and understanding. This multiple consciousness is an edge for anyone in that space, which could be effectively made use of to establish new ground”. Naiza Khan’s works embrace loss or nostalgia and a sense of choice and autonomy within the context of unrestricted liminal geographical boundaries.Early work such as “Chastity Belt,” “Heavenly Ornaments”, “Dream”, and “The Skin She Wears” deal with the female body though Khan resists the “feminist artist” category, essentially because of limited Western associations and on account of her paradoxical, diasporic subjectivity: of “the self and the non-self, the doable and the undoable and the anxiety of possibility and choice” (Khan Webpage). Instead, Khan theorises “gender” as “personal sexuality”. The symbolic elements in her work such as corsets, skirts, and slips, though apparently Western, are purposely destabilised as she engages in re-constructing the cartography of the body in search of personal space. In “The Wardrobe”, Khan establishes a path for expressing women’s power that Western feminism barely acknowledges. Responding to the 2007 Islamabad Lal Masjid siege by militants, Khan reveals the power of the burqa to protect Muslim men by disguising their gender and sexuality; women escape the Orientalist gaze. For Khan, home is where her art is—beyond the global North and South dichotomy.In another example of de-centring Western feminist theory, the Indian-British sitar player Anoushka Shankar, who identifies as a radical pro-feminist, in her recent musical album “Land of Gold” produces what Chilla Bulbeck calls “braiding at the borderlands”. As a humanitarian response to the trauma of displacement and the plight of refugees, Shankar focusses on women giving birth during migration and the trauma of being unable to provide stability and security to their children. Grounded in maternal humility, Shankar’s album, composed by artists of diverse background as Akram Khan, singer Alev Lenz, and poet Pavana Reddy, attempts to dissolve boundaries in the midst of chaos—the dislocation, vulnerability and uncertainty experienced by migrants. The album is “a bit of this, and a bit of that” (borrowing Salman Rushdie’s definition of migration in Satanic Verses), both in terms of musical genre and cultural identities, which evokes emotion and subjective fluidity. An encouraging example of truly transnational feminist ethics, Shankar’s album reveals the chasm between global North and global South represented in the tension of a nascent friendship between a white, Western little girl and a migrant refugee child. Unlike mainstream feminism, where migration is often sympathetically feminised and exotified—or, to paraphrase bell hooks, difference is commodified (hooks 373) — Shankar’s album simultaneously exhibits regional, national, and transnational elements. The album inhabits multiple borderlands through musical genres, literature and politics, orality and text, and ethnographic and intercultural encounters. The message is: “the body is a continent / But may your heart always remain the sea" (Shankar). The human rights advocate and lawyer Randa Abdel-Fattah, in her autobiographical novel Does My Head Look Big in This?, depicts herself as “colourful adjectives” (such as “darkies”, “towel-heads”, or the “salami eaters”), painful identities imposed on her for being a Muslim woman of colour. These ultimately empower her to embrace her identity as a Palestinian-Egyptian-Australian Muslim writer (Abdel-Fattah 359). In the process, Abdel-Fattah reveals how mainstream feminism participates in her marginalisation: “You’re constantly made to feel as you’re commenting as a Muslim, and somehow your views are a little bit inferior or you’re somehow a little bit more brainwashed” (Abdel-Fattah, interviewed in 2015).With her parental roots in the global South (Egyptian mother and Palestinian father), Abdel-Fattah was born and brought up in the global North, Australia (although geographically located in global South, Australia is categorised as global North for being above the world average GDP per capita) where she embraced her faith and religious identity apparently because of Islamophobia:I refuse to be an apologist, to minimise this appalling state of affairs… While I'm sick to death, as a Muslim woman, of the hypocrisy and nonsensical fatwas, I confess that I'm also tired of white women who think the answer is flashing a bit of breast so that those "poor," "infantilised" Muslim women can be "rescued" by the "enlightened" West - as if freedom was the sole preserve of secular feminists. (Abdel-Fattah, "Ending Oppression")Abdel-Fattah’s residency in the global North while advocating for justice and equality for Muslim women in both the global North and South is a classic example of the mutual dependency between the feminists in global North and global South, and the need to recognise and resist neoliberal policies applied in by the North to the South. In her novel, sixteen-year-old Amal Mohamed chooses to become a “full-time” hijab wearer in an elite school in Melbourne just after the 9/11 tragedy, the Bali bombings which killed 88 Australians, and the threat by Algerian-born Abdel Nacer Benbrika, who planned to attack popular places in Sydney and Melbourne. In such turmoil, Amal’s decision to wear the hijab amounts to more than resistance to Islamophobia: it is a passionate search for the true meaning of Islam, an attempt to embrace her hybridity as an Australian Muslim girl and above all a step towards seeking spiritual self-fulfilment. As the novel depicts Amal’s challenging journey amidst discouraging and painful, humiliating experiences, the socially constructed “bloody confusing identity hyphens” collapse (5). What remains is the beautiful veil that stands for Amal’s multi-valence subjectivity. The different shades of her hijab reflect different moods and multiple “selves” which are variously tentative, rebellious, romantic, argumentative, spiritual, and ambitious: “I am experiencing a new identity, a new expression of who I am on the inside” (25).In Griffith Review, Randa-Abdel Fattah strongly criticises the book Nine Parts of Desire by Geraldine Brooks, a Wall-Street Journal reporter who travelled from global North to the South to cover Muslim women in the Middle East. Recognising the liberal feminist’s desire to explore the Orient, Randa-Abdel calls the book an example of feminist Orientalism because of the author’s inability to understand the nuanced diversity in the Muslim world, Muslim women’s purposeful downplay of agency, and, most importantly, Brooks’s inevitable veil fetishism in her trip to Gaza and lack of interest in human rights violations of Palestinian women or their lack of access to education and health services. Though Brooks travelled from Australia to the Middle East, she failed to develop partnerships with the women she met and distanced herself from them. This underscores the veracity of Amal’s observation in Abdel Fattah’s novel: “It’s mainly the migrants in my life who have inspired me to understand what it means to be an Aussie” (340). It also suggests that the transnational feminist ethic lies not in the global North and global South paradigm but in the fluidity of migration between and among cultures rather than geographical boundaries and military borders. All this argues that across the imperial cartography of discrimination and oppression, women’s solidarity is only possible through intercultural and syncretistic negotiation that respects the individual and the community.ReferencesAbdel-Fattah, Randa. We'd eat at Cahill's, Cahill's Family Restaurants I believe they were called, and quite plushy looking ... . At Cahill's we'd eat Viennese Schnitzel, with potato salad and some nice red cabbage salad, sort of pickled ... . Even more exotic was Chicken Maryland, served with a banana and a slice of pineapple in batter. It cost 7s 6d. -- Marion Halligan (11) We migrated in the sixties. Born in Cape Town, I was raised in the heart of Jewish Bondi. The flavours of my youth? Probably equal parts peri-peri, horseradish and chicken booster, not bouquet garni. My introduction to what was 'Australian' food was had in restaurants. And yes, I remember Cahill's, though I can't tell you when exactly, or how much things cost. Mid-sixties. I knew, even then, that there were better restaurants, like the places Dad used to take us with checked tablecloths and bottles with candles dripping wax and fish nets everywhere. His favourites were Mother's Cellar and The Gap at Watson's Bay. I think it's still there. This was before they built Australia Square and Dad became obsessed with the Summit, and of course the Blue Angel, where we never doubted that the lobsters were live. Favourite dishes? I would only eat 'chicken in a basket' or spaghetti bolognaise; well, I was very young, and prone to tears. I can remember my father, losing patience and insisting, "you have a basket for the bread, just put the bloody chicken in it". I can't even remember what it was, probably the same Chicken Maryland Halligan mentions, or a cousin. Fried chicken with a battered pineapple ring and chips of course, sometimes magically grated to form a lattice. I know I enjoyed going out to eat but all meals held the prospect of tension. Visser says the tension arises from the prospect of ending up as a main course. In my case, a mere hors d'œuvre for my sarcastic oldest brother. I was the youngest and unsure how to get the best, the most, as much, or even what I wanted. I wouldn't order until I had read the whole menu, which took long enough even when it wasn't in French or Italian. The menu rarely helped me, rather it served to frustrate my entire family because they knew I was going to order spaghetti or chicken anyway, but that made no difference, the menu had to be read before ordering, and no amount of harassment could convince me otherwise. I love the thought of that child, and her passionate sense of propriety. On special occasions Dad would order Spumante and we would all have a glass, and I felt terribly sophisticated; fortunately the experience doesn't seem to have permanently damaged my palate. Spumante reminded Dad of Italy, the war, you know. Granny used to refer to this as "Henry's trip to Europe". My Dad loved the war, and I'm sure it's not all rosy nostalgia because it was the only time he got away from his family. He drove a truck and didn't have to kill anybody and all we ever heard about was the mud, the black market and the girls. So a glass of cheap, sweet fizzy brought it all back, every time, and who am I to scoff, when the merest whiff of retsina and I'm floating in the bath-flat Aegean under a hot blue sky with anybody called Jani? Cahill's, meanwhile, was in the city, in the days when you 'went to town'. Going to town was always a treat but it depended largely on with whom and why. With Mum it meant serious shopping, and though there was the promise of lunch at David Jones Cafeteria, was it worth the endless hours of torture trying on shoes that were too small and school uniforms which were too big, but of course I would grow into them? And how could a pie with sauce in a plastic packet have been a treat? Going to town with Nana was a different story. It was with some expectation that we would descend into the air-conditioned red-walled cavern that was Cahill's. What I remember about Cahill's was the occasion, and the fish and chips. Nana spent her childhood in a Dickensian orphanage and her adulthood in the North of England, waiting for my grandfather to pick a winner, so I imagine that she felt comfortable with what she knew. That she always ordered fish and chips is only strange because Nana was famous for her fish and chips, perhaps she liked to compare. And I really shouldn't find it odd when I find it difficult to order anything other than fritto misto; in two generations we've progressed to "trefe"1 but not past the deep fryer. So I'm sure that I ordered fish and chips too, or perhaps I ate some of hers, because that was the only thing to do, otherwise she would eat one piece, then look around before coughing theatrically into a serviette which she would then drop, casually, over the other piece and put it in her bag. It was absolutely awful, and we grandchildren loved it when she did that. The other thing I have to say about fish and chips is that we Jews like to eat fried fish cold, but then we don't batter the fish, just flour and egg. I suppose it forms a batter anyway but it doesn't separate from the fish, and we like a solid fish, say kingfish, while Australians seem to go for thinner fillets encased in oily batter. Cahill's did something in between. To follow, tea for Nana, while I always ate fruit salad and ice cream; this I also used to eat on our Saturday afternoon excursions to the 'Cross' which Nana said reminded her of Paris, because it was full of 'artists' like herself. So Nana would sip her tea while I ate my tinned fruit salad and we enjoyed each other and the world, and what a delight for a chatty little girl, the undivided attention of such a beloved adult. I do believe that I will never feel as grown up, ever again, as I did when I was a little girl, out for lunch with my Nana. So as you see I have a sentimental attachment to fish and chips. Their cooking and consumption have flavoured my childhood and possibly yours. The association of fish and chips with that Hanson woman2 is therefore particularly galling, and yet also pertinent. I've never believed that it's just a coincidence that she is purveyor of fish and chips; after all, fish and chips are emblematic of 'Englishness'. Hanson wants Australians to maintain their cultural identification with the mother country, she could hardly have achieved her profile were she the proprietor of a noodle shop. So as you see I have a sentimental attachment to fish and chips. Their cooking and consumption have flavoured my childhood and possibly yours. The association of fish and chips with that Hanson woman2 is therefore particularly galling, and yet also pertinent. Here lies the Great Divide and I fear that I may be part of the problem, not the solution. I am hoist on my hybrid petard, uncomfortably, because much as I dislike elitist Epicureanism I have seen that the reality of what we eat in this country is not always pretty. And all the best efforts of the proselytising 'foodie' media are falling on deaf or already converted ears. Back in the mother country, this battleground is already well trod: there remains something shamefaced about the acceptance of fish and chips as a component of 'Englishness' among the 'better classes' ... . This set of perceptions attaches fish and chips to potent patriotic images of land, countryside, industrial might ... and above all, the notion of Britain as a gallant seafaring notion whose little ships do battle with the elements and the foreign enemy to feed and protect the people. (Walton 2) I see Pauline, wrapped in the flag, battered hake in upraised hand ... and let's not forget that fish and chips were one of our first fast foods, at a time when there was little respite for women, often providing the only hot meal of the day, particularly for workers. Of course the practice was seen to be harmful by health care professionals. The consumption of food prepared outside the home was read as poor mothering, a breakdown in the process of policing of 'proper' families and of course no-one is sure just what sort of mother Pauline is. She appears to be estranged from her older children, a case of one Chiko Roll too many? The irony of fish and chips and Englishness is that, according to Walton, fish and chips also symbolise cultural diversity: viewed in other moods and seen from other angles, of course, the image and associations of fish and chips could be very different. They expressed ethnic diversity as well as simplistic national solidarity, from the strong East End Jewish element in the early days of fish frying in London, through the strong Italian presence in the trade from the turn of the century, in urban Scotland and Ireland especially, to the growing importance of the Chinese and Greek Cypriots in the post-Second World War decades. (2) So fish and chips have played a significant role for a number of ethnic groups. They're ours, not hers. But I'm still troubled, I need to tell the gastronomic mafia that Pacific Rim cuisine won't be Oz food until a significant number of Australians are eating it, and I'm afraid "mainstream Australia, out there" is eating extremely boring food. Could it be that the resentment against Asians is because their food is just so much better? I use Rangoon and Burma for the period prior to 2006 and Yangon and Myanmar for the period thereafter. In addition, I have removed the name of any activist currently in Myanmar due to the recent policy of executing political prisoners. On 1 February 2021, Myanmar was again plunged into political turmoil when the military illegally overthrew the country’s democratically elected government. This is the third time Myanmar, formally known as Burma, has been subject to a coup d’état; violent seizures of power took place in 1962 and in 1988-90. While those two earlier military governments met with opposition spearheaded by students and student organisations, in 2021 the military faced organised resistance through a mass Civil Disobedience Movement (CDM) initiated by government healthcare workers who refused to come to work. They were joined by private sector “strikes” and, perhaps most visible of all to western viewers, mass street demonstrations “led” by “Gen Z” activists—young people who had come of age during Myanmar’s brief decade of democracy. There is little doubt that the success of the CDM and associated protests is due to the widespread coverage and reach of social media as well as the creative communications skills of the country’s first “generation of digital natives”, who are sufficiently familiar and comfortable with social platforms to “participate and shape their identities in communication and dialogue with global digital media content” (Jordt et al. 12 ). The leveraging of global culture, including the use of English in protest signs, was notable in garnering international media coverage and so keeping Myanmar’s political plight front-of-mind with governments around the world. Yet this is not the whole story behind the effectiveness of these campaigns. As Lisa Brooten argues, contemporary networks are built on “decades of behind-the-scenes activism to build a multi-ethnic civil society” (East Asia Forum). The leading democracy activist, Min Ko Naing, aligned “veteran activists from previous generations with novice Gen Z activists”, declaring “this revolution represents a combination of Generations X, Y and Z in fighting against the military dictatorship’” (Jordt et al. 18). Similarly, the creative strategies used by 2021’s digital campaigners also build on protests by earlier generations of young, creative people. This paper looks at two creative protest across the generations. The first is “secret” fashion photography of the late 1970s collected in Lukas Birk’s Yangon Fashion 1979 – Fashion=Resistance. The second is the contemporary #100projectors campaign, a “projection project for Myanmar democracy movement against the military dictatorship” (in the interest of full disclosure, I took part in the #100projectors project). Drawing from the contemporary advertising principle of “segmentation”, the communications practice where potential consumers are divided into “subgroups … based on specific characteristics and needs” (WARC 1), as well as contemporary thinking on the “aesthetics” of “cosmopolitanism”, (Papastergiadis, Featherstone, and Christensen), I argue that contemporary creative strategies can be traced back to the creative tactics of resistance employed by earlier generations of protesters and their re-imagining of “national space and its politics” (Christensen 556) in the interstices of cosmopolitan Rangoon, Burma, and Yangon, Myanmar. #100projectors Myanmar experienced two distinct periods of military rule, the Socialist era between 1962 and 1988 under General Ne Win and the era under the State Law and Order Restoration Council – State Peace and Development Council between 1988 and 2011. These were followed by a semi-civilian era from 2011 to 2021 (Carlson 117). The coup in 2021 marks a return to extreme forms of control, censorship, and surveillance. Ne Win’s era of military rule saw a push for Burmanisation enforced through “significant cultural restrictions”, ostensibly to protect national culture and unity, but more likely to “limit opportunities for internal dissent” (Carlson 117). Cultural restrictions applied to art, literature, film, television, as well as dress. Despite these prohibitions, in the 1970s Rangoon's young people smuggled in illegal western fashion magazines, such as Cosmopolitan and Vogue, and commissioned local tailors to make up the clothes they saw there. Bell-bottoms, mini-skirts, western-style suits were worn in “secret” fashion shoots, with the models posing for portraits at Rangoon photographic studios such as the Sino-Burmese owned Har Si Yone in Chinatown. Some of the wealthier fashionistas even came for weekly shoots. Demand was so high, a second branch devoted to these photographic sessions was opened with its own stock of costumes and accessories. Copies of these head to toe fashion portraits, printed on 12 x 4 cm paper, were shared with friends and family; keeping portrait albums was a popular practice in Burma and had been since the 1920s and 30s (Birk, Burmese Photographers 113). The photos that survive this era are collected in Lukas Birk’s Yangon Fashion 1979 – Fashion=Resistance. #100projectors was launched in February 2021 by a group of young visual and video artists with the aim of resisting the coup and demanding the return of democracy. Initially a small group of projectionists or “projector fighters”, as the title suggests they plan to amplify their voices by growing their national and international network to 100. #100projectors is one of many campaigns, movements, and fundraisers devised by artists and creatives to protest the coup and advocate for revolution in Myanmar. Other notable examples, all run by Gen Z activists, include the Easter Egg, Watermelon, Flash, and Marching Shoes strikes. The Marching Shoe Strike, which featured images of flowers in shoes, representing those who had died in protests, achieved a reach of 65.2 million in country with 1.4 million interactions across digital channels (VERO, 64) and all of these campaigns were covered by the international press, including The Guardian, Reuters, The Straits Times, and VOA East Asia Pacific Session, as well as arts magazines around the world (for example Hyperallergic, published in Brooklyn). #100projectors material has been projected in Finland, Scotland, and Australia. The campaign was written about in various art magazines and their Video #7 was screened at the Bangkok Art and Culture Centre in February 2022 as part of Defiant Art: A Year of Resistance to the Myanmar Coup. At first glance, these two examples seem distant in both their aims and achievements. Fashion photos, taken in secret and shared privately, could be more accurately described as a grassroots social practice rather than a political movement. While Birk describes the act of taking these images as “a rebellion” and “an escape” in a political climate when “a pair of flowers and a pair of sunglasses might just start a revolution”, the fashionistas’ photographs seem “ephemeral” at best, or what Mina Roces describes as the subtlest form of resistance or ‘weapons of the weak’ (Scott in Roces 7). By contrast, #100projectors has all the hallmarks of a polished communications campaign. They have a logo and slogans: “We fight for light” and “The revolution must win”. There is a media plan, which includes the use of digital channels, encrypted messaging, live broadcasts, as well as in-situ projections. Finally, there is a carefully “targeted” audience of potential projectionists. It is this process of defining a target audience, based on segmentation, that is particularly astute and sophisticated. Traditionally, segmentation defined audiences based on demographics, geodemographics, and self-identification. However, in the online era segments are more likely to be based on behaviour and activities revealed in search data as well as shares, depending on preferences for privacy and permission. Put another way, as a digital subject, “you are what you choose to share” (WARC 1). The audience for #100projectors includes artists and creative people around the world who choose to share political video art. They are connected through digital platforms including Facebook as well as encrypted messaging. Yet this contemporary description of digital subjectivity, “you are what you choose to share”, also neatly describes the Yangon fashionistas and the ways in which they resist the political status quo. Photographic portraits have always been popular in Burma and so this collection does not look especially radical. Initially, the portraits seem to speak only about status, taste, and modernity. Several subjects within the collection are shown in national or ethnic dress, in keeping with the governments edict that Burma consisted of 135 ethnicities and 8 official races. In addition, there is a portrait of a soldier in full uniform. But the majority of the images are of men and women in “modern” western gear typical of the 1970s. With their wide smiles and careful poses, these men and women look like they’re performing sophisticated worldliness as well as showing off their wealth. They are cosmopolitan adepts taking part in international culture. Status is implicit in the accessories, from sunglasses to jewellery. One portrait is shot at mid-range so that it clearly features a landline phone. In 1970s Burma, this was an object out of reach for most. Landlines were both prohibitively expensive and reserved for the true elites. To make a phone call, most people had to line up at special market stalls. To be photographed with a phone, in western clothes (to be photographed at all), seems more about aspiration than anarchy. In the context of Ne Win’s Burma, however, the portraits clearly capture a form of political agency. Burma had strict edicts for dress and comportment: kissing in public was banned and Burmese citizens were obliged to wear Burmese dress, with western styles considered degenerate. Long hair, despite being what Burmese men traditionally wore prior to colonisation, was also deemed too western and consequently “outlawed” (Edwards 133). Dress was not only proscribed but hierarchised and heavily gendered; only military men had “the right to wear trousers” (Edwards 133). Public disrespect of the all-powerful, paranoid, and vindictive military (known as “sit tat” for military or army versus “Tatmadaw” for the good Myanmar army) was dangerous bordering on the suicidal. Consequently, wearing shoulder-length hair, wide bell bottoms, western-style suits, and “risqué” mini-skirts could all be considered acts of at least daring and definitely defiance. Not only are these photographs a challenge to gender constructions in a country ruled by a hyper-masculine army, but these images also question the nature of what it meant to be Burmese at a time when Burmeseness itself was rigidly codified. Recording such acts on film and then sharing the images entailed further risk. Thus, these models are, as Mina Roces puts it, “express[ing] their agency through sartorial change” (Roces 5). Photograph: Myanmar Photo Archive / Lukas Birk. Roces also notes the “challenge” of making protest visible in spaces “severely limited” under authoritarian regimes (Roces 10). Burma under the Socialist government was a particularly difficult place in which to mount any form of resistance. Consequences included imprisonment or even execution, as in the case of the student leader Tin Maung Oo. Ma Thida, a writer and human rights advocate herself jailed for her work, explains the use of creative tools such as metaphor in a famous story about a crab by the writer and journalist Hanthawaddy U Win Tin: The crab, being hard-shelled, was well protected and could not be harmed. However, the mosquito, despite being a far smaller animal, could bite the eyes of the crab, leading to the crab’s eventual death. ... Readers drew the conclusion that the socialist government of Ne Win was the crab that could be destabilized if a weakness could be found. (Thida 317) If the metaphor of a crab defeated by a mosquito held political meaning, then being photographed in prohibited fashions was a more overt way of making defiance and resistant “visible”. While that visibility seems ephemeral, the fashionistas also found a way not only to be seen by the camera in their rebellious clothing, but also by a “public” or audience of those with whom they shared their images. The act of exchanging portraits, what Birk describes as “old-school Instagram”, anticipates not only the shared selfie, but also the basis of successful contemporary social campaigns, which relied in part on networks sharing posts to amplify their message (Birk, Yangon Fashion 17). What the fashionistas also demonstrate is that an act of rebellion can also be a means of testing the limits of conformity, of the need for beauty, of the human desire to look beautiful. As the art critic and cultural theorist Nikos Papastergiadis writes, “the cosmopolitan imagination in contemporary art could be defined as an aesthetic of openness that engenders a global sense of inter-connectedness” (207). Inter-connectedness and its possibilities and limits shape the aesthetic imaginary of both the secret fashion shoots of 1970s Rangoon and the artists and videographers of 2021. In the videos of the #100projectors project and the fashion portraits of stylish Rangoonites, interconnection comes as a form of aesthetic blending, a conversation that transcends the border. The sitter posing in illicit western clothes in a photo studio in the heart of Rangoon, then Burma’s capital and seat of power, cannot help but point out that borders are permeable, and that national identity is temporally-based, transitory, and full of slippages. In this spot, 40-odd years earlier, Burmese nationalists used dress as a means of publicly supporting the nationalist cause (Edwards, Roces). Like the portraits, the #100projector videos blend global and local perspectives on Myanmar. Combining paintings, drawings, graphics, performance art recordings, as well as photography, the work shares the ‘instagrammable’ quality of the Easter Egg, Watermelon, and Marching Shoes strikes with their bright colours and focus on people—or the conspicuous lack of people and the example of the Silent Strike. Graphics are in Burmese as well as English. Video #6 was linked to International Women’s Day. Other graphics reference American artists such as Shepherd Fairey and his Hope poster, which was adapted to feature Aung San Suu Kyi’s face during then-President Obama’s visit in 2012. The videos also include direct messages related to political entities such as Video #3, which voiced support for the Committee Representing Pyidaungsu Hlutaw (CRPH), a group of 15 elected MPs who represented the ideals of Gen Z youth (Jordt et al., viii). This would not necessarily be understood by an international viewer. Also of note is the prevalence of the colour red, associated with Aung San Suu Kyi’s NLD. Red is one of the three “political” colours formerly banned from paintings under SLORC. The other two were white, associated with the flowers Aung Sang Suu Kyi wore in her hair, and black, symbolic of negative feelings towards the regime (Carlson, 145). The Burmese master Aung Myint chose to paint exclusively in the banned colours as an ongoing act of defiance, and these videos reflect that history. The videos and portraits may propose that culturally, the world is interconnected. But implicit in this position is also the failure of “interconnectedness”. The question that arises with every viewing of a video or Instagram post or Facebook plea or groovy portrait is: what can these protesters, despite the risks they are prepared to take, realistically expect from the rest of the world in terms of help to remove the unwanted military government? Interconnected or not, political misfortune is the most effective form of national border. Perhaps the most powerful imaginative association with both the #100projectors video projections and fashionistas portraits is the promise of transformation, in particular the transformations possible in a city like Rangoon / Yangon. In his discussion of the cosmopolitan space of the city, Christensen notes that although “digital transformations touch vast swathes of political, economic and everyday life”, it is the city that retains supreme significance as a space not easily reducible to an entity beneath the national, regional, or global (556). The city is dynamic, “governed by the structural forces of politics and economy as well as moralities and solidarities of both conservative and liberal sorts”, where “othered voices and imaginaries find presence” in a mix that leads to “contestations” (556). Both the fashionistas and the video artists of the #100projectors use their creative work to contest the ‘national’ space from the interstices of the city. In the studio these transformations of the bodies of Burmese subjects into international “citizens of the world” contest Ne Win’s Burma and reimagine the idea of nation. They take place in the Chinatown, a relic of the old, colonial Rangoon, a plural city and one of the world’s largest migrant ports, where "mobility, foreignness and cross-cultural hybridity" were essential to its make-up (Aung Thin 778). In their instructions on how to project their ideas as a form of public art to gain audience, the #100projectors artists suggest projectors get “full on creative with other ways: projecting on people, outdoor cinema, gallery projection” (#100projectors). It is this idea projection as an overlay, a doubling of the everyday that evokes the possibility of transformation. The #100projector videos screen on Rangoon bridges, reconfiguring the city, albeit temporarily. Meanwhile, Rangoon is doubled onto other cities, towns, villages, communities, projected onto screens but also walls, fences, the sides of buildings in Finland, Scotland, Australia, and elsewhere. Conclusion In this article I have compared the recent #100projectors creative campaign of resistance against the 2021 coup d’état in Myanmar with the “fashionistas” of 1970 and their “secret” photo shoots. While the #100projectors is a contemporary digital campaign, some of the creative tactics employed, such as dissemination and identifying audiences, can be traced back to the practices of Rangoon’s fashionistas of the 1970s. ­­Creative resistance begins with an act of imagination. The creative strategies of resistance examined here share certain imaginative qualities of connection, a privileging of the ‘cosmopolitan’ and ‘interconnectedness’ as well as the transformativity of actual space, with the streets of Rangoon, itself a cosmopolitan city. Abstract:
If the home is traditionally considered to be a space of safety associated with the warm and cosy feeling of the familial hearth, it is also continuously portrayed as a space under threat from the outside from which we must secure ourselves and our families. Securing the home entails a series of material, discursive and performative strategies, a host of precautionary measures aimed at regulating and ultimately producing security. When I was eleven my family returned home from the local fruit markets to find our house had been ransacked. Clothes were strewn across the floor, electrical appliances were missing and my parents’ collection of jewellery – wedding rings and heirlooms – had been stolen. Few things remained untouched and the very thought of someone else’s hands going through our personal belongings made our home feel tainted. My parents were understandably distraught. As Filipino immigrants to Australia the heirlooms were not only expensive assets from both sides of my family, but also signifiers of our homeland. Added to their despair was the fact that this was our first house – we had rented prior to that. During the police interviews, we discovered that our area, Sydney’s Western suburbs, was considered ‘high-risk’ and we were advised to install security. In their panic my parents began securing their home. Grills were installed on every window. Each external wooden door was reinforced by a metal security door. Movement detectors were installed at the front of the house, which were set to blind intruders with floodlights. Even if an intruder could enter the back through a window a metal grill security door was waiting between the backroom and the kitchen to stop them from getting to our bedrooms. In short, through a series of transformations our house was made into a residential fortress. Yet home security had its own dangers. A series of rules and regulations were drilled into me ‘in case of an emergency’: know where your keys are in case of a fire so that you can get out; remember the phone numbers for an emergency and the work numbers of your parents; never let a stranger into the house; and if you need to speak to a stranger only open the inside door but leave the security screen locked. Thus, for my Filipino-migrant family in the 1990s, a whole series of defensive behaviours and preventative strategies were produced and disseminated inside and around the home to regulate security risks. Such “local knowledges” were used to reinforce the architectural manifestations of security at the same time that they were a response to the invasion of security systems into our house that created a new set of potential dangers. This article highlights “the interplay of material and symbolic geographies of home” (Blunt and Varley 4), focusing on the relation between urban fears circulating around and within the home and the spatial practices used to negotiate such fears. In exploring home security systems it extends the exemplary analysis of home technologies already begun in Lynn Spigel’s reading of the ‘smart home’ (381-408). In a similar vein, David Morley’s analysis of mediated domesticity shows how communications technology has reconfigured the inside and outside to the extent that television actually challenges the physical boundary that “protects the privacy and solidarity of the home from the flux and threat of the outside world” (87). Television here serves as a passage in which the threat of the outside is reframed as news or entertainment for family viewing. I take this as a point of departure to consider the ways that this mediated fear unfolds in the technology of our homes. Following Brian Massumi, I read the home as “a node in a circulatory network of many dimensions (each corresponding to a technology of transmission)” (85). For Massumi, the home is an event-space at the crossroads of media technologies and political technologies. “In spite of the locks on the door, the event-space of the home must be seen as one characterized by a very loose regime of passage” (85). The ‘locked door’ is not only a boundary marker that defines the inside from the outside but another technology that leads us outside the home into other domains of inquiry: the proliferation of security technologies and the mundane, fearful intimacies of the home. In this context, we should heed Iris Marion Young’s injunction to feminist critics that the home does provide some positives including a sense of privacy and the space to build relationships and identities. Yet, as Colomina argues, the traditional domestic ideal “can only be produced by engaging the home in combat” (20). If, as Colomina’s comment suggests, ontological security is at least partially dependent on physical security, then this article explores the ontological effects of our home security systems. Houses at War: Targeting the Family As Beatriz Colomina reminds us, in times of war we leave our homelands to do battle on the front line, but battle lines are also being drawn in our homes. Drawing inspiration from Virilio’s claim that contemporary war takes place without fighting, Colomina’s article ‘Domesticity at War’ contemplates the domestic interior as a “battlefield” (15). The house, she writes, is “a mechanism within a war where the differences between defense [sic] and attack have become blurred” (17). According to the Home Security Precautions, New South Wales, October 1999 report conducted by the Australian Bureau of Statistics, 47% of NSW dwellings were ‘secure’ (meaning that they either had a burglar alarm, or all entry points were secured or they were inside a security block) while only 9% of NSW households had no home security devices present (Smith 3). In a similar report for Western Australia conducted in October 2004, an estimated 71% of WA households had window security of some sort (screens, locks or shutters) while 67% had deadlocks on at least one external door (4). An estimated 27% had a security alarm installed while almost half (49%) had sensor lights (Hubbard 4-5). This growing sense of insecurity means big business for those selling security products and services. By the end of June 1999, there were 1,714 businesses in Australia’s security services industry generating $1,395 million of income during 1998-99 financial year (McLennan 3; see also Macken). This survey did not include locksmith services or the companies dealing with alarm manufacturing, wholesaling or installing. While Colomina’s article focuses on the “war with weather” and the attempts to control environmental conditions inside the home through what she calls “counterdomesticity” (20), her conceptualisation of the house as a “military weapon” (17) provides a useful tool for thinking the relation between the home, architecture and security. Conceiving of the house as a military weapon might seem like a stretch, but we should recall that the rhetoric of war has already leaked into the everyday. One hears of the ‘war on drugs’ and the ‘war on crime’ in the media. ‘War’ is the everyday condition of our urban jungles (see also Diken and Lausten) and in order to survive, let alone feel secure, one must be able to defend one’s family and home. Take, for example, Signal Security’s website. One finds a panel on the left-hand side of the screen to all webpages devoted to “Residential Products”. Two circular images are used in the panel with one photograph overlapping the other. In the top circle, a white nuclear family (stereotypical mum, dad and two kids), dressed in pristine white clothing bare their white teeth to the internet surfer. Underneath this photo is another photograph in which an arm clad in a black leather jacket emerges through a smashed window. In the foreground a black-gloved hand manipulates a lock, while a black balaclava masks an unrecognisable face through the broken glass. The effect of their proximity produces a violent juxtaposition in which the burglar visually intrudes on the family’s domestic bliss. The panel stages a struggle between white and black, good and bad, family and individual, security and insecurity, recognisability and unidentifiability. It thus codifies the loving, knowable family as the domestic space of security against the selfish, unidentifiable intruder (presumed not to have a family) as the primary reason for insecurity in the family home – and no doubt to inspire the consumption of security products. Advertisements of security products thus articulate the family home as a fragile innocence constantly vulnerable from the outside. From a feminist perspective, this image of the family goes against the findings of the National Homicide Monitoring Program, which shows that 57% of the women killed in Australia between 2004 and 2005 were killed by an intimate partner while 17% were killed by a family member (Mouzos and Houliaras 20). If, on the one hand, the family home is targeted by criminals, on the other, it has emerged as a primary site for security advertising eager to exploit the growing sense of insecurity – the family as a target market. The military concepts of ‘target’ and ‘targeting’ have shifted into the benign discourse of strategic advertising. As Dora Epstein writes, “We arm our buildings to arm ourselves from the intrusion of a public fluidity, and thus our buildings, our architectures of fortification, send a very clear message: ‘avoid this place or protect yourself’” (1997: 139). Epstein’s reference to ‘architectures of fortification’ reminds us that the desire to create security through the built environment has a long history. Nan Ellin has argued that fear’s physical manifestation can be found in the formation of towns from antiquity to the Renaissance. In this sense, towns and cities are always already a response to the fear of foreign invaders (Ellin 13; see also Diken and Lausten 291). This fear of the outsider is most obviously manifested in the creation of physical walls. Yet fortification is also an effect of spatial allusions produced by the configuration of space, as exemplified in Fiske, Hodge and Turner’s semiotic reading of a suburban Australian display home without a fence. While the lack of a fence might suggest openness, they suggest that the manicured lawn is flat so “that eyes can pass easily over it – and smooth – so that feet will not presume to” (30). Since the front garden is best viewed from the street it is clearly a message for the outside, but it also signifies “private property” (30). Space is both organised and lived, in such a way that it becomes a medium of communication to passers-by and would-be intruders. What emerges in this semiotic reading is a way of thinking about space as defensible, as organised in a way that space can begin to defend itself. The Problematic of Defensible Space The incorporation of military architecture into civil architecture is most evident in home security. By security I mean the material systems (from locks to electronic alarms) and precautionary practices (locking the door) used to protect spaces, both of which are enabled by a way of imagining space in terms of risk and vulnerability. I read Oscar Newman’s 1972 Defensible Space as outlining the problematic of spatial security. Indeed, it was around that period that the problematic of crime prevention through urban design received increasing attention in Western architectural discourse (see Jeffery). Newman’s book examines how spaces can be used to reinforce human control over residential environments, producing what he calls ‘defensible space.’ In Newman’s definition, defensible space is a model for residential environments which inhibits crime by creating the physical expression of a social fabric that defends itself. All the different elements which combine to make a defensible space have a common goal – an environment in which latent territoriality and sense of community in the inhabitants can be translated into responsibility for ensuring a safe, productive, and well-maintained living space (3). Through clever design space begins to defend itself. I read Newman’s book as presenting the contemporary problematic of spatialised security: how to structure space so as to increase control; how to organise architecture so as to foster territorialism; how to encourage territorial control through amplifying surveillance. The production of defensible space entails moving away from what he calls the ‘compositional approach’ to architecture, which sees buildings as separate from their environments, and the ‘organic approach’ to architecture, in which the building and its grounds are organically interrelated (Newman 60). In this approach Newman proposes a number of changes to space: firstly, spaces need to be multiplied (one no longer has a simple public/private binary, but also semi-private and semi-public spaces); secondly, these spaces must be hierarchised (moving from public to semi-public to semi-private to private); thirdly, within this hierarchy spaces can also be striated using symbolic or material boundaries between the different types of spaces. Furthermore, spaces must be designed to increase surveillance: use smaller corridors serving smaller sets of families (69-71); incorporate amenities in “defined zones of influence” (70); use L-shaped buildings as opposed to rectangles (84); use windows on the sides of buildings to reveal the fire escape from outside (90). As he puts it, the subdivision of housing projects into “small, recognisable and comprehensible-at-a-glance enclaves is a further contributor to improving the visual surveillance mechanism” (1000). Finally, Newman lays out the principle of spatial juxtaposition: consider the building/street interface (positioning of doors and windows to maximise surveillance); consider building/building interface (e.g. build residential apartments next to ‘safer’ commercial, industrial, institutional and entertainment facilities) (109-12). In short, Newman’s book effectively redefines residential space in terms of territorial zones of control. Such zones of influence are the products of the interaction between architectural forms and environment, which are not reducible to the intent of the architect (68). Thus, in attempting to respond to the exigencies of the moment – the problem of urban crime, the cost of housing – Newman maps out residential space in what Foucault might have called a ‘micro-physics of power’. During the mid-1970s through to the 1980s a number of publications aimed at the average householder are printed in the UK and Australia. Apart from trade publishing (Bunting), The UK Design Council released two small publications (Barty, White and Burall; Design Council) while in Australia the Department of Housing and Construction released a home safety publication, which contained a small section on security, and the Australian Institute of Criminology published a small volume entitled Designing out Crime: Crime prevention through environmental design (Geason and Wilson). While Newman emphasised the responsibility of architects and urban planners, in these publications the general concerns of defensible space are relocated in the ‘average homeowner’. Citing crime statistics on burglary and vandalism, these publications incite their readers to take action, turning the homeowner into a citizen-soldier. The householder, whether he likes it or not, is already in a struggle. The urban jungle must be understood in terms of “the principles of warfare” (Bunting 7), in which everyday homes become bodies needing protection through suitable architectural armour. Through a series of maps and drawings and statistics, the average residential home is transformed into a series of points of vulnerability. Home space is re-inscribed as a series of points of entry/access and lines of sight. Simultaneously, through lists of ‘dos and don’ts’ a set of precautionary behaviours is inculcated into the readers. Principles of security begin codifying the home space, disciplining the spatial practices of the intimate, regulating the access and mobility of the family and guests. The Architectural Nervous System Nowadays we see a wild, almost excessive, proliferation of security products available to the ‘security conscious homeowner’. We are no longer simply dealing with security devices designed to block – such as locks, bolts and fasteners. The electronic revolution has aided the production of security devices that are increasingly more specialised and more difficult to manipulate, which paradoxically makes it more difficult for the security consumer to understand. Detection systems now include continuous wiring, knock-out bars, vibration detectors, breaking glass detectors, pressure mats, underground pressure detectors and fibre optic signalling. Audible alarm systems have been upgraded to wire-free intruder alarms, visual alarms, telephone warning devices, access control and closed circuit television and are supported by uninterruptible power supplies and control panels (see Chartered Institution of Building Service Engineers 19-39). The whole house is literally re-routed as a series of relays in an electronic grid. If the house as a security risk is defined in terms of points of vulnerability, alarm systems take these points as potential points of contact. Relays running through floors, doors and windows can be triggered by pressure, sound or dislocation. We see a proliferation of sensors: switching sensors, infra-red sensors, ultrasonic sensors, microwave radar sensors, microwave fence sensors and microphonic sensors (see Walker). The increasing diversification of security products attests to the sheer scale of these architectural/engineering changes to our everyday architecture. In our fear of crime we have produced increasingly more complex security products for the home, thus complexifying the spaces we somehow inherently feel should be ‘simple’. I suggest that whereas previous devices merely reinforced certain architectural or engineering aspects of the home, contemporary security products actually constitute the home as a feeling, architectural body capable of being affected. This recalls notions of a sensuous architecture and bodily metaphors within architectural discourse (see Thomsen; Puglini). It is not simply our fears that lead us to secure our homes through technology, but through our fears we come to invest our housing architecture with a nervous system capable of fearing for itself. Our eyes and ears become detection systems while our screams are echoed in building alarms. Body organs are deterritorialised from the human body and reterritorialised on contemporary residential architecture, while our senses are extended through modern security technologies. The vulnerable body of the family home has become a feeling body conscious of its own vulnerability. It is less about the physical expression of fear, as Nan Ellin has put it, than about how building materialities become capable of fearing for themselves. What we have now are residential houses that are capable of being more fully mobilised in this urban war. Family homes become bodies that scan the darkness for the slightest movements, bodies that scream at the slightest possibility of danger. They are bodies that whisper to each other: a house can recognise an intrusion and relay a warning to a security station, informing security personnel without the occupants of that house knowing. They are the newly produced victims of an urban war. Our homes are the event-spaces in which mediated fear unfolds into an architectural nervous system. If media plug our homes into one set of relations between ideologies, representations and fear, then the architectural nervous system plugs that back into a different set of relations between capital, fear and the electronic grid. The home is less an endpoint of broadcast media than a node in an electronic network, a larger nervous system that encompasses the globe. It is a network that plugs architectural nervous systems into city electronic grids into mediated subjectivities into military technologies and back again, allowing fear to be disseminated and extended, replayed and spliced into the most banal aspects of our domestic lives.
