Abstract:
ABSTRACT In the event of a major incident with crisis potential, time is of the essence. The situation and factors affecting the outcome must be rapidly determined, courses of action assessed, and decisions of strategy and tactics quickly made. At the same time, the process of gathering, displaying, and documenting information must be effectively managed. The crisis management software discussed here provides a technical solution to many of the obstacles that inhibit effective management of the event. The software provides a management process and all supporting materials to gather and display facts and assess impacts. It provides user-friendly prompts of potential crisis issues and suggests a list of appropriate actions, while documenting all decisions.

Abstract:
In this paper, the authors propose a systematization of social software use in crisis situations, examining different types of cooperation and challenges. The authors discuss how the organizational actors involved in crisis management (police, fire-fighters, organizations, etc.) and the affected citizens are communicating and can communicate and collaborate through the use of social software. After defining the term ‘social software,’ the authors outline its use in crisis management. They present two case studies where they have examined the use of social software in 2010: first during the disruption of air travel caused by the eruptions of the volcano Eyjafjallajökull in Iceland and second during the mass panic at the Love Parade music festival in Germany. Based on both previous work and case studies, the authors discuss potentials and weaknesses and propose a classification matrix for different types of cooperation as a step toward a systematization of social software use in crisis situations.

Abstract:
Crisis is considered to be an issue concerning complex systems like societies, organizations or even families. It can be defined as the situation in which the system functions poorly, the causes of the dysfunction are not immediately identified and immediate decisions need to be made. The type and the duration of a crisis may require different kinds of decision making. In a long-term crisis, when system changes may be required, the active participation of the affected people may be more important than the power and dynamics of the leadership. Software crises, in their their contemporary form as oganizational maffunctions, can still affect the viability of any organization. In this contribution we highlight the systemic aspects of a crisis, the complexity behind that and the role of systemic methodologies to explore its root causes and to design effective interventions. Our focus is on modeling as a means to simplify the complexity of the regarded phenomena and to build a knowledge consensus among stakeholders. Domain-Driven Design comes from software as an approach to deal with complex projects. It is based on models exploration in a creative collaboration between domain practitioners and solution providers. SSM is an established methodology for dealing with wicked situations. It incorporates the use of models and, along with Domain-Driven Design and other systemic methodologies can be employed to develop a common perception of the situation and a common language between interested parties in a crisis situation.

Abstract:
Background: as technology develops, governments, organizations, companies, and individuals develop technical solutions for global problems or crises. Currently, the entire world is experiencing the covid-19 pandemic. During this crisis, efforts have been made to find a technical solution to face or even mitigate the crisis. The development of technological solutions under time pressure is one issue being explored by many researchers. We seek to determine the impact of time pressure on the quality of the developed software or applications, especially in the case of the covid-19 crisis in Saudi Arabia. Method: this research uses interviewing, survey, and analysis of user comments and ratings for the application (the application was developed under time pressure in the covid-19 crisis) in the app store. Results: the research results demonstrated that software quality in this study was positively affected by time pressure. The impact of time pressure on software quality likely depends on a few factors, such as the level of time pressure, the experience of the developers, and the type of software being developed. Conclusions: the development teams can perform well under time pressure. Similarly, the challenge–hindrance framework maintains that time pressure may be a positive source of pressure (challenge) and translate into good stress or a negative source of pressure (hindrance) that corresponds to bad stress. In other words, outcomes derived under time pressure can be positive and negative; pressure is positive when it increases efficiency and negative when it reduces quality. Project managers can maintain quality while working under time pressures. To put it in another way, under optimal pressure, software development teams can complete projects in less time, with less effort, and with good quality. Since the ABC application was developed to improve people’s health and restore normalcy after quarantine, the developers prioritized its development as a mission of national interest. We concluded that the type of time pressure affects app quality, either negatively or positively.

Abstract:
This paper requires a lot of assumptions for financial risk, which cannot use all of the data and is often limited to financial data; and in the past, most early warning models for financial crises did not, so they could not track the fluctuation and change trend of financial indicators. A decision tree algorithm model is used to propose a financial risk early warning method. Enterprises have suffered as a result of the financial crisis, and some have even gone bankrupt. Any financial crisis, on the other hand, has a gradual and deteriorating course. As a result, it is critical to track and monitor the company's financial operations so that early warning signs of a financial crisis can be identified and effective measures taken to mitigate the company’s business risk. This paper establishes a financial early warning system to predict financial operations using the decision tree algorithm in big data. Operators can take measures to improve their enterprise’s operation and prevent the failure of the embryonic stage of the financial crisis, to avoid greater losses after discovering the bud of the enterprise’s financial crisis, and to avoid greater losses after discovering the bud of the enterprise’s financial crisis. This prediction can be used by banks and other financial institutions to help them make loan decisions and keep track of their loans. Relevant businesses can use this signal to make credit decisions and effectively manage accounts receivable; CPAs can use this early warning information to determine their audit procedures, assess the enterprise's prospects, and reduce audit risk. As a result, the principle of steady operation should guide modern enterprise management. Prepare emergency plans in advance of a business risk or financial crisis to resolve the financial crisis and reduce the financial risk.

Abstract:
Important decision makings are always the imperatives of the crisis in the first moments, which, whatever the speed of decision-making by crisis management is greater, the speed of crisis control is greater. Since each organization is subject to various crises and power plants are no exception to this rule, to this end, the purpose of this study is to design a budgeting model for crisis management in a case study of power generation plants. In this research, we examine the relationship between crisis management steps and Planning, Programming and Budgeting System. A statistical population of this study is 60 managers of the power generation plants. The relationships between variables were tested using Smart-PLS software. The results of the model test showed that there is a significant relationship between budgeting dimensions and crisis management. The model fitness value is also numerically equal to 0.638, which is a strong index and indicates the overall high quality of the model.

Abstract:
66% of software projects fail, according to the Standish Group's 2020 Chaos Report [1]. When we see that number, it comes to our mind the 1968 NATO conference on Software Engineering where leaders came together to discuss the state of software development which they described as "Software Crisis". If more than 50 years from that conference we estimate failed software projects to 66%, we cannot say that the "Software Crisis" is over. To evaluate that statement, we can look at the list of problems that conference listed and see whether they continue to be manifested. The conference formulated that software projects are: Unreliable, delivered late, impossible to maintain, costly to modify, performing at an inadequate level, and exceeding budget costs. Does any of this family of problem sound familiar? This paper surveys major challenges currently facing the software industry.

Abstract:
Water shortage and its interconnected and integrated management is one of the life crises in recent years. Factors such as population growth, plurality of population needs, traditional farming methods, climate change, and water waste are among the contributing factors to this crisis. The complexity of water sources and consumption systems makes the management and decision-making related to this resource very difficult. This research aims to study the effective factors in the water sources and consumption system of Rafsanjan city and suggests a simulated model of water shortage and its causes. In this research, water shortage crises were simulated using system dynamics. Important variables of the water shortage crisis are identified and optimized using the Design of Experiments (DOE) method. Vensim software was considered to illustrate the simulations of five scenarios aiming at better managing water resources and dealing with the water shortage crisis in this city.

Abstract:
Financial crises are factors and indicators reflected in banking performance in general, and it is known that the Iraqi economy is a rent economy with distinction. It is undoubtedly suffering from the financial crises associated with the world oil market, meager prices, as 98% of Iraq's budget revenues depend on oil revenues. This research Aims to Find out the reflection of the financial crises on the Iraqi banking performance (2008-2019). It studied the causes of the financial crisis in Iraq and provoked the financial crisis on the performance of the Iraqi banking system and to know the effects of crises related to fluctuations in oil prices. They are reflected in the budget deficit and indebtedness and reflect the indicators of banking performance represented by bank credit, bank deposits, banking investment. The results show the presence of a Knowledge gap on the interpretation of the nature of the relationship between the variables of the study represented by the independent variable financial crisis and its indicators (oil prices, budget deficit, indebtedness) and variable subordinate banking performance and indicators (bank credit, bank investment, bank deposits). So we should pay attention to indicators of the financial crisis and study the causes of crises that can protect the banking system from falling into crises and financial problems to improve services provided to customers and thus improve banking performance. Show Search results that Effect Indicators of the financial crisis in Iraq (public debt' oil revenues) was significant on bank credit while not proving the significance of the budget deficit on bank credit. Also, Results show moan Effect Crisis indicators (public debt, budget deficit) significantly impact banking investment. However, the significance of oil revenues on banking investment has not been proven. The results also show the effects of the indicators of the oil revenue crisis were significant on bank deposits. At the same time, the significance of the crisis indicators has not been proven Budget deficit, indebtedness on bank deposits.

The practice of developing and creating Free Software has been the centre of attention for studies related to economics, knowledge production, laws and the intellectual property framework. However, the practice that constitutes the initiative of Free Software also means a call to rethink current forms of political action and the in-depth meaning of what is understood as “political”. This constitutes the field which has been called techno-activism. Along these lines, the authors propose a particular reading of the political challenge that is Free Software from the standpoint of Hardt and Negri’s (2000) theoretical work. The authors put forward various contributions -regarding the organization, the agents and the form of political action- that they consider to pose a crisis for traditional proposals and urge society to renew its way of relating to information, the raw material upon which the current exercise of government and practices of techno-activist resistance rest.

My high school grades were top except for one subject: composition. Free text was (and still is) my absolute nightmare. After high school I only had to do technical writing, which is much easier: it boils down to math. Fact, supporting evidence, implication, which leads to another fact, repeat. So, when Tamer asked me to write a piece about mid-career challenges, I was excited at first, and then I was terrified. I wrote five outlines and veto'ed them all. Abstract:
With the further development of China's market economy, the competition faced by companies in the market has become more intense, and many companies have difficulty facing pressure and risks. Among the many types of enterprises, high-tech enterprises are the riskiest. The emergence of big data technologies and concepts in recent years has provided new opportunities for financial crisis early warning. Through in-depth study of the theoretical feasibility and practical value of big data indicators, the use of big data indicators to develop an early warning system for financial crises has important theoretical value for breaking through the stagnant predicament of financial crisis early warning. As a result of the preceding context, this research focuses on the influence of big data on the financial crisis early warning model, selects and quantifies the big data indicators and financial indicators, designs the financial crisis early warning model, and verifies its accuracy. The specific research design ideas include the following: (1) We make preliminary preparations for model construction. Preliminary determination and screening of training samples and early warning indicators are carried out, the samples needed to build the model and the early warning indicator system are determined, and the principles of the model methods used are briefly described. First, we perform a significant analysis of financial indicators and screen out early warning indicators that can clearly distinguish between financial crisis companies and nonfinancial crisis companies. (2) We analyze the sentiment tendency of the stock bar comment data to obtain big data indicators. Then, we establish a logistic model based on pure financial indicators and a logistic model that introduces big data indicators. Finally, the two models are tested and compared, the changes in the model's early warning effect before and after the introduction of big data indicators are analyzed, and the optimization effect of big data indicators on financial crisis early warning is tested.

This qualitative study utilized semi-structured interviews to collect data from 25 legal professionals across various industries. Participants were selected through purposive sampling to ensure a broad representation of experiences and insights. The study aimed for theoretical saturation and employed NVivo software for data analysis, enabling a thorough thematic analysis of the transcribed interviews. Four main themes were identified: Preventive Legal Strategies, Crisis Response and Management, Post-Crisis Analysis and Learning, and Legal Team Dynamics and Support. Each theme contained multiple categories detailing specific activities and responsibilities, such as Risk Assessment, Policy Development, Immediate Legal Actions, Communication Management, Legal Review, Process Improvements, Team Coordination, and Emotional Support. These categories encapsulate the proactive and reactive strategies legal counsels employ to manage and mitigate corporate crises. The study highlights the integral and expansive role of legal counsels in managing corporate crises, from preventive strategies and immediate crisis responses to post-crisis evaluations and team dynamics management. Legal counsels not only ensure compliance and mitigate risks but also strategically guide their corporations through crises, significantly impacting corporate resilience and sustainability.

Abstract:
The research on identifying college students’ psychological crises can assist college administrators in better understanding of students’ psychological changes and planning of intervention measures ahead of time to ensure college students’ mental health. When confronted with unexpected events or major setbacks and difficulties, people experience psychological crises, which they can neither avoid nor solve using their own resources and stress methods. This paper proposes a method of college students’ psychological crisis identification based on data mining technology to solve the problems that exist in the process of identifying psychological crises in college students and to improve the correct rate of identifying psychological crises in college students. In comparison to other technologies, data mining can uncover the link between students’ psychological problems and their basic information, as well as the main causes of psychological problems, using statistical data.

Abstract:
The connections between forms of code and coding and the many crises that currently afflict the contemporary world run deep. Code and crisis in our time mutually define, and seemingly prolong, each other in ‘infinite branching graphs’ of decision problems. There is a growing academic literature that investigates digital code and software from a wide range of perspectives –power, subjectivity, governmentality, urban life, surveillance and control, biopolitics or neoliberal capitalism. The various strands in this literature are reflected in the papers that comprise this special issue. They address topics ranging from social networks, mass media, financial markets and academic plagiarism to highway engineering in relation to the dynamics and diversity of crises. Against this backdrop, the purpose of this essay is to highlight and explore some of the underlying themes connecting codes and codings and the production and apprehension of ‘crisis’. We analyse how the ever-increasing intermediation of contemporary life by codes of various kinds has been closely shadowed by a proliferation of crises. We discuss three related aspects of the coupling of code and crisis (signification, performativity and excess) running across these seemingly diverse topics. We and the other contributors in this special issue seek to go beyond the restricted (and often restricting) understanding of code as the language of machines. Rather, we view code qua programs and algorithms as epitomizing a much broader phenomenon. The codes that we live, and that we live by, also tell us about the ways in which the ‘will to power’ and the 'will to knowledge' tend to be enacted in the contemporary world.
