Abstract:
In the decades leading up to the Arab Spring in 2011, when Hosni Mubarak's authoritarian regime was swept from power in Egypt, Muslim women took a leading role in developing a robust Islamist presence in the country's public sphere. This book examines the writings and activism of these women—including scholars, preachers, journalists, critics, actors, and public intellectuals—who envisioned an Islamic awakening in which women's rights and the family, equality, and emancipation were at the center. Challenging Western conceptions of Muslim women as being oppressed by Islam, this book shows how women used “soft force”—a women's jihad characterized by nonviolent protest—to oppose secular dictatorship and articulate a public sphere that was both Islamic and democratic. The book draws on memoirs, political essays, sermons, newspaper articles, and other writings to explore how these women imagined the home and the family as sites of the free practice of religion in a climate where Islamists were under siege by the secular state. While they seem to reinforce women's traditional roles in a male-dominated society, these Islamist writers also reoriented Islamist politics in domains coded as feminine, putting women at the very forefront in imagining an Islamic polity. The book transforms our understanding of women's rights, women's liberation, and women's equality in Egypt's Islamic revival.

Chapter 2 is a detailed development of the book’s central argument that emphasizes soft law’s second-order consequences, including the way it disrupts the politics of economic governance. The chapter provides a clear and parsimonious definition of soft law: written advisory prescriptions. It reviews existing literature, which has often centered on soft law’s ability to solve governance problems at a given moment in time and focused on issues surrounding compliance. The chapter then turns to the book’s main argument, outlining the logic behind two important temporal mechanisms of political disruption: legitimacy claims and arena expansion. This theoretical chapter thus sets up the key concepts and propositions used in the following empirical chapters, detailing the specific ways that soft law, as a political institution, transforms politics over time.

Chapter 5 shifts the focus from soft law’s effects on great powers to its impact on influential business groups. It argues that by expanding arenas of contestation to the transnational level, soft law transforms business representation as well as individual industry associations. The chapter’s empirical focus is on banking regulation from the 1980s to the 2000s. Much of the literature on transnational banking standards centers on the role of industry associations and, in particular, on the Institute of International Finance. In this chapter, the authors explain the rise of direct industry participation in and influence over Basel-based standard setting. They show that the orientation and priorities of the IIF as well as its membership and internal structure were deeply conditioned by 1980s international soft law. The IIF’s transformation subsequently set off a series of changes to the ecology of financial industry associations and the politics of financial regulation.

From home mortgages to iPhones, basic elements of our daily lives depend on international markets. The astonishing complexity of these exchanges may seem ungoverned. Yet the global economy remains deeply bound by rules. Far from the staid world of treaties and state-to-state diplomacy, governance increasingly relies on a different class of international market regulation—soft law—composed of voluntary standards, best practices, and recommended guidance created by a motley assortment of organizations. Voluntary Disruptions argues that international soft law is deeply political, shaping the winners and losers of globalization. Some observers focus on soft law’s potential to solve problems and coordinate market participants. Voluntary Disruptions widens the discussion, shifting attention to the ways soft law provides new political resources to some groups while not to others and alters the sites of contestation and the actors who participate in them. Highlighting two mechanisms—legitimacy claims and arena expansion—the book explains how soft law, typically viewed as limited by its voluntary nature, disrupts and transforms the politics of economic governance. Using financial regulation as its laboratory, Voluntary Disruptions explains the remarkable pre-crisis alignment of US and European approaches to governing markets, the rise and prominence of transnational industry associations in the 1990s and 2000s, and the ambivalence of US reforms toward international market cooperation in the wake of the 2008 financial crisis. Abstract:
Digital DNA identifies how the disruption of digital information and production technologies transforms how companies and national economies are innovating. Wisely guiding this transformation is an enormous challenge because innovation promotes global economic prosperity. Economic tensions and market surprises are inevitable. Part I reviews the challenges we face and argues that national and international policies require experimentation and flexibility to address them. The case studies in Part III probe issues tied to the rise of cloud computing and transborder data flows, international collaboration to reduce cybersecurity risks, and the consequences of different national standards of digital privacy protection. Significant diversity in individual national policies is inevitable, but an international baseline of policy fundamentals to facilitate “quasi-convergence” of national policies is needed. Moreover, expert multistakeholder organizations that facilitate the implementation of formal government policies hold promise but should operate across national boundaries because the implications of digital technologies are global. Parts II and IV propose a strategy for using international regulatory and trade agreements to revamp the international governance regime for digital technologies. Better measures to safeguard digital privacy and cybersecurity can improve both market access and the welfare of users. A “Digital Economy Agreement” that embraces “soft rules” requiring governments to achieve certain objectives without specifying how, can achieve sufficient quasi-convergence of national policies for innovation to flourish. The political legitimacy and flexibility of international governance regimes likely will be better if multistakeholder organizations are involved in their negotiation.

This essay focuses on Japanese rappers but also explores arguably anti-American sentiments in popular culture otherwise seen as American. Condry is interested in the way Japanese rappers can be very provocative while simultaneously not being easily categorized as either “pro-Japanese” or “anti-American.” Instead he finds that they struggle to define an ethical politics across national boundaries. This essay exemplifies the ways that popular culture can be a vehicle for soft power, but makes a point of showing that it would be a mistake to view the spread of U.S. popular culture styles in itself as an effective national tool in world politics. Condry includes examples from Japanese rap musicians’ portrayals of 9/11 and the Iraq War. They may love hip-hop music and culture but still view U.S. government policies with skepticism. Provocatively, the essay asks how the analysis of soft power might be transformed if, instead of focusing on how American or Japanese soft power could be heightened, we instead asked how transnational goals of human rights, environmental protection, and fair trade (among others) could be made more “attractive” to the world as a whole.

After China ceased its practice of giving panda pairs as state gifts, it began a short-term loan program. This evolved into long-term scientific loans. The whole time the concept of panda diplomacy persisted even as it shifted and transformed. Concerns about the giant panda as a species and the environment more generally were undercurrents to all discussions and exchanges. The environment remained present when China made a dramatic and controversial giant panda gift offer to the island of Taiwan. This chapter examines the various ways that panda diplomacy evolved and the increasing integration of environmental issues with panda politics.

Les Lumières n’ont-elles pas vigoureusement remis en question l’autorité de l’Église catholique ? Le clergé n’a-t-il pas été l’un des principaux pourfendeurs de la « philosophie du siècle » ? Entre philosophes anticléricaux et théologiens intransigeants, des hommes de Dieu se sont engagés dans une voie médiane entre deux positions a priori irréconciliables. Conformer l’Église et les sociétés catholiques à « l’esprit du temps », tel était le leitmotiv de ces prêtres qui lisaient tour à tour Kant et l’Évangile, et qui se verront plus tardivement qualifiés de Lumières catholiques. Ce courant culturel des XVIIIe et XIXe siècles a marqué l’histoire du monde germanique auquel se rattachait la cité-État de Fribourg en Suisse. Il s’est répandu jusqu’à elle par l’action décisive de deux prêtres qui se sont nourris des idées du catholicisme éclairé dès le temps de leurs études en Allemagne. Le chanoine Charles-Aloyse Fontaine et le Père Grégoire Girard se sont faits les relais de ce mouvement dans leur patrie, en travaillant à une vaste réforme de l’éducation populaire mais aussi en proposant plusieurs innovations dans les domaines théologique, liturgique, scientifique… et parfois même politique. Cet ouvrage examine le parcours, les idées et les actions de ces deux hommes d’Église sous le prisme des transferts culturels. Il montre en particulier comment les Lumières catholiques se sont transformées en territoire fribourgeois, où elles ont pris la forme d’un mouvement multiculturel original.

Malleable Anatomies examines the early stages of the practice of anatomical modelling. It investigates the ‘mania’ for anatomical displays that swept the Italian peninsula in the mid-eighteenth century, and traces the fashioning of anatomical models as important social, cultural, and political as well as medical tools. Anatomical models offered special insights into the inner body. Being coloured, soft, and malleable, they fostered anatomical knowledge in delightful ways. But how did anatomical models inscribe and mediate bodily knowledge? How did they change the way in which anatomical knowledge was created and communicated? And how did they affect the lives of those involved in their production, display, viewing, and handling? Examining the circumstances surrounding the making and early viewing of anatomical displays in Bologna, Naples, and Palermo, Malleable Anatomies addresses these questions by reconstructing how anatomical modelling developed at the intersection of medical knowledge, religious ritual, antiquarian and artistic cultures, and Grand Tour display. While doing so, it investigates the development of anatomical modelling in the context of the diverse visual and material practices that characterized the representation and display of the body. Drawing attention to the artisanal dimension of anatomical practice, and the role of women as both makers and users, it considers how anatomical models lay at the centre of a composite world of social interactions that led to the fashioning of modellers as anatomical celebrities. Moreover, it examines how anatomical displays transformed the proverbially gruesome practice of anatomy into an enthralling experience that engaged audiences’ senses and affects.

Retranchée derrière sa neutralité, la Suisse échappe à la conflagration générale. Isolée sur le plan politique, elle n’est pas pour autant hermétique aux drames humains qui se jouent de l’autre côté de ses frontières. Si la Confédération et le Comité international de la Croix-Rouge prennent des mesures humanitaires pour atténuer les souffrances, la société civile suisse n’est pas en reste. Exhumant des sources inédites, cet ouvrage met en lumière un chapitre méconnu de l’histoire suisse de la Grande Guerre : la mobilisation humanitaire des acteurs privés. Entre 1914 et 1918, la population suisse s’engage avec une vigueur et une spontanéité parfois déconcertantes dans des actions de secours internationales. Par centaines, les bonnes oeuvres helvétiques viennent en aide aux réfugiés, aux prisonniers de guerre, aux familles de disparus, aux internés civils et militaires, aux orphelins, aux mutilés ou encore aux populations des régions occupées menacées par la famine. L’épreuve de la guerre transforme en profondeur les pratiques de la bienfaisance, ouvrant la voie à une véritable massification de la charité. Par son rôle pivot, la neutralité tient une place centrale dans ce vaste mouvement, auquel se mêlent des enjeux relatifs à la cohésion nationale et aux sympathies internationales. Como pilar estruturante de uma universidade de referência, a inovação centra-se numa ação eficiente e eficaz de transferência de conhecimento e tecnologia para a sociedade. A Universidade de Coimbra, enquanto alma mater, é uma proponente na Gestão da Inovação e Empreendedorismo. A cultura de inovação e empreendedorismo é nutrida por uma visão transversal a todas as áreas, dado que a inovação não é somente a criatividade. A gestão da inovação é um processo de mapeamento de oportunidades que apresenta resultados com vista na criação de valor. Apesar do papel determinante da liderança para transformar a cultura de inovação de uma instituição, todavia, a estrutura orgânica tradicional da UC, como um todo, é ciclicamente convidada a participar neste desafio. Este desafio incorpora um apelo a uma aproximação ao princípio interdisciplinar, dado que é urgente a aproximação de princípios éticos, morais e ecológicos ao tecido empresarial. Assim como o empreendedorismo pode ser trabalhado em benefício da Sociedade, em inovação, o clima é colaborativo, de confiança e, sobretudo, de liberdade. Aos Saberes conduzidos pelo pipeline do Gabinete de Apoio às Transferências Saber (GATS), Divisão de Inovação e Transferências do Saber (DITS) e, atualmente UC Business, acrescentam-se as práticas e bens imateriais, incomensuráveis e intangíveis, das soft skills dos gestores de projeto. Alavancar a capacidade empreendedora e inovadora da comunidade UC, tem sido, é e será o principal estímulo à valorização da própria Universidade para além das fronteiras da região. A afirmação da UC como pilar de um sector económico emergente, que ajude a revitalizar Coimbra e o País é o desafio que nos move, baseado em experiência de décadas e com potencial que sabemos ir atingir.

This book traces the emergence and spread of the choreomania concept through colonial medical and ethnographic circles, showing how fantasies of instability—and of the Oriental other—haunted scientific modernity. Scenes from the archives of medical history, neurology, psychiatry, sociology, religion, and popular journalism show how the discursive history of the ‘dancing mania’ moved and transformed with its translations throughout the colonial world. From antiquarian references to ancient Greek bacchanals and medieval St. Vitus’s dances, to scientific reperformances of early modern religious ecstasies, and American government anthropology, ‘choreomania’ arose to signal every sort of gestural and choreographic unrest. Village kermesses, revolutionary crowds, and neuromotor disorders—including hysteria, epilepsy, and chorea—were among the many unruly forms of locomotion indiscriminately compared to bacchanalian turmoil. So too, charges of spontaneous political agitation levied against demonstrators from Africa and South America to the South Seas reveal heightened anxieties about the spread of social disorder. Initially employed to describe ‘contagious’ popular dances, jerking movements, and convulsions, with decolonization, the ‘dancing disease’ increasingly described the fitful drama of anti-European revolt. Closely indebted to the work of Michel Foucault, this book opens a new chapter on the way we think epidemic madness and the organization and disorganization of bodies and disciplines in the modern age. Setting ideas about disruptively moving bodies at the heart of the scientific enterprise, this book argues that disciplines themselves were at once more porous and mobile than is commonly allowed, and that ‘dance’ itself has to be radically reimagined across fields.

Conçu dans le but de transformer en un produit tangible la proposition d’”inclure”, ce projet Erasmus+ vise à intégrer les migrants et les réfugiés à travers l’un des principaux atouts de l’Europe, leurs langues. Ce guide a pour objectif de devenir un allié à la fois de ceux qui souhaitent approfondir leur connaissance du phénomène migratoire et de ceux qui désirent faciliter le processus d’intégration de ces groupes. Développé à partir de l’expérience que les Universités du consortium ont dans ce domaine (Université de Salamanque, Université de Bologne, Université de Coimbra, Université de Heidelberg, Université de Poitiers et Trinity College Dublin), ce document émane d’un effort commun ainsi que de la volonté de former une société égalitaire en termes d’intégration. Toutefois, cela n’aurait pas été possible sans le soutien de diverses organisations non gouvernementales (Croix Rouge, ACCEM, la Fondation CEPAIM et la Fondation Sierra-Pambley) qui, dédiées à l’accueil et à l’intégration des migrants et des réfugiés dans toute l’Europe, ont facilité l’identification des difficultés et ont permis de jeter des ponts entre les différentes perspectives et les efforts conjoints pour converger dans la même direction. Ce guide aborde les différents défis qui émergent pendant la période d’intégration de ces groupes et propose des solutions qui peuvent favoriser la réalisation de ce processus complexe. Conçu comme un vade-mecum utile pour l’exécution des tâches des différents groupes (professionnels ou bénévoles de l’enseignement des langues, organisations non gouvernementales et institutions publiques nationales et supranationales), il constitue un outil de soutien qui guide l’action de ceux et celles qui participent au processus d’intégration linguistique des personnes nouvellement arrivées. Il leur offre une meilleure connaissance de la situation dans laquelle se trouvent ces groupes ainsi que des outils qui sont disponibles pour y parvenir. En résumé, il s’agit d’un document qui cherche à rassembler, à travers un langage informatif, mais rigoureux, les avancées théoriques dans ce domaine et à offrir diverses ressources qui peuvent être mises en pratique dans la vie réelle. Enfin, nous voudrions souligner que ce produit doit être compris comme une proposition élaborée à partir de la responsabilité et de l’engagement de ceux et celles qui ont travaillé pour son élaboration et comme un instrument qui permettra de répondre à certaines questions qui surgissent lors du processus d’intégration de ces groupes. Ces questions sont actuellement en train d’obtenir une réponse grâce à la grande implication de toutes les personnes qui participent à ce travail.
