Full textIn France, the humanistic values crisis culminated during the German occupation and the Vichy regime. During this period , art inherited much of the pre-war situation. But disruptions, both in intensity and nature modified the artistical scene. Art, as an expression of patriotic pride was is considered as a reflection of modern decadence : the lack of ideal, individualism, and democracy. Under the "national revolution" art became an instrument of development and revival after a return to order and tradition. In many respects, the "Secretariat general des beaux-arts" thought of a widely approved art policy magnifying the tradition, the fine craft, the monumentalism and the edifying subjects. The artistic world, by nature reluctant to state dirigism, resisted against the governmental positions concerning corporatism and exclusion policy. Besides, few artists accepted to serve the "service artistique du Marechal" which was attached to his person. If some artists entered the French resistance movement, some created subversive works while the majority of them staid aside and bred on its production the fancy of the many people visiting various art places. The German regime, on its side, proceeded with its own exhibitions, being encouraged by French ultras as Rebatet, and being comforted by the German journey of some famous artists : Vlaminck, Derain, Despiau, etc. Meanwhile the nazi authorities spent most of their time on their exclusion policy towards jewish and mason artists. Censorship was discontinued against the exhibition of works considered as "degenerated". Art was a stake for an authoritarian power aiming at controlling society, and an outlet for a population looking forward to returning back to normality

Full textThe volatility bursts in financial markets obviously questions their link to information. This study empirically highlights the relation between the information and the exchange process. We tackle this question under two complementary views. We initially compare several proxies of the information flow. Then, we analyze the relationships between various components of the exchange process (transactions and order book). The comparison of various information proxies suggests that the bests are in descending order: - the number of transactions; - the volume of transactions; - the number of orders; - the volume of orders. The progressiveness of these studies on the French market enables to compare the results of various methodologies. We observe that the data aggregation within intervals and the underestimation of the informational set led to a partial and skewed vision of the relationships. The organization of the Parisian market (centralized order driven market) confers a central role to the order book. It arises that agents can limit themselves to this observation since the trade features (volume, duration) do not have any more a significant influence when the effects of variables from the order book are included. The relationships highlighted between the variables stress that the main force is the liquidity supply. The periods of strong (weak) activity seem associated with the absence (the presence) of informed traders

Full textThis PhD dissertation analyses how the homefront propaganda the United States population was subjected to during the Second World War was important in shaping the evolutions the American society went through during the second half of the twentieth century. As the generations which had grown up in the US during the Great Depression then participated in a way or another to the national effort during World War II led the country through some of its most important historical milestones in the latter half of the century, prompting the “Greatest Generation” nickname, analyzing the influence of the messages these populations were subjected to during the war as well as considering the historical and cultural roots of these messages appear particularly both interesting and important, especially as this war was, more than any other was before, a war of images.This study develops three main angles. First, the way other populations (enemies, allies but also the civilian victims of the war) were represented to the American people, as constructing such images was all the more important in a context where isolationism still played an important role. Then, the way an imagery linking the soldiers “over there” at the front to the home front was built, and how both themes coexisted in many messages. Finally, the way propaganda messages of the time were linked not only with the then-present sacrifices but also with hints at a new society in the post-war period – provided of course the war was won

Full textThe policy conducted by Pache, the mayor of the Paris Commune from 14 February 1793 to 10 May 1794 (21 Floreal Year II), aimed to guarantee the natural rights of man and of the citizen. These rights were formulated by the people at the general assemblies of the Parisian sections, and then theorised by members of the Mountain (Montagnard) faction. Following the insurrection of 31 May -2 June 1793, which resulted in the expulsion of the « unfaithful » Girondin deputies who were considered to have betrayed the people, the National Convention announced and implemented legislation to enact these rights. The communes were entrusted with enforcing this legislation, with Pache and the Paris Commune working hard to ensure its success

Full textThe present thesis examines the installation of new festive events in France, and more particularly in Paris, since the 80s. These celebrations mark a shift in regard to "traditional" celebrations which mostly revolve around the concepts of the sacred and the nation. Nourished by an ethnographic observation of several years, this work highlights a variety of aspects: the process of their invention and their creation and by the public authorities; the supervision of the events by cultural managers or associations and collectives; the invention of new ritual forms and the adaptation of older ones; the design of the urban scenery and the use of distinctive codes; the appropriation of these events fro, the society and the various debates to which they gave rise. Each part of the thesis deals with a celebration in an independent way. The Fête de la musique, the Gay Pride and the Nuit blanche are analyzed here in priority. However, next to them parade also other events, entirely new and ambitious, such as the European Capital of Culture and the Allumées of Nantes which offer a better insight into changes that took place on a European level. Finally, based on Durkheim's classic thesis, this work proposes to consider these festive events as an entry point into a greater inquiry about the ideals of the open society. The asserted intention of the organizers to put in place a new conception of living together and the social bond is in many ways the occasion to celebrate a French and European society, that is peaceful, reconciled and tolerant

Full textSufficient historical attention has not been paid to the role of the French governement in the elaboration and drafting, between 1914 and 1919, of the covenant of the league of nations. This role was one of reticence and ambivalence. On one hand, no wartime government gave active, unconditional or persuasive support for the idea of creating a league in order to guarantee french security and international peace on the other hand, for diverse political reasons, each government quietly pursued the league idea, particularly those of Ribot and Clemenceau. A committee, directed by leon bourgeois, was created in 1917 to drait a plan reflecting the french viewpoint of an effective league. This ambivalence, along with the divergent views between the french and anglo-american conceptions of the league, as well as with the poor and distrustful relations between clemenceau and bourgeois, and later btween bourgeois and wilson, all weakened french league diplomacy during the paris peace conference. This permitted the form ation of a secret, anglo-american front that was able to impose and win international acceptance of the final league covenant-a document in which the french had little input and even less confidence

This thesis consists in examining the sustainable development policies that have been put in place in four cities with different typologies, but that are confronting the same issues. Analyzing the actions taken in support of sustainable development must be considered through three aspects representing three different groups implied in this challenge: municipal authorities, private companies and the people. We will analyze the different processes launched by each of these groups; we will discuss the assets of the four cities, as well as their weaknesses and possible improvements. The four cities have diverging priorities regarding sustainable development and the concept is never perfectly balanced between ecology, sociology and economy. Full textIn French, the local mixed enterprise corporation (SEML) have been involved in the regional development for 50 years but paradoxically most of the research about them deals with their legal nature. This thesis places the SEML into the crossed control work between the State, the Local Authorities and the Deposit and Consignment Office. First the State privileged tool, they have gradually taken refuge in the Local Authorities, together with the diversification of their fields of intervention. Thus they testify to the power stakes between decentralization and recentralization, free enterprise and social and economic control. Locally, governing methods and urban cultures have an influence on their role and their positioning, as attested by the analysis of the towns of Bordeaux, Rennes and Montpellier. The European influences feed the prospective debate with different experiences on urban planning, land ownership and the respective role of public and private participants, the SEML being part of both the movement of the European Local Public Enterprises and the Public Private Partnerships. Thus the contribution of this thesis lies in the approach of urban and territorial policies under the scrutiny of one of the operational participants in their implementation, being both a participant and a witness

Full textThe Marais district is today a subject of various representations. For public authorities and heritage institutions, it is a protected area ; in the eyes of certain associations, it is a neighborhood whose heritage still needs to be preserved, beyond the attention than public policies apply to it; for inhabitants and communities, it is a constitutive part of their identity; finally, in the perception of tourist and commercial actors, it is the second most visited Parisian neighborhood by tourists and leisure visitors. This contemporary perception of Marais heritage is a result of a long process. In the early twentieth century, the urbanization projects and decisions of landlords were threatening the private mansions that are today promoted as (the most) important heritage of the district. During the Second World War the project of the area 16, one of the unsanitary Parisian areas, was risking to cause the demolition of the entire sector. The first plan for the preservation and valorization of the Marais, whose elaboration began in 1965, as well as its implementation through rehabilitations, prescribed not only the demolition of buildings of the 19th and 20th centuries, but also planned a relocation of an important number of commercial, industrial and craft facilities. It also aimed the creation of an important tourist and cultural place, a fashionable district. On the other hand, the new 2013 Plan of the Marais aims not only to protect 19th and 20th century buildings, but also to control the effects of gentrification and touristification. Several times through the history of Marais heritage, the civil society triggered the preservation and valorization of the neighborhood. The aim of this thesis is to question this long transition, from the late nineteenth to the early twentyfirst century, by examining the “major chapters” of the heritagization of the Marais. In order to do so, it highlights the main actors involved in the process of heritagization of the neighborhood in the studied period – especially public authorities, cultural institutions, associations, residents, as well as tourism and commercial actors. It intends to shed light on the ways and reasons through which they interpret and transmit the neighborhood’s heritage, and how they influence its preservation. Finally, the thesis intends to question the relationship between the different perceptions of the Marais that these actors create

Full textOur culture has trivialized the streetlamp and deprived it of its meanings. However, the lantern became a visual and semantic revolutionary leitmotiv at the end of the 18th c.As a technical innovation of 18th c streetlighting, the lantern à réverbères optimizes the luminous intensity by using concave metal reflectors (réverbères) to direct the beam of light where needed. If the historiography focused on the Argand’s lamp, this research deals with a far less noble and valued technical element, the reflector. The entwinement of the innovation with narratives and cultural discourses structures its imaginary: artefact biography is therefore a precious tool to approach it, by getting rid of the subject-object distinction in order to question its modes of existence.Firstly, we study the genesis of the lantern and the inscription of its technical imaginary as a rationalized answer to the lighting challenge. To continue with, we analyse the streetlamp in action and its extramaterial properties through its integration to its milieu. Processes of mediation and their transformative power are the next focus, though the study of the technical (transcultural) circulations between France and Spain, and the media of advertising and promotion (technical press, trade cards), all of which shaping the interactions between the invention, the public and the markets. We finish this survey with the political lantern and its paradox, as the artefact, strongly linked to absolute monarchy and police– or military- control, became a revolutionary emblem. By entwining the technical and symbolic functions of the streetlamp, we want to shed light upon the resonances of the political imaginary within the lantern materiality. This study therefore aims at drawing attention to the multi-layered meanings of this so-called “banal” object, and at considering the streetlamp as a significant bearer of cultural identity
