Riassunto L’articolo si focalizza sui nuovi movimenti nazionalisti che si stanno affermando politicamente nell’Unione Europea e sulla battaglia che essi conducono contro la diversità religiosa, sempre più visibile nelle società europee, ritenuta una minaccia all’identità cristiana dell’Europa. L’islam è, perciò, diventato, un oggetto polemico (nel senso del polemos, la guerra ideologica che divide drammaticamente la società) nel discorso politico. Tramite tale discorso si tende a costruire una narrazione collettiva convincente: una società troppo diversa dal punto di vista religioso non è sostenibile.

L'articolo si propone di considerare una questione centrale relativa all'assetto degli ordinamenti contemporanei, ossia la tensione tra il principio democratico ed il governo dell'economia, calando questa tematica generale nell'alveo più specifico del rapporto tra la Banca Centrale Europea e le altre Istituzioni Comunitarie. Si sostiene la tesi che sia illusoria la veste di pretesa neutralità della BCE, laddove quest'ultima, in quanto Autorità che ha come missione fondamentale quella di garantire la stabilità dei prezzi, tende a porsi come un sistema di regolazione apolitica del sistema economico. Detto sistema obbedisce ad una lex mercatoria che si pone in antitesi rispetto alla realizzazione del programma sociale posto dalla Carta, esigendo la rinuncia ad alcuni strumenti decisionali di carattere politico che, nel disegno costituzionale, rispondevano a logiche diverse. In questa ottica la nascita del SEBC segna una nuova fase del costituzionalismo politico, perché la sua introduzione pone come una sorta di metavalore la stabilità economica e finanziaria. Ciò implica che non siano previsti limiti positivi alle sue capacità decisionali ad opera - ad esempio - del Parlamento Europeo, in modo tale da circoscrivere la ricaduta delle scelte compiute sulle posizioni soggettive riconosciute alla persona dagli ordinamenti nazionali e dallo stesso sistema europeo. Sulla base di queste premesse, la conclusione dell'articolo non è nel senso di una anacronistica riduzione del ruolo della Banca Europea, bensì nel senso di puntualizzare come la principale sfida del costituzionalismo contemporaneo consista nello sforzo di ricondurre i processi decisionali che coinvolgono il governo europeo della moneta ai meccanismi della responsabilità politica e alle garanzie delle posizioni soggettive della persona

Nonostante le pari opportunità in ambito lavorativo siano state oggetto di attenzione già nel Trattato di Roma istitutivo della Comunità Economica Europea, ancora oggi la parità salariale in Europa è un traguardo lontano. Dopo aver dato una panoramica generale delle più importanti tappe nel contesto UE che hanno portato all’inserimento della parità di retribuzione nella Carta di Nizza, questo articolo riflette su come il diritto unionale oggi affronta la questione della parità salariale. Verranno evidenziati i progressi, ma anche le mancanze e i possibili margini di miglioramento che potenzialmente tutelano le donne nel mercato del lavoro. La piena implementazione del principio “equal pay for equal work” non solo dovrebbe essere vista come garanzia dei diritti delle donne e dei soggetti che potrebbero subire una discriminazione salariale, ma come uno strumento di miglioramento della loro società che, attraverso una retribuzione equa di tutti i lavoratori, progredisce e si arricchisce.Despite the fact that equal opportunities in the workplace were already taken into account in the Treaty of Rome establishing the European Economic Community, today equal pay is still a distant dream. After giving a general overview of the most important legal steps in EU law which led to the inclusion of wage parity in the Charter of Fundamental Rights of the European Union, this article debates around the attitude of EU law towards the issue of equal pay. The main progresses, flaws and the potential scope for improvement in order to safeguard women in the work market will be highlighted. The full implementation of the principle “equal pay for equal work” should be seen not only as a guarantee to the rights of women and of subjects vulnerable to salary discrimination, but as a tool to improve their society which, by granting equal retribution to all workers, advances and develops.

La tesi ha per oggetto il principio della libertà di stabilimento delle società nel diritto dell'Unione Europea. Il principio, sancito dal Trattato di Roma più di cinquantanni or sono, ha sollevato nel corso del tempo importanti questioni applicative, alimentando costantemente il dibattito dottrinale e giurisprudenziale. L'analisi è stata condotta orientando la ricerca principalmente lungo due direttrici: la prima, volta a tracciare una riflessione sistematica sulle complesse problematiche connesse alla mobilità delle società nel mercato interno dell'Unione; la seconda diretta a fornire elementi di comprensione dello stato attuale del difficile processo di armonizzazione del diritto societario europeo, anche con riferimento agli effetti di sperimentata competizione tra ordinamenti. Con riguardo al primo filone, viene proposto un quadro espositivo che parte dall'analisi della normativa comunitaria, dalle direttive di armonizzazione societaria ai regolamenti che hanno introdotto i principali modelli societari europei, fino a giungere alla trattazione dei casi posti dalla disciplina in oggetto sul versante del diritto internazionale privato. Vengono così esposte le teorie dell'incorporazione e della sede reale, come operanti all'interno dei vari ordinamenti e i relativi criteri di collegamento nella disciplina internazionalprivatistica, sulla scorta delle più importanti pronunce giurisprudenziali della Corte di Giustizia dell'Unione Europea e dei Tribunali nazionali. Muovendo l'orizzonte di analisi ad ulteriori forme societarie operanti nel territorio dell'Unione, ossia le società bancarie, finanziarie ed assicurative, lo spettro di indagine sulla mobilità transfrontaliera si è allargato ulteriormente, contribuendo al confronto con un diverso sistema di regole. Infatti, in tali settori, la libertà di stabilimento, operando attraverso il solo stabilimento secondario e scontando un apparato autorizzativo all'attività intracomunitaria ampiamente regolamentato, risulta peculiare rispetto a quanto succede invece per le società aventi ad oggetto lo svolgimento di attività diverse. Tale impostazione permette, alla fine del lavoro, di compiere un tentativo di sintesi del percorso intrapreso, su opposti versanti, dalla disciplina delle società con riguardo alla loro attività trasfrontaliera in regime di stabilimento; la traccia così segnata offre altresì la possibilità di delineare prospettive orientate alla risoluzione delle questioni ancora aperte, sia in termini di risultati normativi, sia in materia di scelta di una tecnica regolatoria utile al raggiungimento di tali risultati.
The subject of the present thesis is the principle of freedom of establishment under EU company law. This principle has involved relevant questions concerning its application within the internal market since the entering into force of the EC Treaty. Freedom of establishment has also generated a long debate over the last fifty years, in doctrine papers as well as in EU Court of Justice' judgements.The discussion on the principle of freedom of establishment is mainly related to the companies’ mobility in Europe. Secondly, the process between harmonization and liberalisation in EU company law has to be further devoloped, considering also the risks of “forum shopping” between EU member states. Referring to the mobility of companies in Europe, analysis has been enlarged with the discussion about european directives (i.e. Merger Directive 2005/56/CE) concerning the right to exercize mobility from one member state to another, european company statutes (i.e. SE), the proposal of “fourteenth directive” and European Private Company (SPE). The mobility of companies in EU implies international law matter referred to the important choice between “incorporation theory” or “real seat theory” as criteria in transferring company seat, and in cross-boarder mergers among industrial and commercial companies. Comparison between the above-mentioned subject of mobility in Europe with the freedom of establishment's principle, as defined in banking, insurance and financial law, is common so as to stress an in-depth difference in the legislative approach: registered office and administrative office must be positioned in the same member state, european authorisation admitted by the country of origin, establishing branches in other member states. The aforesaid conceptual framework allows to formulate some conclusions based on the right of free establishment next upgrade and fixing perspectives on balance between harmonisation and liberalisation in European company law.

Abstract:
Community law accepts the fact that the power to determine the connecting factors in taxation lies with the Member States. Thus, the Member States may decide whether tax will be levied at all, who is subject to tax, what type of income is taxed and the rate at which it will be taxed. Disparities result because different tax system apply independently of one another. Moreover, it is inherent to the sovereignty to tax that Member States may limit their tax jurisdiction (in other words, not levy tax) and that taxation in one Member States is not linked to taxation in another Member State. In this paper it has been indicated that Member State sovereignty will be jeopardized if disparities are characterized as prohibited restrictions. It is contended in the literature that the double taxation arising because of the (different) classification of a foreign (hybrid) entity is a restriction of the freedom of establishment. Some scholars are of the opinion that this kind of double taxation is a restriction of the freedom of movement and that Member State of participant has to recognize the tax classification of the entity by the state of establishment. In this paper it is argued that each Member State has the freedom to classify whichever taxpayer in whatever way, on the basis of its own tax rules. If this were not the case the Member States’ tax sovereignty would be at risk. The main purpose of this paper is to ascertain whether and to what extent the current wording of the Parent-Subsidiary Directive eliminates double taxation arising from cross-border distribution of profits in case of interposition of a hybrid entity between the parent company and the subsidiary. The main focus is placed on the scope of the Directive and its relation to the fundamental freedoms. The analysis is accompanied by a critical evaluation of the relevant case law of the ECJ. Based on the conducted research, in this paper I arrive to the conclusion that the P-S Directive itself does not provide for a satisfactory outcome to double taxation problems emerging in scenarios involving hybrid entities. However, double taxation affecting hybrid entities may nevertheless be resolved in some cases by recourse to the freedoms of movement.

Abstract:
The research focuses on the way in which European law influences the discretionary decisions of national Authorities in the organization of services of general economic interest (hereinafter referred to as “SGEI”). In general terms, to ensure the European compatibility of a model of organization to be adopted to carry out a SGEI, it must be verified that the organizational formula chosen complies with the internal market. Various institutions of European law come into play, both of primary and secondary legislation: the rules on public tender procedures, the new legislation on the “public contracts between entities within the public sector” (art. 12, Directive 2014/24/EU, and the similar provisions in Directives 2014/23/EU and 2014/25/EU), the case-law on public-private partnerships, and the rules on State aids. The phenomenon is particularly interesting since it involves immediate repercussions on the exercise of discretionary powers. The fact that National Authorities must act coherently with the internal market rules implies that the decisions taken on the organisation of SGEI must be consistent with such market. Therefore, all decisions must consider that the service will be provided in the context of a free economy and a pro competitive environment. This means that the decisions on the organisation of SGEI must always state the reasons on which they are based. In particular, it is necessary to clarify why the organizational model chosen is deemed viable having regard to the framework deriving from the European competition principles. As a consequence, a decision to adopt a given organizational model may be contested if no adequate reasons are given to support it. European competition principles may thus be relevant in a “judicial review procedure”. In this context, the applicant could seek the annulment claiming that the choice made by the Public Authority has not been taken in accordance with the principle of proportionality, or that it is not sustainable in economic terms.

La presente tesi di dottorato valuta i rapporti tra le organizzazioni della società civile e le istituzioni internazionali nel sistema della cooperazione per lo sviluppo, attraverso l'analisi delle politiche della Banca Mondiale e dell'Unione Europea, che risultano gli attori multilaterali più rilevanti nell'allocazione e gestione dei finanziamenti dell'Aiuto Pubblico allo Sviluppo (APS). Nel quadro di relazioni cooperative-dialettiche, si verificano le funzioni degli interlocutori della società civile nel rapporto con le due organizzazioni internazionali e i livelli di partnership. Si analizzano alcuni nodi problematici come la valutazione della performance dei progetti delle organizzazioni della società civile (OSC), per verificarne il valore aggiunto; la dicotomia tra un approccio top-down e bottom-up nella pianificazione di processi di sviluppo locale; la rappresentatività e l'efficacia del contributo delle OSC alla global governance per lo sviluppo. Si presentano anche due casi empirici di progetti realizzati da una stessa OSC, finanziati dalle due istituzioni considerate, al fine di favorire, attraverso l'analisi “micro”, la comprensione di eventuali diversità rispetto al quadro teorico, alle procedure sul “ciclo di progetto” e ai rilevamenti quantitativi presentati. Complessivamente, emerge che la cooperazione tra OSC e le istituzioni internazionali ha maggiori benefici che costi e conduce ad una partnership win-win per entrambi.
The present PhD thesis considers the relationships between the organisations of civil society and the international institutions in development cooperation's system through the analysis of the World Bank's and the European Union's policies. In the frame of cooperative and dialectic relationships will be verified the functions of the interlocutors of the civil society in relationship with the two international organisations and levels of partnership. Some problematic knots will be analysed such as the evaluation of projects' performance of the organisations of the social society (OSC) in order to verify the added value; the dichotomy between a top-down and bottom-up approach in the process planning of the local development; the representation and effectiveness of the OSC's contribution to the global governance for development. Two empirical cases of projects realised by an OCE will be showed. These are financed by the two above considered institutions in order to favour, through a “micro” analysis, the comprehension of possible differences regard to the theoretical picture, to the procedures of the project cycle and to the quantitative showed survey. Altogether it appears that the cooperation between the OSC and the international institutions has more benefits than costs and leads to a win-win partnership.

Le società di gestione collettiva di diritti d’autore e dei diritti connessi sono gli enti di intermediazione che lavorano per conto dei titolari dei diritti. Queste società concedono tramite dei mandati licenze di utilizzazione delle opere di ingegno a coloro che richiedono la loro utilizzazione, raccolgano le royalties da inviare agli artisti beneficiari e intrattengono una percettuale per il ruolo di intermediazione. I problemi del processo di regolamentazione dei diritti d’autore e diritti connessi sono collegati al modus operandi dalle società collettive, che si sono resi più inefficienti e poco trasparenti anche successivamente alla comparsa di Internet e all'avvento della Società dell'informazione Nel settore musicale i servizi streaming hanno consentito un accesso più semplice e veloce alle opere musicali online da parte dei consumatori, aumentando così il consumo di musica digitale e complicando l’attività di gestione per le collecting societies. In questa situazione l’Unione Europea si è spinta verso la ricerca di soluzioni a questo problema emanando una serie di direttive dalla strategia “Europa 2020”, tra le principali ci sono la Direttiva 2014/26/EU e e la Direttiva 2019/790/UE. Il progetto dell’Unione Europea è quello di aggiornare le norme UE sul diritto d’autore e i diritti connessi, sfruttando al meglio il mondo di un mercato unico europeo digitalizzato in cui le società di gestione collettiva puntano ad investire su tecnologie che siano in grado di migliorare i loro standard e governance della gestione dei diritti in modo più efficace, accurata e responsabile, facilitare la concessione delle licenze multi-territoriale dei prodotti musicali online, migliorare la protezione degli autori e degli artisti europei e un’equa remunerazione nei loro confronti. Questo progetto europeo ha creato un quadro più completo sul diritto d’autore in cui possono essere presi in considerazione diverse tecnologie innovative, tra queste la Blockchain è quella che possiede le caratteristiche più appropriate a risolvere le lacune evidenziate. La tecnologia Blockchain permette di creare un sistema basato su un database aperto e pubblico, in cui le informazioni digitali possono essere gestite in modo trasparente, accessibile e automatico. In questa ottica la SIAE si è mossa lanciando il progetto “Gestione dei diritti d’autore su reti 5G con Blockchain” in collaborazione con la piattaforma Algorand, applicando la tecnologia blockchain alla gestione del diritto di autore tramite la creazione di un database aperto, pubblico e accessibile per chiunque e gli NFT per i diritti d’autore. Questa tesi intende concentrarsi sulle problematiche inerenti al processo di gestione e distribuzione dei diritti d’autore nel settore musicale digitalizzato e quale impatto la tecnologia Blockchain potrebbe avere in tale processo, sul ruolo futuro delle società di gestione collettiva del diritto d’autore e i nuovi business model che si potrebbero sviluppare in Europa.

AbstractAfter a period in which Responsible Research and Innovation (RRI) stood as a cross-cutting issue under the Eigth European Union Framework Programme for Research and Innovation (R & I), Horizon 2020, its further development and implementation has reached a crossroad. It turned out that there is a lack of consistent integration of RRI in Europe’s R & I practices (Novitzky et al. 2020), and dedicated funding for RRI is almost entirely absent in the Ninth European Union Framework Programme for R & I, Horizon Europe. At the same time, global challenges like climate change become increasingly more urgent and thus continue to call for collective efforts of scientific research and industry, policy makers and civil society. Further, the emergence of disruptive technologies like synthetic biology, artificial intelligence and robotics raises several new societal concerns. Finally, the growing disbelief in science, as shown during the Corona pandemic, demonstrates the importance of aligning R & I policy and societal values all the more. For reasons as these, the disinvestment in a dedicated Science With and For Society programme line for RRI in Horizon Europe did not result in decreased academic attention for embedding science in society. On the contrary, a dedicated research community emerged that engages in the academic discourse of RRI and tries to contribute to projects on topics such as responsible data governance, responsible AI, and responsible agroecology within the Horizon Europe framework programme, sometimes even without the use of the frame RRI.

Abstract:
Climate change and environmental degradation pose an existential threat to the EU and the world. The aim of the Green Agreement for Europe is to make Europe climate neutral by 2050, to support the economy through green technologies, to create a sustainable industry and transport and to reduce pollution. Turning climate and environmental challenges into opportunities will make the transformation fair and inclusive. The European Commission is helping EU Member States to design and implement reforms that support ecological transformation and contribute to achieving the goals of the Green Agreement for Europe. It also helps to design the necessary procedures in central and local administrations and to set up the coordination structures necessary to implement environmental policies. The aim of this article was to propose possible strategies for the use and support of the competitiveness of companies in the Czech Republic in meeting the objectives of the European Union. In the interests of competitiveness, this contribution leads to the strengthening of the SME sector, the reduction of market barriers, the facilitation of foreign investment and trade, the development of research and innovation, better management of public-private partnerships and the optimization of state-owned enterprises.

The paper discusses the potential of Fethullah Gülen’s thinking on the revival of core socio- ethical tenets of Islam to influence an emerging European Islamic identity. The long absence of any substantial Muslim population from the religious landscape of western Europe in the modern period began to end with the post-War immigration of Muslims from South Asia to the UK and other parts of Europe. But Muslims from other parts of the Islamic world have also established communities in Europe with their own, different expressions of Islam. The presence of Muslims represents a religio-cultural counterpoint to the projected ‘post-Chris- tian society of Europe’, since they are now permanently settled within that society. The encounter of ‘Turkish Islam’ (Anatolian & other) and the majority ‘South Asian Islam’ (with its diverse strands, Barelvi, Deobandi and others) in western Europe hints at the build- ing of a new ‘European Islamic’ identity. Arguably, this twenty-first century ‘European Islam’ might be a synthesis of the ‘Turkish’ and the ‘South Asian’ expressions of Islam. Any dishar- mony, on the other hand, might kindle yet another rivalry in the heart of Europe. This paper considers whether Gülen’s thought on community education based on the fundamentals of Islam could help build a positive and fresh expression of Islam that may reform the prevailing image of it as a cultural tradition that resorts to violence in order to redress grievances.

The article analyses European Union anti-discrimination law development in Member States and differences between protected grounds of discrimination. On this basis, the analysis covers recognition of the social complexity, internationalization and discrimination of foreigners for different grounds. The process of internationalization and migration, covering social, political, economical, cultural, legal processes, the non-discriminatory protection of a foreigner as a member of the society has become complicated, when attempting not to discriminate people arriving from the other countries and to have equal possibilities. The problems of discrimination are valid and significant for the civil society itself. The article also discusses the concept of multiple discrimination in European Union anti-discrimination law, legal regulation and protection against multiple discrimination in Europe and separate legal regulation of the Member States. This article argues that internationalization processes bring new approaches of interpretation of European Union employment equality law and contemporary challenges, introduces recent cases of equal treatment of employees during employment at private companies.

The Supervisory organ is a compulsory element in the governance structure of the European Structures for Business Association, namely the European Company (Societas Europaea) and the European Cooperative Society (Societas Cooperativa Europaea) that have chosen a two-tier system for their organizations. The organ under consideration presents a hybrid regulatory framework. On the one hand, these are the provisions in the regulations of the European Union, and, on the other, the national law regulations. The organ in question has specific characteristics. Its members are elected by the General meeting. The staff of the first supervisory board may be appointed in the statues. This should apply without prejudice to any employee participation arrangements determined pursuant to Directive 2003/72 / EC. The members of the Supervisory organ are elected for the term specified in the Statute of the association. Their maximum term of office after the expiry mandate date may not exceed six months. The package of powers includes constitutional, authoritative and controlling rights and obligations. The supervisory organ shall elect and dismiss members or an individual member of the management organ. In cases explicitly provided for in the statute of the association, a certain category of legal transactions cannot be concluded by the management organ without the permission of the supervisory organ. Its controlling functions are particularly important. The supervisory organ shall supervise the duties performed by the management organ. It may not itself exercise the power to manage the associations. The supervisory organ may not represent the associations in dealings with third parties. It shall represent the associations in dealings with the management body, or its members, in respect of litigation or the conclusion of contracts. The management organ shall report to the supervisory body at least once every three months on the progress and foreseeable developments of the association’s business, taking into account any information relating to undertakings controlled by the association that may significantly affect the progress of the association business. The members of the Supervisory organ are holders of Civil liability. Its legal basis is the relevant rules in the national law relating to joint stock companies or cooperative organizations in the Member States in which they have registered their office. This liability is based on the possible damage caused by illegal or incorrect acts or actions.

Awareness of the importance of sustainable agriculture has increased in recent decades. One of the reasons for this is the widespread use of synthetic pesticides and their possible secondary negative effects on valuable carnivores and biodiversity. Therefore, the need for biological and environmentally friendly alternatives to pest control has become relevant. This relevance is also reinforced by the European Union's Green Deal agenda and its underlying strategy - Farm to Fork, which aim to mitigate climate change, prevent biodiversity loss and feed Europeans healthily. This study aims to assess the attitude of the Latvian society, in particular specific stakeholder�s groups playing important role in food systems, towards the achievement of the goals set in the European Union�s Green Deal agenda regarding the reduction of pesticide use and the search for alternative ways of protecting harvests from pests and diseases. There are several important signals arising from the results of this study and timely response to them can help policy makers, scientists, consultants and practitioners to contribute in reaching EU Green Deal goals, to redesigning existing food systems and to promote greater use of safe alternative ways of protecting harvests from pests.

At Penn State, Engineering Technology (ET) 420W, Design for Society, is an interdisciplinary study of the engineering design process and the influences of society and culture on design. Students explore sustainability in various countries, examine and describe connections between technological and cultural development, learn and apply the engineering design process in societal and cultural contexts, and focus analytical skills on societal and cross-cultural issues. In 2005, the university’s Capital College offered ET 420W with an option for students to participate in an international study tour of London during spring break. This international experience was designed to provide out-of-classroom activities that would supplement course material. Penn State chose London as a destination since UK industry and government act as leaders in moving the European Union (EU) towards a sustainable society. This paper describes the study tour experience, provides descriptions of its activities, and examines its benefit to both students and the instructor.

Many of the international trade theories hold the view that reducing the barriers to foreign trade will result in an increase in welfare in all the countries that are party to the trade. The regional integrations established in different parts of the world in the period following the Second World War enabled this theory to be translated into practice, at least on a regional basis. The European Single Market, which was founded in 1993, is significantly different from the economic integrations established in the aforementioned period by incorporating many innovations. One of these innovations is that the Digital Single Market strategy pursues to guarantee better access for customers and enterprises to online goods and services across Europe, which was put into effect in 2015. The contribution of economic integrations on e-commerce performance of the member countries has been examined in the context of the European Single Market in this study. In the study, e-commerce statistics of the European Single Market countries covering the years 2010-2021 and the Digital Economy and Society Index covering the years 2017-2022 were used. The data is collected from Eurostat, Benchmarking Digital Europe and European Commission, Digital Scoreboard databases. The results of the study present that the Digital Single Market Strategy has contributed to the less developed countries of the Single Market rather than the developed countries.

Este trabajo examina NGEU y el Pacto Verde como elementos del relanzamiento del proyecto europeo, y de la respuesta societal de la UE a la crisis de la globalización. This report sets out to map the different guidance documents available on how to work most effectively with civil society in the delivery of international aid in ways that deepen democracy and advance the rights of marginalised or excluded groups. It includes a review of guidelines published by other key international development funders and implementors written for their own teams, an overview of guidance provided for DAC members within OECD countries and policy papers on cooperation between the state and CSOs. It looks primarily at documents produced in the last ten years, between 2011 and 2021 and includes those related to cooperation on specific issues (such as drugs policy or human rights, as well as those that deal with specific countries or regions (such as Europe or the MENA region). The majority of documents identified are written by government aid departments (eg USAID, Norad) but there are one or two produced by umbrella civil society organisations (such as Bond) or international legal think tanks (such as ICNL, the International Centre for Not for Profit Law). There was a remarkable consistency between the issues Millican addressed in the different documents although their size and length varied between outline guidance on 2 – 3 pages and a comprehensive (62 page) overview that included definitions of civil society, range of organisations, reasons for collaborating, mechanisms for financing, monitoring and ensuring accountability and challenges in and guidance on the ways in which donors might work with CSOs.

Abstract:
European societies need to increase the participation in work over the life course to support the provision of qualified labour and to meet the challenges for social security systems under the condition of their ageing populations. One of the key ambitions is to extend people’s working lives and to postpone labour market exit and retirement where possible. This requires informed policies, and the research programme EIWO – ‘Exclusion and Inequality in Late Working Life: Evidence for Policy Innovation towards Inclusive Extended Work and Sustainable Working Conditions in Sweden and Europe’ – aims to push the boundaries of knowledge about late working life and the potential of its inclusive and equal prolongation via a theoretically driven, gender-sensitive combination of multi-level perspectives. EIWO takes a life course approach on exclusion and inequality by security of tenure, quality of work, workplaces, and their consequences. It identifies life course policies, promoting lifelong learning processes and flexible adaptation to prolong working lives and to avoid increased exclusion and inequality. Moreover, it provides evidence for policies to ensure both individual, company and societal benefits from longer lives. To do so, EIWO orientates its analyses systematically to the macro-political contexts at the European Union level and to the policy goals expressed in the respective official statements, reports and plans. This report systematizes this ambitious approach. Relevant documents such as reports, green books and other publications of the European Commission (EC), the European Parliament (EP), the Organisation for Economic Co-operation and Development (OECD), as well as those of social partners and research institutions, have been systematically scanned and evaluated. In addition, relevant decisions of European summits have been considered. The selection of documents claims completeness regarding relevant and generally available publication, while relevance is defined from the point of view of EIWO’s interests. It is the aim of this report to provide a sound knowledge base for EIWO’s analyses and impact strategies and to contribute to the emerging research on the connection between population ageing and the European policies towards productivity, inclusiveness, equity, resilience and sustainability. This report aims to answer the following questions: How are EIWO’s conceptual classification and programme objectives reflected in the European Union’s policy programming? How can EIWO’s analyses and impact benefit from a reference to current EU policy considerations, and how does this focus support the outline of policy options and the formulating of possible proposals to Swedish and European stakeholders? The present report was written during early 2022; analyses were finalized in February 2022 and represent the status until this date.

Recent questions surrounding the repatriation, rehabilitation, and reintegration of those who traveled to join the Islamic State in Iraq and Syria (ISIS), the reintegration of violent extremists in conflict zones including Somalia, Nigeria, Libya, and Mali, and the impending release of scores of homegrown violent extremists from prisons in the United States and Europe have heightened policymaker and practitioner interest in violent extremist disengagement and reintegration (VEDR). Although a number of programs to reintegrate violent extremists have emerged both within and outside of conflict zones, significant questions remain regarding their design, implementation, and effectiveness. To advance our understanding of VEDR, this report draws insights from a review of the literature on ex-combatant disarmament, demobilization, and reintegration (DDR). The literature on DDR typically adopts a “whole of society” approach, which helps us to understand how systemic factors may influence VEDR at the individual level and outcomes at the societal level. Despite the important differences that will be reviewed, the international community’s thirty-year experience with DDR—which includes working with violent extremists—offers important insights for our understanding of VEDR.

Where do European minority issues stand following Russia’s invasion of Ukraine? What are the dimensions of this crisis that pose a particular challenge to the European minority rights regime? Does the renewed sense of purpose among liberal democracies augur a revitalization of minority issues or continued business as usual? The ECMI’s Director Vello Pettai looks at the stakes involved with the war in Ukraine. Already before the crisis, minority issues were operating in an increasingly crowded landscape of societal concerns: populism, climate change, the COVID-19 pandemic. Russia’s aggression has brought together a further cocktail involving autocratization, kin-state activism and geopolitical disorder. Key institutions governing and promoting the European minority rights regime will need to be regrouped before a new impulse for minority issues can be found.
