Abstract:
Of the fourteen translations of Ferdinand Oyono's une vie de boy published to date, the Vietnamese translation, Đới Làm bồi, dates last, despite Vietnam and Cameroon's shared past under French colonialism. Nguyễn Như đat, the novel's Vietnamese translator, had anticipated that his version, published in 1997, would not find much of a market. The translator's pessimism was warranted, since the Vietnam of the late 1990s drastically differed from the two Vietnams of 1956, when Oyono's novel was originally published. Partitioned after the 1954 Geneva Accords and fighting against each other in the Second Indochina War, the Democratic Republic of Vietnam in the north and the Republic of Vietnam in the south were unified at the war's end, in 1975, under a socialist government. But since 1986 Vietnam has been engaged in the capitalist world market, albeit under the banner of socialism. Given this context of market socialism, the Vietnamese translation of Oyono's anticolonial novel seems to have lagged temporally: it was published at a time when literary translations in Vietnam began trending away from anticolonialism and toward, for example, Raymond Carver's minimalism, Haruki Murakami's surreal handling of alienation, and, more recently, Vladimir Nabokov's perversely defamiliarizing style.

Abstract:
In connection with the development of the Republic of Vietnam, which is accompanied by the growth of its importance in the Asia-Pacific region, it becomes relevant to analyze the current state and prospects of the republic in various industries and regions, including in agriculture. In order to eliminate the imbalance between the declining share of agricultural production in the national economy and more than 60% of the population living in rural areas, a competent state policy in the field of integrated rural development is necessary. In addition to this disparity, there are growing problems associated with the income gap between the peasantry and urban residents, with a strong orientation of agriculture towards exports, and with the implementation of the idea of creating peasant cooperative farms. To date, the basis for working with rural areas is the resolution of the Communist Party of Vietnam “Agriculture, farmers and rural areas” adopted in August 2008. On its basis, the “National target program - New rural development” was created, designed for the period from 2010 to 2020. Data analysis showed that the area of agricultural land in the Socialist Republic of Vietnam gradually increase, and the cropping pattern change, for example, reduces the area of rice fields and increases the area occupied by permanent crops, especially fruit. Production of grain per capita has been steadily decreasing. In animal husbandry, there is a gradual transition from small-scale dispersed production to its concentration on large farms. The measures taken for the development of agriculture are aimed, among other things, at minimizing the negative impact on the environment and introducing modern achievements of science and technology in order to increase the economic efficiency of production. At the same time, Vietnam’s food security in general cannot be called sustainable, especially because of the need to import barley, without which Vietnam’s livestock farms cannot feed their existing livestock

Abstract:
This article examines distinguishing features of terrorist-oriented criminality in the Socialist Republic of Vietnam, exploring quantitative indicators of certain types of crimes. It is concluded that the current level of political violence in Vietnam is low. Using a wide range of data sources on composite indicators (Global Terrorism Index, Global Terrorism Database and Global Peace Index), it is concluded that to date Vietnam has recorded a low level of political violence. The research explores basic «criminogenic» conditions or factors that lead to relevant risk of growth of political violence. It should be noted that to some extent ethnic tensions still exist in Vietnam. There is also a great concern about criminal activity of a number of domestic and international terrorist organizations, which, in the short or long term, could disrupt domestic political situation and escalate terrorism. The researchers argue that although political and religious motives (e.g. establishing an Islamic state) underlie certain terrorist activities of international terrorist organizations and the fact that Muslims in Vietnam make up about 0,1 % of the countrys population, Vietnams international commitment to counter-terrorism is likely to make it a target of retaliation by these organizations. In addition, there is a possibility that these organizations may commit terrorist acts within the territory of the Socialist Republic of Vietnam to support and fund terrorist activities in the future. We summarized that as at present in force Criminal Code of the Socialist Republic of Vietnam includes special provisions that carry liability for individual acts showing signs of terrorism (arts. 113, 299, 300 CC SRV) and norms within international obligations that cover criminal liability for other crimes of terrorist nature (crimes with indicators of terrorization). The comparative legal analysis of anti-terrorist statutes presented in the 2015 version of the Criminal Code of the Socialist Republic of Vietnam reveals legal and technical defects in certain material elements of terrorist offences. It is noted that Vietnamese legislator distinguishes two forms of terrorism: «traditional» terrorism, which pursues political aims (criminal acts against the peoples government, committed for the purpose of combating it) and terrorism aimed at creating a climate of fear in society.

Abstract:
Human enterovirus infections comprise a group of infectious diseases caused by viruses of Enterovirus A-D species (genus Enterovirus, family Picornaviridae). Enterovirus infections can vary in clinical manifestations and severity, from asymptomatic infection to serious multisystem diseases. During evolution, enterovirus strains with increased neurovirulence or atypical pathogenicity may emerge exhibiting an epidemic potential. Recently, outbreaks of enterovirus infection with an increased rate of neurological manifestations, a significant percentage of severe cases and lethal outcomes have been observed worldwide, which were associated with enteroviruses EV-A71, EV-D68 etc. The World Health Organization has included EV-A71 and EV-D68 enterovirus infection together with some other dangerous viral diseases considered for inclusion in the List of Blueprint Priority Diseases. In connection with this, global enterovirus surveillance is important for controlling emergence and spread of epidemic enterovirus variants, prediction of establishing epidemic situation, timely conduction of preventive measures and vaccine development. A growing multi-field cooperation between Russia and Vietnam leads to increased two-way population migration, which actualizes scientific and practical collaboration in surveillance and control of infectious disease spread, including enterovirus infection. Currently, epidemiological surveillance of enterovirus infection in Vietnam is based on monitoring hand, foot and mouth disease (HFMD) rate, laboratory diagnostics of enterovirus infection and identification of enterovirus strains, mainly detected in severe patients. In 2001–2016, 34 non-polio virus types were identified in patients with enterovirus infection, largely represented by viruses EV-A71, CVA6, CVA10, and CVA16. Moreover, the peak incidence of enterovirus infection and related mortality rate were associated with the increased activity of EV-A71 virus. In Vietnam, EVA71 enterovirus of genotypes C1, C4, C5 and B5 circulated at different times. Over the last years, a new pandemic genotype virus CVA6 has been dominating as a causative agent of enterovirus infection in Vietnam as well as the majority of other countries. The data on phylogenetic relation between Vietnamese epidemic EV-A71 and CVA6 strains allowed to find that they underwent multiple betweencountry spreads, whereas their subsequent in-country dissemination resulted in 2011–2012 enterovirus outbreak and sustained high-level HFMD morbidity.

Abstract:
Aim: To study the hepatitis A (HAV) and hepatitis Е (HEV) prevalence in the Southern region of Vietnam based on the frequency analysis of the antibodies to hepatitis A and E viruses detection in the local population and groups at increased risk of infection.Materials and methods. Serological markers of enteral viral hepatitis were determined in blood serum samples from adults aged 18 to 65 years of three groups: conditionally healthy individuals (n = 397), HIV-infected (n = 316), and patients with chronic viral hepatitis (n = 268). The ELISA method was used for the qualitative detection of anti-HAV IgG, anti-HAV IgM, anti-HEV IgG, anti-HEV IgM.Results. When analyzing the prevalence of anti-HAV IgG in samples obtained from conditionally healthy, HIV-infected, and patients with chronic viral hepatitis, no differences were found between the groups. The incidence of anti-HAV IgG in the general group (n = 981) was 80.1%, in the absence of anti-HAV IgM. There were no gender-age differences in the frequency of anti-HAV IgG in the examined groups. Antibodies anti-HEV IgG in the groups of conditionally healthy, patients with chronic viral hepatitis, and HIV-infected were present in the samples in 36,2%, 33,2%, and 39,8% of cases, respectively. The prevalence of anti-HEV IgM in these groups was 3,27%, 4,1%, and 3,79%, respectively. In the general group (n = 981), anti-HEV IgG was detected in 36,6% of cases, anti-HEV IgM in 3,66%, which corresponds to the prevalence of antibodies to HEV in endemic regions.Conclusion. A high incidence of enteral viral hepatitis markers was shown in residents of South Vietnam, including the groups of conditionally healthy, patients with chronic viral hepatitis, and HIV-infected. There is an obvious need for further studies of the spread extent of hepatitis A and hepatitis E in the Socialist Republic of Vietnam using currently available highly sensitive diagnostic methods, including sequencing of the virus›s nucleotide sequences.

The article is devoted to the changes in the Law on the execution of criminal penalties of the Socialist Republic of Vietnam and the Criminal Code of the Socialist Republic of Vietnam in 2019. The main focus is on the regulation of criminal liability and the procedure for punishments execution in respect of commercial legal entities. The following issues are also analyzed: the right of a seriously ill convict to request a medical examination; additions to the category of separately held convicts at the expense of homosexuals, transsexuals and persons with uncertain gender; specification of the legal status of those sentenced to imprisonment (ensuring their safety, realization of their right to freedom of conscience and religion, to get a job in a penitentiary institution, apply for early release from serving a sentence, etc.). It is concluded that the changes in the Criminal and Penal legislation of the Socialist Republic of Vietnam in 2019 increase the effectiveness of criminal penalties execution.

Abstract:
Since the introduction in 1986 of Doi Moi program, a Vietnamese form of Perestroika, which was designed partly to reduce the role of state bureaucracy in the system, major economic reforms have been carried out in the Socialist Republic of Vietnam (SRV). However, while Vietnam's economic reforms have generated considerable interest, its limited political reforms, especially in the area of public administration, have not been a central concern among political scientists, historians and researchers. In their efforts to revitalise the state bureaucracy, reformers in Vietnam now recognise the importance of well qualified bureaucrats, and they inevitably have to face the old issue of how best to attract, motivate, train and retain public servants for a better government. This paper, based on the search through the maze of official documents in Vietnamese language, describes the SRV's political institutions, provides an overview of Vietnam's administrative system against the backdrop of the country's economic and political reforms, highlighting institutional interactions induced by reform imperatives, discusses recent administrative reforms emanating from the amended 1992 Constitution, and evaluates the effectiveness of current administrative reform strategies. Comments will also be made on . The roles and functions of central agencies in Vietnam . Policy making processes and paradigms . The 'emerging' dichotomy between policy and administration . The 'ministerial department' a la Vietnamienne . Machinery of government changes . Human resource management initiatives . The 'career service' nature of the Vietnamese public service, and, . Central versus provincial governments. Vietnamese Public Service is an important question and worthy of investigation because of the increasingly close bilateral relationship between Australia and Vietnam. Many Australian investors who have often been annoyed by unnecessary delays caused by bureaucratic red tape and corruption, are now keen to learn more about the policy making style of Vietnamese bureaucrats. Vietnam still displays many deliberate trappings of a country run in a highly centralist fashion. Its reorganisation strategy of the state's administrative system will continue to bear the socialist imprints. Dr David Marr of the Australian National University contends that layer upon layer of bureaucratic influence, from Chinese Neo-Confucian to French Third Republic to Soviet Stalinist, can be seen in Vietnam today. This paper argues that Vietnam's political and cultural legacies will continue to exercise significant influence, as they have in the past, on its public service's structures, strategies and ethics.

The South China Sea is one of the maritime hot spots in the world and perhaps accounts for more clashes than other disputed waters, due to the abundancy of the natural resources that can fulfill the region’s rising demand of energy and food. Six countries currently claim some or the whole part of the South China Sea: Brunei, China, Malaysia, the Philippines, Taiwan, and Vietnam, all with overlapping claims. Although the South China Sea claimant countries have clashes with each other, the close proximity of the Philippines and Vietnam to China has contributed the greatest number of clashes. The modernization of naval forces in the region, combined with the increasing frequency and seriousness of these clashes, suggests that they may escalate to the level of military conflict. However, in almost every case, the vessels involved are civilian, not military. Without coordination and control between those agencies and naval forces from each country, there is a risk that those incidents could still escalate into military conflict. This condition highlights the importance of Civil-Military Relations; in particular, effective coordination between civil and military agencies within each country, and between the civilian and military agencies of each party in the dispute.

This thesis considers the social, economic and ideological climate in the German Democratic Republic in the last decade of its existence (the 1980s) when excessive labor demands lead the country to import tens of thousands of “contract workers” from the Socialist Republic of Vietnam. Focusing primarily on theoretical contradictions in GDR socialism, and their impact on the day to day lives Vietnamese workers, I will argue that ideologically freighted pronouncements of “socialist fraternity” with Vietnam functioned to obscure the true, economic reasons for labor importation.

Abstract:
In 1989, the Czech Republic rejected the totalitarian system and embarked on a long journey of rebuilding society. This complex process of transition is mainly marked with profound reshaping of the political and economic system. The main aim of this thesis is to explore the attitudes to work in the Czech Republic during the post-socialist transition, and to establish the main determinants of these attitudes. Moreover, it is the purpose of this study to assess the possible legacy of the socialist system in the area of work and employment. This research employs a mixed method approach which is a combination of broader quantitative analysis, setting out the patterns of the change, followed by an in-depth qualitative investigation into how people understand and perceive the change in their everyday lives. By means of combining these different methods, this research is set to reflect on the levels of complexity of the transition process. The most significant finding to emerge from the study, is the central role of the market and its forces as the main driving force of the transition, both in the area of work and in other spheres of life. While the effects of marketization in the Czech society are profound, my investigation shows that the consequences of market forces, including work and life insecurities, are not equally distributed across the population, but vary along the dimensions of age, gender, geographical location and the level of education and qualification. This reinstates social inequality and stratification in the society. The legacies of socialism were found to have an attenuating effect in the transition defined primarily in terms of social and cultural forces. Broader implications arising from these results are in the area of social solidarity in respect to the functioning of the capitalist organizations, as well as in the sphere of people’s relationships in general.

Abstract:
This thesis explores the tensions present in left-wing projects of renewal in the 1970s and 1980s by examining the activism of one city; Sheffield. It finds that behind the 'Socialist Republic of South Yorkshire' lay a more complex set of relationships between activists from different movements, strands of activism, and local government. It sets out Sheffield City Council's attempt at a new left-wing politics, its form of 'local socialism,' and explores how the city's wider activism of trade unionism, women's groups, peace, environmentalism, anti-apartheid, anti-racism, and lesbian and gay politics was embraced, supported, restricted or ignored by the local authority. Despite deindustrialisation and contemporary discussions of the decline of class politics, there was a persistence of class and a dominance of the labour movement in Sheffield. Unsurprisingly archival evidence, oral histories, and photographs point to tensions between class and identity politics. Yet, the focus of this thesis on how a number of new social movements and identity-based groups operated in one place, and its detailed analysis of the sites, methods, and relationships of activism has revealed the extent to which tensions existed, not only between class and identity, but between the different subjectivities represented in new social movements and identity politics. In this way, Sheffield's activism sheds light on the wider British left, showing the resilience of class-based politics and how popular notions of renewal were limited by conventions of solidarity.

Abstract:
The issue of the legal regulation of criminal offenses against the republic is interesting and concise, as it points to the importance of protection and security of the societal interests of the Slovak Republic. Defining the individual facts of crimes against the republic ensures protection against crimes that may threaten the very democratic establishment of the republic, its sovereignty, security, defense, as well as its territorial integrity. In the Slovak Republic, the area of crimes against the republic has undergone several changes, in particular the recodification of criminal law. The main crimes related to the ideology and organization of the socialist state were changed after 1989. The basis of the recodification changed the system of the Criminal Code, which expressed a change in the priority of protection of basic human rights and freedoms of individuals over the interests of the state. This change points out the position of the values of the citizens of the Slovak Republic in today’s modern state and at the same time regulates the obligations that the citizen of the whole society has.

The article presents the biography of the folklorist Pavel Chior, the chief architect of the new Soviet Moldovan culture in the interwar years. He was one of the party and state leaders in of the Moldovan Autonomous Soviet Socialist Republic: secretary of the Komsomol of the Autonomous Republic, editor of the republican newspaper “Plugarul Rosu” (“The red ploughman”), People’s Commissar of Education of the MASSR, head of the Moldovan Scientific Committee, precursor of the Moldovan Academy of Sciences, one of the founders of the Writers’ Union of the Moldovan ASSR. Pavel Chior devoted great attention to folk art. He published a number of scientific works that have maintained their significance to this day: Zicători moldoveneşti, (Moldovan proverbs), Cîntece moldoveneşti norodnice (Moldovan folk songs), etc. This article is written on the basis of previously published scientific papers. New archival materials are also used.

Aim/Purpose: The aim of this paper is analysis of applicants for study at the University of Economics, Prague (UEP) that are coming from foreign countries. The second aim is to learn the graduation rate of foreign students. Background: Knowledge about applicants results are important for changing entrance exams according to the changing situation in high school education systems and according to the changing requirements coming from teachers at UEP. The background question is, if the both components of entrance exams should have the same significance. Methodology: Entrance exams results were analysed for 2009-2016 period. We used standard statistics methods supported by the IBM SPSS tool and Microsoft Excel. All data were processed by way of Microsoft SQL Server. We analyzed the faculties that require Mathematics and English entrance exams. We are comparing mainly results of applicants from Russia and Vietnam. For graduation rate estimations the logit model approach has been applied. The data for our analysis came from UEP information systems and hard-copy applications and were then set anonymous. Contribution: Detailed analysis of situation at the UEP and guideline on how to process similar research at another universities. Paper offers comparison of Russian education system results in Mathematics and English with the education system of Vietnam. Further contribution is for Vietnamese potential applicants for study in the Czech Republic. Findings: Based on our analysis, we concluded that total number of applicants for studies was 109,996 students at the UEP during the analyzed period and applicants from Vietnam 1,686 and from Russia 7,227. For studies were accepted 717 applicants from Vietnam (42.5%) and 1,986 applicants from Russia (27.5%). We were also able to prove a slightly positive correlation between the number of points obtained for the English entrance exam and the mathematics entrance exam. However, this correlation goes slightly downhill over time. Further findings are from logit model of correlation between number of obtained points and successfully studies completion. The border for effective acceptance of students from this data set is approximately 170 obtained points in entrance exam. Recommendations for Practitioners : This analysis offers results of entrance exams on UEP from English and Mathematics. Recommendation could be held in comparison of education systems efficiency in Russia and Vietnam in these two areas with reflection requirements on students of economy at University of Economics, Prague. Recommendation for Researchers: The way of analysis, number of analyzed sample, final data and conclusions from this research. Using logit model for study success rate modeling. Offer for cooperation in analysis of entrance exams data queues. Impact on Society: Comparison of entrance exams results on University of Economics, Prague between Russian and Vietnamese applicants for study in the area of economics. Comparison of education systems effectiveness in Vietnam and in Russia in relation to economics studies in EU country. Future Research: Process this analysis in longer period and extend for another countries and nationalities. Next step planned for this is year is analysis of relation among results of Mock Entrance Exams – Entrance Exams – Study Results. This is long-term plan. In next 5 years, we should be able to answer question if there is some probability, that students failed during standard entrance exams when these students pass mock exams for example because he was in stress?

The notable separation of the countries of economic vanguard from other countries (group of the high-growth countries, the socialist countries, the countries) happened to a transitional economy on the basis of multinational corporation development. The economic aspect of this influence is accurately traced in effective instruments of industrial, scientific and technical, social and economic development. Evolutionary changes of the relations of property, the competition, strengthening of regularity of national economies in capitalist economic system are inseparably linked now with multinational corporation. Even in stronger, in the economic plan, the countries consider multinational corporation not only through a prism of economic influence, but also political domination. This moment is telling argument of finding of multinational corporation in the center of serious discussions concerning their role, positive or negative, in the international division of labor, in processes of movement of the capitals and globalization of world economy. It follows from this that the state economic policy in the Kyrgyz Republic which basis are processes of formation and development of the market relations, has to provide active use of the developed economic forms (in this case multinational corporation) more progressive system of the economic relations, i.e. modern capitalism. In this research attempt of theoretical justification of mutually beneficial cooperation of the Kyrgyz Republic with multinational corporation which will act as an interaction basis with multinational corporations present at the Kyrgyz Republic ("Kumtor Opereyting Company", Gazprom, Reemstma, Coca-Cola, etc.) is carried out.
