AbstractMany areas of the law with which social workers are required to deal are particularly dynamic and, in order to meet the challenges they present, it is necessary to look ahead. Developments in the United States often provide a useful means of predicting developments in Australia. The paper examines three areas, proceedings, social security law, and mental health – where change is becoming, or likely to become, apparent, in the first topic, there has been a marked change in both the issues with which the courts have had to deal and the methodology which they have adopted to attempt to resolve them. In social security law, decisions of the Administrative Tribunal have illustrated anomalies and deficiencies in the legislation, and social workers in their daily practice may notice others. All of that might well lead to a necessary review of the legislation. In the area of mental health legislation, a draft bill in Victoria contains a number of disquieting features which should cause social workers, as well as lawyers, concern. The paper concludes by noting that the legal relationship between social workers and the law has never been more subject to scrutiny in a wide variety of situations, and mutual respect between the two disciplines must continue to increase.

The social organisation of Halictus ligatus was studied at Victoria, southern Ontario. At this locality, the one worker brood has a protracted period of emergence; this results in small colony populations throughout the summer activity phase. Workers average 12.7% smaller than their queens, 60% of them have some ovarian development, and 42% of them mate. More males are produced towards the very end of the first brood than earlier in the spring provisioning phase. These late first brood males probably survive to mate with reproductive brood females. In orphaned nests, one worker dominates the others to become a replacement queen. Most replacement queens are mated and orphaned colonies produce reproductives of both sexes. Data from this population are compared with those of other studies of this, and other, halictine species.

Relatively little work on adoption focuses on the role of social workers. This article gives an account of the conflict between social workers and prospective adoptive parents which developed in Australia in the 1970s, taking as a case study the conflicting roles of adoptive parent advocates and professional social workers within the Standing Committee on Adoption in the Australian state of Victoria. Its overarching concern lies with the historical attitudes of the social work profession towards adoption, both domestic and intercountry, as these have changed from an embrace of both adoption and adoptive parents to mutual alienation. It concludes that the inclusive practice of radical social work could only briefly contain contesting client groups.

We studied a nesting aggregation of the primitively eusocial sweat bee Halictus ligatus near Victoria in southern Ontario during the summers of 1984, 1990, and 1991. Differences in local weather patterns from year to year had marked effects on bee demography and behaviour, belying previous conclusions about "typical" social organization in this aggregation. In 1990, comparatively cool, rainy weather resulted in high nest-failure and low brood-survival rates, while in 1984 and 1991, relatively dry, warm weather had the opposite effect. In 1984 and 1990, spring nest initiation was synchronous and the emergence periods of the first (worker) and second (reproductive) broods were temporally distinct. In 1991, exceedingly warm spring weather caused asynchrony in the timing of nest initiation, accelerated brood and colony development, and continuous brood production. In 1984 and 1990, a few males were produced in the first brood but most were produced in the second brood several weeks later. In 1991, continuous brood production meant that production of males represented the transition between production of workers and of gynes (second-brood females). Patterns of demographic and social variation exhibited by H. ligatus at Victoria parallel those observed on a continent-wide geographic scale. This suggests that primitively eusocial sweat bees maintain a variety of reproductive options, adjusting their social behaviour in response to local environmental conditions.

Recent monographs on Russian social development have raised a number of hypotheses regarding our general understanding of processes of political and social change. In his volume on the early history of Russian workers Reginald Zelnik, for instance, proposes that moderate labor unrest reinforced traditional repressive patterns, while extreme conflicts motivated innovative reform. In the work of Robert E. Johnson and of Victoria Bonnell we find the suggestion that workers in small-scale enterprises and artisan shops were often more radical and organized than those in larger industrial enterprises. The fragmented and antagonistic nature of Russian society, with multiple splits of both an intergroup and intragroup nature, has been noted in the work of both Roberta Manning and Allan Wildman. Diane Koenker, focusing her research on the period of the 1917 revolutions, has brought out the moderating and integrating effect of the urban setting on Russian workers. These are only a few of the many thought-provoking hypotheses that have been raised.

Purpose – The purpose of this paper is to explore the nature of information practices of welfare workers and how they fit into daily work of welfare work within a small community sector organisation in Victoria, Australia. Design/methodology/approach – The study was constructivist (interpretivist) in its underpinning philosophy, drawing on both personal constructivist and social constructionist theories. The research methods used, with a sample of 14 welfare workers and two clients, were organisational ethnography and grounded theory. Data collection techniques were interview and participant observation, along with limited document analysis. Data analytic techniques, drawn from grounded theory method, provided a thorough way of coding and analysing data, and also allowed for the development of theory. Findings – Key findings centre on the role of information in welfare work. Welfare workers mostly used resources to hand, “making do” with resources they already had rather than seeking new ones. They also recombined or re-purposed existing resources to make new resources or to suit new circumstances. Their information practices were found to be fluid, consultative and collaborative. The findings of the research have led to a deep exploration of bricolage as a way to describe both the use of resources and the processes inherent in welfare worker information practices. Originality/value – The fact that there is a paucity of research focused on information practices of welfare workers in Australia makes the research significant. The bricolage theoretical framework is an original contribution which has implications for exploring other groups of workers and for the design of information systems and technology.

Purpose – Art-based research is about so much more than producing interesting, confronting, or pretty visuals: it is about the stories beneath, attached to, and elicited through the image. It is also about the experience of thinking about, capturing, and producing that visual. The purpose of this paper is to examine the use of participant-driven photo-elicitation interviews with six women working in sex work in Victoria, Australia. Design/methodology/approach – The author does this both through the women’s narratives and through a researcher autoethnography. From her current position, the author (re)writes her experiences of undertaking this research in 2009, in order to highlight the uncertainty and confusion that can accompany visual research methods. Findings – The multiple places that photos can take participants, researchers, and readers is explored including empathy and understandings of how a single phenomenon (such as sex work) intersects with all other aspects of people’s lives and cannot be explained through theory that does not take account of intersectionality. Originality/value – This paper is a unique exploration of two methods, one layered over the other. It contributes to learnings obtained through participant-driven photo-elicitation while also treating the researcher’s experience of using this interview technique as data as well.

Healthcare workers’ COVID-19 vaccination coverage is important for staff and patient safety, workforce capacity and patient uptake. We aimed to identify COVID-19 vaccine intentions, factors associated with uptake and information needs for healthcare workers in Victoria, Australia. We administered a cross-sectional online survey to healthcare workers in hospitals, primary care and aged or disability care settings (12 February–26 March 2021). The World Health Organization Behavioural and Social Drivers of COVID-19 vaccination framework informed survey design and framing of results. Binary regression results adjusted for demographics provide risk differences between those intending and not intending to accept a COVID-19 vaccine. In total, 3074 healthcare workers completed the survey. Primary care healthcare workers reported the highest intention to accept a COVID-19 vaccine (84%, 755/898), followed by hospital-based (77%, 1396/1811) and aged care workers (67%, 243/365). A higher proportion of aged care workers were concerned about passing COVID-19 to their patients compared to those working in primary care or hospitals. Only 25% felt they had sufficient information across five vaccine topics, but those with sufficient information had higher vaccine intentions. Approximately half thought vaccines should be mandated. Despite current high vaccine rates, our results remain relevant for booster programs and future vaccination rollouts.

AbstractThis study investigates child factory labour in Victoria, the most populous and industrialized colony in Australia in the second half of the nineteenth century. Three sources of primary data are analysed: Royal Commission reports, texts of bills and statutes, and parliamentary and public debates. The findings inform current academic debates by enhancing understanding of the role played by child workers during industrialization. They show that children were low-cost substitutes for adult males and that child labour was central to ongoing industrialization. A wide range of industries and jobs is identified in which children were employed in harsh conditions, in some instances in greater proportions than adults. Following the reports of the Royal Commission, the parliament of Victoria recognized a child labour problem serious enough to warrant regulation. While noting that circumstances were not as severe as in Britain, it passed legislation in 1885 with provisions that offered more protection to children than those in the British factory act of 1878. The legislation also offered more protection than factory laws in other industrializing colonies and countries. The findings throw light on the character of colonial liberal reformers in a wealthy colony who sought to create a better life for white settlers by adopting policies of state intervention.

This article is written by a non indigenous person who has spent a number of years working with Torres Strait Islanders and is currently working in Victoria on a project that has its origins in Maori child care practice. The author has found that his work as a white social worker has been markedly influenced by contact with both Torres Strait Islander and Maori culture, and considers that this effect has been both positive and beneficial. White social workers for a number of years have been guilty of implementing an assimilationist policy where Governments treat indigenous people as though they are the same as white Australians. While this can be considered an equal treatment model, this policy and practice has been detrimental to the unique contribution indigenous people can provide to social work knowledge and understanding of child care practices. This article intends to share some insight into both these cultures and to hopefully influence readers to be more open when considering their dealings with indigenous people. Particular attention will be given to Torres Strait Islanders as they are indigenous Australians, with additional reference made to the influence of the Maoris in New Zealand.

I was recently challenged by a colleague to think about the sticky question of what social work, as a discipline, has achieved over the last 40–50 years. Being challenged about the efficacy of social work and the discipline's capacity for lasting impacts is hardly a new experience. Many social workers will have confronted the opinions of clients, managers, family members and the public about the contributions or otherwise that they perceive social workers to offer. I have had these experiences too, but there are particular times when such comments remain in one's memories. After the elapse of many years I do not claim to have total accuracy of recall, but perhaps the first time I was shaken by a challenge to my noble presumptions was when Dr John Paterson, Secretary of the Department of Health and Community Services, Victoria, spoke at a meeting of child protection workers around 1989–90. He declared that he thought a mature accountant could do as well in the role. As others have recalled, Dr Paterson ‘did not blush to ignore traditional codes on the role of public servants in the policy process and overtly sought to participate in normative statements about policy’ (Barraclough & Smith, 1994, p. 16). He was known for making offensive remarks. He described disability advocacy bodies as ‘piss and wind’ groups, denigrating them as people more interested in talk than getting their hands dirty delivering services (Milburn, 1993, p. 1). He precipitated great angst amongst public servants.

In response to concerns within the Children’s Welfare Association of Victoria (CWAV) about the difficulty of recruiting foster parents, a study of the recruitment process experienced by Victorian inquirers was conducted. The literature consistently reports a low rate of conversion of inquirers into foster carers. This study was concerned with finding out the cause of this low rate, what happens to the inquirers after making a call and why they decide to continue or not continue with foster care?Telephone interviews were conducted with 91 inquirers about their experience of the recruitment process. Only 4 per cent of these inquirers had become carers. The rest were split evenly between those who decided not to continue because of personal circumstances, and those who were discouraged in some way by the response to their contact received from the allocated agency. This result was surprising and disappointing, and we suggest that these callers may be a more valuable resource than agencies suspect. Ways of giving these callers more effective follow up, while recognising constraints on time and resources experienced by workers in this field, are needed to take full advantage of the opportunity to recruit the potential carers among them.

This research investigated the views of older culturally and linguistically diverse (CALD) people, their families and paid workers about experiences of giving and receiving care services in the Barwon region of Victoria, Australia. The project was conducted in collaboration with Diversitat, Geelong. While the research process incorporated a range of qualitative techniques this article is confined to reporting selected findings from the individual interviews and a focus group discussion. These findings demonstrated that particular caregiver personal attributes strengthened the relationship between older people and caregivers; differing interpretations were offered up about the use of time; multiple barriers for older CALD people using health and social services were identified; and that experiences of ageism within the health services were reported along with infrequent use of interpreter services. The article concludes with a discussion about the implications for social work practice and education with older CALD people.

This paper reports on a project undertaken in Victoria, Australia to explore the needs of older people from 14 recently arrived refugee communities, and the barriers to their receiving health and aged care. Findings from consultations with community workers and service providers highlight the key issues of isolation, family conflict and mental illness affecting older refugees, and point to ways in which policy‐makers and service providers can better respond to these small but deserving communities.

AbstractAs a way of restricting the spread of COVID-19, methods of social distancing were instituted in most places that people gather, including workplaces. As such, human service agencies have implemented novel ways of delivering services to clients, with a common method being telehealth. For some practitioners this was unchartered waters and required rapid adaption to their everyday practice. I was interested to hear about their experiences and what useful learning came from it. I spoke, informally, with 13 people across four settings in a regional city in Victoria, asking them about the problems, positive changes and innovations that emerged. There were reports of challenges to overcome as well as benefits that may well become long-lasting. Practitioners adapted quickly and successfully to telehealth, with only minor problems that they managed to iron out quite quickly. They were mindful of people’s differing levels of capacity and access to technology and learned to be gentle and kind to themselves and others as they adapted. Some people came to realise that they like to work from home because it improves their work-life balance. Others, however, are keen to return to the workplace; highlighting the importance for flexibility based on individual circumstances. There was a strong sense of improved communication between agencies as they were better able to connect via telehealth compared with former in-person practices.

INTRODUCTION: Empathy is associated with engagement, compassion, social support and emotional sensitivity, and it is a hallmark of good social work practice. Empathy rightfully receives much attention in social work practice, however, interspecies empathy has yet to be included. This article has been written to address this gap.METHODS: Two main research questions guide our conceptual discussion of young people, interspecies empathy and social work: (1) Why is empathy important to social work with young people? (2) What can an Australian RSPCA Humane Education Programme (HEP) teach social workers about the benefits of interspecies empathy for young people? After our literature review, we examine our illustrative example, which is an HEP offered mostly to newly arrived refugee and migrant young people living in the outer suburbs of Melbourne, whose prior experiences of and/or attitudes towards animals may not have been positive. FINDINGS: Social workers are wise to prioritise empathy because extensive research has shown that, across a diverse range of fields, modes of practice in and beyond social work, empathic practitioners are more effective, achieving better outcomes with their clients. From the letters the young people sent to the RSPCA Victoria after completing an HEP, we note their self-reported increases in empathy for animals, including those they had previously feared or shunned.CONCLUSION: There are many potential benefits of recognising, fostering and valuing interspecies empathy through humane education programmes. However, for these to be ethical, care and empathy must be shown towards the wellbeing of the animals involved, not just the human participants.

The pre-conditions, processes, and outcomes associated with best practice in women's health at the primary health care level are discussed. The paper draws on a study which identified projects that exemplified best practice in relation to: collaboration with consumers and communities; the adoption of a social model of health; the collaboration between providers at different levels of the health system and government; and addressing immediate health needs in a way which recognises the underlying conditions which cause ill health. The methodology involved identifying 187 recently published and documented episodes of primary health care practice. Using ratings and reports from 90 experienced referees from around Australia, the 187 case studies were reduced to 25 which the referees agreed represented 'best practice'. A more detailed investigation of these 25 studies was undertaken to determine what structures contributed to the good processes and outcomes. Of these, eight were women's health projects, with six undertaken by women's health services in Victoria. The paper outlines the kinds of outcomes, processes and pre-conditions which are associated with best practice as illustrated by one of the Victorian women's health projects. The findings from this research project provided practical, informative and useful models of best practice which can be of assistance to women, health workers, policy makers and government.

Existing research findings indicate that young people from state care backgrounds experience higher rates of substance use and misuse than the general population. This study explored the nature of this relationship via semi-structured, qualitative interviews with four young people who had recently transitioned from state care and three workers in the out-of-home care field, plus a focus group with seven out-of-home care and leaving care workers. The findings suggest that a range of individual, interpersonal and systematic factors contribute to problematic substance use. They include the use of self-medication to address past and present trauma, a lack of meaningful and stable relationships, and state care policies and practices that lead to young people experiencing premature and unplanned exits from state care. Some significant implications for policy and practice are identified.

The records of children and young people growing up in care have multiple purposes and audiences. Cathy Humphreys and Margaret Kertesz discuss the ways in which the characteristics of the documentation determine the record's usefulness to care leavers as a resource for identity at some point in later life. The Who Am I? action research project, based in Victoria, Australia, explores the extent to which records and current record-keeping practices facilitate this. Two approaches were found to be especially useful: the Knowledge Diamond framework, which harnesses the different knowledge brought by diverse groups to the task of developing principles for record-keeping; and the records continuum (constructing, storing and accessing the record), which provided a concept through which to understand the significance of the archive as a dimension of good practice. It was found that workers' accountability to the children now and in the future risks being overshadowed by the requirements of other stakeholders unless the principles that underpin effective record-keeping are articulated and implemented.

This has come about due to new funding arrangement with the Jamaican Ministry of National Security, which won a large grant from the Inter-American Development Bank to establish the Citizen Security and Justice Programme (CSJP). The CSJP has a community outreach component in which Sistren has been employed to run socio-drama workshops and provide counselling to residents in Kingston's ‘garrison’ communities. In this article Karina Smith compares Sistren's theatre and outreach work under the CSJP programme with the group's previous theatre productions and workshops, devised when it was the leading women's popular theatre company and Women in Development non-government organization in the Caribbean region. Karina Smith is a Senior Lecturer in Literary and Gender Studies in the College of the Arts at Victoria University, Melbourne, Australia. She has published on Sistren Theatre Collective's work in Modern Drama, Theatre Research International, and in Suzanne Diamond's Compelling Confessions: the Politics of Personal Disclosure (2011). Her monograph on the Caribbean community's oral histories of migration to Victoria is forthcoming from Breakdown Press.

Young people placed in out-of-home care (OHC) through Child Protection in Victoria are formally discharged by the expiration of their care order at the age of 18 years or younger. In contrast, young people in Australia generally live in their family home with parents or carers well into their twenties. Whilst there are a range of leaving care and post-care services funded for care leavers, these supports tend to be temporary and discretionary in contrast to the ongoing support young people receive whilst in care or, in some cases, from family and social networks post care. Numerous studies have documented the developmental challenges experienced by young people leaving state care, and the often poor outcomes faced by this group. The Stand By Me (SBM) programme was developed in Victoria to replicate the ongoing support provided in the UK to care leavers by Personal Advisers who remain available to assist young people until 21 years of age. Evaluation of the SBM programme has shown that ongoing, holistic support, including housing support, has assisted 12 young people through the SBM pilot to access stable housing, address multiple and complex issues, and form trusting relationships with SBM workers that contribute to positive outcomes.

PurposeWorkers’ compensation claims for older workers and workers who have suffered psychological injury are increasing as a proportion of total claims in many jurisdictions. In the Australian state of Victoria, claims from both these groups are associated with higher than average wage replacement and healthcare expenditures. This cohort profile describes a longitudinal study which aims to investigate differences in the return to work (RTW) process for older workers compared with younger workers and claimants with musculoskeletal injuries compared with those with psychological injuries.ParticipantsThis prospective cohort study involved interviewing workers’ compensation claimants at three time points. The cohort was restricted to psychological and musculoskeletal claims. Only claimants aged 18 and over were recruited, with no upper age limit. A total of 869 claimants completed the baseline interview, representing 36% of the eligible claimant population. Ninety-one per cent of participants agreed at baseline to have their survey responses linked to administrative workers’ compensation data. Of the 869 claimants who participated at baseline, 632 (73%) took part in the 6-month follow-up interview, and 572 (66%) participated in the 12-month follow-up interview.Findings to dateInformation on different aspects of the RTW process and important factors that may impact the RTW process was collected at the three survey periods. At baseline, participants and non-participants did not differ by injury type or age group, but were more likely to be female and from the healthcare and social assistance industry. The probability of non-participation at follow-up interviews showed younger age was a statistically significant predictor of non-participation.Future plansAnalysis of the longitudinal cohort will identify important factors in the RTW process and explore differences across age and injury type groups. Ongoing linkage to administrative workers’ compensation data will provide information on wage replacement and healthcare service use into the future.

AbstractIn March 1964 the entire African labour force at Wankie Colliery, “Wangi Kolia”, in Southern Rhodesia went on strike. Situated about eighty miles south-east of the Victoria Falls on the Zambezi River, central Africa’s only large coalmine played a pivotal role in the region’s political economy. Described byDrum, the famous South African magazine, as a “bitter underpaid place”, the colliery’s black labour force was largely drawn from outside colonial Zimbabwe. While some workers came from Angola, Tanganyika (Tanzania), and Nyasaland (Malawi), the great majority were from Northern Rhodesia (Zambia). Less than one-quarter came from Southern Rhodesia (Zimbabwe) itself. Although poor-quality food rations in lieu of wages played an important role in precipitating female-led industrial action, it also occurred against a backdrop of intense struggle against exploitation over an extended period of time. As significant was the fact that it happened within a context of regional instability and sweeping political changes, with the independence of Zambia already impending. This late colonial conjuncture sheds light on the region’s entangled dynamics of gender, race, and class.

Purpose – Many migrants coming to Australia end up in poor quality jobs that can lead to injury or illness. The purpose of this paper is to examine work-related resources available to migrants in Australia to determine whether these contain information on employment standards (ES), occupational health and safety (OHS) and workers’ compensation (WC). Design/methodology/approach – National and state-based websites of government, unions, WC boards and community organizations were searched for relevant materials. Resources were analysed and categorized according to location, content, resource type, audience and language. Findings – We found 175 work-related resources that targeted migrants, or those working with them. The greatest numbers of resources were found in New South Wales, Victoria, and at a national level. There was a lack of comprehensive resources, with most resources containing only general work-related information. Those that had information on ES, OHS and WC generally covered only one topic in depth. Few resources were directed at temporary foreign workers. Although there are many resources to help newcomers find employment, these often do not include comprehensive information about rights at work, injury prevention and WC. Practical implications – Improving the comprehensiveness and accessibility of work-related resources could assist migrant workers in understanding ES, OHS and WC in Australia. Originality/value – This study, a first of its kind in Australia, examines work-related resources aimed at recent immigrants and whether these contain information related to health and safety, employment rights and responsibilities or what to do in the event of an injury. The analysis suggests that there is a paucity of comprehensive resources that address these topics. This is significant because recent immigrants, compared to native-born workers are more likely to work in jobs that expose them to hazards and increase their risk of injury. Resources preparing newcomers for work in Australia should include work and health-related information.

The research is now halfway through its second three-year phase.This paper details the findings for ten birth parents, most of whom have been involved in the study for at least three years. The findings are presented through themes of loss, role, boundary, power and support. The research provides clues as to how professionals can offer support to these parents. What the parents want is little enough–for their stories to be heard without blame; to be consulted about their children’s future; and to be offered the possibility of meeting up with parents who have similar experiences.

Despite the recognition that elder<span class="s1">1 </span>abuse affects older adults across all racial, ethnic, and cultural groups, very little is known about the experiences of elder abuse among people from diverse ethno-cultural backgrounds in Canada. The primary objective of this study is to explore the nature of elder abuse within the two largest ethno-cultural minority groups in British Columbia (BC), the Chinese and South Asians (i.e., those who were either born in or can trace their ancestry to South Asia, which includes nations such as India, Pakistan, Sri Lanka, Bangladesh, and Nepal). Using a community-based participatory research approach,this study is a collaboration between three academics at the University of Victoria and four front-line workers from the Inter-Cultural Association of Greater Victoria (ICA), a not-for-profit, multicultural services organization for immigrants and refugees. The qualitative findings from this interview-based study reveal that cultural context, immigration status, and ethnicity are significant factors influencing experiences of elder abuse. Further, the findings provide insights into what resources — awareness and prevention — need to be developed in order to address the issue of elder abuse in these communities.</p>

Summary Consumer participation in decision making and evaluation of services has been a significant theme in social work and other caring professions for over 20 years. This article reflects on a qualitative research study that was conceptualised within participatory principles. It critically examines key features that emerged as challenges to the ideals of participatory research with parents and grandparents about their experiences with child protection services in Victoria, Australia. Findings The features examined are differentiated between the visible and familiar and the invisible, often emergent, aspects of social work research. We critically examine the ways in which the visible and invisible features as situated dimensions of social work research may shape how and whether the ideals of participatory research can be achieved. We discuss tensions in the process that have no clear ‘solutions’. Instead, we identify the importance of mindfulness and reflexive practice by researchers to find their way through these potential ethical and legal minefields. Applications We conclude that while social workers must continue to strive for participation by a range of service users in knowledge generation, we must also critically examine and theorise the meaning of participatory research and the idealised images of consumers and service users to improve such practice. An awareness of situated ethics as a location of the self in interaction with others is essential to promote ongoing reflexive practice throughout all stages of research.

Thirteen pleometrotic (multiple-foundress) nests of the primitively social sweat bee Halictus ligatus were excavated in the summer of 1984 at Victoria, near Toronto, southern Ontario. Subordinate foundresses were significantly smaller than both dominant females in pleometrotic nests and females that nested solitarily. Most subordinates were smaller than the workers that they helped to raise. These small females could have been surviving workers from the previous summer or the offspring of workers. It seems unlikely that they were malnourished reproductive brood individuals produced as a result of parental manipulation. In successful nests, the number of workers produced was positively correlated with the number of founding females such that productivity per foundress remained fairly constant. Pleometrotic nests also produced more reproductives than haplometrotic (single-foundress) ones. Subordinates may occasionally lay reproductive brood eggs. The increased productivity of multiple-foundress nests was not quite sufficient, by itself, to select for subordinate behaviour. The small subordinates had lower potential productivities in comparison to the larger females. This decreased reproductive potential, when combined with the increased productivity of pleometrotic nests, was sufficient to make subordinate behaviour selectively advantageous. When both factors are taken together, subordinate behaviour is selected for as long as the coefficient of relatedness between dominant and subordinate individuals is greater than 1/4. This indicates that high coefficients of relatedness are not necessary for pleometrosis to be selectively advantageous under the conditions found in this study. Dominant females may suffer increased reproductive competition from their numerous workers. This, plus the difficulty of ensuring association with siblings in spring, may be the reason why multiple-foundress associations were uncommon at this locality. The data presented here are compared with those from other studies of this species. The factors promoting pleometrosis in halictines are compared with those that result in multiple-foundress associations in temperate polistine wasps.

ObjectiveTo quantify the introduction of new, temporary telehealth Medicare Benefits Schedule (MBS) items delivered by allied mental health professionals (AMHPs) through the Better Access initiative during the COVID-19 pandemic in Australia. MethodsMBS-item service data for clinical psychologists, registered psychologists, social workers, and occupational therapists were extracted for existing face-to-face, remote videoconferencing and new, temporary telehealth items for the study period April–December 2020. The total number of services in Australia were compared with the baseline period of 2019. Given the second wave of increased COVID-19 infections and prolonged lockdowns in the state of Victoria, we compared the per capita rate of services for Victoria versus other states and territories. ResultsDuring the study period, there was an overall 11% increase in all allied mental health consultations. Telehealth use was substantial with 37% of all sessions conducted by videoconferencing or telephone consultations. The peak month was April 2020, during the first wave of increasing COVID-19 cases, when 53% of consultations were via telehealth. In terms of Victoria, there was an overall 15% increase in all consultations compared with the same period in 2019. ConclusionsAllied mental health services via MBS-subsidised telehealth items greatly increased during 2020. Telehealth is an effective, flexible option for receiving psychological care which should be made available beyond the pandemic. What is known about the topic?Little is known about the transition to and delivery of new, temporary Better Access telehealth services by AMHPs during the COVID-19 pandemic. What does this paper add?This paper provides valuable data on the rapid transition to telehealth by AMHPs to provide levels of psychological care commensurate to 2019. Data extends from April to December 2020 and includes the overall number of services provided for each profession, and the proportion of services delivered via face-to-face and telehealth. We highlight the impact of the new, additional items which temporarily raised the cap on sessions. We also illustrate the substantial use of the scheme by those living in Victoria who experienced greater COVID-19-related hardships. What are the implications for practitioners?The continuation of Better Access telehealth services by AMHPs has the potential to extend the reach of mental health care beyond the pandemic.

IntroductionThe COVID-19 pandemic is creating immense psychosocial disturbance. While global, broad-based research is being conducted, little is known about the effects of the COVID-19 pandemic on health and well-being or how protective and resilience factors influence the human response in Australian rural and regional communities. Rural and regional communities often have less resources to deal with such public health emergencies and face additional environmental adversity. Healthcare workers, including those in rural and regional areas, have felt the immediate impacts of COVID-19 in a multitude of ways and these impacts will continue for years to come. Therefore, this study aims to describe and understand the impacts of the COVID-19 pandemic on the rural and regional healthcare workforce within the Loddon Mallee region, Victoria, Australia.Methods and analysisThis prospective cohort of rural and regional healthcare workers will be recruited and followed over 3 years to examine the effects of the COVID-19 pandemic on their health and well-being. Self-administered online questionnaires will be administered every 6 months for a 36-month period. Multiple outcomes will be assessed; however, the primary outcomes are emotional health and well-being and psychological resilience. Emotional health and well-being will be measured using validated instruments that will assess multiple domains of the emotional health and well-being continuum.Linear and logistic regression and latent growth curve modelling will be used to examine the association between baseline and follow-up participant emotional health, well-being and resilience while adjusting for potentially time-varying confounding variables. Participant characteristics measured at baseline will also be tested for association with incident health, morbidity, mortality and health service utilisation outcomes at follow-up.Ethics and disseminationEthical approval has been obtained through the Bendigo Health Human Research Ethics Committee. The study findings will be disseminated through international conferences, international peer-reviewed journals and social media.Trial registration numberACTRN12620001269921.

This article examines the politics and ideology of Victorian child protection services during the Kennett years. The argument advanced is that the Kennett Liberal/National Party Coalition Government viewed child abuse in narrow, individualistic terms. In contrast to the previous Labor Government, which emphasized a philosophy of minimal intervention based on a partnership of family, community and the state, the Kennett philosophy was one of minimal support. The key emphasis was on the reporting of child abuse to statutory child protection authorities, and the treatment and punishment of individual offenders. Spending on broader structural prevention and support services which actually help the victims of abuse was not a priority.A number of examples of this neo-liberal agenda are given, including the poorly timed introduction of mandatory reporting and the associated diversion of resources from support services to investigation; the early cuts to accommodation and non-government support services; the inadequate response to demonstrated links between child abuse and poverty; the censorship of internal and external critics; and the appalling handling of the strike by child protection workers. Attention is focused primarily on the broader macro-political debates, rather than specific micro-service delivery issues.

IT graduates need a suite of technical competencies and soft skills married with an understanding of the social and business contexts of the systems that they build. To instill in students an awareness of current IT industry practice coupled with the broader impact of their discipline in society, academics from Victoria University and Federation University initiated an across-institutional collaboration. The initiative resulted in a common formative assessment task undertaken by teams of students enrolled in each institution’s professional development units. An initial survey of students was undertaken prior to the assessment task. The survey queried students’ perceptions of a broad range of professional attitudes and skill sets needed by IT professionals when compared to non-skilled workers. Upon the completion of the assessment task, students were surveyed again as to their perceptions of the importance of personal skills, technical competencies, professional and team working skills, workplace knowledge, and cultural awareness for their future professional lives. Comparisons of both surveys’ results revealed that the cohort had a greater appreciation of technical abilities and team-working skills post the assessment task.

The evidence base demonstrating the effectiveness of peer worker-based interventions is inconclusive and largely from outside England. An emerging qualitative literature points to a range of benefits, as well as challenges to introducing the peer worker role.AimsIn this study we aimed to test the international evidence base, and what is known generally about role adoption in public services, in a range of mental health services in England. We also aimed to develop organisational learning supporting the introduction of peer worker roles, identifying learning that was generic across mental health services and that which was specific to organisational contexts or service delivery settings.TeamThe research was undertaken by a team that comprised researchers from a range of academic and clinical disciplines, service user researchers, a peer worker, and managers and service providers in the NHS and voluntary sector. Service user researchers undertook the majority of the data collection and analysis. We adopted a coproduction approach to research, integrating the range of perspectives in the team to shape the research process and interpret our findings.Study designThe study employed a qualitative, comparative case study design. We developed a framework, based on existing evidence and the experiential insight of the team, which conceptualised the challenges and facilitators of introducing peer worker roles into mental health services. The framework was used to inform data collection and to enable comparisons between different organisational contexts, service delivery settings and the perspectives of different stakeholders.SettingsThe study took place in 10 contrasting cases comprising mental health NHS trusts, voluntary sector service providers and partnerships between the NHS and voluntary sector or social care providers. Peer workers were employed in a variety of roles, paid and unpaid, in psychiatric inpatient settings, community mental health services and black and minority ethnic (BME)-specific services.ParticipantsParticipants were 89 people involved in services employing peer workers, recruited purposively in approximately equal proportion from the following stakeholder groups: service users; peer workers; (non-peer) coworkers; line managers; strategic managers; and commissioners.Data collectionAll participants completed an interview that comprised structured and open-ended questions. Structured questions addressed a number of domains identified in the existing evidence as barriers to, or facilitators of, peer worker role adoption. Open-ended questions elicited detailed data about participants’ views and experiences of peer worker roles.Data analysisStructured data were analysed using basic statistics to explore patterns in implementation across cases. Detailed data were analysed using a framework approach to produce a set of analytical categories. Patterns emerging in the structured analysis informed an in-depth interrogation of the detailed data set, using NVivo 9 qualitative software (QSR International Pty Ltd, Victoria, Australia) to compare data between organisational contexts, service delivery settings and stakeholder groups. Preliminary findings were refined through discussion with a range of stakeholders at feedback workshops.FindingsMany of the facilitators of peer worker role adoption identified in the existing evidence base were also evident in mental health services in England, although there were issues around pay, leadership, shared understanding of the role, training and management where good practice was uneven. A number of examples of good practice were evident in the voluntary sector, where peer worker roles had been established for longer and organisations were more flexible. In the NHS there were a range of challenges around introducing peer worker roles into existing structures and cultures of practice. Peer workers were able to engage people with services by building relationships based on shared lived experience – the language they used was particularly important in BME-specific services – but barriers to engagement could be created where roles were overformalised.ConclusionsKey barriers to, and facilitators of, peer worker role adoption were identified, including valuing the differential knowledge and practice that peer workers brought to the role (especially around maintaining personally, rather than professionally defined boundaries); maintaining peer identity in a role of work; changing organisational structures to support peer workers to remain well in their work; and challenging organisational cultures to empower peer workers to use their lived experience. Recommendations for future research include developing a theoretical framework articulating the change mechanisms underpinning ‘what peer workers do’, piloting and formally evaluating the effectiveness and cost-effectiveness of peer worker interventions, and mixed-method research to better understand the impact of working as a peer worker.FundingThe National Institute for Health Research Health Services and Delivery Research programme.

Method: Within an objective qualitative analysis of focus group discussions the social ecological model is utilized to explore how integrative activities can be informed, planned and implemented across multiple elements and levels of a system. Seventy-one primary care workers, managers, policy-makers, consumers and carers from across the southern metropolitan and Gippsland regions of Victoria, Australia took part in seven focus groups. All groups responded to an identical set of focusing questions. Results: Participants produced an explanatory model describing the service system, as it relates to people with complex needs, across the levels of social ecological analysis. Qualitative themes analysis identified four priority areas to be addressed in order to improve the system's capacity for working with complexity. These included: (i) system fragmentation; (ii) integrative case management practices; (iii) community attitudes; and (iv) money and resources. Conclusions: The emergent themes provide clues as to how complexity is constructed and interpreted across the system of involved agencies and interest groups. The implications these findings have for the development and evaluation of this community capacity-building project were examined from the perspective of constructing interventions that address both top-down and bottom-up processes.

In 2008, as coordinator and lecturer of a postgraduate allied mental health programme, I asked clinical supervisors and their supervisees who were completing the programme what their ‘most difficult’ practice scenario taken to supervision had been as part of a research project approved for ethics by Victoria University. Secondly, I asked clinical supervisees and clinical supervisors about how they had re- solved or dealt with this practice issue. The aim of the research was to determine if the self reflective and reflexive process described by Napier and Fook (2001) and Gardner (2009) was experienced by the social workers and occupational therapists completing their post- graduate studies. The results indicate that for students, through discussing complex and difficult cases in clinical supervision, they came to view their practice both more positively and more self reflectively and reflexively through engagement in clinical supervision. For supervisors, the most difficult scenarios for those who were the students’ line managers involved navigating a mixed role that balanced providing performance feedback in addition to clinical supervision. The implications for clinical supervision as the method of learning in fieldwork education are discussed.

AbstractThis article provides a review of the development and clinical practice of the ABI Behaviour Consultancy (the ‘Consultancy’), a specialist clinical service that provides outreach behaviour management support across the state of Victoria, Australia, to people with acquired brain injury (ABI) and their social network (i.e., family members, friends, support workers, and therapists). The Consultancy is a small, unique service that has developed ways of providing behaviour management strategies in community settings, despite the difficulties presented by changing and uncontrolled environments. The aim of this article is to provide a detailed account of this service. Information from the first 7 years of full operation, 1998 to 2004, is presented, during which a small number of psychologists saw more than 800 clients. A detailed description is given of behaviours referred and associated risks, assessment procedures, intervention approaches, and research activity. A variety of key service aspects are detailed, including the qualifications required of specialised staff, the service funding levels, and funding and service issues. These detailed accounts of service delivery are placed in the context of several major themes: specialist versus generalist services, the deployment of targeted interventions throughout the lifespan of a brain-injured individual, the role of specialist behaviour management services in the continuum of brain-injury support services, and broader equity issues.

This paper examines the way the state welfare system deals with young women who are subject to statutory orders and their need for support as they move towards independence. Young women’s views of their needs are highlighted. Evidence is drawn from the author’s and other relevant Australian and overseas research. The issues are examined within the context of general community trends and policy and practice implications are studied using Community Services Victoria as a case example.A variety of social and economic factors are leading to young people in the general community living with their parents for longer periods of time. In contrast, young people subject to statutory orders, especially young women, are often being discharged from these orders - and thus isolated from adult guidance - shortly after they pass their mid-teens.Assumptions about these young women’s needs - that they no longer require nor wish for support and are ready for complete independence at this early age - are challenged. The legal, organisational and practice constraints which reinforce these assumptions are analysed. The apparent contradiction arising from young women refusing services which they also say they require, is also discussed.The author demonstrates that there is a need for a reconceptualisation of the issue. A new kind of partnership between workers and young women on statutory orders is needed and a policy and administrative framework which facilitates this. The implications of the findings for practice and policy - and especially the important contribution ttiat young women’s views can make to the development of social policy - are presented.

In relation to this identified need for health professional education and training in the care of people with intellectual disabilities, we would like to draw the attention of your readers to some work undertaken by the Centre for Developmental Disability Health Victoria (CDDHV) to address this issue. The CDDHV works to improve the health and health care of people with developmental disabilities through a range of educational, research and clinical activities. In recent years there has been an increasing awareness of the need for health professional education in this area. Moreover, as people with disabilities often have chronic and complex health and social issues, focusing on their health care provides a platform for interprofessional education and a springboard for understanding the essential importance and value of interprofessional practice. Recently, the CDDHV has taken a lead role in developing a teaching and learning resource that focuses both on the health care of people with disabilities and on the importance and value of interprofessional practice. This resource promotes and facilitates interprofessional learning, and develops understanding of the health and health care issues experienced by people with disabilities and those who support them. ?Health and disability: partnerships in action? is a new video-based teaching and learning package, produced through an interprofessional collaboration between health professionals from medicine, nursing, occupational therapy, physiotherapy, paramedic practice, health science, social work, speech pathology, dietetics and dentistry. Those living with a disability are the experts on their own experience and so their direct involvement in and contribution to the education of health care professionals is essential. The collaboration between those featured in the video stories and health professionals has led to the development of a powerful resource that facilitates students and practitioners developing insights into the health and health care issues encountered by people with developmental disabilities. Abstract Background and Objectives Without an effective screening tool, accompanied by clear guidelines of what to do when elder abuse is suspected, health workers may face challenges when asking questions about elder abuse. This study aimed to find the most effective and acceptable existing elder abuse screening tool and to create guidelines for using the tool. Research Design and Methods A rapid review of the literature identified existing validated elder abuse screening tools. Then, 5 tools (Vulnerability to Abuse Screening Scale [VASS], Elder Abuse Suspicion Index [EASI], Elder Assessment Instrument [EAI], Caregiver Abuse Screen [CASE], and Brief Abuse Screen for the Elderly [BASE]), selected based on their internal rigor, were presented to health professionals to assess the tools’ relevance to their practice. Three focus groups were held with 23 health professionals in Victoria, Australia, in 2017. Data were thematically analyzed. Results None of the tools were deemed suitable by participants for use in their practice. Criticisms of the tools included: using outdated terminology, asking binary questions, asking multiple questions at once, failure to consider the older person’s cognitive status, failure to consider how culture mediates elder abuse, and failure to outline a referral pathway to those administering the tool. Participants emphasized that the screening tool must promote trust and rapport between the assessor and the older person to solicit a story on this sensitive subject. Discussion and Implications A successful elder abuse screening tool must be concise, easy to use, account for the older person’s health and social vulnerabilities, and outline a referral pathway if elder abuse is suspected.

Subjects and Methods: Parents ofthe children, who were admitted in ENT ward B.V.H, Bahawalpur, were interviewed using a questionnaire proformafocusing especially about the knowledge of parents about coins as a possibility of F Body. Ethical requirements includingthe administration of written informed consent and provision of confidentiality were ensured. SPSS computer softwarewas used for data management. Results In our study 84 out of 100 patients were less then 7 years age. Sixty two weremale and 38 were female children. Seventy four of the children were from rural areas. Most of the parents were illiterateand of poor social class. Fifty nine had history less then 1 days and 28 had 1-3 days. Eighty eight patients wereoperated with one day. Most of the parents (54%) were anxious and worried Thirty five were ashamed while 11% werenot bothered. Most of parents pointed out risk factors as easy availability of coin (78%), easy access of coin for children(56%), bad habit of children to put every object in mouth (42%) and lack of knowledge of parents about the risk of coinas foreign body in esophagus (88%). Future commitments of the parents were noted as follows:-restriction of coin forchildren (60%) education of children (32%) and 8% of parents did not bother about care of children for this.Recommended Suggestion by parents were these Govt. Should ban (92%), role of press and newspaper (62%), roleof T.V and radio.(74%), role of health workers to educate people (88%). Conclusion: In our setup, most of the parentsare illiterate and unaware of the risk that the coin can become a foreign body in esophagus in children. They can beawarded and educated via media like press, television and radio and compaign by health workers. Incidence of theseemergency cases can be reduced by these measures to negligible level.

Women’s police stations are a distinctive innovation that emerged in postcolonial nations of the global south in the second half of the twentieth century to address violence against women. This article presents the results of a world-first study of the unique way that these stations, called Comisaría de la Mujer, prevent gender-based violence in the Province of Buenos Aires, Argentina. One in five police stations in this Province was established with a mandate of preventing gender violence. Little is currently known about how this distinctive multidisciplinary model of policing (which includes social workers, lawyers, psychologists and police) widens access to justice to prevent gender violence. This article compares the model’s virtues and limitations to traditional policing models. We conclude that specialised women’s police stations in the postcolonial societies of the global south increase access to justice, empower women to liberate themselves from the subjection of domestic violence and prevent gender violence by challenging patriarchal norms that sustain it. As a by-product, these women’s police stations also offer women in the global south a career in law enforcement—one that is based on a gender perspective. The study is framed by southern criminology, which reverses the notion that ideas, policies and theories can only travel from the anglophone world of the global north to the global south. Fruit and vegetables (F&V) are imperative for good health, yet less than one per cent of Australian children consume these food groups in sufficient quantities. As guided by Social Cognitive Theory (SCT), this paper aimed to: (i) understand key informant perspectives of the amount, types and quality of F&V consumed by rural and remote Western Australian (WA) children; and, (ii) determine strategies that could increase F&V consumption among rural and remote WA children. This qualitative study included 20 semi-structured interviews with health, school/youth and food supply workers, focusing on topics including: quantity and type of F&V consumed and strategies to increase children’s consumption. A thematic analysis was conducted using NVivo qualitative data analysis software (Version 10, 2014. QSR International Pty Ltd., Doncaster, Victoria, Australia). Key informants reported children consumed energy-dense nutrient-poor foods in place of F&V. Strategy themes included: using relevant motivators for children to increase their preference for F&V (i.e., gaming approach, SCT construct of ‘expectations’); empowering community-driven initiatives (i.e., kitchen gardens, SCT construct of ‘environment’); increasing food literacy across settings (i.e., food literacy skills, SCT construct of ‘behavioural capacity’); developing salient messages and cooking tips that resonate with parents (i.e., parent newsletters, SCT construct of ‘self-control’); increasing F&V availability, safety, and convenience (i.e., school provision); and, considering the impact of role models that extend beyond the family (i.e., relatable role models, SCT construct of ‘observational learning’). Overall, a comprehensive strategy that incorporates relevant motivators for children and families, supports local initiatives, reinforces the range of role models that are involved with children and creates healthier environments, is required to increase F&V consumption among children.

The journal was first established in 1976 with the title Australian Child and Family Welfare (quarterly), and it was known as such for the first 15 years of its existence. It was published by the Children’s Welfare Association of Victoria as the quarterly journal of the Child and Family Welfare Council of Australia. Co-editors were the Rev Denis Oakley and Dr Peter O’Connor. Denis tells us that the funds to get it started came from the Children’s Welfare Foundation. This foundation was an outstanding example of partnership between business and the non-government sector. Not without controversy, Denis performed on television in his clergyman clobber advertising products for Billy Guyatt stores, drawing in funds for the Foundation which were also applied to the establishment of Grassmere, a community-based youth facility, and to some research work into adoption and family law. The book review editor was Mr Cliff Picton, associate editor was Mr Max Liddell, Mr David Thackeray was business manager, Mr Vernon Knight was circulation manager and the committee providing support was Mrs Glenys Craig, Mr John Edwards, Mr Bill Hughes, Canon Neal Malloy OBE and Mrs Patsy Sebastian. It had a group of interstate representatives, Spencer Colliver, Ray Jenkins, Albert Kruipers, Rev Lyn Reilly, George Belchev, Adam Jamrozik, Geoff Aves and editorial consultants Concetta Ben, Prof Peter Boss, Spencer Colliver and Dr Len Tierney. In the editorial in the first issue was the explanation that the journal was being launched as so much was going on in child and family welfare, that there was a need for a forum. Purpose – Aboriginal communities in Australia must have mapping information and technology to effectively and independently administer their land holdings and to define, evidence and thus protect their community and cultural identity. The purpose of this paper is to report on a pilot project that developed a customisable education programme to support Indigenous communities in the uptake of spatial mapping technologies to protect and manage cultural heritage in Victoria, Australia. Design/methodology/approach – A training programme to support Wadawurrung capabilities in spatial mapping technologies was developed, delivered and evaluated. Concurrently, the system's database was indigenised by Wadawurrung cultural heritage workers. Types and numbers of culturally significant sites mapped using the technologies were collated. The impact of the training and technologies for students and the Wadawurrung community was gauged through participation levels and evaluations. The approach to indigenous spatial mapping projects is informed by postcolonial theories interrogating neo-colonialist cartographic practices. Findings – Indigenous communities need to be resourced in the uptake of spatial mapping technologies and if universities are going to be involved in co-developing positive learning experiences that encourage the uptake of the technologies, they must have appropriate and respectful relationships with Aboriginal communities. Training programmes need to accommodate learners with diverse educational experiences and technological wherewithal. Research limitations/implications – Findings from the training evaluations are based on a small number of participants; however, they seem to be supported by literature. Practical implications – The education model developed is customisable for any Indigenous community in Australia. Social implications – The social and political importance of spatial mapping technologies for Indigenous Australians is evident as is the need for educational providers to have appropriate and respectful relationships with Aboriginal communities to co-develop positive learning experiences that encourage the uptake of the technologies. Originality/value – The Wadawurrung Dya Baap Ngobeeyt Cultural Heritage Mapping and Management Project developed practical strategies to build community capacity in Aboriginal Cultural Heritage Management and Protection. The educational programme developed supported learners to use technologies in cultural heritage management. Data were collected using community-developed fields for inclusion and culturally appropriate encryption of data.

The short paper that follows is fundamentally about evidence-based practice. In Kuruvilla, Mays, Pleasant and Walt's (2006) terms it was an exercise in the application of research to service development and evidence-based practice. In Walter, Nutley, and Davies' (2003) taxonomy it resulted in a professional intervention, the development of which was led by research users seeking evidence to inform practice development. The team emerged out of a social network of individuals interested in partnership development issues (Kalucy, McIntyre, & Jackson-Bowers, 2007). The resulting paper was the foundation for a significant investment, by the Department of Human Services, in building capacity for partnership leadership in Victoria. The team that undertook this research-to-practice project consisted of three Primary Care Partnership (PCP) executive officers/managers, one of whom was also executive officer to the Statewide Chairs and Managers Group, a university researcher, and a final year undergraduate student working as a volunteer. The executive officer to the Statewide Chairs and Managers Group formed the team to explore broad issues of PCP development and to report to the chairs. The Statewide Chairs and Managers Group was the pathway through which the group's work would reach decision-makers. After a series of meetings to clarify the issues to be addressed, a developmental process for working with the chairs and managers was designed. The executive officers/managers were key to clear issue definition and appropriate process; the researcher to linking the issues to the partnership evidence base. The process relied on tapping the tacit knowledge of PCP managers and chairs and relating this to the relevant body of research. In this process implicit learning needs in regard to partnership leadership were articulated within a framework developed out of a complex research project undertaken with similar partnerships elsewhere. The university researcher on the team had a long history of research into partnerships and networks in the field of primary health care. The specific research project in question was a National Health and Medical Research Council-funded study of trust in the relationships between organisations in a Primary Care Partnership. The study of trust in a partnership is necessarily a study of partnership processes more generally. It was the general learning about partnership processes from this and related research that turned out to be so useful for the service system. The report of this work, that follows, was written in a form suitable for decision-making. It is not a research report but it is built on strong research-based frameworks that were "tested" in the local context. The recommendations are specific to PCPs in Victoria but will also be familiar to partnership workers elsewhere. The predicted effects of the recommendations are supported by research evidence.
