This article examines poverty policies and programs in four areas: cash transfer programs, public provision of childcare, publically provided medical care, and public/social housing. Public provision for families in poverty includes programs that provide childcare, income supports, medical assistance, public housing, and employment assistance to family units. There are also policies that operate at a more general level to provide workforce and economic development and child welfare and early childhood education and support. Across nations, these policies vary along a number of dimensions. This article first considers each of the four poverty programs in detail before discussing the ramifications of differing national approaches to poverty in the context of the turn toward neoliberalism and the worldwide recession that began in 2007.

This chapter outlines the history, underlying principles and policy context for contemporary mental health services for older people. The usual components of such services, including community health teams, memory assessment services, day facilities, consultation-liaison services in general hospitals, and in-patient psychiatric care for older people are all discussed. Alongside these more familiar elements however, there have been other recent, sometimes destabilising, changes, including moves towards age-inclusive services and changes in working patterns for psychiatrists and other professionals. Working closely with primary care, greater integration with social services and providing support to care homes are all part of the current agenda. It is important to measure the quality of services and to ensure the populations who may be disadvantaged receive fair access to effective care and treatment. Obviously, the future increase in the numbers of very old people brings both challenges and opportunities for old age psychiatry services.

After having discussed the evolution of the role of the family as support in the first place, the specificity of social insurance is emphasized in opposition to private insurance. Figures show the extent of spending on both private and public insurance and the chapter presents economic reasons to why the latter is more developed than the former. Issues related to moral hazard and adverse selection are addressed. The chapter also discusses somewhat more general arguments supporting social insurance such as population ageing, unemployment, fiscal competition and social dumping.

Abstract:
Empathy is widely recognized to have multiple facets, both affective and cognitive. This chapter reviews evidence regarding the effect on social relationships of two of these facets: compassion and perspective-taking. The focus is on three domains: smooth social functioning/relationship quality, social support, and responses to partner transgression. Evidence indicates that perspective-taking is consistently related to measures of relationship quality, including global relationship satisfaction and interpersonal hostility. In contrast, compassion displays weaker and less consistent associations. A similar pattern is found for social support; perspective-taking has a consistent beneficial effect on the provision of various types of relationship support; the effects of compassion are weaker. A different pattern emerges for reactions to partner transgression. By far the strongest predictor of forgiveness is experiencing compassion for the transgressor. Finally, the limited evidence from studies examining these issues cross-culturally suggests that these patterns hold in non-American samples as well.

As many social inequalities widen, this is a crucial survey of local authorities' evolving role in health, social care, and wellbeing. The book reviews structural changes in provision and procurement, and explores social determinants of health including intergenerational needs and housing. The book begins with an overview of the relationship between health and housing, regional disparities and responses across England, Wales, and Scotland in the provision of health and social care, and local authority commissioning. It considers how the Municipal Corporations Act (1835) led to the establishment of elected town councils. In the mid- to late 20th century, municipalisation gave way to centralised government, which subverted the autonomy of local authorities. Currently, social care is provided and funded by local authorities and private funders. The main objective of social care is to help people to live well and happily, and live as long as they can. This person-centred approach is in contrast to the systems that have been developed to support the health care needs of people. In 2020, poverty still remains a key driver of poor health and wellbeing. With detailed assessments of regional disparities and case studies of effective strategies and interventions from local authorities, the book addresses complex issues (Wicked Issues), considers where responsibility for wellbeing lies and points the way to future policy-making. The Centre for Partnering (CfP), a network of universities working with the private and third sectors, is a key outcome of this innovative review.

After the introduction, the first substantive part of the handbook offers a historical overview of U.S. social policy from the colonial era to the present. This is followed by a set of chapters on different theoretical perspectives for understanding and explaining the development of social policy in the United States. The four following parts of the volume focus on concrete social programs for the elderly, the poor and near-poor, the disabled, and workers and families. The final part of the book focuses on some of the consequences of the U.S. welfare state for poverty, inequality, and citizenship. Social provision in Slovenia has pursued a gradual path of development towards a post-socialist model. The country faced a pronounced recession after the 2008 economic crisis, with a second recession in 2012. This was further exacerbated by political instability with a restructuring of left and right political coalitions. These pressures, coupled with an emphasis on austerity, led to structural reforms of the welfare system, which resulted in a step change in the reform process. This chapter considers future directions in welfare in Slovenia, using data from attitude surveys and analysing policy documents in order to examine current patterns of solidarity and division in support for different aspect of welfare state provision.

During the last several decades, the welfare state has come under increasing pressure around the world, with social provision often being cut or privatized. Often the justification for these changes has been made as an economic argument, especially a neoliberal argument that the welfare state diminishes growth or produces disincentives to work. These arguments are of relatively recent origin, however; many types of economists have supported the creation of the welfare state, even liberal economists. The purpose of this book is to examine the economic arguments that have been used in the United Kingdom, Japan, and Germany in support of, and in opposition to, the welfare state. Special attention is paid to the transnational dimensions of recent welfare discourse and to the ways that liberal and neoliberal arguments about the welfare state have changed over time.

Telemedicine has recently become a key focus of healthcare systems globally, heavily influenced by the COVID-19 pandemic. Implementing telemedicine can bring myriad benefits for both patients (improved access and enhanced autonomy) and providers (improved service efficiency). One area in which telemedicine might have a huge impact is in improving access is abortion care. Telemedical early medical abortion encompasses a wide range of services, but fundamentally it involves remote provision of some or all aspects of the care pathway (confirmation of pregnancy/gestational age, consultation/counselling, provision of medications, and aftercare). We examine the safety, effectiveness, and acceptability of early medical abortion provided by telemedicine, alongside the access barriers created by the law in the UK and US. In doing so, we argue that there is a moral imperative to make the necessary regulatory changes to enable the provision of telemedical early medical abortion. In both the U K and US, abortion is heavily regulated—exceptionally so when compared to other routine healthcare. This law has had the effect of exacerbating the social circumstances and geography that can make access to abortion clinics difficult. Telemedicine might go some way to addressing these issues, but much regulation of abortion in these jurisdictions continues to limit the establishment of telemedical early medical abortion services. Whilst we focus on the legal and policy landscape in the UK and US, the case we advance in support of the telemedical provision of early medical abortion is broadly applicable.

Children require packages of care, provided through Education, Health, and Care plans/child plans to optimize learning. To meet families’ needs for information, family support, and respite, coordinated packages need to be commissioned from health and social care, education, and the voluntary sector.

Ideology is transmitted to citizens through multiple pathways, each of which provide heuristic cues to ordinary voters. Citizens form their political views through the efforts of political parties and the political elite; their socialization, especially the kind of education they receive; the media; and through their activities in the social organization including religious associations. In India, those who are more religiously active, get their news from local and vernacular media, and do not speak English language are less likely to support either an active role for the state in transforming social norms or making special provision for some groups. Indians who are members of civil society, consume English-language media, and speak English are more likely to favor statism and recognition.

During the Progressive Era (from the 1890s and to the 1920s), American social reformers invented ways to overcome Constitutional constraints on national action, the limited abilities of state governments, the separation of government powers, and patronage-based political parties. These reformers built new public agencies and reform networks, used grants-in-aid to engage state action, pressed for uniform laws across the states, and urged a leadership role for elected executives.
