Abstract:
This research explores good practice with people on CTOs - via a case study of one area mental health service in Victoria. The emancipatory values of Social Work were used to guide the investigation, thereby ensuring the involvement of consumers and their families or carers. Critical Social Work theory provided an important theoretical base for the research, and both critical theory and pragmatism supported the methodology. A mixed methods approach was undertaken. This included a cluster analysis of 164 people on CTOs. Three clusters emerged from the exploratory cluster analysis. These clusters, labelled ‘connected’, ‘young males’ and ‘chaotic’ are discussed in relation to their particular characteristics. The results from the cluster analysis were used to inform the recruitment of four people on CTOs who were the central focus of case studies that represented the different clusters. Semi-structured group interviews were also undertaken to enhance the triangulation of data collection and analysis. This resulted in 29 semi-structured interviews with multiple informants, including consumers, family/carers, case managers, doctors, Mental Health Review Board members and senior managers. The data analysis was guided by a general inductive approach that was supported by the use of NVivo 7.
Five principles, and the processes required to enable them, emerged from the qualitative data: 1) use and develop direct practice skills, 2) take a human rights perspective, 3) focus on goals and desired outcomes, 4) aim for quality of service delivery, and, 5) enhance and enable the role of key stakeholders. These principles are discussed and then applied to the case studies in order to consider their potential relevance to practice within a diverse community of CTO recipients. The application of the principles identified two further findings: 1) that the principles are interdependent, and 2) the relevance of the principles varies depending on the characteristics of the consumer. The two most important findings to emerge from this thesis are that: 1) people on CTOs, their family/carers, and service providers are a diverse community of people who have a range of problems, needs and preferences in relation to either being on a CTO or supporting someone on a CTO; and 2) the implementation of CTOs is influenced by social and structural issues that need to be considered in developing any recognition or understanding about what represents good practice. Recommendations relating to each of the principles are made, along with identification of future research questions. A particular focus is whether application of the principles will enable improvements in practice on a range of measures, including reducing the use of CTOs, and the experience of coercion by consumers.

Abstract:
It is difficult to locate the genesis of any subject of creative and critical inquiry. However, I consider I embarked on this MA research project because having a decent coffee was important to me, and I did not know why. I recall the precise moment I realised I was attaching special meaning to coffee. I was in a new cafe at Airey's Inlet, seaside town on the Great Ocean Road in Victoria, my home State, and I had ordered a cafe latte: The woman serving me was in her sixties and appeared to be out of her depth; she was most likely helping her daughter set up the cafe and trying to be useful. I imagined she lived on one of the surrounding farms - she reminded me of my mother. Her hands had probably made a thousand morning teas for shearers with big pots of tea, the best china for the jug of milk and tea cups, and big baskets of scones with cream and jam. But using an espresso machine had baffled her. I, on the other hand, no longer wanted the life of tea and demanded a decent coffee (Cook, 2005:15). At that moment I realised there were a number of reasons for me wanting that coffee to be 'decent'. They related to my growing up in the country and wanting to live in the city, to my experience of cafe life in Europe, and finally to personal rebellion - against certain conservatism of the 1970s in Australia, and ultimately against a colonial English custom of tea. This project is located in food and social history and focuses particularly on the introduction of espresso coffee to Melbourne in the 1950s and '60s, as in my view the Italian cafes of that period had the greatest influence upon present cafe culture. However, this project is not pure social or food history, as it synthesises my own personal experience, and that of my interviewees, with archival, scholarly and more journalistic/literary research, and with a particular approach to the writing of non-fiction narrative, known as 'creative non-fiction'. The final thesis can be seen therefore as a fusion of qualitative and scholarly research, with memoir and oral history - or, in summary, as what I have termed a 'selective cultural history'.

Triestine migration to Australia is the direct consequence of numerous disputations over the city's political boundaries in the immediate post-World War II period. As such the triestini themselves are not simply part of an overall migratory movement of Italians who took advantage of Australia's post-war immigration program, but their migration is also the reflection of an important period in the history of what today is known as the Friuli Venezia Giulia Region. By examining the migrant experience of both first and subsequent generations of Triestines in the Australian city of Melbourne in a historical context, this study highlights the importance of both the past and the present experience in the process of migrant settlement and identity construction.

Small businesses represent by far the largest proportion of business entities within Australian business, and as such represent a vital component of the country’s economic structure (ABS, 2016). There has been a significant increase in the Australian population due to immigration from a range of countries. In fact, Australia is now very diverse, with migrants arriving from more than 200 countries across the world. There are approximately 5.3% of all small businesses that are run by Vietnamese entrepreneurs in Australia (ABS, 2016). It is clear from this figure that Vietnamese small businesses make up a significant proportion of this sector in Australia. This thesis examines the dynamics of Vietnamese migrants in small business in Victoria. The consideration of environmental and personal factors in understanding Vietnamese migrant business start-ups, survival and Ethnic Entrepreneurship theories has been the focus of discussion for this study. Firstly, there is a general consensus of what contributing environmental and personal factors influence the Vietnamese migrant in business start-up. Secondly, the thesis looks at how these factors are associated with the Ethnic Entrepreneurship theories identified in the literature. Lastly, the work identifies what factors have contributed to the Vietnamese migrant in sustaining their small business.

The Metropolitan Fire Brigade (MFB) Melbourne, is at the crossroads. Change is sweeping the economic and political environment within which international fire services operate. The MFB is not insulated from this change. Unless alternative productivity strategies can be achieved, the emergency response sector of the Brigade will suffer the same fate as the corporate sector of the MFB and other statutory authorities. Downsizing within this sector has been occurring in response to the above conditions over the past four years. This study investigates the impact of change upon public safety agencies in general, then compares data gathered on the MFB against this to: • Identify the level of organisational commitment that currently exists; • Develop an understanding of the impact of downsizing upon public sector employees. This study reviews the body of literature concerned with culture and change, downsizing and outsourcing and examines and builds upon the framework of previous research, particularly in the area of downsizing and its impact upon survivors. The study was designed as a one shot correlational study. A questionnaire was designed and administered to the population. Responses were analysed and discussed in context with the referenced literature. This study extends previous research in that it compares those findings with current findings. Low morale, job insecurity, poor communication and negativity have been identified as consistent with that of previous research (Brockner 1992; Brockner, Grover and Blonder 1988; Cascio 1993). In other areas the findings vary from previous research, in that organisational commitment remains high, contrary to the literature.

INTRODUCTION AND BACKGROUND: Cerebral palsy (CP) is the most common physical disability in childhood with a prevalence of approximately 2-2.5 per 100 live births. Improvements in paediatric care have increased the survival of individuals with CP. Overall 90% are expected to grow into adulthood yet little is known about the outcomes of young adults with this condition. In order to provide holistic services for this population, an understanding of various aspects of their lives is required.
AIMS: To examine the outcome of young adults with CP from the perspective of perceived health status, functional ability, pain, quality of life (QOL), social participation, and healthcare service utilizations, compared with their able-bodied peers. To explore the determinants that contribute to the variation of these outcomes in the context of impairments, activity, participation, and personal and environmental factors.
METHODS: This is a population based cross sectional study of young adults with CP based on the WHO International Classification of Functioning, Disability and Health (ICF) model. A cohort of 335 young adults with cerebral palsy born in Victoria, aged 20 to 30 years, was recruited from the Victorian Cerebral Palsy Register. Data of typically developed peers selected from the Household, Income and Labour Dynamics in Australia Survey 2004 were used for comparison for the outcomes of perceived health, pain, and social participation. Data from a population-based sample of 751 young adults in U.S. were used for comparative analyses of QOL. Participants were asked to complete a multidimensional questionnaire by self report, or proxy report by parents or carers for those with intellectual or severe physical impairments. The questionnaire was comprised of the Quality of Life Instrument for Young Adults, the Short Form-36 Health Survey Questionnaire version 2, the Gross Motor Function Classification System, the Barthel Index, and a demographic section.
RESULTS: A total of 335 young adults with CP participated; 207 (62%) were able to self report and 128 (38%) were proxy reported. Compared with their able-bodied peers, self reported physical health in this population was lower but mental health was similar. Gross motor function, independence in self care, and limb distribution together explained 60% of the variance in the physical health data. They experienced more pain, impaired function, and reduced social participation, but despite this, their contact with medical and allied health professionals was low. Pain was linked with limb distribution and had a negative impact on functional ability, employment participation and QOL. Impaired functional ability, intellectual disability, and communication impairments had major effects in reducing social participation. Self reported QOL was similar to their peers in social relationship and environmental context domains, but was lower in the domains of physical health, psychological well-being, and role function. The impact of CP on the individuals’ QOL was on physical and functional aspects, and sometimes on social relationships, but not on psychological well-being.
CONCLUSION: This study has demonstrated that greater efforts are needed to improve the health, function, QOL, and social participation in individuals with CP, accompanied by more research to monitor the effectiveness of interventions for them.

Theories of anti-oppressive social work address social inequity through social justice perspectives. Recent literature in disability studies and social justice has not been extensively included in social work debate. I locate my research in between these two literatures. I examine how women with disabilities are portrayed in texts used in training undergraduate anti-oppressive social workers. I use an experience-based understanding of knowledge as a feminist social worker and a woman with a disability. The analysis of three texts shows that these particular depictions are wide-ranging though dated, and can unfortunately be mistaken as singularly definitive of all women with disabilities.

From the mid 1850s through the early 1900s, the white middle and upper class inhabitants of British Columbia persevered in their attempts to solve the ‘servant problem’ and to re-create the British domestic sphere in a new land. Some families emigrated with their British servants in tow. There were repeated efforts to import English girls and women en masse. And many employers were obliged to tolerate ‘strangers’ (Aboriginal and Chinese servants) in their homes. British Columbia’s peculiar ‘servant problem’ ensured that the Imperial vision of employer-servant relations and domestic order could not be exactly reconstructed.

Abstract:
This arts based research consists of a creative product – the film Classroom Conversations around Culture, and an accompanying exegesis – Cultural Perspectives in School Communities: An Exploration and Representation of Cultural Identity in Pre-Service Teachers. Both the film and the exegesis explore the experiences and insights of seven pre-service teachers in their final year of a teaching degree as they undertake their practicum in primary schools in Melbourne’s western suburbs. The research uses portraiture and narrative inquiry methodology to examine a range of issues around pre-service teachers’ knowledge and understanding of cultural identity, racism, diversity and the implications of these understandings on their teaching practice. A re-emerging theme is the manner in which white hegemonic mainstream culture tacitly and overtly excludes people based on their cultural identity and skin colour, and the marginalising effect this has on them. While pre-service teachers are well placed to redress this systemic inequity within the communities they teach by integrating cultural diversity into their teaching and learning, the reflections of the research participants raise a number of associated dilemmas and challenges.

Abstract:
Systems-level homelessness report cards are an intricate part of managing and resolving homelessness within a community. Homelessness report cards can be used to both educate communities around the complexities of homelessness and capture pertinent data required to formulate evidence-based strategies towards ending (rather than managing) homelessness. The process of developing and implementing homelessness report cards can be fraught with challenges relating to: limited resources; fragmented information; and political roadblocks. To help reduce the potential of these roadblocks, a system-level Homelessness Outcome Reporting Normative framework (the “HORN Framework”) was developed. The HORN Framework is based on a literature review and synthesis of the best-practice, systems-level homelessness report card development and implementation methods. The framework was then tested in a case study with the Greater Victoria Coalition to End Homelessness (GVCEH), through the creation of their 2010 Greater Victoria Homelessness Report Card. The framework and case study results are presented in this thesis.

While it is generally agreed that family homelessness is rapidly increasing, there is very little research to find out how families have exited homelessness and become stable. There is even less research to investigate the strengths that were employed by family members as they journey toward housing stability. Is it possible that this potentially dis-empowering experience can be enriched by the care and support of fellow community members and helping professionals? More importantly, can family members draw on this experience to recognize their inner strengths and move toward greater happiness and self-sufficiency? This thesis shows how families who have been displaced from their community due to an experience of homelessness can be better supported to return to a stable life. A narrative lens was used to investigate the findings from semi-structured, one-on-one interviews with three mothers. One of the main criteria was that they found and retained stable housing for at least one year. The families in question currently live in Victoria, B.C. Canada, where this research took place. Examination of participant’s narratives revealed a five-stage process in which inner strengths and outer community supports combined to assist them in moving toward their goals. Participant mothers were able to access new ways to view the situation that did not leave them feeling marginalized. They also built both material and social assets that led to greater happiness and stability. Participants were able to develop resilient behavior by drawing upon past experience for knowledge, insight and inspiration. They overcame inner and outer barriers to these strengths by communicating their needs and reaching out to family, friends or services in a more confident way.

Community interventions are a recent development in the field of prevention. This study sought to address the current gap in this area, between scientific knowledge and community practice, through an understanding of practitioners’ experiences of implementation. A case study was undertaken to explore the context and complexity of implementation processes. Data was collected concurrently with the implementation of a community intervention located in rural Victoria, Australia, which aimed to reduce early school leaving. Implementers’ perspectives on a guide to best practice, developed from the academic literature, were sought. Concepts from systems theory and ecological approaches were combined to create a framework suitable for the analysis of the data. The intervention was viewed as an open system. Its progression from being a subsystem of the funded organization to a subsystem of both the funded organization and the community was examined. Factors such as meeting community needs and community members as program staff were found to facilitate community acceptance. The interactions within and between the subsystems of the intervention and the community were also explored. School retention rates were suggestive of some level of impact on school leaving. Additional positive outcomes were the facilitation and/or strengthening of links between community subsystems, and a perceived change within the funded organization. This thesis goes some way towards bridging the gap between science and practice in this field. Findings contribute to the debate regarding flexibility versus fidelity and a greater understanding of the unique challenges faced by rural interventions.

The steady decline of students’ competency in mathematics has become known as the “Mathematics Problem”. Researchers identified that the level of student engagement is one of the most important factors affecting the academic performance of mathematics students. Strong link between students’ attitudes towards the use of technology for learning mathematics and their achievements also has been identified by recent studies. The mathematical problems have a multidimensional source and are initiated from the students’ personal characteristics and attitudes. Thus attitude is important educational concept about learning mathematics with technology. The association between student engagement and the use of ICT suggests that a positive attitude toward the use of ICT in learning mathematics is an important outcome in itself, especially when ICT is used. Student engagement can be influenced by a plethora of factors. These factors include student personal characteristics, learning experiences, perceptions, three aspects of engagement (cognitive, affective and behavioural) and attitudes towards the use of technology in learning of mathematics. This study is aimed at further investigating the factors that might be affected by the use of ICT with two major purposes: (1) to investigate the complex interrelationships between students’ demographic factors, mathematics confidence, access to technology outside university, confidence with technology, perception towards the use of technology for learning and attitude towards learning mathematics with technology, cognitive, affective and behavioural engagement; and student achievement and (2) to determine if the use of ICT impacts on the level of student engagement and achievements in mathematics.
