Abstract:
AbstractAdequate income is a social determinant of health. In the United States, only Social Security beneficiaries receive inflation-protected guaranteed income. Social Security needs another 1983 compromise in which stakeholders accepted “shared pain” to avoid insolvency. We propose indexing the benefit using the chained consumer price index (CPI) for all urban consumers and providing a one-time bonus of 8% to 10% for beneficiaries in their mid-80s, when needs become greater. The chained CPI has little impact when beneficiaries start receiving benefits, but older beneficiaries need protection. The estimated 75-year savings from this restructured benefit amount to 14.2% to 18% of Social Security deficits. Modest increases in payroll taxes and maximum earnings taxed should make up most of the shortfall. Including unearned income with wages and salaries subject to the 6.2% individual tax would produce much more revenue. The discussion explores the proposal’s political feasibility, grounding in current policy and political science literature, and the role of income as a social determinant of health.

Gavin Smith’s (2014) Intellectuals and (Counter-) Politics is a tour de force. It calls for anthropology to attend more carefully to the history of moves by the dominant capitalist blocs to enhance the conditions for their own reproduction and to the ways in which different subordinated and subaltern groups respond to these moves. This is, of course, a well-established line of inquiry. Yet, in Intellectuals, Smith breathes new life into an intellectual project that has been sidelined in recent years, as other preoccupations take hold in the discipline of anthropology and beyond. Smith rethinks what is meant by realist history, arming a new generation of insurgent scholars, readers, and activists, inside and outside the academy with a new set of intellectual priorities. The book thus exemplifies the best kind of politicized writing in anthropology and in other disciplines.

Abstract:
Social Security retirement benefits were first introduced in 1935 as a financial safety net for a large and rapidly growing older American population. The program was intended to be economically selfsustaining, but population aging and rising life expectancies threaten the program's solvency. The 1983 Social Security Amendments mandated that the full retirement age increase to 67 by the year 2027. In this essay, we present evidence demonstrating that the rate of improvement in life extension at older ages accelerated after 1983. If the 1935 ratio of working years to retired years is maintained, early and full retirement ages of 66.5 and 69.4, respectively, were justified in 2009. Additional delays in the age of eligibility beyond those currently in effect would place significant financial burdens on individuals with lower life expectancies, the poor and near-poor, and the very old, and – absent additional reform – would exacerbate existing unequal access to entitlements within the system.
