In this paper it is proposed a mathematical approach based ondynamicsystems to study the effect of the increase in the Social Security normalretirement age on the worker and on the dynamics of retiree populations.In order to simplify this initial effort, the proposed model does not includesome economic variables, such as wage growth, earnings or productivity.Here, we employ numerical simulations of the model to investigate the dy-namics of the labor force under different demographic scenarios. Analysisof this type of model with numerical simulations can help government economic planners make optimal strategies to sustain pension systems andforecast future trends of pensioner and worker populations.

Abstract:
Purpose: scientific substantiation of social security based on the principles of management of complex systems and an example of the application of mathematical modeling to determine internal risks in a complex social system.. Methods: use of elements of mathematical modeling, in particular the theory of optimal control and linear programming; analysis of the content of the concept of “security paradox”, logical-determinant assessment of this concept. Results: it is proposed to apply the principles of management of complex systems to ensure the social security of groups of people and society. An example of the application of mathematical modeling to determine internal risks in a complex social system is given. In order to ensure the proper functioning of risk mitigation measures in complex social systems, it is proposed to introduce compensatory risks, which may be penalties or other measures that can be considered as specifically introduced risks for individuals. The introduction of external protection against a number of dangers can provoke the emergence of a “security paradox”, the essence of which is to reduce the personal activity of counteracting risk by relying on external protection. Effective social security requires the development of a culture of security, morality, worldview and legislative measures.. Scientific novelty: the use of elements of mathematical modeling for risk assessment in the social security management system is proposed; introduced the concept of “security paradox”, which arises when security is moved from the individual to the collective level. The use of principles of management of complex systems for social security is offered. Practical significance: The use of a systematic approach and principles of management of complex systems in ensuring the security of society will identify the most important risks and focus on their prevention, prevention or reduction. An example of mathematical modeling is proposed to assess the internal risks of the social system.

Purpose The purpose of this paper to investigate the current information systems security (ISS) practices of the social software application (SSA) users via the internet. Design/methodology/approach The paper opted for a systematic literature review survey on ISS and its practices in SSAs between 2010 and 2015. The study includes a set of 39 papers from among 1,990 retrieved papers published in 35 high-impact journals. The selected papers were filtered using the Publish or Perish software by Harzing and Journal Citation Report (JCR) with an inclusion criterion of least one citation per article. Findings The practice of ISS is driven by the need to protect the confidentiality, integrity, and availability of the data from being tampered. It is coherent with the current practice as reported by many researchers in this study. Four important factors lead to the ISS practice in SSA: protection tools offered, ownership, user behaviour, and security policy. Practical implications The paper highlights the implication of successful ISS practices is having clear security purpose and security supported environment (user behaviour and security protection tools) and governance (security policy and ownership) protection tools offered, ownership, user behaviour, and security policy towards ISS practice by the users. Originality/value This paper fulfils an identified need to study how to enable ISS practice.

AbstractIn most industrial countries, public pension systems redistribute from workers to retired people, not from high-income to low-income earners. They are close actuarial fairness. However, they are not all equivalent. In particular, some pension benefits are linked to full lifetime average earnings, while others are only linked to partial earnings history. In the latter case, we then show in this article that an actuarially fair pay-as-you-go pension system can both reduce lifetime income inequality and enhance economic growth. We also shed light on the dilemma between inequality and economic growth in retirement systems: greater progressivity results in less lifetime inequlity but also less growth.

In health care, consumer satisfaction is an important evaluation instrument to determine the quality of services. In recent years, the concept has assumed much greater significance particularly in market based health systems. Also, in World Health Organisation’s framework for health care assessment, the customer satisfaction is given due consideration. On the contrary, in developing countries particularly, the concept is one of the most ignored elements in evaluation of health care systems. Pakistan is also a case in point. Review of literature and general health management systems in the country suggests scarcity of information on consumer satisfaction as well as its neglect as a crucial element in health systems. This present study—which is cross-sectional—is designed on the ground that there is a need to incorporate consumer satisfaction in health care evaluation. This study, presents a scientific analysis of Punjab Employees Social Security Institution Hospital, Rawalpindi (PESSI) using the Patient Survey Questionnaire technique, the most universal approach used by international studies to evaluate consumer satisfaction with health services. Based on study results, generally, we conclude that consumers have expressed high level of satisfaction for various quality assessment scales. Despite these findings, it has also been noted that significant proportion of patients have also expressed medium as well as low satisfaction for certain scales. It tends to suggest that quality of services needs to be improved for specific items as well as certain scales including communication, general satisfaction, and interpersonal aspects for improvements in provision of certain services at the hospital. The emergence of postwar welfare states in Europe is usually understood as a social and political phenomenon, as a social policy to prevent against forms of mass poverty and to grant general social rights and entitlements to populations during a period of rising prosperity. Beyond these sociopolitical aspects, the foundation of systems of social security after 1945 also had important cultural and epistemic implications. The promise of the state to provide a generalized form of security represented an important cultural factor in securing the social and political stability of postwar societies in Europe. This article examines some exemplary aspects of the meaning of social security by tracing their historical roots and their effects on postwar welfare states in Western Europe. In order to chart the various, interconnected cultural meanings of social security, it juxtaposes two institutional contexts in which social security and prevention were discussed: an international organization of social security experts and a Swiss life insurance company with an innovative health promotion service. The article shows how security was seen ultimately as an utopian response to the multiplication of risks and damages through the processes of industrialization and modernization and thus reveals how security served as both a technical concept for managing integrated systems of insurance and an instrument of control and calculation to help administer the economic and social policies of modern societies. By focusing on the example of life insurance, it demonstrates how security acted as an umbrella term for a generalized model of prevention that targeted the specific risks of a modern, middle-class consumer society.

AbstractThe aim of the study is to describe and compare the health care, social security and rehabilitation systems in Singapore and Sweden. Two fundamental differences can be identified. First, the system in Singapore are strongly oriented towards a free market system, while Sweden's demonstrates strong public control. Second, following from how the systems are oriented, Singaporeans are expected to have a higher degree of independence and control over their health care, social security and rehabilitation. It appears that Singapore has had greater success in attaining and maintaining a system of health promotion, which influences the three systems. However, the Swedish welfare system provides greater security to those who are in need of health care, social security and rehabilitation.

Abstract:
The aim of the article is to analyse the foreign experience of the social security system of law enforcement personnel, to distinguish the features of establishing the rates and types of remuneration for law enforcement personnel in foreign countries, to determine the interrelation between the standard of social security and work experience and professional competencies. The subject of the study is the foreign experience of the social security system for law enforcement officials. Methodology. The study is based on a comparison of the social security system for law enforcement officials in Ukraine and in foreign countries. The analysis of the features of social security for law enforcement officers enabled to determine the advantages and disadvantages of different social security systems. A comparative legal study of certain provisions of Ukrainian legislation enabled to reveal the possibilities and limits of the application of positive foreign experience in this sphere. The results of the study revealed that in Ukraine the solution of problems on the performance improvement of law enforcement is interrelated with the issues of social security for personnel at work. Therefore, nowadays one of the main objectives is the development of a clear system of social security for law enforcement officers, including police officers, formation of an effective system of remuneration, based on performance indicators. Practical implications. In developed countries, the practice of social policy has formed several areas of its implementation. These include wage policy, social insurance, including medical, pension insurance, housing policy, as well as allowances and social benefits. Some aspects of social security for employees should be studied as a positive example for Ukraine in the course of social reforms. However, the application of foreign experience does not mean a mechanical transfer of certain forms of social security of foreign countries to Ukrainian reality. It should be considered that some aspects of reforming social security for law enforcement officers are universal; other aspects can be applied only under certain conditions related to the political situation in the country, the level of economic development, traditions, as well as the level of crime and criminalization of society. Relevance/originality. A comparative analysis of the ratio of social security systems for law enforcement officers is the basis for developing the most promising areas of domestic legislation in this sphere.

ABSTRACTA central question in the welfare state debate has been whether or not social policies in industrialized countries converge. Originally linked to the logic of industrialism perspective, this idea has been criticized by researchers focusing on differences in timing and differences in the institutional set up of social security schemes across countries. Nonetheless, I argue that social security arrangements in European as well as Anglo-American countries may gradually become more similar. Using pension politics as the primary example, the article locates similar social and political mechanisms at work in different countries, pushing toward convergence in policy outcomes, despite persistent variation in institutional arrangements. In the final section of the article, I extract a model from the analysis, aimed at explaining political change while maintaining a connection between the micro and macro level of analysis.

Bilateral social security agreements are the oldest instruments which provide social security entitlements to persons moving between the countries. EU Member States’ approaches to distinctive bilateral agreements with Non-EU States are analysed herein. Bilateral social security agreements are not only the oldest coordination instruments, but remain the most important ones linking social security systems of MS and Non-EU States. They are tailored to the social security systems of the two contracting states. Nevertheless, bilateral social security agreements might be neither comprehensive in their scope of application nor complete in covering all coordination principles. Moreover, they do not create a uniform coordination system. Under the modified migration patterns - i.e. movements for shorter period of time and between many countries - a more comprehensive social security coordination mechanism might be required.

The subject of the present article is the social security of farmers. The main aim of this research paper is characterizing the functioning of the social security system for Polish farmers in comparison to such systems in selected member states of the European Union. The research investigated social security systems in Finland, France, Austria, Germany and Poland. The research involved a review of the literature on social security systems for farmers, provisions of law regulating the principles of such systems and the information furnished by the Agricultural Social Insurance Fund (KRUS), as well as statistical data provided by KRUS and Eurostat. The following research methods have been applied: descriptive analysis of the documents in order to verify the diversity of agricultural security systems, a critical review of the literature and online data concerning social security, and a comparative analysis. Each of the investigated countries has its own, distinct social and historical conditions, which has led to the development of independent institutions of social security for farmers. One factor which all these systems have in common is significant support from the national budget. In the future, financial inefficiency may pose the most significant risk to security systems in agriculture. Except for their social role, the social security systems presented below also participate in the management of agricultural policy, the aim of which is the development of rural areas and the welfare of the natural environment.

In this journal we discuss the relevant security threats, vulnerabilities and prominent techniques to securing data lake. Over the last few years, Big Data solutions to data processing have made remarkable strides in the how we interpret data. Because of its ubiquitous nature and ability to handle various data types, it has become a valuable tool and asset to many other fields including bioinformatics solutions, marketing solutions, and social media. Ethical infractions also play a role in data processing and because of this, it is critical that comprehensive security solutions are determined and enforced under the appropriate conditions. Although modern security techniques are well developed, they still leave room for scrutiny as vulnerabilities continue to unfold. In this paper, we will examine and compare modern ethical exploit techniques as well ass techniques to promote greater authentication and overall perimeter security. The scrutinization of the current methods met through exploitation, be it physical or conceptive, is imperative in defining the understanding and verification of definite secure solutions. Â

The social security system imposes major constraints on tax reform, as was exemplified by the 1985 debate in Australia on tax reform. The constraints are not just those of a redistributive nature. There are important structural constraints as well, which means that separate reform of the two systems is not really feasible. In the paper the Australian system, the 1985 tax debate, and the nature of constraints on the reform process are all examined. The argument is, by a system of refundable tax credits, joint reform is possible without going down the path of full integration.

With atypical work gaining popularity, platform work seems to combine all the elements which, by deviating significantly from the standard employment relationship, challenge social security systems. After an overview of the features of the standard employment relationship and the different ways in which non-standard forms of work diverge from them, the article focuses on the nature of platform work. It then analyses how platform work is regulated in five European social security systems (i.e. Germany, France, the United Kingdom, the Netherlands and Belgium), and how this regulation may fare when analysed under the lens of the recent European Commission’s proposal for a Council Recommendation on access to social protection for workers and the self-employed. The article concludes by highlighting the need for further adaptation of social security systems to the specific features of platform work, and by noting the risks of a regulatory approach towards this new form of work being dominated by the exclusion of low-paid work from the scope of labour-related social insurance schemes.

Effective information systems security management combines technological measures and managerial efforts. Although various technical means have been employed to cope with security threats, human factors have been comparatively neglected. This article examines human factors that can lead to social engineering intrusions. Social engineering is a technique used by malicious attackers to gain access to desired information by exploiting the flaws in human logic known as cognitive biases. Social engineering is a potential threat to information security and should be considered equally important to its technological counterparts. This article unveils various social engineering attacks and their leading human factors, and discusses several ways to defend against social engineering: education, training, procedure, and policy. The authors further introduce possible countermeasures for social engineering attacks. Future analysis is also presented.

The paper deals with the problem of information security of socio-technical systems when developing online applications. The structure of the socio-technical system, its subsystems and the stages of protection the information of such a system are described. The application of the socio-technical approach, its advantages and disadvantages are also studied. The material presented in the paper reveals the approach aimed at improving the efficiency in the development of online applications through the use of social engineering method. The positive factor is the use of feedback by users able to significantly improve existing systems, to reduce the risk of failure of the user from the operation of the remote systems associated with the lack of ease of use and unreliable protection of their personal data. To achieve this goal, we should identify the factors that affect the user’s behavior, as well as prevent users from performing unwanted actions. The creation of an information security system in online applications should help to neutralize the factors that encourage users to use tools to bypass or ignore information security mechanisms. Therefore, the use of social engineering approach in the development of information security systems will contribute to the goal of creating safe and usable applications.

There is currently no uniform social security dispute resolution system in South Africa due to the piecemeal fashion in which schemes were established or protection against individual risks regulated. The result is that each statute provides for its own dispute resolution institution(s) and processes. There are also various gaps and challenges in the current social security dispute resolution systems, some of these relating to the uncoordinated and fragmented nature of the system; inaccessibility of some social security institutions; inappropriateness of some current appeal institutions; the lack of a systematic approach in establishing appeal institutions; a limited scope of jurisdiction and powers of adjudication institutions; inconsistencies in review and/or appeal provisions in various laws; an unavailability of alternative dispute resolution procedures; and an absence of institutional independence of adjudication institutions or forums. The system is therefore in need of reform. In developing an appropriate system, much can be learned from innovative experiences in comparative South African non-social security jurisdictions on the establishment of effective and efficient dispute resolution frameworks. Dispute resolution systems in the labour relations, business competition regulation and consumer protection jurisdictions have been established to realise the constitutional rights of their users (especially the rights of access to justice, to a fair trial and to just administrative action). They thus provide a benchmark for the development of the South African social security dispute resolution system.

The article deals with the principles of creating a special theory of administrative and legal regulation of information security, analyzes the process of its analogy with physical laws, analyzes the threats and dangers to interests and all information security that affect the process of modeling, determines the principles of constructing and researching models of information security of social systems. It was noted that the administrative and legal regulation of information security is due to the need for state management of the processes of formation and use of information resources, the creation and application of information systems and the provision of information security of social systems. It is proved that to a large extent information security is caused by the need for administrative regulation of information relations in various spheres that form the system itself and maintain its integrity. It is determined that the administrative and legal basis of information security of social systems should provide an ideal state of activity of subjects, system and its models. Selected concrete administrative and legal principles of information security, such as physical formulas, create its model. Of course, for each social system, the model of information security is individual. However, there are also general patterns of modeling, for example — the construction of the model should be based on the simple and optimal (as we are referred to by the flow of light), administrative and legal principles. It is proved that high rates of development of information technologies, create new requirements to the sphere of security in general and to information security in particular. The reform of the legislation regulating activity in the field of information security should be based on the proper scientific theory. What is urgent is the need to create a General Security Theory, which would explain and regulate the set of processes of ensuring the safety of society.

Data security in the information age is a critical facet in the integrity and reliability of the various information systems making up value structures of businesses, organizations etc. Aside from professionals directly involved with securing data within these systems, the importance of data security is not readily apparent to the everyday user of devices in the information systems. The purpose of this literature review is to highlight challenges related to data security and business information systems in conjunction with digital literacy. An extensive literature review was conducted with the aim of identifying and describing scenarios of technology misuse as well as vulnerabilities in vital business information systems. A gap in awareness continues to plague those who leverage information systems for its myriad uses because everyday users will in most cases dismiss data security advice as alarmist or jargon-laden. This falls in line with a 2018 cyber security survey from Statista which showed that 22% of data security tasks was preventing malware while 17% of tasks were dedicated to preventing social engineering and phishing attacks. This literature review will describe possible data insecurity solutions as well as potential areas of further research. The paper will point out the importance of digital literacy as well as recommendations for its improvement in society and also ongoing research in that regard. The essence of this literature review is to identify certain everyday information systems such as decision support systems and transaction processing systems; while pointing out vulnerabilities and threat nature i.e. technical or non-technical and also demonstrating the importance of digital literacy and lack thereof.
