Abstract:
This article aimed to investigate the bibliography of the Study of Brazilian Problems (PBS) discipline at the Federal University of Paraná (UFPR) between 1971 and 1984. It was used primary and secondary sources, which unveiled the theoretical corpus that supported BPS teaching at UFPR. Some methodological elements of Cultural History were mobilized based on the understanding that individuals and groups grasp the social world and share it in a particular way, producing strategies and practices (political, social and educational) (Chartier 2002). Finally, the analysis revealed that BPS’ teaching programs were based on a bibliographic diversity, marked by books that were aligned with the Doctrine of the National Security and Development (DNSD), but which appeared alongside the works of some anti-regime authors. And that bibliographic focused on national problems denoted adherence to a larger DNSD policy aimed at encouraging the participation of university youth in the national political and economic plan. Abstract:
The purpose of the study is to understand the mission of national library in the system of national security of Russia. The author formulates definition of national security basing on the analysis of state concepts and doctrines of national security. The national library is conceived as a humanistic resource of national security, which is protected from information wars. The author considers the components of national security: the nation at the level of individual, society and state; national values in the form of demographic stability, cultural heritage, favourable environment; hazards — hostile phenomena detrimental to the nation; types of security — the types of activities necessary to overcome external and internal hazards; resources — social institutions that ensure the integrity and sustainable development of the nation. The paper proposes definition of bibliosphere as a super-system (system of systems), carrying out production, preservation, use and further development of the national book communication. The components of bibliosphere are: professionally specialized social institutions (publishing, printing industry, book trade, librarianship, bibliography); bibliophile social and cultural movement; commercial and non-profit associations; government authorities and censorship, etc. Considering the doctrine of information security, the author notes that bibliosphere is not an element of information sphere and an object of information security. Culture is presented as a key factor in national security. The paper characterizes the dilemma of militarization and humanization of society in the post-industrial era and emphasizes the urgency of formation of moral and creative individual. The author grounds the new understanding of social mission of the national library.

ABSTRACT The aim of this paper was to understand the relationships between the consolidation of the actuarial profession and social security policies in Brazil, from the First Republic up to the Vargas Era. In general, there is little literature on the history of the actuarial profession in Brazil. Specifically, there is no study that addresses the relationship between the development of the actuarial profession and the social security policies at the crucial moment of Brazilian social security expansion during the Vargas Era. This paper contributes to filling that gap. From time to time, Brazilian social security reforms are debated. The role of actuaries in this discussion is poorly understood. However, these professionals have historically been essential to social security policies. This article sheds light on that history. The text may broaden the knowledge on the history of the actuarial profession and its relationships with social security policies in Brazil. This is a historical study, built based on primary documentation. Sources were researched relating to the actuarial organizations for social security in Brazil and the actuarial professionals who composed their staff. The references to the professional trajectories of actuaries were crossed and considered in light of the information gathered regarding the actions of the institutions that employed them. The analysis was qualitative and the material was interpreted with the support of the referenced bibliography. This article reveals that the consolidation of the actuarial profession came about based on the participation of engineers-actuaries in the public organizations that supported the varguista social security policies. The paper also contributes to broadening the knowledge on the history of the actuarial profession in Brazil from the First Republic up to the Vargas Era (1930-1945).

Social media has evolved significantly over the years while providing strategic platforms for voices to reach billions of people within no time. Accordingly, it has advantages and disadvantages (threats). The nature of threats emanating from social media, especially Twitter, in the context of Pakistan, are mainly in the form of radicalization, glorification of terrorist groups, propagation of violent sub-nationalism and hybrid warfare. Though Pakistan has been relatively active after 2020 in responding to social media challenges, implementing social media regulations remains an issue, especially when most social media platforms are foreign in origin. This paper evaluates the interlinkage of social media and national security in the context of Pakistan while exploring how agents of insecurity and instability exploit social media and what response mechanism the state has placed to mitigate these threats. The paper is a qualitative inquiry using primary and secondary sources to answer these questions. One of the problems that afflicts the country in recent times are social conflicts, which are generated by multiple factors and that influence the behavior of a population group, such as unsatisfied demands that have not been resolved by the State and which leads to social protests; In this sense, this work aimed to “Analyze the management of the state in the social conflicts of the Puno region and its effect on National Security” within the framework of the events after December 7, 2022, after the coup attempt. of the state by former president Pedro Castillo Terrones. As a method, a qualitative approach, descriptive and hermeneutical, was used, reviewing bibliography, journalistic data and interviews. As a result, it was determined that the management of social conflicts by the State has not been entirely satisfactory. It was concluded that the social conflicts in Puno were not due to social demands, but rather to policies influenced by left-wing ideologies and national and foreign political groups.

Abstract:
The early theorists had conceived airpower to break the adversary's will and achieve decisive impact; however, technological deficiencies and weak strategies prevented airpower from doing so. Later, especially in the second half of the 20th century, advancements in technology and the advent of new concepts developed airpower as a military tool of the first choice to achieve strategic advantages. Traditionally, states remained the referent objects and a prime focus for national security, but post-cold war developments witnessed the emergence of a non-traditional security paradigm, increasingly making individuals referent objects of security. This security dimension primarily affected individuals and ideational aspects and led to the developing of a new identity-based construct with increasing political, economic, military, environmental, and societal influences. This paper highlights that despite the remarkable advancements in airpower technology and its ever-increasing role as a critical military instrument, its effectiveness in dealing with security threats and achieving a decisive victory in situations complexed by non-traditional threats remains ambiguous. Considering terrorism as a social construction allows investigation into unthinkable policies to counter it. Nevertheless, the main objective of the policy perhaps can be the deconstruction of the undesirable construct whereby airpower, enabled with modern technology, can act as a leading military component. This annotated bibliography explores the ethical implications of the U.S. Government's reframing of HIV/AIDS in Africa from a public health to a national security threat in the late 1990s. It emphasizes the advantages and disadvantages from a utilitarian viewpoint of likely increased national agenda and funding priority in the United States and the offsetting potential distrust of developing countries about the long history of U.S. exploitation and colonialism. The annotated selections are drawn primarily from U.S. Government documents and news reports during 1999–2000 when this transition was occurring.

Introduction: Many studies around the world are undertaken to establish the association between deprivation and public health indicators. Both separate indicators (e.g., income, education, occupation, public security and social support) and complex models (indices) include several indicators. Deprivation indices are actively used in public health since the mid 1980s. There is currently no clear classification of indices. Methods: In the current review, data related to deprivation indices are combined and analyzed in order to create a taxonomy of indices based on the results obtained. The search was carried out using two bibliographic databases. After conducting a full-text review of the articles and searching and adding relevant articles from the bibliography, and articles that were already known to the authors, sixty studies describing the use of sixty deprivation indices in seventeen countries were included in the narrative synthesis, resulting in development of a taxonomy of indices. When creating the taxonomy, an integrative approach was used that allows integrating new classes and sub-classes in the event that new information appears. Results: In the review, 68% (41/60) of indices were classified as socio-economic, 7% (4/60) of indices as material deprivation, 5% (3/60) of indices as environmental deprivation and 20% (12/60) as multidimensional indices. Conclusions: The data stimulates the use of a competent approach, and will help researchers and public health specialist in resolving conflicts or inconsistencies that arise during the construction and use of indices.

En dépit de l'ampleur et de la durée prolongée de ce travail, il comporte néanmoins deux défauts, communément retrouvés d'ailleurs dans les analyses secondaires. Premièrement, l'échantillon utilisé semble limité et ne représente pas exactement la population entière des personnes âgées aux États-Unis et deuxièment, certains facteurs importants au niveau du bien-être et de la condition de santé en particulier, ne sont pas adéquatement mesurés.

The disability grant administration and dispensation has always been a challenge to the Department of Social Development and cause for concern from recipients of the disability grant. The Government decided on establishing the South African Social Security Agency (SASSA) as an entity to specifically deal with the administration of social grants including the Disability Grant. A number of studies have been conducted around the management and administration of the disability grant. The purpose of this study was to assess the efficiency and effectiveness of the administration and management of the disability grant. It further shows that the South African government spends a substantial amount of money in dispensing this grant. It is therefore necessary to investigate through an empirical research if these funds reach their intended beneficiaries, namely, the disabled community. This study employed the qualitative method which involved documents analysis, Questionnaire, interview and observation. Policy documents and reports from SASSA were analysed. Twenty applicants and twelve officials and three assessing doctors were interviewed. The findings of the study reveal that, although the SASSA has an improved model in place to redress and to contribute towards the effectiveness of the administration, there are still certain policy areas that needs to be reviewed. These policy areas include, amongst others, the appeal process, turnaround time, access and processing of the grant. In view of the findings from this study, the major recommendation is that there is a need to review the current booking system to ensure that the applicants are not subjected to unnecessary transports costs, time and delays. The SASSA needs to embark on vigorous and on-going community campaigns to educate the society on the operations of the SASSA and its jurisdiction within the Makhuduthamaga area. Abstract:
This study aims to identify and analyze the development of research related to sustainable development goals (SDGs) in Indonesia from 2015 to 2023 using bibliometric analysis methods. The SDGs represent a global commitment in addressing various social, economic, and environmental challenges faced by the world today. This study focuses on the main trends developing in SDGs research in Indonesia, including research productivity, collaboration between researchers, and dominant research themes. Bibliometric methods were used to collect and analyze data from various sources, such as scientific journals and reviews available in the Scopus database. The data analysis process involved the use of keyword visualization tools such as VoS Viewer, as well as R-studio Biblioshiny bibliometric analysis software. The results of the analysis show that sustainable development is a trending topic and peaks in 2020-2023. In addition, the evolution of research over a certain half-life (2017-2023) revealed that water sanitation, biodiversity, and food security became the main focus in SDGs-related publications. For almost the past decade, Indonesia has been the country that produced the highest number of SDGs-related articles in the Scopus database. This bibliometric study provides a comprehensive understanding of the development of SDGs research in Indonesia and can be a reference for other researchers to understand the growing trends and fictions in efforts to achieve development goals in Indonesia.

Abstract:
The paper analyzes the role of small and medium-sized enterprises in the development of Georgian economy. It is justified that the development of effective mechanisms of public procurement in this type of enterprises will greatly contribute to the growth of GDP, as well as play an important role in the structural change of the economy, in the formation of a competitive environment, in the development of private entrepreneurship, in the modernization of the consumer market and in solving socio-economic problems. The contribution of public procurement to GDP growth is studied using several key indicators: awareness of public procurement, level of involvement in public procurement, funds management, tax procedures, access to relevant information and data, security. The work is done using the bibliographic and empirical research methodology. Analysis, synthesis, induction and other methods are used to determine data selection, grouping, similarities and differences. Quantitative and qualitative research has been conducted to identify challenges and evaluations according to procurement indicators; Through meetings with focus groups, procurement barriers are specified, directions for service improvement are determined. The research examines the experience of the leading states in public procurement in small and medium-sized enterprises, and analyzes the procurement support programs and services. It is concluded that the search for challenges in public procurement in small and medium-sized enterprises in Georgia should be conducted taking into account the examples and experience of successful countries in the field of public procurement. According to the bibliographic and quantitative research, the main challenges of public procurement in small and medium-sized have been identified: information uncertainty, lack of tender preparation skills, less access to electronic tenders, lack of electronic platforms, ignorance of procurement procedures, time-consuming and strict procurement process, and others. In addition, the factors of information uncertainty and inability are considered to be the main challenges for small and medium-sized enterprises in Georgia. The article proposes the possibilities of strengthening small and medium-sized enterprises with local production support mechanisms through state procurement. The following questions are answered: how it will facilitate access to public procurement opportunities for small and medium-sized enterprises, how it will improve the general economic environment, how much it will facilitate access to resources and fair competition, how much it will ensure inclusive and sustainable development of the economy.

Abstract:
1.Objective: Dual diagnosis patients perpetrate crime more often than healthy individuals and is of great importance for forensic mental health services. However, in dual diagnosis patients, very little is known about factors explaining criminal behavior. This work aims to summarize the epidemiological and clinical approach of dual diagnosis patients, focusing on the Iberian Peninsula scope. Aditionaly, it aims to analyse the state of the art regarding associations between demographic and clinical factors and perpetration of crime in dual disorder patients. 2. Method: A non-systematic review of the literature is presented. Bibliographic selection was carried out through keyword research in MEDLINE and Google Scholar. 3. Results and conclusions: Perpetration of violence was independently associated with younger age, severity of alcohol use problems, lifetime trauma exposure, and higher manic symptom scores. The three drugs most commonly associated with the drugs–crime connection are heroin, crack and cocaine. A study conducted in penitentiary centers of the Interior in Spain found a high percentage of dual pathology (81.4%) In the portuguese largest security ward, in Coimbra, 40.5% of the sample had dual diagnosis disorders. Forensic units must take an integrated approach to addressing substance-use disorders. It is needed to consider not only the complexities of the substance misuse and the mental disorder, but also the offending behaviour that brought them into the forensic services. Also, social skills can effectively be improved in dual diagnosis patients. Further research is required to identify additional risk factors, such as individual substances of abuse, and establish a causal model leading to criminal perpetration.

In the modern and globalized world, information and communication technologies (ICT) have emerged that make it possible to manipulate information and provide the necessary means to store, retrieve, produce, record, present, transmit and communicate data, facilitating communication among all human beings and has also contributed to the transformation of the social world.At the same time, technological advances have further democratized the use of the Internet. This has led to hyper-connected scenarios, data creators and increasing digitization, as a result, almost all production areas today are caught in a process of change, whose main objective is to adapt to this new digital age.Indeed, in this context, digital capabilities were born, defined as the set of knowledge, skills, behaviors, strategies, strengths, and awareness required in the use of ICTs and the digital environment when carrying out activities, solving problems, reporting, managing information. , with positive, qualified, suitable, analytical, imaginative, fair, weighted by tasks, inactivity, collaboration, learning, socialization, use and empowerment.Given the situation observed, it is necessary to describe the digital skills in health professionals, since it is an essential requirement to deepen knowledge, by using new technologies it enhances their capabilities, thus improving health services, human quality and well-being of people in the field of nursing, also some professionals are teaching, a vital field in providing a comprehensive university education according to the needs, benefit not only this group by improving their work performance in the face of the challenges demanded by the professional world through of the development of digital skills, but also Include the environment, individuals, families, communities in care centers and at the same time train future nursing professiona.The general objective is to describe the digital skills of health professionals. For the collection of information, the following techniques and instruments were used: systematic review, for the bibliographic search, search engines were used (Scopus, PubMed, ScienceDirect, Dialnet, Scielo, ProQuest) finding 10 investigations that were evaluated through the list of Boverieth Astete, the advanced search was made with different search strategies combining descriptors, keywords and booleans. The sample consisted of 10 articles. The results obtained showed 6 relevant categories: creation of digital content, use and security of technology, information and information literacy, communication and collaboration, problem solving and factors related to digital competence. Conclusions: Health professionals have many deficiencies in information skills and information literacy, communication and collaboration, creation of digital content, use of technology and security; however, they show more skills when it comes to solving problems; the ability factors are correlated, and it is not a negative correlation, that is, the higher the ability, the younger they are.In the limitations there are deficient articles clearly related to the studied area. It is suggested to carry out more quantitative, comparative research; as well as qualitative studies.Keywords: digital competence, professionals, health sciences
