Birth has become a phenomenon of increasing concern. The population of Romania has decreased and is constantly decreasing, the downward evolution is not surprising, all the information on the natural and migratory movement after 1989 define a well-installed demographic decline. Romania's demographic decline is gaining new dimensions and amplifying the deterioration of the country's demographic situation. What is less known and evaluated at the true value is the depth of the deterioration of the age structure of the population in the context of the demographic decline and the implications of this deterioration from the perspective of the possible recovery of the demographic state of the country. The present demographic evolutions, respectively the characteristics of the components that have produced and are still producing these evolutions, foreshadow a strongly negative image regarding the population of Romania in the next decades, if by public policies the birth ratio will not be stimulated.

Abstract:
Romanian psychology has undergone extensive transformations over the past 70 years, in relation to social and political changes that took place in Romanian society during this period. After building an internationally recognized status by the year 1938, the establishment of the totalitarian regime in 1948 had a negative influence on psychology, essentially on ideological grounds. Of course, during this period of over 40 years, there were several stages in terms of the intensity of interference. After the Revolution that led to the process of democratisation in 1989 we can witness the rebirth of psychology in Romania and its gradual reconnecting to mainstream psychology. In this paper, we trace how these broad changes are reflected in the Romanian psychology books published in the last 70 years, relating them to the evolution of Romanian society.

Abstract The lack of information from the organizations involved in a crisis situation and the high level of uncertainty may result in setting an emotional tone on social media and even in bringing radical political and social changes. Such an example is the Colectiv crisis in Romania. The fire, caused by a fireworks display, broke out at the Colectiv nightclub where almost 300 people were attending the “Goodbye to Gravity” band concert. 27 people died that night and the death toll reached 63 in December. This tragedy led to an online and offline civic uprising, Romanian citizens protesting against a corrupted political system. The scope of this study is to examine the emotion-filled dialogue on Twitter and to determine the evolution of coping strategies and collective action frames throughout this crisis which resulted in a social and political reform in Romania.

Abstract Objective: The purpose of this article is to present a brief analysis of the Romanian higher education system from the perspective of basic indicators, as well as the use of Markovian techniques for studying the evolution of the schooling process. Methodology: The descriptive statistical analysis was mainly used to visualize and synthesize the information extracted from the data on the Romanian higher education system. Markovian methods were used to study and predict the evolution of the schooling process. Findings: The rapid dynamics of the number of students in Romania in the last two decades has been accompanied by a series of structural changes, of which the most important are: a) constantly increasing the degree of feminisation of student achievements and b) increasing the relative importance of economic studies, legal studies and other social sciences, while reducing the relative importance of technical sciences and of medical-pharmaceutical studies within university specialties. Also, the distribution of the graduates’ specializations correlated to a very small extent with the requirements of economic and social activity. It can be said that the development of tertiary education in Romania was stimulated mainly by the action of factors of social and cultural nature and only at second level by the demand for qualified personnel generated by the productive apparatus. Value Added: This study highlights the current state of Romanian higher education. The fact that the evolution of tertiary education has been “explosive” over the past two decades makes some econometric methods, involving the use of stationary data or which have a high degree of complexity, more difficult to use. In this context, the use of Markovian modelling methods for studying and forecasting the evolution of the schooling process can contribute to improving access to and participation in higher education. Recommendations: In the current conjucture, when trying to increase the insertion of graduates into the labour market, it is natural for decision-makers to use various estimation methods and techniques that allow them to correlate university study programs with the needs of the labour market and at the same time provide them with scientific support for their prognosis.

Given its social, economic and environmental impact, together with its history and tradition, balneo-tourism counts among the most important forms of tourism practiced in Romania, thus being useful to constantly identify, analyse and develop ways of supporting its positive evolution on a long term. The purpose of this article is to present, along with theoretical references regarding the importance of substantiating marketing strategies in balneo-tourism marketing planning, the results of a SWOT analysis developed in order to create better-adapted marketing strategies for balneo-tourism in Romania. The SWOT analysis is based on a qualitative research, conducted among several Romanian experts directly involved in the field of balneo-tourism. Therefore, the results obtained and the conclusions drawn can be used to substantiate marketing strategies for balneo-tourism in Romania, emphasising the main strengths and opportunities, such as the various, high quality, natural resources and the positive dynamic of the tourism market, and improving or limiting the impact of the weaknesses and threats, such as the insufficient specialised human resources and the lack of financial resources. The paper presents a series of recommendations regarding the addressed matter and offers a comprehensive point of view upon relevant aspects that should be dealt with in order to support more efficiently the Romanian balneo-tourism evolution. Abstract This paper analyses the involvement of Romanian and Hungarian young villagers in the local agriculture and entrepreneurial activities. The first part provides an outlook on the historical evolution and the current situation of agriculture and rural development in Romania and Hungary from the perspective of theoretical positions formulated within economics and the sociology of entrepreneurship as well as rural sociology. The second part discusses the results of a cross-border research and social intervention project conducted in the period of 2012-2013 in ten rural localities from the shared Hungarian–Romanian border region. The questionnaire included questions regarding rural youth integration in the labour market, agriculture, and involvement in entrepreneurial activities as well as social and religious participation. The research has found significant differences between Romanian and Hungarian young villagers with respect to the examined questions.

Abstract: Over the last years, the interest for the potential of social economy organisations to support and produce economic and social development has increased substantially. Against the background of this increased interest in the area, the interest for the research of this economic sector having specific characteristics and grouping various organisations under the same identity has also increased. Starting from recent research, the main purpose of this article is to describe the landscape of social economy actors and the key elements in the evolution of the social enterprises in Romania. In the first part, we present structured information about the status quo of social economy entities such as they appear by analyzing the data collected at national level by the National Institute of Statistics and by analyzing the juridical and institutional framework of each type of organization. The analysis mainly focuses on three types of organisations – cooperatives, NGOs with an economic activity and mutual organisations. In the second part, the authors identify and analyze several key policy fields enabling the development of social economy actors. The last part of the review is dedicated to a discussion concerning the development of a specific policy framework to support the social enterprises in Romania.

Rural development within the European Union has been a continuous evolution of rural space through which it has responded to the needs and challenges of the European Community. Thus, the European Union has created and implemented the Common Agricultural Policy, and rural development is its second pillar. In the case of Romania, agriculture and rural development is a priority sector in terms of economic and social growth, due to the large area occupied by rural areas, but also due to the large area of agricultural land that is found on the territory of Romania. This article is intended to be an objective analysis of the impact that European funds have had on the development of the Romanian rural area regarding the allocation of these funds. At the same time, the degree of absorption of the National Rural Development Program (NRDP) was analysed.

El objetivo de este trabajo es explorar las dinámicas de producción anfórica durante el Imperio Romano. En particular, se aplica un enfoque evolutivo para comprender los mecanismos de cambio en las ánforas oleıı́colas béticas conocidas como Dressel 20. El análisis realizado se centra en la detección de diferencias en la producción de ánforas a través del tiempo posibilitando cuantificar el grado de transformación en estos contenedores. Uno de los principales retos de este enfoque ha sido el alto nivel de incertidumbre asociado con la cronología arqueológica. Adicionalmente, este problema se combina con la falta de un marco formal para aplicar técnicas convencionales al análisis de los datos de ánforas. Con el fin de lograr este objetivo, este trabajo usa un marco cuantitativo basado en la teorıı́a de la Evolución Cultural y proporciona una serie de métodos que pueden ser usados para tener en cuenta estos cambios en la producción de las ánforas romanas. En este contexto, se presentan tres diferentes casos de estudio donde esta metodología ha sido usada para mostrar su capacidad de detectar trayectorias culturales. Todos los casos de estudios se han enfocado en comprender las dinámicas de cambio de la producción anfórica localizada en la provincia de la Bética durante el Imperio Romano (I-III d.C.). Especialmente, los métodos cuantitativos y la simulación se han aplicado para cuantificar la diferencias entre producciones con el objetivo de identificar discontinuidades en secuencias arqueológicas e históricas. Se pretende conocer si estos cambios identificados se han producido por razones culturales como podrıı́an ser los cambios económicos, políticos o sociales. El análisis explora cómo el marco propuesto por la arqueología evolutiva puede ser una herramienta útil para comprender los cambios en los procesos de producción usando la cultura material para analizarlos. Finalmente, los resultados sugieren que determinados factores culturales pueden influir en el grado de cambio en los contenedores anfóricos siendo posible identificar variaciones en producciones tan estandarizadas como la romana.
The aim of this thesis is to explore the dynamics of change in amphoric production within the Roman Empire. In particular, an evolutionary framework is applied to understand the mechanisms of changes in olive oil amphorae. This analysis can be developed by the fact that we detect differences in the amphorae production through time that allows us to quantify the rates of change. One of the main challenges of this approach is the high level of uncertainty associated to the archaeological chronologies. In addition, this problem is combined with the lack of a formal framework to apply on the conventional techniques for the analysis of the amphorae dataset. In order to achieve this goal the study uses a quantitative framework based on cultural evolution theory. It provides a set of methods that can be used to account these changes in the production of olive oil amphorae. In this context, it will be presented a research where this methodology has been used to show its capacity to detect the culture trajectories. Our three case studies have been focused to understand the dynamics of change of olive oil amphora production found in Baetica (currently Andalusia) during the Roman Empire (1st- 3rd century AD). Specifically quantitative methods and simulation have been applied to quantify the morphological distance between pottery assemblages in order to identify discontinuities in archaeological and historical sequences. In particular, we want to identify if these changes were produced by cultural reasons as it may be economical, political and social changes. The analysis explores how the framework provided by evolutionary archaeology can provide a useful base for understanding change in production processes using material culture. Finally, the results suggest that different factors can influence rate of change and thus different speeds can be identified with distinguishable patterns of social behaviour.

In migration contexts, the diversity of languages in contact triggers the processes of second language (L2) acquisition and language transfer; as well as drawing attention to the importance of mother tongue (L1) maintenance. The present study examines the processes of L2 acquisition (Catalan and Spanish), L1 (Romanian) maintenance, and L1transfer, in the case of 130 immigrant Romanian students, as well as the effect of attendance at L1 classes and length of residence on the three languages analysed. Accordingly, three parallel language competence tests were applied in seven public schools of Compulsory Secondary Education in Catalonia. Generally, the results indicate that the language transfer from the L1 to the L2s occurs and a longer length of residence facilitates the learning of Catalan and Spanish, but, at the same time, hinders the level of competence in L1. Also, attendance at Romanian classes seems to influence the maintenance of the mother tongue and the acquisition of the second languages.
En contextos de migració, la diversitat de llengües en contacte esdevé processos d’adquisició de segones llengües (L2) i de transferència lingüística; a més de revifar el debat sobre la importància del manteniment de la llengua materna (L1). En el següent treball s’exploren els processos d’adquisició de l’L2 (català i castellà), del manteniment de l’L1 (romanès) i de la transferència lingüística de l’L1, de 130 estudiants immigrants d’origen romanès; així com l’efecte d’assistir a classes d’L1 i el temps d’estada, en les tres llengües estudiades. Per a aquest propòsit, s’han aplicat tres proves paral•leles de competència lingüística en set instituts d’Educació Secundària Obligatòria de Catalunya. A nivell general, els resultats indiquen que la transferència lingüística de l’L1 a les L2s sorgeix i que un major temps d’estada afavoreix l’aprenentatge del català i del castellà però, al mateix temps, va en detriment del nivell del coneixement adquirit en la seva L1. Així mateix, l’assistència a classes de romanès sembla influir en el manteniment de la seva llengua materna i en l’aprenentatge de segones llengües.
En contextos de migración, la diversidad de lenguas en contacto desencadena procesos de adquisición de segundas lenguas (L2) y de transferencia lingüística; además de reavivar el debate sobre la importancia del mantenimiento de la lengua materna (L1). En el siguiente trabajo se exploran los procesos de adquisición de L2 (catalán y castellano), del mantenimiento de la L1 (rumano) y de la transferencia lingüística de la L1, de 130 estudiantes inmigrantes de origen rumano, así como el efecto de asistir a clases de L1 y el tiempo de estancia, en las tres lenguas estudiadas. Para ello, se han aplicado tres pruebas paralelas de competencia lingüística en siete institutos de Educación Secundaria Obligatoria de Cataluña. A nivel general, los resultados indican que se da la influencia de la L1 en las L2 y que un mayor tiempo de estancia favorece el aprendizaje del catalán y del castellano, pero, a su vez, va en detrimento del nivel de conocimiento adquirido en su L1. Asimismo, la asistencia a clases de rumano parece influir en el mantenimiento de su lengua materna y en el aprendizaje de segundas lenguas.

This study has a dual objective. On the one hand, it seeks to contribute to a more complex of understanding of modernisation and social change. In this respect, my casestudy of the Romanian experience with modernity might be of interest to scholars working in other fields, as the particularities of the Romanian case could have relevance for other Tater modernising countries’, i.e. those countries that did not take part in the emergence of Western modernity. On the other hand, the study attempts to contribute to a fuller understanding of the Romanian history of modernisation, in that it seeks to provide theoretically informed interpretations of its pattern of modernisation. It is claimed that particular experiences that are usually understood as non-modem should be interpreted as contributing to the overall modem experience in Romania. It should be noted that only in a more advanced stage of my research I was able to consult sources in the Romanian language, as I started out without any knowledge of Romanian. This also means that in some instances I have relied on translated sources.

The result of research carried out in several European countries, this book analyses the phenomenon of the posting of workers from an international and interdisciplinary perspective, with a particular focus on working conditions, occupational safety and health (OSH), regulatory issues, offences and violations of posted workers’ rights. The first part of the book examines the origins and evolution of the posting of workers in Europe, also in terms of legislation; the second part presents various national case studies (Austria, Belgium, Denmark, Germany, Romania, Slovenia, Switzerland, and labour mobility from Third Countries); the third part focuses on Italy, as the European crossroads of posted work. From this richly documented examination, the posting of workers emerges as a new frontier of the devaluation of labour, which exacerbates tendencies characteristic of the transformations of labour that have taken place in recent decades on a global scale, first and foremost precariousness and social dumping. Given its profound impact on the labour market and working conditions, the posting of workers therefore opens up new challenges for the protection of workers in both receiving and sending countries.

The subject of Chapter 3 is the six-century-long evolution of Pompeian street surfaces and the architectures that accompany them. These surfaces include streets made of beaten ash that once covered the entire city, the cobblestone surfaces found only at the gates, and the famous irregular blocks of lava used to pave Roman roads and streets alike. Uncommon surfaces and repair techniques, such as streets built atop piles of earthquake debris or the pouring of iron slag into deep ruts, are also discussed. Just as important to understanding this evolution as their functional characteristics, however, are the social forces that drove their adoption and their replacement.

Abstract:
This work presents current approaches and new avenues of enquiry into ancient sport and spectacle. It discusses historical perspectives, contest forms, contest-related texts, civic and social aspects, and use and meaning of the individual body. Greek and Roman topics are interwoven under each heading to simulate contest-like tensions and complementarities, juxtaposing, for example, violence in Greek athletics and in Roman gladiatorial events, Greek and Roman chariot events, architectural frameworks for contests and games in the two cultures, and contrasting views of religion, bodily regimens, and judicial classification related to both cultures. It examines the social contexts of games, namely the evolution of sport and spectacle diachronically and geographically across cultural and political boundaries, and how games are adapted to multiple contexts and multiple purposes, reinforcing, for example, social hierarchies, performing shared values, and playing out deep cultural tensions. The work also pays some attention to other directing forces in the ancient Mediterranean (e.g. Bronze Age Egypt and the Near East; Etruria; and early Christianity). The volume addresses important themes common to antiquity and modern society, such as issues of class, gender, health, and the popular culture of the modern Olympics, and gladiators in cinema. It presents contests and spectacles as venues of connection and as opportunities for the negotiation of status and the exchange of value, broadly for example how early panhellenic sanctuaries responded to economic stakeholders, and how groups and individuals in the later Roman empire forged social and political links through the circus events.

The chapter discusses the development of literature within its institutional and historical context, considering how patronage, a fledgling book market, and publishing conditions delineated the spaces of a literary field. The chapter looks at court literature and the ode as the definitive genre, examining its techniques and scope for variation. Literature began to flourish outside court, and the chapter traces the evolution of poetry into an amateur pastime. The discovery of poetic genius added to the delight afforded by poetry as a form of sociability. This innovation coincided with pre-Romantic trends and the nascent idea of national literature. The pleasure of literature extended into satirical journals and comedies that served as vehicles for social and political critique, at times even engaging the monarch in direct participation.

Rome is the only western society that autonomously grew a legal profession distinct from the political and religious power. Roman legal thought and the institutions that it generated have had and continue to have an enormous influence on legal thinking in the western world and beyond. This book investigates the economics of Roman legal institutions, their functions and their evolution. It brings together most of the scholars that have been active in this field in recent years from three interconnected perspectives: legal history, economic history and the economic analysis of law. The book has three purposes. The first goal is to demonstrate the existence of a fertile field of studies that has been overshadowed by discussions on the applicability of modern methods to the study of ancient societies. This book is an example of how this approach can be combined with due deference to the historical context. The second goal is to show that the inquiry is interesting both for students of history and for students of economics. The former will hopefully appreciate that the application of modern economic techniques sheds new light on the emergence and evolution of legal institutions in response to changes in the underlying economic activities that those institutions regulated. The latter are invited to consider a unique and relatively well-documented time series on economic, political, social and legal variables covering approximately 1000 years. The third goal is to provide an economic and historical analysis of the most salient legal institutions of the Roman world and to introduce the reader to a set of empirical and theoretical methods.

AbstractPerformance-based funding has a long experience of debates and implementation in Romania, distinguishing three main stages of refinement in its implementation, starting with 2002. The actual form is similar starting with 2016, an important share of Romanian higher education funding for teaching activities in public universities (26.5%) being distributed according to quality indicators (applied by field of study). Given that the main objective of this mechanism is to reward performance, as well as to assure a more transparent and predictable resource allocation, the aim of this paper is to identify how this allocation mechanism actually worked over the past five years. The performance-based criteria employed in the supplementary funding component cover four main categories: teaching/learning, scientific research/artistic creation, international orientation, regional orientation & social equity. According to the national funding allocation mechanism, each quality indicator is assigned a share of the total funding, with the final distribution being determined by each institutions performance score relative to the others in the same scientific field. The paper unfolds the evolution of this systems implementation in the five years since its adoption (2016–2020) and presents the main results of a preliminary analysis. We also explore the extent to which certain characteristics of universities, such as their size or their dominant field of study, impact the resulting distribution of funds. This paper results may enrich and contribute to the larger national and international debate on performance-based funding and quality assurance in higher education.

AbstractThe Organization for Security and Cooperation in Europe (OSCE) comprises 57 participating states, including almost all the countries of the Western Balkans. The only country which is not a participating state of the OSCE in this region is the Republic of Kosovo. Kosovo announced its independence from Serbia on 17 February 2008, and a number of OSCE participating states soon after recognized its statehood. However, some participating states, including Serbia, Russia, Spain, Slovakia, Romania, Cyprus, and Greece, did not. International organizations, such as the United Nations (UN), the European Union (EU), and the OSCE, have been engaged in post-conflict reconstruction of Kosovo since 1999. The aim of this article is to show the role of international community engagement in rebuilding the social security system in Kosovo since the end of the war of 1999. This analysis will enable the reader to understand not only the evolution of the social security system in Kosovo, but also the direct and indirect impact of international community on the social security of the states with limited recognition.

This chapter is an analysis of the forest commons in Romania (in Romanian - „obște”, „composesorat”) as social solidarity economy organisations mainly looking at how the collective production of norms in these new (re-instituted after 50 years) organisations impacts the sustainability concerns in the collective management of natural goods and production of new goods and services of interest to the community. The chapter has four parts: the first part is offering to the readers a conceptual framework of common goods in order to better understand the particular situation of Romanian natural resources (forests, pastures) as common goods and their transition from public management to commons across time; the second part is a brief history of commons in Romania covering evolutions from 1948 to 2012 and including estimates of the size of surfaces they manage; the third part studies the commons as social economy organisations using key social and economic indicators of commons as SSE organisations from the Prometeus research project in which the authors were involved; and the last part assesses the disposition of the commons for a public, community interest mission and sustainable management of forests using survey data analysis. The chapter thus provides an in-depth analysis of commons as social solidarity economy organisations in Romania and of their capacity to provide a viable framework for sustainably managing the common resources under circumstances of significant economic pressure.

The travel industry and tourism can rightly be considered the most affected branches of the global economy in the COVID-19 era, the tourism market registering the sharpest post-war decline with significant disruptions to the supply-demand ratio. An analysis of the tourist offers promoted by two of the most prolific tour operators in Romania states a strategic endurance approach based on psychological prices easily predictable, but focused on regaining a large segment of Romanian tourists who before 2020 practiced outgoing tourism . Turkey and Egypt are considered the destinations of the pandemic moment, the most appreciated in a state of continuous uncertainty, insecurity and reluctance to travel. During the years 2019-2020, the price offers of the Romanian tour operators did not register major changes, even if the outgoing tourist packages experienced, in full pandemic, conjunctural oscillations with reasonable decreases of prices followed, in some places, by price increases meant to suggest an intensification of tourist consumption with the lifting of the lockdown in various countries and the announcement of the first measures of social relaxation. The measures regarding the vaccination and the immunization of the population determined the Romanian tourists to react positively to the inner, urgent desire to travel regardless of the effects of the COVID-19 pandemic and the temporary restrictions determined by it.

„Social innovation” have gained the focus of interest of many researchers and professionals preoccupied to find solutions to heavy societal problems manifesting themselves as challenges or obstacles for public organizations in the field of services of general interest. The present article explores the specialty research on the impact of social innovation concentrating on the most recent trends and concepts that better describe the ways that can lead to the „diffusion” of social innovation, particularly in the domain of services that are designed with the goal to ensure a higher quality life for all citizens. The main objective of our paper is to contribute to the conceptual field of innovation, by presenting a clear definition and by highlighting the newest trends in research. We also tried to identify what are the possible strategies to be applied by stakeholders in order to ensure the process of scaling up, bringing examples that prove the relevance of this concept in the field of public services. In light of recent developments in the field of social innovation, we consider that both research and practice related to „scaling up” need further evolution and more efforts in order to become solid points of reference for all interested parties. At the same time, the development of rigorous systems of evaluation of the effects and impact of innovation is strongly needed. The methods used are mainly qualitative, based on the evaluation of the specialty literature on innovation in services, and comparative, applied to highlight similarities and differences between various cases of innovation in the social sector that may be transferred in the public sector.

Abstract:
The research follows the evolution of the number of legitimate athletes, of the number of coaches and of the number of departments (clubs) within two sports federations: the Romanian Basketball Federation and the Romanian Handball Federation. The statistics show a different dynamic regarding the number of legitimate athletes in the period 1992-2019, the study making a comparison between the two federations in terms of management programmes and the impact thereof on the dynamics of the number of athletes, coaches and number of departments. The research started from the hypothesis that the type of management and marketing applied at the federation level is very important because it directly influenced the existence of the number of clubs, coaches and implicitly the number of legitimate athletes, in the context in which both federations are national structures under the control of the Ministry of Youth and Sports and funded from a single source, to a large extent. The data were collected from the National Institute of Statistics of Romania, from the Ministry of Youth and Sports and from the website of the two Federations. The study refers to certain differences in the application of management and marketing strategies and the evolution of the 2 federations. The research also offers some explanations from a social, economic and political perspective of the dynamics of the compared parameters.

Abstract:
In the context of the economic, political and social crises that unfolded during the recent years, the European Union had to withstand a growing pressure from the part of its dissatisfied citizens. The long-term effects of the economic crisis, the limited ability to manage refugee flows or the difficulty to come up with joint solutions to pressing issues have highlighted the shortcoming of the EU as a political system, while also giving rise to growing criticism from EU citizens and the loss of their trust. The 2016 referendum vote of British citizens that subsequently led to what came to be known as “Brexit” could be perceived both as a crisis and as an outcome of the growing popular dissatisfaction and protest from the part of British citizens. Consequently, the present article aims to explore the connections between recent crises and the evolution of European citizens’ attitudes in relation to the EU and the integration process as a whole. This perspective could ultimately shed some light on the roots and drivers of Euroscepticism in the context of an inability of the EU as a political system to channel the solidarity of Member States towards common solutions and to cope with the existing social, economic, and cultural divisions in Europe.

Abstract:
This report describes a particular situation of young population in Romania: the population of NEETs, with a focus on rural NEETs.Based on a complex methodology which uses data from different national sources (INS) and international sources (Eurostat, EU Labour Force Survey-EU-LFS, OECD),this report gives an overview of the evolution and particularities of NEETs in Romania during the previous deca-de, namely 2009-2019.Within the last ten years, the population of NEETs in Romania has grown rapidly, placing Ro-mania in first place in the EU-28 in terms of the share of this population among the young population. Thus, in 2009 Romania with a NEET rate of 13.9%, occupied first places in the EU, along with Bulgaria (19.5%), Italy (17.5%), Latvia (17.5%) (Eurostat, 2020). A decade later, in Bulgaria and Latvia, the NEET rate decreased significantly to 13.7% and 7.9%, respectively, but in Romania and Italy it increased by more than 1pp: 14.7% in Romania and 18.1% in Italy. (Eurostat, 2020). The causes for this are both individual (way of life, socio-familial origin, expectations and aspirations) and socio-economic (accessibility of the education system, development of lifelong learning, correspondence between education and labour market demand, particu-larities of the Romanian labour market, socio-economic policies supported by central and local authorities, etc.)
