Abstract:
Background This study aimed to investigate personality traits associated with depression in breast cancer women (BCW). Methods Sample: 236 BCW recently diagnosed (early stages). Tests: SASB-Structural-Analysis of Social-Behavior; IPAT-CDQ-Depression . Statistical analysis: cluster K-Means analysis to explore SASB personality-traits considering the 8 SASB clusters (Cl); CDQ scores dichotomized by 50th percentile cutoff (high/low); Pearson’s chi square test to compare CDQ levels and SASB traits. Results Cluster analysis results supported two distinguishable SASB personality traits (for all SASB Cl-Scales P < .001) classified as “Love and Autonomy” (62.2%) and “Control and Hate” (37.8%). Patients with Love/Autonomy traits are spontaneous, accept their deepest feelings and desire to be close to other people (Cl1, Cl2, Cl3, Cl4). They show a medium value of self-control and a low tendency to self-abusive and self-critical behaviors (Cl5, Cl6). They pay attention to themselves and to their needs at emotional and physical levels also if may be occasionally engaged in self-destructive behaviors (Cl7, Cl8). Women with Control/Hate traits are not spontaneous and do not always express emotions (C1, Cl2, Cl3, Cl4) and flexibility in their relationship with others (Cl5, Cl6). In stressful situations, they may ignore the option of choices for self-growth and neglect their needs and those of others (Cl7, Cl8). BCWs with Control/Hate traits scored higher in depression ( P <.001) than those with the Love/Autonomy profile. Conclusions Healthcare professionals should be aware of these personality traits and their association with depression to identify the psychologically most vulnerable BCW and improve the care they provide them. The psychotherapeutic intervention should be planned to face on the personality problems.

Abstract:
INTRODUCTION: Effective social work practice is predicated on empowering, inclusive and culturally responsive communication, and yet, there appears to be very limited focus on language awareness, let alone critical language awareness, in contemporary social work education—both within and beyond the Australasia context. This gap is more worrying against a background where neoliberal and instrumental discourses (Habermas, 1969; O’Regan, 2001) have freely proliferated, and now threaten to colonise virtually all areas of private and public life (Chouliaraki Fairclough, 1999). In response, this article advocates the inclusion of Critical Language Awareness (CLA) in contemporary social work education.APPROACH: This article initially maps the broad scope and historical emergence of CLA, before surveying its key political and theoretical influences.FINDINGS: The key outcome is that CLA—as delineated—clearly shares significant overlaps with social work co-values, particularly: justice, equality and a commitment to anti-discriminatory and anti-oppressive practice (Dominelli, 2002; Payne, 1997). More importantly, CLA provides conceptual and analytical resources that promise to significantly sharpen students’ abilities to recognise, question and ultimately challenge, oppressive discourses (Fairclough, 2011; Manjarres, 2011; Wodak, 2006).CONCLUSION: It is recommended that CLA strands be woven into existing social work themes and topics. The final part of the article offers some practical suggestions on how this could be done.

Abstract:
The number of English as a foreign language (EFL) programs has increased around the world. However, they lack a critical perspective. Throughout their learning, EFL learners are exposed to diverse sociocultural and sociopolitical content that should be approached with a critical stance. EFL educators play a significant role in designing the curriculum and teaching EFL programs. The current study explores their views and opinions on incorporating critical language awareness (CLA) in EFL or English as a second language programs to develop critical perspectives among learners. The findings of this study revealed a recognition of the need for CLA in EFL classrooms in the context of a more socially informed learning experience. Three major themes arose from the interviews: making EFL teaching and learning informed by the social context, applying critical discourse analysis (CDA) and critical thinking skills as analytical tools to social issues, and empowering EFL educators with the appropriate professional training. The study’s findings also showed that the participants had a positive attitude and readiness to integrate CLA in EFL classrooms.

Abstract:
Human population growth and dwindling fragmented natural habitats for elephants in Asia are leading to increasing conflict between humans and wild elephants. Sohail Inayatullah’s Causal layered analysis (CLA) is applied to understand the human–elephant conflict (HEC) situation. Gregory Bateson’s “ecology of mind” (EoM; epistemology, recurrence, abduction, and metaphor) is also employed to focus on possible implications of metaphor, epistemology, and social–psychological misalignments. The article aims to inform multidisciplinary practitioners on the relevance of applying both CLA and EoM to social–ecological issues in the twenty-first century. CLA and EoM are compatible and complementary multilayered approaches which, as metaphorical approaches, share mixed entailments. Bateson’s “double bind” theory is applied within CLA to explore the implications of possible Asian elephant extinction within the Anthropocene in respect to Indian (Hindu and Buddhist) cosmologies.

Abstract:
The objective of the research was to analyze and compare the oxidative and physical stabilities of conjugated linoleic acid (CLA) emulsions stabilized by two glycosylated hydrolysates (GPP-A and GPP-B) that were formed via two different pathways. This study showed that GPP-A exhibited higher browning intensity and DPPH radical scavenging ability in comparison with GPP-B. Moreover, the CLA emulsion formed by GPP-A exhibited a lower creaming index, average particle size, primary and secondary oxidative products, in comparison with GPP-B-loaded emulsion. However, the GPP-A-loaded emulsion showed a higher absolute potential and fraction of interfacial adsorption than that of the CLA emulsion formed by GPP-B. Therefore, the CLA emulsion formed by GPP-A exhibited stronger stabilities in comparison with the GPP-B-loaded emulsion. These results suggested that GPP-A showed an emulsification-based delivery system for embedding CLA to avoid the loss of biological activities. Additionally, the development of CLA emulsions could exert its physiological functions and prevent its oxidation.

Abstract:
Whey protein isolate nanofibrils (WPNFs) can be used as a novel stabilizer in the Pickering emulsion system to improve the water solubility, stability and bioavailability of lipophilic bioactive ingredients. In this study, conjugated linoleic acid (CLA) and WPNFs were used to prepare a stable Pickering emulsion. We used a transmission electron microscope, low-temperature scanning electron micrographs and other methods to evaluate the micromorphology, surface hydrophobicity and structural units of the obtained WPNFs. Compared with whey protein isolate/CLA Pickering emulsion, the WPNFs/CLA Pickering emulsion has greater ability to remove 2,2-Diphenyl-1-picrylhydrazyl and 2,2′-amino-di(2-ethyl-benzothiazoline sulphonic acid-6) ammonium salt free radicals. Furthermore, the WPNFs/CLA Pickering emulsion has a more stable effect in terms of droplet size and zeta potential over a wider range of ionic strength and temperature conditions. These findings indicate that Pickering emulsion stabilized by WPNFs is more suitable as a carrier of CLA, as it increases the solubility of CLA and has better active applications in biology and food.

Abstract:
Purpose Social and environmental accountability by firms can be compromised by a lack of democracy within community engagement and decision-making processes. This is particularly evident in potential conflict situations such as with unconventional gas (UCG) extraction. Dialogic engagement sits within dialogic accounting theory and offers a potentially valuable contribution to democratisation. This study aims to contribute to dialogic engagement as practice through the application of critical futures theory and methodology, causal layered analysis (CLA). Design/methodology/approach CLA was applied in field research firstly in interviews and then in a workshop setting involving participants with diverse perspectives on UCG. The workshop was planned around activities designed to: implement dialogic engagement as practice, critically unpack views on the present and future of UCG and energy needs through CLA; and evaluate the usefulness of the methodology. Findings Findings suggest that CLA enables access to multiple, complex and nuanced perspectives and facilitates, a deeper understanding of participants own views and of other differing views in relation to UCG, 1) a deeper understanding of participants own views, and of other differing views in relation to UCG, 2) a deeper analysis in the identification of key themes in discussions around UCG, and, 3) the identification by participants of “preferred futures” and “uncertainties” concerning energy needs. Practical implications CLA is a valuable tool for undertaking genuine community engagement and has wide-ranging application, one example being with interviews and focus groups. Moreover, with the inclusion of diverse perspectives, options and solutions emerging for consideration are increased. This in turn provides opportunities for creative decision-making through scenario identification and strategic development that potentially give rise to transformative possibilities. Social implications CLA may well assist in moving firms, and indeed civil society, closer to reaching preferable social and environmental outcomes. Originality/value This cross-disciplinary research applies an innovative approach and methodology, taking democratic engagement to new depths.

Abstract:
Beef contains an array of conjugated linoleic acid (CLA) isomers for which positive effects have been reported in animal models of human disease. The objectives were to develop a CLA-enriched beef production system and to assess its quality. Sixty Spring-born heifers were housed in Autumn and offered unwilted grass silage and a barley/soyabean concentrate or wilted grass silage and a concentrate containing sunflower oil and fish oil. In May, both groups were offered either pasture for 22 weeks, restricted pasture and sunflower oil and fish oil for 22 weeks, or pasture for 11 weeks and restricted pasture and sunflower oil and fish oil for the final 11 weeks. The predominant CLA isomer in beef was cis9, trans11 representing on average, 80% total CLA. The modified winter diet followed by supplementation for 22 weeks resulted in beef that had a CLA concentration that was higher, at a comparable intramuscular fatty acid concentration, than previously reported. The lipid and colour stability (over 10 days in modified atmosphere packaging) and sensory characteristics were generally not negatively affected. There were minor effects on the expression of candidate genes involved in lipid metabolism. Consumption of this beef would make a substantial contribution to the quantity of CLA suggested to have a positive effect on consumer health.

Abstract:
This thesis analyses the nexus between caste, class and social mobility in rural India over the last half-century of profound transformations. The increase of demographic pressure on land has reduced agriculture to a subsidiary source of livelihood for the rural population. The transition from farming to informal and irregular forms of labour which require the working population to commute to small and medium towns, have become the predominant patterns of occupational transition in rural India. This thesis investigates the nature and magnitude of these changes and their implications for the reconfiguration of the social structures - caste hierarchy and class stratification - and aims at verifying whether the caste membership continues to prevail as a factor of social stratification. Using unique data at the individual level on the full population of Palanpur, a village in Uttar Pradesh, surveyed seven times from 1958 to 2015, we provide a longitudinal analysis of the trends, the patterns and the determinants of the social mobility of three generations of individuals. We combine the statistical and econometric analysis of the social mobility with a qualitative analysis of more than a hundred interviews carried out during six-months in-depth fieldwork. We find evidence of the opportunities for social mobility to increase but prevalently downward toward manual workers’ class. The advantage of the upper castes to access high salariat positions persists over time, however, with the modernization, the educational attainment plays an equalising role on the chances of upward mobility irrespective of the caste and the class of origin. Moreover, we find that the caste disadvantage for upward mobility from low to middle and top-class decreased over time for some of the castes at the bottom of the hierarchy. While much social stratification research has been and still is carried out in Western countries, this thesis is an original contribution to the emerging literature concerning social stratification and mobility in developing countries.

Abstract:
For long time research has studied migration as a social problem, focusing on the disadvantages connected with it. However, it has recently proved that migration has become increasingly differentiated along social, economic, gender and cultural lines. Against this diversifying background, the research intends to unravel the concept of migration by introducing social class as a crucial intervening variable. Since the economic crisis started in 2008, the social and economic gap between the North and the South of Europe has widened. A major effect has been the increase of migratory flows of young people. In metropolises like Berlin or London, young South Europeans have almost doubled within ten years. While migration has become a central node of European politics and research, however, these migratory flows have been largely neglected. In urban contexts characterized by growing population and exploding rent prices, such as Berlin, young South Europeans are framed at one time as economic migrants repopulating the guest workers routes and lifestyle migrants moving to the gentrifying neighborhoods of the city. The research questions the political and analytical grounds of such processes of categorization of human mobility. It suggests considering mobility as an income-generating resource unevenly distributed across the population. The exploration of differentials of mobility, i.e. the different access to power and control over fixity and mobility, is the analytical key to open the black-box of migration. How does the social class of migrants affect their mobility and the ways how it is incorporated into a migration regime? How is mobility related to processes of class formation in contemporary capitalism? The analysis oscillates between the two research questions, contributing to the fields of Class Analysis and Migration Research in two distinct ways. Firstly, the theoretical part tackles the rise, decline and renaissance of the class concept, showing the blind spots of class analysis. It pleads for the re-discovery of the Weberian concept of life conduct to hold together the role of production and reproduction in people´s practices of livelihood. Secondly, the empirical part, i.e. a web survey, 40 interviews and 3 focus groups, explains how Italian migrants access resources in Berlin developing a life conduct predicated on mobility. The imperative to move spills over from the domain of spatial mobility into the domain of work, with the refusal of doing the same job “forever”, and into that of reproduction, with the construction of flexible forms of emotional engagement. Newcomers enter processes of social differentiation on the housing and labor market, in interaction with “differential inclusion” operated by state and market. The logic of “the best and the brightest” applies to them via a mix of requirements for getting a registration, the key to fixing oneself to the city. Once registered, they formally become migrant subjects placed in a quite privileged position within the hierarchy of citizenship status. Those who are stuck in the fatiguing process of registering, however, are formally considered as tourists, while they are experiencing deprivation and hyper-exploitation. Exposed to strong centrifugal forces such as housing, occupational and relational precarity, they often engage in clubbing and drugs. The research highlights how migrants participate in the construction of symbolic boundaries between deserving and undeserving movers, based on the valorization of hard work and moderated hedonism. Finally, migration from the South to the North of Europe, far from being “free” and frictionless, is managed by processes of differential inclusion placed at the local level. Endless mobilization, rather than migration reduction, appears as the main policy goal for the governance of intra-EU migration. If mobility is a resource, then, the crucial issue is about its ownership and control in contemporary societies.

VERONESI, GIOVANNI. "Develoment, validation and clinical utility of a long-term cardiovascular disease risk prediction model in the italian population." Doctoral thesis, Università degli Studi di Milano-Bicocca, 2014. http://hdl.handle.net/10281/50251.

Abstract:
We illustrate the development of a 20-year prediction model of first major coronary or ischemic stroke event in a Northern Italian population of men and women aged 35 to 69 years at baseline. The model included age, blood lipids, systolic blood pressure, anti-hypertensive treatment, smoking habits and diabetes. The discrimination ability of the model was high as 0.736 in men and 0.801 in women. The model has been internally and externally validated using a different cohort study of subjects enrolled in Latina. Based on the external validation analysis, the risk score seems to be appropriate for long-term risk prediction in Italy and, more generally, in low-incidence populations. The clinical utility of the risk score in stratifying subjects in risk categories has been evaluated considering two strategies for the identification of “high-risk” subjects with contrasting public health goals, either to decrease the fraction of missed events or to decrease un-necessary treatment. These can be implemented by choosing threshold values for the predicted risk driven by either sensitivity or by specificity, respectively. The risk stratification based on 20-year absolute predicted risk had a higher clinical utility than any stratification based on the number of risk factors. Finally, we discussed from the statistical perspective the concept of “improvement” in risk prediction through the paradigmatic analysis of two indicators of disease heritability and social status, i.e. family history of coronary heart disease and educational level, added to the initial model. A new SAS package, Risk Estimation in Survival Analysis using SAS 9.2 [reSAS], detailed in the appendix, has been specifically developed from the author.

Abstract:

The general purpose of this dissertation is to evaluate KrAmi – a correctional program for young offenders – regarding socioeconomic profitability. Evaluating socioeconomic results enables us to examine and reflect upon the possibilities of applying socioeconomic models to social work. The basic data, from a long-term follow up study of 140 persons in two KrAmi programs, one Knuff program and two probation programs (treatment as usual), also allow systematic comparisons with more traditional evaluation models

The data have been presented in one research report and three articles.

The research report examines both the effects in an effect study and the socioeconomic results in a CBA (Cost-Benefit Analysis) and a CEA (Cost-Effectiveness analysis). The overall aim of the socioeconomic study was to examine the socioeconomic profitability of the programmes. We found a halving of expenditure for the KrAmi and Knuff groups and a 25 percent reduction for the two probation programmes compared to the cost one year before rehabilitation started.

The 15-year investment analysis (CBA) showed that expenditures decreased and benefits increased by about 2.5 million SEK per individual for the two KrAmi programmes and one non-custodial program, by 0.5-1.0 million SEK for the Knuff program and the other non-custodial program. For the KrAmi programs investment in rehabilitation pays off in 1-1.5 years, for probation in 2.5-4 years and for Knuff in 4 years after the intervention. The benefit-cost ratios were 17.8 - 12.7 for the two KrAmi programs and 5.1 - 5.8 for the two non-custodial programs. For the Knuff program the benefit-cost ratio was 13.2. KrAmi rates are higher for rehabilitation rate (pension points), rehabilitation rate compared to investment costs and benefit-cost ratio, pay-off time is the shortest.

The results of both the effect study and socio-economic study, which were presented in the first article, suggest that social improvements for the clients corresponded with socio-economic profitability. However, these findings should be interpreted with caution due to difficulties in comparing short-term data on effects from ASI interviews collected in one period with long-term data concerning socio-economic costs per day per client in a different period. The second article elaborated on these design issues and also examined whether approaching an evaluation from different perspectives and employing different research methods can increase understanding. The conclusion drawn was that it was essential to have knowledge on the dissimilarities in design and measures between the two studies to come to the correct interpretations. These interpretations led to new questions to illuminate the results of the evaluations.

In the third article the focus was the long-term follow up period. In this study the Knuff program was excluded from the study and the two KrAmi programs formed the program group and the two probation group formed the control group. The follow-up period was two years during which the socioeconomic costs decreased stepwise for both groups, probation groups more so than program groups. The deteriorations were 70-80% compared to the period before treatment. However rehabilitation to labour market was more successful for program groups than for control groups thanks to the greater socio-economic profitability for program groups.

The introductory part of this dissertation focuses on methodological difficulties, and a multivariate regression analysis (MRA) is presented which shows that pre-existing differences in the composition of the program groups and control groups were not responsible for the differences on the socio-economic results. Moreover the introductory section includes a research presentation and the rationale for socioeconomic evaluation.

The present research has, as general objective, to seek a constitucional hermeneutics directed toward the improvement of the efficacy of the social rights rules, with the purpose to solve the elapsins problems from the general picture of its inefficiency, which are disposed on the Constitution, in its ample majority, as mere regular norms. Leaving of the premise that no Constitutional norm can be without being materialized and the true development of the State is it the social one (based on the principles of freedom, equality and solidarity), it will be demonstrated that the arguments in favor of the legislative inefficiency configure a true blow on the Democratic State of Brazilian Law. For this, it will be done, preliminarily, a study of the basic rights, legal category where it is found the social rights. To follow, it will be analyzed the hermeneutics of the legal norms, with emphasis on the specifics of the constitutional hermeneutics and its methods of interpretation. Finally, the aspect on the improvement of efficacy and the effectiveness of the social rights will be studied, through a new readind of certain dogmas that still persist in the legal world, being distinguished the institutiones of the reserve of the possible and the existential minimum. Ahead of this, after verifying the new paradigmas of the interpretable activity, will be demonstrated how it is possible to get an upgrade on the effectiveness of the social rights

The theme of corporate social responsibility (CSR) provides discussion and analysis and relatively recent, particularly in the last twenty years, has grown into the world as well as in Brazil, the interest on the involvement of the business sector in social activities or projects facing combating poverty. However, a lack of socialization of successful experiences in the practice of CSR and clarity and consensus concepts generate deviations of understanding on the subject and the structuring of interventions. This research aimed to reveal how corporate social responsibility of the IMA Food was developed from Project Nursery Saci. The research took place under a qualitative approach of descriptive-explanatory, conducted through semi-structured interviews and non-participatory observation and interviewed 35 people in total. The interpretation and analysis of data occurred through a categorical content analysis, having as theoretical approach to socioeconomic CSR. The results showed that the major form of social responsibility of the Food IMA is based on a classical approach of CSR, focusing on philanthropy. The absence of a more systematic management of the project and reflect the fragility, instability and lack of commitment towards the community. The contributions generated by the project are substantial and important, but do not reach the development occasioned by the company. However, none of this invalidates the initiative of the organization's commitment to the community, however, requires a reassessment and restructuring of the proposal in a way that leverages the performance of the project and the company itself and it can more effectively contribute to society

The changes ocurred in the world of capitalist labor, especially from the last decades of the 20th century, accentuated the process of manipulation and domination of the working class, materialized mainly through naturalization and / or trivialization of violence, conducted in the work environment. From this process, emerge the elements of bullying, that is, the embarrassing and humiliating practices which extend through time, degrading human race, and becoming fruitful object for study, debate and the intervention of the professionals of the Social Service area. Thus, we assume the perspective of analyzing the concepts and the work of social workers, whom work at people management area before the bullying in the workplace. We propose the following objectives: apprehend the settings of bullying, in the contemporary context of competitiveness and flexibility of work, as well as its implications for workers' health; characterize the background of this expression of violence at work in the municipality of Natal- RN; and analyze the powers and duties of the social worker in the process of prevention, identification and addressing of bullying in the context of work. This study consisted of a qualitative approach, based on the dialectical-critical method as soon as we adopt methodological procedures such as: theoretical knowledge, documental and field research, and performed using semi-structured interviews. The subjects of this research were nine (09) the Social Service professionals working in personnel management area, in five (5) institutions with legal and branches of different activities, located in Natal-RN. Even interviewed one (01) representative of the Public Ministry of Rio Grande do Norte Office (MPT-RN). The findings of this analysis indicate that bullying is a contemporary expression of "social question", which is presented as a demand for the Social-assistants – covered up and / or camuflage – under the guise of problems related to workers' health or mere conflicts of interpersonal relationships, that is, without any causal connection with the organization of work. The fear of losing job, not to be inserted in the labor market, and / or suffering reprisals, deepens the subject levels of the victims of bullying. Hence the importance of Social Workers are capable to understand the social reality, by preventing and combating the elements of bullying.

Abstract:
Nyckelord: Corporate social responsibility, kommunikation, strategi, transparens
As globalization and society trends grow, it has become more important for companies to take a broader responsibility for their actions. Corporate social responsibility (CSR) comprises economic, legal, ethical and philanthropic responsibilities and means that the companies have to work after laws, own initiative and stakeholder expectations. Being good at something is to be good at communicating it, to communicate CSR. Subjects such as transparency, strategy and being able to send right information through the right medium that ends up at the right recipient is vital. This report is meant to describe and create an understanding about how a retail company communicate their CSR-work in a successfully way. To accomplish this, the theories on CSR, stakeholders and strategies for communicating CSR have been studied. After that the company Clas Ohlson has been studied through qualitative interviews with an employee (communications manager) and a supplier (anonymous). Collected empirical data has later been reconnected with the theory basis and conclusions have been drawn. The conclusions point that Clas Ohlson has a good communication with their suppliers and consumers, but there is a potential to become better. In these areas of improvement is considered that a greater two-way communication relating to stakeholder response strategy is central. Further concrete suggestions on CSR-channels that can lead to a rise in their philanthropic responsibility and stimulate suppliers interest for sustainability and questions around CSR is given. The CSR-forum of Clas Ohlson show good engagement and in both short- and long-term it appears to be good potential for increased effort in several segments. Assuming that the normative model applicable to pleas of social security contributions immunity from publicly sponsored entities or endowed with hybridity, lacks some adjustments. In order to make this important stimulus mechanism more effective and fair reciprocation to the cooperative work which is being developed by the third sector in our country, becomes essential the study s deepening of some cases with more complexity in order to formulate a theoretical basis which contributes to structuring a normative standard that clearly defines hermeneutic standards of this relevant institute, in order that its application does not be distorted from the logic that led to their institution. Therefore, it is initially defined the central ideological line that will guide the course of this work, in the pursuit of semantic content best suited to consistent application of the rules governing the relationship between State and the third sector entities, passing, hereafter, the approach of introductory concepts, principles and greatest relevance issues related to the immunity s institute. Subsequently, the study focuses on Jural relation of contributions release and certification of nonprofit and social assistance entities, with detailed analysis of the constitutional immunity of guidelines contributions, focusing on the scope of the concept of nonprofit and social assistance entities, the breadth of the activities provided for them as well as the formal instrument with the ability to regulates immunity, without neglecting the need of coping, or not, the formulation of a formal application for immunity, as well as the main criteria for certification of nonprofit and social assistance entities (EBAS). Then, the core of the analysis is the relation between the State and the third sector in respect to the activities provision performed by nonprofit and social assistance entities, starting from the study of the historical evolution experienced in the Liberal State, State Social and Democratic State, without neglecting a detailed analysis of the performance and the relevant aspects of the relation between the third sector in our country, including tracing a brief comparison with the model practiced in the U.S. and Spain. This chapter assumes particularly importance for a consistent theoretical framework of the elements for the non application of contributions immunity to public entities, because this mechanism is a incentive and compensation form by the cooperated performance of the entities that only, as by its form of constituition as the activity developed by them, are private entities. Further, looking up a deeper critical analysis of the main points of conflict extracted from hard cases related to the problematic focused on reconstruct a normative and hermeneutic peculiar model to each of the individual cases to determine the constitutional and legal standard of contributions immunity, greatly regarding the possibility or not to grant this boon to public entities, or essentially public, if the entity is formally constituted as a private legal entity. After the detailed analysis of three paradigmatic cases, it is concluded that the systematic interpretation of article 195, ? 7, of the Constitution immunity forbids the granting of this boon to public, or hybrid entity which, although formally constituted as a private legal entity, are essentially public or from the point of view of functional criteria, or by the narrow bond of entity, or its material legal action to the entity s legal public regime to which it binds.

Abstract:
As sustainable building design practices become more prevalent in today’s construction market, designers are looking to alternative materials for novel design strategies. This paper presents a case study comparing the sustainability performance of cross laminated timber (CLT) and reinforced concrete. A comparative sustainability assessment of cross laminated timber and concrete, considering economic, environmental, and social aspects was performed. Environmental impact is measured in terms of CO2 equivalent, economic impact is measured with total sector cost (including sector interdependencies), and qualitative metrics were considered for social impact. In order to conduct an accurate performance comparison, a functional unit of building facade volume was chosen for each product. For this paper, several end-of-life strategies were modeled for CLT and concrete facades. To understand environmental, economic, and social impact, three different scenarios were analyzed to compare performance of both CLT and concrete, including cradle to gate product manufacturing, manufacturing with landfill end-of-life, and manufacturing with recycling end-of-life. Environmental LCA was modeled using GaBi 5.0 Education Edition, which includes its own database for elements including materials, processes, and transportation. To compare the economic impact, Carnegie Mellon’s EIO-LCA online tool is used. Finally, social life cycle impact was considered by identifying process attributes of both products that affect the social domain. Based on this analysis, the use of CLT has a significantly lower environmental impact than concrete, however there are additional costs.

Abstract:
In this paper, we study an explainable COVID-19 misinformation detection problem where the goal is to accurately identify COVID-19 misleading posts on social media and explain the posts with natural language explanations (NLEs). Our problem is motivated by the limitations of current explainable misinformation detection approaches that cannot provide NLEs for COVID-19 posts due to the lack of sufficient professional COVID-19 knowledge for supervision. To address such a limitation, we develop CEA-COVID, a crowd-expert-AI framework that jointly exploits the common logical reasoning ability of online crowd workers and the professional knowledge of COVID-19 experts to effectively generate NLEs for detecting and explaining COVID-19 misinformation. We evaluate CEA-COVID using two public COVID-19 misinformation datasets on social media. Results demonstrate that CEA-COVID outperforms existing explainable misinformation detection models in terms of both explainability and detection accuracy.

Climate and disaster risk analytics tool for adaptive social protection. United Nations University - Institute for Environment and Human Security, March 2022. http://dx.doi.org/10.53324/wnsg2302.

Full text
Abstract:
Adaptive Social Protection (ASP) as discussed in this report is an approach to enhance the well-being of communities at risk. As an integrated approach, ASP builds on the interface of Disaster Risk Management (DRM), Climate Change Adaptation (CCA) and Social Protection (SP) to address interconnected risks by building resilience, thereby overcoming the shortcomings of traditionally sectoral approaches. The design of meaningful ASP measures needs to be informed by specific information on risk, risk drivers and impacts on communities at risk. In contrast, a limited understanding of risk and its drivers can potentially lead to maladaptation practices. Therefore, multidimensional risk assessments are vital for the successful implementation of ASP. Although many sectoral tools to assess risks exist, available integrated risk assessment methods across sectors are still inadequate in the context of ASP, presenting an important research and implementation gap. ASP is now gaining international momentum, making the timely development of a comprehensive risk analytics tool even more important, including in Indonesia, where nationwide implementation of ASP is currently under way. OBJECTIVE: To address this gap, this study explores the feasibility of a climate and disaster risk analytics tool for ASP (CADRAT-ASP), combining sectoral risk assessment in the context of ASP with a more comprehensive risk analytics approach. Risk analytics improve the understanding of risks by locating and quantifying the potential impacts of disasters. For example, the Economics of Climate Adaptation (ECA) framework quantifies probable current and expected future impacts of extreme events and determines the monetary cost and benefits of specific risk management and adaptation measures. Using the ECA framework, this report examines the viability and practicality of applying a quantitative risk analytics approach for non-financial and non-tangible assets that were identified as central to ASP. This quantitative approach helps to identify cost-effective interventions to support risk-informed decision making for ASP. Therefore, we used Nusa Tenggara, Indonesia, as a case study, to identify potential entry points and examples for the further development and application of such an approach. METHODS & RESULTS: The report presents an analysis of central risks and related impacts on communities in the context of ASP. In addition, central social protection dimensions (SPD) necessary for the successful implementation of ASP and respective data needs from a theoretical perspective are identified. The application of the quantitative ECA framework is tested for tropical storms in the context of ASP, providing an operational perspective on technical feasibility. Finally, recommendations on further research for the potential application of a suitable ASP risk analytics tool in Indonesia are proposed. Results show that the ECA framework and its quantitative modelling platform CLIMADA successfully quantified the impact of tropical storms on four SPDs. These SPDs (income, access to health, access to education and mobility) were selected based on the results from the Hazard, Exposure and Vulnerability Assessment (HEVA) conducted to support the development of an ASP roadmap for the Republic of Indonesia (UNU-EHS 2022, forthcoming). The SPDs were modelled using remote sensing, gridded data and available global indices. The results illustrate the value of the outcome to inform decision making and a better allocation of resources to deliver ASP to the case study area. RECOMMENDATIONS: This report highlights strong potential for the application of the ECA framework in the ASP context. The impact of extreme weather events on four social protection dimensions, ranging from access to health care and income to education and mobility, were successfully quantified. In addition, further developments of CADRAT-ASP can be envisaged to improve modelling results and uptake of this tool in ASP implementation. Recommendations are provided for four central themes: mainstreaming the CADRAT approach into ASP, data and information needs for the application of CADRAT-ASP, methodological advancements of the ECA framework to support ASP and use of CADRAT-ASP for improved resilience-building. Specific recommendations are given, including the integration of additional hazards, such as flood, drought or heatwaves, for a more comprehensive outlook on potential risks. This would provide a broader overview and allow for multi-hazard risk planning. In addition, high-resolution local data and stakeholder involvement can increase both ownership and the relevance of SPDs. Further recommendations include the development of a database and the inclusion of climate and socioeconomic scenarios in analyses.

Carter, Becky. Women’s and Girls’ Experiences of Security and Justice in Somaliland. Institute of Development Studies (IDS), February 2021. http://dx.doi.org/10.19088/k4d.2021.077.

Full text
Abstract:
This rapid review seeks to provide an overview of the publicly available literature from the academic, donor, and non-government organisation sources on women’s and girls’ experiences of statutory and customary security and justice in Somaliland. In Somaliland women and girls experience poor security, with high rates of sexual and gender-based violence (SGBV), and significant barriers to gender equality in the pluralistic legal system. The predominant clan-based customary justice system, along with conservative social norms and religious beliefs, discriminates against women and girls, while weak formal state institutions are not able to deliver accessible and effective justice for vulnerable and marginalised groups. Social stigma silences SGBV survivors and their families, with many rape crimes resolved through customary compensation or marriage. National and international organisations have undertaken various activities to promote gender equality in security and justice, with support provided to formal and informal security and justice institutions and actors at national and local levels, as well as initiatives to empower women and girls.

Hazards, Exposure and Vulnerability in Indonesia: A risk assessment across regions and provinces to inform the development of an Adaptive Social Protection Road Map. Abstract:
Risk induced by natural hazards and climate change has been accelerating worldwide, leading to adverse impacts on communities' well-being. Dealing with this risk is increasingly complex and requires cross-sectoral action. Adaptive Social Protection (ASP) has emerged as a promising approach to strengthen the resilience of communities by integrating Social Protection (SP), Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) efforts. To inform this integration and thereby support the development of a functional ASP approach, the identification and provision of relevant data and information are vital. In this context, risk assessments are crucial as they establish the groundwork for the design of effective ASP interventions. However, despite the importance of risk information for ASP and the abundance of sectoral assessments, there is not yet a comprehensive risk assessment approach, a reality that also applies to Indonesia. Although the country is one of the international pioneers of the concept and has enshrined ASP at the highest national level in its development plans, this emphasis in policy and practice has been hampered by the absence of more unified assessment methods. The Hazard, Exposure and Vulnerability Assessment (HEVA) presented here takes a unique approach to develop such a cross-sectoral risk assessment and apply it throughout Indonesia. The HEVA brings together different risk understandings of key actors both internationally and domestically within SP, DRM and CCA, as well as identifying commonalities across sectors to establish a joint understanding. The HEVA not only considers risk as an overarching outcome but also focuses on its drivers, i.e. hazards, exposure and vulnerability, to identify why specific communities are at risk and thus customize ASP interventions. Subsequently, risks are assessed for Indonesia’s regions and provinces based on this cross-sectoral risk understanding. Secondary data has been acquired from various existing sectoral assessments conducted in Indonesia, and in total, data for 44 indicators has been compiled to calculate hazard, exposure and vulnerability levels for all 34 Indonesian provinces. Findings of the HEVA suggest that overall risk is high in Indonesia and no single province can be characterized as a low-risk area, demonstrating a strong relevance for ASP throughout the whole of the country. Papua, Maluku, and Central Sulawesi were identified as provinces with the highest overall risk in Indonesia. However, even Yogyakarta, which was identified as a comparatively low-risk province, still ranks among the ten most hazard-prone provinces in the country and has a demonstrated history of severe impact events. This also underlines that the composition of risk based on the interplay of hazard, exposure and vulnerability differs significantly among provinces. For example, in Papua and West Papua, vulnerability ranks as the highest in Indonesia, while hazard and exposure levels are comparatively low. In contrast, East Java and Central Java are among the highest hazard-prone provinces, while exposure and vulnerability are comparatively low. The results provide much more comprehensive insight than individual sectoral analyses can offer, facilitating the strategic development and implementation of targeted ASP interventions that address the respective key risk components. Based on lessons learned from the development and application of the HEVA approach, as well as from the retrieved results, the report provides recommendations relevant for policymakers, practitioners and researchers. First, recommendations regarding risk assessments for ASP are given, emphasizing the need to bring together sectoral understandings and to consider the interconnection of hazards, exposure and vulnerability, including their drivers and root causes, to assess current and future risk. It is also recommended to complement national level assessments with more specific local assessments. Secondly, recommendations regarding ASP option development in general are provided, including the importance of considering side effects of interventions, root causes of risks, the potential of nature-based solutions and barriers to implementation due to local capacities when designing ASP interventions. Third, recommendations regarding focal areas for ASP programmes are outlined for the case of Indonesia, such as prioritizing interventions in risk hotspots and areas characterized by high readiness for ASP solutions. At the same time, it is vital to leave no region behind as all provinces face risks that potentially jeopardize communities’ well-being.

Omondi Okwany, Clifford Collins. Territoriality as a Method for Understanding Armed Groups in Kenya and Strengthening Policy Responses. RESOLVE Network, January 2023. http://dx.doi.org/10.37805/pn2023.1.lpbi.

Full text
Abstract:
This policy note explores the characteristics of community-based armed groups (CBAGs) unique to the Kenyan context through a comparison of local CBAGs with other nonstate armed groups, particularly violent extremist organizations (VEOs). In doing so, it introduces the concept of territoriality—the degree to which government and security agents are able to monopolize political, social, and security control of spaces—and suggests that both CBAGs and VEOs are most likely to thrive in Kenya under conditions of semi-territoriality, where state authority sometimes shifts fluidly from strong to weak depending on capacity or interest. To combat the rise of VEOs it recommends community-oriented policing as a devolved security strategy, strengthening relations between civil society and the police through the Police Reforms Working Group Kenya (PRWGK), helping to monitor and evaluate the police service. Additionally, mapping CBAGs and VEOs through clan structures is a community-oriented strategy that helps strengthen territoriality and counter semi-territoriality.

Abstract:
This rapid literature review finds that lessons drawn from disaster resilience programmes in Pakistan are focused on the best ways to co-ordinate between different resilience work in different sectors. This can be difficult because of the number of NGOs with different sectoral expertise, short time frames for intervention, and the differing capacities of levels of Pakistani government. More generally, although the benefits of linking disaster risk reduction (DRR) to climate change adaptation (CCA) and development work are advocated in many policies, the fact that they are often undertaken by different actors limits synergies. The report also finds that most DRR work is focused on reducing risk from hazards rather than social vulnerabilities. Pakistan is vulnerable to climate change and a range of natural disasters. Following the earthquake in 2005 and floods in 2010, the Pakistani government and international donors have sought to increase the country's resilience to natural hazards. This literature review focuses on disaster risk reduction (DRR) efforts, as these constitute a significant portion of the resilience work in Pakistan. It first defines resilience, DRR and the related concept of CCA, as these all aim to improve resilience. It then surveys lessons learned in implementing resilience and DRR programmes in Pakistan. It focuses on lessons relating to sectoral focus, target populations, as well as strategic framework and operating models. It is mainly based on evaluations written by NGOs, UN bodies and international financial institutions. NGO reports are typically focused on specific programmes, although some point to broader features of the landscape for resilience programming in Pakistan. Academic papers charting the trends and issues in resilience programming have also been consulted.
