Abstract:
The article considers the main indicators of demographic development of the Russian Federation in recent years in connection with the level of development of social infrastructure. It is shown that the demographic situation in the country is deteriorating, that is due to both subjective and objective reasons. Among the objective reasons, the main one is the change in the age structure of the population, which is expressed in a sharp decrease in the number of women in fertile age. This is due to the acute demographic crisis of the 1990s, «demographic waves» generated by the Great Patriotic War, and other factors. Among the subjective causes of the decline in birth rate, the article highlights the general patterns of reduction in the number of children in families as the level of socio-economic development increases, which are characteristic of all countries of European culture. In particular, the reduction in the number of children is facilitated by such factors as reduction in the share of officially registered families, increase in child support costs, and the financial difficultiesfaced by families with children during economic crises and stagnation. All these cases are typical for regions of the Russian Federation in recent years. Development of social infrastructure — education, healthcare, culture, sports, and other similar systems — could improve the demographic situation in Russia. Unfortunately, in recent years, such systems have been degrading rather than developing in Russia. This is facilitated by the system of statistical reporting that does not reflect the actual situation. The article proposes approaches that could overcome this shortcoming of the present statistical reporting system, thereby contributing to the demographic development of the modern Russian Federation.

Abstract:
The article considers the number of women giving birth in Russia in the context of the existing demographic problems caused by the depopulation of the country. The study evaluates the social, economic and medical factors influencing the dynamics of the number of women giving birth in the Russian Federation based on correlation and regression analysis, and also provides a short-term forecast for their further change. The implementation of the increase in the number of women giving birth in Russia is one of the current important sociodemographic tasks for the State; This will improve the demographic situation and will lay the foundations for the formation of a sufficient human resource, which will later form the country's high human capital. According to the results of forecasting the dynamics of the number of women in the work in the short term, it was determined that the downward trend in the number of women in the work will continue, since the negative impact of medical factors will remain unchanged. changes, while economic and social factors will not change.

Climate change and the accompanying social risks have already become one of the main problems of the world community. An increase in the frequency and duration of natural disasters (floods, typhoons, mudflows, etc.) lead to significant loss of life. Heat waves have caused excess mortality among the urban population, especially among Russian megacities. WHO initiated the development of national adaptation plans, and Russia has accumulated some experience in developing a regional action plan using the example of the Arkhangelsk region. and a local plan in Moscow. The National Adaptation Plan of the Russian Federation provides for the participation of the Ministry of Health, but there is no intersectoral interaction, the best practices of other countries have not been sufficiently studied.

Abstract:
The article examines the creation of the Civic Chamber of the Russian Federation (CCRF) and the evolution of its activities in the context of the social-political evolution in Russia during the last fifteen years. The Civic Chamber activities are analyzed using the authors’ conception of mediator-institutes. The Chambers’ activities are normatively based on three federal laws, therefore it is a serious element of the paternalistic model of interaction between the government and society in Russia. The gradual change of balance between ‘active’ and ‘loyal’ members of CCRF towards the ‘loyal’ part is noticed. This shift is a result of changes in the political regime as well as changes in the chambers’ membership. During the last seven years half of its composition is formed from the representatives of Civic Chambers of the subjects of the Russian Federation, who passed through double control for loyalty.

The Russian Federation is in the process of forming an «information society», which includes information and computer technologies as its external attributes. The process of informatization is developing in three main areas-education, work, and interaction between government and civil society – based on national programs, primarily «Electronic Russia» and its continuation. However, their implementation in Russia is characterized by a number of contradictions between the real tasks of ensuring sustainable development of the Russian Federation and formal settings for the growth of formal indicators of Informatization. As a result, the Russian Federation may fall further behind the technologically developed countries of the world, both in terms of the level of information support for the economy and public relations, and in terms of the level of information technologies development themselves. To remedy the situation, it is proposed to take measures to change the practice of goal-setting, to serve the interests of production, public administration and social needs.

The analysis also includes religious and political statistics of public opinion in Russia. A number of ethical and legal problems are identified in all natural conditions arising in connection with the change of sex. It is concluded that it is necessary to reform the suddenly discovered the Federal Law "On Acts of the Current State" and to reassess the certificate form approved by the Ministry of Health of the Russian Federation for non-surgical sex change.

The third Vladimir’s Putin presidential term (2012-2018) was a significant period for the Russian Federation political security. Social protests, the annexation of Crimea, conflicts in eastern Ukraine and Syria, as well as economic sanctions and the deepening Russian isolationism - these are just some of the problems that Russian authorities had to face to ensure political stability. The aim of this article was to examine the changes and conflicts that occurred within President Putin’s inner circle between 2012 and 2018. The research was conducted according to content analysis method. It revealed that in 2012-2018 the attempts to weaken the decision-making power elite as a whole failed.

Abstract:
The development of territorial plans for adaptation to climate change requires an analysis of the combined impact of emerging primary climate hazards. At the initial stage, this should be done at the level of the subjects of the Russian Federation to identify priority regions for the development and implementation of adaptation measures. At the same time, the increase in the annual social and economic damage caused by climate change is the main criterion for financing additional measures for mitigation and adaptation to climate change. In this paper, primary climate hazards quantified by trends in the following five indicators: - the average annual temperature and annual precipitation for 1976-2019; - the number of days of the calendar year with temperatures above the 90th percentile for the summer season for 1976-2018; - the number of extreme weather events in 1991-2019 and extreme events on soil drought in 2004-2019 that caused social or economic damage. A comprehensive analysis of these indicators indicates that the most densely populated and leading agricultural regions of the central and southern regions of the European part of Russia are under the increasing pressure of modern climate change. This is true even in the absence of a statistically significant trend in the total number of extreme weather events that caused material damage on the territory of the Russian Federation in the 21st century, as shown in this paper.

Abstract:
The research studies conciliatory justice in modern Russia. Its formation and peculiarities in the institution of alternative ways of resolving legal conflict on the example of mediation are considered. Various views regarding the mediation definition are analyzed, and the author's vision of this category concept is given. The origins of mediation history abroad and in Russia are studied. The essence and peculiarities of mediation application as an alternative method of economic disputes settlement are characterized. The benefits of using conciliatory procedures in a business environment are revealed. The main aspects of the procedural legislation reform initiated by the Supreme Court of the Russian Federation concerning the change in the legal regulation of conciliatory procedures application in the settlement of legal conflicts are outlined. It is noted that the beginning of procedural reform in Russia with regard to dispute settlement through conciliatory procedures was triggered by the resolution of the plenum of the Supreme Court of the Russian Federation ‘On submission to the State Duma of the Federal Assembly of Russian Federation a federal law draft ‘On amendments to a number of legislative acts of the Russian Federation in connection with conciliatory procedure improvements’ adopted on 18 January 2018 and the resolution of the Government of the Russian Federation. Statistics on the ratio of dismissals agreed, dispute settlement through the mediation procedure, as well as plaintiff-triggered dismissals are provided. Methodology: the study is carried out on the basis of the universal method on scientific study of the social development principles –dialectical materialism provisions, as well as general and specific scientific methods: dogmatic, regulatory legal, legal comparative, fragmented historical and legal, case studies (statistical data and judicial statistics analysis), logical (hypotheses, analogy, modeling, analysis and synthesis methods), philosophic (axiological, derivation methods on the basis of priori and axiomatic provisions), generalization and abstraction methods. Conclusions: To date, entrepreneurs are increasingly using conciliatory procedures when settling disputes. This way of dispute settlement becomes very convenient, businessmen are not in the need to spend their time on litigation, often protracted, but can settle issues more quickly and effectively. Today, conciliatory justice in the Russian Federation is going through the stage of formation and development and in the future is to become a demanded institution of judicial law.

Abstract:
Researched are characteristics of social position of the ruling Elite in Modern Russia. As an object of analysis, used are publications by representatives of the political party “United Russia”, as well as address by the president of the Russian Federation to the Federal assembly of the Russian Federation. The methodological basis of the work is scientific development of K. Mannheim, according to which a certain social position determines a certain type of thinking. Analysis of documents (classical document analysis and content analysis) was used as method for obtaining information. The key concepts of ideological discourse were identified with the Soviet Union, efficiency, competition, stability, responsibility. Based on results of the analysis, conclusions were drawn about peculiarities of social position of the ruling elite: it is generally satisfied with its position in Russia, and therefore their main task is to preserve it. Practical field of activity of the Russian elite is the struggle for resources, which does not imply total change in the social system. The elite is not homogeneous and it’s groups are in a state of constant competition with each other for the possession of “status rent”, the main resource of the ruling elite (one of the main ones), through which it ensures it’s exclusive position, are imperious, and the main type of relations is hierarchical. This does not exclude existence of elite groups independent of the center. However, the main, system-forming type of relationship is hierarchical.

Abstract:
The process of formation of representative bodies in the regions of the Russian Federation, provided by the Russian legislation, is considered. The analysis of the influence of the federal authorities on the formation of regional parliaments is presented. The restrictions of the real possibilities of regional parliaments to influence the political process in the space of their regions are analyzed, as well as their great dependence on the executive branch. The practices of regional parliaments of the Russian Federation are studied. The change in the structure of regional government legislation, including regional parliaments, based on the author´s analysis of changes, amendments to the Federal Law «On general principles of organization of legislative (representative) and executive bodies of state power of the subjects of the Russian Federation» is examined. It is proved that the regional parliaments have greater possibilities to structure and intensify the political space of the subjects of the Russian Federation, in the organization of social life, increasing the responsibility of the entire system of public administration. Some recommendations for improving the formation of regional parliaments in Russia are given.

Abstract:
The article examines the causal relationship between the emergence of a dialogue between the Russian Federation and the European Union on the preparation of an agreement on the abolition of visas and the liberalization of visa laws. The process of preparing the agreement is traced. The article proves the desire of the Russian side to promptly introduce a provision on the adoption of appropriate measures for the cross-border movement of citizens of Russia and the European Union (visa-free regime), as well as opposition from the European officials. During the consideration of the problem, both legal and political aspects are touched upon, which hamper the development of a constructive dialogue on the road to achieving a visafree agreement between Russia and the European Union. The author comprehensively considers the dynamics of bilateral negotiations, as well as changes that arise in legal documents due to political, economic and social conditions. The author notes significant milestones in the development of a visa- free regime, including the steps taken by the Russian Federation to change legislation with a view to signing an agreement on cross-border movement.

The topic of the article is relevant due to changes in urban planning legislation. The new legislation is explained by the tasks set by the authorities of the Russian Federation to improve the quality of life, to ensure favorable living conditions and health of citizens of the Russian Federation. The new requirements for the development of territories in the Russian Federation provide not only for changing the procedure, but also for providing transport, social and other types of infrastructure during the construction of the object. A new concept in urban planning legislation — the activity of integrated and sustainable development of territories-entails a whole range of measures necessary for adoption not only by the authorities, but also in the design of the activities of construction companies. First of all, urban planning changes will affect such a legal act as the Rules of Land Use and Development. They will not only have to be structurally updated, but also adopted in accordance with the procedure established by the legislation of the Russian Federation. Construction companies are forced to coordinate the construction of an object, especially residential buildings, with organizations that regulate transport and social accessibility. Additional requirements for construction, imposed by modern urban planning legislation, will also entail a change in the price policy in the field of housing. The authors try to anticipate the pos sible legal consequences of the new changes in the legislation regulating urban planning legal relations.

Abstract:
The problem of the legal status of Alaska and its reflection in the modern political rhetoric of the Russian Federation are considered in the article. The main reasons for the sale of Alaska by the Russian Empire to the United States of America were researched: the loss of the Russian empire in the Crimean War; remoteness of Alaska from the Russian capital; unprofitability of Alaska in then conditions; the desire to establish friendly relations with the US and other countries. It is found that the main reasons for the growing interest of the Russian Federation in changing the geopolitical status of Alaska at the present stage are the following: the presence of significant reserves of natural resources on the peninsula, including oil, gas, zinc, gold, wood, etc.; the importance of the geopolitical location of the peninsula, the possession of which gives access to the Arctic and the Northern Sea Route; imperial policy of the Russian Federation, etc. It is noted that the main political forces in Russia, advocating the return of the territory of Alaska to Russian jurisdiction, are the LDPR and its leader Volodymyr Zhyrynovskyi; Party of Veterans of Russia; Communist Party of the Russian Federation; individual political scientists, journalists, political figures. The nature of their statements about the revision of the status of Alaska, the active use of social networks to disseminate the opinion that Alaska should be returned under the jurisdiction of Russia, are revealed. It was determined that the Russian political rhetoric to change the geopolitical status of Alaska sounds only from certain political forces, but is not an official position of the current Russian government. At the same time, it was shown that the Russian Federation is strengthening its military presence in the territories adjacent to Alaska, that can be regarded as a desire to strengthen the influence and presence in the Arctic.

Abstract:
The object of this research is the space of people's presence in Russia, the changes in its scale, and the social and labor practices implemented during the COVID-19 pandemic. The aim of the study is to assess the impact of the pandemic on the compression of the space of people's presence in the country, on the one hand, and to identify the prospects of returning to the previous size and stereotypes of social and labor practices of the population before the pandemic, on the other hand. The author applies research methods such as analysis of scientific literature, processing of available state and departmental transport statistics according to indicators characterizing the intensity and distance of movement of Russian residents in their dynamics. The result of the study is the assessment of the changes in consumer behavior of the population and its labor activity due to the social atomization and the stability of these changes in the future. The findings of the study can be used by public authorities in the development of state programs of the Russian Federation, programs for the socio-economic development of the constituent entities of the Russian Federation, as well as for possible clarification of the goals of the country's development for the period up to 2030.

Abstract:
The purpose of the article is to analyze the political and state-administrative aspects of the institutional-constitutional development of youth policy in modern Russia. The subject of the research is the evolving state youth policy (SYP) towards greater efficiency of social development. The scientific article substantiates the significance of the "youth" amendment to the Constitution of the Russian Federation, which is an element of "social" amendments, for the sustainable social development of the country. This amendment, together with the adoption of the draft law “On Youth Policy in the Russian Federation”, ensures the consistency of institutional changes, strengthens the political and legal foundations of the state youth policy. The main documents of the empirical base are the Constitution of the Russian Federation (with the corresponding amendments in 2020 and the draft law No. 993419-7 "On youth policy in the Russian Federation" (passed the procedure for consideration in the first reading in the State Duma of the Russian Federation). The author considers ways to optimize, expand and deepen the systematic work of state and non-state actors among new generations. As a result, it is concluded that the changes under study will make it possible to remove a number of certain institutional and political and administrative problems in terms of regulatory and legal support for the effective activity of the state to create conditions for social development.

The paper considers a number of changes made to the Strategy of the Russian Federation National Security, which was approved by the Decree of the President of the Russian Federation on July 2, 2021, in comparison with the previous strategy approved in 2015. The study is important since a new strategy has been recently enacted, and a uniform understanding of the key concepts reflected in this document seems essential. Some issues related to the fixed definitions of such concepts as “national security of the Russian Federation”, “national interests of the Russian Federation”, “strategic national priorities of the Russian Federation”, “national security protection”, “threat to national security”, “national security protection system” are analyzed. The study compares the definition of the concept “national security” fixed in the Strategy of the Russian Federation National Security, which was approved in 2021, with the options for other definitions given in the similar documents that were previously in force in Russia during the post-Soviet period of Russian history. The study additionally focuses on the transformation of national interests of the Russian Federation, which are enlisted in the recent strategy. In particular, the paper discusses the wording “saving the people of Russia, developing human potential, improving the quality of life and the well-being of citizens”. The author emphasizes that undervaluation of the strategic importance of the social sphere as a security factor in the course of economic and political reforms may cause threat of loss of citizens’ confidence in government officials, which, under certain conditions, can lead society and the country to a constitutional crisis and the collapse of federal status.

. After the collapse of the USSR, Russia entered a new social transition period, and reform in the fi eld of state structures, including the legal system, began. The judicial power plays an important role in the process of legal reform, and is manifested at several levels of the state, society and the individual. Based on the gradual completion of the theoretical and institutional construction of the mechanism of action of the judicial power of the Russian Federation at the beginning of the transition period, the judicial power is gradually being put into practice, but as society develops, the mechanism of action of the judicial power dynamically develops in accordance with practical requirements, including changes in the system of judicial authorities, changes in the mechanism of judicial proceedings, improvement of the mechanism of control and ensuring the mechanism of judicial power, as well as separation of the power of execution of a sentence from the judicial power.In particular, in the system of judicial authorities, due to excessive pressure on the consideration of cases, the institution of justices of the peace, established during the judicial reform of 1864, was restored in order to ease the burden of the federal court and at the same time achieve a quick resolution of disputes between residents; The complete consolidation of the constitutional judicial system led to the gradual establishment of constitutional (statutory) courts of the subjects of the Russian Federation, which would allow improving the foundations of the constitutional judicial system and the constitutional judiciary in Russia; To address the review of judicial practice in cases related to the resolution of disputes on the protection of intellectual rights, the Intellectual Property Rights Court was established, which expanded the requirements of the judiciary in specialized areas; In order to eliminate various differences between the Supreme Court of the Russian Federation and the Supreme Arbitration Court of the Russian Federation in the interpretation of many laws, the functions of the Supreme Arbitration Court of the Russian Federation were included in the Supreme Court of the Russian Federation.As for the reform of the mechanisms of judicial proceedings, the institution of juries was restored during the judicial reform of 1864 in order to get rid of the institutional abuses associated with the institution of people’s assessors in the USSR; During the period of general social transition and judicial reform in Russia, the change in legal concepts and the requirement of judicial practice led to Russia reviewing and evaluating the institution of judicial precentors and; The principle underlying human rights in the Constitution has brought the role of the judiciary in the fi eld of ensuring and protecting civil rights to a signifi cant one, and the mechanism of administrative action has gradually changed with the adoption and application of the Code of Administrative Procedure of the Russian Federation. In the fi eld of improving the mechanism of control and ensuring the mechanism of judicial power, the judicial power, after judicial reform and institutional construction, achieved a situation of developing independence, a control mechanism was created by a subject consisting of the constitutional court of the Russian Federation, the parliament, the prosecutor’s offi ce, an autonomous body of judges, at the same time, the judicial department under the Supreme Court of the Russian Federation provided for the actions of the judiciary in the transitional period of the Russian Federation.The execution of decisions is the fi nal point of the judicial power, so the issue of the execution of decisions becomes an integral part of the exercise of judicial power in judicial reform, as well as concentrated in civil areas, while a specifi c way of reform is the separation of the power of execution of a sentence from the judicial power. The above will be a manifestation of the institutional transformations of the mechanisms of action of the judiciary to adapt to social development in the transition period. In a special and long process of transition, the judicial power of Russia could achieve useful action, as well as the renewal and transformation of institutions that are formed in practical processes, contributed to the continuous development of the judicial power, while the mechanism of action of the judicial power is continuously being improved.

In modern conditions that are characterized by financial and economic instability the problem of ensuring the balance of funds coming to budgets of all levels is quite acute. One of the key sources of income of the Russian consolidated budget are the tax payments, among which the personal income tax (PIT) plays an important role. In-come tax in Russia has a fairly long history of formation. Its economic content and implemented functions indicate the high importance of income taxation for the life of society, economic and budgetary systems. There have been studied the current trends in development of taxation of personal income in Russia. It has been stated that in modern conditions there appear more challenges from the world economy and currency market, which may result in personal income tax administration becoming more complicated in Russia. Due to the impact of coronavirus pandemic, imposing the economic sanctions and the general unfavourable macroeconomic situation there have been highlighted the increasing PIT arrears, decreasing tax revenues, a low share of PIT in the consolidated budget and GDP of the Russian Federation. Economic and financial potential of PIT is underutilized in Russia. There has been proposed an approach to changing the tax tools including tax mechanisms that form the level of well-being and development of citizens using a progressive scale of taxation. It is recommended to provide for a change in the PIT depending on the level of citizens’ income and their proximity to the subsistence minimum. This approach will contribute to solving the problems of social inequality, redistributing excess incomes in favor of the least affluent segments of the population, improving the effectiveness of Russia’s social policy in the medium term, and increasing budget revenues

Stances of “Communist Party of the Russian Federation” and “Fair Russia” as two main left parties on the eve of State Duma election-2021 are considered in the article. Based on the analysis of CPRF leaders’ reaction to January protest campaign, the author concludes that there are some signs of crisis within the party and pinpoints reasons of communists’ inability to crucially change their image and electoral resources for the upcoming election. “Fair Russia” attempt to strengthen its potential through alliance with the left and patriotic forces as well as its possible outcomes within the context of rather controversial perception of the party as an oppositional one are evaluated. Objective demand for consolidation of all Russian “left” forces on modern social and democratic platform is substantiated.

The authors summarize the socio-economic consequences of the implementation of liberal market reforms; define the problems of the implementation of a rent-based economy in modern Russia; prove that Russia cannot advance to a new level of development without solving the problem of social distrust; review the tools that could change the current situation of global social distrust (publicprivate partnership, proactive budgeting, clusters, territorial marketing, Far Eastern Hectare program, smart cities, incident management).Methods. This study uses general scientific methods of cognition to examine the results of the implementation of liberal market reforms, identify the problems of modern Russia, and determine the possible directions and tools of development.Results. Russia’s development is historically based on finding and living off the natural rent. This perspective significantly narrows the range of ideas about the potential development directions for the Russian Federation. The rent-based development options proposed today expose another common Russian trait — uncertainty, lack of risk appetite, pessimism, and fear of “things getting worse”. Implementation of democratic reforms in the context of rent-based economic institutions, lack of mutual trust within society, poor performance of courts — all this aggravates the current situation.Conclusions. Nowadays, Russia needs an economy that would create a demand for human capital and inclusive political institutions that would make people engaged in the life of the nation, allowing them to capitalize on their creativity without leaving their homeland.

The National Security Strategy of the Russian Federation, approved by Presidential Decree no. 400 of July 2, 2021, is the first strategic planning document in the history of modern Russia, which called the preservation of the people of Russia and the development of human potential a primary national interest and strategic national priority, and improving the quality of life and well-being of citizens is among the priorities. The scientific research of document that changed the paradigm of national security is just beginning. In the study, using a comparative historical methodology, an intersectoral analysis of the transformation of the labor-legal and social-protective component of the National Security Strategy is carried out, the timeliness of the changes is empirically proved on the basis of statistical data. In the course of the study, we develop a classification of tasks to ensure the implementation of state policy goals, depending on the degree of determination with the sphere of labor and social protection, creates the basis for intersectoral research on national security issues, improving current legislation and its application through the prism of constitutional guarantees in the social protection and labor law spheres. We substantiate the increasing role of social partnership, social solidarity, socially responsible business and the principle of respect for human labor as necessary conditions for the implementation of strategic plans to ensure national security for the preservation of the people of Russia and the development of human potential.

Introduction: the stability of the constitution is a special kind of stability, because if its relevance to rapidly changing social relations is usually fundamentally important for a normative act, then the constitution is largely designed to restrain the paroxysms of social development, carry the values of society through time and preserve the main directions of its development. The study attempts to give an answer about the prerequisite for the most natural and correct change of the constitutional act, despite the fact that, ultimately, it may depend on the specific conditions of constitutionalism in each individual country. Methods: the methodological framework for the research is a set of methods of scientific cognition, among which the main ones are the method of analysis and the system method. Results: the imperative of necessity and prerequisites for the reform of constitutional acts are formulated, the logic and inevitability of the 2020 constitutional reform in Russia are noted, and at the same time, its internal features, which in the future may increase the frequency of constitutional changes. The conclusions are drawn that the stability of the constitutional act should not mean its immutability at all; the answer to the question about the prerequisite for the most natural and correct amendment of the constitutional act depends on the interpretation of the essence of the constitution: if the constitution is a normative act of the highest legal force, then the constitutional text will lose any degree of conformity with the needs of society and the state; if it is a social contract, then the conditions of the latter will be changed by its participants; if it is the act of fixing the alignment of political forces, then there will be a change in such an alignment; if it is a “change management tool”, then there will be a change in the “core of consent”; in each of the above interpretations of the essence of the constitutions, the time for changing the domestic Basic law, apparently by 2020, has really come, and therefore, the 2020 constitutional reform, despite the ambiguity of its assessments, is a logical development of the state in Russia.

Introduction: the article deals with the constitutional formula officially denying the presence of state ideology in Russia. Purpose: to investigate the issue of the absence of state ideology in Russia de jure and de facto; to identify the typology of modern Russian society, state, and law, the reasons for the absence of their essential characteristics in the Constitution of the Russian Federation. Methodology: the research is based on the fundamental principles of scientific philosophy – the principle of objectivity, the principle of development (historicism), the principle of universal interconnection, the principle of determinism, the principle of inconsistency, as well as general scientific methods of analysis and synthesis, induction and deduction. Results: the Constitution of the Russian Federation was adopted in the context of a deep socio-economic and political crisis and a split of the Russian political elite into irreconcilable groups that offered different ways of getting the country out of the crisis and different historical prospects for Russia. The new liberal elite, having defeated its political opponents in political and armed conflict, organized drafting and adoption of the Constitution of the Russian Federation in a short time in order to give legitimacy to the reforms planned. The liberal elite avoided ideologically and politically loaded vocabulary in their public speeches not to scare off the population when adopting the Constitution and carrying out reforms which were to result in the radical change of the type of society, state, and law. The same approach was used when developing the Constitution. The basic law of the country was created and adopted after the Cold War, when Russia found itself on the periphery of the world history and turned into an object of global neoliberal capital policy. The above factors determined the character, the design, and the contents of the Constitution of the Russian Federation. Conclusions: the Constitution was adopted in specific socio-economic and political conditions. It helped to avoid a disastrous civil war and to carry out economic and social reforms corresponding to the interests of the new elite of Russia and their western curators. As a result of the reforms, Russia was introduced into the economic, political, and cultural space of the global neoliberal capitalism managed from Washington. The country has actually lost its sovereignty and subjectivity. Modern Russia, unlike the Russia of the 90s, has ceased to be exclusively an object of global neoliberal capital. As a great power, Russia is bound to have its own state ideology that would express its national interests, fundamental needs, meaningful values, and a geopolitical strategy that would determine its historical prospects.

The latest technologies for climate change mitigation are carbon capture and storage (CCS). Some countries are developing CCS projects, and they are currently at different stages of deployment. Despite the signing of international agreements on climate change mitigation, Russia does not ensure the development of CCS technologies and their implementation. Given the long-term development of such technologies, its main goal is to raise public awareness of carbon capture, storage and use.Currently, the problem of creating public awareness about CCS technologies has gained a huge momentum in the Russian Federation. A high level of awareness and approval of such projects will encourage the deployment of CCS projects in the Russian Federation.The purpose of this article is to study the level of awareness of the Russian society regarding CCS technologies, as well as to develop a multi-level complex system of measures to ensure that such awareness is raised in the near future.To achieve this goal, we used such methods as research of secondary and primary sources of information on this topic. In addition to analyzing the information of scientific publications on the subject under study, both secondary (content analysis of printed media materials, video hosting, social networks) and primary research (personal survey, experiment) were conducted.As the most important results, we can highlight the obtained structure of popularity of environmental information sources among students of two universities in Saint Petersburg. In addition, it has been proved that currently in the Russian Federation, insufficient attention is paid to the popularization of carbon sequestration technologies. the analysis of the dissemination of information about CCS technologies in social networks, school textbooks, Newspapers, and video hosting services was carried out. Content analysis of existing social groups and videos in social networks is presented.

The paper addresses the issue of depopulation in Russia, especially the ethnic aspect of this process considering the regional approach. Two essential aspects of depopulation were discussed i.e., the quantitative aspect resulting from the rate of natural increase or decrease and migration, as well as the qualitative aspect exerting impact on changes in the number of ethnic groups, namely the shift in ethnic self-identification. The analysis was conducted for the period of 1989–2010 (the last census in the USSR and the last census conducted in the Russian Federation). Population change in Russia has acquired a specific meaning in regional terms, leading to significant quantitative and structural transformation. On the one hand, there is a depopulation of native Russian regions and ethnic structured regions dominated by the Russians (or more broadly by the Slavs), and on the other, demographic expansion of non- Slavic ethnic groups, especially of North Caucasus. Changing the mutual relations between ethnic groups may cause tension or escalation of ethnic conflicts.

The Constitution of the Russian Federation of December 12, 1993 proclaimed the right of every citizen to judicial protection of his rights and freedoms. The rights and freedoms of citizens of the state are its highest value. Judicial norm control is an effective means of protecting the rights and freedoms of citizens and the main guarantee that prevents the implementation of illegal legal acts in the Russian Federation. A comparative characteristic of the types of norm control in the Russian Federation is presented. It is concluded that norm control is characterized by properties derived from the quality and dynamics of social relations, their values and priorities. Proposals are made to improve the current legislation, in particular, it is proposed to make changes to the Constitution of the Russian Federation.

The article is devoted to the problems of assessing changes in the personnel potential of innovative activity in the Russian economy in 1994-2020. The dynamics of the number of researchers in the Russian Federation, obtained on the basis of official data from the Federal State Statistics Service, is used as the main criterion for assessing the personnel potential of innovations. In addition to the total number of researchers, the article considers the change in their structure in such areas of science as: natural, technical, medical, agricultural, social and humanitarian. The analysis showed that the total number of researchers decreased over the period under review. However, since 2010, the rate of decline in this indicator has slowed down significantly compared to the 90s of the XX century, which should be considered as a positive trend. In the field of social sciences and humanities, the number of researchers has increased. At the same time, in all fields of science, there is an increase in the number of the most qualified researchers - doctors of science. Thus, we can conclude that the decrease in the number of researchers was simultaneously accompanied by an increase in their qualifications. This ensured the preservation of the personnel potential of the innovation activity of the Russian Federation at a sufficiently high level, despite the negative impact of a number of environmental factors.

A structural analysis of the market for consulting services offers was carried out in the context of ongoing changes. Abstract:
The article analyses the dynamics of electoral volatility in the parliamentary electoral cycles in the years of 2007–2011 and 2011–2016 and its influences on the development of the party system in the Russian Federation. The regions of the Central federal district were chosen to exemplify this process. The author considers the specific impact of the economic and cultural factors on Russian voters’ changing party preferences. The author stressed that the values of survival that prevail in public mass consciences induce citizens to keep up widespread support of the country’s most influential political power, the United Russia party, even in the conditions when the social-economic situation deteriorates. The author concluded that in these circumstances, the United Russia party succeeds in maintaining control over the parliamentary majority due to the 2021 elections to the State Duma So no changes in the party system of the Russian Federation should be expected.

One of the main UN Summit 2015 outcomes is the adoption of global Sustainable Development Goals (SDGs) built on achievements of the Millennium Development Goals (MDGs) to guide the path of sustainable development in the world after 2015. World leaders gathered at the United Nations to take responsibility for the implementation of 17 Sustainable Development Goals – a truly universal and transformative global development agenda. The article analyzes main common features and distinctions of SDGs and MDGs. It addresses priorities for the 2030 Agenda on Sustainable Development and primary SDG targets. The SDGs are intended to go beyond the MDGs and apply in general terms to all countries, including developed states, emerging economies and developing countries. At the same time, examining the main achievements of MDGs on national and international levels, the authors stress their importance. SDGs provide a framework for every country to create focused and effective implementation strategies and plans within its own domestic context. The article demonstrates the importance for Russian Federation under its UN obligations to elaborate two documents: Sustainable Development Strategy of the Russian Federation and the 2030 SDGs adapted to national priorities. The authors develop main principles of SDGs adaptation to national priorities, conditionally dividing them into two groups: "internal" (combating poverty, education, health, sustainable production and consumption) – Russia has to realize them drawing on its own potential, and "external" (combating climate change, enhancing a global partnership for sustainable development) – Russia can play an important role in the world coordinating with other countries. The article, while demonstrating the importance of climate change issues for Russia after weather and climatic anomalies caused huge social, economic and ecological damages, discusses possible economic tools, such as carbon taxes, introducing the price of carbon, Stock Exchange for carbon trading. The article investigates two large components of global partnership support in international policy of the Russian Federation: financing the assistance to the international development, and forgiveness of considerable debts to developing countries. Abstract:
Polygynous families had been living legally in Russia in the areas inhabited by Muslims from the October Revolution to the mid-twentieth century. However, such a family model was not common among the followers of Islam. An act penalizing bigamy or polygamy was introduced into the Penal Code in 1960. During perestroika, and later changes in the political system, imams who came from abroad began to visit areas inhabited by Muslims. They contributed to the rebirth of religion and promoted the idea of po­lygamy. Polygyny is the visible sign of dissimilarity and Muslim identity and was an important point in their teaching. In this context the number of polygynous relationships in Russia has increased significantly. The article is dedicated to the analysis of social and political discourse in Russia that has been taking place for several years.

Abstract:
The article attempts to analyze and assess Russian perspectives of color revolutions as a threat to national security. Then the article focuses on the discussion of Russian concepts for countering color revolutions. The authors formulated the main research problem as the following question: What are the social movements, known as color revolutions, for the Russian Federation?; and formulates the following hypothesis: Color revolutions are recognized by the Russian authorities as social engineering inspired by the West, the aim of which is to overthrow the constitutional order of Russia and the states of the post-Soviet space to draw them into the sphere of influence of Euro-Atlantic structures. Color revolutions are considered a serious threat to national security by the Russian ruling elites. The first reason is the fear that the Russians, following the successful revolutions within the post-Soviet area, will themselves want to change the political system. The second is the loss of Russian influence in the countries of the former USSR. Color revolutions in the post-Soviet area have usually resulted in the emergence of pro-Western governments reluctant to Moscow. This, in turn, prevents the Russian ruling elites from rebuilding the empire.

Abstract:
This article presents the analysis of decisions of the Constitutional Court of the Russian Federation on electoral rights, upon which the hierarchy of the individual and public interests that are realized in electoral relations rests. The author concludes that the balance of interests established by the Constitutional Court of the Russian Federation is not of a permanent nature. The form of expression and the content of coordination of interests of individuals and society can change depending bodies of constitutional justice to definition of a framework of the adjustable public relations. In case of discrepancy of interests of the state, society and individuals expediency of satisfaction and relevance of their implementation can differ depending on the given circumstances. The hierarchy of individual and public interests built by the Constitutional Court of the Russian Federation, on the one hand, is directed to guarantee subjective electoral rights and, on the other hand, to provide stability of the existing political system in Russia, reproduction and functioning of institutes of power. The absence of the official doctrine which would provide that public interests in the electoral relations represent themselves, complicates the mechanism of their realization, and reduces the opportunity given to subjects of legal relationship by the law to use certain social benefits.

The article analyses significance of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation. The author outlines the statement of the President of Ukraine Petro Poroshenko about the termination of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation, analyses the reasons for delaying the breakdown of diplomatic relations with the aggressor country, and studies the trade-economic and financial reasons for such a delay. Fear of large-scale armed invasion in Ukraine, the existence of certain arrangements with negative consequences for the ownership of Ukrainian oligarchs in Russia and so on are distinguished among the reasons for the delay of denouncing this treaty. Therefore, Ukraine legally preserved strategic partnership relations with Russia and continued to develop trade and economic relations. The domestic policy of both states was characterized within the context of Russian-Ukrainian war; the main content of the analysis of the Great Agreement and its 20-year implementation period was revealed. Fundamental changes in relations between the West and Russia were formulated. The analysis of the interpretation of the main points and theses of the Agreement were carried out. After analyzing the Great Agreement the author considers it obvious that Ukraine and Russia have different conceptual views on the role of the Treaty in their development as well as in development of their interstate bilateral relations. The article analyses Russia’s ignoring of the main points and norms of the Agreement on Friendship, Cooperation and Partnership and describes the reasons for radicalization of relations both in political and social dimensions that have been provoked by the Russian-Ukrainian war. The author concludes that Russia under cover of the Great Agreement, created all conditions necessary for committing its military aggression against Ukraine and gives examples of war crimes. This work is devoted to the analysis of “Industry 4.0” concepts as an incentive to increase the competitiveness of the food and processing industry of the Russian Federation. The article explores the phenomenon of the fourth industrial revolution as a modern stage of scientific, technical and technological progress. The upcoming fourth industrial revolution is a serious challenge for the government. The main competition of the new revolution is not so much in the technologies themselves but in the skills and education that are necessary for their use. Competition is escalating at the level of education systems but ready-made specialists in the context of globalization still need to be kept, and nowadays the low level of salaries in Russia contributes to a further brain drain. Finally, in the development of Industry 4.0 a systematic approach is important taking into account national characteristics but today it is not in Russia. The development of individual elements of the new industrial revolution is unstable that is why the additional advantages of interdisciplinary research and development are missed. A new round in the development of production will greatly change the social landscape. In order to prevent fatal mass technological unemployment it is necessary to create a social ecosystem for the smooth introduction of technologies with their social design. It is shown that it is accompanied by increased integration, concentration of economic assets under the control of larger business entities. In this regard, the possible consequences of the Fourth Industrial Revolution in the social and humanitarian sphere are examined, and the problem is also raised regarding the development of the Russian food and processing industry of the Russian Federation.

he development of social insurance is a highly researched issue. However, its place and role in the system of social protection remains understudied, as well as its current transformations under the changing socio-economic conditions. The research objective was to analyze the development of social insurance as an instrument of social security in Russia and in the Siberian Federal District. The study featured the theoretical and practical aspects of the application of social insurance in the changing system of social security. The research was based on a systematic approach to social security and social insurance as one of its most important mechanisms. The article introduces a review of domestic and foreign researches. It also focuses on an analysis of related regulations and statistic data. The methods and materials made it possible to conduct a thorough analysis of the development of the compulsory social insurance in Russia as a governmental instrument. The authors also described the legal framework in the field of social insurance. The government supports the Social Security Funds. In the Siberian Federal District, the budget of the Social Security Funds increased due to the growing number of insurance premiums, e.g. taxes and penalties, as well as due to the state participation. The research revealed some changes processes in the sphere of social security in the Russian Federation. The changes proved to affect social insurance and the whole insurance industry.

The topicality of researching specific features of migration processes on the territory of the Russian Federation deals with the rising role of economic security in providing strategic priorities of states in the period of growing tension in the world. Apart from that, such factors as unfavorable demographic situation, changes in the age structure of the population, adverse trends on labour market of many regions, shortage of labour, etc. become more and more important. It increases academic and practical interest in researching migration processes on different territorial levels, including the sphere of national and economic security. The Decree of the President of the Russian Federation N 208 dated May 13, 2017 ‘Concerning Strategy of Economic Security in the Russian Federation for the Period up to 2030’ defined optimization of labour migration flows based on needs of national economy as one of key objectives of realizing the trend dealing with the development of state governance system, forecasting and strategic planning in economy. This document among indicators characterizing economic security focuses on the tension factor on labour market, the share of employable people in the total population and distribution of those employed by the level of education. The Degree of the President of the Russian Federation N 400 dated July 2, 2021 ‘Concerning Strategy of National Security of the Russian Federation’ points out that attaining goals of economic security of the Russian Federation is realized by solution of such important problems as cutting differentiation of entities of the Russian Federation by the level and rate of social and economic development, standard of living, motivating the development of economic potential in regions, strengthening of their budget support. Migration processes are included in the zone of such problem solution. They can cause even higher territorial differentiation in regions, a drop in the standard of life or, on the contrary, reduce territorial inequality and improve space development of the country. In view of national and economic security external migration is more important, as it influences many social and economic aspects taking place in the country. But whether migration processes inside the country can affect economic security of Russia is still a debatable issue.

Population aging is an objective global process that is characterized by an increase in the absolute and relative number of older people and a decreasing birth rate. The relevance of this study is that at the beginning of 2019, 146.781 million people lived in Russia, including 68.097 million men and 78.684 million women. Children aged 0 to 9 years - more than 18 million, teenagers from 10 to 19 years - more than 14.7 million people, young people from 20 to 29 years - more than 17.3 million people, 40-year-olds (40-49 years) - almost 20.3 million people, Rosstat calculated. There are 19.8 million pre-retirees aged 50-59 in Russia. In Russia, 60-year - olds and older-22%[15]. The increase in the number of elderly citizens leads to the fact that the state should look for new approaches to social services for the elderly in order to create the most comfortable living conditions for them and extend their period of active and independent longevity. The problem of social services for the elderly in the Russian Federation is particularly relevant at the present time, since the liberal reforms in Russia in the 1990s, associated with fundamental changes in the sphere of distribution relations and the transition to the market, radically changed the social conditions of Russian citizens. The current socio-economic situation in the country does not give confidence to the older generation. The increase in the retirement age and the low level of material pension provision add to modern Russian pensioners and people approaching this age category, worries about their social well-being[1].

This article analyzes the system of State strategic management and planning against the background of significant changes in the external macroenvironment – political, economic, and social, as well as changes in the spatial organization of the Russian economy with a focus on the Arctic region. Objectives. The article aims to determine the relationship between the national strategic planning documents that determine the long-term development of the Northern Sea Route (NSR), and analyze the possibilities of developing Arctic oil and gas reserves, which largely depend on the creation of a system of sea communications. Methods. The study is based on a general-research approach. Systematized legislative and regulatory acts of the Russian Federation regulating the issues of State strategic planning were an information base. Results. Based on the analysis and systematization of the regulatory strategic documents of the Russian Federation for 2014–2020 related to the development of the Arctic zone of the Russian Federation and the Northern Sea Route, the article defines the NSR’s role in changing the spatial organization of the country's economy and shows its strategic importance for the economic security of Russia. Conclusions. In the current system of strategic planning, the Northern Sea Route is actually the core of the Arctic economy of Russia. There are new opportunities for developing entrepreneurship and improving the socio-economic situation of the Arctic areas.

This creates both significant problems for beneficiaries (does not allow to quickly focus on what measures of social support and under what conditions they are entitled), as well as certain difficulties for the authorities themselves.During the existence and development of the legal field in the field of social support, not only the terminology has changed, but also the principles and approaches to social protection. There is an objective need to systematize the existing legislation. The subjects of the Russian Federation took the path of codification: Social codes of the Astrakhan, Belgorod, Volgograd, Leningrad, Omsk, Yaroslavl regions and the city of St. Petersburg have already been adopted.The article provides a comparison of the social codes of the regions of Russia according to six criteria: basic concepts, goals and objectives of the code, principles of social legislation, the structure of the code, the presence of formulas for calculations in the text of the code, the limitation of action in time Following the analysis, recommendations were made to the constituent entities of the Russian Federation on the codification of social legislation.
