The objectives of this study are to explore stressors and challenges faced by child care workers working with HIV infected/affected children, their causes, what support is available to them and, finally, current and recommended coping strategies. The study explored the perceptions of 8 child care workers through 2 focus groups using a semi-structured interview schedule as the data collection tool. The findings reveal that the primary challenge experienced is working with traumatised children and working for long hours away from their children, who are often at home alone. It was also found that they not fear infection when working with HIV infected children. The primary recommendation was that child care workers receive regular counselling and that day care centres are established in low income areas to care for their own children.

Abstract:

There have been several federal and state legislations that were passed to ensure children in foster care receive educational equality. More specifically, federal and state laws are in place which requires child welfare agencies and school districts to ensure children in the child welfare system to continue at their school of origin. However, frequent school mobility remains an ongoing challenge. As a result of sudden separations from their birth and resource families, children experience educational instability and a disruption in their natural mentorship network. Furthermore, children and youths who experience frequent school transfers result in decreased school attendance, low academic performance compared to their peers, and a lower rate of successful high school graduation. The purpose of this project was to develop a grant for the Miles for Education Transportation Program: transportation and natural mentorship program for children and youths in the child welfare system to continue at their school of origin and preserve relationships with their natural mentors in the school setting. The overall goal of the program is to ensure minimal school disruption, increase the high school graduation rate of youths in the child welfare system, and the preservation of natural mentors in the children and youths’ education social network. The actual funding and submission of this grant proposal were not requirements for the successful completion of this project.

Abstract:

This project served to locate a potential funding source and develop a grant to provide foster children with Autism Spectrum Disorder (ASD) in-home based intervention focused on improving the level of care for children with ASD in out-of-home care. The triad that defines the core symptoms of ASD (communication, social, and behavioral) poses concerns on how children with ASD fare while in foster care. The literature review revealed that in home-based intervention would allow the integration of behavioral therapy techniques into parenting, and the transmission of communication, social skills, and behavioral strategies into the child’s natural context, home. The chosen potential funding source is The Ralph M. Parsons Foundation, which focuses on improving quality of care for underserved populations by offering foster parents the services needed to provide better care to children with ASD. The proposed program aims to provide in-home services to children with ASD through partnership with the Alliance Foster Family Agency (AFFA) to assist foster parents in gaining the skills and the knowledge necessary to provide care for children with ASD. If funded, this program will promote a better quality of life for children with ASD. Actual submission of this proposal for funding was not mandatory for the conclusion of this project.

Permanency for children in care is defined as having a lasting family relationship that is safe and meant to last a lifetime. Child advocates recognize that permanency should be the goal for all children in foster care, but this belief was not actualized for many children who entered and remained in the system until adulthood. This study explored the impact of foster care policies on permanency outcomes for children in one private foster care agency in Georgia, Neighbor To Family. A Mixed Methods Triangulation Design, inclusive of both qualitative and quantitative measures was used to carry out the study. The research questions addressed include the following: Is there a statistically significant relationship between permanency rates of Group 1 and Group 2 and is there a statistically significant relationship between the length of stay rates of Group 1 and Group 2? The chi-square test of association was used to examine the association between permanency outcomes in Groups 1 and 2 and length of stay rates in Groups 1 and 2. The results did not yield a statically significant relationship between thlength of stay and permanency variables. Abstract:

This paper explores the answers to two questions. The first question is, How and in what ways is Alaska providing adoption recruitment and matching services for children in foster care? The second is, Should Alaska pursue privatization of adoption recruitment and matching services as a means for increasing permanency outcomes for children in foster care? The qualitative study was conducted using both primary and secondary research. I accessed existing privatization studies in other states, Alaska child welfare records and research, and interviewed child welfare professionals. The findings showed that Alaska currently has some private adoption recruitment efforts but there are currently no private adoption matching efforts. The findings also showed that many states have privatized adoption recruitment and matching efforts, and that Alaska should pursue privatization as a means to achieve better permanency outcomes for children waiting in foster care.

Children placed in out-of-home care experience challenges while in foster care. The purpose of this study was to examine the relationship between children placed in out-of-home care and the bond and closeness with their caregivers. Secondary data from the Midwest Study About the Crime During the Transition to Adulthood: How Youth Fare as They Leave Out-of-Home Care in Illinois, Iowa, and Wisconsin was used to develop a quantitative study on related variables. Findings indicated no significant relationship between outcomes for children in foster care and caregiver closeness.

Abstract:
This study explores the disproportionate rate of foster care placements of African American children by the Department and Family Children Services' Child Welfare Case Workers in the State of Georgia. The predictors such as poverty, neglect, previous child protective history, caretaker's behavior and safety conditions are variables that are studied for the purpose of this study. The research study employed a survey questionnaire entitled A Study of Select Factors That Predict Foster Care Placement of African American Children. Items on the Predicting level of Risk Index were responded to on a five point continuum Likert scale. The targeted population for this research was composed of former and current case managers who obtained employment through the DeKalb or Fulton County Department of Family and Children Services. One hundred (100) respondents were selected utilizing nonprobability convenience sampling from among the participants. The findings of the study indicated that the case managers agreed (82%) that they believed that African American children are overrepresented in foster care. In addition, case managers indicated that they agreed (73%) that African American children are disproportionate in foster care.

Abstract:
Maltreated children are at risk for placement disruption, mental health and substance issues, delinquent behaviors, and poverty issues. When children in foster care experience these risks, they decrease the likelihood of leaving foster care successfully. Resiliency is a critical component in increasing positive outcomes for foster children despite these risk factors. The purpose of this action research was to understand the role foster care workers have in developing resiliency in foster children. The theory of attachment and resiliency provided the conceptual framework for the study. Two focus groups were used to collect data from 5 foster care social workers in southern Louisiana. Data were analyzed using thematic coding. Findings from the study showed 6 key themes: adapting and coping, safety needs, protective factors, behavior issues, preparing placement, and resources. The implications of these findings for social change include providing support for the importance of resiliency in the foster care system and increasing positive foster care experiences that lead to positive outcomes for those transitioning out of foster care.

Abstract:
This study examines the factors that likely contribute to successful placement of foster children in a metropolitan county in Georgia. All subjects of this study are foster children of the Georgia Department of Human Services, Division of Family and Children Services (DFCS), DeKalb County. One hundred and twenty-three (123) children 15 years old and above, voluntarily agreed to participate in the study. The study utilized a self-administered foster-child survey. A survey questionnaire was administered in the agency's regularly scheduled group meetings during the months of March and April 2010. The groups' sizes varied between 10-20 youth who averaged 40-minutes to complete the survey. Various studies show neglect is a dominant factor in determining placement of a child in foster care. A diverse range of studies also revealed that foster care children experience multiple types of maltreatment, e.g., neglect, emotional, mental, sexual, or physical abuse, psychosocial disorders, or parental absence, that lead to removal from their home and parents. Thirty-six percent of the survey sample showed child neglect as the biggest factor for the child's placement in foster care, followed by 26% of placements due to multiple forms of maltreatment.

The purpose of this project was to create the "Strengthening Relationships between Children in Foster Care and their Parents: The Powerful Families Initiative" project. The goals are to: (a) create a program that increases the possibility of family reunification for children in foster care by engaging the children, their birth parents, their resource (foster) parents and their child welfare workers in a strength-based process known as family time; (b) improve teamwork among the parents, resource parents, and child welfare workers; and (c) identify a potential funding source. A literature search was conducted to identify accomplishments and barriers to visitation, renamed family time. A training program is described, which prepares birth parents, resource parents, and child welfare workers for family time. A detailed budget for project staffing and resources is described. The actual funding and submission of this grant proposal were not requirements for the successful completion of this project.

Abstract:
The purpose of this study was to compare the safety outcome for children who remained at home under the supervision of the State and children who were placed in foster care. There were two variables: (1) services as the independent variable, and (2) placement outcomes as the dependent variable. A correlational research design was used to analyze the data. An on-site review instrument was used to collect data from three county Departments of Social Services in South Carolina. Additionally, a case record analysis and a face-to-face interview approach were utilized. The conclusion drawn from this study is that families are confronted with many stressors and a lack of resources that affect their behavior. The researcher found that in cases where services were provided, maltreated children could remain safely in their homes. For future child maltreatment interventions, this could provide a comprehensive approach to services that might avoid unnecessary out-of-home placements.

The purpose of “Helping Foster Parents and Kinship Caregivers Support High School Graduation for Children in Their Care: A Self-Instructional Workbook” is to help parents and caregivers with the young people in their care to navigate the crucial last 2 years of high school and graduate. It is renamed “Guidelines to Graduation” to be more user-friendly. This project included a literature review and a rationale for a self-instructional design. Activities include: true/false questions about the benefits of graduation, identification of strengths and positive traits, personal resources, and strategies for motivating youth.

Foster and kinship caregivers may work individually, with family members, or with child welfare workers. The design aims to: (a) accommodate foster and kinship caregiver’s busy schedules; (b) allow for caregivers to learn at their own pace; (c) skip or go back to sections that are predominantly helpful; (d) provide a suitable and comprehensive guide that enhances parenting abilities.

Abstract:

Children who live in foster care are more likely than their peers in the general population to have academic delays, special education needs, and social-emotional and behavior problems. Research suggests that a plethora of educational accommodations and interventions may help address these needs; however, it is uncertain to what extent these accommodations and interventions are routinely used in school districts and how prepared schools are to deal with the needs of children in foster care. One hundred and two school districts across the country were surveyed using the School Rating Scale for Children in Foster Care to examine policies and procedures routinely used to address the needs of children in foster care. Results suggest that school districts engage in several interventions and accommodations recommended by research for topics regarding policies and procedures, social-emotional and behavioral interventions, special education, homework, and collaboration. The results indicated a significant positive correlation between districts' average policy adherence and the presence of a written policy; however, many participants were unaware of their school district's policies suggesting a need for professional development.

ENGLISH ABSTRACT: This research investigates the indicators, different role players and the assessment process of intentional physical injuries to children who are hospitalized. The basic premise for this research is the importance of professionals working with children in acquiring skills and knowledge on handling physically abused children. Physical abuse affects and requires the involvement of the entire family of the physically abused child. It is therefore necessary to consider the physically abused child as a part of the larger family system, and not assessed or treated in isolation. The purpose of this research is to broaden the theoretical knowledge of professionals working with children, and specifically social workers, in identifying and assessing physically abused children. This research report includes an investigation of risk factors, consequences and the adjustment process of physically abused children. Knowledge of these indicators of physical abuse will increase the awareness and the ability of the social worker or other professional to identify the injury as intentional. The assessment process by the multi-professional team in the hospital is also examined, focusing on the central role of the social worker in managing cases of physically abused children. The phases of the assessment process, the role of each team member, the various techniques applied as well as factors influencing assessment are described. The empirical research involved the use of both qualitative and quantitative methods in order to explore the theoretical part of the research. This section can be divided into three phases. The first phase included setting up a profile, over a period of four months, of physically abused children under the age of five, who were admitted to the hospital and their families (N = 24). Of this sample, the characteristics and circumstances of four parents/perpetrators (n = 4) were investigated in the form of interviews, which formed part of the second phase of the empirical research. The third phase included conducting a survey with the social workers (n = 5) that assessed physically abused children in the hospital. This was done III the form of questionnaires, which included closed and open-ended questions. The findings and responses of the respondents were analyzed and compared with the findings from previous studies undertaken by various authors. The findings of this research can be used as guidelines for professionals in general who work with children, and more specifically social workers in a hospital that assess children presenting with intentional physical injuries.
AFRIKAANSE OPSOMMING: Hierdie navorsing ondersoek die aanduidende faktore, die rolspelers en die asseseringsproses van fisies mishandelde kinders wat gehospitaliseer word. Die uitgangspunt is die noodsaaklikheid van professionele persone wat met kinders werk, en veral maatskaplike werkers, om kennis en vaardighede te hê, ten einde kinders wat fisies mishandel is te kan hanteer. Omdat die hele gesin van die mishandelde kind geaffekteer word en betrokke is, is dit belangrik om die fisies mishandelde kind nie in isolasie, maar as deel van die familie sisteem te kan benader. Die navorsingsondersoek het ten doel om die teoretiese kennis basis van professionele persone wat met kinders werk, en spesifiek maatskaplike werkers, oor die identifisering en assesering van fisies mishandelde kinders uit te brei. Ten einde maatskaplike werkers se kennis van die probleem onders aandag uit te bou, vervat die navorsingsverslag 'n bespreking van die risiko faktore, gevolge en aanpassingsproses van die fisies mishandelde kind. Kennis van hierdie aanduiders sal die bewusdheid asook die vermoë van professionele persone om die fisiese mishandeling te identifiseer, verhoog. Die asseseringsproses deur die multiprofessionele span in die hospitaal word ook ondersoek, met fokus op die sentrale rol van die maatskaplike werker in die hantering van fisies mishandelde kinders. Die fases van die asseseringsproses, die rol van elke spanlid, verskeie tegnieke en faktore wat assesering beïnvloed, word bespreek. Die teoretiese doel van die verslag word uitgebrei in die empiriese ondersoek, deur 'n bespreking van die bevindinge wat deur veskeie metodes verkry is. Kwalitatiewe asook kwantitatiewe metodes is benut tydens die drie fases van die empiriese ondersoek. Die eerste fase was die opstel van 'n profiel wat oor 'n tydperk van vier maande geneem is, van fisies mishandelde kinders wat toegelaat is in die hospitaal en hul gesinne (N = 24). Vanuit hierdie streekproef, is die eienskappe en omstandighede van vier ouers/oortreders (n = 4) ondersoek deur middel van onderhoude, wat die tweede fase van die ondersoek bevat. Abstract:
This study examined the extent to which the intervention of foster care reunification services affected family reunification among children placed in out of home care. Prior research had concluded that foster care reunification services, strengthen family systems by enhancing coping and problem solving skills as well as preserving the child's attachment and sense of belonging to the family. The ultimate outcome of full re-entry into the family system was facilitated by these services. In order to ascertain whether reunification was being achieved through the provision of foster care reunification services, this study examined the effect of foster care reunification services on family reunification of children under the age of eighteen, who had been placed in foster care. The methodology utilized was an intervention only design as the data were collected only during the administration if the intervention. As hypothesized, a significant percentage of the children (68.3%) in foster care were reunified by the end of the intervention. Implications for these findings for practice and future research are discussed.

The purpose of the study is to determine in what ways incarceration, undocumented paternity, substance abuse, and parental conflict create barriers to father involvement and family reunification with children in the Georgia foster care system. The study is designed to explore the impact that child welfare workers have on these four major barriers preventing fathers' lack of participation. The participants of the study are social workers and case managers who work with fathers and their children who are in the custody of the Georgia Department of Human Services foster care system. In addition, this study explores ways in which social work practices mandate the importance of reaching out to fathers in every client's case. As well, consideration is given to the historic, cultural and psychosocial barriers that the child welfare system must address in the family reunification process. Furthermore, this study challenges the child welfare system to offer services and make intentional efforts to engage the fathers' participation in all aspects of their child's case including, but not limited to, assessments, medical treatment and family conferences. Finally, this study further advocates a paradigm shift in the culture of the child welfare system to fulfill the goal of foster care, which is family reunification.

L'identification des facteurs predictifs de la reunification familiale des adolescents places represente un prealable a une pratique plus efficace. Cette etude exploratoire consiste en une analyse des dossiers de 102 adolescents places dans une ressource de readaptation du CJM-IU. L'echantillon est compose de deux groupes: un groupe d'adolescents reunifies (n=51) et un groupe d'adolescents non reunifies (n=51). Elle poursuit trois objectifs: definir le portrait des adolescents; explorer et identifier les facteurs associes a la reunification familiale; elaborer un modele de facteurs qui predit la reunification familiale d'un adolescent. En concordance avec la litterature et le cadre ecosystemique de l'etude, cinq categories de facteurs sont analysees: les facteurs lies a l'adolescent, aux parents, a la famille et a l'environnement, a l'intervention et a l'histoire et aux conditions de placement.
Les resultats demontrent que c'est davantage au plan des facteurs lies a l'intervention, a l'histoire et aux conditions de placement que des differences entre les adolescents reunifies et les adolescents non reunifies s'observent. Les analyses de regression logistique ont conduit a l'elaboration de deux modeles de prediction de la reunification familiale. Le premier modele revele une combinaison de cinq facteurs: la duree du placement, la possibilite de sortie dans le milieu familial, le nombre d'episodes de placement, l'origine ethnoculturelle et la presence d'un suivi concurrent ou consecutif en LPJ et LJC. Ce modele comporte une limite puisqu'il considere seulement les facteurs sans donnee manquante. Le second modele, elabore a partir de tous les facteurs, revele une configuration de trois facteurs: l'implication parentale, l'origine ethnoculturelle et l'ambivalence de la mere. Au plan de la recherche, ces resultats demontrent la necessite de poursuivre les travaux, en conduisant des etudes longitudinales, employant l'analyse de survie; en interrogeant directement les acteurs impliques; et en explorant la relation d'association entre l'origine ethnoculturelle et la reunification familiale. Au plan de l'intervention, ces resultats soutiennent la necessite de systematiser la pratique de la reunification familiale; consolider le reseau familial du jeune; developper des programmes de reunification familiale; revoir les modalites d'organisation des ressources d'hebergement; et diversifier l'offre de services.

Research about employed fathers of children with special health care needs (SHCN) is still limited, leaving fathers without the necessary workplace and community supports to better integrate work and life. Caregivers with exceptional caregiving responsibilities report greater levels of work-family conflict and considerable caregiver strain, as well as negative employment and financial consequences related to their caregiving responsibilities. These caregivers often struggle to access community supports such as childcare, after-school care, and support from friends and neighbors. This study provides insights into the types of job, home, and community resources that are relevant for fathers of children with SHCN in order to better integrate work and family. The exploratory cross-sectional design employed an online survey to collect the data, with 122 fathers meeting the study criteria of living at least part-time with a child with SHCN under the age of 18 and being employed at least part-time. The fathers had a mean age of 42 and most of them identified as Non-Hispanic White. The majority stated holding a college degree and over 90% reported being married or partnered. Fathers indicated having on average two children and Autism Spectrum Disorder was the most cited diagnosis for the child with SHCN. Regression analyses were conducted to analyze the study's research questions. Access and use of workplace flexibility were significant job resource measures predicting difficulty combining work and family, and spillover. Family flexibility to handle work issues was a significant predictor across all dimensions of positive and negative spillover. The availability of community services was found significantly related to negative family to work spillover and support from friends/neighbors was a significant predictor for both difficulty combining work and family, and spillover. Regression analyses with interaction terms of job and home resources showed buffering effects of resource ecologies on spillover. The study's findings illustrate that, fathers of children with SHCN struggle to integrate work and family even if they are not considered primary caregivers. Community, home, and job resources were salient for these fathers to mitigate a lack of resources across ecologies. This lack of resources tended to reinforce traditional gender norms for both mother and father. Resources within and across the three different ecologies were found to have direct and compensatory effects. Community resources were identified as the most important resources for both positive and negative spillover. The study also highlights the positive spillover effects related to employment and family care for fathers of children with SHCN. Organizations are called to reduce flexibility stigma and decrease barriers to using workplace flexibility to improve work-life fit for fathers caring for children with SHCN. Social services like childcare, or after school care, and social support are of critical relevance and need to better support these fathers and families. Considerations for future research are presented.

The purpose of this study was to evaluate the level of attachment, secure or insecure, displayed by foster children after a minimal one-hour separation from their foster parent. The sample consisted of fifty foster parents (22 males and 28 females) who had foster children ranging in ages from 3-12. The foster children have lived in the current foster care placement for at least one month. To measure the foster child's level of attachment to the foster parent, the foster parent completed a demographic survey as well as the Parent/Child Reunion Inventory (Marcus 1988). Analysis was conducted using a variety of univariate (descriptive statistics, frequencies), bivariate (t-test, correlation), and mulivariate (multiple regression) analyses to describe the sample population and significant correlations among the various independent and dependent variables. As expected, foster parents reported secure attachment behaviors for foster children the longer the child has lived in their home. Two factors that appear to influence attachment are the length of time in the foster parents in the home. This information is valuable to the foster care arena for calculating secure attachment between foster children and their caregivers.

ABSTRACT This is a qualitative study that was conducted in conjunction with San Bernardino County to explore the experiences of you adults in Extended Foster Care. Extended Foster Care is an extension of foster care services offered from age 18 to 21 as a result of the passing of Assembly Bill 12. This study focuses specifically on the experiences of young adults deemed “successful” based upon their enrollment in school, work status, and overall plans for their future. The data was collected through telephone and face-to-face interviews with young adults currently involved with Extended Foster Care in San Bernardino County. The findings of this study indicated that successful young adults tend to demonstrate some level of resiliency and have an overall positive outlook, are self-motivated, have better relationships with their social workers, an overall good understanding of the program and services offered, stable supports, and all participants became involved in EFC immediately following regular foster care. Young adults also expressed a desire for more assistance in gaining work experience. The strengths of this study include the use of open ended questions and triangulation of analyzing data. Limitations of this study include participant self-selection bias and the briefness of the interview that may have not allowed for sufficient time for young adults to reflect intensely on their experiences. Recommendations for future social work policy, practice, and research based on the findings of this study include extending foster care services beyond age twenty-one, the importance of social workers roles in young adult clients’ lives, and the need for continued, more intensive research.

In 2015, over 427,000 children were in foster care and the largest population were in California's system. Of those children, more than 9,400 were prescribed psychotropic medications. Increases of psychotropic medication use have led to investigations and findings of medication oversights in foster care. Medication oversights included medication nonadherence, which was linked to an increase of problematic behaviors in foster children. The purpose of this phenomenological study was to explore the issues of medication adherence for foster care providers who care for foster children of mild to chronic health concerns who were prescribed medications and experienced multiple placements. By utilizing the health belief model as a guide to formulate the research question and interview questions, an understanding of how the beliefs, attitudes, and behaviors of foster care providers were impacting proper medication adherence behaviors began to manifest. Data gathered through semistructured interviews of foster care providers were analyzed to code and identify themes. The results of this phenomenological study revealed the perceptions, beliefs, and attitudes of foster care providers related to medication adherence behaviors. Multiple barriers to medication adherence for foster children included systemic interferences, limited health information, limited knowledge regarding medications and medication side effects, and child refusal. These findings may be used to create educational trainings, inform policymakers, and develop regulations for medication use in foster care, which could bring about positive change by increasing the potential for better health outcomes for foster children.

This is a descriptive study of DeKaib County Department of Family and Children Services’ (DFCS) educational program and academic performance of foster children in their care. This study specifically examines the relationship between placement instability, school mobility, and interagency communication on the academic performance of these children as measured by their Grade Point Average (GPA). The results of the study suggest that there is a significant statistical relationship between school mobility and academic performance and interagency communication and academic performance based on a 0.05 level of probability between the variables. However, a statistically significant relationship between placement instability and academic performance was not found. This study and similar studies can assist DeKaib DFCS and other DFCS agencies in Georgia in developing effective programs that better target educational services for children entering foster care.

There is minimal research into families where a person who is receiving palliative care has dependent children. In particular, there is a lack of information about the work that palliative care social workers undertake with such families. This study examines the role of the palliative care social worker in safeguarding and promoting the welfare of children of adults receiving specialist palliative care. This is a qualitative study involving the collection of information from a total of 57 palliative care social workers in three ways: focus groups, survey and semi-structured interviews. The analysis demonstrates that palliative care social workers understand the term 'safeguarding children' to mean more than child protection alone. The analysis also focuses on the process of referral, institutional barriers, supports for their work with children, and inter-agency collaboration. An equally important aspect of the analysis, and one generally neglected in psycho-social studies, relates to the socio-economic context of the palliative care social workers' work, including the effects of the immigration status of families on children. In the main, concerns about the present and future care of children come to the attention of palliative care social workers via members of the multidisciplinary team in which they are based. The numbers are reported to be relatively small in contrast to the total number of referrals received. The extent to which support to children is provided varies considerably; some palliative care agencies do not encourage palliative care social workers to work directly with children prior to bereavement and others restrict direct work with children post-bereavement. The main emphasis for all workers, however, is on support to the parents to help them understand their children's needs during the terminal phase of the illness. The well-being of children at this time of emotional stress is included in the palliative care social workers' definition of 'safeguarding children'. In addition, the wide-ranging examination of the palliative care social workers' involvement with the families illustrates the extent of the dedication involved in an under-resourced and little understood area of their work. Whilst palliative care social workers reported receiving basic training on child protection within their agency, with some themselves providing this training, further training on safeguarding children is not always available or known about. The amount and type of professional supervision and support is also varied, particularly in relation to child-care matters; not all have access to supervision from another social work professional. There are a small number of examples given in the study where children are considered to be at risk in some way. Children cared for by lone parents are recognised as being especially vulnerable, particularly if future care plans are not in place before the death of the parent. Also identified as vulnerable are children of parents whose immigration status is in question as their future location may be in doubt, placing children and the surviving parent under additional stress. One of the major difficulties for palliative care social workers is securing support services from local authority children's services. Whilst there are examples of collaboration and co-operation, the findings in this study echo those of others which examine the relationship between adult and children's services. In this study, palliative care social workers speak of frustration and disappointment in the responses they receive, and they are concerned that the needs of children of dying parents are not understood. This study contributes to the debate about the focus of children in care services for adults and how staff may be supported in their task of safeguarding and promoting the welfare of children. This study also adds to the limited existing knowledge about palliative care social work practice.

The adoption of children in care who are legally referred to as “looked after”, (Children Act 1989, s22, HMSO, 1989) usually by local authorities is a key national Government objective (DfE, 2016a) where rehabilitation with the birth family is not viable. The desire to place more "looked after" children for adoption with greater speed is not new. It became increasingly apparent after the election of the New Labour Government in 1997 due to concerns about drift and delay in planning for children in care (DoH, 2000a) leading to poorer outcomes. This led to a series of measures aimed at increasing the use and speed of adoption. Eventually this resulted in the introduction of the Adoption and Children Act 2002 (HMSO, 2002) that also for the first time in English law recognised that the welfare of the child is of paramount concern when considering adoption. There is an abundance of published literature that considers the topic of adoption. However, there is a dearth of studies that have comprehensively considered the journey that adopters undertake to become parents. This practice based study was conducted by a researcher who is a senior academic manager and an active social work practitioner with extensive professional experience of adoption. A unique aspect of the study is the longitudinal mixed methods approach used to gather data in real time from a sample of adopters. The three part study tracks the journeys of the sample of adopters from when their application to adopt had been accepted by an adoption agency until after children were placed. The study was supported by five adoption agencies based in England. The data was collected over a period of two years from the adopters who described their experiences and perceptions of their journeys in real time. The information from the adopters is triangulated with data from adoption professionals from the agencies that supported the study. The professionals discussed their approaches to the adoption process, as well as their own experiences of working with adopters. The longitudinal nature of the study enables an analysis of how and why adopters’ experiences and perceptions changed over time. The research considered the changing power dynamics between adopters and professionals during the different stages of the journey to adopt. Furthermore, the long-term impact of professional interactions with adopters during the adoption process are discussed.

Sibling relationships are an important, yet under investigated aspect of foster care research. Despite the fact that between 65-85% of children in care have brothers and sisters, only recently have child welfare researchers begun to explore the complex and dynamic nature of sibling relationships in substitute care settings. Although cross-sectional and longitudinal studies suggest differences in placement stability and permanency outcomes for siblings placed together versus those placed separately, the conditions under which sibling relationships influence placement stability, permanency, and well-being in foster care settings remain unknown. This dissertation investigated how family dynamics and home setting characteristics influenced the likelihood of a foster care placement change for a sample of children who participated in a sibling relationship enhancement intervention (SIBS-FC) study. A conceptual model was proposed to help explain the circumstances which lead to foster care placement change, and the moderating effects of family living composition on the odds of placement change over an 18-month period were examined. Two multivariate statistical approaches were used in this investigation. The first approach involved examining the effects of a child's report of positive home integration, sibling relationship quality, caregiver's reported impact of child behavior, sibling living situation, kinship caregiver status, number of placements prior to study entry, and receipt of the SIBS-FC intervention on the odds of placement change. Results suggest that children in kinship care were 58% less likely to experience placement change than those who lived in non-relative care, and youth who lived apart from their siblings were 70% more likely to experience placement change than those who lived together. In the second statistical approach, living composition categories were constructed to understand the moderating effects of different living situations on the odds of placement change. Living composition categories included youth who lived in kinship care with their siblings, youth who lived in kinship care without their siblings, and youth who lived in non-relative care with their siblings, with youth in non-relative care who lived apart from their siblings serving as the referent category. Findings support a moderation effect for different categories of living composition, as well as a trend level effect for sibling relationship quality and odds of placement change. Living with one's sibling in kinship care decreased the odds of placement change by 75%, as compared to living apart from one's sibling in a non-relative foster home. A post-hoc analysis determined that all living composition categories were statistically different from one another in relative odds of a placement change. This dissertation provides additional evidence concerning the protective nature of kinship care and sibling co-placement on reducing the odds of experiencing a foster care placement change, and provides support for practices and policies prioritizing kinship care and the co-placement of siblings when making substitute care placement decisions. Future studies of siblings in foster care should explore the experiences of youth across the different forms of foster care living composition, examine the relationship between placement stability and permanency outcomes, and examine the relationship between placement stability, permanency, and child well-being.

The purpose of this exploratory descriptive study was to compare the length of time foster care children were spending in care two years prior to the passage of Senate Bill 611 and two years after the legislation took effect in one Northwest Georgia county, Floyd County. Length of time in care was also examined to determine if differences existed among age, reason for placement, and racial background. An interview was utilized to complete the Agency Protocol and Procedures instrument with the local county Director of the Department of Family and Children Services and the Floyd County Juvenile Court Judge. Findings indicated that new written policies are in place and extensive training has been completed in the Floyd County Department of Family and Children Services in relation to the changes associated with Georgia’s Senate Bill 611. A case study method was employed to complete the study of a sample size of forty children in foster care reviewed by the Citizen Review Panel of the Floyd County Juvenile Court. Descriptive and inferential statistics were used. Paired t-tests were conducted to determine if the mean length of time in foster care for children sampled differed prior to the passage of Georgia Senate Bill 611 from July 1, 1994 to June 30, 1996 as compared to after its passage and implementation for the period of July 1, 1996 to June 30, 1998. Non-significant results were found when comparing all children as a group. However, the average placement time from pre and post legislation was found to be 16 months. Similar results were found when making comparisons by age, racial background, and reason for primary placement. Almost all age, racial background, and primary reason for placement subgroups were found to show large reductions in mean length of time in foster care. However, when considering age subgroups, mean increases were actually found in the two youngest categories. Small numbers of children within subgroups and large variability may contribute to the non-significant results even though some large reductions in mean length of time were found.

The purpose of this study is to develop a theoretical framework for social workers in children’s homes that may be used for play techniques during social casework intervention with a children’s home child. The influence that the placement in a children’s home has on the child, creates the context for this study. Specific behaviour- and emotional problems that exist within the child were identified and play techniques for the solving of these problems was described. The research was done based on an extensive literature study, which focused on the role and function of a children’s home, the needs, behaviour- and emotional problems of the children’s home child and the usage of a practice framework and play techniques by social workers. A combined qualitative and quantitative research method and an explorative and describing research design have been used in this study, since this combination resulted in reaching the goal of the study. The empirical research investigated the usage of play techniques by social workers during social casework intervention with a children’s home child. The overall sample consisted of the 23 children’s homes in the Cape Metropole where currently 31 social workers are employed. Semistructured questionnaires were used as an interview instrument with an availability test sample consisting of 18 social workers. In light of the findings derived from the literature study and empirical research, appropriate conclusions and related recommendations were made. The main conclusion of the study is that the participants use play techniques randomly and not in conjunction with a practice framework. The main recommendation of this study is that social workers should use play techniques during social casework intervention, based on a specific practice framework in order to assure responsiveness. Continuous education in this regard is the responsibility of each social worker working in a children’s home.

Die doel van die studie is om ʼn beter begrip te ontwikkel vir die bydrae wat maatskaplike werkers tydens pleegsorgplasing tot die aanpassing van ʼn middeljare pleegkind kan maak. Die literatuurstudie het die aard van pleegsorg ten opsigte van die pleegkind in middelkinderjare weergegee, waarna pleegsorg as „n proses beskryf is: van voorkomende dienste tot permanensieplasing. Spesifieke aandag is gegee aan die pleegkind in middelkinderjare se ontwikkelingsproses asook die bydrae wat die maatskaplike werker maak tot die aanpassing van die pleegkind in middelkinderjare in „n pleegsorgplasing. Aangesien die literatuur meestal konsentreer op die maatskaplike werker betrokke by „n pleegsorgplasing van „n pleegkind in middelkinderjare, het die steekproef bestaan uit 22 maatskaplike werkers wat by twee nie-regeringsinstansies in die Wes-Kaap en Suid-Kaap werksaam is. Die deelnemers is ten minste „n jaar reeds as geregistreerde maatskaplike werkers werksaam en het ook ondervinding in pleegsorgplasings. In die studie is daar gebuik gemaak van die kombinasie van ‟n kwalitatiewe en kwantitatiewe navorsingsbenadering, te wete „n geskeduleerde, semi-gestruktureerde vraelys wat beide oop en geslote vrae inhou wat uiteengesit is op inligting wat verkry is uit die literatuurstudie. Die ondersoek het „n bygedra gelewer tot die uitbreiding van kennis en inligting in die maatskaplikewerkpraktyk ten opsigte van die bydrae wat maatksaplike werkers lewer tot die aanpassing van „n pleegkind in middelkinderjare binne „n pleegsorgplasing. Die resultate het grotendeels die literatuurstudie bevestig, te wete dat maatskaplike werkers „n breë spektrum van dienslewering tydens die pleegsorgproses implementer, asook die ouderdom en ontwikkelingsvlak van „n pleegkind in ag neem tydens „n pleegsorgplasing. Eersgenoemde dienste word gerig tot die pleegouers, biologiese ouers, asook die betrokke pleegkinders ten einde dienslewering in die verband te bevorder. Maatskaplike werkers se aandeel in die aanpassingsproses van „n pleegkind in middelkinderjare blyk wisselend te wees. Beperkte tyd en „n groot werkslading verhoed maatskaplike werkers om op „n kontinue basis ondersteuning vir die aanpassing van „n pleegkind in middelkinderjare, sowel as vir die pleegouers in „n pleegsorgplasing te bied. In die aanbevelings is daar gefokus op drie areas insluitende, die bydrae van „n maatskaplike werker, pleegkinders en pleegsouers. Die behoefte aan meer opleiding in die gebied van pleegsorg en ondersteuning in „n pleegsorgplasing, aan maatskaplike werkers, pleegouers en pleegkinders is geïdentifiseer as die sentrale temas. As aanbeveling vir verdere navorsing kan gefokus word op verskeie faktore wat bydraend is tot onsuksesvolle aanpassing binne „n pleesorgplasing met die oog op „n in-diepte beskrywing van hierdie fenomeen, asook die daarstelling van riglyne aan die hand waarvan die aanpassingsproses van pleegkinders en pleegouers tot groter effektiwiteit bevorder kan word. Dit beteken ook dat die rol van die maatskaplike werker met betrekking tot die tersaaklike onderwerp aangepas kan word ten einde sodanige aanpassing meer effektief aan te spreek.
ENGLISH ABSTRACT: A descriptive study with an exploratory design has been used in order to obtain more information and insight on the contribution that social workers make with regards to foster children in their mid-childhood years‟ adjustment within foster care placements. The researcher became aware of the increase in the use of foster care for vulnerable children in their mid-childhood years, as well as the shortage of literature in South Africa with regards to the contribution that social workers make towards these children adjusting to a foster care placement. The abovementioned aspects lead to the motivation for this study. The contribution that social workers make towards foster children in their mid-childhood years‟ adjustment within foster care placement was studied. The aim of this study is to gain insight into the contribution that social workers make towards foster children in mid-childhood years, adjusting within foster care placements. The literature study gave a description of the nature of foster care with regards to a foster child in his/her mid-childhood years. Foster care was described as a process: from preventative services to permanency placement. Specific attention was given to the foster child in mid-childhood years‟ development process as well as the contribution that social workers make towards a foster child in mid-childhood years‟ adjustment within a foster care placement. As the literature focused mainly on the social worker‟s contribution to the foster child in mid-childhood years‟ adjustment within a foster care placement, the sample consisted of twenty-two social workers working at two non-government organisations in the Western- and Southern- Cape regions. The participants have been registered as social work practitioners for at least one year and have had at least one year of experience in the process of foster care. A combination of both a qualitative and quantitative research methodology design was used in this study that consisted of a scheduled, semi-structured questionnaire which held both open- and closed ended questions. These questions were based on information retrieved from the literature study. The study made a contribution to the expansion of insight and knowledge in the social work practice with regards to the social workers‟ contribution to foster children in mid-childhood year‟s adjustment within foster care. The results of the literature study relatively confirmed the results of the study with regards to social workers‟ broad scale of service delivery during a foster care placement, as well as the consideration for the age and developmental phase of a foster child during the process of a foster care placement. First mentioned services are focused on the foster parents, biological parents as well as the foster children in order to enhance service delivery. Social workers‟ contribution to the adjustment of a foster child in mid-childhood years within a foster care placement seems to vary. Limited time and work overload prevent social workers to continuously support foster children in mid-childhood years as well as their foster parents. The recommendations focused on three areas including the contribution of a social worker, foster children and foster parents. The need for more training in the field of- and support in the area of foster care with regards to social workers, foster parents and foster children was identified as the fundamental themes. It is recommended that future research should focus on several contributing factors to ineffective adjustment within foster care placements with the aim of in-depth description of this phenomenon. Furthermore, the creation of guidelines concerning the enhancement of the adjustment process of foster children and foster parents that will lead to successful foster care placement is also recommended. This means that the role of the social worker with regards to the subject matter should adapt accordingly in order to enhance the adjustment within foster care placements.

The aim of this study was to develop, implement and evaluate a social work empowerment programme for foster parents of sexually abused children. This thesis consists of five sections: SECTION A: Contains the problem statement, objectives and research methodology, the limitations of the study and definitions of key words. The problem statement was formulated as follows: There is no existing scientifically developed and implemented social work empowerment programme for foster parents of sexually abused children available in South Africa. This problem statement resulted in the development of four research objectives. The intervention research model was utilised and implemented within a mixed methodology paradigm. Focus group discussions and the single system design generated quantitative and qualitative data. SECTION B: Consists of four articles combined together, form the research report on the achievement of the objectives. The four articles are: Article 1: The implication of sexual abuse for foster care. The aim of this article is to establish the implications of sexual abuse for foster care by means of a literature study. The impact of child sexual abuse depends on various factors like the age of the child, the amount of force used, the relationship between the child and the perpetrator, and the period over which the abuse took place. The impact of sexual abuse on the child also varies depending on the individual child. In order for the foster parent to assist the foster child to heal from the trauma of child sexual abuse, it is necessary for the foster parent to have knowledge of and insight into such impact on the foster child. Article 2: The empowerment needs of foster parents of sexually abused children. The aim of this article is to establish the empowerment needs of foster parents of sexually abused children. A focus group discussion was used as a method to collect relevant qualitative data. Five (N=5) foster parents with foster children that have been sexually abused, identified from the caseload of a Child Welfare Society in White River and formed part of the discussion group. From the discussion group two categories, namely feelings, experiences and challenges of foster parents of sexually abused foster children and the needs of foster parents of sexually abused foster children were identified. Ten themes and sub-themes were derived and identified. Article 3: The development and implementation of a social work empowerment programme for foster parents of sexually abused children. The aim of this article is to develop and implement a social work empowerment programme for foster parents of sexually abused children. A nine session programme was developed according to the needs identified in the previous article, and implemented over three days to seven (N=7) foster parents, selected according to a non-probability sampling method. It was presented through psychosocial group work as method. Article 4: The evaluation of a social work empowerment programme for foster parents of sexually abused children. The aim of this article was to evaluate the social work empowerment programme and the effect of the programme on the psychosocial functioning of the foster parents of sexually abused children. A single system design was followed to collect data. Three standardised instruments were utilised during pre- and post-test. A self- developed questionnaire was used to gather qualitative data. SECTION C: Summative findings, conclusions and recommendations and contribution of the study. SECTION D: Addendums. SECTION E: Compound list of references.

Abstract:
Shortcomings in the quality and level of social workers' communication with children have led to queries about the role qualifying training plays in equipping students for this challenging aspect of their practice (SWTF, 2009; House of Commons, 2009). This thesis seeks to clarify some of the factors and processes which support qualifying students in learning to become effective communicators with children. The evidence for what should be taught to students to enable them to communicate effectively with children and the programme structures and pedagogic approaches which best facilitate students' learning and development are explored. An original framework for practice is outlined which constitutes a taxonomy of 32 evidence-informed ‘dimensions' of ‘Communicative Capability' needed for effective social work practice with children, set within ‘domains' of ‘Knowing' (knowledge and understanding), ‘Doing' (skills and techniques), and ‘Being' (ethics, values, personal qualities and emotional capacities). The compass of the dimensions is broad and diverse, so requires teaching and learning opportunities across the whole curriculum including in fieldwork placements, rather than just through a discrete course or specific pedagogical model (Lefevre et al, 2008). The Communicative Capabilities taxonomy has been used as a framework for analysing data collected from social work students on an MA qualifying programme which I teach. Taking a realist approach (Robson, 2011), as an insider (Drake, 2010), I sought to learn more about students' journeys towards qualified practice so as to identify any factors or processes which support or hinder students' learning and development. Quantitative and qualitative data were collected at four time points during the programme using self-efficacy scales, course feedback, and written responses to a case vignette, which were analysed for students' awareness of the Communicative Capabilities. Baseline data on student characteristics, intentions and experiences were gathered so that individual trajectories could be identified and mapped against these. Once students had been qualified for between 16-18 months, follow-up interviews were conducted with a sub-sample of five participants using a semi-structured questionnaire. There were a number of limitations and methodological constraints, most notably those engendered by the lack of a comparison group and small sample, so findings must be regarded as emergent and tentative. An analysis of students' learning journeys indicated trajectories were rooted in specific experiences, strengths and learning styles. Students would benefit from developing a personalised learning plan which would enable them to maximise their potential and plug gaps in their capabilities. Ways need to be found to enable students to build up from generalist proficiencies in communication, so that first generic, then child-focused, and finally child-specialist applied capabilities in communication can be developed to at least a basic level at the point of qualification. Drawing on Kolb (1984), a cyclical model of the teaching and learning process has been mapped to the development of Knowing, Being and Doing capabilities. Students enter qualifying training with pre-course concrete experience of communication which provides a valuable source for inductive learning through critical reflection. Related theoretical input enables them to conceptualise processes of communication (developing Knowing). Skills may be acquired and honed through active experimentation with techniques and methods both in the university and in placements which are subject to observation and feedback (Doing). Tutor modelling and experiential approaches to capability-building help engender the kind of thoughtful, ethical, contained and engaged use of self by students (Being) which matters to children. Learning needs to be integrated and consolidated so that it is not forgotten or absorbed solely into tacit professional knowledge (Eraut, 1994). The learning cycle has been developed into a proposed framework for how qualifying programmes could ensure a coherent and integrated learning experience.
