Full textAs a fundamental driving force of public economy, public procurement has traditionally been an area of diverse and often competing interests. Such contradictory interests are the efficiency of budgetary management and transparency in public life within national legal systems, free competition and open access of financial stakeholders in award procedures within the European regulatory framework. At the same time, the instrumentalisation of public procurement in order to serve political goals not directly linked to it has triggered considerable debate. The attempt of conciliation of social and environmental considerations with the financial requirements of public procurement law aims at enhancing this legal and financial instrument. The role and the legal means for the integration of social and environmental considerations in public procurement, which serve general interest purposes and overriding European law objectives, have not yet been clarified. The regulatory interventions of the Member States, on the one hand, and the harmonization attempts of the European Union, on the other, create a constantly changing political climate. In that context, the role of social and environmental policies is redefined both within the framework of primary objectives of public procurement law, as well as outside this regulatory framework which is used as a policy tool in this context

Full textA robust body of research has identified three primary life experiences that foster a lasting commitment to active care for the environment. These are: time spent enjoying nature, especially during childhood; a close, often familial, role model for nature appreciation; and participation in a nature or environment focused organization that offers direct learning opportunities. Family nature clubs (FNCs) bring groups of families together to explore nature on a regular basis – thus fulfilling all three of these experiences. This study used ecological psychology, attachment and family systems theories, and community psychology to create a framework for understanding how these experiences can come together in the form of FNCs to foster pro-environmental behavior as well as individual, familial, and community well-being. The methodologies of ethnography, case study and action research and the methods of direct observation, surveys, and most-significant change interviews were used. The study population was the leaders in and participants of FNCs, including Columbia Families in Nature, a FNC I founded. Study results incorporate data from 47 FNCs and over 350 participants. More than twenty distinct positive outcomes of FNC participation were identified in the areas of: greater knowledge of and sense of connection with nature; more time spent in nature; enhanced individual and familial well-being; stronger social connections; and greater environmental and social action. The youth nature experiences of the adult participants was found to be significantly related to their current sense of connection to nature (p < 0.001) and level of environmental action (p=0.03). Family time in nature was found to be significantly related to connection with nature (p=0.007), environmental action (p=0.02), and social action (p=0.03).

Full textENGLISH ABSTRACT: Since Burundi gained independence in 1962, this country has experienced periods of mass communal violence. Extensive scholarly research has focused on exploring the factors behind, and the nature of, the conflicts in Burundi from a socio-ethnic perspective. There has, however, been a persistent lack of attention paid to the inextricable relationship between environmental factors; particularly the scarcity of resources, coupled with rapid population growth; and Burundi‘s recent history of internal conflict. Noteworthy explanatory factors, which are often ignored in literature on the environment and conflict, have thus motivated this study. Burundi is an example of this reality because of a highly dependent agricultural economy and a constant growing population. This study used a descriptive analysis, as methodological tool; in order to gain an understanding of Burundi‘s land question - that is, how limited access to land and the constantly increasing population have led to environmental degradation, that served as motivational trigger factors for the violent political conflicts that occurred at various periods between 1965 and 1993 in this country. This study addresses this epistemological gap. In order to explore the nexus between environmental factors, land access, population growth and the political conflicts in Burundi, this study draws and builds upon Jared Diamond‘s (2005) five point framework of potential trigger factors to environmental collapse. Moreover, Diamond‘s (2005) ecocide theory argues that there are eight specific indicators to demonstrate how societies undermine themselves by damaging their own environment; thus resulting in an ecocide. This theory was applied to the two main environmental variables examined in this study. More specifically, this theoretical perspective provided a base for exploring how land issues, population growth, environmental degradation and political change can be understood as important precursors to the violent conflicts in Burundi. What may be surmised by this study; is that there is indeed a positive correlation between these forces, where the values of the independent variables (land access and population growth) are associated with the values of the dependent variable (violent conflict). This correlation, therefore, calls for an acknowledgement of the complexity of the Burundian conflicts and that ethnicity which has dominated contemporary conflict analysis is but one of several social rifts.
AFRIKAANSE OPSOMMING: Sedert Burundi in 1962 onafhanklikheid verkry het, het hierdie land periodes van massa gewelddadige politieke konflik ervaar. Uitgebreide wetenskaplike navorsing het daarop gefokus om die faktore agter die gebeure, sowel as die aard van die konflik in Burundi vanuit ‘n sosio-etniese perspektief, te ondersoek. Tog word daar steeds gebrekkige aandag geskenk aan die onlosmaaklike verhouding tussen omgewingsfaktore, veral gebrek aan hulpbronne, gepaardgaande met die voortgesette bevolkingsaanwas; asook Burundi se onlangse geskiedenis van interne konflik. Noemenswaardige gapings, wat dikwels in die verklarende literatuur geïgnoreer word, het dus hierdie studie gemotiveer. Burundi is ‘n voorbeeld van hierdie werklikheid omdat die land baie afhanklik van landbou is; as gevolg van die kontstante bevolkingsaanwas in die land. Hierdie navorsing het beskrywende analise as ‘n metodologiese instrument gebruik om insig te kry oor Burundi se grondkwessie – met ander woorde hoe die beperkte toegang tot grond en ‘n toenemende bevolkingsaanwas gelei het tot die agteruitgang van die omgewing. Bostaande faktore het as motiverende sneller faktore gedien, wat aanleiding gegee het tot die gewelddadige politieke konflik, wat gedurende verskillende periodes tussen 1965 en 1993 in hierdie land ontstaan het. Hierdie studie poog dus om hierdie epistomologiese gaping aan te spreek. Ten einde die verband (nexus) tussen omgewingsfaktore, grondbesit, bevolkingsaanwas en die politieke konflikte in Burundi te ondersoek, steun en bou hierdie studie voort op Jared Diamond (2005) se vyfpunt raamwerk van potensiële sneller faktore, wat lei tot omgewings ineenstorting. Verder beweer Diamond (2005) se omgewings uitwissing (ecocide) teorie dat daar agt spesifieke aanduidings is om te demonstreer hoe gemeenskappe hulself ondermyn deur hul eie omgewing te beskadig/vernietig: wat uitloop op omgewings uitwissing (ecocide). Hierdie teorie is aangewend in die twee hoof omgewings veranderlikes, wat in die studie/ navorsing ondersoek is. Hierdie teoretiese perspektief het ook spesifiek ‘n basis voorsien om te ondersoek hoe grondkwessies, bevolkingsaanwas, omgewings agteruitgang en politieke verandering verstaan kan word as belangrike aanwysers van die geweldadige konflik in Burundi. Deur middel van hierdie studie kan ‘n duidelike opsomming gemaak word dat daar inderdaad ‘n positiewe korrelasie tussen hierdie magte voorkom, waar die waardes van die onafhanklike veranderlike (toegang tot grond en bevolkingsgroei) geassosieer word met die waardes van die afhanklike veranderlike (geweldadige konflik). Hierdie korrelasie verg dus ‘n beroep om erkenning te gee aan die kompleksiteit van konflik in Burundi. Hierdie etniese debat, wat tans die oorheersende konflik aanvuur, is maar net een van die verskeie interpretasies van sosiale breekpunte in Burundi is.

Full textENGLISH ABSTRACT: During the period 2006-2012, the Langkloof area, situated in the Eden District Municipality, suffered severely from environmental shocks and social stress including drought, flooding, hail, wildfire, heatwaves and reduced labour demand. These events negatively impacted many farmers and their livelihoods. In response to these external shocks and stressors, large-, medium- and small-scale farmers adopted numerous coping and adaptive strategies. This study performed a comprehensive livelihoods analysis of large-, medium- and small-scale farmers in the Langkloof area, using the widely recognized sustainable livelihoods framework developed by the United Kingdom’s Department for International Development, with a particular focus on coping and adaptive strategies against severe environmental shock and social stress. Variables used in the analysis were the vulnerability context in which farmers pursue a livelihood; livelihood assets (social, human, financial, natural and physical); the policies, institutions and processes in the external environment that influence the degree of ownership and access to assets; livelihood strategies pursued; and the various livelihood outcomes ultimately produced. The analysis of coping and adaptive strategies employed by farmers during these periods formed an integral part of this study. Sixteen livelihood asset indicators were identified to determine the total assets (human, social, physical, financial and natural) of the farmers. After scaling the indicators, a Principal Component Analysis (PCA) was used to assign weights to each indicator and to subsequently calculate the total assets of each household. Regarding the coping and adaptive strategies employed by farmers against environmental shock and social stress, the average number of strategies was calculated for each household. Spearman’s rank correlations were calculated for total assets achieved (capacity) and the number of strategies employed against environmental shock and social stress.
AFRIKAANSE OPSOMMING: Die Langkloofgedied, geleë in die Eden Distriksmunisipalitiet, is gedurende die tydperk 2006-2012 geweldig geteister deur omgewings- en sosiale gebeure, wat droogte, vloede, hael, veldbrande, hittegolwe en ʼn gevolglike verlaagde arbeidsaanvraag sluit. Hierdie rampe het verreikende nadelige gevolge op boere se lewensbestaan gehad. Terwyl hulle lewensbestaan tot die uiterste uitgedaag is, is verskeie hanterings- en aanpassingstrategieë teen omgewingskok en sosiale stres geïmplementeer. Met die gebruik van die Verenigde Koninkryk se Departement van Internasionale Ontwikkeling se volhoubare lewensbestaansraamwerk is ʼn gedetailleerde en alomvattende analise van groot, medium- en kleinskaalboere in die Langkloof se lewensbestaan gedoen, met ʼn sterk skem op hul hanterings- en aanpassingstrategieë teen omgewingskok en sosiale stress. Nadat die aanwysers geskaal is, is ‘n Hoofkomponentanalise (PCA) uitgevoer om gewigte aan elke aanwyser toe te ken vir die berekening van totale bates van huishoudings. Die hanterings- en aanpassingstrategieë ingestel deur boere teen omgewingskok en sosiale stres, is die gemiddelde aantal strategieë per huishouding. Spearman se rangorde korrelasies is bereken vir die totale bates (kapasiteit) en die getal strategieë geïmplementeer teen omgewingskok en sosiale stres.

Full textAsymmetry is a useful tool for osteological analysis as it detects disruptions in the developmental stability of osseous structures attributed to environmental and biomechanical environments. The primary aim of this study is to establish a baseline for normal levels of asymmetry in English archaeological populations in order to distinguish between normal population variation and increased developmental instability or biomechanical stress. Directional and fluctuating asymmetry is assessed through a database of a comprehensive selection of osteological measurements throughout the skeletons of 1753 adults and subadults. The sample is from 11 archaeological sites spanning the Anglo-Saxon to the Victorian periods. The extent of developmental instability is also determined, for the first time, by employing the prevalence of population outliers. The normal range for directional asymmetry was found to be -5.79 to 6.62%, while fluctuating asymmetry was found to be 0 to 6.53%. The extent of asymmetry, however, was found to be trait specific. Deviations from normal population levels of asymmetry were found to be due to a complex mixture of biomechanical and environmental stresses influenced by age, sex, settlement type, socio-economic status, and period-specific origins of the sample populations. Possible causes of asymmetry could be discerned from comparisons of the levels of population asymmetry when placed in the context of physical activity, social networking, health, and environment developed from the historical, archaeological and osteological record.

Em decorrência da significativa prevalência e correlação da Síndrome de Disfunção Lacrimal (SDL) com os fatores/condições de risco ao trabalhador, reconhecidos ou reproduzidos, no processo de trabalho, registrados em pesquisas científicas e documentados, entre outros, na dissertação "Fatores ambientais ocupacionais internos e Síndrome de Disfunção Lacrimal: estudo da prevalência e ações de Educação Ambiental", em 2011, no Programa de Pós-Graduação em Educação Ambiental (FURG), surge o problema de pesquisa que origina esta tese. Que contradições existem na relação entre as condições socioambientais de trabalho e o desencadeamento/agravamento da SDL? Partimos da hipótese da provável relação entre a SDL e as condições socioambientais no processo de trabalho. A partir da compreensão da causalidade multifatorial, os objetivos gerais centraram-se em: Explicar as contradições existentes entre as condições socioambientais de risco existentes no processo de trabalho e o desencadeamento/agravamento da SDL, como síndrome ocular do trabalhador e; Indicar possibilidades estratégicas de abordagem preventiva e promotora, com base na perspectiva da educação ambiental, a partir das correlações encontradas entre as condições socioambientais de risco no processo de trabalho e a SDL. Atendendo aos objetivos previstos, focamos, além da quantidade de sujeitos afetados pela SDL, na ligação entre a síndrome e as condições socioambientais no processo de trabalho, considerando a relevância social da investigação. A pesquisa foi desenvolvida por meio da revisão sistemática da literatura, realizada entre o período de 2011 a 2014. A análise e interpretação buscaram identificar e selecionar a produção existente relativa à tese apresentada, sustentando-se na perspectiva do materialismo histórico-dialético. O estudo deu-se em dois momentos: no primeiro momento, analisamos documentos normativos e legislação, utilizando-nos do Manual de Procedimento para os Serviços de Saúde, Normas Regulamentadoras, Política Nacional do Meio Ambiente, Política Nacional de Educação Ambiental; no segundo momento, procedemos à revisão sistemática da literatura que foi dividida em duas fases. Na primeira fase realizamos a identificação dos fatores/condições de risco à SDL e a ligação das condições socioambientais e a SDL no processo de trabalho. Nesta fase, utilizamo-nos dos bancos de dados da National Library of Medicine, Scientific Electronic Library Online e Rede de Medicina Informatizada. Foram selecionados cerca de 250 artigos entre 1990 e 2013, estabelecendo, como critério de inclusão, a ligação estabelecida entre a SDL e as condições socioambientais inseridas ou não no processo de trabalho. Na segunda da fase investigamos a ligação das condições socioambientais e a SDL no processo de trabalho na perspectiva da EA. Procuramos identificar as perspectivas teóricas que discutissem questões relacionadas à saúde e ambiente de trabalho. Concluímos que os processos de trabalho na atualidade apresentam uma multiplicidade de fatores/condições de risco à SDL. Os aspectos conclusivos, mesmo que de grande impacto para as questões tratadas nesta tese, devem ser entendidos como possibilidades para novos temas de pesquisa e de propostas de EA que determinem medidas preventivas e promotoras, ações que necessitam ser empreendidas no intuito de minimizar a SDL, reafirmando ao ser humano seus direitos fundamentais como ser humano (social).
Due to the significant prevalence and correlation of the Lacrimal Dysfunction Syndrome (LDS), with risk factors/conditions to the worker, recognized or reproduced in the work process, recorded in scientific research and documented, among others, in the 2011s dissertation: "Internal occupational environmental factors and Lacrimal Dysfunction Syndrome: study of prevalence and actions of Environmental Education" in the Environmental Education Graduate Program (FURG), arises the research problem that originates this thesis. Which contradictions exist in the relationship between the social-environmental working conditions and the triggering/aggravation of LDS? We hypothesized the probable relationship between LDS and social-environmental conditions in the labor process. From the comprehension of multifactorial causalities, the general objectives were: explain the existing contradictions between the social-environmental risk conditions in the work process and the triggering/aggravation of LDS as worker ocular syndrome; and indicate strategic possibilities of preventive and promoting approach, based on the perspective of environmental education, from the correlations between social-environmental risk conditions in the labor process and LDS. Given the provided objectives, the research focuses, besides the quantity of individuals affected by LDS, on the relationship between the syndrome and the social-environmental conditions in the work process, considering the investigation's social relevance. The survey was developed through systematic literature review, conducted from 2011 to 2014. Analysis and interpretation sought to identify and select the existing production on the presented thesis, supporting itself in the perspective of historical and dialectical materialism. The research happened in two moments: firstly, we analyzed normative documents and legislation, using the Health Services Procedure Manual, Regulatory Standards, National Environmental Policy, National Environmental Education Policy; Secondly, we proceeded to the systematic literature review in two phases. In the first phase, we identified the risk factors/conditions to LDS and the connecting of social-environmental conditions and LDS in the work process. In this phase, we used databases from the National Library of Medicine, Scientific Electronic Library Online and Computerized Medical Network. About 250 articles were selected between 1990 and 2013, using as inclusion criterion, the bond between LDS and the social-environmental conditions inserted or not in the labor process. In the second phase, we investigated the binding of environmental conditions and SDL in the work process from the perspective of EE. We seek to identify the theoretical perspectives that discuss issues related to health and work environment. We conclude that the work processes today have a multitude of risk factors/conditions to SDL. Conclusive aspects, even though of great impact on the issues addressed in this thesis, should be understood as opportunities for new research topics and of EE proposals that establish preventive and promoting measures, actions that need to be undertaken in order to minimize LDS, reaffirming to the human beings their fundamental rights as social beings.

Full textENGLISH ABSTRACT: Nigeria is a country that has witnessed ongoing – albeit sporadic – violent conflict since its independence in 1960 from Britain. A brutal civil war, known as the Biafra war, lasting from 1967 to 1970, was not to end social tensions in this ethnically diverse country. Violent conflict has been an ongoing reality since the end of the Biafra war in 1970. In addition, Nigeria has exhibited substantial environmental degradation and resource scarcity during this time. Hence, this study assesses whether environmental degradation and resource scarcity are independent causes of domestic violent conflict in Nigeria since the end of the Biafra war. Additionally, rich reserves of natural non-renewable resources – in particular the prevalence of oil – are analysed vis-à-vis the degradation and growing scarcity of renewable resources in order to consider the impact both these aspects have on post civil war conflict in Nigeria. In order to achieve this, this study concerns itself primarily with causation. It considers two aspects in this regard. Firstly, it evaluates the assertion that the environment is an independent cause of conflict. That is to say, it investigates the notion that the environment impacts independently on human behaviour. Secondly, it examines the components of the social structure that create conditions that manipulate the environment in such a way that conflict is the ultimate outcome. This study asserts that the agency-structure composite is important to understand in order to examine violent conflict and its relationship with the environment in Nigeria. This relationship-structure-cause premise is examined by using a complex theory framework. Consequently, importance is placed on the causal relationship between violent conflict, environmental degradation and scarcity, natural non-renewable resource dependency and the social, economic and political milieu in which this transpires. This study ascertains that severe environmental change can only be considered a cause of conflict when its impact is considered with other important factors such as economic and political anonymity, which – for the most part – create the milieu in which subsequent violent conflict is the outcome.
AFRIKAANSE OPSOMMING: Nigerië is 'n land wat deurlopend kan getuig, alhoewel sporadies, dat daar sedert sy onafhanklikheid van Brittanje in 1960, geweldadige konflik was. 'n Brutale burgelike oorlog wat geduur het vanaf 1967 to 1970, het geensins die sosiale spanning ge-eindig vir hierdie etniese diverse land nie. Gewelddadige konflik is 'n deurlopende werklikheid sedert die einde van die burgeroorlog in 1970. Daarbenewens het Nigerië uitgestaan vir hul aansienlike agteruitgang van die omgewing en hulpbron-skaarste gedurende hierdie tyd. Vandaar hierdie studie om te bepaal of die omgewing se agteruitgang en hulpbron-skaarste 'n onafhanklike oorsaak is van binnelandse geweldadige konflik in Nigerië, sedert die einde van die burgeroorlog. Daarby, ryk reserwes van natuurlike nie-hernubare hulpbronne, in die besonder die voorkoms van olie wat betref die agteruitgang en die toenemende skaarsheid van hernubare hulpbronne, word ontleed ten einde die impak van hierdie twee aspekte op post-burgeroorlog konflik in Nigerië te oorweeg. Ten einde dit te bereik, gebruik hierdie studie oorsaaklikheidsleer. Daar is twee aspekte in hierdie verband wat in aanmerking geneem word. Hierdie studie beweer dat die agent-struktuur verhouding belangrik is om te verstaan ten einde geweldadige konflik en die verhouding met die omgewing in Nigerië te ondersoek. Hierdie verhouding-struktuur-oorsaak uitgangspunt is ondersoek deur gebruik te maak van 'n komplekse teorie raamwerk. In particular, contract law seems significantly affected by the level of requirement of environmental quality. In this context, what is the role of a contract in front of growing contemporary concerns regarding environmental quality ? It seems that the environment is comprehended by the contract as an ambivalent element. On the one hand it is indeed a risk against which it is necessary to protect the contracting party and, on the other hand, a value that can be directly protected by the contract. Full textBackground: The thesis intends to investigate the implementation of a company's environmental strategies. OKQ8 is the investigated company. The environment and sustainability are important fields within the organization and in today's society. Purpose: The purpose is to define how a “leading the pack”-company can, with help from crucial success factors, simplify the implementation of the environmental strategies. Method:The study is a qualitative study. The thesis has a deductive research approach with some inductive elements. It is a single case study, and the empirical data was gathered through semi-structured interviews. Conclusion: Based on the findings from the first research question four crucial success factors have been identified when a company's environmental strategy is being implemented. The success factors are (I) distinct working methods, (II) high legitimacy, (III) clear communication and (IIII) having a balanced scorecard. The combination of the four crucial success factors increases the chance of a successful implementation of the strategy.

Full textA major contributing factor to climate change is said to be the transport sector and the sector's greenhouse gas emissions. Because of this, it is important that the transport sector works to become more sustainable. In general, companies in society are said to be particularly important actors in terms of sustainability work. On the other hand, there are divided opinions about what the term sustainability means, which can also be seen as contributing to impaired conditions for companies to be able to work sustainably. The purpose of this study is to examine how different transport companies prioritize sustainability and how transport companies view their ability to prioritize sustainability. The study is based on three different types of transport companies and their representatives' thoughts and opinions on the subject. Semi-structured interviews have been used as a data collection method. The material from the interviews has been analyzed through a qualitative content analysis and is put in relation to previous research and theory. The theoretical perspectives included in the study are the neo-institutional theory and the theory of expectations. The results show that transport companies primarily prioritize economic sustainability. This is because it is this type of sustainability that is considered to contribute to the highest satisfaction. Other types of sustainability, such as environmental sustainability and social sustainability, run the risk of being marginalized if they compete with economic sustainability. The conditions for working sustainably in practice are presented differently among companies. However, there is a common perception that they are limited.

Full textIn the context of climate change, as reflected by a dryer Mediterraneanbasin, this thesis focused on the study of the contemporary and future variability(1957-2100) of the wintertime (September to April) very long dryspells events (called VLDSe) in the Mediterranean basin. An original methodologywas developed in this thesis in order to define VLDSe as singularclimatic events, characterized by location, duration and spatial extent criteria.76 VLDSe were detected in the Mediterranean basin on the contemporaryperiod (1957-2013). These events are divided into 4 main geographicalpatterns: North-East, West, Scattered Localized and South-East. North-East and West configurations are associated with anticyclonic conditionslocated approximately 1 000 km northwestern to the areas affected by theVLDSe, favoring a clear sky and no precipitations. The Scattered Localizedand South-East configurations are special: the first one is characterized asa residual class grouping VLDSe with small spatial extent and distributedthroughout the entire basin, and the second one is characterized by seasonalVLDSe which are the continuation of the dry summer observed in the eastof the Mediterranean basin.Euro-Atlantic weather regimes have some control on the VLDSe. Thepositive phase of the north-atlantic oscillation regime (NAO+) is the onlyone that is clearly favorable to the development of VLDSe on almost the entirebasin. The east-atlantic regime (EA) does not show any control on theVLDSe, and the atlantic ridge (AR) and the negative phase of the northatlanticoscillation (NAO-) regimes are generally detrimental to VLDSe. However,some VLDSe can sometimes be associated with AR, EA and NAOregimes.This requires these three weather regimes to be associated withslightly higher atmospheric pressure northwest of the areas impacted bythe VLDSe, compared to their respective climatology. Long duration of theAR, EA and NAO+ regimes, which are coupled with sustained atmosphericstability, are preferentially associated with VLDSe, in contrast to the shortduration. Conversely, the long duration of the NAO- regime, reinforcingthe low atmospheric pressure on Europe and the Mediterranean basin, areweakly associated with VLDSe.Although the two climate models ALADIN52 and LMDZ4-NEMOMED8 differ in several respects, they agree in that VLDSe should be longer by 2100,especially in the RCP8.5 trajectory. A multi-model analysis with 12 CMIP5simulations shows that wintertime sea-level pressure tends to increase in theAtlantic Ocean, off the French coast and in the central the Mediterraneanbasin for the RCP8.5 trajectory. Conversely, the frequency and duration ofthe 4 weather regimes do not show significant trends until the end of the21st century.Finally, a study is carried out to assess the impact of VLDSe on agriculturalproduction in Spain. The number of VLDSe days has a larger impactson the yields of barley, wheat and oats (winter species and cultivatedthrough rainfed agriculture) than the simple ratio of dry days or seasonalrainfall amounts in Spain. A two-season case study, based on seasons withcomparable rainfall amounts, shows that in addition to yields, a VLDSecauses a significant decrease in soil moisture and in the Ebro River flow

In recognition of the importance of public participation as a basis for good governance and democracy, Mr Kofi Annan, Secretary General to the United Nations, has noted that: "Good governance demands the consent and participation of the governed and the full participation and lasting involvement of all citizens in the future of their nation. The will of the people must be the basis of governmental authority. That is the foundation of democracy. That is the foundation of good governance Good governance will give every citizen, young or old, man or woman, a real and lasting stake in the future of his or her society". The above quotation encapsulates the essence of what this thesis has set out to do; to examine the concept of public participation and its application in environmental governance within the context of the participation of indigenous peoples in the conservation and management of protected areas in Australia and Uganda. The concept of public participation is of such intrinsic importance that it has emerged as one of the fundamental principles underpinning environmental governance and therefore forms the basis for this study. -- Environmental governance, as a concept that captures the ideal of public participation, is basically about decisions and the manner in which they are made. It is about who has 'a seat at the table' during deliberations and how the interests of affected communities and ecosystems are represented. It is also about how decision makers are held responsible for the integrity of the process and for the results of their decisions. It relates to business people, property owners, farmers and consumers. Environmental governance is also about the management of actions relating to the environment and sustainable development. It includes individual choices and actions like participating in public hearings or joining local watchdog groups or, as consumers, choosing to purchase environmentally friendly products. -- The basic principles behind good governance and good environmental decision making have been accepted for more than a decade. The 178 nations that attended the Rio Summit in 1992 all endorsed these nvironmental governance principles when they signed the Rio Declaration on Environment and Development (Rio Declaration) - a charter of 27 principles meant to guide the world community towards sustainable development. The international community re-emphasised the importance of these principles at the World Summit on Sustainable Development in 2002. -- The right to public participation in nvironmental decision making and natural resources management is one of the 27 principles endorsed by the nations of the world and is embodied in the provisions of Principle 10 of the Rio Declaration.
Environmental decisions occur in many contexts. They range from personal choices like whether to walk or drive to work, how much firewood to burn, or whether to have another child. They encompass the business decisions that communities or corporations make about where to locate their facilities, how much to emphasise eco-friendly product design and how much land to preserve. They include national laws enacted to conserve the environment, to regulate pollution, manage public land or regulate trade. They take into account international commitments made to regulate trade in endangered species or limit acid rain or C02 emissions. -- Environmental decisions also involve a wide range of actors: individuals; local, state and national governments; community and tribal authorities such as indigenous peoples; civic organisations; interested groups; labour unions; national and transactional corporations; scientists; and international bodies such as the United Nations, the European Union, and the World Trade Organisation. -- Each of the actors have different interests, different levels of authority and different information, making their actions complex and frequently putting their decisions at odds with each other and with ecological processes that sustain the natural systems we depend on. -- Accordingly, this thesis aims to examine participation in environmental decision making in a way that demonstrates these complexities and interdependencies. It will explore the theoretical and conceptual basis for public participation and how it is incorporated into international and domestic environmental and natural resources law and policy. -- It will examine public participation in the context of the legal and policy framework for the conservation and management of protected areas and will use case studies involving the participation of indigeneous peoples in Australia and Uganda to provide the basis for a comparative analysis. -- The thesis will also faces on a comparative analysis of the effectiveness and meaningfulness of the process for public participation in environmental decision making in Australia and Uganda. There is extensive literature on the purposes to which participation may be put; the stages in the project cycle at which it should be employed; the level and power with regard to the decision making process which should be afforded to the participants; the methods which may be appropriate under the different circumstances, as well as detailed descriptions of methods; approaches and forms or typologies of public participation; and the benefits and problems of such participation.
However, there is not much significant literature that examines and analyses the meaningfulness and effectiveness of the contextual processes of such participation. This is despite the widespread belief in the importance and value of public participation, particularly by local and indigenous communities, even in the face of disillusionment caused by deceit, manipulation and tokenism. Accordingly, the thesis will use case studies to demonstrate the meaningfulness and effectiveness or otherwise of public participation in environmental decision making in protected area management. -- Increasingly, the terminology of sustainable development is more appropriate to describe contemporary policy objectives in this area, with an emphasis on promoting local livelihood and poverty alleviation within the constraints of ecosystem management. However, the domestic legal frameworks, and institutional development, in Australia and Uganda tend to reflect earlier concepts of environmental and natural resources management (referred to as environmental management in this thesis). There are some significant differences between a North (developed) nation and a South (developing) nation, in terms of the emphasis on economic objectives, political stability, resources and legal and administrative capacity. The thesis intends to explore these differences for the comparative analysis and to draw on them to highlight the complexities and interdependencies of public participation by indigenous peoples in environmental decision making, natural resources and protected area management.

Full textThis study considers the production conditions in which environmental social responsibility advertising speech is produced, this research aims to analyze how such conditions can interfere on the final product, beyond the discrepancies already identified between the speech and the production models adopted by the organizations. The study of the institutional Petrobrás advertising has been taken as an object of analysis, focusing the environmental social responsibility. An "inspired model" was chosen for this matter, which are the studies on production of journalistic news, known as newsmaking, considering the existence of a possible production model for the advertising, here considered as admaking. Through this, we intend to highlight the roles of the professionals working on advertising agencies and their motivations, aiming to emphasize that this logic of speech construction increases the distance between the effort of brand communication and the organizations routine
Tendo como objeto de estudo as condições de produção do discurso publicitário da responsabilidade sócio-ambiental, esta pesquisa busca analisar em que medida tais condições de produção podem interferir no produto final de emissão, para além das discrepâncias já identificadas entre o discurso e os modos de produção e consumo das organizações. Foi estabelecido como recorte desta pesquisa o estudo da propaganda institucional da Petrobrás, com foco na temática da responsabilidade social, sócio-ambiental e sustentabilidade. Trabalhou-se com um modelo inspirador para esta questão, que são os estudos sobre produção de notícias jornalísticas, conhecidos como newsmaking, considerando a existência de um possível modelo de produção da propaganda, aqui proposto como admaking. Através dele, buscamos evidenciar os papéis e interferências dos profissionais da agência de publicidade e suas motivações, visando enfatizar que esta lógica de construção de discursos acaba por acentuar a distância entre o esforço de comunicação da marca e o cotidiano das organizações
