Abstract Most Sub-Saharan African countries have adopted policies to attract foreign direct investment (FDI) and policies to stimulate the growth of small and medium enterprises (SMEs). While a significant body of literature exists analyzing how these objectives can be mutually reinforcing, the negative interplay between these policies remains relatively unexplored. This paper examines whether, and in what circumstances, investment incentives could undermine SME competitiveness and, conversely, whether policies aiming to promote SMEs through encouraging FDI-SME linkages could impede FDI. This paper demonstrates that, absent a comprehensive approach to policy making, tensions invariably arise between investment incentives and SME promotion policies.

Abstract:
The aim of the paper is to analyze the factors that determine business growth and the impact on the GDP of the country. The paper analyses Albania, as one of the countries in the South East Europe. Albania is still passing through a transition period at all levels, economic and political. Albania has made serious steps in the development of the state of law, of the financial system and it is working on the achievements of goals, such as: becoming an EU member, stabilization of the fiscal and monetary policies, stability of prices, fighting against corruption, incentives for private investments, reduction of business’s taxes etc. The achievement of these goals will bring more motivation and incentives for growth, an increase in domestic and foreign direct investments. The government of Albania is still working on the future strategies that will bring Albania near to the European countries. The partial achievement of the above goals has created a positive environment, but still there is enough room for change and stabilization. The Albanian governments have improved the business climate, in order to create easier methods in the way of doing business, by attracting more foreign investors and creating a positive climate. Albania has experienced an increase of interest from foreign companies, which have invested in the main fields of economic such as: banking, energy, telecommunication, gas-oil, supermarkets, construction etc. However, some fiscal policies have changed during the last three years, which has caused a tightening of credit, investment, growth and income. Nowadays, Albania is not in a good position compare to neighborhood countries and it is facing recession problems that need immediate solution to overcome the crisis.

The SMEs are playing gradually more significant role as a mainstream of economic escalation in Bangladesh as well as all over the world. The SME usually creates the opportunities of employment at lower costs and render flexibility to the economy. The SMEs are playing an indispensable role for overall economic development. Since this sector is a manual labor intensivewith the short period of time, usually it is capable of increasing the national income as well as hasty employmentcreation by achieving the Millennium Development Goals (MDGs) as well as the abolition of extremepoverty and starvation, gender equality and women empowerment. This SME sector has played a vital role intheeconomic progress of some prosperous countries of Asia. In national economy of Bangladesh SMEs play mainly vital role by making manufacturing enterprises by providing the employment of industrial workers and contributing to the over one-third of industrial value-added to gross domestic product (GDP) and become accustomed quickly to change the market condition, create employment, help diversify economic activities, and also make a significantcontribution to the exports and trade. The economic competence and the overall performance of the SMEs are considerably depended upon the policy of environmental and specific promotional policies pursued for their benefits. Consequently, the policies and initiatives to develop the condition of SMEs and toincrease their competitiveness are a main concern of Bangladesh.

The world’s new ideologies of regionalisationism and globalizationism anchor on the role of Small and Medium Enterprises (SMEs) for promotion of a healthy business climate for upgrading the private sector and engineering for economic efficiency and development. SMEs have been a mechanism of inclusion and equity for economic empowerment and deepening of economic and business services especially in developing countries. The SMEs‘cultural and socio-economic importance has driven the initiation of national SME development in many countries. SMEs have gained elevating importance in developed and developing economies, have the capability of quick adaptation, low cost of management, less capital and sometimes labor intensive for enabling cheap production. Despite their size related weaknesses, SMEs are less affected by economic crises due to their inherent flexibility and adaptability characteristics. SMEs are vital actors for enhancing entrepreneurial innovation and innovation system as well as competitiveness in economies. National SME development policies, being high level political intent, directives and guidelines are critical for development, coordination and deployment of potential and available resources and capabilities. The paper, therefore, aims at analyzing and comparing the presentations of SME development policies of Tanzania and Rwanda based on policy framework options namely, focus, significance, challenges and participation. The findings show elevating differences in various spheres of the policy processes including the SME definition, vision, mission and objectives in terms of activeness in presentation, political flavour, sharpness of intent and sense of anticipated commitment. Purpose – Today, the financing mechanisms to support small-and medium-sized enterprises (SMEs) development have been a subject of great interest and a challenge to policy makers as SMEs are regarded as an important sector contributing to economic growth and stability. This paper is concerned with the bank financing policies to support SME development in China. The purpose of this paper is to examine the governmental financing policies and the innovation financing system of China. The discussions are focused on the bank financing policies to support SME development in China. Design/methodology/approach – This study is a qualitative research with the use of case study methodology (Eisenhardt, 1989; Yin, 2003). The research is focused on the policy perspectives of bank financing to support SME development in the case of China, the world’s fastest-growing economy. To explore the role of financial institutions and banks in SME financing in China, the research also derives evidence from a collection of documentary investigation. The research fieldwork and interviews were undertaken in Beijing and Shanghai, major financial centers in China, with the use of semi-structured questionnaire. The analyses are undertaken to answer the key questions of: What are the Chinese government’s strategies to support the development of SMEs? To what extent the government policies in bank financing can support SMEs and promote the development of an innovative economy? Findings – The empirical study has shown that despite the introduction of the 12th Five-Year National Economic and Social Development Plan to support SMEs development, China still needs to improve regulatory policies in support of innovative businesses which would help its transition to an innovation-driven economy. The study provides lessons and policy guidelines to improve the competitiveness of SMEs in China. The insights from this study can also be applied to other developing and emerging economies attempting to understand the role of financing mechanisms in building an innovative economy. Originality/value – The study has addressed the policy challenges to support SME development in China, a major Asian emerging country and one of the fastest-growing economies in the world (with averaged growth rate of 10 percent per annum). The empirical study of policy challenges was undertaken in Beijing and Shanghai, major financial centers in China. The study offers insights which can be applied to other developing and emerging economies attempting to understand the role of SME financing policies and mechanisms in building an innovative economy.

Abstract:
The article deals with technological and managerial aspects of digital transformation of Russian SME business models. The purpose of this article is to develop theoretical and practical approaches to the study of SME business models based on the index of digital transformation of Russian SMEs to justify effective policies for sustainable socio-economic development of the regional and national economy. The article provides quantitative estimates of various parameters of SME business models digitalization using the index of digitalization for SMEs, and also notes the uneven digital development of SME business models in the structural aspect of the array of economic actors, as well as for different sectors of the economy and indicates the existing differences in “digital maturity” business models between SMEs of the capital and regional SMEs. The differences and specific features between different types of business models of SMEs depending on their degree of digital maturity are noted.

Abstract:
The importance of bank financing for the growth and development of Small and Medium Enterprises is extensively documented in the literature. SME finance is essential not only to starting an SME business but also to enhance the growth of the business. Unfortunately, SME businessmen are facing difficulties in getting and repaying all kinds of financing in Bangladesh. Moreover, because of financing problems, SMEs cannot enter the manufacturing industry spite many potentialities. This research aims to identify key financing obstacles encountered by Bangladeshi SMEs and recommend policy guidelines to tackle those obstacles. Necessary data were collected through a structured questionnaire from 200 SME loan borrowers of 10 commercial banks by using a simple random sampling technique. Descriptive analysis was performed to analyze collected data. The findings indicate some constraints related to SME financing, such as higher interest rates, complex documentation, etc. SME borrowers face various obstacles before and after the sanction of SME loans. Although some initiatives related to SME financing have been adopted recently, most are not yet implemented. Moreover, SMEs' existing financing policies are inadequate, poorly designed, and inconsistent.

The very topic raises a challenging question: that is, of the role and significance, if not the “survival,” of small and medium enterprises (SMEs) and related structures amid forces, which – particularly in the sphere of industry – tend to favor the “big” over the “small” at first sight. At the same time, this points to underlying aspects and challenges of broader socioeconomic and structural dimensions with a concomitant need to formulate appropriate, more differentiated, and specifically designed business policies. Today, such challenges and related problems are seen as intertwined and multipronged, given (i) the growing international (not least as a strategic ingredient of development) perception of the role and exposure of SMEs in terms of their sector-related structural significance nationally, regionally, and globally; (ii) a closer-to-the-skin view of developments related to ongoing restructuring in the European business environment, which, in the context of SMEs, is in many ways regionally unique; and (iii) the overriding socioeconomic and systems-related aspects of a more comprehensive SME-specific policy formulation.

Small-medium enterprises (SMEs) have a huge and not fully maximized potential to address the socio-economic challenges that emerging economies are facing. This study assessed the contributions of SMEs in an emerging economy, using ADANCO version 2.0 of the partial least square structural equation model (PLS-SEM). A pre-tested structured questionnaire was used to collect data from 375 employees of SMEs in the fashion, microfinance, and hospitality sectors in four major business regions in Ghana, namely the Greater Accra, Central, Western and Ashanti Regions. The results reveal that SMEs continue to provide maximum support and contributions to Gross Domestic Product (GDP), as well as employ about 70 percent of the entire working population. The study recommends that SMEs should receive greater attention from the government through appropriate tailor-made policies to support and assist them to unleash their full potential to enhance economic growth.

Small and medium enterprises (SMEs) are often considered as panacea for generating labour-intensive employment opportunities needed to absorb expanding labour force, providing much needed flexibility and innovations in the economy as a whole, diversifying economic activities and making significant contribution to export and poverty alleviation. There is disproportionately high concentration of women in the low-productive, low-income generating micro-enterprises and subsequent low representation of women entrepreneurs in the SME sector due to some of the inherent problems of this sector compounded with systematic gender based inequality. Data from the Bangladesh Bureau of Statistics show that in Bangladesh, only about 7.4 per cent of the establishments in manufacturing and services as of 2001-2003 are owned by women. This compares with about 20 per cent in India as of 2000 and that of nearly 39 per cent in the South-East Asian region. Clearly it suggests the need for policy push to increase women’s participation and enhance their capacity. Based on a thorough literature review including research and other policy as well as programme related documents, this paper highlights the major constraints faced by women entrepreneurs and suggest appropriate policy measures to address those gaps and challenges from a review of the existing SME policies. It argues that the whole process of SME development should have a clear structure and a vision for enhancing capability of the entrepreneurs to compete in the global and domestic markets which demand special focus on women entrepreneurs who are often marginalized in the existing women unfriendly environment. A broad and comprehensive focus on information and capital accessibility, skill development and marketing linkage is essential to increase women’s participation in SME.

Abstract:
Purpose – The purpose of this paper is to investigate the importance of specific local development policies and partnerships for SME enterprises in Thessaloniki one of the metropolis of south Europe. The two main research questions are: first, what are the most important development policies for firms’ development? and second, in what level these policies receive different significance from firms belonging in different production sectors? Design/methodology/approach – In order to achieve the aims of the paper and answer the research questions, the study uses an extensive use of bibliography, and field research that has been implemented by administering questionnaires on a representative sample of 227 enterprises. The study comes up to valuable conclusions for the firms and the city through the use of exploratory factor analysis, reliability analysis and clustering. Findings – The present research brings on important issues and questions about local economic development because it presents directly the estimations and views of a large number of local enterprises that reflect the image of local economy. Finally, this research gives a satisfactory overview of the inner growth of Thessaloniki and further the results could lead to an evaluation, planning, implementation, rejection or reconstruction of specific actions and policies locally. Research limitations/implications – The analysis is constrained by weakness since the sample of enterprises is rather small and the results concern only the enterprises located in Thessaloniki. Based on this fact, general conclusions can be drawed for other regions as well as for the whole Greece. This is subjected to more analysis. Practical implications – The added value of this research is essential since there are only few similar researches in South-East Europe and in Greece. Especially, the relationship between local development policies and firms’ development competitiveness has not been studied enough in the area under consideration. Social implications – Enterprises understand and designate the importance of specific policies that affect their development while at the same time through their evaluations they outline the character and dynamics of these policies in a unique dynamic, geographical and productive city like this of Thessaloniki. Originality/value – The analysis showed that enterprises recognize as positive factor the effort of the local authorities to set the area as a business pole in favour of enterprises and the broader area but policy problems of organization and planning arise that concern mainly the operation and support of local enterprises and specific those from the tourist and service sector. This image raises issues of competence on planning and organization of development polices by the local authorities focusing on specific productive sectors so as the effect of these policies to be effective with positive results for enterprises.

Purpose The purpose of this study is to assess the role of small and medium-scale enterprises (SMEs) as a catalyst to all things good in great economies; however, sadly, Nigeria has been unable to unlock SME development and the many benefits. The paper’s examination revolves around SMEs and entrepreneurial development, employment generation, government policies and financial aid and its availability. With the intention of establishing the relevance of government role in creating vibrant economies via thriving SMEs and its ripple effect on employment generation. Design/methodology/approach The study adopts a survey design, using a questionnaire for data gathering and percentile, confirmatory factor analysis (CFA) and structural equation modelling (SEM) for data analysis. Findings The study established a significant direct relationship between entrepreneurship development and infrastructure development and employment generation. Also, there was a significant direct relationship between government policies and infrastructure development. However, surprisingly, there was an insignificant relationship between government policy and financial aid and accessibility. Practical implications The government’s role in SMEs’ survival and entrepreneurship development is invaluable. The government must live up to their bidding and create an enabling environment to promote SME and entrepreneurship growth. Only this will transform the economy and minimize unemployment to its barest minimum. Originality/value The study’s research model is an interesting contribution to the body of work in SME and entrepreneurship development. The study is also an original attempt at having a good representation of the South-Western part of Nigeria, as research in high impact journals is usually domiciled in one state.

Purpose Increasing the share of small and medium enterprises (SMEs) in public procurement through targeted support policies is often fraught with organisational and institutional challenges as can be seen from the experiences of many developed countries. This has profound implications for emulating such policies in developing countries where administrative capacities may be low for efficient policy management. The purpose of this paper is to widen the canvass of SME procurement policy discourse by exploring a developing country context. Design/methodology/approach The study provides qualitative assessment using insights from policy implementation-related theories. Due to limited reporting of target data on SME participation in India, the study conducts analysis based on key informant interviews with 20 public sector enterprises. Findings The evidence drawn from India mainly shows uneven performance among the procurers in achieving the SME procurement targets, and reveals serious policy implementation shortcomings. These findings correspond and complement the earlier studies on SME procurement in the developed world. The Indian case additionally reveals barriers which may be common to other developing countries such as the lack of policy-administrative capacity compounded by the prevalence of “efficiency syndrome” on the part of procurers. Originality/value By providing an in-depth developing country-specific assessment, the study helps informing assumptions underpinning SME-oriented procurement policies. The study, therefore, fills a gap in the literature on SME-oriented public procurement policy-making and its execution.

PurposeThis study aims to analyze the nature of challenges facing five low-tech Palestinian small and medium-sized enterprise (SME) clusters and to understand their dynamics. The study proposes a number of key policies necessary to foster start-ups and the growth of the current clusters.Design/methodology/approachFive low-tech Palestinian clusters were selected for investigation. Using multiple sources of evidence, the research questions are answered using a case study approach. Twelve semi-structured in-depth interviews were conducted with representatives from the government, private sector and universities. Content analysis was used to analyze the data obtained from the interviews.FindingsThese five low-tech clusters in Palestine are located in a complex environment that imposes a mix of challenges which adversely affect their performance. The challenges facing Palestinian clusters are different in terms of their degree of complexity. The common challenges facing the Palestinian low-tech SME clusters are the fundamental lack of innovative stimulation policies or of incentives in the Palestinian ecosystem, lack of trust, unfair competition, limited access to finance, lack of access to promising markets and the limited collaboration between different parties. More focused policies are suggested to the Palestinian authorities.Practical implicationsClusters represent a new and complementary way of understanding an economy, organizing economic development, enhancing competitiveness and innovation through sectoral specialization and cooperation and implementing public policies. In the overwhelming majority of Palestinian entities categorized as SMEs, clustering adds value to the firms from the point of view of productivity and by battling unemployment, which is rampant among Palestinian youth.Originality/valueEven though the issue of clusters in SMEs has been well researched in developed countries, empirical studies are still lacking in this developing region. The attention given to policies in this article allows using the insights gained for cluster development in Palestine.

It is the awareness and understanding of this space as a systemrelated aggregate dynamic space of the state, entrepreneurial ecosystems and society based on building and transforming the relations of these subjects in the business economy and culture to modify the design of state regulation of SME at the stage of the digital economy formation, since it is the transformation itself entrepreneurial ecosystems and societies is a signal for activation of «bottom-up» policy. At the same time, the «top-down» policy implemented by the government in relation to the transformation of the architecture of the socio-economic space of SME should meet the requirements of effective development of the state. The balance of these two policies and can form an effective SME. That’s why conceptual approaches to the transformation of SME socio-economic space should be based on the construction of a clear algorithm for the formation of state policy in relation to small and medium-sized entrepreneurship, taking intoaccount the views of stakeholders and the development of the entrepreneurial ecosystem and society.

he main aim of the given research is to analyse Government policy early response due to the Covid-19 crisis in Central and Eastern Europe regarding SME support. The research methodology is based on an analysis of the pandemic impact on key indicators of countries development as well as an analysis of SME support policies responses by selected countries (Bulgaria, Czech Republic, Hungary, Poland, Romania, Slovenia and Ukraine). The dynamic trends of Covid-19 spread and its impact on macroeconomic indicators were analysed. The negative growth of GDP, as well as current account balance and increasing gross debt burden, were explored in all analysed countries and the policy responses were the required measures to avoid possible economic collapse. Implemented measures were mainly directed to achieve economic recovery and capturing stability, but the main focus of the research is to analyse the support policies according to the criterion of enterprise size, SME in particular. The study is based on country-level data as well as on individual State Aid cases of each analysed CEE country. It allowed to evaluate policy response mechanisms in terms of measures regarding enterprise size. Although SMEs suffered the most during the crisis, CEE countries spent most of their resources on supporting companies, regardless of their size.

Objective - This study discusses the role of tourism policy in the development of small and medium enterprises (SMEs) in the province of Belitong, Indonesia. Methodology/Technique - This research applies mixed method analysis through the use of likert-scale questionnaires and interviews. The respondents completing the survey are from SME proprietors. Following the questionnaire, an interview with the Regent was delivered to confirm the findings. Findings – The research shows that people working in SMEs agree that tourism policy encourages the development of SMEs. However, it is shown that tourism policies need to be more inclusive, particularly with respect to shifting such policies from a mining (extractive) economy into a tourism economy. Novelty - This study resiliently makes suggestions for the improvement of public communication; some people fail to comprehend tourism policies which may lead to the ineffectiveness of the programs. This paper introduces an SME development model, based on a case study of the Malaysian SME enabling environment. It proposes a structure of institutions that specifically addresses the different challenges faced by SMEs (including a lack of technological know-how, market and trade intelligence, advice on quality and capacity enhancements and financing), encased within supporting regulatory policies and synergistically linked with small scale accounting and consulting firms. It proposes establishing small business development units (SBDUs), within comprehensive universities, to strategically harness and deploy the universities’ internal brainpower for boosting nationwide SME development. It also suggests harnessing the power of the free market by promoting small scale accounting and consulting firms, that will serve as information intermediaries between SMEs, SBDUs and various institutions set in place to help SME development. A national human resource accounting policy is proposed to help in the governance of the SME sector. This policy would help to measure, manage and promote human capital development at the level of firms, economic sub sectors and the nation. Various incentives, such as tax exemptions and national level recognition and awards for successful consultants, will further promote SME development. These measures can also be promoted at regional levels, such as the ASEAN and APEC. Given that SMEs are major sources of employment, these measures that help to create robust SMEs that would support sustained long-term economic growth, which would in turn help sustain low unemployment rates and combat poverty.

Small and medium-sized enterprises (SMEs) form a large part of economy. As SME sector has a crucial role in creating new jobs, economic growth and innovation, these economic units are worldwide acknowledged as the key actors of socioeconomic development. In Turkey, significance of SMEs is relatively higher, caused by not only from their huge share in the economy, amounting to 99.9% of all registered enterprises, but also their “backbone” function in the dynamic but turbulent Turkish economy. As Turkey experienced severe economic crises during the recent decades, SMEs became one of the major elements of the growth and development policies of regulatory authorities. This paper aims to address this critical role of small and medium sized companies by investigating factors behind the rising popularity of SME sector in Turkey, while at the same time pinpointing the major adventageous and problematic areas. Turkey is among major emerging economies, therefore the analysis this expected to make a significant contribution to literature about small business sector in developing economies by taking the factors constraining the growth of Turkish SME sector to the spotlight.

This paper sought to examine the challenges and government support for urban small and medium enterprises (SMEs) in Zimbabwe and offer policy direction for further development of the sector. Previous studies that explored challenges facing the urban SMEs in Zimbabwe paid little attention to government support and policy strategies to develop the sector further (Chigwenya & Mudzengerere, 2013; Thebe & Ncube, 2015). This study intends to fill this gap. Using a qualitative research design, we gathered data from 25 purposively sampled SMEs through in-depth interviews. Data were analysed using content analysis. Results revealed that urban SMEs face several challenges, including access to finance, lack of technical and management skills, and stringent government regulations. Although the government implemented some policies to support SMEs, these measures were inadequate. The government should set aside more resources to support the sector, including SMEs clustering and establishing more business incubation centres to facilitate technology and skills transfer. The government should also strike a balance between the regulatory laws of the sector and its development to achieve sustained growth. More importantly, the government’s urban plans should incorporate the pressing demands of climate change in building inclusive, resilient, and sustainable cities of the future. Subject. The article investigates trends in the development of the Russian system of lending to small and medium-sized businesses (SMEs). Objectives. The aim is to identify the structure of trends in the development of the Russian system of lending to SMEs. Methods. The study draws on methods of statistical and logical analysis. Results. We identified three groups of current trends, i.e. general trends, those that appeared during the pandemic, and those stemming from the consequences and results of the COVID-19 pandemic. The identified groups of trends help analyze the effectiveness of individual elements of the SME lending system. From the perspective of macroeconomics, they enable to see the impact of the public sector on SMEs during the crisis period, to show the current development of the SME lending system. From the perspective of financial institutions – to identify their role as a financial intermediary in participating in the SME lending system under different economic conditions. These groups can contribute to the improvement of State support measures, including the identification of weaknesses in current activities and their elimination. As for financial institutions, the said groups of trends may help analyze economic behavior in different economic conditions, adjust their working methods within the framework of lending to SMEs, and increase competitive advantages. Conclusions. The findings may improve policies and measures in the sphere of lending to small and medium-sized businesses, including the recovery of SMEs from the effects of the COVID-19 pandemic.

Structural equation modelling approach was used to test simultaneously the direct and the indirect effects of the characteristics of the entrepreneurs on the SMEs performance.FindingsThe findings show that personality traits have a significant influence on SMEs performance through cognitive characteristics.Research limitations/implicationsThe study’s data were collected from businesses in only one industry (furniture) in Tanzania. Future research may extend the approach to other business sectors.Practical implicationsSince entrepreneurial characteristics are considered an important driver of a country’s economic development and performance, it is hoped that governments and sector associations implement suitable policies and incentives to develop an entrepreneurial culture among citizens.Originality/valueCurrent knowledge about entrepreneurial characteristics and their relationship with SME performance in developing countries, especially Tanzania, is very limited. The present study suggests that cognitive characteristics are necessary mediators of the link between personality traits and SME performance.

Many research studies reported that SMEs in Nigeria have not benefited from the policies formulated by the government. This paper investigates the impediments to manufacturing SMEs growth and the needed pre-requisite environment for SMEs to benefit from government specific policies. The study adopted a qualitative methodology depending on face to face interviews with 20 SME owners and/or managers in five of the six geographical arears of Nigeria, 20 bank managers in the capital city of Lagos and 20 government officials located in the federal capital city of Abuja. The study unveils unique contextually novel insights, including particularly the distinctive processes and different relationships related to lenders decision. The research findings are consistent with those reported by other scholars in the field, and confirm that government policies and support in the areas of technology, infrastructure and finance affects the performance of SMEs to a great extent in Nigeria.

Services have long been perceived as playing a secondary role in world trade. This article discusses the contribution of services trade in economic development, trade integration, and inclusiveness. It argues that the limited attention given to services trade policies and to international commitments is increasingly out of step with the role of services in the global economy. While services account for about 50% of world trade in value added terms, services trade policies are often restrictive and multinational commitments are generally modest. Taking steps to raise the profile of services trade within government policy-making would help close this gap and highlight the contribution of services trade policy to a wide range of broader national objectives that have an important services dimension, whether small and medium-sized enterprises (SME) and gender policy, or the achievement of Sustainable Development Goals (SDGs).

Russia joined the global Agenda for Sustainable Development, what implies a doubling of energy efficiency of the economy by 2030, what is ensured by special measures of state policy and monitoring of its effectiveness. Energy efficiency improvement in the field of SMEs is essential both to reduce the energy intensity of the entire economy and to improve the competitiveness of small and medium-sized enterprises. At the same time, the Russian system of accounting and analysis of energy efficiency is not sufficiently developed. Currently, Rosstat does not produce data on the consumption of the SME sector and does not calculate energy intensity either for the SME sector as a whole, or by types of activity or by territories. The development of energy efficiency analysis tools of SMEs is an urgent scientific and practical problem. The article suggests a method for the analysis of relevant Rosstat data which allows to identify the most important areas for energy efficiency improvement in the SME sector by territories and types of activity. The authors identified federal districts and regions that are leaders in the contribution of the SME sector to the gross regional product and, at the same time, outsiders in terms of the rate of reduction in the energy intensity of the economy. These regions are expected to give special attention to strengthening measures which improve the energy efficiency of SMEs. The authors identified the types of activities in which the strengthening of energy efficiency policies is of paramount importance due to the largest weight in the turnover structure of SMEs and due to the significantly higher energy intensity of production than the average for the economy. The authors suggest studying the possibility of introducing an energy management level index to improve the tools for energy intensity analysis of the SME sector.

The subject of this study was (7) seven people, namely the Head of the SME Empowerment Section of the Cooperative, SME, and Industrial Office of Bantul Regency, two Managers of Banguntapan Street Food (BSF), two MSME Actors, and two Banguntapan Subdistrict Communities. Data analysis techniques are carried out by covering interview transcripts, data reduction, data interpretation, data validity examination using triangulation techniques. The aim of this study is to highpoint the significant of the marketing mix (product, price, place, and promotion) on attaining the competitive advantage in the small and medium enterprise (SME) sector in the Addis Ababa city Administration Ethiopia. This journal states the significance of competitive advantage in attaining marketing goals and ahead of the satisfaction of customers by using marketing mix concept. A descriptive analysis approach is used to analyses the collected data about the level of impact of the marketing mix (product, price, place, and promotion), on the competitive advantage of the SME sector in Addis Ababa. The data have been collected through the use of a questionnaire that is distributed to SMEs in the Addis Ababa city Administration rendering to the City government of Addis Ababa job and enterprise development bureau creation. There were 200 SMEs selected randomly; though, only 150 questionnaires were managed because of missing data. Based on the data analysis, the results show that all of marketing mix elements (product, price, place, and promotion) have a significant impact on realising competitive advantage in the case of Addis Ababa City SMEs (p- value for all marketing mix elements is less than α =0.05). The foremost viable component when it comes to accomplishing competitive advantage is the price. The SME sector in Addis Ababa should develop its product’s quality, distribution channels, and promotion policies to face the local and international competitors. The marketing mix and competitive advantage represent a relatively new orientation in Addis Ababa City SME sector.

The purpose of this paper is to examine the determinants of collateral for small and medium enterprises (smes) in the context of Visegrad countries: Czech Republic, Slovak Republic, Hungary and Poland. The data set for this paper was obtained from the Business Environment and Enterprise Performance Survey (BEEPS), which was conducted by the World Bank and the European Bank for Reconstruction and Development (EBRD) from 2012–2014. A binary logistic regression model with different specifications was employed to examine the effect of independent variables on the incidence of collateral. The results show that risky borrowers need to pledge collateral and the reduction of asymmetric information can lower the incidence of collateral for smes. Moreover, we find that female borrowers are more likely to pledge collateral than male borrowers are. The results also suggest that loans with a longer maturity are more likely to be collateralized than short-term loans. We find evidence that bank-borrower proximity can alleviate the incidence of collateral whereas bank concentration may increase collateral requirements. Policy makers may consider these results to implement policies that can promote bank competition and can lower collateral requirements for female borrowers. The paper contributes to the ongoing debate on the determinants of collateral.

The current development of energy management services is stimulated by a series of factors that are both external and industry-specific. One important external factor is the pressure coming from legal provisions in favour of sustainable development. This qualitative, descriptive research is focused on an international group with a strategic orientation to sustainability. The aim is to analyse the strategic changes of several group members over a period of 15 years (2004–2019) in order to identify their entrepreneurial behaviour (EB), contributing to scarce literature on EB of sustainability-oriented SMEs—medium-sized enterprises, in particular. The methodological approach included both secondary and primary research (direct observation and in-house interviews). The results match the research objectives and research questions in that they are able to identify different types and degrees of enterprise EB (EEB). The findings demonstrated here support a proposed finer EEB typology: independent EEB and induced EEB. Besides the natural limitations of the research (only comprising companies of a group and single industry), the main limitation of the study is its pre-pandemic characteristic, which is also a challenging research opportunity for further post-pandemic studies on EEB. The promising results of this exploratory research on EEB and novel EEB typology proposed should also be tested in more industries. The research results are useful for scholars, company managers, and entrepreneurs as well as for strategists involved in designing sustainable development policies.

Banking institutions have been very instrumental to the growth of Small and Medium Sized enterprises in many developed economies, and they have been considered as one of the principal driving forces for economic development. The case has not been the same for Cameroon as owner managers of these SMEs have been complaining of the limited presence of banking institutions in solving their problems. Mindful of the fact that Cameroon has a growth vision to become an emerging economy by 2035, the country had to take giant steps to boast the growth of SME in the country. Some of these steps were the introduction of the small business law in 2010. This was all in a drive to ensure that SME play a vital role to the GDP growth, reduce unemployment, alleviate poverty and act as an engine for the country’s emergence growth drive. It is therefore in this light that a study was carried out on the role of banking institutional services on the sustainable growth of SME in Cameroon. A logistic regression model was adopted to examine the impact of banking institutions on the growth of SMEs in Cameroon. The data used in the study was extracted from the 2016 Cameroon Enterprise Survey which was collected from 361 enterprises by the National Institute of Statistics in the country. From the empirical results, it was discovered that 68.4% of the enterprises were growing as opposed to the 31.6%. Despite the high growth rate of these SME bank loans were affecting the growth of SME negatively while MFI loans, electronic banking services, internal funds and research and development were positively contributing to the growth of SME in the country. Thus, we concluded the study by emphasisng the implementation of relationship lending which will contribute positively to the growth of SMEs and more so fiscal policies should be ameliorated to boast the growth of startups businesses.

The content of the article actualizes a number of important issues as to provision of policy in the sphere of supporting innovative entrepreneurship. In the course of their study, the authors note that the socio-economic development of countries is influenced by the degree of innovativeness of the economy. This encourages to consider innovative entrepreneurship as an important resource for the development of innovative processes in the country, and the support of innovative entrepreneurship is considered a key factor in solving the main problems of sustainable socio-economic development of the regions of Ukraine. The country has a fairly strong base for scientific and technical developments, a powerful innovation potential, but there are problems with implementation of the latter due to insufficient focus on the formation of an effective innovative policy and the policy of development of small and medium-sized enterprises (SMEs), which are the main suppliers of innovations in the national innovation system. The results of the study draw attention to the feasibility of integrating innovative policies with the corporate social responsibility development policies and the SME development policies. An integration will allow achieving greater economic return and social benefits through the implementation of a more efficient relationship between the providers of socio-economic development of region on the organization and provision of opportunities for the development of complex regional, interregional and global value-creating networks. The openness of the investment in Indonesia has become one of the main focuses in supporting the Nawa Cita Program by Jokowi and Jusuf Kalla. Unfortunately, the increase in investment is not balanced with the number of poor urban and rural population in Indonesia. Therefore, social inequality in Indonesia still tends to be quite large. One form of investment is the development of supermarkets. The goal of this study is to analyze the implementation of partnership policies between supermarkets and SME with a case study approach of supermarket chains with SME in Sidoarjo Town, East Java Province. This study uses a qualitative approach, through in-depth interviews on SME who partner with supermarkets in Sidoarjo. The results showed that the government-led partnership policy to improve the economy of society and overcome the gap on the growth of supermarkets did not run optimally. Thus, the Government's goal to create a mutually beneficial business partnership between supermarkets and SME can not be achieved, so that there needs to be an evaluation on the partnership policy made by the Government further so that the partnership policy can be successful.

Abstract The informal sector of Ghana has been growing amidst the recent economic development in this country. The study investigated the drivers of informal sector participation by SMEs in Ghana and made use of a Chi-square statistical methodology to analyze the drivers of SME participation in the informal sector of Ghana. Analyses from the study showed that gender can be deemed as a driver for SME participation in the informal sector of Ghana. Gender was significant at 0.012 with registration of business enterprise and 0.055 with tax obligation of respondents. The educational level of SME operators had an impact on registration and tax obligation and therefore can be deemed as a driver of SME participation in the informal sector of Ghana. However, the level of education was insignificant to registration and tax obligation but had a strong correlation to these variables. The study also showed that women are more likely to participate in the informal sector of Ghana as compared to men and also that there is a high tendency of not paying tax among SME operators in the informal sector of Ghana. A very low educational level among SME participants was recorded with over 60% of the respondents not having any formal education. Based on the findings of the study, a country-wide research can be done to ascertain the socio-economic determinants of informal sector participation in Ghana. Also, the study highly recommends policies that can harness the usefulness of informal sector.

Difficulties experienced by the government due to lack of information also in line with Law No. 3 of 2014 on Industry, precisely on Article 64 which stated that the industry is obligated to submit industry data that are accurate, complete, and timely periodically to the Minister, governors and regents/mayors. Therefore, the industry, in particular Small and Medium Enterprise (SME), requires a web-based information system that will be a tool that can be used by industry to facilitate the reporting of industrial activities. Therefore, this research aimed to develop a web- based information system for SMEs Sentra Textiles and textile products (TPT) in West Java. The system will contain information about the condition and position of SMEs Sentra Textiles and textile products (TPT) in Bandung, West Java. The small and medium enterprises (SMEs) are important to the South African economy and social development. This paper discusses the case of Ga-Rankuwa Township SMEs, causes of their proven failure and the methods used by the SMEs owned by people who came from foreign countries and operating in this township. These foreign SMEs did not have access to loans for business. On the other hand the local ones could apply for the loans but many did not know how and where. The locals then forfeited the opportunity, but still refused to partner with foreign ones who could assist them. The foreign ones were more successful in using business skills and knowledge to nurture their SMEs. They also contributed to the township’s economy by employing local people. Recommendations include that local SMEs should partner with foreign ones to develop synergies, and that the SME agency, Small Enterprise Development Agency (SEDA) should design policies for foreign SME access to business loan funds by ensuring and enforcing local empowerment as part of their loan access package

Current research shows that SMEs’ social and environmental actions are fragmented and informal, and few have formal policies and intentions. At the same time, many SMEs are engaged with environmental policies, often not knowing it. Concurrently, there is a gap between the pro-environmental attitudes of the SMEs managers, who are often seen as the main drivers for the firm’s behavior, and the policies implemented in reality in their firms. To this end, our research’s objective is to explore pro-environmental behavior, both at the individual and firm level, to identify connections between these levels and measures but also with firm’s and managers’ demographics, based on a study of Romanian SMEs. The descriptive analysis and factor analysis including tetrachoric correlation methods were used to explore these behaviors and the associations between them. The results confirm the research’s hypothesis and show that there are positive connections between the “green” behaviors at the individual level and in the SME context. Moreover, comparative analysis provided evidence of differences in the adoption of environmental practices, which were based on the firm’s demographics and manager’s characteristics. Simultaneously, five typologies of pro-environmental behavior in SMEs were identified and described, depending on the additional investment necessary and allocated resources, on the changes in organizational structure, and on the manager’s personal involvement. These findings contribute to a better understanding of the environmental improvement policies in SMEs and may help policy-makers tailor interventions and SMEs managers learn from good practices of their peers.

for the development of a dynamic and innovative small and medium enterprises (SME) sector is widely recognized in economic theory and practice. Entrepreneurship do not only contribute to productivity improvements, but it could also help finding practical solutions to social and environmental challenges, climate change, global economic or health crises. However, despite this widespread recognition, entrepreneurship relatively recently becomes a concern for the decision-makers’, and in many cases the support measures are partial, difficult to understand and access, marked by bureaucracy and over-regulation, even in developed countries. Therefore, the active involvement of policy makers, the contribution of public or private support structures, education, public awareness of the benefits of entrepreneurship and small and medium-sized businesses are essential. Building policies and strategies to support entrepreneurship starts from objective characteristics, but it must be adapted to the specific conditions of each country, the profile, size and structure of the business sector in that country (or region) in order to enhance its contribution to development goals. In our article we state that public policies for entrepreneurship must find a balance between stimulating the new firms’ creation, the size of existing ones and the impetus given to the sub-sector of dynamic, innovative companies, high growth-oriented. In the case of the developed countries analysed here, characterized by opportunity-driven entrepreneurship, the objectives of public policies to support entrepreneurship and SMEs should not excessively focus on setting up new companies. Rather, they must insist on creating a business-friendly environment and promoting an entrepreneurial culture, on the efficient functioning of support structures and networks, on encouraging the establishment and development of companies based on high knowledge, on strengthening and growth of the existing SMEs.
