Abstract:
Security systems that use smart cards are nowadays an important part of our daily life, which becomes increasingly dependent on the reliability of such systems, for example cash cards, electronic health cards or identification documents. Since a security policy states both the main security objectives and the security functions of a certain security system, it is the basis for the reliable system development. This work focuses on multi-applicative smart card operating systems and addresses new security objectives regarding the applications running on the card. As the quality of the operating system is determined by the underlying security policy, its correctness is of crucial importance. A formalization of it first provides an unambiguous interpretation and second allows for the analysis with mathematical precision. The formal verification of a security policy generally requires the verification of so-called safety properties; but in the proposed security policy we are additionally confronting security properties. At present, safety and security properties of formal system models are verified separately using different formalisms. In this work we first formalize a security policy in a TLA system specification to analyze safety properties and then separately verify security properties using an inductive model of cryptographic protocols. We provide a framework for combining both models with the help of an observer methodology. Since all specifications and proofs are performed with the tool VSE-II, the verified formal model of the security policy is not just an abstract view on the security system but becomes its high level specification, which shall be refined in further development steps also to be performed with the tool. Hence, the integration of the two approaches within the tool VSE-II leads to a new quality level of security policies and ultimately of the development of security systems.

Hultgren, Elin. "Making renewable electricity a reality : Policies and challenges when transforming Germany´s electricity system." Thesis, Linköpings universitet, Energisystem, 2013. http://urn.kb.se/resolve?urn=urn:nbn:se:liu:diva-98198.

Abstract:
Germany is to undertake a speedy phase-out of nuclear energy and at the same time move into the age of renewable energy. The policy basis for the transformation of the electricity system is the Renewable Energy Sources Act (EEG). The aim of this report is to investigate the transformation of the German electricity system: popularly called the Energiewende. The report will introduce and analyze the Renewable Energy Sources Act as a policy instrument, and how the electricity grid needs to be developed in order to handle the increasing shares of electricity from renewable sources. The history, main regulations, and the success of the EEG will be investigated. Furthermore, the ways in which the EEG needs to be revised will be given attention. The imperfections of today’s electricity grid when implementing a dominating share of renewable electricity, and ways in which Information and Communication Technology can be used in solving those imperfections will be analyzed. The basis for this thesis is a literature study. Since this is a current topic changing frequently, up-to-date research is used as the main reference. The EEG is based on a feed-in tariff system. The main concern when implementing a dominating share of renewable electricity is the fluctuation over time. It is difficult to know how much power will be produced and when. The future challenge of the electricity grid is to keep meeting demand and supply in a secure way. To succeed with the transformation, the EEG not only needs to be revised but a solution to the system stability is also necessary. The EEG is considered a successful policy instrument but what it is missing today is incentives for balancing demand and supply, energy efficiency, and technology innovation. In order to deal with fluctuating sources, the main focus when upgrading the grid should be to improve the forecasting issues. The success of making RES a significant part in electricity generation could become strong proof for the global community that an electricity system based on renewable energy sources is possible.

Abstract:
Public transport plays a vital role in society as the economy, the degree of sustainability and the qualityof life of a city is directly affected by transportation. A shift in modal share towards public transport isassociated with many benefits such as increased air quality and improved space allocation within thecity. To further promote public transport, an appropriate measure of competitiveness is required toevaluate the impact of past and future transport policies. This study introduces the journeys per capitaratio as a new way of measuring public transport competitiveness. Firstly, the key factors affecting thepublic transportation usage rate expressed as the journeys per capita ratio are identified to evaluatethe impact of public transport provider efforts. For this purpose, data for a total of 32 explanatoryvariables and a scope of 218 regions for seven consecutive time frames are collected. Secondly, geographically weighted regression (GWR) – a local regression-based spatial analysis technique – isperformed to test if the journeys per capita ratio is a suitable target variable to predict the impact ofcertain transport supply changes. A traditional global ordinary least square (OLS) model is conductedas well to compare if a local model could be more beneficial. The GWR and the OLS model are trainedwith the data of previous years and tested with data from the consecutive following years. Thirdly, further temporal and socio-economic based cluster analyses are performed to assess the validity andthe explanatory power of the journeys per capita ratio. The conducted analyses reveal that thejourneys per capita ratio is a superior measure for assessing public transport competitiveness.Goodness of fit statistics and estimation results demonstrate that the GWR model has betterprediction accuracy and is more capable of retrospectively predicting the impact of previous transportpolicies.

Abstract:
When urban areas experience higher temperature than their surrounding rural areas, this phenomenon is called the urban heat island (UHI) effect. UHI contributes to global warming. Urban planning policy plays a significant role in controlling the UHI. This study examines the UHI effects of urban planning policy scenarios for Brisbane, including: a) business as usual; b) transit oriented development; c) infill development; d) motorway oriented development; and e) sprawl development. The findings show Infill development will be effective but will generate pockets of extreme UHI. Sprawl development will generate a moderate UHI effect but will be distributed throughout the city.

Abstract:
A transformation of our current transport system and individual mobility behaviour is an essential pre-requisite for attaining a desirable future that enables a life within environmental boundaries ("safe operating space") and higher well-being at the same time. Accordingly, this paper focuses on the potentials of a resource-saving, sustainable transport system with reduced, but still satisfactory, mobility. To achieve the vision of resource-efficiency in Europe, a new understanding of mobility is needed: "the mode of travel is the reward of the journey", meaning that it is not about travelling fastest and frequently, but unhurried (easy-going), infrequently and sustainably. We describe a socially inclusive and innovative transport system that could achieve this vision and discuss the kinds of policy measures that would be required to implement it. Changes are required in many areas including values, preferences, infrastructure, technology, governance and the economy. (authors' abstract)

Abstract:
This urban planning thesis aims to reflect on the future of French and German metropolitan stations by 2050. It questions the foundations of the station as a conceptual urban thing (considered as a system) and suggests as a hypothesis that it might somehow have autonomous properties. Among these properties, it is the process of expansion and ever renewed and conflictual dialogue between the station and its surrounding urban fabric which guides this research; particularly its link to metropolises’ hypermobility. To do this, this thesis calls up four study sites: the main stations in Cologne and Stuttgart in Germany, and the Paris-Montparnasse and Lyon-Part-Dieu stations in France; and starts with a detailed history of their morphological evolutions, to identify a series of architectonic and urban variables. In a second stage, it proceeds to a series of prospective analyses, allowing us to evaluate the possible influence of public transport and mobility policies on the conceptual future of stations. This thesis then puts forward the concept of a station-system, to describe the expansion and integration of metropolitan stations within their urban environment; a process of dialectic negotiation which does not resolve itself within the concept of stations as a living/urban space. It therefore invites us to think of stations as a heterotopia, and puts forward a depolarised and dehierarchised reading of these spaces, introducing the concepts of station orchestras and metastations. Finally, this research suggests a critical reading of the “smart city” and the concept of “mobility as a service”. To avoid that stations move to a just-in-time model which could potentially be damaging, the application of these concepts to stations cannot avoid a simultaneous increase of physical spaces

Abstract:
With the exponential growth of vehicles on our streets, the need for finding an unoccupied parking spot today could most of the time be problematic, but even more in the coming future. Smart parking solutions have proved to be a helpful approach to facilitate the localization of unoccupied parking spots. In many smart parking solutions, sensors are used to determine the vacancy of a parking spot. The use of sensors can provide a highly accurate solution in terms of determining the status of parking lots. However, this is not ideal from a scalability point of view, since the need for installing and maintaining each of the sensors is not considered cost-effective. In the latest years vision based solutions have been considered more when building a smart parking solution, since cameras can easily be installed and used on a large parking area. Furthermore, the use of cameras can be developed to provide a more advanced solution for checking in at a parking spot and also for providing the information about whether a vehicle is placed unlawfully. In our thesis, we developed a dynamic vision-based smart parking prototype with the aim to detect vacant parking spots and illegally parked vehicles.

Abstract:
With the grasp of a smart grid in sight, discussions have shifted the focus of system security measures away from generation capacity; apart from modifying the supply side, demand may also be exploited to keep the system in balance. Specifically, Demand Response (DR) is the concept of consumer load modification as a result of price signaling, generation adequacy, or state of grid reliability. Implementation of DR mechanisms is one of the solutions being investigated to improve the efficiency of electricity markets and to maintain system-wide stability.  In a liberalized electricity sector, with a smart grid vision that is committed to market-based operation, end-users have now become the focal point of decision-making at every stage of the process in producing, delivering and consuming electricity. DR program implementation falls within the smart grid domain: a complex socio-technical energy system with a multiplicity of physical, economic, political and social interactions. This thesis thus employs both qualitative and quantitative research methods in order to address the ways in which residential end-users can become active DR flexibility providers in deregulated European electricity markets. The research focuses on economic incentives including dynamic pricing contracts, dynamic distribution price signals and the aggregation of load flexibility for participation in the various short-term electricity markets.

The Doctoral Degrees issued upon completion of the programme are issued by Comillas Pontifical University, Delft University of Technology and KTH Royal Institute of Technology. The invested degrees are official in Spain, the Netherlands and Sweden, respectively.

Abstract:
The overarching question of this dissertation is in what ways complementary currencies (CC) systems can contribute to environmental sustainability from an institutional and ecological economics perspective. More particularly, the research focuses on household energy consumption, as it is an important target for policy makers in the EU. The first three chapters focus on the emerging trend of using CC systems as top-down instruments for environmental sustainability. Our findings relate to developing a taxonomy of these systems, designing new top-down CC systems adapted to the context of energy savings in the household sector, exploring the influence of these new systems on the quality of motivation in the light of Self-Determination Theory and investigating the acceptability and effectiveness of these systems. In the fourth and last chapter of this dissertation, we approach our research question from a bottom-up angle and, using an inductive methodology, we explore how community currencies could act as an organising instrument capable of helping cohousing communities achieve their energy-efficiency potential. Finally, we conclude by highlighting our contributions regarding the structure and important features of these systems, how they can be used in an ecological economics paradigm, and how they can set rules for collective action in an institutional perspective.

Abstract:
Rice has become a primary consumed product in Benin. Studies have revealed it will become the most consumed cereal in west Africa within the next decades. Despite the resources Benin possesses favouring rice culture and the government measures to promote it, the household supply remains unsatisfactory when compared to the objective set by the country to reach food sovereignty. The present essay analyses the government policies in order to reach a sustainable food sovereignty through rice culture. In depth, exploratory surveys have been conducted among the rice farmers. Qualitative and quantitative data was collected through structured questionnaires and guided interviews revealing the comparative advantage local rice has over imported one. Efforts have yet to be made in order for Malanville rice famers to reduce their production costs and become more competitive. Education level, access to loans, rice farmers experience as well as their social status are the key factors influencing the implementation of new technologies allowing an increase of productivity. Rice production and food sovereignty should be attained by implementing simultaneously income support policies, funded fertilizers, climate-smart culture and ploughing by oxen

Full text
Abstract:
Emotional intelligence and self-determined motivation have been independently identified as important personal variables that are liable to foster optimal work functioning. However, the relationship between these two variables has never been assessed. Furthermore, research has also provided evidence that supervisor support, a social variable, is considered to be a significant source of influence on self-determined behaviour regulation. Thus the primary objective of the project was to jointly assess emotional intelligence and supervisor support as antecedents of self-determined work motivation; secondly, to assess the associations of self-determined work motivation on work outcome variables and psychological welfare; and thirdly, to examine the association between emotional intelligence and psychological well-being on 512 police source handlers. Specifically, it was proposed that emotional intelligence would be positively associated to self-determined work motivation and would display a unique association with work motivation, once the variance from supervisor support has been controlled for. It was further proposed that self-determined work motivation would, in turn, be positively associated with positive work outcomes; specifically, job satisfaction, job performance, future work intentions, and psychological well-being. Lastly, it was hypothesized that emotional intelligence would be positively associated to psychological well-being. Data was analyzed using structural equations modeling. Results revealed that emotional intelligence and supervisor support were both uniquely associated with work motivation. Together, these two variables explained a high proportion of the variance of work motivation. Work motivation, in turn, was positively associated with job satisfaction, job performance, future work intention, and psychological well-being. Emotional intelligence and psychological well-being were also positively associated. Overall, the findings of this thesis provide a basis for future research aimed at determining the causal relationship between emotional intelligence and self-determined motivation. It is further suggested that findings gleaned from this study can provide a better understanding of how certain interpersonal behaviours can impact specific work outcomes, which can provide researchers and practitioners with information to improve individual and organizational outcomes of interest.

Abstract:

Since the 1980s, the digital revolution has been both a negative and positive force. Within a few weeks of the Covid-19 outbreak, lockdown accelerated the adoption of digital solutions at an unprecedented pace, creating unforeseen opportunities for scaling up alternative approaches to social and economic life. But it also brought digital risks and threats that placed new demands on policymakers. This article assembles evidence from different areas of social science expertise about the impacts of Covid-19 in digitised societies and policy responses. The authors show how the pandemic supported changes in data collection techniques and dissemination practices for official statistics, and how seemingly insuperable obstacles to the implementation of e-health treatments were largely overcome. They demonstrate how the ethics of artificial intelligence became a primary concern for government legislation at national and international levels, and how the features enabling smart cities to act as drivers of productivity did not necessarily give them an advantage during the pandemic. At the micro-level, families are shown to have become ‘digital by default’, as children were exposed to online risks and opportunities. Globally, the spread of the pandemic provided a fertile ground for cybercrime, while digital disinformation and influencing risked becoming normalised and domesticated.

Abstract:
Young people who are homeless experience adversity, but many are able to overcome the challenges of street life and transition back into housing. This exploratory, qualitative research draws on the narratives from interviews and focus groups with 35 young people who have experienced homelessness, as well as interviews and focus groups with 30 service providers working in youth shelters and a youth drop-in centre. Exploring themes of victimization, criminal offending, police involvement, and interactions with community services, this research highlights the capacities of young people to navigate around obstacles and negotiate to meet their needs. Integrating symbolic interactionism and social constructivist perspectives, this research explores the importance of micro-level interactions and perceptions, as well as the contexts that frame the decision-making processes of young people passing through homelessness. The implications of these perspectives are discussed within the framework of resilience discourse.

The governments, nowadays, throughout the world are increasingly becoming dependent on public opinion regarding the framing and implementation of certain policies for the welfare of the general public. The role of social media is vital to this emerging trend. Traditionally, lack of public participation in various policy making decision used to be a major cause of concern particularly when formulating and evaluating such policies. However, the exponential rise in usage of social media platforms by general public has given the government a wider insight to overcome this long pending dilemma. Cloud-based e-governance is currently being realized due to IT infrastructure availability along with mindset changes of government advisors towards realizing the various policies in a best possible manner. This paper presents a pragmatic approach that combines the capabilities of both cloud computing and social media analytics towards efficient monitoring and controlling of governmental policies through public involvement. The proposed system has provided us some encouraging results, when tested for Goods and Services Tax (GST) implementation by Indian government and established that it can be successfully implemented for efficient policy making and implementation.

Growth management had developed to the latest generation of Smart Growth after unceasing changes and improvement in decades. We are trying to combine the Smart Growth into the city planning in the nation, furthermore, fusing its central concept into the Territory Plan Law which was still under the process of enacting. However, would the Smart Growth reach its requests for compact growth by combine with the relative ploys and use the requests to inhibit the producing of urban sprawl under the unascertained policies in the future? This study assisted by the planning support system was to evaluate the effect of Smart Growth ploy on the urban development by scenarios and to analyze the developing forms under the different scenarios. For the results of scenarios, Smart Growth device planning lacked a medium of urban renewal. In this scenario, it emphasized on the exploitation activities assembling to the downtown area and centered on the developed area. Moreover, the distributing form in the new developing area actually assembled to the downtown more than the general developing system. However, the distribution of population became clustering to the low density area rather than reached the aim of the Smart Growth which inhibited the urban sprawl. Therefore, the scenarios of the Smart Growth device combined with the urban renewal is not only leading the population back to the city, but also providing more development areas. Regarding the distribution of the population and space, it also promoted the development of the tight forms and raised the efficiency of the urban developing.

"Police Innovation: Enhancing Research and Analysis Capacity through Smart Policing." Master's thesis, 2013. http://hdl.handle.net/2286/R.I.17963.

Full text
Abstract:
abstract: There has been a tremendous amount of innovation in policing over the last 40 years, from community and problem-oriented policing to hot spots and intelligence-led policing. Many of these innovations have been subjected to empirical testing, with mixed results on effectiveness. The latest innovation in policing is the Bureau of Justice Assistance's Smart Policing Initiative (2009). Created in 2009, the SPI provides funding to law enforcement agencies to develop and test evidence-based practices to address crime and disorder. Researchers have not yet tested the impact of the SPI on the funded agencies, particularly with regard to core principles of the Initiative. The most notable of these is the collaboration between law enforcement agencies and their research partners. The current study surveyed SPI agencies and their research partners on key aspects of their Initiative. The current study uses mean score comparisons and qualitative responses to evaluate this partnership to determine the extent of its value and effect. It also seeks to determine the areas of police agency crime analysis and research units that are most in need of enhancement. Findings indicate that the research partners are actively involved in a range of aspects involved in problem solving under the Smart Policing Initiative, and that they have positively influenced police agencies' research and crime analysis functions, and to a lesser extent, have positively impacted police agencies' tactical operations. Additionally, personnel, technology, and training were found to be the main areas of the crime analysis and research units that still need to be enhanced. The thesis concludes with a discussion of the implications of these findings for police policy and practice.

"Crime at Convenience Stores: Assessing an In-Depth Problem-Oriented Policing Initiative." Doctoral diss., 2016. http://hdl.handle.net/2286/R.I.38716.

Full text
Abstract:
abstract: Problem-oriented policing (POP) dynamically addresses unique community issues in a way that allows police departments to be cost-effective and efficient. POP draws upon routine activities and rational choice theories, at times incorporating elements of crime prevention through environmental design. A recent systematic review found POP to be hugely popular, but not rigorously assessed or implemented. In 2009, the Glendale, Arizona Police Department and researchers from Arizona State University received funding through the Bureau of Justice Assistance’s (BJA) Smart Policing Initiative (SPI) to target crime at convenience stores through a problem-oriented policing approach. The Glendale SPI team devised an approach that mirrored the ideals put forth by Goldstein (1990), and provided a thorough undertaking of the SARA model. A comprehensive response plan was developed with several proposed responses, including: intervention with Circle K leadership, suppression, and prevention at the six highest-activity stores. Despite a thorough POP implementation, the initial descriptive evaluation of the Glendale SPI reported positive effects on crime, but left questions about the intervention’s long-term impact on convenience store crime in Glendale, Arizona. The policy and theoretical influence of the initiative warrants a more rigorous evaluation. Supplanting the original assessment, a difference in difference model, negative binomial regression, and relative effect size are calculated to ascertain the SPI’s long-term effects on target and comparison stores. Phi and weighted displacement quotient are calculated to determine the existence of displacement of crime or diffusion of benefits. Overall, results indicate support for the project’s effectiveness on crime reduction. Further, none of the six intervention stores experienced crime displacement. Five of the six stores, however, experienced a diffusion of benefits in the surrounding 500-yard area; that is, a crime reduction was observed at the intervention stores and in the surrounding areas of five of these stores. Disorder and property crimes at the targeted stores were most affected by the intervention. One of the intervention stores did experience an increase in violent crime, however. Future studies should strengthen the methodological design when evaluating POP projects and seek to flesh out more precisely the crime control effects of unique problem-oriented strategies.
