India is confronting a surge in urban population in recent decades. This article is an endeavor to talk about the key issues to build future urban cities and to redeveloping existing infrastructure in existing urban areas. Further, the article discusses the difficulties in financing smart city projects in India. The government of India, under the leadership of PM Mr. Narendra Modi, has propelled a strong eagerness with the Smart City Mission in 2015 which has the sole objective of giving a better quality of life to the citizens of the country. Steps are being initiated by government for the transformation of over 100 cities into smart future cities. The present nature of government silos will represent a noteworthy test in the execution of urban development projects. To motivate and attract the increased private sector participation and investment in infrastructure projects it would be beneficial if the government funding were linked to the effort of developing projects as PPP.

Cities in the Global South face rapid urbanization challenges and often suffer an acute lack of infrastructure and governance capacities. Smart Cities Mission, in India, launched in 2015, aims to offer a novel approach for urban renewal of 100 cities following an area-based development approach, where the use of ICT and digital technologies is particularly emphasized. This article presents a critical review of the design and implementation framework of this new urban renewal program across selected case-study cities. The article examines the claims of the so-called “smart cities” against actual urban transformation on-ground and evaluates how “inclusive” and “sustainable” these developments are. We quantify the scale and coverage of the smart city urban renewal projects in the cities to highlight who the program includes and excludes. The article also presents a statistical analysis of the sectoral focus and budgetary allocations of the projects under the Smart Cities Mission to find an inherent bias in these smart city initiatives in terms of which types of development they promote and the ones it ignores. The findings indicate that a predominant emphasis on digital urban renewal of selected precincts and enclaves, branded as “smart cities,” leads to deepening social polarization and gentrification. The article offers crucial urban planning lessons for designing ICT-driven urban renewal projects, while addressing critical questions around inclusion and sustainability in smart city ventures.

Abstract:
Transformation of the traditional cities into smart cities is an effort towards emphasizing the significance of traditional cities. It also attempts to magnify city functions to promote economic growth which helps in enhancing the living quality. However, gradual modifications and advancement in people’s living style leads to deterioration of built heritage. In 2015, the government of India introduced the HRIDAY Scheme under smart city mission with the dream to rejuvenate the character of the traditional cities. Conversely, through findings, it has been revealed there is a considerable difference among the government’s initiatives and the local community’s aspirations. This paper discusses the approaches of HRIDAY scheme which were implemented in 12 selected traditional cities and the resultant challenges are elaborated through qualitative and quantitative analysis. The present research paper identifies five key indicators that require deliberation while planning the revitalization process, based on which a theoretical framework can be developed.

Culture is an important aspect of human civilization. Preserving and giving value to the cultural heritage of a region can pave the way for local as well as regional development. This includes tangible, intangible and the natural heritage of cities. It is necessary to develop a cultural infrastructure plan along with other aspects such as transportation, built, green and grey in frastructure. Cultural infrastructure refers to places where culture is experienced, participated in or showcased in. This includes the existing cultural heritage of a place as well as the planning of spaces for cultural stimulation and involvement. With the advent of fourth industrial revolution smart cities are gradually becoming the way of life across the world. The Smart City uses Information and Communication Technology (ICT) and Internet of Things (IoT) to effectively manage transportation, water services, waste disposal, energy and other community services. In this scenario it becomes imperative to have strategic infrastructure planning. Indian Government has recently launched the Smart City Mission in India and several smart city projects are underway across the country. It becomes necessar y in this context that Indian cities with their rich tradition and cultural heritage do not lose their unique identity in this process of transformation into smart cities. Even as smart city projects stress the need for heritage preservation there is a lot of ambiguity in how they can be integrated and used to advance urban intelligence. The technologies of the smart city have considerable potential to be used for the management and enhancement its cultural heritage and can help in the creation of a cultural infrastructure plan. This paper will examine the significance of cultural infrastructure in future cities and how it can be integrated into the city planning process of Indian cities through the study of relevant case studies from around the world.

Rapid urbanization can result in challenges, such as overcrowding, congestion, and a lack of urban services. To address these challenges, an increasing number of communities are exploring the concept of a smart city (SC). Although rapid urbanization is a problem for cities around the world, its consequences can be severe for those located in developing nations. While previous studies have focused on SCs that were built from the ground up, there is a critical need for studies that focus on how to advance SC initiatives in developing regions faced with limited land and resources. This study identified two proposed SCs in India—Kakinada and Kanpur—which are currently implementing SC projects to explore their SC transformation. This case study aims to explore how “smartness” is understood in these cities and examines the local conditions shaping SC objectives by studying the existing issues in the cities, the proposed projects, and the perception of SC experts on a) what they understand by “smartness”; b) why cities want to become smart; and c) how they will become smart. The study findings indicate that although the high-level goals of the proposed SCs in India are similar to those of existing SCs in developed nations, the underlying objectives and strategies vary and are shaped by the urbanization challenges facing the Indian cities. This research also highlights the key questions a SC planning effort should address, especially in a developing nation context.

Hence the objective of this study is to conceptualize a model for smart city infrastructure from perspective of 4 pillars of smart city planning viz: Mobility, Connectivity, Security and Sustainability. The paper adopts a narrative literature review based approach in order to arrive at a conceptual model on the basis of evaluation, and analysis of literature on the topic under investigation in this study. This study has implications for the academicians, practitioners and society at large as it adds to the academic literature on use technology in smart city infrastructure building and the urban planners and government officials can use this technology to improve city services, infrastructure, environment and quality of life of the citizens.

With the advent of digital transformation in the Indian economy and adoption of smart city initiatives, there is a need for the retail sector to shift from the traditional retailing to smart retailing. Smart technologies like Artificial Intelligence and Internet of Things are being used globally in the retail sector. But India is still lagging behind in this initiative. In academic literature, very few studies have focussed on the role of technologies in smart retailing. So the objective of this paper is to understand the role of smart technologies like AI and IOT and its impact on the retail sector. Smart city (SC) experts in India often center-stage citizens as an alternative to a technology-led transformation. A substantial body of literature on smart cities sustains this resultant binary between techno-centrism and citizen-centrism. Mobilizing ANT sensibilities, we generate an ethnographic narrative on how the smart city discourse has translated into everyday processes of city administration and urban governance in India. Our account unmutes more-and-other-than-human actants—event-stage, glossy publications, ceremonial awards, conference producers, and decision-makers—in the translation of SC discourse, with following effects: the uncertainties in the translation process are foregrounded which potentially destabilize center-staged actor identities; and the work of heterogeneous actants in articulating the citizen as the center of their efforts is revealed, thereby de-naturalizing the binarized reality. Furthermore, when unmuted, more-and-other-than-humans spell out their ongoing collaborations and negotiations and generate a nuanced reading of the clashes and accommodations made in the process of translating SC discourse in everyday settings of city administrations. These effects lead us to emphasize the translation of SC discourse as an uncertain socio-material process proceeding through episodic clashes and tentative accommodations. They also invite a conceptual expansion of translation as constitutive of the ontological politics of organizing, which insists on attending to ongoing collaborations and negotiations among more-and-other-than-humans that compose organizational realities. Thus, we address critical organization and management studies’ concerns regarding ANT’s alignment with its objectives by locating politics in the performance of, and interference into, the multiple realities that are being enacted through practices that assemble experts, decision-makers and non-humans.

Purpose With the advancement in technology, the day-to-day life of people has gone through an immense transformation. The use of smart devices for day-to-day life is greater than before, and people are moving towards smart work rather than doing hard work. In this paper, a novel framework is proposed named Online Service Provider in Metro City (OSPMC) for IoT. The purpose of this study is to provide a theoretical framework for the E-Government in order to sustain or minimize the unemployment rate. Design/methodology/approach The utilization of the Web in the upcoming years would create further opportunities for smart work. Internet of Things (IoT) plays an essential part in a system of multiple networks that aims to connect all things in the world that are capable of being connected through the internet. OSPMC framework can be developed on ASP.NET through (visual C#) 3.0 and Microsoft SQL Server with frontend and backend languages, respectively, under a web-based environment built on .Net platform. This lucrative facility is available mainly for the people living in the smart city. Findings Rural people are coming to smart cities in search of jobs, better education and a healthy lifestyle. India is also coping up with the modern world. The Government of India has taken an initiative for the making of 100 smart cities where the residents are relied upon to use Information and Communication Technology with the assistance of Web. Social implications OSPMC promises to eliminate multiple evils like social injustice, crime, unemployment, tax fraud and would promote women empowerment. Also, provide opportunities to start-ups in order to grow and enhance their skill work. Originality/value The objective of OSPMC can be found useful for opening new job opportunities for urban/rural people while also encouraging people to learn skill work. For smart cities’ success in developing nations, it is important to recognize the elements influencing it. The motivation behind OSPMC is to identify those variables influencing the successful usage of allowing IoT in the smart cities by E-Government of India and to use IoT to help urban smart cities.

To assess the key indicators for convergence for inter-sectorial professional collaborations in One HealthIntroductionSmart governance refers to the emergence of joint action by the health and non-health sectors, public and private actors and citizens. Although, there are growing literature on governance and its potential impact on health, major challenges on collective action across sectors have been witnessed in developing countries like India. In the same line, the current forms of Global Health Governance façades operational issues and does not sufficiently meet the needs at local levels. In light of these perceived shortcomings, the local governance becomes subject of interest and should be debated especially with reference to global urbanization.Rapid and unplanned urbanization followed by the combination of high population density, poverty and lack of infrastructure have more side effects and fostering conditions for communicable diseases to flourish. Evidence suggests that new megacities could be incubators for new epidemic and zoonotic diseases, which can spread more rapidly and become worldwide threats. In India, Ministry of Urban Development initiated the concept of converting few major cities into “Smart City” in 2015-16. However, one of the major critiques of available smart city guideline is that it has no such focus on prevention of emerging and/or re-emerging zoonotic diseases. The emergence and/or re-emergence of zoonotic diseases should be considered as potential threats for these upcoming Smart Cities and hence, should be addressed by one health approach (health and non-health sectors, public and private actors) through an appropriate local governance strategy.With rapid urbanization and healthcare transformation in India, the operationalization of one health approach might become a major challenge, because of, the absence of the systematic effect at the national level and urban cities are riven between central, state and municipal authorities in terms of health policy, planning, health needs etc. There is also lack of information sharing or collaborations between the health and non-health sectors, public and private actors at the city level. On 17 January 2013, Wired chose the smart contact lens as one of “7 Massive Ideas That Could Change the World” describing a Google-led research project. Wired explains that the inventor, Dr. Babak Parviz, wants to build a microsystem on a contact lens: “Using radios no wider than a few human hairs, he thinks these lenses can augment reality and incidentally eliminate the need for displays on phones, PCs, and widescreen TVs”. Explained further in other sources, the technology entails an antenna, circuits embedded into a contact lens, GPS, and an LED to project images on the eye, creating a virtual display (Solve for X). Wi-Fi would stream content through a transparent screen over the eye. One patent describes a camera embedded in the lens (Etherington). Another mentions medical sensing, such as glucose monitoring of tears (Goldman). In other words, Google proposes an imagined future when we use contact lenses to search the Internet (and be searched by it), shop online, communicate with friends, work, navigate maps, swipe through Tinder, monitor our health, watch television, and, by that time, probably engage in a host of activities not yet invented. Often referred to as a bionic contact, the smart contact lens would signal a weighty shift in the way we work, socialize, and frame our online identities. However, speculative discussion over this radical shift in personal computing, rarely if ever, includes consideration of how the body, acting as a host to digital information, will manage to assimilate not only significant affordances, but also significant constraints and vulnerabilities. At this point, for most people, the smart contact lens is just an idea. Is a new medium of communication started when it is launched in an advertising campaign? When we Like it on Facebook? If we chat about it during a party amongst friends? Or, do a critical mass of people actually have to be using it to say it has started? One might say that Apple’s Macintosh computer started as a media platform when the world heard about the famous 1984 television advertisement aired during the American NFL Super Bowl of that year. Directed by Ridley Scott, the ad entails an athlete running down a passageway and hurling a hammer at a massive screen depicting cold war style rulers expounding state propaganda. The screen explodes freeing those imprisoned from their concentration camp existence. The direct reference to Orwell’s 1984 serves as a metaphor for IBM in 1984. PC users were made analogous to political prisoners and IBM served to represent the totalitarian government. The Mac became a something that, at the time, challenged IBM, and suggested an alternative use for the desktop computer that had previously been relegated for work rather than life. Not everyone bought a Mac, but the polemical ad fostered the idea that Mac was certainly the start of new expectations, civic identities, value-systems, and personal uses for computers. The smart contact lens is another startling start. News of it shocks us, initiates social media clicks and forwards, and instigates dialogue. But, it also indicates the start of a new media paradigm that is already undergoing popular adoption as it is announced in mainstream news and circulated algorithmically across media channels. Since 2008, news outlets like CNN, The New York Times, The Globe and Mail, Asian International News, United News of India, The Times of London and The Washington Post have carried it, feeding the buzz in circulation that Google intends. Attached to the wave of current popular interest generated around any technology claiming to be “wearable,” a smart contact lens also seems surreptitious. We would no longer hold smartphones, but hide all of that digital functionality beneath our eyelids. Its emergence reveals the way commercial models have dramatically changed. The smart contact lens is a futuristic invention imagined for us and about us, but also a sensationalized idea socializing us to a future that includes it. It is also a real device that Parviz (with Google) has been inventing, promoting, and patenting for commercial applications. All of these workings speak to a broader digital culture phenomenon. We argue that the smart contact lens discloses a process of nascent posthuman adaptation, launched in an era that celebrates wearable media as simultaneously astonishing and banal. More specifically, we adopt technology based on our adaptation to it within our personal, political, medial, social, and biological contexts, which also function in a state of flux. N. Katherine Hayles writes that “Contemporary technogenesis, like evolution in general, is not about progress ... rather, contemporary technogenesis is about adaptation, the fit between organisms and their environments, recognizing that both sides of the engagement (human and technologies) are undergoing coordinated transformations” (81). This article attends to the idea that in these early stages, symbolic acts of adaptation signal an emergent medium through rhetorical processes that society both draws from and contributes to. In terms of project scope, this article contributes a focused analysis to a much larger ongoing digital rhetoric project. For the larger project, we conducted a discourse analysis on a collection of international publications concerning Babak Parviz and the invention. We searched for and collected newspaper stories, news broadcasts, YouTube videos from various sources, academic journal publications, inventors’ conference presentations, and advertising, all published between January 2008 and May 2014, generating a corpus of more than 600 relevant artifacts. Shortly after this time, Dr. Parviz, a Professor at the University of Washington, left the secretive GoogleX lab and joined Amazon.com (Mac). For this article we focus specifically on the idea of beginnings or genesis and how digital spaces increasingly serve as the grounds for emergent digital cultural phenomena that are rarely recognized as starting points. We searched through the corpus to identify a few exemplary international mainstream news stories to foreground predominant tropes in support of the claim we make that smart contacts lenses are a startling idea. Content producers deliberately use astonishment as a persuasive device. We characterize the idea of a smart contact lens cast in rhetorical terms in order to reveal how its allure works as a process of adaptation. Rhetorician and philosopher, Kenneth Burke writes that “rhetorical language is inducement to action (or to attitude)” (42). A rhetorical approach is instrumental because it offers a model to explain how we deploy, often times, manipulative meaning as senders and receivers while negotiating highly complex constellations of resources and contexts. Burke’s rhetorical theory can show how messages influence and become influenced by powerful hierarchies in discourse that seem transparent or neutral, ones that seem to fade into the background of our consciousness. For this article, we also concentrate on rhetorical devices such as ethos and the inventor’s own appeals through different modes of communication. Ethos was originally proposed by Aristotle to identify speaker credibility as a persuasive tactic. Addressed by scholars of rhetoric for centuries, ethos has been reconfigured by many critical theorists (Burke; Baumlin Ethos; Hyde). Baumlin and Baumlin suggest that “ethos describes an audience’s projection of authority and trustworthiness onto the speaker ... ethos suggests that the ethical appeal to be a radically psychological event situated in the mental processes of the audience – as belonging as much to the audience as to the actual character of a speaker” (Psychology 99). Discussed in the next section, our impression of Parviz and his position as inventor plays a dramatic role in the surfacing of the smart contact lens. Digital Rhetoric is an “emerging scholarly discipline concerned with the interpretation of computer-generated media as objects of study” (Losh 48). In an era when machine-learning algorithms become the messengers for our messages, which have become commodity items operating across globalized, capitalist networks, digital rhetoric provides a stable model for our approach. It leads us to demonstrate how this emergent medium and invention, the smart contact lens, is born amid new digital genres of speculative communication circulated in the everyday forums we engage on a daily basis. Smart Contact Lenses, Sensationalism, and Identity One relevant site for exploration into how an invention gains ethos is through writing or video penned or produced by the inventor. An article authored by Parviz in 2009 discusses his invention and the technical advancements that need to be made before the smart contact lens could work. He opens the article using a fictional and sensationalized analogy to encourage the adoption of his invention: The human eye is a perceptual powerhouse. It can see millions of colors, adjust easily to shifting light conditions, and transmit information to the brain at a rate exceeding that of a high-speed Internet connection.But why stop there?In the Terminator movies, Arnold Schwarzenegger’s character sees the world with data superimposed on his visual field—virtual captions that enhance the cyborg’s scan of a scene. In stories by the science fiction author Vernor Vinge, characters rely on electronic contact lenses, rather than smartphones or brain implants, for seamless access to information that appears right before their eyes. Identity building is made to correlate with smart contact lenses in a manner that frames them as exciting. Coming to terms with them often involves casting us as superhumans, wielding abilities that we do not currently possess. One reason for embellishment is because we do not need digital displays on the eyes, so the motive to use them must always be geared to transcending our assumed present condition as humans and society members. Consequently, imagination is used to justify a shift in human identity along a future trajectory.This passage above also instantiates a transformation from humanist to posthumanist posturing (i.e. “the cyborg”) in order to incent the adoption of smart contact lenses. It begins with the bold declarative statement, “The human eye is a perceptual powerhouse,” which is a comforting claim about our seemingly human superiority. Indexing abstract humanist values, Parviz emphasizes skills we already possess, including seeing a plethora of colours, adjusting to light on the fly, and thinking fast, indeed faster than “a high-speed Internet connection”. However, the text goes on to summon the Terminator character and his optic feats from the franchise of films. Filmic cyborg characters fulfill the excitement that posthuman rhetoric often seems to demand, but there is more here than sensationalism. Parviz raises the issue of augmenting human vision using science fiction as his contextualizing vehicle because he lacks another way to imbricate the idea. Most interesting in this passage is the inventor’s query “But why stop there?” to yoke the two claims, one biological (i.e., “The human eye is a perceptual powerhouse”) and one fictional (i.e. Terminator, Vernor Vinge characters). The query suggests, Why stop with human superiority, we may as well progress to the next level and embrace a smart contact lens just as fictional cyborgs do. The non-threatening use of fiction makes the concept seem simultaneously exciting and banal, especially because the inventor follows with a clear description of the necessary scientific engineering in the rest of the article. This rhetorical act signifies the voice of a technoelite, a heavily-funded cohort responding to global capitalist imperatives armed with a team of technologists who can access technological advancements and imbue comments with an authority that may extend beyond their fields of expertise, such as communication studies, sociology, psychology, or medicine. The result is a powerful ethos. The idea behind the smart contact lens maintains a degree of respectability long before a public is invited to use it.Parviz exhumes much cultural baggage when he brings to life the Terminator character to pitch smart contact lenses. The Terminator series of films has established the “Arnold Schwarzenegger” character a cultural mainstay. Each new film reinvented him, but ultimately promoted him within a convincing dystopian future across the whole series: The Terminator (Cameron), Terminator 2: Judgment Day (Cameron), Terminator 3: Rise of the Machines (Mostow), Terminator Salvation (McG) and Terminator Genisys (Taylor) (which appeared in 2015 after Parviz’s article). Recently, several writers have addressed how cyborg characters figure significantly in our cultural psyche (Haraway, Bukatman; Leaver). Tama Leaver’s Artificial Culture explores the way popular, contemporary, cinematic, science fiction depictions of embodied Artificial Intelligence, such as the Terminator cyborgs, “can act as a matrix which, rather than separating or demarcating minds and bodies or humanity and the digital, reinforce the symbiotic connection between people, bodies, and technologies” (31). Pointing out the violent and ultimately technophobic motive of The Terminator films, Leaver reads across them to conclude nevertheless that science fiction “proves an extremely fertile context in which to address the significance of representations of Artificial Intelligence” (63).Posthumanism and TechnogenesisOne reason this invention enters the public’s consciousness is its announcement alongside a host of other technologies, which seem like parts of a whole. We argue that this constant grouping of technologies in the news is one process indicative of technogenesis. For example, City A.M., London’s largest free commuter daily newspaper, reports on the future of business technology as a hodgepodge of what ifs: As Facebook turns ten, and with Bill Gates stepping down as Microsoft chairman, it feels like something is drawing to an end. But if so, it is only the end of the technological revolution’s beginning ... Try to look ahead ten years from now and the future is dark. Not because it is bleak, but because the sheer profusion of potential is blinding. Smartphones are set to outnumber PCs within months. After just a few more years, there are likely to be 3bn in use across the planet. In ten years, who knows – wearables? smart contact lenses? implants? And that’s just the start. The Internet of Things is projected to be a $300bn (£183bn) industry by 2020. (Sidwell) This reporting is a common means to frame the commodification of technology in globalized business news that seeks circulation as much as it does readership. But as a text, it also posits how individuals frame the future and their participation with it (Pedersen). Smart contacts appear to move along this exciting, unstoppable trajectory where the “potential is blinding”. The motive is to excite and scare. However, simultaneously, the effect is predictable. We are quite accustomed to this march of innovations that appears everyday in the morning paper. We are asked to adapt rather than question, consequently, we never separate the parts from the whole (e.g., “wearables? smart contact lenses? Implants”) in order to look at them critically.In coming to terms with Cary Wolf’s definition of posthumanism, Greg Pollock writes that posthumanism is the questioning that goes on “when we can no longer rely on ‘the human’ as an autonomous, rational being who provides an Archimedean point for knowing about the world (in contrast to “humanism,” which uses such a figure to ground further claims)” (208). With similar intent, N. Katherine Hayles formulating the term technogenesis suggests that we are not really progressing to another level of autonomous human existence when we adopt media, we are in effect, adapting to media and media are also in a process of adapting to us. She writes: As digital media, including networked and programmable desktop stations, mobile devices, and other computational media embedded in the environment, become more pervasive, they push us in the direction of faster communication, more intense and varied information streams, more integration of humans and intelligent machines, and more interactions of language with code. These environmental changes have significant neurological consequences, many of which are now becoming evident in young people and to a lesser degree in almost everyone who interacts with digital media on a regular basis. (11) Following Hayles, three actions or traits characterize adaptation in a manner germane to the technogenesis of media like smart contact lenses. The first is “media embedded in the environment”. The trait of embedding technology in the form of sensors and chips into external spaces evokes the onset of The Internet of Things (IoT) foundations. Extensive data-gathering sensors, wireless technologies, mobile and wearable components integrated with the Internet, all contribute to the IoT. Emerging from cloud computing infrastructures and data models, The IoT, in its most extreme, involves a scenario whereby people, places, animals, and objects are given unique “embedded” identifiers so that they can embark on constant data transfer over a network. In a sense, the lenses are adapted artifacts responding to a world that expects ubiquitous networked access for both humans and machines. Smart contact lenses will essentially be attached to the user who must adapt to these dynamic and heavily mediated contexts.Following closely on the first, the second point Hayles makes is “integration of humans and intelligent machines”. The camera embedded in the smart contact lens, really an adapted smartphone camera, turns the eye itself into an image capture device. By incorporating them under the eyelids, smart contact lenses signify integration in complex ways. Human-machine amalgamation follows biological, cognitive, and social contexts. Third, Hayles points to “more interactions of language with code.” We assert that with smart contact lenses, code will eventually govern interaction between countless agents in accordance with other smart devices, such as: (1) exchanges of code between people and external nonhuman networks of actors through machine algorithms and massive amalgamations of big data distributed on the Internet;(2) exchanges of code amongst people, human social actors in direct communication with each other over social media; and (3) exchanges of coding and decoding between people and their own biological processes (e.g. monitoring breathing, consuming nutrients, translating brainwaves) and phenomenological (but no less material) practices (e.g., remembering, grieving, or celebrating). The allure of the smart contact lens is the quietly pressing proposition that communication models such as these will be radically transformed because they will have to be adapted to use with the human eye, as the method of input and output of information. Focusing on genetic engineering, Eugene Thacker fittingly defines biomedia as “entail[ing] the informatic recontextualization of biological components and processes, for ends that may be medical or nonmedical (economic, technical) and with effects that are as much cultural, social, and political as they are scientific” (123). He specifies, “biomedia are not computers that simply work on or manipulate biological compounds. Rather, the aim is to provide the right conditions, such that biological life is able to demonstrate or express itself in a particular way” (123). Smart contact lenses sit on the cusp of emergence as a biomedia device that will enable us to decode bodily processes in significant new ways. The bold, technical discourse that announces it however, has not yet begun to attend to the seemingly dramatic “cultural, social, and political” effects percolating under the surface. Through technogenesis, media acclimatizes rapidly to change without establishing a logic of the consequences, nor a design plan for emergence. Following from this, we should mention issues such as the intrusion of surveillance algorithms deployed by corporations, governments, and other hegemonic entities that this invention risks. If smart contact lenses are biomedia devices inspiring us to decode bodily processes and communicate that data for analysis, for ourselves, and others in our trust (e.g., doctors, family, friends), we also need to be wary of them. David Lyon warns: Surveillance has spilled out of its old nation-state containers to become a feature of everyday life, at work, at home, at play, on the move. So far from the single all-seeing eye of Big Brother, myriad agencies now trace and track mundane activities for a plethora of purposes. Abstract data, now including video, biometric, and genetic as well as computerized administrative files, are manipulated to produce profiles and risk categories in a liquid, networked system. The point is to plan, predict, and prevent by classifying and assessing those profiles and risks. (13) In simple terms, the smart contact lens might disclose the most intimate information we possess and leave us vulnerable to profiling, tracking, and theft. Irma van der Ploeg presupposed this predicament when she wrote: “The capacity of certain technologies to change the boundary, not just between what is public and private information but, on top of that, between what is inside and outside the human body, appears to leave our normative concepts wanting” (71). The smart contact lens, with its implied motive to encode and disclose internal bodily information, needs considerations on many levels. Conclusion The smart contact lens has made a digital beginning. We accept it through the mass consumption of the idea, which acts as a rhetorical motivator for media adoption, taking place long before the device materializes in the marketplace. This occurrence may also be a sign of our “posthuman predicament” (Braidotti). We have argued that the smart contact lens concept reveals our posthuman adaptation to media rather than our reasoned acceptance or agreement with it as a logical proposition. By the time we actually squabble over the price, express fears for our privacy, and buy them, smart contact lenses will long be part of our everyday culture. References Baumlin, James S., and Tita F. Abstract:
IntroductionThis article is about the transformation of coffee, from having no place in the everyday lives of the people of Bangladesh, to a new position as a harbinger of liberal values and Western culture. The context is a group of Australian photojournalism students who embarked on a month-long residency in Bangladesh; the content is a Nescafé advertisement encouraging the young, middle-class Bangladesh audience to consume coffee, in a marketing campaign that promotes “my first cup.” For the Australian students, the marketing positioning of this advertising campaign transformed instant coffee into a strange and unfamiliar commodity. At the same time, the historic association between Bangladesh and tea prompted one of the photographers to undertake her own journey to explore the hidden side of that other Western staple. This paper explores the tradition of tea culture in Bangladesh and the marketing campaign for instant coffee within this culture, combining the authors’ experiences and perspectives. The outline of the Photomedia unit in the Bachelor of Creative Industries degree that the students were working towards at Edith Cowan University (ECU) in Australia states that:students will engage with practices, issues and practicalities of working as a photojournalist in an international, cross cultural context. Students will work in collaboration with students of Pathshala: South Asian Institute of Photography, Dhaka Bangladesh in the research, production and presentation of stories related to Bangladeshi society and culture for distribution to international audiences (ECU). The sixteen students from Perth, living and working in Bangladesh between 5 January and 7 February 2012, exhibited a diverse range of cultures, contexts, and motivations. Young Australians, along with a number of ECU’s international students, including some from Norway, China and Sweden, were required to learn first-hand about life in Bangladesh, one of the world’s poorest and most densely populated countries. Danielle Fusco and ECU lecturer Duncan Barnes collaborated with staff and students of Pathshala, South Asian Media Institute (Pathshala). Their recollections and observations on tea production and the location are central to this article but it is the questions asked by the group about the marketing of instant coffee into this culture that provides its tensions. Fusco completed a week-long induction and then travelled in Bangladesh for a fortnight to research and photograph individual stories on rural and urban life. Barnes here sets the scene for the project, describing the expectations and what actually happened: When we travel to countries that are vastly different to our own it is often to seek out that difference; to go in search of the romanticised ideals that have been portrayed as paradise in films, books and photographs. “The West” has long been fascinated with “The East” (Said) and for the past half century, since the hippie treks to Marrakesh and Afghanistan, people have journeyed overland to the Indian sub-continent, both from Europe and from Australia, yearning for a cultural experience they cannot find at home. Living in Perth, Western Australia, sometimes called the most isolated capital city in the world, that pull to something “different” is like a magnet. Upon arrival in Dhaka, you find yourself deliciously overwhelmed by the heavy traffic, the crowded markets, the spicy foods and the milky lassie drinks. It only takes a few stomach upsets to make your Western appetite start kicking in and you begin craving things you have at home but that are hard to find in Bangladesh. Take coffee for example. I recently completed a month-long visit to Bangladesh, which, like India, is a nation of tea drinkers. Getting any kind of good coffee requires that you be in what expatriates call “the Golden Triangle” of Dhaka city—within the area contained by Gulshan-Banani-Baridhara. Here you find the embassies and a sizeable expatriate community that constitutes a Western bubble unrepresentative of Bangladesh beyond these districts. Coffee World is an example of a Western-style café chain that, as the name suggests, serves coffee beverages. It has trouble making a quality flat white. The baristas are poorly trained, the service is painfully slow, yet the prices are comparable to those in the West. Even with these disadvantages, it is frequented by Westerners who also make use of the free WiFi. In contrast, tea is available at every road junction for around 5 cents Australian. It’s ready in seconds: the kettle is always hot due to a constant turnover of local customers. It was the history of tea growing in Bangladesh, and a desire to know more about a commodity that people in the West take for granted, that most attracted Fusco’s interest. She chose to focus on Bangladesh’s oldest commercial tea garden (plantation) Sylhet, which has been in production since 1857 (Tea Board). As is the case with many tea farms in the Indian sub-continent, the workers at Sylhet are part of Bangladesh’s Hindu minority. Fusco left Dhaka and travelled into the rural areas to investigate tea production: Venturing into these estates from the city is like entering an entirely different world. They are isolated places, and although they are close in distance, they are completely separate from the main city. Spending time in the Khadim tea estate amongst the plantations and the workers’ compounds made me very aware of the strong relationship that exists between them. The Hindu teaching of Samsara refers to the continuous cycle of repeated birth, life, death and rebirth [Hinduism], which became a metaphor for me, for this relationship I was experiencing. It is clear that neither farm [where the tea is grown] nor village [which houses the people] could live without each other. The success and maintenance of the tea farm relies on the workers just as much as the workers rely on the tea gardens for their livelihood and sustenance. Their life cycles are intertwined and in synch. There are many problems in the compounds. The people are extremely poor. Their education opportunities are limited, and they work incredibly hard for very little money for their entire lives. They are bound to stay and work here and as those generations before them, were born, worked and died here, living their whole lives in the community of the tea farm. By documenting the lives of the people, I realised I was documenting the process of the lives of the tea trees at the same time. This is how I met Lolita.Figure 1. Bangladeshi tea worker, Lolita, stands in a small section of the Khadim tea plantation in the early morning. Sylhet, Bangladesh (Danielle Fusco, Jan. 2012). This woman emulated everything I was seeing and feeling about the village and the garden. She spoke about the reliance on the trees, especially because of the money and, therefore, the food, they provide for her and her husband. I became aware of the injustice of this system because the workers are paid so little while this industry is booming. It was obvious that life here is far from perfect, but as Lolita explains, they make do. She has worked on the tea estate for decades. As her husband is no longer working, she is the primary income earner. They are able, however, to live in relative comfort now their children have all married and left and it is just the two of them. Lolita describes that money lies within these trees. Money for her means that she can eat that day. Money for the managers means industrial success. Either way, whether it is in the eyes of the individual or the industry, tea always comes down to Taka [the currency of Bangladesh]. Marketing Coffee in a Culture of Tea and Betel Nut With such a strong culture of tea production and consumption and a coffee culture just existing on the fringe, a campaign by Nescafé to encourage Bangladeshi consumers to have “my first cup” of Nescafé instant coffee at the time of this study captured the imagination of the students. How effective can the marketing of Nescafé instant coffee be in a society that is historically a producer and consumer of tea, and which also still embraces the generations-old use of the betel nut as an everyday stimulant? Although it only employs some 150,000 (Islam et al.) in a nation of 150 million people, tea makes an important contribution to the Bangladesh economy. Shortly after the 1971 civil war, in which East Pakistan (now Bangladesh) became independent from West Pakistan (now Pakistan), the then-Chairman of the Bangladesh Tea Board, writing in World Development, commented:In the highly competitive marketing environment of today it is extremely necessary for the tea industry of Bangladesh to increase production by raising the per acre yield, improve quality by adoption of finer plucking standards and modernization of factories and reduce per unit cost of production so as to be able to sell more of our teas to foreign markets and thereby earn higher amounts of much needed foreign exchange for the country as well as generate additional resources within the industry for ploughing back for further development (Ali 55). In Bangladesh, tea is a cash crop that, even in the 1970s following vicious conflicts, is more than capable of meeting local demand and producing an export dividend. Coffee is imported commodity that, historically, has had little place in Bangladeshi life or culture. However important tea is, it is not the traditional Bangladesh stimulant. Instead, over the years, when people in the West would have had a cup of tea or coffee and/or a cigarette, most Bangladeshis have turned to the betel nut. A 2005 study of 100 citizens from Araihazar, Bangladesh, conducted by researchers from Columbia University, found that coffee consumption is “very low in this population” (Hafeman et al. 567). The purpose of the study was to assess the impact of betel quids (the wad of masticated nut) and the chewing of betel nuts, upon tremor. For this reason, it was important to record the consumption of stimulants in the 98 participants who progressed to the next stage of the study and took a freehand spiral-drawing test. While “26 (27%) participants had chewed betel quids, 23 (23%) had smoked one or more cigarettes, [and] 14 (14%) drank tea; on that day, only 1 (1%) drank caffeinated soda, and none (0%) drank coffee” (Hafeman et al. 568). Given its addictive and carcinogenic properties (Sharma), the people who chewed betel quids were more likely to exhibit tremor in their spiral drawings than the people who did not. As this (albeit small) study suggests, the preferred Bangladeshi stimulant is more likely to be betel or tobacco rather than a beverage. Insofar as hot drinks are consumed, Bangladesh citizens drink tea. This poses a significant challenge for multinational advertisers who seek to promote the consumption of instant coffee as a means of growing the global market for Nescafé. Marketing Nescafé to Bangladesh In Dhaka, in January 2012, the television campaign slogan for Nescafé is “My first cup”, with the tagline, “Time you started.” This Nescafé television commercial (NTC) impressed itself upon the Australian visitors, both in terms of its frequency of broadcast and in its referencing of Western culture and values. The NTC’s three stars, Vir Das, Purab Kohli, and leading Bollywood actress Deepika Padukone, are highly-recognisable to young Bangladeshi audiences and the storyline is part of a developing series of advertisements which together form a mini-soap opera, like that used so successfully to advertise the Nescafé Gold Blend brand of instant coffee in the West in the 1980s to 1990s (O’Donohoe 242; Beale). The action takes place in Kohli’s affluent, Western-style apartment. The drama starts with Das challenging Kohli regarding whether he has successfully developed a relationship with his attractive neighbour, Padukone. Using a combination of local language with English words and sub-titles, the first sequence is captioned: “Any progress with Deepika, or are you still mixing coffee?” Suggesting incredulity, and that he could do better, Das asks Kohli, according to the next subtitle, “What are you doing dude?” The use of the word “dude” clearly refers to American youth culture, familiar in such movies as Dude, where’s my car? This is underlined by the immediate transition to the English words of “bikes … biceps … chest … explosion.” Of these four words only “chest” is pronounced in the local tongue, although all four words are included as captions in English. Kohli appears less and less impressed as Das becomes increasingly insistent, with Das going on to express frustration with Kohli through the exclamation “u don’t even have a plan.” The use of the text-speak English “u” here can be constructed as another way of persuading young Bangladeshi viewers that this advertisement is directed at them: the “u” in place of “you” is likely to annoy their English-speaking elders. Das continues speaking in his mother tongue, with the subtitle “Deepika padukone [sic] is your neighbour and you are only drinking coffee,” with the subsequent subtitle emphasising: “Deepika and only coffee.” At this point, Padukone enters the apartment through the open door without knocking and confidently says “Hi.” Kohli explains the situation by responding (in English, and subtitled) “my school friend, Das”. Padukone, in turn, responds in a friendly way to both men (in English, and subtitled) “You guys want to have coffee?” Instead of responding directly to this invitation, Das models to Kohli what it is to take the initiative in this situation: what it is to have a plan. “Hello” (he says, in English and subtitled) “I don’t have coffee but I have a plan. You and me, my bike, right now, hit the town, party!” Kohli looks down at the floor, embarrassed, while Padukone looks quizzically at him over Das’s shoulder. Kohli smiles, and points to himself and Padukone, clearly excluding Das: “I will have coffee” (in English, and subtitle). “Better plan”, exclaims Padukone, “You and me, my place, right now, coffee.” She looks challengingly at Das: “Right?,” a statement rather than a request, and exits, with Kohli following and Das left behind in the apartment. Cue voice-over (not a subtitle, but in-screen speech bubble) “[It’s] time you started” (spoken) “the new Nescafé” (shot change) “My first cup” (with an in-screen price promotion). This commercial associates coffee drinking with Western values of social and personal autonomy. For young women in the traditional Muslim culture of Bangladesh, it suggests a world in which they are at liberty to spend time with the suitors they choose, ignoring those whom they find pushy or inappropriate, and free to invite a man back to “my place, right now” for coffee. The scene setting in this advertisement and the use of English in both the spoken and written text suggests its target is the educated middle class, and indicates that sophisticated, affluent, trend-setters drink coffee as a part of getting to know their neighbours. In line with this, the still which ends the commercial promotes the Facebook page “Know your neighbours.” The flirtatious nature of the actors in the advertisement, the emphasis on each of the male characters spending time alone with the female character, and the female character having both power and choice in this situation is likely to be highly unacceptable to traditional Bangladeshi parental values and, therefore, proportionately more exciting to the target audience. The underlying suggestion of “my first cup” and “time you started” is that the social consumption of that first cup of coffee is the “first step” to becoming more Western. The statement also has overtones of sexual initiation. The advertisement aligns itself with the world portrayed in the Western media consumed in Bangladesh, and the implication is that—even if Western liberal values are not currently a possible choice for all—it is at least feasible to start on the journey towards these values through drinking that first cup of coffee. Unbeknownst to the Bangladesh audience, this Nescafé marketing strategy echoes, in almost all material particulars, the same approach that was so successful in persuading Australians to embrace instant coffee. Khamis, in her essay on Australia and the convenience of instant coffee, argues that, while in 1928 Australia had the highest per capita consumption of tea in the world, this had begun to change by the 1950s. The transformation in the market positioning of coffee was partly achieved through an association between tea and old-fashioned ‘Britishness’ and coffee and the United States: this discovery [of coffee] spoke to changes in Australia’s lifestyle options: the tea habit was tied to Australia’s development as a far-flung colonial outpost, a daily reminder that many still looked to London as the nation’s cultural capital: the growing appeal of instant coffee reflected a widening and more nuanced cultural palate. This was not just ‘another’ example of the United States postwar juggernaut; it marks the transitional phase in Australia’s history, as its cultural identity was informed less by the staid conservativism of Britain than the heady flux of New World glamour (219). Coffee was associated with the USA not simply through advertising but also through cultural exposure. By 1943, notes Khamis, there were 120,000 American service personnel stationed in Australia and she quotes Symons (168) as saying that “when an American got on a friendly footing with an Australian family he was usually found in the kitchen, teaching the Mrs how to make coffee, or washing the dishes” (168, cited in Khamis 220). The chances were that “the Mrs”—the Australian housewife—felt she needed the tuition: an Australian survey conducted by Gallup in March 1950 indicated that 55 per cent of respondents at that time had never tried coffee, while a further 24 per cent said they “seldom” consumed it (Walker and Roberts 133, cited in Khamis 222). In a newspaper article titled, “Overpaid, Oversexed and Over Here”, Munro describes the impact of exposure to the first American troops based in Australia during this time, with a then seven year old recalling: “They were foreign, quite a different culture from us. They spoke more loudly than us. They had strange accents, cute expressions, they were really very exotic.” The American troops caused consternation for Australian fathers and boyfriends. Dulcie Wood was 18 when she was dating an American serviceman: They had more money to spend (than Australian troops). They seemed to have plenty of supplies, they were always bringing you presents—stockings and cartons of cigarettes […] Their uniforms were better. They took you to more places. They were quite good dancers, some of them. They always brought you flowers. They were more polite to women. They charmed the mums because they were very polite. Some dads were a bit more sceptical of them. They weren’t sure if all that charm was genuine (quoted in Munro). Darian-Smith argues that, at that time, Australian understanding of Americans was based on Hollywood films, which led to an impression of American technological superiority and cultural sophistication (215-16, 232). “Against the American-style combination of smart advertising, consumerism, self-expression and popular democracy, the British class system and its buttoned-up royals appeared dull and dour” writes Khamis (226, citing Grant 15)—almost as dull and dour as 1950s tea compared with the postwar sophistication of Nescafé instant coffee. Conclusion The approach Nestlé is using in Bangladesh to market instant coffee is tried and tested: coffee is associated with the new, radical cultural influence while tea and other traditional stimulants are relegated to the choice of an older, more staid generation. Younger consumers are targeted with a romantic story about the love of coffee, reflected in a mini-soap opera about two people becoming a couple over a cup of Nescafé. Hopefully, the Pathshala-Edith Cowan University collaboration is at least as strong. Some of the overseas visitors return to Bangladesh on a regular basis—the student presentations in 2012 were, for instance, attended by two visiting graduates from the 2008 program who were working in Bangladesh. For the Australian participants, the association with Pathshala, South Asian Media Institute, and Drik Photo Agency brings recognition, credibility and opportunity. It also offers a totally new perspective on what to order in the coffee queue once they are home again in Australia.
