Abstract:
In order to help banks formulate Credit Strategies for small, medium-sized and micro enterprises, this paper analyzes enterprises from two aspects. On the one hand, starting from the enterprise's data and from the enterprise's relevant data, including qualitative indicators such as reputation level, invoice information, credit record and operating income, a model is established to quantitatively analyze the operation status and reputation status of the enterprise. On the other hand, through the analysis of the "maximum lending rate" and "maximum lending rate" of the bank, we can analyze the "maximum lending rate" and "how much lending rate" of the bank. Combining the above variables, we can get the best credit strategy of the bank under the factors of credit risk and income. Firstly, without considering the influence of other data, this paper abstracts five indicators to measure the reputation status and enterprise-scale from the data of small and medium-sized enterprises with credit rating, quantifies the indicators. At the same time, the Euclidean distance is calculated by MATLAB modeling, the correlation between lending enterprises and non-lending enterprises is analyzed, and the high-risk enterprises in lending enterprises are selected. Then, among the remaining enterprises that can issue loans, five different credit strategies are formulated according to the weighting of their credit rating and enterprise scale as the primary basis for the number of bank loans and interest rate. Secondly, the focus is on how to comprehensively quantify the credit status and business problems of small, medium-sized and micro enterprises without credit records. Without considering the influence of other data, this paper mainly analyzes the correlation between the enterprises without credit records and the enterprises mentioned above that do not grant loans. It preliminarily obtains the enterprises that can grant loans. Then, through decision tree modeling, the loan demand of enterprises with different credit levels is estimated as a variable. By fitting the curve between interest rate and customer churn rate, different interest rate ranges under different levels are obtained as the second variable. Finally, through the above two variables, we establish the profit function of bank credit, find the corresponding variables at the maximum value, and formulate relevant credit strategies.

In this paper, we select eight indicators from the aspects of an enterprise’s bill transaction information, namely, whether the enterprise’s loan is in breach of contract, effective invoice rate, total utilization rate of price and tax, negative invoice rate, strength of enterprise, coefficient of variation, flow efficiency of assets, and influence of upstream and downstream enterprises; then, we construct an evaluation index system. According to different industries, different categories, and the impact of random factors, we divide the types of enterprises into 10 categories. Then, we use three kinds of Poisson random numbers to carry out numerical simulation on the total price and tax of enterprises in different industries under the influence of COVID-19.

Abstract An important task of state regulation of investment in the agricultural sector of the economy is to attract investors who are able to increase the efficiency of the functioning of agricultural enterprises. The success of the functioning of this enterprise depends on how quickly an agricultural enterprise is able to adapt to changes in the external environment. This is achievable under the condition of the most optimal use of the enterprise’s resource potential. Small agricultural enterprises are usually deprived of the possibility of using highly productive innovative agricultural technologies in their activities due to their high cost. Farm enterprises are also experiencing difficulties with insurance and attracting bank loans. In the competition with large agricultural enterprises, small farms survive mainly thanks to state subsidies. Large agricultural holdings are more financially stable, their economic activities are more diversified compared to farms. At large agricultural enterprises, labor productivity is higher and the cost of production is lower. The main task of the state for ensuring food security is to facilitate the process of consolidation of agricultural enterprises. The liquidation of small farming enterprises is an objective process that results from free market competition. The consolidation of agricultural enterprises will allow more efficient use of agricultural land in agricultural production.

This paper presents views on the small enterprise financial objective function that are sympathetic to existing financial thought, but which capture complexities arising in small enterprises that frequently receive minimal attention in the mainstream finance literature. It is argued that the small enterprise financial objective function should reflect the kinds of enterprise-specific risk that typically exist in small enterprises arising from liquidity, diversification, transferability, flexibility, control, and accountability considerations. A conceptualization of the small enterprise financial objective function by extension of conventional utility theory is presented. It is believed the resulting utility function holds promise as an explanatory framework for financial behavior in small enterprises in that it provides valuable insights into owner-manager decision making and small enterprise development. Consideration is also given to asset pricing model, which consequently might be used in small enterprise financial management.

SMEs are established and managed by owner managers. Their personality traits, demographics impact the enterprise’s managerial system and performance. This study aims at clustering the SMEs to find out the clustering structure via these stated above factors, then, defining a set of criteria to recognize the owner managers’ typology and predicting the enterprise performance. Clustering method has been applied to analyze 240 enterprises into 3 clusters differentiating with each other basing on the personality traits, particularly, innovation, demographics, strategic management and organizational functional structure. These factors are encapsulated into a set of criteria for owner manager’ typology definition and prediction of the enterprise performance. Relations among these factors in each cluster were also recognized.

The purpose of the article is to generalize the essential content of the concept of "financial condition ofenterprise" in terms of its constituent components; analyze the main indicators of the financial condition of small enterprises of Ukraine, determine the major tendencies during 2017–2020; substantiate the importance of analyzing their financial condition; draw attention to the relevant problems of small business in modern conditions. The article analyzes the current financial condition of small enterprises of Ukraine for the period 2017–2020. Analyzing, systematizing and summarizing the scientific works of scholars, the approaches to defining the concept of "financial condition" of the enterprise were considered. As a result of the research, the financial condition of small enterprises of Ukraine was analyzed and assessed; the main problems of their activity are highlighted. It is substantiated that the validity of managerial decisions directly depends on the objectivity and timeliness of information about the financial condition of the enterprise. The effective operation of enterprises requires constant control over the receipt and use of financial resources, strict adherence to the disciplineof financial settlements, formation of the optimal ratio between own and borrowed funds, ensuring financial sustainability and solvency.A thorough and timely carried out analysis of the financial condition of the enterprise allowsto see the objective state of its activities, identify problematic aspects, respond to challenges in a timely manner, anticipate and minimize business risks and make the right managerial decisions.

Purpose The purpose of this paper is to link management competence to small enterprise performance and assess the role of entrepreneurial orientation (EO) and willingness to change on this relationship. Design/methodology/approach The authors use structural equation modeling to test a theoretical model based on a data set from two survey instruments: one instrument was administered to the owners of 125 small enterprises within the United Arab Emirates and the second was administered to managers within the same enterprises. Findings Results show that within the small enterprise setting, managerial competence indirectly influences performance by influencing EO and willingness to change plays a partial mediating role through which EO benefits performance. Research limitations/implications The case for linking managerial competence to performance is supported by the dynamic capability logic, which maintains that an enterprise’s advantage lies in its ability to reconfigure its resources, capabilities and routines appropriately in the pursuit of new opportunities and performance benefits. The study suggests that EO plays a pre-eminent role in developing dynamic capability. Practical implications Understanding the link between managerial competence and small enterprise performance has important implications for enterprise owners, investors, educators, researchers and policy makers. Originality/value The model is a valuable contributor to understanding the dynamic capability perspective within a small enterprise and adds to the growing body of research examining the ability of small enterprises to continuously recognize and exploit new opportunities for sustainable competitive advantage.

The article “Economic Security of Small Agricultural Enterprises” aims at exploring the theoretical foundations of economic security for small agricultural enterprises. The basic approaches to definition of the category "economic security of the enterprise" are investigated. The theoretical bases of the definition of "economic security" are considered. The integration of Ukraine into the global economic space implies the modernization of the modern financial and economic system, which envisages the transition of market entities to a new level of relations and the leveling of traditional geographical boundaries. At the same time, the conditions of functioning of enterprises in a market environment become more stringent due to the expansion of the range of probable threats and dangers, which increase the risk level of conducting business activities, increasing uncertainty, and increasing competition. It is economic security that can provide the enterprise with effective functioning, economic stability, development and improvement of its competitiveness level. The main purpose of this work is to research and analyze the major achievements of economic science in the economic security of a small business and to present the author's vision of the essence of this concept. The set of research methods is the methodology of analysis and organization of major publications, legislation and laws, namely methods of generalization, comparison, chronologization, analysis and generalization. The author's vision of interpreting the concept of "economic security of enterprises" is a scientific novelty. The practical value of the study is to analyze the main publications on the definition of the essence of the concept of “economic security of the enterprise”, because today there is no single approach that would clearly interpret this concept.

Increasing the innovation activity of small enterprises is an urgent problem in Russia and its regions. Innovations include both the production of new or improved products (goods and services) that are significantly different from previously produced products, and the introduction of new or more advanced production processes in enterprises that are significantly different from those that were previously used. The aim of the study was to assess the levels of innovation use based on the specific weight of small innovative enterprises in the total number of small enterprises in the regions of Russia. The study used mathematical modeling of empirical data for all regions and the construction of the corresponding density functions of the normal distribution. The official information of the Federal State Statistics Service for 2015, 2017 and 2019 was considered as the initial empirical data. The study included the study of indicators that characterize the share of small innovative enterprises. The average values of the indicators were determined, as well as the ranges of their changes in the regions of Russia. The conclusions of the study, which contain scientific novelty and originality, are as follows: it is proposed to use economic and mathematical models to evaluate the values of indicators that characterize the innovation activity of small enterprises; it is shown that almost every twentieth small enterprise in Russia showed a certain innovation activity during the period under review; it is shown that the values of the specific weights of small innovative enterprises in the total number of small enterprises were significantly differentiated by region; the regions with the maximum and minimum values of the specific weights of small innovative enterprises are identified.

Micro, small and medium enterprises (MSMEs) have become an important force in driving the country’s market economy in the 21st century. However, because of the following drawbacks: i.e. single enterprise capital chain, unstable economy, high risk, etc., banks will take many risks if they lend to MSMEs. Therefore, it is necessary to build a sound bank credit decision system to promote the development of MSMEs. The analytic hierarchy process (AHP) is employed to classify the importance level such as credit rating and enterprise strength are used as first-grade indexes, and six indicators in terms of total sales and total profits are used as the second-grade indexes. Then, the eigenvalue method is used to obtain the importance weights of each level of indicators, and the weights of each influencing factor at each level are then calculated to achieve a quantitative analysis of credit risk and rating of each enterprise’s credit risk. This paper combines the existing loan pricing and loan interest rates to give preferential interest rates and higher loan amounts to enterprises with excellent credit risk ratings, and to give certain risky interest rates and lower loan amounts to enterprises with medium credit risk ratings.Based on the model, a quantitative analysis of the credit risk of 302 non-credit record enterprises is carried out and the bank’ credit strategy is provided when the total annual credit is 100 million yuan. Finally, this paper comprehensively considers the impact of credit risk and unexpected factors (e.g., the COVID-19) on enterprises, and provides the bank’s credit adjustment strategy when the total annual credit is 100 million yuan.

This study aims to examine the impact of wise capital on the performance of small enterprises in Iraq. Inference, innovation, social responsibility and independence are considered as wise capital dimensions. On the other hand, the financial dimension, customer dimension, learning and growth, and the operational dimension are treated as measures of enterprise performance. The study uses a sample of 207 respondents. Factor analysis and structural equation modeling were used to estimate the results. The results of the study indicate that two dimensions of wise capital, innovation and independence, have significant negative impacts on different measures of enterprise performance, but there is no evidence that inference and social responsibility affect the performance of enterprises in Iraq. This study has several contributions and implications. It contributes to the literature on wise capital and performance of small enterprises. It provides an opportunity for policy makers, regulators, academicians, and entrepreneurs to gain insight into the policy measures and remedies needed to improve the performance of small enterprises in Iraq.

The purpose of the article is to study modern scientific and methodological approaches to the formulation of the concept of "innovation strategy", the order of its development in enterprises and substantiation of the author's approach to the formation and analysis of innovation strategy of small and medium enterprises. Methods (methodology). The methodological basis of the study is a comparative analysis and theoretical generalization of scientific approaches to determining the content of the innovation strategy of the enterprise, logical-structural approach to the formation and analysis of the innovation strategy of small and medium enterprises. Results. As a result of comparison of existing approaches to development of innovative strategies, research of their classification, factors of influence on success of realization of the enterprise's innovative strategy, stages of its formation and features of the most known concepts of creation of the innovative strategies the authors formulated a logical-structural approach to the formation and analysis of the innovation strategy of small and medium enterprises. Small and medium-sized enterprises play an important role in promoting social and economic growth, which is an important foundation for the development of China’s national economy. From the perspective of bank interests, this paper uses the invoice data of small and medium-sized enterprises to evaluate their credit risk and formulates corresponding bank credit strategies for these enterprises in different industries and properties. Firstly, the credit risk identification factor system is constructed by using feature engineering, and the quantitative model of enterprise credit risk is built based on back propagation (BP) neural network to predict the default probability of enterprises. On this basis, the k-prototypes clustering algorithm is used to classify enterprises. According to the default probability of each enterprise and the loss rate under different interest rates, a nonlinear programming model, with the maximum expected profit of banks as the goal, is constructed. The simulated annealing algorithm is used to obtain the optimal solution of the credit strategy.

The article analyzes the features of marketing activities of enterprises related to small business Defines the criteria by which enterprises are classified in one way or another. It is noted that the use of only quantitative characteristics, such as the number of staff or turnover indicators can not fully characterize the peculiarities of small businesses. After all, a small enterprise is a specific subject of market relations, which has fundamentally new qualitative characteristics, namely: the union in one person owner and entrepreneur (and often half of the functions), focus on innovation, simplified communication and information systems, work in conditions of fierce competition. The characteristic features inherent in the marketing strategy of an enterprise of any size are identified and specific features inherent exclusively in small businesses are given. Based on the selected features, marketing strategies that can be used by small businesses are summarized. Having a well-thought-out formalized marketing strategy, its adaptation to the conditions of the enterprise, allows to use such strategic advantages of a small enterprise as flexibility, maneuverability, adaptability and reduce the dependence on big business and competition in the market. A number of obstacles that hinder the full implementation of marketing strategy in the activities of small businesses are outlined. In particular, the most important of them are: intuition of marketing activities, lack of consistency between marketing strategy and other strategies in the enterprise, the lack of a separate specialist who would deal professionally with marketing issues and interaction with the target segment. Prospects for further research in this area are outlined, taking into account the requirements of the virtual environment and the focus of the market economy on digitalization.

This paper deals with dynamic small enterprises which grow to achieve stock market quotation and comprises three main sections: a review of theoretical arguments concerning the effects of growth on small enterprises’ financial characteristics; a consideration of the predictability of small enterprise failure and success; and an assessment of development of predictive models. Results of empirical work in the UK and Australia are reported. The first section of the paper deals with the development of a prior arguments concerning the effects of growth on financial characteristics. This links financial characteristics in the form of profitability, liquidity and leverage with stage of development of enterprises including that of growth. This includes consideration of the ‘finance gap’ and the effect of stock market flotation on small enterprises’ financial characteristics. The purpose of this theorising is to make explicit what might be expected in terms of the effects of growth on the financial characteristics of small enterprises. The section concludes with an explanation of the methodology for the empiricial studies carried out at the University of New England on this topic. The second section of the paper deals with the predictability of small enterprise success and failure. This includes: consideration of the financial characteristics of dynamic small enterprises as they approach and go past stock market flotation; a review of previous work on predictive models in general and those for small enterprises in particular; and discussion of the issue of the problem of distinguishing between success and failure. The third section deals with the issues involved in the development of predictive models. These include: statistical and theoretical issues; the reliability of financial statement data; and the incorporation of non-financial variables. The conclusions consider the implications for relationships with providers of finance, particularly banks, and for owner-managers of the dynamic small enterprise. The finding that dynamic small enterprises have financial characteristics in common with bankrupt enterprises raises questions as to the effectiveness of credit scoring techniques which make use of accounting data. This in turn raises the prospect of small enterprises being denied finance and the creation of a new ‘finance gap’. Finally, consideration given to the implications of the findings for financial institutions, small enterprise owner-managers and for future research.

Micro, small and medium-sized enterprises (MSMEs) are enterprises with relatively small staff size and operation scale, which are important subjects for enhancing employment and scientific and technological innovation in China, as well as an important part of China's real economy, and play an irreplaceable role in promoting economic growth and social prosperity. This paper mainly provides research solutions to solve the credit decision problems of banks for MSMEs through quantitative analysis of credit risks of MSMEs, combined with the realistic basis for banks to pursue profit maximization and risk minimization. This paper selects some enterprise data as the research sample, pre-processes the original data, and then selects six indicators to quantify the risk: input invoice efficiency, output invoice efficiency, credit rating, total invoices, total price and tax, and average profit. Based on this, this paper uses AHP hierarchical analysis to calculate index weights of 0.0664, 0.115, 0.0755, 0.1067, 0.2899, and 0.3465, respectively, to weight the indicators of each enterprise to sum up the enterprise's reputation score. Then we derive the enterprise's compliance rate from the scores and build the optimal credit decision model accordingly. Finally, we use the greedy algorithm to solve for the final strategy.

This article argues that Western models of cultural growth are not always appropriate models for Russia, because the history of cultural development and consumption has followed entirely different patterns; concepts of the fundamental roles of culture are different; and culture-led regeneration has to tackle different problems from those of the West. It is also suggested that Russia may have advantages not typical of Western economies that can be exploited in cultural enterprise growth. The article concludes with three examples of emerging cultural enterprise in Moscow and St Petersburg.

Based on the China Micro and Small Enterprise Survey (CMES) and the financial license of the China Bank and Insurance Regulatory Commission, this paper theoretically and empirically analyzes the influence of bank competition on the export of small and micro enterprises and its mechanisms. This study finds that bank competition can promote the export tendency of small and micro enterprises and increase their export volume. This conclusion is still valid after the robustness test and endogenous treatment. Mechanism analysis demonstrates that strengthening bank competition can promote the export of enterprises with higher financing constraints and enterprises with lower productivity, highlighting the function of offering fuel in snowy weather. Higher financial literacy of enterprise organizers can improve the role of bank competition in promoting the export of small and micro enterprises. The heterogeneity analysis shows that bank competition plays a stronger role in the export of enterprises in the eastern and western regions, large-scale enterprises, and enterprises in industrial parks. Therefore, it is of great significance to reasonably strengthen the competition of the bank industry, carry out financial knowledge education among enterprises, and speed up the establishment of industrial parks to promote the export of small and micro enterprises, and ensure steady economic growth.

The study aims to analyze the poverty and micro and small enterprises in 34 provinces in Indonesia, and to analyze the effect of labor and the number of micro and small enterprises on poverty levels in Indonesia. The results indicate that Papua Province has the highest poverty rate and the DKI Jakarta Province has the lowest poverty rate. Central Java Province has the largest number of micro-enterprises, and West Papua Province has the lowest number of micro-enterprises. For small enterprises, Central Java Province has the highest number and West Papua Province has the lowest number. Meanwhile, Central Java Province as the largest number of micro-business workers, and West Papua Province has the lowest number workers. For small business workers, Central Java Province has the largest number and West Papua Province has the lowest number. The results of panel data regression show that some variables, such as small-enterprise worker and the number of micro enterprises, have a significantly negative effect on the poverty rate. On the other hand, micro-enterprise worker and the number of small enterprises have a positive and significant effect on poverty rate.

In the research period, micro enterprises had experienced a sharp increase in the loss rate, making the loss rate of the whole enterprise soar. In addition, SMEs were increasingly dependent on loans and especially small businesses had less access to bank loans as well as deferred purchase. It also does not agree with the notion that small enterprises are economically inefficient organisms.With the third technological revolution in the countries with a developed market economy, the domination of the so-called. small economy, that is, the sector of small and medium enterprises. Today, small enterprises have a growing number of supporters who believe that small enterprises are carriers of innovation and entrepreneurship and are able to react quickly to changes in the environment. For years, the Republic of Macedonia has faced a high rate (29%, June 2013) of general unemployment, which remains a key challenge for stabilizing the economic and social development of the country. The subject of research in this paper is focused on conducting analysis of the active enterprises in the Republic of Macedonia by size, by sector and by number of employees, as well as analysis of the activity of the population and employment by sectors and by type of ownership of the enterprise in the period from 2013-2017.

Abstract:
The study was conducted by collecting the data from 608 customers of migrant retailers working in the retail industry of Pretoria West in South Africa in order to identify socioeconomic factors that affect customer loyalty. Data was collected from eligible respondents by using a pre-tested, validated and standardised questionnaire of study that was self-administered by respondents. The study found that about 69% of customers were loyal to their retailers. About 68% of customers had a favorable attitude towards their retailers. About 68% of retailers used appropriate promotional measures for marketing their goods to potential customers. About 69% of retailers provided their customers with satisfactory quality of services. About 67% of customers were loyal to their retailers’ brands. Factor analysis was used for extracting 3 influential predictors of customer loyalty. These factors were entrepreneurial skills, marketing skills, and selling price. The percentage of variance explained by the 3 extracted factors was equal to 92.58%.

There are two important moments in the enhancement of their successful development and competitiveness: competition and collaboration. In the modern world collaboration or partnership is starting to play an ever increasing role as is shown by the research carried out. This research analyzes the partnership model which consists of three components: partnership context component, external partner network component, and internal environment component.The following research methodology was used: monographic method based also on literature review; logically constructive method – to formulate conclusions, analyze the results and establish correlations; analytical method – to divide whole into parts and analyze the parts during the research; synthesis method – unification of elements into a system to research their correlations; social research methods – to obtain primary information and to verify it; graphic method – to depict factor interactions.

This study aims to investigate the empowerment of small enterprises in construction sector and the risks since the issuance of Perpres No.16 Year 2018 and PermenPUPR No 7 Year 2019. The accuracy of the procurement and the development of small-medium enterprise role have been parts of the objectives of government procurement. Then, the policy states that government should give opportunities to small enterprises. Qualitative study was conducted using the approach of applied law research. Literature study and observation on the stake holders were done. The results showed that small enterprises in construction sector played more roles with the procurement package up to Rp 10,000,000,000.00 (ten billion rupiah). However, the implementation in 2018 showed that the role of small enterprises declined compared to the previous year, the participation of small enterprises in construction sector was still low compared to non-small enterprises. Besides that, the small enterprises that received the procurement package were prone to criteria violation of small enterprises as in UU No. 20 Year 2008 about micro, small and medium enterprises (MSME). The identified risk was that the small enterprises received the package for small enterprises in construction sector. This risk should be maintained and handled by procurement agents through effective qualification verification, by government instances that issue the construction permit by developing the potency of the small enterprises to level up, and government instances through association of construction enterprises by cooperating in building good governance in the management of construction procurement.Keywords: small enterprises, empowerment, risks, good governance

This paper explores links between developed innovations and business performance in small enterprises with fewer than 50 employees. It also examines how performance has changed over time during a period of five years. The empirical evidence is based on two quantitative datasets describing innovation and business performance in 145 small enterprises in 2005–2009. The study makes a contribution to academic literature by providing a detailed view of the differences in performance across innovation types. The results suggest that during the period of five years, non-innovators have been the best performing enterprises in terms of operating earnings and return on investments while radical innovations can be connected with sales growth. During the recession, the less vulnerable enterprises have been non-innovators and innovators characterised by the high diversity of developed innovations. Applying these results helps small business owners to consider what is the nature and timescale for getting return on innovations.

In his 2006 State of the Nation Address, President Thabo Mbeki indicated that the regulatory environment for small businesses would be improved, as this sector plays an important role in the national strategy for accelerated and shared growth. The aim of this study is to determine whether the size of an enterprise and the sector in which the enterprise operates has an impact on how the enterprise’s tax responsibilities are administered and managed. A survey was conducted amongst small and medium enterprises in the manufacturing, retail and business services sectors in Gauteng. The study focused on Gauteng because the majority of small, medium and microenterprises (SMMEs) are located in this province. The study found that most small and medium enterprises (SMEs) in the business services sector outsource their tax responsibilities because they lack the time needed to manage these functions. It was also found that the size and type of organisation affects the role taxation inputs play in business decisions. The SMEs included in the survey preferred a reduction in interest and penalties charged as a taxation relief measure.
