Abstract:
The present article seeks, through literature review, to discuss the accessibility in higher education of high-skilled/gifted people. The education of high-skilled/gifted people presupposes an interaction between those involved in the educational process, aiming at totality, in a global perspective that regards all students in their individual needs; this requires a curricular proposal articulated to reality resulting in significant learning, for the formation of an aware citizen able to exercise citizenship. Thus, working with high-skilled/gifted people implies accepting heterogeneity of groups and individuals; it also implies knowing particularities, as well as the contact and the dialogic among subjects. There is also the suggestion of knowing existing jobs and building, in a collective process, forms of work based on new methodologies, which meet all their individual differences, providing them with growth.

Abstract:
In Bangladesh the majority of childbirth takes place at home by unskilled persons. The objective of this study was to strengthen maternity care services through provision of skilled midwives and to explore people's perception of skilled birth attendants. As part of a quasi-experimental community trial conducted among selected urban area of Dhaka city, a group of skilled midwives were posted in selected urban centers between January to December 2002 to provide obstetric care services and some social mobilization activity in the community. Analysis of skilled midwives self-reported case records and monitory reports of the researchers was done on selected themes. The perception of the skilled midwife was not clear to people. They thought traditional birth attendants who conducts delivery over years were skilled midwives. Preparedness for obstetric emergency and birth planning was non-existent in the families. The skilled midwives were well accepted in the community but discouraged by center authority for home birth, apprehending that it will reduce their client flow and earning. Non-cooperation by other health care providers was common.

Abstract The concept of intra-regional connectivity is emerging as the rationale for the ASEAN regional project and will develop around three pillars: the physical infrastructure, the institutions and the people. Specifically, the facilitation of the free movement of highly skilled migrant workers at the regional level is identified in ASEAN documents as a primary mechanism to achieve people-to-people connectivity. The paper aims to study the emerging regional mobility framework under ASEAN by focusing attention on the potential impact of mutual recognition arrangements (MRAs) on professional services as connecting instruments. The objective is to provide new insights into the building of ASEAN’s regional process by taking the mutual recognition regime as a means to reconcile the traditional prerogatives of sovereignty and new common concerns in the context of cross-border human mobility and economic development. The review of the current evolution of ASEAN MRA architecture will focus on the challenges and promises of the intra-regional cooperation in developing the legal framework by fostering a rule-based organisation. To this end, the analysis will be complemented by an examination of Thailand’s mutual recognition initiatives for professionals in the health services.

Fast growing cites attract people from other regions and also high skilled migrants. It is a paradox that skilled migrants often fail to get qualified work in the local labour market. To understand this and to capture the complexity of labour market participation, this article draws on interviews with recruitment agencies and highly skilled migrants, attending a recruitment programme initiated by the ‘Confederation of Norwegian Business and Industry in Norway’. This paper draws on recent literature on highly skilled migration and analyses the complex and relational sides of labour market integration for skilled migrants in an urban Arctic town.

One of the most important and consistent findings to emerge from the study of immigration politics over the past decade is the seemingly uniform preference among mass citizenries for high-skilled immigrants. One potential conceptual flaw in this mounting body of literature is that skill is confounded with prevalence: people may prefer high-skilled immigrants not because they are skilled but because there are not very many of them. To address this possibility, we conducted an original experiment within a nationally representative survey of over 12,000 respondents. We conducted three main empirical tests and found that the skill premium is not confounded by prevalence. However, low-skilled Mexican immigrants specifically are disadvantaged when people are told that they are prevalent, a finding that comports with extant research on the construction of Latino immigration as a unique threat to American society.

AbstractSoundSurfers is a youth-led program of Foróige Ireland that provides a safe, dynamic and creative environment for young people aged from ten to eighteen years to empower themselves through music technology, practice and public performance. This article analyses young people's experiences of SoundSurfers within the context of recent research on effective youth programs. It demonstrates how the program engages young people from disadvantaged backgrounds and describes how national education organisations such as Camara Education Ireland and its TechSpace program can successfully equip skilled youth workers for this work. By fostering a diverse community of participants supported by skilled youth workers, young people can develop mutual respect and share common interests through peer-supported activities. The authors illustrate how offering mainstream creative provision enables a process that builds interdependence and empathy in young people. The SoundSurfers inter-agency approach is also highlighted to emphasise the positive opportunities and outcomes that can arise from this approach.

People judge whether they want to be high-skilled workers by considering the economic returns and the effort required to skill. This study considers two regions: an advanced industrial region, where high-skilled workers increase the variety of goods through innovation, and an underdeveloped region where innovation does not occur. Here, workers become high-skilled, considering regions of origin and potential abilities. Numerical simulations show that the proportion of high-skilled workers reacts in an inverted U-shape, as the variety of goods increases. When the variety of goods is small, the ratio of high-skilled workers in the developed regions is higher than that in the underdeveloped regions; as it increases, the proportion of high-skilled workers born in both regions increase. The proportion of high-skilled workers born in developed regions eventually declines; however, it increases in the underdeveloped regions. As the variety of goods increases, the proportion of high-skilled workers decreases in the underdeveloped regions.

It reports evidence that in several countries, over-skilled people tend to have a wage penalty and under-skilled people tend to have a premium. Interestingly, despite the typical effects of education, tenure, experience, and gender in wages being very similar, the effects of mismatch between skills and labour market requirements differ considerably across the wage distribution and the European Countries.

The paper analyzes the correlation between supply and demand for skilled labour on the rural labour market. The paper defines skilled workers as those having tertiary professional education. The empirical basis for the research is constituted by the Labour Force Survey data between 2005 and 2015. It has been proved that in this period the supply of the skilled labour was steadily on the increase that was determined by the growth of both the number and share of people with higher education. The demand for the skilled labour of rural workers showed slower growth rates that resulted in an increasing gap between supply and demand. The research proves that education and qualification of rural workers are being underutilized, and the scale of education-occupation mismatch has been rather big. The most obvious contradiction between education underutilization and its non-purpose use - when people do not work in accordance with their specialization - refer to the workers with technical and agricultural training.

Infrastructure plays an important role in the occurring development process, in which the human resource is an important factor in it. This research was conducted in the work area of the Construction Training Agency Region II Surabaya Unit (Balai Pelatihan Konstruksi Wilayah II Surabaya). The data were collected by using questionnaire or questions list, which was given to the provider and the user of the skilled labor—consisted of 60 people of 30 certified skilled workers and 30 non-certified skilled workers. The data was processed by using SPSS. The result showed that the number of certified skilled workers that know the characteristic of sustainable infrastructure is higher when compared with the non-certified skilled workers. The average 95.4% of certified skilled workers know about the characteristic, while it’s 91.1% in the non-certified skilled workers. Certified workers that implement the characteristic of sustainable infrastructure is of 75.9% and 62.8% of noncertified workers do the aforementioned. According to the calculation, there is some influence between the knowledge of sustainable infrastructure characteristic and the project implementation, based on 57 from total 65 research variables.

Abstract Strengthening people-to-people ties is part of the Belt and Road Initiative’s (BRI) cooperation priorities and is to be realized, among others, through student and academic exchanges, research cooperation, joint vocational training, and tourism. Through national legislation and efforts in bilateral and multilateral cooperation on student, academic, and personnel mobility, China occupies a key role in shaping the way migration develops along the BRI. The findings suggest that new skilled migration legislation in China, geared towards foreigners with tertiary education, paired with BRI cooperation efforts and visa facilitation, is opening comparatively more opportunities for skilled nationals of BRI countries. BRI nationals are more often exempt from visas and have access to targeted talent attraction and retention programs. Nevertheless, up to now, these efforts have been mainly undertaken by the Chinese government, and skilled BRI nationals are not being encouraged to migrate to China under the bilateral employment agreements.

To date, studies on individual and organizational health literacy (OHL) in facilities for people with disabilities are scarce. Thus, the aims of this study are (1) to adapt an existing instrument for measuring organizational health literacy (OHL), namely, the “Health literate health care organization scale” (HLHO-10), to the context of facilities for people with disabilities, (2) to quantitatively examine characteristics of OHL, and (3) to qualitatively assess the definition and role of OHL by interviewing managers and skilled staff. An online study in Germany with N = 130 managers and skilled staff in facilities for people with disabilities was conducted, using the adapted HLHO-10 questionnaire. Univariate analyses were applied. Qualitative content analysis was used to investigate interview data from N = 8 managers and skilled staff from N = 8 facilities for people with disabilities in Hesse, Germany. Quantitative results revealed that respondents reported a below-average level in HLHO-10, with the lowest level found in the attribute of participative development of health information. The qualitative findings showed a clear need for improved navigation to and in facilities. The quantitative and qualitative findings are mainly consistent. Future research and measures should focus on facilities for people with disabilities in order to strengthen the development of and access to target-group-specific health information, as well as to establish a health-literate working and living environment.

AbstractWe describe SkillSum, a Natural Language Generation (NLG) system that generates a personalised feedback report for someone who has just completed a screening assessment of their basic literacy and numeracy skills. Because many SkillSum users have limited literacy, the generated reports must be easily comprehended by people with limited reading skills; this is the most novel aspect of SkillSum, and the focus of this paper. We used two approaches to maximise readability. First, for determining content and structure (document planning), we did not explicitly model readability, but rather followed a pragmatic approach of repeatedly revising content and structure following pilot experiments and interviews with domain experts. Second, for choosing linguistic expressions (microplanning), we attempted to formulate explicitly the choices that enhanced readability, using a constraints approach and preference rules; our constraints were based on corpus analysis and our preference rules were based on psycholinguistic findings. Evaluation of the SkillSum system was twofold: it compared the usefulness of NLG technology to that of canned text output, and it assessed the effectiveness of the readability model. Results showed that NLG was more effective than canned text at enhancing users' knowledge of their skills, and also suggested that the empirical ‘revise based on experiments and interviews’ approach made a substantial contribution to readability as well as our explicit psycholinguistically inspired models of readability choices.

Examples of technical assistance in a range of London settings are discussed in this paper. Skilled trades people, apprentices, lab boys and girls, family members, research students, research assistants, and laboratory technicians were, in different ways, all important to the organization of scientific work in this period. To illustrate this point, examples of work performed in trades shops, academic laboratories, entrepreneurial businesses and private laboratories are given. The examples demonstrate not only the complex and collective nature of scientific work, but also something of the social interactions of scientists and their assistants. Of especial note is the dependence of scientists on people who worked in the skilled trades.

Much psychological research on argumentation focuses on persuasion and pragmatics. However, one strand investigates how average people understand the nature of knowledge and knowing, and how these epistemological orientations underlie skilled argumentation. The research reviewed addresses the question whether the normative emphasis of the philosophical epistemological approach to argumentation matches psychological findings. The empirical research reviewed concerns the relationship between personal episte- mological understanding and three aspects of argument: argument construction, identification of informal reasoning fallacies, and orientation toward explanation or evidence. Findings suggest that people develop an epistemological approach toward argumentation in which beliefs about knowledge justification requirements are related with skilled argumentation.

Interpersonal skill is the ability to interact with other people, with a direct and clear communication style to build relationships with others. This study aims to describe students' interpersonal skills through Social Studies Learning Group Discussion Class V MIN 12 Medan. The approach in this study is qualitative and research procedures that produce descriptive data. The sample here is 26 students of class V MIN 12 Medan. Data collection techniques are observation, interviews, and documentation. The results showed as many as 17 students were categorized as highly skilled in interpersonal skills through group discussions, as many as 7 students in the category of skilled in group discussions and as many as 2 students in the category of moderately skilled in group discussions. It can be said that through group discussions it can be seen that the interpersonal skills of V-A MIN 12 students are in the very skilled category.

The skilled labour shortage facing the upstream oil and gas industry is encouraging companies who have already begun to examine ways of increasing the number of indigenous people in their workforce.It is common practice for companies to use fly-in flyout solutions to build a stable workforce in remote areas. While this suits many workers and operations, a simpler solution arguably would be to have a skilled workforce who works in their home region. Many resource companies are now placing a renewed emphasis on training indigenous people to take on roles in the oil and gas industry. A highly skilled local workforce will have benefits for industry with a reduction in logistical costs and an increase in retention rates.This paper describes the challenges facing companies which elect to develop those skills in a largely technically unskilled indigenous community. The paper uses a range of case studies drawn from company experience. It further showcases some success stories and describes where the industry might need to focus its efforts in order to achieve a more equitable training and employment outcome for Australia’s indigenous communities.

Abstract:
Purpose – The purpose of this paper is to empirically assess the importance for nations of key institutional, economic, and societal factors for attracting skilled professionals from abroad. It examines the existing literature on international talent mobility and empirically tests the validity of nation branding as a strategy for attracting internationally mobile skilled professionals. Design/methodology/approach – The authors use secondary data from the World Economic Forum, the United Nations Development Programme (UNDP) and the Martin Prosperity Institute to test six hypotheses concerning factors that attract internationally mobile skilled professionals to a foreign country to live and work. Findings – The study finds that conditions of employment, quality of life, good governance, and tolerance towards people of diverse backgrounds are key issues that need to be holistically emphasized in successful nation branding campaigns aimed at attracting highly skilled professionals from abroad. Originality/value – The authors use strong secondary data to reduce common method bias in the results which show that “macro” factors sway internationally mobile skilled professionals to favor some countries over others. The authors contribute to the literature on international talent flows by conceptualizing nation branding as a framework through which a variety of push and pull factors can be examined to entice and attract internationally mobile skilled professionals to a particular host-country. The findings will apply to several different types of skilled professionals including self-initiated expatriates, self-initiated corporate expatriates, and third country nationals and local foreign hires.

The opportunities and challenges for Cambodia from the free flow of skilled labour in the ASEAN Economic Community (AEC) has been a topic of heated discussion amongst the general public, learners, researchers, skilled workers, people in charge of skilled labor, as Cambodia prepared to enter the ASEAN Economic Community at the end of 2015. A descriptive statistical analysis in the Statistical Package for the Social Science, version 23.0 shows that there is optimism on the participation of Cambodia in the AEC. Firstly, 81 per cent of respondents supported that free flow of skilled labour as an opportunity for Cambodians to participate in the job market in ASEAN. Secondly, 77 per cent of participants accepted that “Free flow of skilled labour in ASEAN offers opportunities for Cambodians to get well-paid jobs in the region of ASEAN.” Thirdly, 84 per cent of respondents agreed that “free flow of skilled labour in the ASEAN helps inspire local education”. However, there were challenges for Cambodia, indicated by 75 per cent of respondents thinking that the country lacks skilled labour to challenge other ASEAN professionals. 70 per cent of respondents considered the inflow of foreign skilled labour as a threat to local jobs seekers, while 81 per cent of respondents agreed with the statement “the imbalanced agreement implementation on skilled labour in ASEAN is Another barrier in ASEAN’s jobs finding for Cambodian skilled workers,” Toward the solutions to reduce the challenges and to better the opportunities for Cambodians, suggestions have been observed; firstly, 72 participants recommended that education reform, further vocations and trainings for Cambodians should be better improved. Secondly, 23 participants advised that creating more local jobs should be further done and thirdly, 21 participants commented that Cambodian skilled workers should improve their knowledge of the English language, as it is very important in Cambodia, the ASEAN and the world in pursuing their present and future’s studies and works.

In this study the relationship between the functional vertical labial pressure and aging during ingestion in the elderly is examined. The subjects were 84 community-dwelling elderly (mean: 79.4 years old), 109 elderly needing long term care (mean: 81.3 years old), and 59 healthy young adults (mean: 32.0 years old) as control. Labial pressure was measured with a pressure sensor embedded in acrylic plate. There was no correlation between age and labial pressure or the coefficient of variation of labial pressure during ingestion. In people with a history of “choking on food”, labial pressure was, however, significantly lower (p<0.01) than people without a history of “choking on food”, while the coefficient of variation of labial pressure was significantly higher (p<0.05). Poor labial pressure and movement were noted in subjects who experienced “choking on food”, suggesting that lip-closing function also plays an important role in the pharyngeal stage of feeding/swallowing. On the other hand, the coefficient of variation of labial pressure during ingestion was not changed in the elderly group in comparison to the control group. These results showed that skilled movement of lip-closing might be compensated by labial pressure. Labial pressure and skilled movement were, however, decreased in the elderly needing care because of “choking on food.”

The instrument used namely a matter of scientific work skills and interview guidelines. Based on the category of skills obtained by the average KKI chemistry education students class of 2018 in the skilled category (62.5%). From the aspect of KKI, students chemical education formulates the problem in the skilled category (74.74%), formulate a hypothesis in the category of skilled enough (57.75%), analyze the data in the skilled category (64.65%), and formulating conclusions in the sufficient category skilled (45.05%). The implication of this research is that the research results can be used as input for lecturers to pay attention to appropriate learning models to improve students scientific work skills.

There is an estimated $200 billion worth of capital expenditure presently planned for Australian gas projects. These projects provide the potential for $20 billion worth of engineering and maintenance opportunities for Australian companies and an estimated 16,000 ongoing positions in the sector. The scale of these projects has drawn international attention and is increasingly drawing global competition. Australian companies are at risk of the misperception that they don’t have the international know-how or the people to compete for these large-scale projects. We need to ensure that our Australian ingenuity and scale continue to position us as the service provider of choice for construction, project management and maintenance opportunities. Working together with industry, we have shown that we have what it takes to compete on a global scale. We also need to work with government and unions to ensure we have scalable highly-skilled people available to support these projects. This presentation will consider the following case study: Transfield Services delivers services to companies including Woodside Energy, which operates the A$27 billion North West Shelf project, one of the world’s largest LNG production facilities with an output of 16.4 million tonnes of LNG a year. While expansion continues, ongoing brownfield project and maintenance services demand the ongoing support of a highly-skilled workforce of up to 1,000 people. This case study explores: innovative service solutions in a resource-scarce environment through access to global resources innovative scheduling of work; and, the challenges of sourcing and retaining highly-skilled people by improving the opportunities for global and domestic employee mobility and investing in training and developing local people.

Abstract We consider how the possibility of international migration affects an individual’s educational choices in their home country. Educational choice dictates skill, and the paper refers to the highly educated, highly skilled as “professionals”; others are “non-professionals.” Without the opportunity to emigrate abroad people choose their educational investment (and hence their skill level) as we might expect. To this normal choice the higher status given professionals is also accounted for. Consider now how the opportunity for international migration to a higher paying job affects both professionals and non-professionals. Despite the higher status a professional enjoys, once an individual takes the possibility of migration to a different country into consideration, he may well decide to choose education leading to non-professional employment. A result of this paper is that if there are low chances of obtaining professional jobs in the host country, individuals may well choose an educational track leading to a low occupational profession in order to increase their chances of obtaining a job in the host country after migration. Thus, all home country students may choose the non-professional education track. Those who might have otherwise pursued higher, professional education may forgo that schooling. The theory developed here explains the forsaken schooling phenomenon. This phenomenon shows that low-skilled and skilled home country workers are willing to accept low-skilled positions in host countries. This leads to the forgoing of professional schooling in the home country since it is not optimal for the worker in the home country to choose a high skilled education since, they will be overqualified in the host country. This will have a long run affect. As time goes on, therefore, people who consider migrating abroad will have either lower years of schooling, or generally have not completed professional schools (technical-vocational or tertiary).

Technical skilled personnel and information systems are important for the success of contemporary firms as they face intense rivalry, globalization, and time-to-market pressures. They are an essential element that plays a critical role in an organisation’s ability to sense environmental change and respond efficiently and effectively to that change. Besides the technology components of an information system and the fast pace of technological innovation, the people involved in the design, operation and maintenance are essential elements of information systems. Most of the research work on deciding whether or not to continue with legacy information systems has been centred mainly on intrinsic agility factors. Extrinsic agility factors like technical skilled personnel have largely been overlooked. But, as information systems age or in the case of highly rigid processes, extrinsic agility factors like technical skilled personnel will start playing an important role in deciding whether to prolong the life cycle of the information system. However, human skills obsolescence is a growing problem for organizations that must support legacy systems. The technical skilled staff are either ageing out or upgrading their skills to a non-procedural programming paradigm due to market demand. It is, therefore, imperative to regularly assess the technical skilled personnel competency level of a legacy information system. This study evaluates and classifies the technical knowledge of skilled personnel using a developed online assessment system with test questions based on the legacy information system application program. The result obtained indicates that the technical skilled staff can still operate and maintain the case study information system.

The nomenclature used to describe animals working in roles supporting people can be confusing. The same term may be used to describe different roles, or two terms may mean the same thing. This confusion is evident among researchers, practitioners, and end users. Because certain animal roles are provided with legal protections and/or government-funding support in some jurisdictions, it is necessary to clearly define the existing terms to avoid confusion. The aim of this paper is to provide operationalized definitions for nine terms, which would be useful in many world regions: “assistance animal”, “companion animal”, “educational/school support animal”, “emotional support animal”, “facility animal”, “service animal”, “skilled companion animal”, “therapy animal”, and “visiting/visitation animal”. At the International Society for Anthrozoology (ISAZ) conferences in 2018 and 2020, over 100 delegates participated in workshops to define these terms, many of whom co-authored this paper. Through an iterative process, we have defined the nine terms and explained how they differ from each other. We recommend phasing out two terms (i.e., “skilled companion animal” and “service animal”) due to overlap with other terms that could potentially exacerbate confusion. The implications for several regions of the world are discussed.

In this article, we document some empirical facts about vocational training in India. First, we show that the education levels and vocational training of the Indian labour force are low and have not changed between 2004–2005 and 2011–2012. Then, we show that in wage employment, regular wage and salary earners and casual labour, the returns to skilling are low while the returns to general education are significant, even within the same occupation and industry category. Using the enterprise surveys from the NSS, we also document that self-employment, which is the outside option for most unskilled, semi-skilled and even skilled people, is very unproductive. We, thus, argue that the Indian labour market is stuck in an equilibrium where both the number of persons getting skilled and the returns to skilling are low. JEL: J240, O150

Introduction A financial skills training programme (Cash Pointers) for young people at risk of homelessness had an unexpectedly positive impact on their wellbeing. A qualitative inquiry examined this phenomenon. Method Interviews with six trainees explored their experiences of the programme. A focus group comprising four programme workers added a service provider perspective. Findings Cash Pointers addressed trainees’ basic living and health needs. Additionally, trusting relationships with programme workers enabled trainees to feel safe, develop skills, pursue goals, manage health problems, improve relationships and engage in life roles. Trainees said Cash Pointers was accessible and responsive, offering advocacy, inter-agency liaison and hope. Programme workers said they balanced the need for quick results with patient relationship-building, were a well-supported team with a high degree of casework autonomy and felt skilled in the therapeutic use of self. Conclusion Cash Pointers created a psychologically informed environment within which trainees stabilised, acquired skills and progressed towards greater life satisfaction and inclusion. Improving financial skills can be profoundly transformative and an acceptable intervention for this population. Aspects of occupational therapy’s knowledge-base (dynamic systems thinking) and skillset (person-centred goal-setting, therapeutic use of self, creating enabling environments) can support this.

This article explores the early effects of the pandemic on youth employment and income. First, it considers changes and continuity in both the employment morphology and the actual evolution of hourly earnings during the pandemic peak in 2020 second quarter, and the third quarter rebound. Young workers continue to have the worst employability gradient (informality, temporary work, part-time work, low-skilled tasks) as well as a striking wage gap in the young-adult population. The COVID-19 lockdown halted almost all informal activities; thereby, the lower tail of the distribution, overwhelmingly represented by younger women and low-skilled workers, has been withdrawn from the labour force. Consequently, the average income of young people increases, while at the same time there is a notorious decline in their labour participation in the peak of the pandemic, with only one out of every four young people taking part in the labour market.

This article offers a sociological analysis of the migration motivations of highly skilled people who left Spain after 2008. Based on in-depth qualitative interviews, I map the role that the crisis played in highly skilled individuals’ migration narratives. Using the recently emerging migration flow between Spain and Norway as a point of departure, I analyse migration from one of the most crisis-stricken regions of Europe to one of the least affected regions. This analysis establishes that the migrants’ educational and occupational resources help to protect them from the threat of unemployment. Their reluctance to use the crisis as a reason to leave is further analysed as part of their symbolic and social boundary work. The article concludes that what Durkheim conceptualized as anomie provides an apt label for the particular set of societal problems cited by people who migrated from Spain after 2008.

This research is a Classroom Action Research which aims to improve students' speaking skills by using the Time Token model. The subjects in this study were students of class X SMA Negeri 5 Medan who collected 35 students. The tool used in data collection is observations made during the learning process in order to get the speaking skills of the main students of anecdotal language texts. This study consisted of 2 cycles, namely cycles I and II. Each cycle consists of 4 stages, namely the stages of planning, implementation, observation, and reflection. Based on the research, it was shown that the initial observations obtained the following average values: In the first cycle of meeting 1 there were 9 people (26%) who were skilled at speaking, 26 people (74%) were less skilled at speaking. conducted on the teacher showed 65 and observations of the activities obtained 56.87. In cycle 1 meeting 2 there were 18 students (51%) who were declared skilled at speaking, 17 people (49%) were less skilled at speaking. conducted on the teacher showed a value of 67.5 and observations of activities obtained from the value of 65.50. In the second cycle of meeting 1 there were 29 students (83%) who were skilled at speaking, 6 people (17%) were less skilled at speaking. which was carried out on teacher activities showed a value of 75 and student activities showed a value of 73.87. In the second cycle of meeting 2 there were 33 students (100%) who were declared skilled in speaking. And the results of observations of teacher activities show a value of 85, and student activities show a value of 85.75. Based on the results of this study, it can be said that using the Time Token learning model can improve students' speaking skills in Indonesian subjects on the subject matter of anecdotal texts in class X SMA Negeri 5 Medan. Penelitian ini terdiri dari 2 siklus, yaitu siklus I dan II. Setiap siklus terdiri dari 4 tahap yaitu tahap perencanaan, pelaksanaan, pengamatan, dan refleksi. Berdasarkan hasil penelitian menunjukkan bahwa pada observasi awal diperolah nilai rata-rata sebagai berikut : Pada siklus I pertemuan 1 terdapat 9 orang siswa (26%) yang dinyatakan terampil berbicara, 26 orang siswa (74%) yang kurang terampil berbicara. Pengamatan yang dilakukan terhadap guru menunjukkan nilai 65 dan pengamatan terhadap aktivitas siswa diperoleh nilai 56,87. Pada siklus 1 pertemuan 2 terdapat 18 orang siswa (51%) yang dinyatakan terampil berbicara, 17 orang siswa (49%) yang kurang terampil berbicara. After the Eurozone crisis, out-migration from southern Europe revived, mostly fed by the highly skilled young. Nevertheless, little is known about these new migrants, particularly regarding the determinants and payoffs of their moves. This study delves into the Italian case, drawing on a large representative sample of the 2011 graduation cohort. Multivariate analyses show that young people from upper-class families, foreign citizens, graduates in scientific and internationally oriented fields, and best-performing students are more likely to migrate. Moreover, compared to the “stayers,” graduate migrants enjoy more favorable outcomes in terms of wages, unemployment risks, access to skilled employment, and career satisfaction.

In 2008, Uganda gave $400 per person to thousands of young people to help them start skilled trades, work more, and raise incomes. Four years on, an experimental evaluation found grants raised work by 17 percent and earnings by 38 percent (Blattman, Fiala, Martinez 2014). After nine years, we find these gains have dissipated. Grantees’ investment leveled off; controls eventually increased their incomes through business and casual labor; and so both groups converged in employment, earnings, and consumption levels. We see little effect on mortality, fertility, or family health and education. However, grants had lasting impacts on durable asset stocks and skilled work. (JEL H53, I32, I38, O15, O22)

Abstract:
Most recent research on skilled migration focuses on those working in the financial sectors and there has been very little work in Europe on the migration of people in welfare sectors. In this paper we seek to explore some of the complexities of shifting labour markets and immigration regulations and their influence on the geography of migration of doctors to England. We argue that state regulations, both of immigration and those governing the medical labour force, have been altered to meet the specificities of internal labour-market shortages and that the level of the state remains a useful analytical level for understanding the skilled migration of doctors.

Abstract:
In this article, we investigate the determinants of individuals’ opinions concerning the economic impact of immigrants. Unlike most previous studies, we use a large sample of 61 countries (Joint WVS/EVS 2017–2020 dataset) that are either net receivers or net emitters of migrants. Using a multilevel model, we test the effect of individuals’ characteristics and of several macroeconomic variables on the assessment of immigrants’ impact on development. We highlight that natives’ evaluation of the economic consequences of immigration is more influenced by age, trust, education, and income than by contextual variables such as growth, inflation, inequalities, income level, or number of immigrants in the country. Our results match with the hypothesis that immigrants are considered substitutes for low- and medium-skilled workers in capital-abundant countries. However, neither labour-market nor welfare-state considerations can be considered as the main drivers of the appraisals made about the economic impact of immigration. Our results tend to confirm the prediction that greater contact with immigrants reduces anti-immigrant opinions, in particular for skilled people. In contrast, immigrant inflows lead low- and medium-skilled people to make worse judgments concerning the economic consequences of immigration. All in all, our results validate the view that education comprises a major part of the cognitive assessment of the role played by immigrants in the economy, at least in high-income countries.

Migration is a great challenge of our time: people freely move across borders in search of better economic, career, and social opportunities. But besides being a challenge, migration brings benefits to countries and organizations around the world. This is due to the migration of highly skilled professionals fueling economies with human capital, which is recognized to drive economic performance, productivity, innovation, and competitive advantages of both firms and countries. This makes human capital and its carriers, i.e. talents, a scarce resource, which has led to the so-called “war for talent” worldwide. The ability to attract and retain highly skilled individuals explains the success of companies on a global scale. The aim of this study is to analyze the high-skilled migration from the perspective of the human capital theory, the effect of the COVID-19 pandemic on human capital mobility, and to review successful examples of immigration policies of both developed and developing economies at the country and firm level.

Indonesia is the owner of an inscription certificate from UNESCO regarding the recognition of “The Representative List of The Intangible Culture Heritage of Humanity” for batik. This has an impact on increasing batik production due to increasing demand both from within the country and from abroad. However, there are problems in fulfilling the demand for batik. One of the problems is a decrease of skilled workers in batik especially for “batik tulis”. One that is experiencing a shortage of skilled workers is batik production in Cilacap Regency. Therefore, we empower the youth of the Widarapayung Wetan Village youth community by providing batik training. The purpose of this activity is to increase the interest of young people to pursue batik skills as well as to fulfil batik skilled workers. The results of a survey conducted at the end of the community service activity 80% of respondents agreed and 20% strongly agreed to explore batik skills.

Highly skilled workers play a central and starring role in today's knowledge economy. Talented individuals make exceptional direct contributions—including breakthrough innovations and scientific discoveries—and coordinate and guide the actions of many others, propelling the knowledge frontier and spurring economic growth. In this process, the mobility of skilled workers becomes critical to enhancing productivity. Substantial attention has been paid to understanding the worldwide distribution of talent and how global migration flows further tilt the deck. Using newly available data, we first review the landscape of global talent mobility. We next consider the determinants of global talent flows at the individual and firm levels and sketch some important implications. Third, we review the national gatekeepers for skilled migration and broad differences in approaches used to select migrants for admission. Looking forward, the capacity of people, firms, and countries to successfully navigate this tangled web of global talent will be critical to their success.
