Abstract:
We study experimentally a new two-player game: each player requests an amount between 11 and 20 shekels. He receives the requested amount and if he requests exactly one shekel less than the other player, he receives an additional 20 shekels. Level-k reasoning is appealing due to the natural starting point (requesting 20) and the straightforward best-response operation. Nevertheless, almost all subjects exhibit at most three levels of reasoning. Two variants of the game demonstrate that the depth of reasoning is not increased by enhancing the attractiveness of the level-0 strategy or by reducing the cost of undercutting the other player.

В музее округа Шенгавит, где представлены материалы из раскопок раннебронзового поселения Шенгавит (Ереван), есть два небольших артефакта из туфа на верхней поверхности которых имеются неболь- шие овальные выемки. Гипсовые отливки из этих выемок повторяют уменьшенную копию бронзовых слитков из поселений того же времени Джраовит и Карнут (Куро-аракская культура), они так же схожи с овальными мерными гирями из переднеазиатских и анатолийских цивилизационных центров III тыс. до н.э. (Эбла, Троя, Тарсус, Ур). Замеры точного объема этих миниатюрных слитков показали, что относительный вес меди в первой формочке мог составлять примерно 8.06 гр., а во второй около 16.13 гр. Учитывая что один месопотамский сикль равнялся в среднем примерно 8.4 гр., нетрудно заметить, что шенгавитские отливки соответствуют одной и двум сиклям. Туфовые формы шенгавитской мастерской по сути являлись эталонными матрицами с помощью которых можно было воспроизвести вышедшую из строя глиняную формочку для слитков в один и два сикля. The local museum in the Shengavit district in Yerevan, which exhibits the findings of the excavations of the Early Bronze Age settlement Shengavit (Yerevan), holds two small artifacts made of tuff stone, with oval recesses on the upper surface. Gypsum castings of those molds represent reduced copies of Акоп Симонян bronze ingots from the settlements of the same period, Jrahovit and Karnut (the Kura–Araxes culture), and, on the other hand, are similar to the oval weights of the Near Eastern and Anatolian centers of the 3rd millennium BC (Ebla, Troy, Tarsus, Ur). Measurements of the exact volume of these miniature ingots showed that the weight of copper in the first mold could be ca. 8.06 grams, and in the second ca. 16.13 grams. Knowing that 1 Mesopotamian shekel is approximately equal to 8.4 grams on average, it is not difficult to notice that the Shengavit ingots correspond to one and two shekels. The stone molds of the Shengavit workshop, in fact, were standard matrices which allowed to reproduce broken clay molds for ingots of 1 and 2 shekels.

Material-specific challenges (e. g. porosity), especially, for helium-tight welding of aluminum casted housings with forging alloys are characterized. This analysis is conducted using gas-tightness measurements, CT-scans, micrographs, and high-speed recordings in order to elaborate on the fundamental laser-material-process interdependencies and the correlation between the process and resulting quality, in terms of tightness. Furthermore, high-speed synchrotron recordings are conducted at the DESY and based on that, a detailed evaluation of laser and material interaction is conducted. This allows an explanation of the interactions for the prevention of pore formation in aluminum alloys and, thus, the characterization of the boundary conditions for a reliable process of gas-tight welding on aluminum alloys [C. Abstract Numerous reasons have been given for the cause of the plague that resulted from David's census in 2 Samuel 24 and 1 Chronicles 21: (1) David's pride in military strength; (2) David's neglect to secure the half-shekel kōper, as prescribed in Exodus 30; (3) the ancient Near Eastern notion that head-counting was taboo; (4) the process of gathering the census resulted in a health epidemic; and (5) David's failure to capture Mount Moriah, the future home of Israel's temple. This article presents another interpretive option for the basis of the plague that resulted from David's census. Here, I attempt to demonstrate that the essence of David's sin was premature planning and preparation for the construction of the temple, a task that had been divinely reserved for his son and successor, Solomon.

During its history, money has undergone a complex evolution due to historical and cultural transformations in the different periods. Money as medium of account and exchange arose in the Neolithic era simultaneously with the new stage of social-economic relations, when the surplus of products takes on a commodity form and the barter exchange developed. In the Early Bronze Age (III millennium BC) the first statements arose, bronze and precious metals appeared in Western Asia including the Armenian Highland. At the same time measurement of weight was created in Mesopotamia, money expressed in metal objects became not only a price equivalent, but also medium of payment. The axe, as the most important tool and weapon, acquires the significance of money. Therefore, the Sumer/Akkadian shekel, which was the widespread unit of currency in Near East, originates from the word “axe”.

Abstract:
This paper analyzes the latest developments in Israel`s law to reduce the use of cash and its implications on the Country’s retail Central Bank Digital Currency (CBDC) development. Hence, the goal of our paper is twofold: (1) to shed light on the latest limitations of Israel’s law to reduce the use of cash as of 1st August 2022, also known as “Locker Agreement”, and (2) highlight its implications promoting advanced means of payment and a retail CBDC as an alternative to paper-based means of payment such as cash and checks while enabling privacy. In particular, we present to the audience Israel’s latest CBDC blockchain trials aiming to overcome raised privacy concerns. We conclude by challenging the effectiveness of highlighted motivations to potentially issue a Digital Shekel and assess the desired financial inclusion from various angles, before providing an outlook in an area which would be of benefit and interest to academics and practitioners. Finally, we encourage for further empirical research contributions on this field.

The Whale Optimization Algorithm (WOA) is a recent meta-heuristic that can be explored in global optimization problems. This paper proposes a new parameter adjustment mechanism that influences the probability of the food recognition process in the whale algorithm. The adjustment is performed using a fuzzy inference system that uses the current iteration number as input information. Our simulation results are compared with other meta-heuristics such as the conventional version of WOA, Particle Swarm Optimization (PSO) and Differential Evolution (DE). All algorithms are used to optimize ten test functions (Sphere, Schwefel 2.22, Quartic, Rosenbrock, Ackley, Rastrigin, Penalty 1, Schwefel 2.21, Six hump camel back and Shekel 1) in order to obtain their respective optimal values for be used as criteria for analysis and comparison. The results of the simulations show that the proposed fuzzy inference system improves the convergence of WOA and also is competitive in relation to the other algorithms, i.e., classical WOA, PSO and DE.

The natural gas revolution in Israel started about two decades ago. Its numerous social impacts include moving to cleaner energy, improving energy security and the balance of trade, tightening international relations, and increasing tax revenue. However, “Dutch disease” phenomena—where the accelerated export of natural gas leads to the strengthening of the local currency, the subsequent weakening of other exporting industries, and rising unemployment—might suck Israel into the economic slowdown. This study examines whether the strengthening of the New Israeli Shekel (ILS) in recent years is a symptom of “Dutch disease”. It is expected that the large-scale export of natural gas will start in 2021 with the development of the major offshore field “Leviathan”. Notably, ILS has been appreciating for several years already. We employed the event study approach to analyze the fluctuations of the daily ILS/USD real exchange rate in the years 2009–2017, combined with the media announcements related to the gas discoveries published during this period. The results revealed that gas-related news does affect the exchange rate and appreciate ILS. GARCH analysis confirms the results.

We examine the Hebrew Talmud's account of internal controls in the ancient Jerusalem Temple (c.823 B.C.E. to 70 C.E.) This far-reaching enterprise involved an extensive system of sacrificial offerings, management of three annual pilgrimages, a court system and maintenance of a priestly class. We outline the annual process of collecting half-shekel and other donations, withdrawals from the Temple treasury and the sale of libations. The Talmud describes numerous internal controls: donations were segregated according to their specific purposes and donation chests were shaped with small openings to prevent theft. When making withdrawals from the Temple treasury, the priest-treasurer was required to wear specific clothing to prevent misappropriation of assets. The Treasury chamber itself had seven seals, requiring the presence of seven different individuals, including the king, in order to open it. The process of selling libations and meal offerings required purchasing and then redeeming different tickets, which were specifically marked to prevent fraud. In explaining the reasoning for this tight system of internal controls, the Talmud reveals that an individual “shall be guiltless before G-D and before Israel” [Numbers 32: 22], so that a sound system of internal controls prevents both theft and any suspicion of theft, thus establishing the fiscal credibility of the Temple institution in the eyes of its congregants. Such an approach indicates that accounting did not represent a profane, secular vocation at odds with the Temple's mission. To the contrary, a system of accountability formed integral steps in the Temple's ritual processes.

Abstract:
Parameter identification is an important research topic with a variety of applications in industrial and environmental problems. Usually, a functional has to be minimized in conjunction with parameter identification; thus, there is a certain similarity between the parameter identification and optimization. A number of rigorous and efficient algorithms for optimization problems were developed in recent decades for the case of a convex functional. In the case of a non-convex functional, the metaheuristic algorithms dominate. This paper discusses an optimization method called modified bee colony algorithm (MBC), which is a modification of the standard bees algorithm (SBA). The SBA is inspired by a particular intelligent behavior of honeybee swarms. The algorithm is adapted for the parameter identification of reaction-dominated pore-scale transport when a non-convex functional has to be minimized. The algorithm is first checked by solving a few benchmark problems, namely finding the minima for Shekel, Rosenbrock, Himmelblau and Rastrigin functions. A statistical analysis was carried out to compare the performance of MBC with the SBA and the artificial bee colony (ABC) algorithm. Next, MBC is applied to identify the three parameters in the Langmuir isotherm, which is used to describe the considered reaction. Here, 2D periodic porous media were considered. The simulation results show that the MBC algorithm can be successfully used for identifying admissible sets for the reaction parameters in reaction-dominated transport characterized by low Pecklet and high Damkholer numbers. Finite element approximation in space and implicit time discretization are exploited to solve the direct problem.

The article is dedicated to Heorhiy H. Shevel, Minister for Foreign Affairs of Soviet Ukraine from August of 1970 to November of 1980.The authors presented sincere recollections about this well known person, under whose leadership they began their diplomatic service that lasted for several decades. The decision to share those memories with readers of Diplomatic Ukraine was prompted by the fact that on May 9 this year was Mr. Shevel`s 100 anniversary. Unfortunately, neither the researchers of the history of Ukrainian diplomacy, nor those in charge of the Ministry of Foreign Affairs and the Diplomatic Academy paid the necessary tribute to this event. The authors of the article focus on the fact that with no previous experience in foreign policy matters Mr. Shevel managed in the conditions of a totalitarian Soviet system to realize important ideas in the interests of the Ukrainian diplomatic service and its development. From the very start of his duties as Minister of Foreign Affairs he undertook many practical steps to promote and improve the professional skills of his subordinates, to ensure their perfect command of foreign languages and to provide the Ministry`s staff and Ukraine`s permanent missions at the United Nations in New York, UNESCO in Paris and at other international organizations with a skilled personnel. Moreover, despite essential dependence on the policy of the USSR Ministry of Foreign Affairs, Mr. Shevel also succeeded in ensuring more visible results of participation of the Ukrainian SSR in the activities of the United Nations Economic Commission for Europe and in the International Labour Organization. During his term as Minister for Foreign Affairs, representatives of the Ukrainian SSR were elected 37 times to the governing bodies of various international organizations, their sessions and conferences. As an evidence of substantial resurgence of Ukrainian diplomacy of the said period is the fact that the Ukrainian SSR also signed and ratified 64 multilateral international documents. Minister Shevel also paid particular attention to establishing Ukraine`s image abroad as one of the original members of the United Nations, by promoting its achievements in scientific, cultural and humanitarian fields, as well as to strengthening ties with Ukrainian communities in various foreign countries. This very important component of its work the Ministry of Foreign Affairs accomplished in close cooperation with two public organizations – the Society for ties with Ukrainians abroad (Society Ukraina) and the Ukrainian Society for friendship and cultural relations with foreign countries. Minister H. Shevel was also the initiator of the construction in Kyiv of several buildings to locate Consulates–General of Eastern-European states. Nowadays, these buildings are used by diplomatic missions of respective foreign states accredited in independent Ukraine. The authors of the reviewed article are confident that despite various fabricated and often unfounded conclusions about the Ukrainian diplomacy of the Soviet period the irrefutable fact is that during Minister Shevel`s years it acquired and strengthened the necessary practical experience and professional diplomatic skills. Therefore, they support as indisputable the conclusion made several years ago by one of the researchers of the history of National diplomacy that “it would be incorrect to consider the 1970s of the past century as such that passed off in vain for the Ukrainian foreign-policy office”.30 years have passed since the untimely death of Heorhiy H. Shevel on July 17, 1989. Being a man of his times and performing highly responsible duties of the Minister of Foreign Affairs, in actually limited framework, he was at the same time a peculiar and extraordinary personality. And as such a figure he will always remain in the memory of all who knew him well and had the opportunity to work under his management. Because memory, emphasize the authors of the noted article, means first and foremost the ability not to forget the past. And this, they remark, is what the present generation of Ukrainian diplomats must keep in view and never forget. The XRD diffraction patterns and SEM images showed that the magnetite Fe2O3–Fe3O4 core was coated with amorphous SiO2 sheel and anatase sheel successively. TiO2 nanosheets (TNS) and Fe2O3–Fe3O4@SiO2@TiO2 had been loaded on the graphene (GR) sheets successfully. The degradation rate of Fe2O3–Fe3O4@SiO2@TiO2–TNS–GR for rhodamine B (RhB) under visible light irradiation reached 93.34%, which was much higher than that of Fe3O4@SiO2–TNS–GR. The Fe3O4 made the composite to be easily separated from the suspension with an external magnetic field, and [Formula: see text]-Fe2O3 had enhanced the photocatalytic activity of the composite.

Through a comparison of post-Franco Spain and post-Soviet Ukraine, Oxana Shevel examines state responses to the challenge of dealing with divided historical memory. Both countries embarked on the transition from authoritarian rule divided by the memory of the recent past, but each dealt with this similar challenge very differently. This article discusses Spain's “democratization of memory” policy centered on the state's refusal to define a common historical memory for the society as a whole and on the official recognition of the multiplicity of “personal and family” memories and examines why no comparable policy has emerged in Ukraine so far. Shevel considers the potential applicability of the Spanish solution to Ukraine in light of both social realities and theories of nation building, in particular the debate over whether national unity necessitates a cultural nation and shared collective memory, or whether unity in a democracy can be built on other foundations.

Permasalahan muncul dalam mencari cara secara efektif memperoleh opini pengguna dari ulasan yang ditinggalkan di Google Play Store terkait dengan aplikasi Shejek. Tujuannya adalah untuk mengembangkan model analisis sentimen yang dapat membantu memahami masukan pengguna secara lebih efektif, Metode yang digunakan dalam penelitian ini adalah analisis sentimen menggunakan algoritma Naive Bayes. Penelitian ini bertujuan untuk menganalisis tingkat akurasi, precision, dan recall dalam penggunaan algoritma Naive Bayes mengklasifikasikan sentimen ulasan aplikasi Shejek di Google Play Store. Data yang digunakan adalah ulasan pengguna yang diambil dari Google Play Store terkait aplikasi Shejek pada 627 ulasan setelah preprocessing data. Hasilnya menunjukkan 500 ulasan dengan label, terdiri dari 271 ulasan positif dan 229 ulasan negatif. Analisis distribusi sentimen menggambarkan mayoritas ulasan cenderung bersifat positif. Evaluasi performa model menunjukkan tingkat akurasi sebesar 80.39%, precision sebesar 73.69%, dan recall sebesar 94.54%. Hasil ini memberikan wawasan terkait aplikasi Shejek oleh pengguna, sekaligus memberikan pengembangan dan perbaikan lebih lanjut.

In this study, the effect of of Cd(II) in biosorption of Pb(II) by lengkeng seed and sheel from a binary metal mixture was studied and compared with the single metal ion situation and other way. The purpose studied by the metal ion competition in the solution is to know the effect and the absorption capacity of one type of metal ion in a solution containing several metal ions inside which will be applied to the waste. The optimum conditions used were for Pb at pH 3 and Cd at pH 5 with a particle size of 250μm. The results showed a decrease in the absorption of Pb metal ions reached 42.14% (for lengkeng sheel) and 57.07% (for lengkeng seed). And decrease of Cd metal ion to 68,11% for seed and 64,77% for lengkeng shell.

Introduction. The recent escalation of the conflict in the Middle East has led to increased inflation and currency risks, rising unemployment and a drop in GDP. Significant uncertainty about the expected severity and duration of the war has had a significant impact on business economic activity. The central bank of Israel has taken a number of economic measures to cope with the wartime challenges. These include supporting the shekel, reducing the key interest rate, intensifying long-term development loan programs for households and businesses, maintaining price stability and supporting economic growth. Problem Statement. The implementation of Israel's monetary policy under martial law gives rise to scientific discussions on whether to adhere to an expansionary or restrictive monetary policy regime in times of monetary shocks in order to achieve price and financial stability, as well as to create preconditions for sustainable economic growth. The purpose is to examine time horizons of Israel's monetary cycles from 1991 to 2024 using the tools of the key policy rate, to eliminate the gap between the achieved and planned inflation rate and to create conditions for sustainable economic growth. Methods. The study used general scientific and specific methods of scientific knowledge. In particular, the method of historical analysis, abstract and logical, statistical and economic methods. Results. The study identifies eight periods of monetary shocks in Israel: October 1991; September 1994; May 1996; November 1998; June 2002; June 2006; September 2008; April 2022. To determine the date of the monetary shock, the author focuses on the main tool of the Bank of Israel - the key policy rate. In the early stages of monetary cycles, the Central Bank of Israel tried to curb inflation and support the recovery of investment. Over the long-term monetary policy horizon, the central bank focused its efforts on gradually reducing the key policy rate and anchoring inflation expectations to continue to reduce inflation and achieve price stability typical of developed countries. Despite the presence of uncertainty in Israel's military economy, the risk premium in the economy is still high, despite some recent declines. The cautious monetary policy pursued by the Central Bank of Israel prevents significant fluctuations in financial markets, especially in terms of the exchange rate and capital flows, which ultimately has a positive impact on strengthening international investors' confidence in Israel's economic stability under martial law. Israel's small and open economy is also affected by the global environment. Conclusions. The National Bank of Ukraine should study the experience of the central bank of Israel in responding to wartime challenges to price and financial stability. Raising the key policy rate during wartime is not a priority for Israel's monetary policy to mitigate inflationary risks. The latter are largely absorbed by a decline in aggregate demand from households and businesses. The central bank's foreign exchange reserves and external assistance from international partners are used as a priority to mitigate currency risks in a war economy. The real economy is being supported through large-scale loan programs to compensate businesses for lost revenues. The top priority of supporting Israel's war economy is to maintain jobs and aggregate demand at a level that is capable of achieving the planned economic growth indicators. At the same time, achieving the inflation target within the planned one remains an important condition for achieving macroeconomic stability.

The report analyzes the socio-economic and cultural development of the South of Ancient Israel in X–IX centuries BC. The author explores the archaeological material of Shefela. The military factor contributed to the formation of the fortresses, development of large regional centers such as Gezer, Lachish. The good environment Shefela led to the development in the region of agricultural specialization. The role of participation of state structures was great in economic development. This process contributed to the development of monumental construction and various types of handicraft production. Based on the analysis of epigraphic material (two inscriptions found in the town of Khirbet Qeiyafa, calendar from city of Gezer, of alphabet from the settlement of Tel-Zayit) it is concluded that Shefela was one of the main centers of the development of writing in Palestine during this period.

The kingdom of Ebla covered an area extending around 200 km from north to south and from east to west; that is, from the modern Syrian-Turkish border down to the oasis of Ḥama in the south, and from the Amuq plain, where the delta of the Orontes River flows into the Mediterranean Sea, up to Emar, its allied city, whose territory reached the Euphrates. The Central Administration – the Palace – had at its disposal the revenues from its own administrative organization, with its workshops, as well as from the “village communities”, represented by a large number of “Elders”. Notwithstanding that, Ebla’s envoys also acquire several types of goods, such as mules, cattle and sheep, garments and wool, from the markets of the cities in its own kingdom, and in other city-states, primarily from its archival, Mari. Luxury goods, on the other hand, were mostly acquired on the basis of ceremonial gifts from court to court. Long-distance-trade, however, was not relevant in the formation of the Syrian regional states. Goods (including the tributary deliveries its officials owed the Palace) were given also values in silver, and small goods, such as aromatic essences, were valued in wool. The average value of a head of cattle was around 25 shekels of silver, while a sheep was worth between 1 and 1½ shekels. It is not possible to establish the exact value of the weight used for wool. These prices are in any case much lower compared to those used in Mesopotamia during the Ur III period.

To make decisions and exercise managerial control over the degree of input utilization, and produce desired outputs, it is important to assess the efficiency and effectiveness of the municipality-owned public transit service operators. This study uses the Data Envelopment Analysis approach to assess the efficiency and effectiveness of the public transit companies operated by the city administration in Addis Ababa. The size of the fleet and the total number of personnel serve as inputs, and covered vehicle kilometers and the number of passengers carried annually serve as outputs. Based on secondary information gathered from each firm, the technical efficiency and operational effectiveness of service providers are then examined. The study's findings show that the Anbessa city bus was efficient in using resources to produce output in 2019/20 and 2021/22, but wasteful in other years. In the same way, the Sheger City Bus was efficient in 2017/18 and 2021/22 but ineffective in all other years. However, the aggregate findings show that both research's efficiency levels are rising annually. Besides, with mean scores of 0.85 and 0.874, respectively, Anbessa and Sheger Bus were technically flawed. On the other side, operational effectiveness reveals that the Anbessa city bus was only effective in 2021/22. Furthermore, the Sheger city bus' effectiveness result has improved and started to be effective in 2017/18, 2018/19, and 2021/22. In conclusion, the Anbessa and Sheger city buses' efficiency and effectiveness ratings improved year over year and peaked in 2021/22. Hence, to support the business and boost its operational capabilities, the city administration should encourage public bus transit operators in the city and offer subsidies and other incentives to them based on their existing performance.

This article will discuss charisma and institutionalization in the Rajneesh/Osho movement between 1981 and 1985, during its Rajneeshpuram, Oregon phase, based on an interview with Bhagwan Shree Rajneesh’s former secretary, known as Ma Anand Sheela. A model by sociologist Roy Wallis with different possibilities for the charismatic leader to respond to institutionalization will be applied, and a previous application by sociologist Susan J. Palmer will be discussed. I argue that Bhagwan Shree Rajneesh, later known as Osho, was more active in the institutionalization of the movement than is depicted by the group, and that legal reasons may have been the motivation for both his vow of silence from 1981 to 1984 and the creation of the religion Rajneeshism in 1983.
