Abstract:
What explains the extension of greater rights to traditionally marginalized minorities? This article compares the extension of legal equality to lebian, gay, bisexual and transgender (LGBT) people in Mexico and the United States with a focus on the legal recognition of same-sex relationships. A national-level comparison of gay rights in Mexico and the United States presents a theoretical puzzle: most theories predict that the United States would have more egalitarian policies than Mexico, but in fact, Mexico has provided greater legal equality for LGBT people for a longer time than the United States. A subnational analysis of equal relationship rights in the United States and Mexico provides evidence to support social movement and partisan theories of minority rights. We find that religion plays a different role in Mexico than in the United States. The different findings at the national and subnational levels suggest the importance of subnational comparative analysis in heterogeneous federal systems.

In the past, research has found that the portrayal of sex roles in advertising has not reflected equality or reality. Further, studies typically have examined only U.S. advertising, leaving open the question of cultural influence on advertising's sex role portrayals. The author offers a new analysis of sex roles in advertising and compares content analysis findings for U.S., Australian, and Mexican television advertisements. Results reveal differences in the portrayal of the sexes in U.S. advertisements. Australian advertisements show somewhat fewer sex role differences and Mexican advertisements show slightly more sex role differences than U.S. advertisements. Stereotypes are found in the advertising of all three countries, but are manifested in different ways.

Most stalking literature reports on male stalkers and female victims. This work examines stalking experiences in 4 sex dyads: male stalker–female victim, female stalker–male victim, female–female dyads, and male–male dyads. Respondents were 872 self-defined victims of stalking from the United Kingdom and the United States who completed an anonymous survey. The study variables covered the process of stalking, effects on victims and third parties, and victim responses to stalking. Approximately 10% of comparisons were significant, indicating that sex of victim and stalker is not a highly discriminative factor in stalking cases. Female victims of male stalkers were most likely to suffer physical and psychological consequences. Female victims reported more fear than males did, and most significant differences conformed to sex role stereotypes. Earlier work suggested stalker motivation and prior victim–stalker relationship as important variables in analyses of stalking, but these did not prove significant in this work, perhaps because of sampling differences.

Abstract:
Background: Homeless, runaway, and transgender youth are at high risk for commercial sexual exploitation in the United States. Research examining this phenomenon is growing but requires synthesis to facilitate its use by professionals who serve this population. The purpose of this review was to aggregate the qualitative evidence regarding commercially sexually exploited youth (CSEY) in the United States. Methods: The search included published and unpublished qualitative studies with current or former CSEY who reside in the United States. Results: There were 19 studies included in the review with a total of 795 participants. Eight themes were identified and grouped into three broader categories: experiences that preceded sex work entry, experiences that facilitated sex work continuation, and experiences that facilitated sex work exit. Conclusions: Understanding the barriers and facilitators of commercial sexual exploitation can inform the development of interventions that address the needs of CSEY and youth at risk for exploitation. The results of this review highlight the social and economic influences as well as the role of positive and negative reinforcements involved in sex work entry, its continuation, and exit. Needs for services, research, and advocacy are also discussed.

Teen pregnancy and sexually transmitted infections are leading public health problems in the United States. While abstaining from sexual intercourse is the best way to avoid these conditions, abstinence only education (AOE) programs in schools have been shown ineffective in delaying sexual initiation or decreasing the teen pregnancy rate. Conversely, comprehensive sex education (CSE) programs have demonstrated the ability to decrease teen pregnancy and delay initiation into sex. However, federal funding continues to primarily support AOE programs, and a majority of states favor AOE in schools, rather than CSE. The purpose of this review was to examine the role of policy on sexual health education, which can have an impact on the health and well-being of adolescents. The review provides school nurses with information to help them educate parents and administrators to the negative repercussions of AOE, so they can advocate for policy change.

Abstract:
Previous research on academic dishonesty in colleges and universities has consistently shown unacceptable rates of cheating, yet inconsistent reports of sex differences in cheating. Sex differences in cheating were studied in relation to sex role orientation and attitudes towards cheating, and in light of a distinction between two types of cheating; cheating to benefit oneself and cheating to benefit another. 256 undergraduate students completed anonymous surveys to tap their sex role orientation, attitudes towards cheating, and reported frequency of cheating. Although females reported having more disapproving attitudes towards cheating than males, they reported engaging in cheating just as much as males. Sex role orientation was not directly related to cheating, but female-associated characteristics were related to attitudes towards cheating, which, in turn, were strongly related to cheating behavior. It was also found that participants reported engaging in more cheating to benefit another person than cheating to benefit themselves.

The central research question of this exploratory study is to determine if college educated, ethnically identified and preferred endogamous Chicanas experience significantly more psychological distress due to a conflict between their educational achievements and beliefs that Chicano males are threatened by high achieving women. The specific perceptions are: that Mexican American males feel threatened by their educational accomplishments, tend to exclude them from political and organizational activities, and that college attainment will cause them to be seen as elitist by the larger Chicano community. This study uses descriptive and correlational analysis to explore the relationship between ethnic identification, preferred endogamy and perceptions that Chicanas high achievements pose a threat to Chicano males as predictive factors for higher psychological distress. The sample consists of 508 randomly selected Chicanas at five colleges, varying in selectivity from a private university to a community college. The majority of respondents are single and under thirty. A sample of 160 Chicano males were also randomly selected from three of the same five college campuses and were used to make comparisons on the threat dimension. The instrument is a mail questionnaire.

Abstract:
This thesis is an exploration of the construction of the gendered body in combat in the late twentieth century, in Australia and the United States of America. While it is not a military history, aspects of military history, and representations of war and warriors are used as the vehicle for the analysis of the politics of representing gender. The mythic, the material and the media(ted) body of the gendered warrior are examined in the realms of ‘real’ military histories and news coverage, and in the ‘speculative’ arena of popular culture. Through this examination, the continuities and ruptures inherent in the gendered narratives of war and warriors are made apparent, and the operation of the politics of representing gender in the public arena is exposed. I have utilised a number of different approaches from different disciplines in the construction of this thesis: feminist and non-feminist responses to women in the military; aspects of military histories and mythologies of war specific to Australia and the United States; theories on the construction of masculinities and femininities; approaches to gender identity in popular news media, film and television. Through these approaches I have sought to bring together the history of women in the military institutions of Australia and the United States, and examine the nexus between the expansion of women’s military roles and the emergence of the female warrior hero in popular culture. I have, as a result, analysed the constructions of masculinity and femininity that inform the ongoing association of the military with ‘quintessential masculinity’, and deconstructed the real and the mythic corporeal capacities of the gendered body so important to warrior identity. Regardless, or perhaps because of, the importance of gender politics played out in and through the representations of soldier identity, all their bodies must be considered speculative.

The purpose of this research was twofold; a quantitative examination of male socialization patterns along with an assessment of change over time in male socialization experiences. Men born in the 1950s and men born in the 1970s were compared to obtain an understanding of male socialization processes and possible changes since feminist issues have become a prevalent source of discourse in society. A survey questionnaire was utilized with a modified snowball sampling technique to explore male socialization experience. One hundred and one men participated in the project. Socialization experience for the men in this sample was five dimensional and while certain dimensions revealed change over time, others remained static. Findings indicate that quantitative measures can be successfully employed to study socialization processes.

AbstractMuch of the literature dealing with the biology and management of invasive species has focused on the damaging ecological and economic consequences of invasions (see Chaps. 10.1007/978-3-030-45367-1_2, 10.1007/978-3-030-45367-1_3, and 10.1007/978-3-030-45367-1_14 of this volume for review). In this chapter, we shift the focus to the causes of invasion, with the goal of proactively limiting or preventing invasions rather than reacting to them once they have occurred. Preventing the introduction of invasive species is one key element in this proactive approach (Chap. 10.1007/978-3-030-45367-1_6, this volume). Here, we specifically focus on ecosystem attributes that affect whether or not an ecosystem is vulnerable to invasion, that is, the features that affect its invasibility (Lonsdale 1999), with particular emphasis on the role of natural and anthropogenic disturbance.

Compared to those in international commercial and investment arbitration, arbitrator-challenge practi-ces in inter-state cases are abnormally rare. The reasons behind the asymmetric practices include the ideology towards the role of arbitrators (authority vs. expertise), the effectiveness of enforcement (whether the award can be executed in domestic courts or whether there exist preconditions), and the unique structure and function of the specific tribunals. By virtue of illustrating the rules and practi-ces of the ad hoc tribunal established under Annex VII of the United States Convention on the Law of the Sea, the Iran-United States Claims Tribunal, and the International Court of Justice, the current standard, “justifiable doubts to the impartiality and independence of arbitrators”, is not interpreted uniformly and somehow unreasonable. To overcome the phenomenon of fragmentation and other problems, the arbitrator-challenge rules in inter-state disputes should not be treated differently and should be harmonized with rules and case laws developed in international commercial and investment arbitration.

AbstractThe need for tools and technologies for understanding and quantifying invasive species has never been greater. Rates of infestation vary on the species or organism being examined across the United States, and notable examples can be found. For example, from 2001 to 2003 alone, ash (Fraxinus spp.) mortality progressed at a rate of 12.97 km year −1 (Siegert et al. 2014), and cheatgrass (Bromus tectorum) is expected to increase dominance on 14% of Great Basin rangelands (Boyte et al. 2016). The magnitude and scope of problems that invasive species present suggest novel approaches for detection and management are needed, especially those that enable more cost-effective solutions. The advantages of using technologically advanced approaches and tools are numerous, and the quality and quantity of available information can be significantly enhanced by their use. They can also play a key role in development of decision-support systems; they are meant to be integrated with other systems, such as inventory and monitoring, because often the tools are applied after a species of interest has been detected and a threat has been identified. In addition, the inventory systems mentioned in Chap. 10.1007/978-3-030-45367-1_10 are regularly used in calibrating and validating models and decision-support systems. For forested areas, Forest Inventory and Analysis (FIA) data are most commonly used (e.g., Václavík et al. 2015) given the long history of the program. In non-forested systems, national inventory datasets have not been around as long (see Chap. 10.1007/978-3-030-45367-1_10), but use of these data to calibrate and validate spatial models is growing. These inventory datasets include the National Resources Inventory (NRI) (e.g., Duniway et al. 2012) and the Assessment Inventory and Monitoring program (AIM) (e.g., McCord et al. 2017). Similarly, use of the Nonindigenous Aquatic Species (NAS) database is growing as well (e.g., Evangelista et al. 2017). The consistent protocols employed by these programs prove valuable for developing better tools, but the data they afford are generally limited for some tools because the sampling intensity is too low.

AbstractThis paper investigates the end-user acceptance of last-mile delivery carried out by autonomous vehicles within the United States. A total of 296 participants were presented with information on this technology and then asked to complete a questionnaire on their perceptions to gauge their behavioral intention concerning acceptance. Structural equation modeling of the partial least squares flavor (PLS-SEM) was employed to analyze the collected data. The results indicated that the perceived usefulness of the technology played the greatest role in end-user acceptance decisions, followed by the influence of others, and then the enjoyment received by interacting with the technology. Furthermore, the perception of risk associated with using autonomous delivery vehicles for last-mile delivery led to a decrease in acceptance. However, most participants did not perceive the use of this technology to be risky. The paper concludes by summarizing the implications our findings have on the respective stakeholders, and proposing the next steps in this area of research.

An electronic survey of 106 USA departments was conducted. Results indicate a wide range of practices in how students consult and how they are trained in consulting skills, but much greater consistency in the belief that such training is essential to a statistician's education and about the problems faced by both student consultants and student clients. The consulting service was seen as a useful way for researchers to learn because they would be working on a problem or data set of interest to them. Respondents discussed the importance of collaboration, particularly as a goal for consulting relationships that would benefit both parties, with reciprocal teaching and learning.

Heart disease is most common disease reported currently in the United States among both the genders and according to official statistics about fifty percent of the American population is suffering from some form of cardiovascular disease. This paper performs chi square tests and linear regression analysis to predict heart disease based on the symptoms like chest pain and dizziness. This paper will help healthcare sectors to provide better assistance for patients suffering from heart disease by predicting it in beginning stage of disease. Chi square test is conducted to identify whether there is a relation between chest pain and heart disease cases in the United States by analyzing heart disease dataset from IEEE Data Port. The test results and analysis show that males in the United States are most likely to develop heart disease with the symptoms like chest pain, dizziness, shortness of breath, fatigue, and nausea. This test also shows that there is a week corelation of 0.5 is identified which shows people with all ages including teens can face heart diseases and its prevalence increase with age. Also, the tests indicate that 90 percent of the participant who are facing severe chest pain is suffering from heart disease where majority of the successful heart disease identified is in males and only 10 percent participants are identified as healthy. The evaluated p-values are much greater than the statistical threshold of 0.05 which concludes factors like sex, Exercise angina, Cholesterol, old peak, ST_Slope, obesity, and blood sugar play significant role in onset of cardiovascular disease. We have tested the dataset with prediction model built on logistic regression and observed an accuracy of 85.12 percent.

Rupture of aortic aneurysms and dissections are the fifteenth leading cause of a death in the United States [1]. Over 40% of patients undergoing elective surgery for ascending aortic replacement due to thoracic aortic aneurysm (TAA) have a congenital defect in the aortic valve know as bicuspid aortic valve (BAV) [2]. BAV patients have uniformly larger diameter aortic roots and ascending aortas compared to age- and sex-matched controls [3] and abnormal elasticity even in the absence of valvular stenosis or aneurysm [4] and this greatly increases the risk of aortic dissection and sudden death [5]. The cause of TAA is uncertain, but recent studies suggest that oxidative stress may play a role in the pathogenesis of TAAs by degrading the extracellular matrix (ECM). We identified that BAV smooth muscle cells (SMCs) lack sufficient resistance to reactive oxygen species to maintain ECM homeostasis [6, 7].

To this end, the research analyzes the correlations, within the European Union, between technological progress and social devel­opment in the period 2015-2021, that is from the year in which the 2030 Agen­da for Sustainable Development was adopted by the United Nations Mem­ber States to today. The variables representative of technological progress are drawn from the indicators belonging to Goal 9 – Industry, Innovation and In­frastructure, while for social development the study referred to the indica­tors of Goal 8 – Decent Work and Economic Growth. The results show that, al­though the two phenomena are positively correlated, not all connections are equally strong.

Abstract With the recent realization that the United States will be unable to meet regulations set forth at the Kyoto Climate Conference and the excessive burden the energy shortage in California has placed on the southwestern portion of United States, U.S. companies are beginning to look for alternative means of energy production. Broad-based carbon taxes are among the most promising and important of the new tools for achieving reductions in greenhouse gas emissions and promoting the use of alternative energy resources. Many private sector entities are shifting vast amounts of resources to the research and development of alternative means of energy production, but these efforts are futile without a far-reaching governmental initiative to reach the same ends. With other global powers, including Japan and many European nations, producing inquiries into the benefits attained through greenhouse gas taxation, the United States is in a pivotal position to take the lead in efforts toward global sustainable development. A carbon tax, phased in gradually sector-by-sector or implemented in an immediate fashion, would promote more environmentally friendly means of energy production while not hampering the competitiveness of one of the nation’s most important industries. This initiative would send a clear signal to all levels of corporate management that energy production and consumption issues must be addressed in order to continue thriving in a greener U.S. economy. The boom in alternative energy resources will trigger an increase in the development of new technologies and research opportunities, which would require more highly trained mechanical engineers in the workforce. This paper will briefly discuss several carbon tax alternatives. Such a tax would allow the United States to realize three significant advantages not offered by today’s antiquated means of energy production: (1) generating a larger amount of total revenue from a smaller total tax burden, (2) evenly affecting the competitiveness of the residential, industrial, and commercial economic sectors so as not to punish any one disproportionately, and (3) promoting enhanced environmental quality through the increased research and use of renewable and other alternative energies. Mechanical engineers have an extremely important role in the growth of the alternative fuel industry, while the industry itself would have a major impact on many of the important decisions that will shape our futures.

Upgrading military engine test cells with advanced diagnostic and troubleshooting capabilities will play a critical role in increasing aircraft availability and test cell effectiveness while simultaneously reducing engine operating and maintenance costs. Sophisticated performance and mechanical anomaly detection and fault classification algorithms utilizing thermodynamic, statistical, and empirical engine models are now being implemented as part of a United States Air Force Advanced Test Cell Upgrade Initiative. Under this program, a comprehensive set of real-time and post-test diagnostic software modules, including sensor validation algorithms, performance fault classification techniques and vibration feature analysis are being developed. An automated troubleshooting guide is also being implemented to streamline the troubleshooting process for both inexperienced and experienced technicians. This artificial intelligence based tool enhances the conventional troubleshooting tree architecture by incorporating probability of occurrence statistics to optimize the troubleshooting path. This paper describes the development and implementation of the F404 engine test cell upgrade at the Jacksonville Naval Air Station.

An experimental investigation of the fluid-structure interaction of a water filled inflatable membrane structure in the near shore environment was performed in the Coastal Marine Engineering Laboratory at the United States Naval Academy. The structure of interest was a 10′ × 2′ × 0.75′ (304.8 × 60.9 × 22.8cm) tubular bag developed at the Center for Innovation in Ship Design (CISD) at the Naval Surface Warfare Center (NSWC), Carderock Division as a proof of concept for the design of a rapidly deployable inflatable structure causeway to be used either as a ship to shore connector or a breakwater. The experiments were performed over a range of test conditions including three incident wave angles, three water depths, and a number of wave heights corresponding to various sea states. Results confirmed that the bag is stable and well grounded for most operational sea conditions. Large amplitude and low frequency waves can induce significant motions of the structure, but the static and dynamic frictional coefficients between the structure and the surface in contact play a critical role in these motions. For conditions where the structure was at an angle of 45° to the incident waves, highly nonlinear wave conditions are produced which created wave over-topping and oscillatory motions of the structure.

Abstract Ambitious international decarbonization goals and growing demand for energy are two powerful mandates that set the agenda for the gas turbine industry for the next several decades. To meet these goals and needs, educators must focus on the development of not only technical skills, but also energy literacy. Energy literacy has three components — the cognitive (awareness of energy concepts and technologies), the affective (awareness of the interaction between energy and greater societal issues), and the behavioral (agency to make energy-related decisions) — that can be significantly enhanced by not just curricular interventions, but also non-curricular activities. This paper begins by describing the energy landscape at Tier 1 Research (R1) Universities in the United States. Over 50% of R1 universities in the US use gas turbines to help meet their campus power and heating needs, and almost 60% of these universities have public facing information about campus energy production and usage, indicating an opportunity for enhancing energy literacy amongst the student body through better energy communication. Using these peer institutions as a backdrop, we focus on efforts by the Center for Gas Turbine Research, Education, and Outreach at the Pennsylvania State University as a case study to learn how to enhance energy literacy in engineers through both curricular and non-curricular interventions. The non-curricular intervention includes an energy dashboard, displayed in the student collaboration space for the Department of Mechanical Engineering, that shows real-time statistics on power and steam production, as well as gas turbine engine data from an advanced instrumentation package in one of the power stations on campus. The curricular intervention includes use of data from this dashboard in an introductory thermodynamics course, including the use of engine data in Brayton cycle analysis. In describing these efforts, we highlight the critical role that gas turbine technology and the gas turbine industry can play in enhancing the technical education and energy literacy of the future workforce.

After the 9/11 attacks, a united global community entered an era which saw the proliferation of United Nations entities and organs focused on responding to terrorism. These bodies were created, at least in part, in response to the recognized need for a comprehensive multilateral counter-terrorism architecture to ensure international peace and security in the face of the growing specter of violent extremism. This response has notably also included an array of UN Security Council resolutions (UNSCRs) adopted to counter the threat of terrorism. A little over 20 years after the adoption of Resolution 1373 (2001), 52 terrorism related resolutions now exist, creating an elaborate set of measures for Member States to implement. Despite this, however, terrorism was arguably more prevalent in 2021 than in 2001. A myriad of factors have led to the continued spread of terrorism, including the increasingly transnational nature of terrorists and terrorist networks, as well as the failure to adequately address the structural factors and underlying conditions that are conducive to the spread of violent extremism. In order to explain its persistence, one must not only examine the continued appeal of terrorist groups and violent extremist ideology and propaganda, but also reflect upon where, how, and why counter-terrorism responses have often failed to reduce the threat or, in some cases, even exacerbated the factors which give rise to terrorism in the first place. This includes the response of the Security Council, whose resolutions have created the obligation or expectation for Member States to continuously expand the criminalization of terrorism, without evidence that such an approach will lead to less terrorism. This brief focuses on how some UNSCRs include measures that require Member States to criminalize conduct that has historically fallen within the pre-crime space and lacks a clear link to terrorist activities, and examines the subsequent impact this has on human rights and the effectiveness of the criminal justice system. At the same time, it explores the role that States themselves have played in the exceptionalization of terrorism in terms of criminal justice responses. Finally, it offers recommendations for both the UNSC and Members States on how to ensure that counter-terrorism architecture can both be human-rights based and simultaneously conducive to promoting peace and security.

Crime levels are a perennial development problem in Latin America and a renewed concern in the United States. At the same time, trust in the police has been falling, and questions abound about citizens' willingness to support government efforts to fight crime. We conduct a survey experiment to elicit willingness to contribute toward reducing crime across five Latin American countries and the United States. We compare homicide, robbery, and theft estimates and find a higher willingness to contribute for more severe crimes and for higher crime reductions. In addition, we examine the role of information on the willingness to contribute by conducting two experiments. First, we show that exposing respondents to crime-related news increases their willingness to pay by 5 percent. Furthermore, while we document a 7 percent gap in willingness to pay for crime reduction between people who under- and over-estimate the murder rate, we find that this gap can be wholly eliminated by informing them about the actual level of crime. On average, our estimates suggest that households are willing to contribute around $140 per year for a 20 percent reduction in homicide. This individual-level predisposition would translate into additional investment in public security efforts of up to 0.5 percent of GDP.

Childhood asthma is a significant public health problem in the United States. Barriers to effective asthma management in children include the need for caregivers to identify and manage diverse environmental triggers and promote appropriate use of preventive asthma medications. Although health care providers may introduce asthma treatments and care plans, many providers lack the time and capacity to educate caregivers about asthma in an ongoing, sustained manner. To help address these complexities of asthma care, many providers and caregivers rely on patient navigators (defined as persons who provide patients with a particular set of services and who address barriers to care) (Dohan & Schrag, 2005). Despite growing interest in their value for chronic disease management, researchers and providers know little about how or what benefits patient navigators can provide to caregivers in managing asthma in children. To explore this issue, we conducted a mixed-method evaluation involving focus groups and a survey with caregivers of children with moderate-to-severe asthma who were enrolled in the Merck Childhood Asthma Network Initiative (MCAN). Findings suggest that patient navigators may support children’s asthma management by providing individualized treatment plans and hands-on practice, improving caregivers’ understanding of environmental triggers and their mitigation, and giving clear, accessible instructions for proper medication management. Study results may help to clarify and further develop the role of patient navigators for the effective management of asthma in children.

The idea that national security and economic prosperity stem from being at the technological frontier (‘techno-nationalism’) is once again a dominant feature of global politics. The post-war United States has emerged as the key model in these discussions, with the ‘moonshot’ seen as an outstanding example of how to direct state resources towards technological breakthroughs, while the capacity of the American government is praised more generally for its ability to sponsor ground-breaking technology. This paper, however, suggests that the United States was the exception, not the rule, and that the failures of post-war Britain highlight the limitations of ‘techno-nationalism’ with vivid clarity. During the 1950s and 1960s, the British state took long-term bets on securing a leading role in the world’s technological future, specifically in the areas of supersonic flight via Concorde and nuclear power generation. The result, however, was not export glory but industrial calamity. These long-running programmes were eventually cut back in the 1970s, when it became accepted in Whitehall that Britain should no longer try to be the Science and Tech Superpower, attempting to leapfrog the United States to technological glory. Understanding this trajectory in Britain dislodges the sense that focusing on emerging technology and the long term is a silver bullet in policymaking. We must appreciate that the realities of technological power matter, and grasp that the post-war US was an unrepresentative case: no country today will have the relative level of industrial and technological might that it enjoyed at that time. While my arguments will resonate in other national contexts, my focus is on ensuring that any strategy for ‘high technology’ in the UK today continues to learn the lessons from the errors of the post-war period. It must be wary of expert capture within the state. It must also think about industrial strategy in an integrated way, across national security, economics, and foreign policy, with a policymaking machinery set up to deal with this level of complexity. Moreover, despite the attention afforded to national state funding, the UK should continue to see forging alliances as essential alongside working with international business and be clear-eyed about where it does and does not need to sustain national capabilities.

The Inter-American Development Bank (IDB) was founded in 1959 as an initiative of Latin American and Caribbean (LAC) countries and the United States to support the development of the region through an institution in which LAC countries would play a leading role through their majority capital and voting shares but with significant participation of the United States. The Agreement Establishing the Inter-American Development Bank (the Agreement; IDB 1959/1996) articulated the desired balance of responsibilities and power between LAC and the United States. It also provided that the IDB's governance would center around three governing bodies: the Board of Governors (BOG), the Board of Executive Directors (EXD), and Senior Management. The objective of this evaluation, requested by the EXD, was to assess the extent to which existing institutional arrangements at the IDB allow it to operate effectively and efficiently while providing sufficient accountability, transparency, and stakeholder voice in decision making. The evaluation focused on four dimensions: (1) effectiveness--the extent to which the IDB's governance arrangements allow the institution to effectively set strategic objectives, provide means to attain those objectives, and monitor performance; (2) efficiency--the degree to which the costs (in both money and time) of the IDB's governing bodies to perform their assigned roles and responsibilities are consistent with their priorities; (3) accountability and transparency--the extent to which the IDB's governance arrangements render the IDB governing bodies accountable to its shareholders for the responsibilities delegated to them, and the ability of secondary stakeholders, such as civil society, project beneficiaries, and private sector entities, to access information; and (4) voice--the extent to which the IDB's governance arrangements provide the shareholders and secondary stakeholders with an adequate voice in decision making.
