The Courts are struggling with issues of civil liberty in regards to sexual offenders. The rights of sexual offenders to possess pornography or erotica is of utmost concern. When an individual’s erotica has become intertwined in sex offense or other violent behavior, the erotica has now become part of the offender’s violent fantasies and behavior. The offender should no longer have access to or possession of any erotica that involves the offender’s offense behavior or target victim population. This has become an issue of constitutional rights and even some in the sex offender treatment profession fail to see the connection. For the Courts, this is an important issue to rethink when imposing probation, parole, or other restrictions on the sex offender. What follows is a discussion of the importance of restricting sex offenders from accessing or possessing any erotica or pornography that is related in any way to their sexual offense behavior or other violent crime.

Abstract:
Social distance, or the level of familiarity and rapport, within the officer–offender relationship is important in reducing recidivism and promoting desistance. Although examined in a variety of contexts, few researchers have studied the social distance between sex offenders and community supervision officers. When this has been examined, little attention has been paid to the legal and regulatory structure in place specifically for sex offenders or the cultural perceptions that citizens hold about sex offenders and sex offending. Within these structural and cultural contexts, we argue that sex offenders are a unique offender group, and thus, their relationships with supervision officers are likely qualitatively different from those formed between non-sex offenders and supervision officers. Using interviews with community supervision officers and convicted sex offenders, we highlight the structural and cultural contexts under which sex offenders are supervised and the ways in which the social distance in sex offender–officer relationships may vary from non-sex offender–officer relationships.

Abstract:
The general public has been shown to hold negative attitudes toward sexual offenders, sex offender treatment, and the rehabilitation of sexual offenders. It appears pertinent to the success of sex offender management strategies that utilise volunteers that selected volunteers do not share these attitudes. Here, volunteers for Circles of Support and Accountability (CoSA), a community-based initiative supporting the reintegration of sex offenders, completed three validated psychometric measures assessing attitudes toward sex offenders in general and toward their treatment and rehabilitation. Responses were compared with a U.K. general public sample. The results showed that volunteers held more positive attitudes toward sex offenders, sex offender treatment, and sex offender rehabilitation than the U.K. general public sample. The significance of these findings is discussed alongside directions for future research.

Abstract:
Given the increase of individuals who have a history of sexual offenses, there has been an increase in research on the etiology of sex-offending behavior. The present purpose was to evaluate the relationship between sex-role orientation and attachment styles of males who were sex offenders. Analysis yielded statistically significant differences between comparison ( n = 22) and clinical groups ( n = 21) in gender roles, with little sign of the androgynous gender type for sex offenders. The offender group showed significantly lower frequency of androgyny scores and significantly higher scores on feminine and undifferentiated orientations, supporting the theoretical view of sex offenders as being “cross-sex-typed.” In addition, the sex offender group had a significantly higher mean score on anxious-avoidant relationship attachment. Based on the present findings, there appears to be a need to help sex offenders explore how their gender roles may relate to their sex-offending behavior and assist sex offenders in the development of adaptive relationships with reduced anxiety and ambivalence.

The present study investigated the effects of gender and attractiveness on judgments of bail requirements, incarceration, and sex offender registration lengths, and attitudes toward offenders and victims in a teacher–student sexual perpetration scenario. Researchers presented 432 undergraduate students at a large southwestern university with one of four vignettes detailing a sexual relationship between a 35-year-old teacher and a 14-year-old student. Vignettes varied by both attractiveness and gender of the offender (using heterosexual offender–victim dyads). Results indicate that both gender and attractiveness affect judgments of sex offenders; specifically, female sexual offenders were viewed more leniently and judged less punitively than male sexual offenders. Although attractive female sexual offenders were given particularly lenient treatment, attractiveness did not affect judgments toward male sex offenders. In addition, although male and female participants tended to rate male offenders similarly, male participants were more lenient toward female offenders than were female participants. Finally, post hoc analyses revealed that, for many variables, unattractive female sexual offenders may not be viewed differently from male sexual offenders. These results have serious implications for the legal system, sex offender management, and societal views regarding male and female sexual offenders and their victims.

Studies on female sex offending have been limited for a number of reasons, such as societal perceptions that females are incapable of engaging in such behaviors because of their role as caretakers and nurturers in society. However, over the past few decades, studies examining female sex offenders have increased, revealing that females do commit sexual offenses and differ from their male counterparts. We examined offender, victim, and offense characteristics of female sex offenders who were convicted from 1995 to 2013 ( N = 223) in Arkansas and were sentenced to serve time in prison or placed on probation. We focused on the similarities and differences of solo and co-female sex offenders because we know from previous studies that the pathway of offending can differ between solo and co-female offenders, yet few studies have exclusively compared the similarities and differences among female sex offenders. Our data were collected from offender files that included basic personal offender information, offender survey and social history, criminal history, incident reports while incarcerated, court records, police investigation reports, initial offender and victim statements (prior to offender incarceration), and probation/parole reports. We believe the results of this study will provide further insight into the types of female sex offenders as well as the possible differences between co- and solo-offenders in relation to their victim preferences, risk levels, rehabilitation amenability, and recidivism propensities.

Abstract:
Public policy is necessarily a political process with the law and order issue high on the political agenda. Consequently, working with sex offenders is fraught with legal and ethical minefields, including the mandate that community protection automatically outweighs offender rights. In addressing community protection, contemporary sex offender treatment is based on management rather than rehabilitation. We argue that treatment-as-management violates offender rights because it is ineffective and unethical. The suggested alternative is to deliver treatment-as-rehabilitation underpinned by international human rights law and universal professional ethics. An effective and ethical community–offender balance is more likely when sex offenders are treated with respect and dignity that, as human beings, they have a right to claim.

How does the Parole Board decide a sex offender is rehabilitated and can be released into the community? This case study of a parole hearing reveals the significance the Parole Board gives to a sex offender’s management of his arousal as a clear sign of his rehabilitation. To explain the Board’s preoccupation with a sex offender’s sexual fantasies and arousal, I draw on a prison ethnography of a sex offender treatment program. Rehabilitation as risk management relies on the development of a crime cycle and relapse prevention plan designed to grasp the connection between fantasies, arousal and offending. I argue the parole hearing and treatment program exist in a symbiotic relationship that fabricates the sex offender into a species larger than life, one at risk of offending all the time. Communities across the United States have become increasingly concerned over the presence of sex offenders in their neighborhoods. The purpose of this research is to examine the factors that are associated with the concentration of sex offenders in a large geographic area with few residency restrictions. This research also examines multiple categories of sex offenders subject to varying levels of community notification, allowing for an assessment of what, if any, effect community notification has on the residential patterns of sex offenders. Concentrated disadvantage, concentrated affluence, and housing affordability are all significant factors in explaining the concentration of multiple categories of sex offenders. Concentrated affluence relative to poverty is the most consistent predictor of sex offender concentration, revealing that more affluent communities ward off sex offender residents, regardless of community notification requirements.

ABSTRACTBackground:Our objective was to examine and describe the common socio-demographic and clinical characteristics of first time older sex offenders.Methods:Research papers published in MEDLINE, PsycINFO, and EMBASE were searched systematically. Following removal of duplicates and irrelevant papers, a total of 423 papers were reviewed to determine whether the selection criteria were met. A total of seven publications were included and evaluated by two researchers.Results:Of the seven publications, there were two retrospective research studies and five case reports. There was a higher proportion of neurocognitive disorder in this offender group and the victims were usually vulnerable individuals. Yet, cognitive assessments were rarely done or reported. Two subtypes of older sex offenders were identified: (i) offenders who had offended in the past but were not previously detected; (ii) first-time offenders with a high proportion of neurocognitive disorder.Conclusion:There is a paucity of research in first time sex offending by older people. This review has highlighted a need for better designed studies to explore the characteristics of older sex offenders. Better collaboration between forensic and old-age psychiatric services is required for improved assessment and management of older sex offenders.

Abstract:
This study was an observation of the public's knowledge and perceptions on sex offenders, sex offenses, and sex offender management policies. A self-administered questionnaire was used to collect data from 282 students at East Tennessee State University. Along with the basic demographic variables, respondent's field of study was measured as a main independent variable. For example, it was hypothesized that students studying within the criminal justice field would hold more accurate beliefs concerning the sex offender population. Overall, the study proved to be statistically insignificant. Multivariate analysis did show, however, that certain demographic variables were more predictive in determining an individual's support towards sex offender management policies.

Abstract:
Federal and State law in a northeastern US state requires all adjudicated sex offenders to register on the state's sex offender registry (SOR) for the purpose of protecting the citizens of the state from predatory sex offenders and reducing sexual recidivism. This study tests the assumption, based on deterrence theory, that registration on the SOR is necessary as a deterrent to future sexual offending by sex offenders. Data from the Maryland Sex Offender Registry in two counties in a northeastern US state pertaining to a total of 1,985 registered sex offenders were analyzed to see geographic differences of offender, and state sexual crime data over a 24 year period from 1991-2016 was analyzed using multiple regression. Independent variables included completeness of information on the MSOR registry profile; recidivism, re-arrest rates, and violence against women were the dependent variables. The analysis revealed that offenders in Baltimore County the more rural part were more likely to provide not valid addresses or addresses that are out of compliance with state and federal regulations for the SOR. Analysis also revealed that there was statistical significance in the recidivism rates of sex offenders in Maryland after the implementation of the Sex Offender Registry. This supports previous published research findings that SOR registration has no deterrent effect on recidivism. Implications for positive social changes include reducing the number of false positives, improving the quality of life for sex offenders, better allocation of public resources, and increased safety for citizens through better assessment of risk factors.

Sex Offender Registries and Community notification laws are in many ways derived from emotion. It is believed that one can predict views on these social policies by examining aspects of life experience due to Techniques of Neutralization and Labeling theories. Reliability and Factor analyses were used to create factor-based indices to predict views on social policies, specifically views on sex offender registries and community notification laws. Multiple Regression was used to assess the effects of gender, race, age, spirituality, locus of control, beliefs about rape, and religiosity on sex offender registries, community notification laws, and sex offenders. By using regression, it was found that locus of control, beliefs about rape, religiosity, and spirituality all had a significant effect on beliefs about sex offender registries, community notification laws, and sex offenders.

The primary goal of this study was to analyze the characteristics of current registered sex offenders in Collin County, Texas, as well as to compare age and gender of the victims of these offenders in order to know who sex offenders primarily target in these crimes. The study also sought to discover geographic patterns of where the registered sex offenders reside for the purpose of keeping communities aware. Participants consisted of 175 registered sex offenders (N = 175) in Collin County, Texas, found on Collin County's and the Texas Department of Public Safety's online public registries. The findings demonstrate that there were significant trends among the sex offenders, their victims, location of residence, and housing complications as a result of progressing sex offender laws. Treatment programs and the reintegration of offenders in the community were also addressed. The meaning of the results in this study can aid in the development of safety and prevention strategies, provide an understanding about the utilization of sex offender registries, and can benefit law enforcement to predict the movement of current sex offenders, along with knowing where to find other potential offenders.

Abstract:
This current study addresses potential impediments to attachment that may differentiate between incarcerated juveniles who have committed sexual crimes and incarcerated juveniles who have not committed such offenses. The exploration of such potential barriers to attachment has been organized around Bronfenbrenner's Ecological Model. Subjects were 2948 incarcerated male adolescents adjudicated to the Virginia Department of Juvenile Justice and were divided based solely upon adjudicating offense: Juvenile non-violent, non-sexual offenders (JNVNSO, n=1149), Juvenile violent, non-sexual offenders (JVNSO, n=1433) and Juvenile sexual offenders (JSO, n=366). Results indicated that JSOs differed from JNVNSOs and JVNSOs in their histories of sexual abuse as well as placements in foster care. Attachment impairment and the number of risk factors present were also found to be significantly related. Future research directions and potential policy repercussions are also addressed.

Abstract This article describes a framework to a Petrobras approach to greenfield development based on a set of strategies, process review and solutions to reduce the time between a new discovery and its first oil, presenting gains and challenges to implementation. The methodology presented in this study encompasses: Definition of a target to a greenfield development; A comprehensive processes review with information flows mapping, critical paths of activities, interdependencies, and main schedule offenders identified from pre-discovery to first oil production; Structuring a set of solutions, initiatives, and levers for time gains in an integrated manner among all stakeholders, including paradigm shifts and change management applied to the company portfolio; and a program management office. The achieved results were a set of approximately 70 initiatives with assumptions, new processes, and strategies considering technical and business disciplines to be applied in production development projects from discovery to first oil. This comprehensive process review concludes that there are alternatives for reductions in greenfield project schedules that could potentially reduce about 30% of the time to first oil when the assumptions of the solutions are met, and the optimistic scenario is revealed in the discovery and appraisal. However, we highlight the necessity of risk and return evaluation for each solution, as well as the need for changing the company's standards, norms, and organizational culture.

Coordination abilities are a set of human properties manifested in the training process and in competitive activity, which determines the success in the management of motor actions of different coordination levels (Lyach, 2002). According to Anochin (1979), an anticipation is a particular form of “overtaking reflection”, in which the image of the result of the action of its actual appearance (occurrence) is formed in the mind of man. Based on this statement, we will try to improve the performance of athletes. Improving the results by choosing the right action according to the feedback received after the first attempt and focusing attention and actions on rational and pragmatic implementation, which we expect to improve results and reduce repetitions in the study of new actions. In our view, a way to achieve this goal would be through work to improve the anticipation capabilities of athletes. The problem of anticipation in sports games is of utmost importance for achieving victory in the completion between offender and defender. Coordination of movements is related to coordination with objects, people, animals, and machines, the behavior and movement of which are often unpredictable (Videv, 2015). In turn, anticipation produces skill-actions (respectively, counteractions) that are confidently carried out within a fraction of a second, called “improvisation”, which is significantly increased by targeted multi-year preparation from childhood (7-8 years). Based on everything so far mentioned, we decided to test the coordination abilities of athletes and, at the same time, see how they would act in subsequent situations similar to the previous one to improve their performance by applying their anticipation skills. Our results point to our assertion that creating an image of your work and bringing anticipation actions into the implementation of performance, in this case, the implementation of various coordination exercises, would improve the performance of athletes.

Abstract:
In terms of administrative sanctions, application of the more favorable law means that when the law in force the time an act was committed and a law subsequently brought into force is different, the law which is more favorable should be applied. EHRC states that applying more stringent punishment to an offender on the grounds that more stringent punishment was in force when the time criminal offence was committed. Misdemeanors have been considered within the scope of criminal law by the Constitutional Court and the Constitutional Court accepts that the principle of the application of the more favorable law should be applied to misdemeanors. Danıştay (the Turkish Council of State) decides that “it should be take into account in terms of administrative sanctions, when a law which is the ground of punishment is set aside or more favorable law is brought into force”. Since administrative acts are reviewed during annulment cases, a law brought into force after an administrative act cannot affect the act retrospect. A law which is enters into force after an administrative act established, could set up a rule which has retrospective affect only if the rule clearly is an amnesty. After an administrative fine is imposed, applying criminal law principals to administrative law and administrative sanctions, in other words, rendering decision of annulment on the ground of the principle of the more favorable law betrays the trust on judicial bodies and law.
