Abstract:
Gender gap in education has been Indonesian governments big concern (Bappenas, 2013). The Ministry of National Development Planning of Republic of Indonesia has reflected data showing gender gap in academic achievement among boys and girls in Indonesia. They also realize the importance of catering for gender differences during teaching and learning process. They believe that providing single-sex education is an effective way to narrow gender academic achievement gap in schools. In this paper, single-sex education, coeducational education, and academic achievement become the core concepts to analyse this issue. The result of this investigation proves that single-sex education enables teachers to address gender differences in their classroom, enhances students motivation, and increases students participation in learning process. Finally, these are beneficial to students academic achievement. The discussion of this investigation brings implications for education practitioner to promote the implementation of single-sex education as it has positive impacts on students academic achievement. In addition, the discussion is expected to have implications for policy makers to consider the needs of implementing single-sex education to narrow gender academic achievement gap.Corresponding author: SuryaFajar Cahyo NuraeniDOI: 10.24071/ijiet.2020.040212

Abstract:
Children and adolescents with disabilities (CAD) frequently engage in inappropriate sexual behaviors. In Indonesia, the need for sex education for CAD remains unclear. This study investigated teacher attitudes toward providing sex education in special schools to clarify the gender differences among teachers providing sex education. Questionnaires were sent to 180 teachers. The response rate was 72.2%. Eighty-three percent of responders were Muslim. Our findings revealed that teachers in special schools considered sex education to be important. However, the number of sex education contents was limited, and female teachers were more positive about teaching sex education than male teachers. Equally, female teachers taught a greater number of sex education contents than did male teachers. These findings were consistent with reports from developed countries although cultural and religious background differed from those of Indonesia. Sex education for CAD was accepted by teachers in Indonesia; however, materials and tools for education should be developed further.

Abstract:
ABSTRACTThe objectives were to determine whether women always fare more poorly in terms of physical function and disability across countries that vary widely in terms of their level of development, epidemiologic context and level of gender equality. Sex differences in self-reported and objective measures of disability and physical function were compared among older adults aged 55–85 in the United States of America, Taiwan, Korea, Mexico, China, Indonesia and among the Tsimane of Bolivia using population-based studies collected between 2001 and 2011. Data were analysed using logistic and ordinary least-squares regression. Confidence intervals were examined to see whether the effect of being female differed significantly between countries. In all countries, women had consistently worse physical functioning (both self-reported and objectively measured). Women also tended to report more difficulty with activities of daily living (ADL), although differences were not always significant. In general, sex differences across measures were less pronounced in China. In Korea, women had significantly lower grip strength, but sex differences in ADL difficulty were non-significant or even reversed. Education and marital status helped explain sex differences. Overall, there was striking similarity in the magnitude and direction of sex differences across countries despite considerable differences in context, although modest variations in the effect of sex were observed.

Abstract:
The role of parents is very important in communicating sex education to children. However, in this study, the researchers focused on communication between families of different cultures, namely parents from Indonesia and the Netherlands in providing sex education to adolescents. Every culture has a different view of sex education. It can be seen that Indonesian culture still considers sex education taboo, so few parents discuss sex education for teenagers. At the same time, in the Netherlands, there are programs on sex education so that children can get it and avoid its unhealthy effects. The study aimed to determine: 1) family communication patterns in sex education by parents to adolescents in families of different cultures; 2) knowing the communication barriers faced and the role of family communication in discussing sex education in families of different cultures. The theory used in this research is Communication Accommodation. This study uses a qualitative approach with a case study method. The data collection technique used is in-depth interviews. The findings show that the communication pattern shown by families with Dutch Sundanese culture is a balanced split pattern and the Dutch-Balinese family shows an equality split pattern of communication. The communication pattern that takes place is driven by intercultural relationships that are open and mutually respectful. The obstacles found were differences in mindsets and ways of communicating in discussing sexual problems in children and the three families of participants showed using a convergence strategy in communicating and interacting with family members, namely by adjusting their mindset, intonation, gesture, language, behaviour or Actions in carrying out family communication to communicate can be successful.

Abstract:
This comparative education article explores the purpose of education in the Indonesian context. My aim is to see if there are any differences between the purpose of education during the colonial era and present-day Indonesia. In order to do that, I draw mostly on the philosophy of Ki Hadjar Dewantara, who is regarded as the father of Indonesian education. This article is particularly relevant because the Indonesian government has recently started to critically re-examine two of the educational concepts proposed by Dewantara, which are "pendidikan karakter" (character education) and "merdeka belajar" (independent learning). In conceptualising education, Dewantara, who was influenced by Tagore, Montessori, and Fröbel, saw the importance of imparting local wisdom and values ignored by the colonial schools. Therefore, in this article, I will compare his educational views with the Dutch view of schooling during the colonial era. I will then look at Indonesia's current approach to education to find the similarities and differences of purpose relative to Dewantara's views of education. In this article, I argue that Dewantara's philosophy is still very much relevant today. I conclude that the Indonesian government should refer back to its history when defining education for its next generation.

Abstract:
HbA1c is a parameter that may be used in predicting and diagnosing diabetes. Since diabetes is predicted to increase in Indonesia, it is necessary to understand the distribution and associated factors of HbA1c in the general Indonesian population. However, those data are still limited. This study aims to determine the distribution of HbA1c and its associated factors in Indonesian adults. We conducted a cross-sectional study analyzing data from Indonesia Family Life Survey (IFLS) 2014-2015. HbA1c was analyzed using dried blood spot (DBS) specimen with Bio-Rad D10 HPLC. We performed Student’s t test and ANOVA to show the results of the bivariate analyses and multiple linear regression to determine the association between variables. The study included 4.101 subjects (20-59 years) without diabetes and provided an overview of the distribution of HbA1c levels based on socio-demographic factors and smoking behavior described in percentiles. The mean of HbA1c was 5.35% with a standard error of 0.01. The threshold value of HbA1c for prediabetes (5.7%) corresponded approximately to the 75th percentile. Although there were differences in HbA1c distribution, socio-demographic factors such as education levels, employment, and settlement region as well as smoking were not independently associated with HbA1c levels in Indonesian adults. Furthermore, age and sex were associated with HbA1c.

Abstract:
This study examines human trafficking, its causes, and the survival abilities of victims using qualitative interpretive methods and thematic data analysis. Previous studies have not linked human trafficking with agricultural land conversion; however, in Indonesia, this problem is mainly caused by agricultural land conversion, which resulted in a floating mass comprising farmers and their families when this process was not carried out carefully, involving local officials and capital owners. The cooperation between the two forces was assisted by field operators who suppressed landowners in various ways. The owners of large pieces of land managed to reinvest the money from the sale of the land. On the other hand, owners of less than 0.5 hectares tended to share the proceeds from the sale of their land with relatives, as a provision for finding work in other cities or countries. Consequently, they are easily persuaded by the promises of brokers to be trafficked as plantation or sex workers. There are no significant differences in the characteristics of labor and sex trafficking victims. For instance, they both come from economically unstable families with little education. The former farmers do not participate in the industrial sector but work in the informal sector with long working hours and low wages. Nevertheless, they act as the backbone of the family's economy. Therefore, agricultural land conversion policies in developing countries should protect farmers from poverty and vulnerability.

Abstract:
Social changes that make society can influence the apparatus. Social changes have an impact on families in Indonesia. The narrower the workforce is coupled with the increasing needs of the family, the older the migrant worker works. As a result, the roles and functions of the family do not work properly. The impact is that the children commit juvenile delinquency. Like it or not, parents still guide their children and understand sexual education so that children do not engage in deviant behavior. This research method uses descriptive qualitative methods. The research focuses on how migrant workers instill sex education in children. There were six informants including 3 migrant workers and 3 migrant workers. Data techniques are observation and open interviews. The results of this study indicate that each migrant worker has a way of imparting sexual education to children. Differences in the cultivation of character education are motivated by several factors. One of them is the cultural factor of the country where the parents work. Furthermore, the acceptance of children in sex education and its application is almost similar. Children still maintain the limits of norms that apply in society.

This research aims to 1) explore the benefits of online (benefits obtained when on the internet) and online risks (risks experienced when on the internet) in adolescents in Jakarta; 2) Test differences in online benefits and online risk based on differences in gender, education level, and school affiliation. This study used a survey method with a multilevel random sampling technique performed on adolescents living in Jakarta aged 12-18 (N = 756). The data analysis technique for this study is descriptive analysis and T-test analysis. The results of the research show that teenagers in Jakarta regularly use the internet every day with relatively high duration. More than 60% of teens benefit online in the medium to the high category, with six types of benefits online: learning, creative participation, social participation, social relations, entertainment, commercial benefits, and personal benefits. Most teens experience online risk in the low category, with three types of risks: content risk, contact risk, and behavioral risk. Other findings, namely: (1) there are significant differences in online risk-based on sex and adolescent education level; (2) significant differences in online benefits are based solely on adolescent education levels. There are no significant differences in online and online risk benefits based on school affiliation (non-religious schools and religion-based schools). This research contributes to the importance of distinguishing online benefits and online risks from adolescent education levels.

Abstract:
This study aims to analyze the comparison of the implementation of character education between Indonesia and Japan. The focus of the study is on three things, namely the basis, approach, and problems of character education in two countries. The research method used is a qualitative research method using a library approach or better known as library research. The data sources of this research come from research results, books, or government policies related to character education in the two countries. The results of the study explain that the basis of character education in Indonesia is the ideology of the state, customs and culture, religious values, government rules and policies. Likewise, in Japan the basis of character education is in the form of cultural values, state ideology, and government policy rules. Approaches to character education in Indonesia include the value inculcation approach, the value clarification approach, the learning approach to action, exemplary, and habituation. Meanwhile, in Japan, among other things, the approach tends to be habituation, for Japanese people, characters are not taught but are used to it. Character problems in Indonesia and Japan are not too different around juvenile delinquency, free sex, vandalism and thuggery. The difference in stress levels in Japan affects the character of the younger generation.

Abstract:
Environmental mobility (residential moves influenced by environmental factors) is increasingly recognized as an important issue, both today and under future conditions of climate change. Those who experience climate- and weather-related disasters rarely respond as a homogenous group of migrants, yet relatively limited studies have specifically examined individual-level heterogeneities across those exposed. In this paper, we used self-reported data to investigate differences in sociodemographics (age, marital status, sex, and education) between those who relocated after environmental disruptions in Indonesia and those who did not relocate. Individuals with 12 years of education at the time of an environmental exposure were 3.93 (95% confidence interval [CI]: 1.38, 11.20) times more likely to move for environmental reasons than those with <12 years of education. Assuming education as a proxy for socioeconomic status, these findings suggest that those in the mid-range socioeconomic brackets may be most likely to migrate after environmental disruptions, while the poorest are less likely to move. This may reflect that the costs of relocation are prohibitively high for those with lower socioeconomic status. Collectively, these results add to an inconsistent body of literature on environmental mobility and indicate that further site- and context-specific research on climate- and weather-related relocation is needed.

Abstract:
This article examined differences in condom use during anal intercourse among men who have sex with men (MSM) and male-to-female transgender women in Jakarta, Indonesia. A cross-sectional design, structured interviews, and hierarchical linear modeling were used to examine condom use among MSM recruited from entertainment places (EPs; e.g., discotheques/dance clubs/karaoke bars), massage parlors (MPs), and among transgender women who congregated and/or sought sexual partners on streets/parks (S/P). The sample consisted of 91, 97, and 114 of MSM-EP, MSM-MP, and transgender-S/P, respectively. Respondents reported on 641 unique sexual partner encounters, which were “nested” within 302 respondents. Reported condom use was high, 66%, 84%, and 83% for MSM-EP, MSM-MP, and transgender-S/P, respectively, and varied across type of respondent. At the individual level, depressive symptoms and history of physical abuse during childhood and adulthood were associated with lower condom use ( p < .05). By contrast, having a higher level of education was associated with more condom use ( p < .05). At the partner level, condom use was associated with type of partners and the use of club drugs before sex. HIV-prevention efforts should take into account the multilevel determinants of condom use within these populations.

Abstract:
Background: Several big cities in Indonesia stated that almost 50% of teenagers had premarital sex. And what is most astonishing is the widespread circulation of sex videos of teenagers wearing school uniforms on the internet. This phenomenon is motivated by the nature of adolescents who tend to want to try all things that are new and challenging. The high presentation of risky behaviour by adolescents needs to be a serious concern for all groups, considering that the transmission of HIV AIDS occurs mainly through sexual intercourse. This study was to see the effect of peer group education on HIV/AIDS on the knowledge and sexual behaviour of adolescents at SMAN 10 Kendari. Methods: This study used a quasi-experimental design with a pre-post test with a control group approach with 60 respondents. Results: There was a significant difference between the mean knowledge scores of the control and intervention groups before and after the intervention with p-value = 0.006, and adolescent sexual behaviour also showed effective results with p-value = 0.046. Conclusion: The peer education method affects knowledge and sexual behaviour, so this method can be used to educate adolescents so that the flow of information delivery is better.

Abstract:
Information technology and communication adoption, including social media, remains an interesting research theme in this digital era, especially in a developing country like Indonesia. A survey of principals’ perceptions in Indonesia on the factors that influence the use of social media for instructional leadership serves as the focus of this study. Using a sequential approach, 122 principals responded to the questionnaire which adapted the Technology Acceptance Model (TAM) containing six constructs namely perceived ease of use, perceived usefulness, perceived attitude, perceived facilitating conditions, subjective norm, and behavioral intention to use technology; and seven of them were interviewed to give further explanations on their perception. The different test was used on for the results of the interview for the quantitative data analysis and thematic analysis. This research finds that the principals’ use of the social media in instructional leadership is considered satisfactory. There is no significant difference regarding the use of social media for instructional leadership based on sex or age, but there is a significant difference based on age in which principals aged more than 50 years have the highest average of TAM. From the interviews, it can be concluded that principals use social media for work to make communication more effective and efficient. The use of social media between the principal and teaching staff proves to be a great way for communication and supervision, not only to report on the teaching and learning process, but also other activities such as administrative reports and financial discussions.

Abstract:
Background: Young adults (<25 years old), a 49% proportion of the Indonesian population, is one crucial component that might determine the future of the nation and achieve Indonesia Emas or Golden Indonesia in 2045. Anxiety is one of the effects of the COVID-19 Pandemic, as one out of five Indonesian people could have suffered from anxiety, especially young adult women. This activity would like to measure the effectiveness of video-assisted learning regarding mental health education during the Pandemic among young adults. Methods: Video regarding mental health during the COVID-19 Pandemic was given to 35 young adults (18-25 years old) in Surabaya City using the zoom application. The pre-test and post-test consist of 10 questions and given before and after the video. The data was further analyzed descriptively and analytically using GARPH PRISM 5.00. Result: Increasing knowledge after video-assisted learning was observed, as there was an increasing number of respondents who had good knowledge regarding mental health during the COVID-19 Pandemic, from 22.9% to 45.7%. The data were further analyzed using a paired t-test to find the mean difference between the pre-test and post-test knowledge scores, both mean±SD (64.28±14.80 and 73.42±19.70, p<0.001, respectively). The effect of respondents’ backgrounds on the score was analyzed using a two-way ANOVA test. There was a significant difference between knowledge and their field of study (p<0.05), but not for the age, sex, and visiting online supporting group website. Conclusion: The video-assisted education effectively increased knowledge regarding mental health during the COVID-19 Pandemic among young adults in Surabaya. However, broader respondents are necessary before large implementation in the community.

Abstract:
Trail Making Test (TMT) has been widely used in Indonesia as an Executive Function (EF) test, however, no studies reported validity and reliability of the test. In this study, we analyzed TMT’s psychometric properties, including reliability and validity, effect of demographic variables such as education, age, and sex on the TMT, and propose norm scores for the urban population of Java Island. Four hundred ninety persons (aged 16-80 years) with varying education levels participated in the study. Four additional EF tests (Digit Span, Five Point, phonemic Verbal Fluency, and Stroop) were administered. Principal Component Analysis was used to test whether the structure of TMT supported theoretical foundations of EF. The test-retest reliability was estimated in different samples (N = 50). Results suggest that education increased and age decreased the performance, however there were no differences between high school graduates and undergraduates in the age range 16-39 years. The intraclass correlation as a reliability measure showed good results (TMTA, rs=0.76; TMT B, rs= 0.86; TMT B-A, rs=0.74). The PCA revealed that the TMT, Digit Span, and Five Point scores loaded highly on one construct, while Stroop, phonemic Verbal Fluency, and errors on Five Point test loaded highly on other. It can be concluded that TMT is a valid neuropsychological instrument measuring EF with high reliability score and has high sensitivity for education, and age effects. The study also provides TMT Norms and cut-off scores for Javanese population between 16 and 39 years old with senior high school and undergraduate level of education.

Abstract:
This study investigated the frequently used language learning strategies (LLS) by Indonesian learners in learning English for a high-stakes exam, IELTS. In addition, differences in the LLS use among participants with different proficiency were examined. Using a quantitative approach, data were collected by using an online survey by utilizing Oxford’s Strategy Inventory for Language Learning (SILL) as the instrument. Sixty-one Indonesian adult learners who had taken IELTS were involved in this study. Their IELTS score indicated their proficiency levels. Data analysis was carried out using Statistical Package for Social Science (SPSS). It involved a descriptive analysis to find the frequency and an independent samples t-test to see the LLS use based on proficiency. The findings revealed that the participants used various LLS in learning English for IELTS. The most frequently used strategies were metacognitive, followed by cognitive, compensative, social, affective, and memory strategies. Meanwhile, the independent samples t-test showed that the difference in the LLS use among participants with different proficiency was not noticeable. Reflecting on the results, it is proposed that English teachers in Indonesia may start growing their learners’ awareness of LLS benefits and teach them to use them properly in their learning English for IELTS.

Abstract:
This study aims to assess hemoglobin (Hb) level difference according to characteristics and wheat flour consumption frequency among Indonesian aged ≥10. This study used national health survey (Riskesdas) 2013 data, involving 42,705 subjects in the analysis. Hb level was the dependent variable and the independent variables included sample characteristics and wheat flour consumption frequency. An independent t-test was used to examine the difference between two categories of variables and one-way analysis of variance for variables ≥3 categories. There were significant differences in Hb level within groups according to gender, age, education, working status, residence, region, wealth index quintile, and wheat flour consumption frequency. Hb level was significantly higher among subjects with consumption of ≥3 times/week (13,435 g/dL) than consumption of 3 times/month or never (13,357 g/dL). By having sex stratification, the highest Hb level was significantly found among those who consumed wheat flour ≥3 times/week, both in women (12,701 g/dL) and men (14,115 g/dL). There was no difference in Hb level according to wheat flour frequency consumption after stratifying the place of residence. By having wealth index quintile stratification, the significant difference was only found among subjects in quintile 2, it showed that Hb level was higher among subjects who consumed wheat flour 1-2 times/week (13,458 g/dL) than 3 times/month or never (13,299 g/dL). Hb level was lower among a group of female, younger age, lower education, unemployed, living in a rural area, living in the eastern region, quintile 1, and wheat flour consumption 3 times/month or never. Maintaining sustainable Fe fortification in wheat flour is important to reduce anemia. Keywords: anemia, iron fortification, wheat flour consumption ABSTRAK Studi ini bertujuan untuk mengetahui perbedaan kadar hemoglobin (Hb) darah menurut karakteristik dan konsumsi tepung terigu penduduk ≥10 tahun. Abstract:
This study aim’s to the Arabic education institutes in Indonesia who think that as-sarhf teaching precedes an-nahw teaching, while others see an-nahw teaching precede pure education, and the two parties forget that the generalization of each of them is not straightforward; the learner from Arabic speakers is not the same as the learner from other speakers, and is specialized in the Arabic language and its literature not like a specialist in other sciences, and it is not correct for these scholars and specialists to be prepared either, but social and professional differences between them are taken into account, so the difference is clear between learning Arabic in its countries and between it in others, as well as between its learning because it is an end and it is because it is a means, which necessitates reviewing some problems the theory of the trade-off between an-nahw and as-sarhf and their teaching for non-Arabic speakers, especially in Indonesia, and we have discussed this issue through a critical approach, and we have come to the conclusion that the solution to obtain competence and integrated language skills is to combine an-nahw and as-sarhf teaching according to certain conditions that go beyond the problems experienced in the development Teaching Arabic in Indonesia, and at the forefront of these problems is reliance on traditional curricula, lack of comprehensive courses and modern teaching methods, as well as insufficient qualification of teachers sufficient and professionally, and relying on courses that do not match the level of Learners and their needs, in addition to the educational content lacking the pedagogical, psychological and cultural linguistic foundations, whether in its choice or its organization.

Abstract:
Study about migration commonly focuses on the migrants themselves. However, some studies showed that migration also has economic and social impacts on their families, including their children. Cognitive ability is one of the fundamental aspects of child human capital development. This research aims to study the effect of parental migration on children's cognitive ability. This study employs longitudinal data from the Indonesian Family Life Survey (IFLS) in 2007 and 2014 analysed using the Pooled Least Square method and Instrumental Variable Two-Step Least Square (IV 2SLS). Descriptive results show a decline in the average cognitive score of children aged 14-25 years. Moreover, there were no significant differences in cognitive scores between children of migrant parents and non-migrant parents. Inferential results also found that parental migration did not significantly affect children's cognitive ability. Children's cognition is influenced by other characteristics such as age, sex, years of schooling, mother's education, per capita education expenditure, and area of residence.

Abstract:
Background: Cigarette consumption remains high and increasing in Indonesia. The government implemented a pictorial health warnings requirement of 40% cover of the pack (front and back) using fear appeal messages. Objective: Our study aims to assess the effectiveness of cigarette pictorial health warnings by message and size. Methods: We conducted a mixed factorial experiment online study using three messaging approaches (fear vs. guilt vs. financial loss) and two picture sizes (40% vs. 75%) among 209 smoking participants. Sociodemographic variables included gender, education, income, employment status, and marital status. Data analysis used a mixed model ANOVA to see the main effect and interaction effect on dependent variables. For subgroup analysis, we used t-test and one-way ANOVA. All analyzes were in SPSS 22. Results: We found significant differences in the three message types, in which fear and guilt have higher effectiveness than financial loss. By subgroup, the guilt message was more compelling among female smokers and married smokers. The financial loss message was effective among lower-income smokers. We found no difference in pictorial health warning effectiveness by image size, potentially because participants could zoom in/out the cigarette pack image on the screen. Conclusions: Our finding supports more diverse message types in pictorial health warnings in Indonesia and other countries.

Abstract:
School is a secondary education environment. For children who have attended school, the environment that every day he entered in addition to the home environment is the school. Teenagers who have been sitting in junior high school or high school generally spend about seven hours a day in school. This means that almost a third of his time each day is spent in school. It is not surprising that the influence of school on the development of adolescent mental health is quite large. As an educational institution, which is the case with the family, the school also teaches the values and norms that apply in society. The problem of sex in adolescents often concerns parents, as well as educators, government officials, experts, and the public. Having casual sex before marriage will eventually carry risks, such as pregnancy. An unwanted pregnancy, because it is not in accordance with the demands and norms that apply in society, results in abortion as a way that is considered to solve their problems. The study aims to find out how attitudes toward pre-marital abortion differ in teens attending high school and MA. The approach used is a quantitative approach with comparative research methods. The research was conducted at Dharma Karya UT High School, Pamulang and MA Manaratul Islam, Jakarta with a sample number of 50 people, 25 high school students and 25 MA students, which were taken by random sampling technique. The data collection instrument used is the Likert model scale. Data processing and analysis techniques are performed with statistical analysis that includes Pearson's Product Moment correlation to test item validity, Alpha Cronbach to test the reliability of data collection instruments, and T-test for testing research hypotheses. The number of valid items for the attitude scale towards pre-marital abortion is 40 items. The reliability of the attitude scale towards pre-marital sex was 0.8366. Based on the T-test, the result of t-calculate (0.989) < t-table (2,021). There was no significant difference in pre-marital abortion attitudes between high school and MA. The results showed that there was no difference in attitudes towards pre-marital abortion in adolescents who attended high school and MA. This is evident from the categorization, both high school students and MA students as much as (40%) have a fairly negative attitude towards pre-marital abortion. It is recommended for further researchers to create pre-marital abortion items in the context of adolescents, in order to represent the research sample. Then it needs to be traced further, what factors can shape a teenager's positive attitude towards pre-marital abortion. So that this can be used as a preventive measure in preventing increasing moral degradation among adolescents, especially Indonesian students, related to pre-marital abortion.

Abstract:
The construction of border regions and disadvantaged areas is one of President Jokowi's and Vice President Jusuf Kalla's Nawacita program. Each region does not have to be exactly the same in carrying out development, differences in development need to be done in order to accommodate the characteristics and capabilities of each region. The term is asymmetric decentralization. This research itself is to support the Draft Law on the Acceleration of the Development of Disadvantaged Regions which is being drafted by the DPD RI. Although the government has issued various policies to catch up, but to realize the acceleration of underdeveloped regional development a strategic legal umbrella is needed. The formulation of the problems raised in this study are: 1) how to realize the acceleration of border area development and lag behind through meeting basic needs such as education, health, food, infrastructure? 2) how to synergize the implementation of these programs to reduce inequality between regions? This research will use normative juridical research and supported by empirical juridical research so that it will be able to see the realization of the acceleration of border area development and lagging through meeting basic needs such as education, health, food, and infrastructure are important in building regional development equality in Indonesia. To realize this, food needs to synergize the implementation of these programs to reduce inequality between regions in Indonesia.

Abstract:
In education in Indonesia, teacher upgrading is carried out, especially discussing the learning system that is suitable for use in the classroom. Among the existing learning systems is the Cooperative Learning system. Cooperative Learning learning system is defined as a group learning activity organized by the principle that learning should be based on changes in social information among its members, and take responsibility for their own learning and be encouraged to improve the learning of other members. This research is to see the Differences in Students' Mathematics Learning Outcomes Using the Student Team Achievement Division (STAD) Method and the Expository Method. The research method uses experiments. Based on calculations and data analysis, this study has shown that there are differences in learning outcomes between the treated class (experimental) and the untreated class (control). This proves that the mathematics learning outcomes of students whose learning process uses the Student Team Achievement Division (STAD) method are better than the mathematics learning outcomes of students whose learning process uses the expository method.
