Abstract:
With the development and spread of information and communication technology, our society is experiencing side effects of digital culture while also benefiting from various digital cultures. Representative side effects have spread significantly, including Internet addiction, copyright infringement, personal information infringement, and digital sex crimes. Digital sex crimes are very serious crimes, and we must find their causes and strongly prevent and deal with them at the social level. In this study, the causes and routes of occurrence of digital sex crimes in Korea are analyzed using statistics on digital sex crimes at the national level over the past four years. The statistical analysis results are as follows. First, the main victims of digital sex crimes are women in their teens and twenties, though the number of male victims is steadily increasing. Second, illegal filming is the most common type of digital sex crime, but it is not statistically significant. In other words, various digital sex crimes are occurring evenly. Third, the relationship between the victim and the perpetrator demonstrates the most temporary relationship, and there is no significant correlation between direct and indirect recognition with respect to the route of crime recognition. Finally, deletion by a digital platform is the highest for adult sites compared to other platforms. Based on these analysis results, this study proposes educational countermeasures to digital sex crimes, such as the need for early education to prevent digital sex crimes and the diversification of crime-reporting methods via the establishment of an educational portal site.

Abstract:
With the development of science and technology, the penetration rate of smartphones has increased, and cyberspace has become more familiar with real life and information accessibility has increased. However, as cyberspace becomes more common, new forms of crime are emerging, and the seriousness of the crime is emerging. Among them, digital sex crimes are the most serious. Amid growing anxiety over the crime, the government announced a comprehensive plan to prevent damage to digital sex crimes and actively discussed enacting and revising related bills, but there is still a gap in support for victims. There is a perception that digital sex crimes are not physically damaged like ordinary sex crimes, and that this crime is lighter than other crimes. However, unlike this perception, digital sex crimes are crimes that are almost impossible to recover from once they are damaged. Once the victim's videos are released into cyberspace, they cannot be permanently deleted, causing pain to victims and social activities cannot be carried out. In other words, the act can be seen as a personality murder of the victim. Despite these criminal characteristics, the system for supporting victims is still inadequate. The lack of understanding of digital sex crimes by investigators and the Ministry of Justice, lack of budget to support digital sex crimes victims' support centers, and difficulties in international cooperation in arresting overseas Internet operators. To solve these problems, education programs should be carried out at the level necessary for each organization to improve the understanding of investigative agencies and the judiciary, and a system should be established to make education compulsory. In addition, it is necessary to expand the budget to support the victims of digital sex crimes, and to join the Cybercrime Prevention Agreement and cooperate with member countries to investigate sites with overseas servers.

AbstractIn light of serious resource constraints, international criminal courts are required to select a small number of crimes for prosecution, leaving others to national courts or, more often, impunity. In recent years, feminists have advocated that such courts give priority to prosecuting sex crimes even at the expense of other serious crimes, including those involving killing. Many international prosecutors have heeded this call, placing special emphasis on the prosecution of sex crimes. At the same time, empirical evidence shows that many people consider sex crimes less serious than crimes resulting in death. There is thus a need to ground the selection of sex crimes for prosecution in the purposes of international criminal law. This essay examines the four primary philosophical bases advanced for international prosecutions – retribution, deterrence, expressivism, and restorative justice – to determine how they inform decisions whether to give priority to sex crime prosecutions. It concludes that retribution and deterrence support such selections at least some of the time, and expressivism and restorative justice provide an even stronger foundation for giving priority to sex crimes.

61 male and 84 female college students completed a 25-item “Attitudes Toward Crime” survey designed to examine ratings of seriousness of crimes. In the survey, the perpetrator of the crime was always a male, but the victim was either a male or a female. Also, subjects compared the seriousness of the crimes with respect to harmful psychological consequences for the victim versus harmful consequences for society at large. Analysis showed a same-sex bias which varied with the type of harm. Men saw little harm to society compared to women, but only when the victim was a man. When individual harm was the issue, however, women saw more harmful consequences than men, but only when the victim was a woman.

Abstract:
The Republic of Ireland’s new Criminal Law (Sexual Offences) Act 2017 (2017 Act) criminalised sex purchase. Drawing on primary data from reports made by sex workers in Ireland to UglyMugs.ie, we analyse trends in violent and other crimes against sex workers in Republic of Ireland (hereafter Ireland). Examining the four-year period 2015–2019, we highlight the various crimes sex workers experience, including incidents of hate crime. Analysis of UglyMugs.ie data found that crimes (including violent offences) against sex workers increased following the introduction of the new law and continued with low levels of reporting of said crimes to the police. The data suggest that the 2017 Act heightens the risks for sex workers. Here, we advocate an intersectional framework to provide a more nuanced understanding of how sex workers in Ireland experience violent and other hate crimes (ICRSE, 2014). We suggest that considering the international research evidence, the most conducive framework in which to reduce violence against sex workers is that of full decriminalisation ( Platt et al, 2018 ). But, as others have pointed out, that legal reform needs to be in tandem with other policies and a refocusing of police resources on sex worker safety, better enabling reporting and access to justice.

Trata-se de estudo que, em sua primeira etapa, utiliza o método documental-quantitativo e visa verificar, a partir da consulta de dados da Vigilância Epidemológica obtidosdo banco de dados do Sistema de Informação e Agravos de Notificação (SINAN) no período de 2009-2012, os índices de casos de mulheres em situação de violência notificados em Bauru/SP. Foram coletadas informações gerais referentes aos registros notificados no SINAN, identificando a tipologia da violência, os dados sociodemográficos, as consequências para a vítima e os encaminhamentos ralizados para órgãos de atendimento, apenas das mulheres com idade igual ou superior a 18 anos. Os dados foram organizados, codificados e submetidos ao teste Estatístico Binomial. Na segunda etapa, realizam-se entrevistas com mulheres em situação de violência sexual visando investigar as vivências de quatro participantes referentes á violência sexual sofrida. Esta amostra foi obtida por meio de consulta aos prontuários do Centro de Referência e Atendimento da Mulher em Situação de Violência (CRAMSV), tendo sido identificados vinte e oito casos, os quais, submetidos aos critérios e elegibilidade do estudo, resultaram em sete casos e destes, quatro casos que puderam participar. As entrevistas foram realizadas individualmente, após convite e procedimentos éticos, utilizando-se o método de Bardin (1977) para a análise de conteúdo das entrevistas. Os resultados indicaram predominância de violência física, (60,89%), seguida de violência sexual (21,14%), sendo que a maioria das mulheres tinha idade superior a 18 anos, baixo nível de escolaridade, e apenas a minoria dos casos recebeu encaminhamentos adequados para a rede de atendimento municipal. Também se observou a inexistência de mecanismos de seguimento dos casos notificados. In almost 3 days, most of the villages in the region were vacated and their residents captured. These events mark the beginning of a campaign of extreme violence that has left men and women apart. Adult men were massacred while girls and women were held for sale as sex slaves. More than 7 years after these events, no prosecution has been brought by International Criminal Court. States are unwilling to try their nationals guilty of crimes of genocide against the Yazidis. This paper aims to analyze the genocide of the Yazidis from the perspective of sexual violence and in particular to determine whether it can be considered to the status of genocide. The origins and legal sources of the genocide are first analyzed. This violence is then examined in the light of certain elements constituting the crime of genocide. Finally, the challenges to be met in the fight against impunity in International Criminal Court are mentioned in the conclusion."

Studying and analyzing crime patterns in big cities is a challenging Spatio-temporal problem. The problem’s difficulty is linked to different factors such as data modeling, unsophisticated hotspot detection techniques, Spatio-temporal patterns, and study delimitation. Previous works have mostly focused on the analysis of crimes with the intent of uncovering patterns associated to social factors, seasonality, and urban activities in whole districts, regions, and neighborhoods. Those tools can hardly allow micro-scale crime analysis closely related to crime opportunity, whose understanding is fundamental for planning preventive actions. Visualizing different patterns hidden in crime time series data is another issue in this context, mainly due to the number of patterns that can show up in the time series analysis. In this dissertation, we propose a set of approaches for interactive visual crime analysis. Relying on machine learning methods, statistical and mathematical mechanisms, and visualization, each proposed methodology focus on solving specific crime-related problems. These proposed tools to explore specific city locations turned out to be essential for domain experts to accomplish their analysis in a bottom-up fashion, revealing how urban features related to mobility, passerby behavior, and the presence of public infrastructures can influence the quantity and type of crimes. The effectiveness and usefulness of the proposed methodologies have been demonstrated with a comprehensive set of quantitative and qualitative analyses, as well as case studies performed by domain experts involving real data from different-sized cities. The experiments show the capability of our approaches in identifying different crime-related phenomena.

"This work includes talking about the crime of Camp Speicher, in which 1,700 students of the Iraqi army of the Sheea creed were killed by the gangs of the terrorist organization ISIS, with the aim of eliminating the members of this sect because of the misleading ideology carried by those gangs. On 6-12-2014, Iraqi soldiers at Camp Speicher (Speicher Air Base) in Tikrit were subjected to murder and enforced disappearance by terrorist organizations because of their affiliation to the Sheea creed. This crime was among a series of brutal crimes for the genocide of Sheeas in Iraq. This is similar to what happened in the Badoush prison crime in the province of Mosul, which the Iraqi Parliament considered it as a crime of genocide, in which these gangs executed about (400) members of the prison inmates of the Sheea component. After ISIS took control of the city of Tikrit in Iraq, and one day after they took control of the city of Mosul, they captured (2000-2200) soldiers and led them to the presidential palaces in Tikrit, and they shot them there and in other areas and buried some of them alive. This disaster had a negative impact on the families of the victims of the Speicher where they went out in demonstrations demanded that the leaders who handed over the victims of Speicher to ISIS must be prosecuted, and in one of the demonstrations they managed to enter Parliament and demanded that the leaders who handed over Speicher to ISIS be held accountable. After that, many demonstrations took place by the families of the victims, some of which led to the closure of a bridge in Baghdad a few times Protesting the government's delay in clarifying the fate of their children or taking quick measures. The Iraqi parliament and government recently considered the Speicher incident “genocide” in reference to the premeditated murder of Badoush Prison inmates in Nineveh Governorate and the unarmed Speicher military base, the premeditated murder of members of the Albu Nimr, Jabour, al-Lahib, and al-Ubaid tribes, and the killing and displacement of civilians from Kurds, Christians, Yazidis and Shabaks in Sahel Nineveh, Sinjar, deliberate killing and displacement of Turkmens in Tal Afar and Bashir. This decision paves the way for obtaining international recognition from it as a ""genocide"" as stipulated in the Contract of the United Nations in 1948, and Iraq signed it in the fifties of the last century. This study attempts to explain the Al-Ikhnasas Court in looking into the crimes of genocide committed by ISIS against the bereaved students of the Air Force Base (Speicher) due to what this issue raised from the national and international public opinion, especially after the involvement of the Iraqi army leaders in this massacre, according to what witnesses reported in that area and what was reported by soldiers who survived the incident, in addition to the involvement of some members of the Sunni tribes in these crimes with the terrorist organization ISIS. The importance of this study lies in the following aspects: - That ISIS elements were tried according to Anti-Terrorism Law No. 13 of 2005, and from our point of view that the aforementioned law is vague and broader than it should be, and it applies to serious and simple crimes from murder to crimes of sabotage, and the list of crimes punishable by the death penalty according to the aforementioned law is a long list and spacious. - The Iraqi government has embarked on an attempt to develop a legal framework to prosecute ISIS elements, and its mission focused on understanding the procedures and results drawn from those judicial efforts, and its mission also focused on showing the efforts taken by the Iraqi government to address violations in the field of the right to life, including those committed by affiliated forces government as well as other international and domestic actors. The International Criminal Court is specialized in considering specific crimes under Article (5) of its Statute, which are war crimes, aggression and crimes against humanity, which necessitates the adaptation of Speicher's crime within any of the mentioned types of crimes. The assumption of the International Criminal Court in relation to the Speicher crime, includes several positive matters and results at the same time a set of negatives, which must be presented to those positives and negatives in order to give preference between them and the choice of authorizing the court to consider the crime or not. The terrorist organization ISIS has committed serious systematic violations, including war crimes and others, and perhaps those that are not under its control, and that none of these crimes can be addressed within the anti-terrorism law, which cannot address human rights violations. The international community has recognized the heinous violations committed by ISIS against the citizens of Iraq by adopting Resolution (2370) in September of 2017, issued by the Security Council, which authorizes the Security Council to appoint an investigation team to support local efforts to hold ISIS elements accountable by collecting and preserving evidence in Iraq, which can rise to a high level, and it was committed by the elements of the organization. It considers that the decision constitutes a burden and an obligation on Iraq to investigate all allegations of violations committed by government forces for the purpose of holding them accountable, as well as requiring the establishment of special courts and trained judges in relation to ISIS crimes to deal with them. Terrorism is a global curse that has recently spread horizontally to all countries of the world and its effects have been concentrated vertically in some countries, and no one denies that the parties to this phenomenon are increasing (perpetrators and victims) and the United Nations in particular and the international community in general has not succeeded in reducing it despite the fact that the resolutions of the UN Security Council It is increasing, but the proportionality is absent between these decisions and the practical reality. The phenomenon of terrorism is spreading rapidly, and the perpetrators of terrorist acts are on the rise, corresponding to an increase in the victims of terrorism. Also, the circumstances and events that Iraq is going through, especially after 2003, put it at the forefront of countries which suffers from terrorism that has killed the people, using methods and forms that were not previously known and brutal and bloody cruel. ) for the year 2005, and since terrorism was not limited to Iraq, but included many countries, and was not specific to a place or time, nor was it recent in terms of composition. In addition, the aforementioned law cannot be aware of all violations of international and humanitarian law, as we mentioned previously, which requires the necessity of referring the criminals to a competent court. The Court conducts its rule under Article (13) of its Statute when referred to it by a state party to the same system or by the Security Council or when the Public Prosecutor conducts the investigation on his own, and then how does the Court take its measures regarding the aforementioned crime if we take a look Considering that the State of Iraq is not a member of the Statute of the Court. The rule of the court is free from the death penalty, which makes the idea of authorizing the court to consider the crime rejected by most Iraqis, especially the families of the victims. What are the negative aspects of the Iraqi national judiciary’s view of the Speicher crime, and how can it be avoided if the International Criminal Court plays this role? What are the guarantees provided by the court in the event that it proceeds with its procedures regarding this crime? The research on this subject is according to the appropriate method, which is the analytical and comparative method, which works on studying and comparing topics by analyzing ideas and jurisprudential rulings, and the positions of the governments of countries and the United Nations, as well as the resolutions of the Security Council and the General Assembly, and comparing arbitration between Iraqi courts. And the international courts regarding the trial of the perpetrators of the Speicher base crime, and then come up with a set of conclusions and recommendations."

Introdução: A Lei Sansão, Lei n° 14.064/2020 surgiu justamente para alterar alguns dispositivos da Lei de Crimes ambientais, acrescendo o art. 32, que prevê a conduta da prática de maus-tratos, ou ainda mutilação de animais domésticos, dando maior rigorosidade em relação aos diplomas anteriores que tratavam do assunto. Objetivos: O presente artigo, busca falar a respeito da lei Sansão, e de como a mesma se introduziu dentro do ordenamento jurídico brasileiro, buscando tornar o crime de maus-tratos, punível com detenção de três meses a um ano, cominado ainda com multa, tornando, assim, a responsabilidade daquele agente que comete tais atos, não apenas administrativa, mas sim, também penal. Metodologia: O presente trabalho se pauta em uma pesquisa de cunho bibliográfico, que possibilita a recuperação de conhecimentos já sistematizados em determinada área. Além disso, materiais publicados em livros e trabalhos acadêmicos, são capazes de sustentar pesquisas tendo como premissa o modo de acesso as fontes secundárias. Neste sentido, buscou-se efetuar pesquisas em portais de periódicos, além de investigações relacionadas a leis, decretos e documentos que pudessem sustentar a discussão aqui proposta. Destaca-se que a pesquisa bibliográfica possibilita um estudo mais amplo sobre o tema, pois utilizase de uma grande quantidade de fenômenos, diferentemente da pesquisa realizada de maneira direta. Resultados/Discussão: A aplicação e criação da Lei Sansão, possui como objetivos principais, não apenas a incidência de um maior rigor em relação ao crime, mas evitar que os benefícios processuais dos crimes de menor potencial ofensivo, pudessem ser aplicados dentro do caso concreto. Dentro do caso concreto, o objetivo do legislador não pode ser alcançado em sua totalidade, porque apesar de trazer uma qualificadora no art. 32, o ar. 28-A do CPP, se aplica aos crimes de maus-tratos. Isso significa dizer que, o indivíduo que cometer maus-tratos, pode ter acesso ao acordo de não persecução penal. Conclusão: Pode-se concluir que a Lei Sansão, traz à tona o fato de que não se discute que proteger os animais seja imprescindível, obrigatório, indeclinável e indispensável. O cerne do debate é outro e passa por uma interpretação sistemática do sistema penal brasileiro, visto que conforme demonstrado, existem erros na redação da lei. Porém, mesmo assim, não se deve falar em uma ineficácia da lei, visto que em relação ao crime de maus-tratos, a lei propõe sobretudo, que com penas mais rígidas se consiga alcançar índices de prevenção maiores. Many of them survived for centuries, some for more than two millennia, like the Medinas of the MENA region, and they are still thriving. They survived many natural and human-made hazards and crises not to mention fundamental cultural and economic changes. Urbanists and sociologists believe that the key to a sustainable agile city is the existence and living of a community with its inhabitants and users. When the community vanishes, and the communal societal spirit disappears, it is only a matter of time before a city begins to decline and potentially fully disappears or mutates. A gradual disintegration of various infrastructure systems and services leads to crime rise, poverty, deficient educational and health systems, and a growing social divisions and inequalities.

Introdução: A Síndrome de Ehlers-Danlos (SED) é um distúrbio hereditário do tecido conjuntivo, e sua prevalência na gravidez é estimada em 1:150.000 gestantes. A doença em geral é caracterizada pela presença de hiperextensibilidade da pele, hipermobilidade articular, luxações, fragilidade do tecido, alterações cardíacas, ruptura arterial, como ruptura espontânea, dissecção, aneurisma dissecante e até mesmo alterações oftalmológicas, como ceratocone e descolamento de retina. Por ser uma condição rara, não há ampla literatura sobre a doença e o ciclo gravídico-puerperal. Objetivo: Descrever o caso de uma paciente com SED com intercorrências de dores articulares durante o pré-natal, porém com evoluções materna e neonatal favoráveis. Material e Métodos: D.S.R., feminina, 24 anos, G2P1A0, natural do Rio de Janeiro. Apresenta diagnóstico de SED há nove anos, com hipermobilidade articular e dor, porém sem acompanhamento regular com reumatologista. Iniciou seguimento de pré-natal em um serviço de alto risco, onde realizou seis consultas. As intercorrências na gestação se deram em função das várias crises de dor articular, que cessavam parcialmente com analgesia venosa. Sem intercorrências obstétricas durante o pré-natal e o parto. Paciente foi submetida à cesariana eletiva, com 38 semanas e 5 dias. Nascimento de recém-nascido (RN) do sexo feminino, pesando 3435 g, Apgar no 1 minuto 9 e no 5 minuto 9. Puerpério fisiológico, sem intercorrências. Resultados: A SED envolve alterações hereditárias em genes que afetam a síntese e o processamento de diferentes formas de colágeno, que são importantes na estrutura de muitos tecidos e órgãos, incluindo a pele, os tendões, os ligamentos, os vasos, o esqueleto e os olhos. A base genética para a maioria dos tipos de SED foi definida, exceto para o tipo hipermóvel (que é provavelmente geneticamente heterogênea), e o teste genético pode ser útil para diagnosticar vários desses distúrbios. A paciente descrita, embora não tenha o teste genético confirmatório, provavelmente possui a SED tipo III, pelas características de hipermobilidade articular, dor articular e luxações. A escolha pelo parto cesáreo foi por conta das crises de dor articular apresentadas pela paciente durante o pré-natal. Complicações obstétricas podem ocorrer, como ruptura prematura de membranas ovulares e prematuridade. A gravidez pode ser o primeiro evento com risco de complicações nessas mulheres, principalmente a rotura uterina, as rupturas intestinais e, com mais gravidade, as rupturas vasculares. Conclusão: As pacientes com SED devem ser encaminhadas para unidade de pré-natal de alto risco, preferencialmente em hospital terciário com suporte multidisciplinar em razão do risco potencial de complicações graves. O aconselhamento genético tem papel fundamental por permitir melhor caracterização do tipo de SED e orientação quanto aos riscos de perpetuação da doença na futura prole. É de grande valia a identificação do tipo de SED para manejo obstétrico seguro e adequado.

Crime levels are a perennial development problem in Latin America and a renewed concern in the United States. At the same time, trust in the police has been falling, and questions abound about citizens' willingness to support government efforts to fight crime. We conduct a survey experiment to elicit willingness to contribute toward reducing crime across five Latin American countries and the United States. We compare homicide, robbery, and theft estimates and find a higher willingness to contribute for more severe crimes and for higher crime reductions. In addition, we examine the role of information on the willingness to contribute by conducting two experiments. First, we show that exposing respondents to crime-related news increases their willingness to pay by 5 percent. Furthermore, while we document a 7 percent gap in willingness to pay for crime reduction between people who under- and over-estimate the murder rate, we find that this gap can be wholly eliminated by informing them about the actual level of crime. On average, our estimates suggest that households are willing to contribute around $140 per year for a 20 percent reduction in homicide. This individual-level predisposition would translate into additional investment in public security efforts of up to 0.5 percent of GDP.

O sea, que se está creando un clima similar a los años más duros de la dictadura de Pinochet, donde Carabineros de Chile, se ha transformado en una institución no solamente de sometimiento por parte del Estado a raíz de cuestiones políticos, sino que también ha desarrollado un comportamiento propio de grupos que operan con independencia del poder civil, cometiendo una serie de crímenes en virtud de la defensa de sus intereses organizacionales.

This rapid literature review summarises the key evidence on the impact of social inequalities and discrimination on vulnerability to crises. The review focuses on inequalities among groups in society arising from the discrimination of people based on their gender; age; disability; sexual orientation, gender identity and/or expression, and sex characteristics; and religious belief. It has looked for evidence on whether – and how – these inequalities and associated discriminatory norms and practices affect people’s experiences of a severe humanitarian crisis. The review looks mainly at the impact on individuals, with a final section briefly summarising key points on the impact of social inequalities and discrimination on collective vulnerability to crises. The scope of this rapid review is limited to providing some illustrative examples of the evidence relevant to this broad query. It is not a comprehensive mapping of all the available evidence; the review has been undertaken through nine days of research, through online searching of publicly available and English language materials, and input from a few experts.

Abstract:
This rapid review provides examples of what has worked to include people in humanitarian assistance who experience heightened vulnerability during crises, due to social inequalities and discrimination relating to gender, age, disability, sexual orientation, gender identity and/or expression, and sex characteristics; and religious belief . Overall, robust evidence is limited for what are, in most cases, relatively new areas of practice in challenging crisis situations. However, the literature does identify promising practices. Emerging themes from the research on what has potential for improving inclusion in humanitarian assistance include: affected people’s meaningful participation in intervention planning and design; whole-of-community approaches while maintaining accountability to the targeted beneficiaries; multi-component approaches combining complementary strategies (e.g. economic empowerment with social norms change programming); longer-term, pre-crisis investment in relationships with, and capacity building of, local organisations; and disaggregating data and undertaking intersectional analyses to include those hardest to reach.
