Abstract:
Background:Major incidents affecting large numbers of people may increase the rate of acute cardiovascular events, even among those who are not directly involved in the incident. It is hypothesized that the MV Sewol ferry disaster (South Korea) would increase the incidence of cardiovascular events nation-wide.Methods:Data on all adult patients (>18 years) who were diagnosed with acute cardiovascular events, including acute myocardial infarction (MI), angina, and cardiac arrhythmias, were extracted from the National Emergency Department Information System (NEDIS) from March 15 through June 17, during the years 2011-2014 (four weeks before to eight weeks after the event date). Poisson regression models were used to calculate the incidence rate ratios (IRRs) comparing the weekly changes in the occurrences of cardiovascular events from the week of the Sewol event (April 16-22, 2014) to eight weeks after the disaster (June 11-17, 2014), using the one-month period before Sewol as a reference period (March 15-April 15), adjusting for calendar years (years 2011-2014) and environmental factors.Results:During the study periods, cardiovascular events were identified in 73,823 patients. Compared to the reference period, the week of the Sewol disaster and the three weeks after the disaster showed a significant increase in the number of acute cardiovascular events, IRRs of 1.09 (95% CI, 1.03-1.15) and 1.08 (95% CI, 1.02-1.15), respectively (P <.01 for both). In particular, there was 21% increase in incidence of arrhythmia (IRR = 1.21; 95% CI, 1.02-1.44; P = .03) during the week of the Sewol disaster compared with the reference period.Conclusion:This study showed a significant increase in the incidence of acute cardiovascular events during the week of, and the three weeks after, the Sewol ferry disaster in 2014. These additional cardiac emergencies may be triggered by emotional stressors related to the event, highlighting the public health importance of indirect exposure to a tragic catastrophe.Kong SY, Song KJ, Shin SD, Ro YS. Abstract:
The severity of recent disasters is differentiated from previous ones in that the patterns of disasters appear widely. Although the concept of disasters is changing, most studies have focused on recovery of physical damage caused by disaster. This study intends to expand the scope of disaster response and suggest the necessity of community restoration through community policy. Recent disasters tend to be complex disasters combined with various factors within society. In order to systematically respond to such disasters, it is necessary to respond by expanding the scope of the time and space of the disaster. The concept and characteristics of community can also be presented from various perspectives. This paper focuses on the fact that communities can be given new roles in disaster situations. Following the conceptual approach to disasters and communities, this study looked at community programs in the Sewol-Ferry disaster. Although the response to the Sewol-Ferry disaster has not been completed, this case has the meaning of drawing up the agenda of community restoration in a disaster situation. In conclusion, this study emphasizes the need for a more expanded approach to national disaster response. In order to achieve the policy goal of community restoration, disaster response needs to expand the scope of its time and space. In addition, the application method of the community program should also examine various approaches.

On 16 April 2014, the Sewol Ferry sank off the coast of Jindo, Korea, resulting in the deaths of 304 passengers. The Korean government enacted the ‘Sewol Ferry Special Act’ to provide special forms of compensation to victims by the State. It permits the Korean government to subrogate the claims of the victims and to take action against the private persons and public agencies at fault for the sinking of the Sewol. But problems have arisen because of the complexities of insurance law and the difficulties of identifying the respective degrees of fault between the responsible parties.

Abstract:
April 16, 2020 marked the 6th anniversary of the Sewol ferry disaster. The tragic event roused South Korean civilians and gave rise to numerous rumors and propaganda myths, which formed the basis for the so-called “candle revolution”. They included both a conspiracy theory about the disaster, and the thesis that the main cause of the death of children was the criminal inaction of the corrupted Park Geun-hye administration and the ex-President herself. The examination of the remains of the ferry raised in 2017 after the impeachment of Park drew a thick line under the conspiracy theories (explosion on board, collision with a US submarine, etc.). Nevertheless, the question “what went wrong?” remains unanswered despite politically committed investigations. Meanwhile, most of the rumors circulating after the tragedy that brought people to the streets were never proven. Moreover, Park Geun-hye was acquitted by the Court of the charges related to the Sewol. The facts show that the blame for a great number of victims is not on the Blue house, but on the local authorities, who were unable to effectively conduct rescue operations, and later openly practiced window-dressing and misinformed their superiors. The President therefore did not receive timely information that would require a rapid response on her part. As the case involved the province of Jeolla (a regional stronghold of the Democrats), the opposition expressing storm of abuse had the advantage of shifting the blame from them to the Central government and it succeeded in doing this. The information campaign of Park Geun-hye's opponents contributed to her wilt and the formation in the mass consciousness of the former President’s image that played its role in the later developments.

Background. This study aimed to investigate medical records using traditional Korean medicine (TKM) in Sewol Ferry disaster in 2014 and further explore the possible role of traditional medicine in disaster situation. Methods. After Sewol Ferry accident, 3 on-site tents for TKM assistance by the Association of Korean Medicine (AKOM) in Jindo area were installed. The AKOM mobilized volunteer TKM doctors and assistants and dispatched each on-site tent in three shifts within 24 hours. Anyone could use on-site tent without restriction and TKM treatments including herb medicine were administered individually. Results. The total of 1,860 patients were treated during the periods except for medical assistance on the barge. Most patients were diagnosed in musculoskeletal diseases (66.4%) and respiratory diseases (7.4%) and circulatory diseases (8.4%) followed. The most frequently used herbal medicines were Shuanghe decoction (80 days), Su He Xiang Wan (288 pills), and Wuji powder (73 days). Conclusions. TKM in medical assistance can be helpful to rescue worker or group life people in open shelter when national disasters occur. Therefore, it is important to construct a rapid respond system using TKM resources based on experience.

Background: Perceived justice after man-made disaster bereavement may involve as a protective factor in the recovery process. However, perceived justice related to posttraumatic stress disorder (PTSD) or complicated grief (CG) after disaster bereavement has not been sufficiently discussed in previous studies. Aims: This study aims to assess PTSD and CG in bereaved parents of Sewol disaster and to explore whether perceived justice is related with the diagnostic groups. Methods: Bereaved parents of Sewol disaster ( N = 122) were interviewed approximately 2 years after the incident. Structured interviews for PTSD and CG were assessed, and perceived institutional justice surrounding the incident was measured. Symptom groups were identified, and multinomial logistic regression was conducted to find whether perceived justice was related with PTSD or CG. Results: Participants showed high rates of CG and PTSD, and were classified into the both PTSD and CG group, the CG-only group and the resilient group. The analysis revealed that less perceived justice and being a mother increased the likelihood of having both PTSD and CG. Less perceived justice also showed a tendency to be associated with having CG without PTSD. Conclusion: Parents bereaved by the Sewol disaster had high PTSD and CG related to lower levels of perceived justice surrounding the post-disaster period. Post-disaster environment seeking justice may facilitate the natural grieving process or encourage access to effective individual interventions.

Recently, the frequency of social disasters has increased as much as natural disasters, and research on safety diagnosis of social disasters is increasing. Although risk maps are produced and published to citizens based on safety diagnosis results, it is difficult to trust the results if errors in standardization are included in the safety calculation process. Disaster types that include large disasters such as Gangneung forest fire and Ferry Sewol disaster show data distribution with outliers properties, and the results are unreliable due to excessive range setting due to outliers during standardization. Therefore, in this paper, standardization was carried out in consideration of the data on outliers caused by major disasters, and statistical techniques were applied to detect them, which allowed the scope setting for standardization to be reviewed. In addition, the results before and after the analysis were compared in consideration of the outliers, raising the need for data processing, and applying social disaster types with large disaster properties as examples.

In contrast to land, sea routes are exposed to many dangers due to certain conditions on the surface of the water. In the wake of the Sewol ferry disaster in April, 2014, ferry and other ship-related systems were improved. Experts from related organizations have since conducted safety inspections on passenger ships, excursion ships, and ferries in accordance with the National Security Agency and individual laws. These inspections were introduced after the public's attention was raised from not only the Sewol incident but also from the sinking of the cruise ship Hableány, which happened in Budapest, Hungary on May 29, 2015. Accordingly, this study presents measures to improve the safety management of passenger ships, excursion ships, and ferries such as facility standards, inspection regulations, and safety management regulations. These tasks will be accomplished by comprehensively analyzing problems through on-site inspections combined with safety management initiatives which will identify safety issues regarding passenger ships, excursion ships, and ferries.

AbstractThe Sewol ferry disaster is one of the most tragic events in Korea’s modern history. Among the 476 people on board, which included Danwon High School students (324) and teachers (14), 304 passengers died in the disaster (295 recovered corpses and 9 missing) and 172 survived. Of the rescued survivors, 72 were attending Danwon High School, located in Ansan City, and residing in a residence nearby. Because the students were young, emotionally susceptible adolescents, both the government and the parents requested the students be grouped together at a single hospital capable of appropriate psychiatric care. Korea University Ansan Hospital was the logical choice, as the only third-tier university-grade hospital with the necessary faculty and facilities within the residential area of the families of the students. We report the experiences and the lessons learned from the processes of preparing for and managing the surviving young students as a community-based hospital. AbstractWe argue that the 2014 Sewol ferry disaster in South Korea, in which 304 passengers perished, was a result of the mode and process of privatization of South Korea's maritime police and rescue services. Through the development of a nuanced theory of privatization and use of a novel conceptualization of corruption, coupled with empirical analysis, our study shows that the outcome was symptomatic of a wider trend of systematic bureaucratic rent-seeking. A pro-active private sector ready to capitalize on the opportunity, in conjunction with a permissive political environment, resulted in a reduction of state capacity, with devastating consequences.

The aim of this study was to identify the outcomes of parental bereavement and the changes in life experience that follow the traumatic death of a teenage child. The results of the study are aimed to assist counselors and educators who work with themes of grief and loss. From 17 in-depth interviews from parents bereaved by the Sewol ferry disaster of 2014 in South Korea, three main categories were found to capture the reality for parents after the sudden and traumatic death of a teenage child: (a) personal changes, (b) changes in close relationships, and (c) changes in social life. Recommendations for future research and potential implications were discussed.

On December 10, 2021, the ‘Incheon-Jeju’ ferry started its first regular service after 7 years and 8 months. The ferry, which had been cut off after the Sewol ferry disaster in April 2014, was reopened. The resumption of the ‘Incheon-Jeju’ waterway is expected to revive the local economy of the Incheon coastal pier and revitalize the logistics business of the Incheon coastal pier due to the increase in the supply of Jeju agricultural and marine products. In the meantime, the flow of logistics from Jeju to the Seoul metropolitan area via Honam is expected to lead directly from Jeju to Incheon Port, reducing logistics costs and resolving the distortion of logistics, thereby opening the door to logistics business through maritime transport. In addition, Incheon Port Authority expects that the annual number of coastal passengers will recover to 1 million, and it is expected to increase the number of coastal passengers, revitalize the area around the coastal pier and revitalize the local economy by contributing to the expansion of Incheon Port infrastructure and revitalization of coastal tourism. Accordingly, it is necessary to study a plan to revitalize the local economy according to the increase in maritime freight volume between Incheon and Jeju. It is time for policy proposals to revitalize the Incheon regional economy due to the increase in the Incheon-Jeju maritime trade volume. Therefore, in this study, the current status of maritime logistics between Incheon and Jeju before and after the Sewol ferry disaster was investigated, and the ‘total employment of An analysis model was developed for ‘inducing effect’ and ‘economic inducement effect’. Based on this research model, “total employment induction effect” and “economic inducement effect” caused by the increase in maritime transport volume were calculated and “how much the Incheon local economy is activated” simulation was performed. In other words, after the Sewol ferry disaster in 2014, only about 5-6% of Jeju Samdasoo and Jeju agricultural products entered Incheon Port, and on December 10, 2021, sea transportation from Jeju → Incheon Port was resumed and about 60 to 65% of Jeju Samdasoo and Jeju agricultural products were resumed. It is expected to flow into Incheon Port again. Therefore, by estimating the change in future cargo volume for the next three to five years, such as 2022 to 2025, the number of jobs created by the total employment induction effect and the economic inducement effect were calculated. In other words, when the vitalization of maritime logistics between Incheon and Jeju is normalized, Jeju Samdasoo, Jeju agricultural products, etc. will flow into Jeju → Incheon Port, and the volume of marine cargo is expected to increase from a minimum of 1.45 million tons to a maximum of 215 tons. It is expected that the total employment inducement effect will occur from a minimum of 1,629 people to a maximum of 2,618 people. In addition, it was analyzed that there was an economic inducement effect of at least 106 billion won to a maximum of 170.3 billion won due to an increase in the amount of sea freight flowing from Jeju to Incheon.

Abstract:
This study examines how shame, a psychological mechanism suppressing the violation of social norms, is reflected in the news. The results of a content analysis of the South Korean ferry disaster news stories demonstrate that shaming wrongdoers commonly appears in the news stories exposing wrongdoings. It is shown that the news media shame more often when the wrongdoings are confirmed, described in detail, their negative influences are mentioned, or punishment for them is expected. Anger against wrongdoers was the emotion most closely linked to shaming. Our results also demonstrate that shaming is more frequently activated in the Internet media. Especially, vicarious shame felt by some Koreans about other Koreans’ wrongdoings often showed up in the Korean news. Our results provide evidence that vicarious shame and its elements, like guilt, reappear intact in the news. Overall, we suggest that, through the functions of shame, wrongdoings are exposed; identity image of wrongdoers is degraded; lessons about norms are given; mediated scandals are mass-consumed; and, therefore, some of the ethical and commercial characteristics of the news are formed.
