Abstract:
Municipal water and wastewater systems in Virginia are faced with substantial capital needs for the expansion, replacement, and improvement of existing facilities, and the construction of new facilities. To compound this problem, the financial environment surrounding these utilities is changing from one in which grant financing is being replaced by debt financing, and the overall availability of federal and state aid is declining. The literature on utility management emphasizes the use of a "user-pays" approach that makes use of a comprehensive method of cost analysis. This thesis tests the hypothesis that a uniform, comprehensive cost analysis method can be developed to effectively meet the cost analysis needs of municipal water and wastewater systems in Virginia. This is accomplished in a four step process: development and distribution of a questionnaire to all municipal water and wastewater systems in Virginia; analysis of the survey results; description and analysis of the Government Finance Officers Association's comprehensive cost analysis workbook for water and wastewater utilities; and evaluation of this workbook in several Virginia communities. The results of this work show that a comprehensive cost analysis method can be developed which will effectively meet the cost analysis needs of water and wastewater operations in Virginia. However, such a method does have its shortcomings, and further research is recommended.

Pre-treatment of wastewater such as that from poultry slaughterhouses, which contains fats, oil,and grease (FOG) is necessary prior to the primary biological treatment of the wastewater to meet legislated discharge standards and to prevent environmental pollution. Physico- chemical pre-treatment is often applied to remove FOG in poultry slaughterhouse wastewater (PSW) before biological treatment. These pre-treatment methods, in particular physical pre- treatment systems, use synthetic chemicals, known to cause environmental contamination challenges, with FOG being inefficiently removed in certain instances. Biological techniques such as bio-delipidation using enzymatic catalysis for the pre-treatment of FOG-laden PSW could enhance the efficiency of the downstream biological treatment processes. This research focused on further bio-delipidation of PSW pre-treated with a dissolved air flotation system (DAF) for FOG removal using microbial lipases from bacterial strains isolated from the PSW itself. Bacterial strains (n = 2) isolated from the PSW and screened for their potential to produce lipases were found to have a higher bio-delipidation potential when compared to other isolates (n = 18). Both isolates were identified using 16s rRNA as Bacillus sp., i.e. both Bacillus cereus AB1 (BF3) and CC-1 (B3O). These isolates were used to produce lipases, whereby are sponse surface methodology (RSM) was used to optimise pH (4-8) and temperature (30-60°C) as critical production conditions. achieving an optimum lipase production was achieved, with activity of 11.25 U/mL at 60°C, a pH of8 for BF3, and 15.50U/mL at 45°C and pH of 8.8 for B3O respectively, after 72 hours of bioreactor operation. The enzymes produced from both isolates were partially purified using a Bio-Rad size exclusion chromatography column (Bio-Gel® P-60) prior to use in subsequent experiments. The presence and activity of lipase were further determined using p-nitrophenyl acetate (p- NPA) as a substrate with the functionality of the semi-purified enzymes being characterized by optimizing the conditions in which the enzymes were required to function. Lipase activity was enhanced by Mg2+ while Fe2+, Na+, K+, Ca2+ were observed to have an inhibitory effect on the enzymes from both strains. Similarly, reduced stability of the lipases in organic solvents, namely toluene, methanol, and isopropanol, was also established. Additionally, detergents, Triclosan (TCS) (5-chloro-2-(2,4-dichlorophenoxy-phenol) and trichlorocarbonilide (3,4,4- trichlorocarbonilide)(TCC), usually found in PSW as antimicrobial and disinfectant agents to sanitise poultry product processing facilities, were used assess the activity of the enzyme in their presence at a concentration of 30% (v/v) (although these anti- microbial agents are used in minute quantities in cleaning products). The lipases from isolate BF3 maintained an activity of 91.43% and 81.36% in the presence of TCS and TCC, while that of B3O enzyme had 85.32% and 73.91% acitivity, when compared to the reference (control) experiments. The bio-delipidation efficacy was studied under varying pH and temperature conditions using DAF pre-treated PSW, observing a further removal efficiency of fatty acids from the protein- laden PSW at different pH and temperature. Bio-delipidation was found to be largely influenced by pH, as a pH below 7 and above 10 at 40°-45°C, calculated in the bio- delipidation efficiency reduction to below 50%. The temperature range mentioned, i.e 40°- 45°C, had a positive effect on further deffating of the protein-rich DAF pre-treated PSW, as high removal efficiency was observed at this temperature range. This could be due to the characteristic of the enzymes used,or the formation of stable FOG agglomerates and/oremulsion. Overall, a DAF effluent containing residual FOG and proteins was bio-delipidated effectively using enzymes from the PSW isolates, achieving further removal of FOG and proteins by 64.35% to 80.42%, culminating in tCOD reduction and reduced PSW turbidity, further resulting in improved wastewater quality characteristics meeting disposal standards. This study demonstrated that sequential DAF pre-treated PSW bio-delipidation has the potential to enhance the efficiency of downstream biological anaerobic treatment processes for PSW by further reducing residual FOG from a DAF system.

Abstract:

The aim of this study was to compare the water quality of raw wastewater and treated sewage effluents from three different sewage treatment plants in the Western Cape, South Africa. The treatment plants investigated are on the same river system. Sewage treatment plant 1 and 2 use older technologies, while sewage treatment plant 3 has been upgraded and new technologies (membrane bioreactor) were incorporated in the treatment processes. The first objective was to determine the occurrence of total coliforms, Escherichia coli (E. coli) and fluoroquinolone and sulfamethoxazole antibiotic residues in raw wastewater and treated sewage effluents. Bacteria in treated sewage effluents can result in diseases such as dysentery, gastroenteritis, and typhoid upon exposure. A chromogenic test was used to screen for coliforms and E. coli. Enzyme linked Immunosorbent Assays (ELISA) were used to quantitate antibiotic residues (fluoroquinolones and sulfamethoxazole) in raw wastewater and treated sewage effluents. This study showed that bacteria are present in raw wastewater and residual bacteria are released with treated sewage effluents from sewage treatment plants.

The study was conducted to investigate the ecological effectiveness and economicefficiency of four wastewater treatment plants in East Central Indiana (Muncie, Anderson, Alexandria, and Paws). Data were collected from the four plants, then analyzed descriptively and statistically, and compared in terms of ecological effectiveness and economic efficiency. The Muncie, Anderson, and Paws wastewater treatment facilities were not significantly different from one another in terms of biochemical oxygen demand (BOD5) reductions, but each reduced BOD5 more than the Alexandria facility over the three- year period (1996, 1997, and 1998). Plants were not statistically different regarding suspended solids (SS) reductions. The Muncie, Anderson, and Paws wastewater treatment plants were also not significantly different from one another on ammonia reduction, but each plant reduced ammonia significantly more than Alexandria. Muncie and Anderson were not different from each other on dissolved oxygen (DO) levels, but each had a statistically higher level of DO in the final effluent than Alexandria and Paws. The study showed a statistically significant difference in fecal coliform bacteria abatement between Anderson and Alexandria, Anderson and Paws, and Muncie and Alexandria. Furthermore, Muncie, Anderson and Alexandria were different in terms of cost per 1000 gallons of wastewater treated. Muncie has been treating wastewater at a lower cost than the other treatment plants, whereas Anderson had a higher cost over the three-year period.

Abstract:
The research project was initiated to refine the knowledge available on the treatment of rural municipal wastewater by constructed wetlands. Field and laboratory studies were conducted to determine the treatment capacity of a constructed wetland system and to determine a substrate that would be most efficient as a phosphorus adsorption filter. The wetland system consisted of three free-water surface cells, three blast furnace slag filters and a vegetated filter strip, treating municipal wastewater. Bimonthly water samples at the inlet and outlet of each component of the wetland system were analysed for biochemical oxygen demand, nitrate and nitrite, ammonia and ammonium, total Kjeldahl nitrogen, total suspended solids, total phosphorus, ortho-phosphate, fecal coliforms and E. coli. Phosphorus and nitrogen concentrations were determined in the sediment, plant tissue and water column of the free-surface wetland cells. The free-surface wetland cells achieved removals as follows: ammonia and ammonium (52%), total Kjeldahl nitrogen (37%), total suspended solids (93%), total phosphorus (90%) and ortho-phosphate (82%). The vegetated filter strip achieved removals as follows: ammonia and ammonium (28%), total Kjeldahl nitrogen (11%), total suspended solids (22%), total phosphorus (5%) and ortho-phosphate (0%). The slag filters reduced total phosphorus by more than 99%. Phosphorus adsorption measurements were conducted on slag, calcite and shale. Slag was found to be the most effective at removing phosphate.

Abstract:
Many complaints were received from the residential area around the Shatin Sewage Treatment Works (STSTW) about the presence of odour. The dominant odour marker H2S was selected to be studied. A review of the odour measurement and sampling methods, together with the specification of the standard limits and health effects were made. The formation process of H2S was investigated and the abatement and control measures in terms of physical, chemical and biological techniques were compared. The monthly rate of H2S emission in the atmosphere was calculated from the soluble sulfide and the measured wastewater flow at the inlet works, primary sedimentation tanks, aeration tanks, and sludge digestive and storage tanks, and the H2S mapping was carried out at the same places. Meteorological data including wind speed, wind direction, temperature and pressure were collected. The effect of temperature and pH on H2S generation is shown, and the effectiveness of odour control and deodourization processes was studied. A Gaussian dispersion model of Industrial Source Complex version 3 (ISC3) was applied in predicting the ground H2S level at various air sensitive receivers in the vicinity of STSTW. None of the places exceeded the recommended H2S concentration of World Health Organization (WHO) and the odour is a localized problem in STSTW of 35% area having H2S ranging in 0.01--‐0.023ppm. Recommendations are suggested in both short-term improvement in operation and maintenance practice and long-term design and construction of sewage treatment facilities.

This project explains the differences in available financing techniques for wastewater treatment plants and sewers and describes the experiences of Indiana communities that have used the various techniques. The results of the study are presented in a form that other communities can use to make informed fiscal and administrative decisions. While both the traditional and new financing techniques can be used to pay for the needed wastewater improvements of a community, they are not interchangeable. These techniques differ along legal, political, administrative and fiscal lines. Not all techniques are legally available to Indiana communities. Those that are available differ in the ways that they are established, work and provide funds. Individual communities also vary in their experiences with these techniques. Indiana communities need to understand these different financing techniques if they are going to address the problems of wastewater financing.This project examines the new financing methods and loan and grant programs that are now available for communities to finance needed infrastructure improvements. Not all of these methods are available to or appropriate for every community.Communities need to understand how these programs differ and the issues involved with each one. While this thesis can not be a substitute for the advice of an attorney, grant writer, accountant or engineer, it can provide valuable information to local officials. By understanding how these methods work and knowing about the experiences of communities that have used them, other communities can make informed decisions.

The current Environmental Protection Agency (EPA) method utilized for analysis of trace organic chemicals and heavy metals leached from solid waste is the Extraction Procedure (EP) Toxicity Test. Because of various operational problems and limitations of the EP, the EPA has developed and plans to implement the Toxicity Characteristic Leaching Procedure (TCLP), which is an expanded version of the EP capable of analyzing more organic components, in particular volatile organic chemicals.

The purpose of this research was to investigate and compare the ability of the EP and TCLP test procedures to quantitatively recover added surrogate standards (1,2-dibromoethane, bromoform, 1â chlorooctane, fusarex, heptachlor, and DDT) and also qualitatively identify and evaluate unknown trace organic chemicals in domestic wastewater sludges. In order to meet the research objectives established, three small (approximately 1 MGD or less) municipal wastewater treatment plants that land applied their sludges were analyzed.

¹Odour nuisance is increasingly becoming one of the major environmental problems in various countries across the world, especially odour associated with wastewater (Alfonsin et al., 2015; Schlegelmilch et al., 2005; Gostelow et al., 2001). As a result, the management of odour from Wastewater Treatment Works (WWTW) has become one of the environmental challenges besetting these facilities in recent times. The dispersion of odour across the physical boundary of wastewater treatment facilities presents not only negative environmental impacts to the natural environment, but also constitute a nuisance to surrounding populations. The Athlone (WWTW) located in the urban City of Cape Town with high demographics and adjacent to sensitive communities is thus not immune to poor air quality associated with WWTW activities (Walton, 2005). The population growth due to rural-urban migration has further put severe pressure on the facility and thus worsening the odour problem in the area. As a result, complaints have been received by the City Council from the surrounding communities over the last 20 years. In response to these complaints, the management of the WWTW introduced an odour management system with a particular focus on the use of a biotrickling filter coupled with the use of odour masking sprays. This management intervention was adopted in order to control the odour emitted to the atmosphere from the facility (WWTW). While these measures are said to reduce the prevalence of odour to the surrounding environment, it was, however, not clear whether or not such management interventions have reduced odour emitted from the treatment plant. This research was premised on two postulations as an approach to analyse the effect of the odour management plan adopted by the Athlone WWTW’s management and these are: 1) the perceived experience of odour by the adjacent neighbouring communities and, 2) the understanding of the inherent atmospheric dynamics (such as wind velocity, atmospheric stability, inversion layer and ventilation) which influence odour dispersal in the area. The research project argues that these two factors should be taken into account to ensure that the management of odour is sustainable. It is within this background that the research aimed at assessing the management of odour at the Athlone WWTW and to find out, if at all, the inherent local atmospheric conditions in the area and views of the surrounding communities are incorporated into the management of odour from the plant. The methodological design adopted in the study was case study approach. However, the atmospheric data (wind speed and direction) was obtained from the South African Weather Service (SAWS). These variables were analysed qualitatively and experimentally by the use of wind diagrams to provide insight on 2atmospheric stability conditions, surface inversion and topographical properties, and how these phenomenon influences odour dispersion. The study also reviewed previous odour management reports produced by the Althone WWTW management. This type of data was finally supported by data collected from the community by means of a community survey, face-to-face in-depth interviews and qualitative observation. Some major findings from the study revealed that the local weather of Athlone influences the dispersion of odour – facilitating dispersion in the summer through high wind velocities, while impeding dispersion during winter due to the presence of atmospheric stability conditions. Prevailing odours in this community has led to a general feeling of displeasure amongst community members especially since the management of the treatment plan does not include the local community in the decision-making process. In spite of these, the facility’s management approach was found to be more of a response driven nature even though it is ranked as a high-risk facility.

Odorous gases such as hydrogen sulfide have long been associated with wastewater treatment plants, especially those with long forced mains which allow septic conditions to develop. With the encroachment of urban and suburban populations, many wastewater treatment plants are no longer located far enough from residential areas to prevent odor problems. This has lead to renewed efforts to develop odor control techniques. The application of high energy coronas as a means to oxidize odorous gases has been limited by the relatively small size of the corona region around a given charged wire, approximately 1 centimeter at an applied voltage of 35 kilovolts. Attempts to enlarge the effective corona region by spacing wires such that their coronas would overlap have failed due to corona extinction, the destructive interference of the electric fields surrounding adjacent charged wires. This study demonstrates that corona extinction can be avoided in a system of closely spaced wires flanked by grounded plates if the wires are energized individually instead of' simultaneously. By employing a rapid load-switching technique an essentially continuous corona sheet can be produced. A bench-scale device utilizing the rapid switching principle was constructed and its ability to remove odorous gases, including hydrogen sulfide, was demonstrated. The influence of parameters such as flowrate, inlet concentration, switching frequency, temperature, and humidity on removal efficiency was evaluated.

This study documents that external and internal forces were causes of change at VCWTP. External forces caused. Fort Worth to reorganize and introduce new management at VCWTP after 1982. These improvements led to VCWTP being selected best managed wastewater treatment plant in the nation by EPA in 1988. This study first analyzes external and internal forces responsible for changes at VCWTP. A history of plant operations also is reviewed. Personnel interviews were conducted of perceptions of employees. Finally, statistics obtained of the plant operation from 1969 to 1988 are compared with personal interviews. Five forces effect change at VCWTP; population, regulatory requirements, political conflicts, an organizational and managerial factors. Turnaround occurred as external and internal corrections were made.

Wastewater treatment plants rank second to agricultural runoff in the top ten major pollution sources to U.S. surface waters. Such nutrient-rich inputs can degrade aquatic ecosystems by accelerating eutrophication events, especially in summer months when surface water flows are low. Alternative treatment practices, modeled after natural ecosystem processes, could reduce nutrient inputs to surface waters while accumulating biomass and sequestering atmospheric carbon dioxide. I designed and implemented an alternative treatment strategy, using effluent to fertilize trees at the Missoula Wastewater Treatment Facility. The objectives of this work were to assess: 1) environmental impacts of effluent application; 2) tree survivorship; and 3) growth effects. A two acre plantation was established in May 2009 by planting 316 dormant, unrooted stem cuttings of two hybrid poplar species, Populus deltoides X Populus trichocarpa and Populus deltoides X Populus nigra, and the native Black Cottonwood, Populus balsamifera ssp. trichocarpa. The effects of effluent fertilization on poplar growth, soil and ground water nutrient contents were monitored throughout the first growing season of this pilot project. Effluent fertilization nearly doubled poplar growth, and as suspected, had no major impacts on soil or ground water nutrient concentrations. Continued research at this site is necessary to observe environmental impacts as effluent loading rates increase. Our initial results suggest that surface application of wastewater effluent offers a valuable strategy for decreasing effluent input rates to the Clark Fork River. Moreover, this project offers smaller communities a "blue print" from which to design similar projects that remediate nutrient-rich effluent in a cost-effective way.

The problem for effective and optimal control of wastewater treabnent plants is very important recently because of the increased requirements to the qualitY of the effluent The activated sludge process is a type of wastewater process characterized with complex dynamics and because of this proper control design and implementation strategies are necessary and important for its operation. Since the early seventies, when a major leap forward was made by the widespread introduction of dissolved oxygen control, little progress has been made. The most critical phase in the solution of any control problem is the modelling stage. The primary building block of any modem control exercise is to construct and identify a model for the system to be controlled. The existing full Activated Sludge Model 1 (ASM1) and especially University of Cape Town (UCT) models of the biological processes in the activated sludge process, called in the thesis biological models, are highly complex because they are characterised with a lot of variables that are difficult to be measured on-line, complex dependencies and nonlinear interconnections between the biological variables, many kinetic parameters that are difficult to be determined, . different time scales for the process dynamics. The project considers reduction of the impact of the complexity of the process model over the methods for control design and proposes a solution to the above difficulties by development of a reduced model with small number of variables, but still with the same characteristics as the original full model for the purposes of real time.
