Abstract:
This research generated quantitative information into the levels of movement experienced by an "In-care" population, utilising routinely collated administrative social work data as a research tool. This quantitative data was further supplemented by information from focus groups conducted with child and family staff. The routinely collected data was utilised to statistically illustrate the nature of the 'in-care' population in relation to placement types, age of children, age at admission, length of time in care amongst other data. The data was further utilised to determine the levels of movement experienced by children within the care population, and subjected it to statistical significance tests In order to determine whether relationships existed between levels of movement and a range of factors. The statistical data was further supplemented by data from focus groups held with staff working In Children and Family Services. The research found that for the majority of young people in care, high levels of movement were not a feature of their care experiences. The majority of children (78%) in the research population experienced one (51 %) or two (27%) placements during their current care episode. The remaining 22% experienced three (11 %) or four or l1Iore placements (11%). The research found that for those who do experience movement whilst in care, this movement can occur at various stages within their care careers and for different reasons. The findings from the research demonstrate that counting placements is far from straightforward, and even those who experience four or more placements can experience movement at different stages of their care careers. The factors which were found to Impact on the varying levels of movement were presented through the lens of an ecological perspective, as it helped to demonstrate how factors far removed from individual children, call nevertheless, have a very real impact on their care careers.

Abstract:
The ongoing reconciliation process in Canada has been criticized for failing to recognize the larger project of ongoing settler colonialism and for its inability to meaningfully respond to the aspirations and demands of Indigenous peoples for self-determination. However, in the Truth and Reconciliation Commission’s final report, the important recommendation was made for Canada to adopt the United Nations Declaration on the Rights of Indigenous Peoples, the most accomplished proclamation of Indigenous peoples’ rights, especially their right to selfdetermination, as the framework for reconciliation in the country. Following the Commission’s recommendation, the Canadian government committed itself to implementing the Declaration, including its free, prior and informed consent requirement, into the country’s legislation. This is significant for settler colonial violence in Canada continues to manifest itself in a multitude of ways, including through imposed resource extraction projects and environmental violence, which dispossesses Indigenous peoples of their land, violating their right to self-determined social, cultural and economic development, and thus, denying them their dignity. Through an application of Atuahene’s theoretical framework of Dignity Takings and Dignity Restoration, this dissertation conceptualizes eliminatory resource exploitation projects and associated environmental violence as dignity takings in a settler colonial context, whereby Indigenous peoples are dispossessed of their land, as well as their right to self-determination. It then explores the potential role the implementation of the United Nations Declaration on the Rights of Indigenous Peoples free, prior and informed consent requirement, which affirms that Indigenous people should make decisions on matters affecting their lands and/or people, can have for meaningfully restoring Indigenous peoples’ dignity, and thereby affirming their unqualified right to self-determination in settler colonial Canada. The findings demonstrate that while the free, prior and informed consent requirement’s regulatory and normative framework at the international level has the potential to meaningfully restore dignity to Indigenous peoples in theory, an assessment of the requirement’s implementation in the Canadian context reveals the considerable influence national politics and institutional norms have in shaping the requirement’s effective implementation, operationalization and dignity restoring potential.

Abstract:
At the international level, indigenous activism has increasingly taken the form of advocating for ‘indigenous rights.’ These rights-based claims are articulated through a human rights framework, exemplified by the UN Declaration on the Rights of Indigenous Peoples, which was passed by the UN General Assembly in September 2007. Since this time, the Declaration has become the focal point of indigenous activism at the international – and domestic – levels. Proponents of the DRIP have claimed that it moves international law into a “post-Eurocentric” position, and that for the first time, the rights of indigenous peoples have been recognized by the international community. This thesis interrogates the rights-based discourse employed in international indigenous activism. Using postcolonial and poststructuralist theory, it puts forward a hypothesis of double-movement governance affecting indigenous peoples throughout the world. In this thesis, the double-movement is made up of relations between biopolitical management of indigenous lives, and neoliberal governmentality, which come together to establish the power relations within our present-day colonial system. This double-movement governance is then connected to Glen Sean Coulthard’s critique of a politics of recognition framework, on which human rights are based. Together, this theory forms my hypothesis that instead of providing indigenous peoples with emancipatory pathways out of the colonial present, indigenous rights discourses further entrench colonial norms and hierarchies within indigenous communities, and between States and indigenous peoples. Having established my hypothesis, I then test it with empirical data from the Declaration, indigenous fora at the UN, and domestic laws, agreements and policies. Taking the evidence into account, I argue that despite meaningful steps being taken to establish collective rights for indigenous peoples, a rights-based discourse does indeed continue to entrench colonial norms and hierarchies within indigenous communities and between States and indigenous peoples. This is in part because of issues of translation that occur when indigenous claims are articulated through a human rights framework, but also because a system based upon a politics of recognition – such as a human rights framework – is unable to move indigenous peoples out of the present-day colonial relations of power in which they live. Ultimately, such a system is only able to offer indigenous peoples ‘white liberty and white justice.’

Abstract:
This study takes as its focus the contrasting manner in which the Nyoongar indigenous people and the early European settlers utilised three wetland environments in southwest Australia over the century between 1829 and 1939. The thesis offers both an ecological and a landscape perspective to changes in the wetlands of Herdsman Lake, Lake Joondalup and Loch McNess. The chain of interconnecting linear lakes provides some of the largest permanent sources of fresh water masses on the Swan Coastal Plain. This thesis acknowledges the importance of the wetland system to the Nyoongar indigenous people. The aim of this research is to interpret the human intervention into the wetland ecosystems by using a methodology that combines cultural landscape, historical and biophysical concepts as guiding themes. Assisted by historical maps and field observations, this study offers an ecological perspective on the wetlands, depicting changes in the human footprint on its landscape, and mapping the changes since the indigenous people’s sustainable ecology and guardianship were removed. These data can be used and compared with current information to gain insights into how and why modification to these wetlands occurred. An emphasis is on the impact of human settlement and land use on natural systems. In the colonial period wetlands were not generally viewed as visually pleasing; they were perceived as alien and hostile environments. Settlers saw the land as an economic commodity to be exploited in a money economy. Thus the effects of a sequence of occupances and their transformation of environments as traditional Aboriginal resource use gave way to early European settlement, which brought about an evolution and cultural change in the wetland ecosystems, and attitudes towards them.

Abstract:
In this master’s thesis, which takes the format of an introductory chapter, publishable paper, and conclusion, I examined camp programs for Indigenous youth that are run by Christian organizations in Canada, with the goals of bringing attention to this phenomenon and provoking dialogue on possibilities (or impossibilities) of reconciliation in these contexts. I employed an exploratory case study methodology, using semi-structured interviews, questionnaires, and internet-mediated document analysis, to address the following research questions: i) What are the key characteristics of summer camps for Indigenous youth run by Christian organizations in Canada?; ii) To what extent are Indigenous staff members or volunteers and Indigenous cultures included at summer camps for Indigenous youth that are run by Christian organizations in Canada?; and iii) What does or could reconciliation look like in the context of these camps?, and present results and conclusions based on the collected data. This work is particularly timely and significant in light of the work of the Truth and Reconciliation Commission (2015) and broader work for decolonization and improved relationships between Indigenous and non-Indigenous peoples in Canada.

Abstract:
This study explores the early history of Sydney's Rocks area at two levels. First, it provides a much-needed history of the city's earliest, oldest-surviving and best-known precinct, one which allows an investigation of popular beliefs about the Rocks' convict origins, and which challenges and qualifies its reputation for lowlife, vice and squalor. Second, by examining fundamental aspects of everyday life - townscape, community and commonality, family life and work, human interaction and rites of passage - this study throws new light on the origins of Sydney from the perspective of the convict and ex-convict majority. Despite longstanding historical interest in Sydney's beginnings, the cultural identity, values, habits, beliefs of the convicts and ex-convicts remained largely hidden. The examination of such aspects reveals another Sydney altogether from that presented by governors, artists and mapmakers. Instead of an orderly oupost of empire, a gaol-town, or a 'gulag', the Sydney the Rocks represents was built and occupied largely according to the tastes, priorities and inclination of the people, with relatively little official regulation or interference. While the Rocks appeared 'disorderly' in the eyes of the elite, it nevertheless functioned according to cultural rules, those of the lower orders - the artisans, shopkeepers, publicans, labouring people, the majority of whom were convicts and ex-convicts.

Abstract:
This thesis examines history teaching in New Zealand primary schools between 1900 and 1940, situating the discussion within an intertwined framework of the early twentieth-century New Education movement, and the history of Pakeha settler-colonialism. In particular, it draws attention to the ways in which the pedagogical aims of the New Education intersected with the settler goal of ‘indigenisation’: a process whereby native-born settlers in colonised lands seek to become ‘indigenous’, either by denying the presence of the genuine indigenes, or by appropriating aspects of their culture. Each chapter explores a particular set of pedagogical ideas associated with the New Education and relates it back to the broader context and ideology of settler-colonialism. It examines in turn the overarching goals of the New Education of ‘educating citizens’, within which twentieth-century educationalists sought to mobilise biography and local history to cultivate a ‘love of country’ in primary school pupils, exploring the centrality of the ‘local’ to the experience-based pedagogy of the New Education. Next, it argues that the tendency of textbook histories to depict governments – past and present – in an overwhelmingly positive light, served important ongoing colonising functions. Next it examines the influence of the Victorian ideal of ‘character’ in textbooks, particularly during the first two decades of the twentieth century, through a pedagogy centred upon the assumption that the lives of past individuals or groups could be instructive for present generations.
By the 1920s and 1930s, the normative models of behaviour represented by character had come under challenge by the more flexible notion of ‘personality’ and its associated educational aims of expression, creativity and self-realisation, aims that emerged most clearly in relation to the use of activity-based methods to teach history. The juxtaposition of textbooks and activity-based classroom methodologies in the primary school classrooms of the 1920s and 1930s brought to light some of the broader tensions which existed within the settler-colonial ideology of Pakeha New Zealanders. The longer-term impact was a generation for whom the nineteenth-century British intrusion into Maori lands and cultures from which Pakeha New Zealanders massively profited was normalised.

Looking to the places we live to inform our understandings of identity and belonging, this métissage of place-based stories draws on personal narratives and intergenerational stories to re/create meaning in new spaces and contexts. Through the interweaving of personal and academic stories, this research provides a space for critical engagement, creative scholarship and learning. The pedagogical possibilities of places and understanding of curriculum as both the lived experiences and knowledge/s that shape and in/form our identities and understandings. As newcomers, settlers, and treaty members, living on Turtle Island/North America, perhaps we must begin by looking at the places where we live and dwell, to better understand our responsibilities to both the land and peoples. Unsettling narratives that disrupt textbooks histories, and the re/telling of new/old stories. Using bricolage to gather up the fragments and/or pieces left behind – artefacts, memories and stories, I begin to re/trace the footsteps of my grandmothers - the re/learning his/her/stories, stories of shifting cultural identities and landscapes - and be/longing to places, while also examining how notions of be/longing are transformed through intergenerational stories and our connections to places. Stories that may help to move and guide us forward in a good way. From wasteland to reconciliation, this work examines the meaning of places to our lives and learning, as well as our responsibilities to land and peoples – those who came before, and the generations before us.

The research aimed to analyze the conflicts for the ownership of the land between Indians and settlers in the Indian Region Surumu Raposa Serra do Sol in Brazilian State of Roraima and the reasons that determined this conflict. To verify the processes arising from the occupation by non-Indians in the region and the repercussions for the indigenous community, as well as analyzing the results of conflicts in the economic, social and environmental implications for the community. We started from the hypothesis that the entry of squatters on Indian reserve, as was the small farmers that generated conflict and violence in indigenous communities. The research was conducted in the Surumu region being conducted interviews and life stories with leaders and professors. The survey results allowed us to verify that the entry of settlers changed the social, economic and cultural development of indigenous communities living in the Raposa Serra do Sol conflicts caused violence and the death of many indigenous and environmental degradation. This picture has been modified by the intervention of the religious organizations that supported the struggle for the demarcation of indigenous lands in Roraima State and the Brazilian federal government that guaranteed the landmark. The process of inoccupation of the land was long, demanding the intervention of the Brazilian Supreme Court actually to occur remove the invaders
A pesquisa teve como objetivo analisar os conflitos pela posse da terra entre índios e posseiros na região Surumu Terra Indígena Raposa Serra do Sol Roraima e os motivos que os determinaram. Verificar os processos decorrentes da ocupação pelos não índios na região e a repercussão para a comunidade indígena, bem como analisar os resultados dos conflitos nos aspectos econômicos, sociais e ambientais e suas implicações. Partiu-se da hipótese de que a entrada de posseiros na terra indígena, como pequenos criadores foi o que gerou conflitos e violência nas comunidades indígenas. A pesquisa foi realizada na região Surumu sendo realizadas entrevistas e historia de vida com lideranças e professores da comunidade. Os resultados da pesquisa permitiram verificar que a entrada dos posseiros mudou a vida social, econômica e cultural das comunidades indígenas que vivem na Terra Indígena Raposa Serra do Sol. Os conflitos ocasionaram violência e morte de indígenas, além da degradação ambiental. Esse quadro foi modificado pela intervenção da igreja que apoiou a luta pela demarcação das terras indígenas em Roraima e do governo federal que garantiu a demarcação. O processo de desocupação da terra foi longo, exigindo a intervenção do Supremo Tribunal Federal para que de fato ocorresse a desintrusão dos posseiros

Abstract:
The Sámi’s past activities have been documented historically from a European perspective, and more recently from an anthropological viewpoint, giving a generalised observation of the Sámi, during the study period of AD200-AD1800, as semi-nomadic hunter gatherers, with several theories suggesting that interaction with Europeans, through trade, led to the adoption of European activities by certain groups of the Sámi (Eiermann, 1923; Paine, 1957; Manker and Vorren, 1962; Bratrein, 1981; Mathiesen et al, 1981; Meriot, 1984). However, there is almost no information on the impact the Sámi had on the landscape, either before or after any adoption of European activities, and none investigating what cultural footprint or indicators would remain from Sámi or European occupation and/or activity within the typically podzolic soils of Northern Sweden. Consequently the thesis aims to contribute to the gap in knowledge through the formation of a podzol model identifying the links between anthropogenic activity and the alteration of podzol soils, and through the creation of soils based models which identify the cultural indicators associated with both Sámi and European activity; formed from the identification of cultural indicators retained within known Sámi and European sites. The methods used to obtain the information needed to achieve this were the pH and magnetic susceptibility from bulk soil samples and micromorphological and chemical analysis of thin section slides through the use of standard microscopy and X-ray fluorescence from a scanning electron microscope. The analysis revealed that the Sámi had an extremely low impact on the landscape, leaving hard to detect cultural indicators related to reindeer herding in the form of reindeer faecal material with corresponding phosphorous peaks in the thin section slides. The European footprint however, was markedly different and very visible even within the acidic soil environment. The European indicators were cultivation based and included phosphorous and aluminium peaks as well as a deepened, highly homogenised plaggen style anthropogenic topsoil rich in ‘added’ materials. An abandoned European site which visibly and chemically shows the formation of a secondary albic horizon within the anthropogenic topsoil also provides an insight into the delicate balance of cultivated soil in northern Sweden, whilst reinforcing the outputs identified in the podzol model. Due to the almost invisible Sámi footprint on the landscape, areas of overlap were impossible to identify however, there was no evidence of the adoption of European cultivation activities at any of the Sámi sites investigated. The only known area of interaction between the two cultures was an official market place which had been a Sámi winter settlement prior to its use as a market site. This site showed none of the reindeer based Sámi indicators or the cultivation based European indicators, but did contain pottery fragments which could be linked to trade or occupation. Overall, the thesis reinforces the low impact expected of the semi-nomadic Sámi and sheds light on the underlying podzolic processes influencing the anthropogenically modified soils of Northern Sweden. The podzol model is reinforced by several findings throughout the thesis and the soils based cultural indicator models for both Sámi and European activity have been successfully tested against independent entomological and palynological data and therefore provide reliable reference material for future studies.

Abstract:
Over the last ten years, there has been extensive scholarly debate about the nature of settler colonialism and the category ‘settler’. The central problem animating this dissertation is the question of how we understand the position of a settler group like the Doukhobors in Canadian settler colonialism. In 1899 approximately 7,500 members of the Doukhobor religious movement fled oppression in Russia and arrived in Canada with the hope of creating an earthly paradise based on communal economy, mutual aid, pacifism, and an anarchistic theology. Less than a decade after fleeing Tsarist oppression in Russia and settling in the Canadian prairies, the Doukhobors once again came into conflict with a government; this time the conflict revolved around land and compliance with homestead regulations. This moment marked the beginning of more than half a century of provincial and federal government attempts to assimilate recalcitrant factions of the Doukhobor community. A number of tactics including opportunistic land policy, imprisonment, removal and forced education of children, legislation targeting communal property and inducements to integrate into mainstream Canadian society were employed by provincial and federal governments to make the Doukhobors into proper settler subjects. By examining these government attempts to re-make Doukhobor subjectivity in the image of an idealized Anglo-settler identity, this project sheds light on the broad process through which ‘settlers’ are ‘made’ by government action. Drawing on archival iv sources, this dissertation exposes the intersection of Canadian government policy, and colonial ideas, directed towards Indigenous peoples and the Doukhobors from 1899 until 1960. I examine this intersection through the themes of land, education, and colonial knowledge creation in government reports. The dissertation finds that the twin elements of settler colonialism—settlement and dispossession—must be considered as a unified political project. During the period under study there is significant transfer of ideologies and policies between those officials working on the assimilation of settlers and those working toward the dispossession of Indigenous peoples. The dissertation concludes that an important element of the category ‘settler’ is its political nature, and therefore its contingent and contestable nature.

Abstract:
This thesis explores technologies of power that operate in British Columbia’s policy for consultation with Indigenous peoples about proposed land and resource decisions. I use the concept of settler colonialism to analyze the contents of British Columbia’s consultation and accommodation policy to assess whether and how the policy is oriented toward settler-colonial relationships. I analyze a British Columbia provincial policy document entitled Updated Procedures for Meeting Legal Obligations When Consulting First Nations Interim. By focusing on this policy document, I examine how power operates through settler state law and policy. I critically analyze three technologies of power that operate in British Columbia’s consultation and accommodation policy: the administrative law principle of procedural fairness, recognition politics, and the assumption of legitimate settler sovereignty. I consider how the policy’s focus on process reveals colonial power dynamics. Furthermore, I argue that recognition politics operate in the policy because Indigenous difference is recognized and some space is made for Indigenous actors to exercise authority, however the settler state retains final decision- making authority, which shows a colonial hierarchy of power. Historians have often discussed the process of Zionist settlement in Ottoman and mandate Palestine as if it occurred in isolation from, and without impact on, the indigenous Palestinian Arab population. Revisionist scholars, including Gershon Shafir and Gabriel Piterberg, have challenged this portrayal. They argue that the presence of the Palestinian Arabs on the land, as well as their participation in the labour market, had a fundamental influence on the development of divergent Zionist settlement strategies. This thesis complements and supports this argument through analysis of the participation of two influential Zionists, Alexander Aaronsohn and Norman Bentwich, in a series of legal actions known as the “Zeita Lands Case”. The case itself, which took place under the British mandate between 1923 and 1931, is discussed in detail. The lives and background of Bentwich and Aaronsohn are examined in order to contextualize their participation in the case.

In Canada, progress towards reconciliation with Aboriginal Peoples has been slow, in part because of a lack of emphasis on interpersonal reconciliation—changes in the beliefs, attitudes, and behaviours of non-Aboriginal Canadians. Physical distance, prejudicial public discourses, and insufficient, ineffective education for the public pose barriers to renewed relationships between settlers and Aboriginal Peoples. Drawing from transformative learning theory and pedagogy for the privileged, this narrative inquiry examines critical events in the lives of eight white settlers living in Mi’kmaw territory in Nova Scotia. The study uncovers factors which have prompted some Euro-Canadians to take up their responsibility for reconciliation and enabled them to stand as allies with the Mi’kmaq. The transformation process in settler allies was catalyzed by a combination of personal, intrinsic, and extrinsic events. New relationships between settlers and the Mi’kmaq were founded around shared interests or goals, and friendships provided an important foundation for learning. Hearing the personal stories of Mi’kmaw people challenged stereotypes and misinformation about Aboriginal Peoples. Settlers’ learning was further supported by immersion in Mi’kmaw communities or contexts, time spent on the land, and mentoring by Mi’kmaw people. Allies reported that the satisfaction they derived from relationships with Mi’kmaw people as well as a desire to do good and see justice done sustained these relationships over the longer term. The study suggests that a lengthy period of awareness raising and confidence building followed by opportunities for informal, experiential learning and face-to-face interactions are key elements in settler decolonization.

abstract: What are possibilities for transforming the structural relationship between Indigenous peoples and settlers? Research conversations among a set of project partners (Indigenous and settler pairs)—who reside in the Phoenix metro area, Arizona or on O’ahu, Hawai’i—addressed what good relationships look like and how to move the structural relationship towards those characteristics. Participants agreed that developing shared understandings is foundational to transforming the structural relationship between Indigenous peoples and settlers; that Indigenous values systems should guide a process of transforming relationships; and that settlers must consider their position in relation to Indigenous peoples because position informs responsibility. The proposed framework for settler responsibility is based on the research design and findings, and addresses structural and individual level transformation. The framework suggests that structural-level settler responsibility entails helping to transform the structural relationship and that the settler role involves a settler transformation process parallel to Indigenous resurgence. On an individual level, personal relationships determine appropriate responsibilities, and the framework includes a suggested process between Indigenous persons and settlers for uncovering what these responsibilities are. The study included a trial of the suggested process, which includes four methods: (1) developing shared understandings of terms/concepts through discussion, (2) gathering stories about who participants are in relationship to each other, (3) examining existing daily practices that gesture to a different structural relationship, and (4) using creative processes to imagine structural relationships in a shared world beyond settler colonialism. These methods explore what possibilities unfold when settlers center their relationship with Indigenous peoples.

This thesis focuses on the interrelationship between Canadian colonial histories and Indigenous healing. I begin by problematising how colonialism is invoked in contemporary scholarship on Aboriginal health and healing, and arguing for more precise historical methods and a more relational understanding of colonial processes. Historicising Indigenous agency is integral to this analysis. Whilst colonial continuities in contemporary Canadian public policy discourse is an important theme, I also attend to social movements, institutions, professions, and political and economic forces beyond the state. Indigenous healing as a socio-political movement itself has a history dating at least to the late 1960s. Urban Indigenous healing discourse is characterised by linking present-day suffering to collective historical losses, and valorizing the reclamation of Indigenous identity, knowledge and social relations. Drawing on urban Indigenous social histories from Kenora and Toronto, I consider the urban healing movement as an example of Indigenous resistance influenced by the international decolonization and North American Red Power movements, but which over time has also engaged with dominant institutions, professions, policies, and discourses, such as the concept of trauma. My analysis considers professionals and patients invoking historical trauma as political agents, both responding to and participating in broader shifts in the moral economy. These shifts have created the conditions of possibility for public victimhood to become a viable strategy for attracting attention and resources to suffering and injustice. The thesis highlights the centrality and complexity of self-determination in urban Indigenous healing, drawing on historical and ethnographic analysis from three southern Ontario cities. I analyse how the liberal multiculturalism paradigm dominant in health policy and health care settings contributes to mental health professionals’ failure to recognise Aboriginal clients and issues. I argue that characterising pan-Aboriginal and ethno-national healing as approaches in opposition to one another produces an insufficiently nuanced analysis in the context of urban Indigenous subjectivities and social relations, where both approaches are valuable for different reasons. The thesis urges greater attention to the role of languages and local histories, and to the threat which dominant policy discourses on residential schools and mental health pose to the maintenance of distinct ethno-national histories, epistemologies and traditions in urban Indigenous healing.

The main purpose of this study is to understand whether the owners of the long-term care institutions are willing to resettle HIV-infected people after receiving in-service education courses. In this study, we adoptedqualitative research methodology and conducted in-depth interviews with 14 owners of long-term care institutions in central Taiwan. Theresults of this studyshow that: 1. The owners haveinsufficient knowledge of HIV-infected people, lack expertise and means to take care of HIV-infected people from previousschool education; they are also anxious of being infected by HIV, and have difficulty in keeping the privacy of HIV-infected people. 2. When resettling the HIV-infected people, the owners would consider the following factors: the AIDS being a legal communicable disease, manpower and employee turnover and on-job training about the expertise and means to take care ofHIV-infected people. 3. The owners would be more willing to accept HIV-infected people when they are educated with knowledge about AIDS, the institute is enhanced by anti-infection measures and expert intervention. According to our study, the following measures are suggested topromote thewillingness for long-term care institution toresettle HIV-infected people by incorporatingthe AIDS-related course into nursing education credits, positive HIV and AIDS advocacy in the media, establishinga dedicatedAIDScarearea, and setting up dedicated area, and free safety needles provided by health insurance.

Theories of recognition, once seen as a promising approach for addressing the politics of difference and identity, have recently faced a sustained critique. This thesis participates in that critical project by confronting two recognition theorists – Charles Taylor and Nancy Fraser – with the injustices of colonialism in Canada as articulated by Indigenous scholars, particularly Dale Turner. The resultant critical multilogue highlights the shortcomings in each theory, but also points to their key strengths. These insights inform a discussion of agonistic reconciliation, a concept that transcends the limits of the recognition paradigm and offers hope for more just relations between Indigenous peoples and settlers in Canada.

Indigenous people have not disappeared, yet the myth of the vanished native persists as an ideological feature of settler politics and identities today. This dissertation examines the social mechanisms of this common settler narrative through an ethnographic study among settler colonists in Argentina who identify as primeros pobladores (“first inhabitants”) despite having built their economy on local indigenous land and labor. Based on field results, I argue that settlers sustain an identity as founders by turning indigenous locals into strangers from elsewhere—a mode of racialized role-reversal that I call “native estrangement.” My argument draws on 18 months of multi-sited ethnographic fieldwork among settler, creole and indigenous Qom populations in the Argentine cotton belt—a subtropical lowland region of the Gran Chaco conquered from the Qom and other natives by the Argentine military in 1911 for European immigrant settlement. The dissertation focuses on three case studies of “native estrangement” developed in three parts: “Labor,” “Space” and “Race.” The two chapters of Part I – entitled Labor – argue that racialized regimes of plantation labor have been central to indigenous dispossession and resistance in Chaco historically, and that they continue to shape settler imaginaries of territorial primacy to this day. The first chapter revisits the early 20th century history of joint land and labor conquest, exemplified by the state-run Napalpí reservation: designed to keep conquered natives off settler-colonized land, the reservation also sought to both exploit and “civilize” them through de-Indianizing field labor in conditions that led to a native strike, culminating in a genocidal massacre. The second chapter turns to the present, showing that today’s settlers continue to discount indigenous primacy on the land through racialized religious distinctions between the “sacrificial labor” of settler cotton farming, and the mere “gathering” of cotton-picking labor, deemed an inherent distinction of evolutionary aptitudes between sedentary and hunter-gathering peoples. Part II – Space – argues that settlers turn natives into strangers spatially by imagining them as an influx from elsewhere. A chapter examines what I call the settlers’ “imagined geographies of native origin,” which includes both nationwide Argentine patterns of attributing foreign provenance to indigenous people near the borderlands, as well as smaller-scale settler tendencies to imagine natives as migrants from a locus beyond the space and time of settler “founding.” The following chapter examines the effect of this racialized estrangement on those estranged, through a comparison between two ethnically similar Qom slums outside the settler colony that are respectively racialized as more “savage” or more “civilized.” Through archival and oral history, the precursors of this difference are traced to the “savage” slum’s ancestral ties to the colony’s terrain itself, from which they were repeatedly removed or ousted in several stages over the past century. Part III – Race – complicates the settler-native binary by exploring how criollization contributes to indigenous dispossession, through a case study of racialized ghost-stories and segregated deathways in the traditional Qom territories of Napalpí. The chapter traces criollo rumors about white settler ghosts at the inauguration of a settler landmark near a segregated gringo-criollo cemetery, all of which is built on an original Qom “burial ground”. While the state-funded landmark was meant to sacrilize a settler myth of founding, these criollo rumors disrupt that official narrative with a phantasmagoric backstory of white devil worship that highlights the ongoing segregation between the groups. Although the creoles’ segregated class position is premised on their visible indigenous trace, their rumors of resistance nevertheless disavow a third indigenous Qom deathway. Racialized rifts between dominant “melting pot” and repressed “creole” renditions of national territorial belonging generate and sustain a native absence from both narratives. A process which, as I demonstrate, is not able to eradicate the ongoing assertions to sovereignty that indigenous claims to these territories represent.

The Agua Caliente Band of Cahuilla Indians Reservation was established in 1876, the same year as the transcontinental Southern Pacific Railroad completed a station in Palm Springs. These overlapping events would both enable and problematize the settler colonization of the Agua Caliente’s land, creating a checkerboard pattern of “fragmented jurisdiction” that was fundamental for its transformation into one of the wealthiest resorts in the United States. The territorial conflict between the Tribe and the U.S. would only begin to be legally resolved in 1977, when the Agua Caliente won the right to zone and plan their own lands. This dissertation examines how architecture, urbanism, and infrastructure mediated the technical, legal, and ideological struggles that took place in this period; sometimes enabling Imperial dispossession, other times structuring Tribal assimilation and decolonization. The dissertation historicizes and theorizes these processes by examining the modern architecture and urbanism of Palm Springs as a specific settler-colonial, “post-industrial” mode of development which was made possible by the particular territorial configuration that emerged out of nineteenth century Imperialism. It posits a correlation between settler colonialism and the settler imaginaries and material processes of technological progress, capitalist accumulation, natural resource extraction, and cultures of leisure that were uniquely developed in Palm Springs through modern architecture. Critically dismantling the connections between modern architecture, “post-industrial society,” and settler colonialism, this dissertation argues, is a necessary condition for the development of decolonial epistemologies and strategies of anti-colonial, anti-capitalist resistance.

In order for a state to be legitimate vis-à-vis its citizens, those citizens must be reasonably able to, minimally, trust that it is both able and willing to create laws that are morally just. For liberal theories of legitimacy, generally speaking, just laws are laws that respect the individual rights of persons. The settler colonial states of Australia and the United States have throughout their history failed to respect the rights of indigenous peoples qua individuals. There exists, then, a large amount of evidence suggesting that it would be reasonable for those peoples to not trusting those states. And, in so far as it is reasonable for indigenous peoples of those states to not trust that their respective states are able and willing to create just laws for them, those states are illegitimate. Given both the size, severity, and consistency of the wrongs committed against indigenous peoples by their respective settler colonial states it is not enough for those states to simply cease in their wrongdoing. The states in question must engage in a deliberate effort to generate the trust necessary for them to become legitimate. Political reconciliation, aimed at addressing the unique historical wrongs committed against indigenous peoples, can begin to generate that trust. However, political reconciliation alone will be insufficient. Given the substantial amount of evidence against the settler colonial states, we would be wrong in assuming a priori following reconciliation that they would be capable of making just laws for their respective indigenous citizens or willing to make such laws. Moreover, reconciliation does not necessarily address the wrong of failing to respect indigenous sovereignty. In order for that wrong to be addressed, indigenous peoples must be able to collectively secede. By choosing not to secede following reconciliation, an indigenous people would signal that they do trust their settler colonial state to make just laws for them, and to that extent that it is legitimate.

The Indigenous past is largely absent from settler representations of the history of the city of Toronto, Canada. Nineteenth and twentieth century historical chroniclers often downplayed the historic presence of the Mississaugas and their Indigenous predecessors by drawing on doctrines of terra nullius, ignoring the significance of the Toronto Purchase, and changing the city’s foundational story from the establishment of York in 1793 to the incorporation of the City of Toronto in 1834. These chroniclers usually assumed that “real Indians” and urban life were inimical. Often their representations implied that local Indigenous peoples had no significant history and thus the region had little or no history before the arrival of Europeans. Alternatively, narratives of ethical settler indigenization positioned the Indigenous past as the uncivilized starting point in a monological European theory of historical development. In many civic discourses, the city stood in for the nation as a symbol of its future, and national history stood in for the region’s local history. The national replaced ‘the Indigenous’ in an ideological process that peaked between the 1880s and the 1930s. Concurrently, the loyalist Six Nations were often represented as the only Indigenous people with ties to Torontonians, while the specific historical identity of the Mississaugas was erased. The role of both the government and local settlers in crowding the Mississaugas out of their lands on the Credit River was rationalized as a natural process, while Indigenous land claims, historical interpretations, and mnemonic forms were rarely accorded legitimacy by non-Indigenous city residents. After World War II, with new influxes of both Indigenous peoples and multicultural immigrants into the city, colonial narratives of Toronto history were increasingly challenged and replaced by multiple stories or narrative fragments. Indigenous residents created their own representations of Toronto as an Indigenous place with an Indigenous history; emphasizing continuous occupation and spiritual connections between place and ancestors. Today, contention among Indigenous groups over the fairness of the Mississauga land claim, epistemic differences between western and Indigenous conceptions of history, and ongoing settler disavowal of the impact of colonialism have precluded any simple or consensual narrative of Toronto’s past.

This thesis examines cross-cultural relationships between Indigenous and Settler women to challenge the dominant historiography that has overlooked women's lived experiences, and fill a gap in the literature concerning Indigenous – Settler relations. Conceptualizing the history of Indigenous – Settler relations as microhistories, this thesis argues that an increase of in case studies that are focused on Indigenous women’s experiences, are useful to nuance how historians think about colonialism at a macro level. Using a diaological approach I have situated myself as a participant within the research project and was able to partake in oral history interviews with Stó:lō and Settler women throughout the lower mainland in British Columbia. Throughout my discussions, it became apparent that female cross-cultural relationships occurred at certain places. Thus, this project analyzes the nature of female cross-cultural relationships that developed because of the residential school system, community interactions and religion. Were Indigenous and Settler women able to form meaningful relationships at these sites? If so, did these relationships change over the course of the twentieth century? By focusing on Indigenous women's experiences at these sites of encounter, it will be demonstrated that Settler women's colonial mindsets did not always determine the nature of cross-cultural interactions. This project makes important contributions towards an understanding of why some cross-cultural relationships were more meaningful and reciprocal than others. An analysis of colonial discourse coupled with case studies based on oral interviews offers a complex study of how colonialism and the dominant culture were experienced by Indigenous women in British Columbia from 1960 to 2009.

During the last decade, the University of Victoria (UVic) in British Columbia, Canada has developed several policies that aim to recruit and retain Indigenous students. UVic is a leader in a wider Canadian trend of encouraging Indigenous youth to complete high school and pursue post-secondary education, but ensuring that universities are safe spaces for Indigenous peoples and Indigenous knowledge is a significant challenge, particularly given the historical roles that universities have held in colonisation. Universities’influence extends beyond their campuses, as the majority of Canadian business, media, and political leaders train in universities. If universities are to develop a positive relationship with Indigenous peoples, then, one must also consider the kind of education that non-Indigenous students receive. This thesis draws together the work of Indigenous and non-Indigenous scholars, using UVic as a case study, to examine Indigenousuniversity relationships, discussing both positive developments and areas for improvement.

The Narungga are the Aboriginal people of Yorke Peninsula, South Australia. This thesis explores cross-cultural encounters and relations between the Narungga and Europeans in the nineteenth century. Contemporary Narungga people, hoping to learn about the lives of their forebears, instigated this research. The Narungga have not previously been the focus of serious historical or anthropological investigation. This thesis therefore fills a significant gap in the historiography. This thesis seeks to re-imagine the past in a way which is empathetic and realistic to Narungga people who lived in the nineteenth century. To understand the impact of the arrival and permanent settlement of Europeans upon the lives of the Narungga, it is necessary to look closely at the cultural systems which orientated and encompassed both the Narungga and the newcomers. The two groups impacted on and shaped the lives of the other and neither can be looked at in isolation. This work has been inspired by the writings of historical anthropologists and ethno-historians. The findings of anthropologists, linguists, geographers, botanists and archaeologists are drawn upon. First hand accounts which provide graphic and immediate depictions of events have been closely analysed. The primary sources that have been examined include local and Adelaide newspapers, official correspondence between settlers, police, the Protector of Aborigines, the Governor and the Colonial Secretary, and private letters, diaries, paintings, photographs and sketches. The archives continuously reveal great injustices committed against the Narungga, and this thesis does not seek to minimize the brutality of ‘white’ settlement nor the devastating outcomes of British colonialism on the Narungga. But the records also reveal the majority of Narungga people living in the nineteenth century were not helpless victims being pushed around by autocratic pastoralists or disengaged bureaucrats. On Yorke Peninsula in the nineteenth century, the future was unknown; the Narungga were largely able to maintain their autonomy while Europeans were often in a vulnerable and dependent position. The Narungga were active agents who adapted to and incorporated the new circumstances as they were able and as they saw fit. Rather than living in a closed or static society, the Narungga readily accommodated and even welcomed the Europeans, with their strange customs and exotic animals, plants and goods. The Narungga responded to the presence of Europeans in a way which made sense to them and which was in keeping with their customs and beliefs.

But the records also reveal the majority of Narungga people living in the nineteenth century were not helpless victims being pushed around by autocratic pastoralists or disengaged bureaucrats. On Yorke Peninsula in the nineteenth century, the future was unknown; the Narungga were largely able to maintain their autonomy while Europeans were often in a vulnerable and dependent position. The Narungga were active agents who adapted to and incorporated the new circumstances as they were able and as they saw fit. Rather than living in a closed or static society, the Narungga readily accommodated and even welcomed the Europeans, with their strange customs and exotic animals, plants and goods. The Narungga responded to the presence of Europeans in a way which made sense to them and which was in keeping with their customs and beliefs.

This creative writing thesis begins with the premise that climate change poses critical outcomes for the Australian continent, and asks what the consequences of this are as the precariousness of Australia’s future in relation to climate change continues to gather pace. Comprising a novel (70%) and exegesis (30%), the thesis as a whole seeks to explore the connections between climate change, land and culture in Australia, and to investigate settler Australian understandings regarding ‘place’, ‘belonging’ and ‘home’ in relation to both settlement and unsettledness in contemporary times.

Abstract:
The cedar dugout canoe is iconically associated with First Nations peoples of the Pacific Northwest coast, but the vital contribution it made to the economic and social development of British Columbia is historically unrecognized. This beautifully designed and crafted oceangoing vessel, besides being a prized necessity to the maritime First Nations peoples, was an essential transportation link for European colonists. In speed, maneuverability, and carrying capacity it vied with any other seagoing technology of the time. The dugout canoe became an important site of engagement between First Nations peoples and settlers. European produced textual and visual records of the colonial period are examined to analyze the dugout canoe as a site of intercultural interaction with a focus upon the European representation. This research asks: Was the First Nations' dugout canoe essential to colonial development in British Columbia and, if so, were the First Nations acknowledged for this vital contribution? Analysis of primary archival resources (letters and journals), images (photographs, sketches and paintings) and colonial publications, such as the colonial dispatches, memoirs and newspaper accounts, demonstrate that indeed the dugout canoe and First Nations canoeists were essential to the development of the colony of British Columbia. However, these contributions were differentially acknowledged as the colony shifted from a fur trade-oriented operation to a settler-centric development that emphasized the alienation of First Nations’ land for settler use. By focusing research on the dugout canoe and its use and depiction by Europeans, connections between European colonists and First Nations canoeists, navigators and manufacturers are foregrounded. This focus brings together these two key historical players demonstrating their “entangled” nature (Thomas 1991:139) and breaking down “silences” and “trivializations” in history (Trouillot 1995:96), working to build an inclusive and connected history of colonial British Columbia.
