Abstract:
A technology has been developed for DNA identification and certification of varieties of meadow clover (Trifolium pratense L.), alfalfa (Medicago varia Mart.), Sowing (M. sativa L.) and hop (M. lupuli-na L.) based on molecular analysis with using SSR and SRAP markers. The recommendations contain a description of the sequence of experiments and protocols for DNA typing procedures. The presented methods were developed by the authors on the basis of their own experimental research and using the data available in the literature. A characteristic of informative primers for each marking system is given, a set of DNA identification markers is proposed, and unique molecular genetic formulas of varieties are drawn up as the basis for a reference genetic passport. Methodological recommendations were prepared with the aim of mastering the technology of DNA certification of forage grasses in practice. Designed for managers and specialists of research and control laboratories, can serve as a textbook for students and postgraduates in specialized specialties.

The monograph discusses the application of statistical criteria aimed at testing hypotheses about the absence of a trend in the analyzed samples. The rejection of such a hypothesis gives grounds to consider the analyzed data as samples of independent equally distributed random variables. We consider a set of special criteria aimed at testing such hypotheses, as well as a set of criteria for the uniformity of laws, the uniformity of averages and the uniformity of variances, which can also be used for these purposes. The disadvantages and advantages of various criteria are emphasized, the application of criteria in conditions of violation of standard assumptions is considered. Estimates of the power of the criteria are given, which allows you to navigate when choosing the most preferred criteria. Following the recommendations will ensure the correctness and increase the validity of statistical conclusions when analyzing data. It is intended for specialists who are interested in the application of statistical methods for the analysis of various aspects and trends of the surrounding reality and who are in contact with the processing of experimental results, the need for data analysis in their activities. It will be useful for engineers, researchers, specialists of various profiles (doctors, biologists, sociologists, economists, etc.) who face the need for statistical analysis of experimental results in their activities. The guide discusses the use of statistical criteria focused on the testing of hypotheses about uniformity of laws, which belong to the analyzed sample, of the homogeneous medium (about equality of the mathematical expectations), about the homogeneity of variance (equality of variances of compared samples). The disadvantages and advantages of various criteria are indicated, and the application of criteria in conditions of violation of standard assumptions is considered. Tables containing percentage points and statistical distribution models necessary for the correct application of the criteria are provided. This publication describes a broader set of criteria. Constructed models of marginal distributions of statistics for some sample criteria of law uniformity are proposed. Following the recommendations will ensure the correctness and validity of statistical conclusions when analyzing data. In the textbook, in section I, the norms and standards of the official business style, genre templates, rules for preparing documents, and the basics of business ethics are set out in a simple, accessible form. It highlights aspects of business communication that, despite their importance, are not reflected in manuals on similar topics. This is information about the problems of adequate understanding of information, working with business terminology, and also gives an assessment of business jargon. Special attention is paid to the forms of information compression in the business text. The theoretical positions are illustrated by relevant examples from various areas of institutional communication. Section II offers a system of exercises for working with the voice as the main tool of business communication. This is the development of good diction and correct reading skills, exercises for mastering the basic rules of Russian orthoepy. Recommendations are given for preparing for a successful oral presentation. This chapter looks at the role and development of the Financial Action Task Force (FAFT). The FAFT was formally established at the G7 Summit in Paris in July 1989 by the Heads of State or Government of the G7 countries and the President of the European Commission. The main concern motivating the establishment of the FATF was the proliferation of drug production and drug-related activities, including the laundering of drug proceeds. The G7 leaders understood that decisive action at the national and international levels would be needed to deal with this concern. The chapter looks at how the FAFT has changed since its founding. Today, the objectives of the FATF are to set the international standard, and promote effective implementation of measures, for combating money laundering, financing of terrorism, and other related threats to the integrity of the international financial system. It works to generate the necessary political will to bring about national legislative and regulatory reforms in these areas. It also monitors the progress of its members in implementing necessary measures.

This chapter examines the Universal Periodic Review (UPR), a new peer-review procedure that provides scrutiny of each UN member state’s human rights record every five years. The review process culminates in a set of recommendations issued to each “State-under-Review” (SuR). The UPR provides an unprecedented opportunity to routinely hold all states to account for their obligations under international human rights law, including health-related human rights. Health recommendations have featured prominently in the recommendations issued to SuRs and have a comparatively high implementation rate. Empirical data indicate that the UPR could have a potentially, or already, important role in holding states to account for health-related human rights as well as political global health commitments, such as those found in the Sustainable Development Goals. However, certain shortcomings should be addressed, including an uneven spread of recommendations across different health issues and limited engagement of the public health community.

This chapter examines the conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction (BBNJ). It first provides an overview of the Preparatory Committee (PrepCom), convened by the UN General Assembly to make recommendations on the elements for a possible future multilateral agreement under the United Nations Convention on the Law of the Sea (UNCLOS). The material scope of the PrepCom is constituted by ‘the package’ agreed upon in 2011 and includes the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. The chapter discusses the challenges of the package, focusing on two interlinked dimensions of the package plus the big issue that underlies it. It also considers two main tasks facing PrepCom: the first is to clearly identify all elements of each substantive set of issues composing the package, and the second task is to understand the implications of each element of these three substantive sets of issues and the inter-linkages between them.

The management of invasive fungal infection remains challenging. Given the ever-expanding body of published data and advances to scientific knowledge and technology, clinical guidance plays a greater role in supporting clinicians in making patient-centred treatment decisions, and it is essential that the guidance has been subject to rigorous scrutiny to ensure that the recommendations are based upon sound evidence. Numerous guidelines on the treatment of invasive fungal infection are available; however, differences in their recommendations exist. The relative paucity of high-quality trials is a likely contributing factor, and analysis and interpretation of clinical data have also led to conflicting conclusions. The differences in guideline remit and methodology often make direct comparison of guidance impractical. The chapter aims to present and evaluate the main recommendations set out in the Infectious Diseases Society of America (IDSA) and European Society of Clinical Microbiology and Infectious Diseases (ESCMID) guidelines.

This chapter explores all the stages in the United States criminal justice process in which a defendant or prisoner may become incompetent and a potential candidate for involuntary treatment to restore the subject’s competence, including competence to stand trial, competence to plead guilty and to waive trial rights, competence to represent himself, and competence to be sentenced. Other legal systems may treat this as primarily a mental health law question addressed best by mental health laws, but in the United States, it is a criminal law question, although some courts are very deferential to the judgement of mental health professionals. The chapter then surveys the law and offers a normative set of recommendations for when involuntary treatment is justified, as well as recommendations for the disposition of the subject if involuntary treatment is not justified or is unsuccessful.
