Abstract:
Problem and goal. Developed and tested solutions for building individual educational trajectories of students, focused on improving the educational process by forming a personalized set of recommendations from the optional disciplines. Methodology. Data mining and machine learning methods were used to process both numeric and textual data. The approaches based on collaborative and content filtering to generate recommendations for students were also used. Results. Testing of the developed system was carried out in the context of several periods of elective courses selection, in which 4,769 first- and second-year students took part. A set of recommendations was automatically generated for each student, and then the quality of the recommendations was evaluated based on the percentage of students who used these recommendations. According to the results of testing, the recommendations were used by 1,976 students, which was 41.43% of the total number of participants. Conclusion. In the study, a recommendation system was developed that performs automatic ranking of subjects of choice and forms a personalized set of recommendations for each student based on their interests for building individual educational trajectories.

Abstract:
Abstract Objective This study assesses whether neural networks trained on electronic health record (EHR) data can anticipate what individual clinical orders and existing institutional order set templates clinicians will use more accurately than existing decision support tools. Materials and Methods We process 57 624 patients worth of clinical event EHR data from 2008 to 2014. We train a feed-forward neural network (ClinicNet) and logistic regression applied to the traditional problem structure of predicting individual clinical items as well as our proposed workflow of predicting existing institutional order set template usage. Results ClinicNet predicts individual clinical orders (precision = 0.32, recall = 0.47) better than existing institutional order sets (precision = 0.15, recall = 0.46). The ClinicNet model predicts clinician usage of existing institutional order sets (avg. precision = 0.31) with higher average precision than a baseline of order set usage frequencies (avg. precision = 0.20) or a logistic regression model (avg. precision = 0.12). Discussion Machine learning methods can predict clinical decision-making patterns with greater accuracy and less manual effort than existing static order set templates. This can streamline existing clinical workflows, but may not fit if historical clinical ordering practices are incorrect. For this reason, manually authored content such as order set templates remain valuable for the purposeful design of care pathways. ClinicNet’s capability of predicting such personalized order set templates illustrates the potential of combining both top-down and bottom-up approaches to delivering clinical decision support content. Conclusion ClinicNet illustrates the capability for machine learning methods applied to the EHR to anticipate both individual clinical orders and existing order set templates, which has the potential to improve upon current standards of practice in clinical order entry.

Abstract:
Background: Large discrepancies exist among the dietary zinc recommendations set by expert groups. Objective: To describe the basis for the differences in the dietary zinc recommendations set by the World Health Organization, the US Institute of Medicine, the International Zinc Nutrition Consultative Group, and the European Food Safety Agency. Methods: We compared the sources of the data, the concepts, and methods used by the 4 expert groups to set the physiological requirements for absorbed zinc, the dietary zinc requirements (termed estimated and/or average requirements), recommended dietary allowances (or recommended nutrient intakes or population reference intakes), and tolerable upper intake levels for selected age, sex, and life-stage groups. Results: All 4 expert groups used the factorial approach to estimate the physiological requirements for zinc. These are based on the estimates of absorbed zinc required to offset all obligatory zinc losses plus any additional requirements for absorbed zinc for growth, pregnancy, or lactation. However, discrepancies exist in the reference body weights used, studies selected, approaches to estimate endogenous fecal zinc (EFZ) losses, the adjustments applied to derive dietary zinc requirements that take into account zinc bioavailability in the habitual diets, number of dietary zinc recommendations set, and the nomenclature used to describe them. Conclusions: Estimates for the physiological and dietary requirements varied across the 4 expert groups. The European Food Safety Agency was the only expert group that set dietary zinc recommendations at 4 different levels of dietary phytate for adults (but not for children) and as of yet no tolerable upper intake level for any life-stage group.

Fernandes, Jack J. "Sentencing Reform In The Nation’s Juvenile Justice System: A Set of State and Federal Policy Recommendations Following Miller v. Alabama (2012)." Scholarship @ Claremont, 2016. http://scholarship.claremont.edu/cmc_theses/1340.

Full text
Abstract:
This research was focused on analyzing and interpreting the U.S. Supreme Court’s holdings in several cases that directly affect the juvenile justice system and the sentencing process of youth offenders. Drawing primarily from Miller v. Alabama (2012) and the Supreme Court’s ‘Miller doctrine’, this thesis goes against the viewpoints of many policymakers, arguing that life without parole and mandatory adult sentence minimums for youth offenders are ‘cruel and unusual’ punishments that are unconstitutional as sentencing options for a juvenile offender. In order to arrive at the conclusion that the aforementioned punishments violate a youth’s 8th Amendment right to a proportional sentence, this thesis drew from previously unavailable research in modern neuroscience that substantiates the Supreme Court’s claim that “Children are different” on a developmental basis and thus, can never possess the same degree of culpability for a crime as an adult offender. If one accepts the conclusions made in this thesis, it is a matter only of when, not if, the sentencing process for youth offenders experiences a paradigm shift on a legislative level, and becomes a much more efficient and successful process where rehabilitation becomes the foremost goal. If science and developmental psychology support the Supreme Court’s assertion that nearly all juvenile crime-activity is the result of “transient immaturity,” then why are 16 year olds being sentenced to life without the possibility of parole? This thesis explores the possible answers to this question, and anticipates the possible impediments to national changes in juvenile sentencing procedures.

The Black Sea historically was the theater of rivalry between great powers, mainly the Ottoman Empire and Russia. After the collapse of the Soviet Union, rivalry on the Black Sea became much less intense as Russia weakened and NATO was not paying much attention to it. After the 2008 invasion of Georgia and the 2014 annexation of Crimea, NATO gradually resumed activity on the Black Sea, sending warships of non-littoral NATO members and conducting joint maritime exercises. Russia built a robust anti-access/area denial (A2/AD) bubble in Crimea and responded to NATO activation with provocative actions against NATO ships. At its most recent summit in Warsaw in 2016, NATO paid quite a lot attention to the Black Sea issue and committed to increase NATO presence in the area; nevertheless, the organization shared no signs of a clear strategy. This thesis discusses a potential alternative strategy for NATO, which is based on using its own strategy against Russia—with littoral NATO members and partners building a couple of A2/AD bubbles around the Russian one. The suggested strategy consists of the creation of a Black Sea defense coordination center, an integrated network of all source data exchanged, and the combined capabilities of robust land-based mobile anti-ship missiles, mobile air defense systems, and sea and air surveillance radars, as well as aviation and naval assets.

Liu, Yajie. "An analysis of the management and economics of salmon aquaculture." Thesis, University of British Columbia, 2008. http://hdl.handle.net/2429/323.

Full text
Abstract:
Salmon aquaculture can be a potential solution to bridge the gap between declining capture fisheries and increasing seafood demand. However, the environmental impacts it creates have generated criticism. The overall objectives of this dissertation are to examine the economic consequences of environmental issues associated with salmon aquaculture, and to explore policy implications and recommendations for reducing environmental impacts. These objectives are addressed in five main analyses. The growth of salmon aquaculture is analyzed based on farmed salmon production in the four leading producing countries and the sector as a whole. Analyses indicate that salmon aquaculture is unlikely to continue to grow at its current pace. A joint production function approach is used to estimate pollution abatement costs for the salmon aquaculture industry. Results reveal that pollution abatement costs vary among observations and models. On average, pollution abatement cost is estimated at 3.5% in terms of total farmed salmon production, and 6.5% in terms of total revenue of farmed salmon. The ecological and economic impacts of sea lice from salmon farms on wild salmon population and fisheries are also studied. Analyses suggest that these effects are minor when the sea lice induced mortality rate is below 20%, while they can be severe if the mortality is greater than 30%. Sea lice have greater ecological and economic impacts on pink salmon than on chum salmon. These effects are greater under a fixed exploitation rate than under a target escapement policy. The economic performance of open netcage and sea-bag production systems for salmon aquaculture is compared. Netcage systems appear to be more economically profitable than sea-bag systems when environmental costs are either not or only partially included. Sea-bag systems can be financially profitable only when the salmon they produce can achieve a price premium. Finally, policy implications are explored and recommendations are made for sustaining salmon aquaculture in a holistic manner based on the results from previous chapters. Technologies, economic-based instruments and more stringent environmental policies can be employed to reduce environmental impacts. However, there is no single solution to solve these environmental impacts, and a combination of policy options is needed.

Jalkebo, Charlotte. "Placement of Controls in Construction Equipment Using Operators´Sitting Postures : Process and Recommendations." Thesis, Linköpings universitet, Maskinkonstruktion, 2014. http://urn.kb.se/resolve?urn=urn:nbn:se:liu:diva-108980.

Full text
Abstract:
An ergonomically designed work environment may decrease work related musculoskeletal disorders, lead to less sick leaves and increase production time for operators and companies all around the world. Volvo Construction Equipment wants to deepen the knowledge and investigate more carefully how operators are actually sitting whilst operating the machines, how this affects placement of controls and furthermore optimize controls placements accordingly. The purpose is to enhance their product development process by suggesting guidelines for control placement with improved ergonomics based on operators’ sitting postures. The goal is to deliver a process which identifies and transfers sitting postures to RAMSIS and uses them for control placement recommendations in the cab and operator environments. Delimitations concerns: physical ergonomics, 80% usability of the resulted process on the machine types, and the level of detail for controls and their placements. Research, analysis, interviews, test driving of machines, video recordings of operators and the ergonomic software RAMSIS has served as base for analysis. The analysis led to (i) the conclusion that sitting postures affect optimal ergonomic placement of controls, though not ISO-standards, (ii) the conclusion that RAMSIS heavy truck postures does not seem to correspond to Volvo CE’s operators’ sitting postures and (iii) and to an advanced engineering project process suitable for all machine types and applicable in the product development process. The result can also be used for other machines than construction equipment. The resulted process consists of three independent sub-processes with step by step explanations and recommendations of; (i) what information that needs to be gathered, (ii) how to identify and transfer sitting postures into RAMSIS, (iii) how to use RAMSIS to create e design aid for recommended control placement. The thesis also contains additional enhancements to Volvo CE’s product development process with focus on ergonomics. A conclusion is that the use of motion capture could not be verified to work for Volvo Construction Equipment, though it was verified that if motion capture works, the process works. Another conclusion is that the suggested body landmarks not could be verified that they are all needed for this purpose except for those needed for control placement. Though they are based on previous sitting posture identification in vehicles and only those that also occur in RAMSIS are recommended, and therefore they can be used. This thesis also questions the most important parameters for interior vehicle design (hip- and eye locations) and suggests that shoulder locations are just as important. The thesis concluded five parameters for control categorization, and added seven categories in addition to those mentioned in the ISO-standards. Other contradictions and loopholes in the ISO-standards were identified, highlighted and discussed. Suggestions for improving the ergonomic analyses in RAMSIS can also be found in this report. More future research mentioned is more details on control placement as well as research regarding sitting postures are suggested. If the resulted process is delimited to concern upper body postures, other methods for posture identification may be used.

Abstract:
Studying a genetic diversity, adaptability and stability of soybean genotypes are of extreme importance for breeding programs, since the identification of parents is impaired by the narrow genetic base of Brazilian soybean, and a recommendation of cultivars for the different regions is one of the main challenges for improvement. This dissertation is subdivided into three chapters, the first is the theoretical reference of soy, economic importance, genetic breeding and Asian rust. The second chapter was developed with the objective of evaluating the genetic divergence of soybean genotypes under natural rust infection. The experiment was carried out at Fazenda Capim Branco, UFU, in the 2016/17 harvest. A total of 14 genotypes were used, including 10 lines developed by the UFU Soybean Breeding Program and four cultivars (UFUS 7415, UFUS Riqueza, TMG 801 and BRSGO 7560) in a randomized complete block design with three replicates. It was concluded that there is genetic variability for all agronomic traits, except for the height of the first pod and plant height at flowering. The lineages UFUS 1117-01, UFUS 1117-07, UFUS 1117-08, UFUS 1117-09, UFUS 1117-10 presented resistance to Phakopsora pachyrhizi and were identified in components of plant height at maturity, number of pods, number of days to maturity and area under disease progress curve they were the ones that contributed most to a genetic divergence. Hybridizations were suggested aiming the resistance to Asian rust, the strain UFUS 1117-06 was present in all crosses. The third chapter refers to the study of the adaptability and productive stability of the 14 soybean genotypes grown in the 2013/14, 2014/15, 2015/16, 2016/17 seasons. It was possible to conclude that the genotypesenvironments interaction is of a complex type for grain yield. UFUS 1117-01 lineage was identified as being of high stability produced by the methods of Eberhart and Russel (1966), Wricke (1965), Principal additive effects and multiplicative interaction (AMMI 1 and AMMI 2), and Centroid. UFUS 1117-07 genotype showed high stability by the methods Eberhart and Russel (1966), Wricke (1965), Lin and Binns 1988 modified by Carneiro 1999 and wide adaptability by Eberhart and Russel and Centroid. UFUS 1117-09 was identified as being adaptive to unfavorable environments by Lin and Binns modified by Carneiro, AMMI1 and Centroid, while UFUS 1117-10 presented adaptability to environments favorable to AMMI1 and Centroid and high stability by Eberhart and Russel.

Abstract:
AbstractThis chapter aims to identify the supply chain (SC) issues that can be considered “horizontal”, as they are cross–sectorial and faced by most companies operating both in production and distribution sectors, and to propose a set of policy recommendations that can support public and private organisations to promote and foster innovation and competitiveness of future European SCs. The definition of the Key Horizontal Issues (KHI) is the basis for developing 12 policy recommendations regarding infrastructure requirements, technological and organisational improvements and regulatory developments needed to set the stage for the European SCs for the future. Specifically, the policy recommendations entail assuring appropriate standards and legislation for European SCs; educating and training professionals for the future SCs; drafting of international agreements aiming at future European SCs; supporting and fostering incentives and funding schemes; promoting reference bodies for European SCs; and establishing infrastructure for fostering of future European SCs.

Abstract:
AbstractThe previous chapters have offered an in-depth, empirically and theoretically informed analysis of a broad range of issues affecting SOGI asylum claimants and refugees in Europe, with a focus on Germany, Italy and the UK. This analysis has applied new insights to findings unearthed by previous research and shone light on issues that have so far been relatively neglected. But the question often posed to us as academics is ‘so what?’ To address this question, this chapter offers a range of recommendations addressed to decision-makers, policy-makers, governments, NGOs and service providers, aimed at improving the socio-legal framework that applies to SOGI asylum. These apply mainly at a domestic level, but also refer to the European level, where relevant, to offer proposals that recognise the intersections of national, European and international frameworks. As in the previous analysis, we are strongly guided by our participants’ voices, complemented by broader scholarly debates and our analysis and views of these. Our data and analysis thereof also shed light on broader issues in the asylum system, and many of the recommendations set out here would benefit non-SOGI asylum claimants and refugees as well. We hope they will be of wider value in this way.

Abstract:
AbstractBy helping the user find relevant and important online content, news recommenders have the potential to fulfill a crucial role in a democratic society. Simultaneously, recent concerns about filter bubbles, fake news and selective exposure are symptomatic of the disruptive potential of these digital news recommenders. Recommender systems can make or break filter bubbles, and as such can be instrumental in creating either a more closed or a more open internet. This document details a pitch for an ongoing project that aims to bridge the gap between normative notions of diversity, rooted in democratic theory, and quantitative metrics necessary for evaluating the recommender system. Our aim is to get feedback on a set of proposed metrics grounded in social science interpretations of diversity.

Abstract:
This paper proposes Personalized Diversity-promoting GAN (PD-GAN), a novel recommendation model to generate diverse, yet relevant recommendations. Specifically, for each user, a generator recommends a set of diverse and relevant items by sequentially sampling from a personalized Determinantal Point Process (DPP) kernel matrix. This kernel matrix is constructed by two learnable components: the general co-occurrence of diverse items and the user's personal preference to items. To learn the first component, we propose a novel pairwise learning paradigm using training pairs, and each training pair consists of a set of diverse items and a set of similar items randomly sampled from the observed data of all users. The second component is learnt through adversarial training against a discriminator which strives to distinguish between recommended items and the ground-truth sets randomly sampled from the observed data of the target user. Experimental results show that PD-GAN is superior to generate recommendations that are both diverse and relevant.

Abstract:
Abstract This paper presents a control strategy that uses a hierarchical structure to arbitrate between recommendations from lower level modules. The lower level modules represent lower level tasks or behaviors. Each lower level module provides its own control recommendation based on its limited perception of the environment. We introduce the concept of a fuzzy quality measure that may be used by the hierarchical controller to determine how best to fuse the individual recommendations. The Quality Measure provides an approximate determination of each control recommendations potential value. The hierarchical partitioning reduces the cardinality of the rule base and decreases the number of system parameters, as compared to a monolithic structure. Optimization of the reduced parameter set is simpler and requires less time.

Abstract:
Systems of Systems (SoS) are complex systems composed of managerially and operationally independent constituent systems (CS). Smart cities are examples of SoS. However, these types of systems impose challenges to traditional software architecture such as highly evolutionary architecture due to the evolution of individual CS and emergent behaviors that results from the interoperability of CS. Executable Models (ExM) are a class of models that can be executed and that can assist on architectural design of SoS. By using them, architects can predict the SoS structure and behavior by visualizing and simulating the SoS still at design-time. On the other hand, as any other emergent technologies, it suffers with absent scientific evidences of its benefits, mainly in industrial context. The main contribution of this master thesis project intends to be the presentation of evidences about the use of ExM to solve problems in the SoS software architecture design. For achieving such purpose, this project is structured in well-defined steps: (i) a systematic mapping study, (ii) elaboration of a conceptual map derived from the mapping study, (iii) a survey to obtain perceptions from software engineering professionals on the use of ExM in the context of engineering simple systems and (iv) a new survey expanding the previous study and to obtain perceptions from software engineering professionals on the use of ExM in the context of architectural design of SoS. Preliminary results reveal that ExM have been reported in diverse SoS domains, offering a dynamic and interactive view to the SoS. We also found that software engineering professionals see ExM as suitable solution for dealing with complex and critical systems as SoS.

Abstract:
<p>Asset management depends on well-defined rules and standards for general application. Research results often represent the state of science in specific sections of specific cases. Standardization needs a downgrade of scientific work towards generally applicable specifications. This often leads to irritation in the scientific community fearing that their most interesting results are not specifically appreciated. This conflict makes standardization sometimes difficult.</p><p>COST action TU1406 is devoted to harmonizing the state of science and technology and to bring all involved disciplines into the process. The results produced are of value for a number of standards on ISO, CEN and National level. This represents another difficulty, namely, to find the right place in any of the organizations and to identify the most suitable technical committee and code.</p><p>This contribution reports on the experiences made with various committees and the results achieved. It soon became clear that specific parameters for bridge assessment cannot be standardized because they are too specific for a small sector. The way out is formulating the principles how to define them, to make a framework under which the detail results can be applied, and to define the interfaces to other necessary disciplines.</p><p>Sustainability as a headline was found to be suitable and TC59 of ISO was the committee of choice. Frameworks set in ISO55000 (asset management) and ISO31000 (risk management framework) are successfully addressed. A final draft of ISO 21929-2 is to be expected by early 2019.</p>

Full text
Abstract:
The main recommendations of the panel report can be summarised under five key headings:  Scotland in the Roman world: Research into Roman Scotland requires an appreciation of the wider frontier and Empire-wide perspectives, and Scottish projects must be integrated into these wider, international debates. The rich data set and chronological control that Scotland has to offer can be used to inform broader understandings of the impact of Rome.  Changing worlds: Roman Scotland’s rich data set should be employed to contribute to wider theoretical perspectives on topics such as identity and ethnicity, and how these changed over time. What was the experience of daily life for the various peoples in Roman Scotland and how did interactions between incomers and local communities develop and change over the period in question, and, indeed, at and after its end?  Frontier Life: Questions still remain regarding the disposition and chronology of forts and forces, as well as the logistics of sustaining and supplying an army of conquest and occupation. Sites must be viewed as part of a wider, interlocking set of landscapes, and the study of movement over land and by sea incorporated within this. The Antonine Wall provides a continuing focus of research which would benefit from more comparison with frontier structures and regimes in other areas.  Multiple landscapes: Roman sites need to be seen in a broader landscape context, ‘looking beyond the fort’ and explored as nested and interlocking landscapes. This will allow exploration of frontier life and the changing worlds of the Roman period. To do justice to this resource requires two elements: o Development-control archaeology should look as standard at the hinterland of forts (up to c.1 km from the ‘core’), as sensitive areas and worthy of evaluation; examples such as Inveresk show the density of activity around such nodes. The interiors of camps should be extensively excavated as standard. o Integrated approaches to military landscapes are required, bringing in where appropriate topographical and aerial survey, LIDAR, geophysics, the use of stray and metal-detected finds, as well as fieldwalking and ultimately, excavation.  The Legacy of Rome: How did the longer term influence of the Romans, and their legacy, influence the formation, nature and organisation of the Pictish and other emergent kingdoms?

Abstract:
The aim of promoting gender equality and women’s rights as integral parts of development efforts is enshrined in the key strategies and plans of many organizations. This is the case for the individual affiliates that comprise Oxfam International (OI), and the Oxfam confederation as a whole. This report sets out to assist Oxfam to better understand and learn from the Confederation’s work in this area to date. The purpose of the report is to provide an initial mapping of work on transformative leadership for women's rights (TLWR) in order to offer suggestions, impetus and a programmatic framework for the development of an ambitious global program on TLWR. It is intended to complement and drive Oxfam’s efforts to bring about the transformation of the pervasive gender inequality that limits women’s wellbeing, confidence and potential, reproduces negative masculinity traits, and contributes to the inequity dominant in contemporary societies.

Full text
Abstract:
Well-being is a common human aspiration. Governments and states, too, seek to promote and ensure the well-being of their citizens; some even argue that this should be their overarching goal. But it is not enough for a country to flourish, and for its citizens to enjoy well-being, if the situation cannot be maintained over the long term. Well-being must be sustainable. The state needs criteria for assessing the well-being of its citizens, so that it can work to raise the well-being level. Joining many other governments around the world, the Israeli government adopted a comprehensive set of indices for measuring well-being in 2015. Since 2016, the Israel Central Bureau of Statistics has been publishing the assessment results on an annual basis. Having determined that the monitoring of well-being in Israel should employ complementary indices relating to its sustainability, the Ministry of Environmental Protection, the Bank of Israel, the Central Bureau of Statistics, and Yad Hanadiv asked the Israel Academy of Sciences and Humanities to establish an expert committee to draft recommendations on this issue. The Academy's assistance was sought in recognition of its statutory authority "to advise the government on activities relating to research and scientific planning of national significance." The Committee was appointed by the President of the Academy, Professor Nili Cohen, in March 2017; its members are social scientists spanning a variety of disciplines. This report presents the Committee's conclusions. Israel's ability to ensure the well-being of its citizens depends on the resources or capital stocks available to it, in particular its economic, natural, human, social, and cultural resources. At the heart of this report are a mapping of these resources, and recommendations for how to measure them.
