Abstract:
Il sistema di welfare e i servizi sociali preposti all’implementazione delle politiche sociali sono stati investiti da profonde trasformazioni dovute al mutamento del contesto socio-economico odierno. Per questa ragione si è creato un fitto dibattito scientifico riguardo a quale possa essere oggi il ruolo dello stato sociale e delle politiche e dei servizi rivolti alle fasce più deboli della popolazione. Nell’ambito di questa analisi il presente elaborato esamina con particolare attenzione l’impatto che il neoliberismo e, sul fronte organizzativo, il neo-managerialismo hanno avuto nell’ambito dei servizi sociali territoriali. Più precisamente si è voluto porre l’accento sulle modalità di adattamento e di reazione da parte degli Assistenti Sociali a questi nuovi orientamenti politico-istituzionali. E’ proprio questa figura professionale che deve operare quotidianamente nel rispetto sia della deontologia e del mandato professionale che del mandato istituzionale, dai quali, in alcuni casi possono arrivare istanze non facilmente armonizzabili, con conseguenti dilemmi etici. Dopo una prima ricognizione teorica che ripercorre gli scritti di autori quali Michael Lipsky, Silvia Fargion, Walter Lorenz e Lena Dominelli, si presenta il disegno, lo svolgimento e i principali risultati di una ricerca field, condotta con metodi qualitativi, volta ad esplorare quali siano i principali punti critici indicati dagli assistenti sociali alla luce della loro quotidianità lavorativa. La ricerca non vuole essere solamente analitica: oltre a delineare quanto più dettagliatamente possibile il quadro della situazione, essa vuole rappresentare anche un momento di riflessione in cui gli assistenti sociali possano proporre soluzioni ed innovazioni rispetto ai problemi/difficoltà che riscontrano.

Abstract:
The general objective of the dissertation is to analyze the carbon sequestration ecosystem service and to assess its relationship with spatial analysis. Implications in terms of planning policy are identified and explored as well. Carbon sequestration can be defined as a natural phenomenon -photosynthesis - by which terrestrial ecosystems such as forests, grasslands and peat swamps, remove carbon dioxide (CO2) from the atmosphere by storing it in the biomass and in the soil. Therefore, green spaces and soil are key players in the global carbon cycle by providing the carbon sequestration ecosystem service. This is the reason why, even small variations in soil carbon concentration could have a relevant impact on atmospheric CO2 concentration and contribute to increase the global temperature. In this framework, spatial planning plays an important role in achieving climate objectives. Many studies combine the remote sensing satellite and carbon data for mapping the carbon pools distribution. Protected areas play an important role in the conservation and maintenance of the natural ecosystems and their services. The negative impact on carbon sequestration is increased by the dynamics of land take. As a consequence, environmental protection measures aimed at reducing urban expansion opportunities are the main road which may eventually drive to a steady long-run conservation of carbon sequestration capacity. A further relevant implication of the results of the dissertation is that regulations concerning environmental protection defined by municipal masterplans are rather flexible, and, in case of land take limitation or prohibition, they can be very specific, and, in so doing, not so much restrictive in terms of land uses, except when dealing with artificialization of land. Finally, the spatial taxonomy of normalized difference vegetation index shows that parcels where carbon sequestration does occur are located not only in non-artificial areas, but also within the consolidated urban fabric. Important policy implications can be derived from these questions. First, the zoning codes of municipal, province and regional spatial plans should either define new areas where land take is either limited or forbidden, or enlarge the existing ones, in order to conserve and possibly enhance carbon sequestration capacity. Secondly, it is of paramount importance that experts in physical and natural science be part of the technical bodies who define and implement planning policies. A third important implication is related to the strategic environmental assessment procedures, which are mandatory with reference to the definition of local plans, according to the Italian General Law on Environmental Protection. Such procedures entail the integration of environmental protection and sustainability-oriented objectives into spatial plans. In the fourth place, since the establishment of new areas, or the enlargement of existing ones, where land take is forbidden or limited, are planning measures effective in addressing the question of carbon sequestration, a detailed spatial taxonomy of land take is needed, especially with reference to the spatial distribution of artificial and non-artificial land parcels and to its evolution through time, in order to define these measures in a proper way. Finally, measures which limit or prevent land take may possibly hinder traditional activities such as rural settlements, farming and grazing activities, and, in so doing, they are likely to generate conflicts which may possibly involve the local communities and municipalities. The questions of participation, information delivery and public agreement on planning decisions should be carefully considered when defining and implementing policies to preserve or improve carbon sequestration capacity and inclusive processes should be projected to support decision-making and plan approval procedures.

Abstract:
I motivi della scelta di questo tema di studio sono legati alle criticità ed esigenze riscontrate nell’ambito dell’esperienza professionale come dipendente del Comune di Città di Castello. Le grandi potenzialità offerte da strumenti evoluti e trasversali come quelli offerti da un Sistema Informativo Territoriale appaiono essere perfette per rendere più efficace l’azione amministrativa e per mettere a frutto il patrimonio informativo disponibile. Sono state descritte le caratteristiche generali di un SIT, le sue peculiarità, le difficoltà e le esigenze, illustrandone inoltre le potenzialità. Sono state condotte attività di ricognizione e di studio per provare a definire il design di un SIT calibrato sulle esigenze e potenzialità del Comune. È stata analizzata la struttura delle basi di dati, procedendo anche a sottoporre questionari ad alcuni dipendenti per comprendere meglio esigenze e criticità. Si è preso in considerazione il contesto locale e le sue peculiarità. Sono state illustrate le strategie per l’implementazione del SIT dell’Ente, individuando le priorità e le azioni da intraprendere, approfondendo tematiche specifiche. Si è illustrato come, attraverso l’utilizzo di dati aperti disponibili in rete, si possano condurre studi sull’utilizzo del suolo e soprattutto sulla sua evoluzione nel tempo, relazionando queste informazioni con l’andamento demografico e i cambiamenti del territorio. È stata proposta una strategia per implementare un Geoportale comunale, che comprendesse un servizio WebGIS basato su framework Open-Source, introducendo inoltre un catalogo dei geodati disponibili. Si è infine ipotizzato uno scenario di utilizzo di soluzioni evolute come la Blockchain per la gestione dei trasferimenti di potenzialità edificatorie dovuti all’introduzione di strumenti perequativi e compensativi. Si è cercato di far comprendere il valore aggiunto che il SIT può offrire in termini di pianificazione, gestione strategica e supporto alla capacità decisionale.

Depuis la fin du système fordiste, de nombreux chercheurs ont étudié pourquoi des territoires français parvenaient à surmonter les crises systémiques auxquels ils étaient soumis et d’autres non. Paradoxalement, alors que tous évoluaient dans des contextes économique, social et institutionnel comparables, ils ont montré que la résilience de certains résultait directement de facteurs endogènes. Le local, loin d’être absorbé par la mondialisation, est au contraire apparu comme un rempart à l’uniformisation et un facteur de compétitivité pour les firmes. Cependant, l’approche méso économique qui sous-tend ces analyses suppose que le territoire soit à même d’initier une dynamique de coordination de ses agents, qu’ils appartiennent aux sphères publiques comme privées, et puisse les inciter à intégrer des démarches collaboratives. Or ces principes vertueux, créateurs de valeurs pour les firmes et porteurs de cohésion pour les territoires, ne peuvent se concrétiser sans que les individus, dirigeants de firmes, responsables institutionnels et leurs collaborateurs ne fassent leurs de ces principes et acceptent d’y affecter du temps et des moyens.Toutefois, notre expérience montre une relative ignorance de la part des agents susceptibles d’être concernés. Les enjeux et contraintes de chacun tendent au contraire à s’y opposer. C’est pourquoi notre recherche, basée sur des témoignages approfondis des principaux acteurs locaux, vise à proposer des clés assurant la déclinaison de ces concepts méso à la réalité microéconomique des territoires, afin de leur permettre d’appliquer et de bénéficier concrètement des grands principes de l’économie territoriale
Since the end of the Fordist system, numerous researchers have researched the reasons for which some French territories managed to overcome the systemic crises to which they were subject whereas others did not. Paradoxically, whereas all of them developed within similar economic, social and institutional contexts, they have shown that the resilience of some resulted directly from endogenous factors. Local [characteristics], far from being absorbed by globalisation, have on the contrary appeared as a defence against the trend towards uniformity and a factor in competitiveness for firms. However, the meso economic approach underlying these analyses assumes that the territory can itself initiate a dynamic of coordination by its agents, whether they belong to the public or the private sphere, and can encourage them to integrate collaborative policies. However, these virtuous principles, creating value for firms and bringing cohesion to the territories themselves, cannot become effective unless individuals, business leaders, institutional managers and their staff accept these principles and agree to devote time and resources to them.However, our experience demonstrates relative ignorance on the part of actors liable to be concerned. The challenges and constraints relating to each tend, on the contrary, to be a barrier. That is why our research, based on in-depth testimony collected from the principal local actors aims to offer keys for ensuring the application of these meso concepts to the micro economic reality of these territories, with the aim of enabling them to apply and to benefit in concrete terms from the main principles of the territorial economy

La problématique de la construction cohérente et durable de la ville est, de nos jours, plus que jamais au coeur des préoccupations des responsables politiques. Divers signaux alarmants (installation des tentes des enfants de Don Quichotte pour les plus démunis, pollution excessive due à la circulation automobile, concurrence destructrice d'importantes structures commerciales entre elles), indiquent non seulement un mal être mais aussi un fort risque de dégradation de la qualité de vie urbaine de nos concitoyens. L'objet de cette thèse est, tant du point de vue juridique que géoraphique, d'opérer un constat minutieux de cette situation d'une part et, d'autre part, d'exposer avec quels moyens et quels outils les urbanistes d'aujourd'hui pourront pallier cette situation et penser la ville. Le fil conducteur de cette démonstration est la notion d'aménagement cohérent et durable de la ville. Par cette expression, on entend désigner une croissance de l'urbain mise en place à travers l'âme d'une logique garantissant l'harmonie de l'ensemble
The problem of the coherent and sustainable construction of the city is nowadays more than ever in the heart of the preoccupations of the politicians. Diverse alarming signals (installation of the tents of the children of Don Quixote for the most deprived, excessive pollution due to the car traffic, the destructive competition of important commercial structures between them), indicate the evil to be but also a strong risk of degradation of the urban quality of life of our fellow countrymen. The object of this thesis is, from a legal as well as a geographical point of view, to operate a meticulous report of the situation on one hand, and, on the other hand, to explain by which means and with which tools, the current town planners can mitigate this situation and think the city. The vital lead of this demonstration is the notion of coherent and sustainable development of the city. By this expression, we intend to indicate a growth of the urban organized through the soul of a logic garanteeing the harmony of the group

Les diverses lois de décentralisation, le besoin d’efficience, conjointement au progrès technologique des transports entraîne les territoires français, quelle que soit leur échelle, à repenser leur attractivité (touristique, résident ou entreprise). Afin de répondre à ces nouveaux enjeux, cette thèse propose aux territoires d’utiliser une ressource phare de l’entreprise, la réputation. Nos travaux étudient les avantages que peut porter une telle ressource, pour le développement stratégique territorial justifiant ainsi son utilisation, ainsi que les mécanismes permettant sa mobilisation. La réputation est, par nature subjective, pour permettre aux gestionnaires territoriaux de s’en saisir, nous proposerons un outil de mesure adapté en nous appuyant sur les évaluations de la foule. Appliquées aux stations de ski iséroises, nos données nous renseignent sur l’importance des valeurs portées par l’institution sous-tendant ce territoire, sur la faiblesse des éléments de visibilité (e-réputation, mass media), et le rôle de l’habitant dans la réputation des stations de ski
The various laws of decentralization, the need for efficiency, together with the technological progress of transport is leading French territories, whatever their scale, to rethink their attractiveness (tourist, resident or company). In order to respond to these new challenges, this thesis proposes to the territories to use a flagship resource of the company, reputation. Our work studies the advantages that such a resource can bring, for the strategic territorial development thus justifying its use, as well as the mechanisms allowing its mobilization. The reputation is by nature subjective, to allow the territorial managers to seize it, we will propose a measuring tool adapted by relying on the evaluations of the crowd. Applied to ski resorts, our data tell us about the importance of the values carried by the institution underpinning this territory, the weak elements of visibility (e-reputation, mass media), and the role of the living in the reputation of ski resorts

A l'heure actuelle, de nombreuses entreprises peuvent d'ores et déjà exercer leurs activités dans d'autres pays sans avoir besoin d'y établir une présence physique. Dans le cadre de ce travail, la principale problématique était de savoir comment préserver le recouvrement des recettes publiques (la TVA et l'impôt sur les bénéfices des sociétés) en matière de services immatériels transfrontaliers à l'ère des technologies de l'information et de la communication. Dans cette perspective, il apparaît que la question du rattachement territorial des prestations de services immatérielles est étroitement liée à une problématique d'identification et de localisation des protagonistes. Dès lors, il est nécessaire de poursuivre le développement de la synergie entre les différentes administrations de l'Etat, et de renforcer la coopération, voire la coordination, entre les administrations fiscales et les acteurs du numérique
Currently, many companies may already operate in other countries without needing to have a physical presence. In this work, the main problem was to know how to preserve the revenue of the states (VAT and tax on corporate profits) in the context of immaterial beyond-borders services in the era of IT. In this perspective, it appears that the question of territorial connection of immaterial services is closely related to a problem of identification and location of the parties.Therefore, it is necessary to continue the cooperation and even to coordinate, first, between various authorities in France, and secondly, between tax authorities and IT providers

Resumo: A quebra do monopólio estatal em 1995 e a privatização propriamente dita poucos anos mais tarde, constituem os principais marcos do processo de reestruturação do sistema brasileiro de telecomunicações. Essa mudança na natureza dos agentes prestadores dos serviços de telecomunicações, antes estatais e agora privados, demandou a criação de instrumentos regulatórios que visam garantir a universalização e continuidade no que diz respeito ao serviço de telefonia fixa. A proposta de universalização tem como objetivo assegurar a oferta desse serviço básico para qualquer pessoa independentemente de sua localização ou condição sócio-econômica. Assim, as metas de universalização surgiram como uma espécie de garantia para a população frente ao processo de privatização do sistema de telecomunicações brasileiro. ssa proposta, porém, é baseada somente na expansão do número de linhas telefônicas instaladas o que não significa dizer que essas linhas estejam realmente sendo utilizadas. O uso desse serviço é condicionado ao pagamento de altas tarifas, o que impede o acesso de parcela da população, que não possui potencial econômico suficiente para arcar com tais custos. O Estado concede o oferecimento de um serviço básico para agentes privados e se exime do planejamento de um segmento estratégico. Se o Estado deve ter o comprometimento com a totalidade do território, os agentes privados comprometem-se apenas com a busca pelo lucro, o que em um país que revela tantas desigualdades torna-se um dado perverso. Desse modo, procuramos, neste trabalho, desvendar essa contradição a partir da análise do território brasileiro, pois este revela as conseqüências das ações políticas e a coerência com a realidade na qual estas se dão. Essa discussão se fará por meio da análise das transformações técnicas e normativas em curso no sistema de telecomunicações brasileiro, na busca de contribuir para a identificação dos rumos da universalização proposta para o serviço de telefonia fixa no Brasil
Abstract: The break in the State monopoly in 1995 and a few years later, the privatization properly said, constitute the main bases of the process of restructure of the Brazilian telecommunication system. This change in the nature of the telecommunication services render agents, in the past, being from the State and now private, demanded the creation of regulatory instruments that aim to warranty the universalization and continuity in what concerns to the fixed telephone system service. The proposal of universalization has as an aim to ensure the offer of this basic service for every person independently from his or her localization or social-economic condition. Thus, the goals of universalization came up as a kind of guarantee for the population front to the process of privatization of the Brazilian telecommunication system. However, this proposal is based only in the expansion of the number of installed telephone lines, what doesn¿t mean that those lines are really being used. The use of this service depends on the payment of high tariffs, which impedes the access of part of the population that doesn¿t have enough economic potential to afford such costs. The State concedes the offering of a basic service for private agents and releases itself from the planning of a strategic segment. If the State must have the commitment to the totality of the territory, the private agents commit themselves only to the seek for the profit, which in a country that reveals so much inequality, it turns into a wicked date. In this way, we tempt, in this work, to unmask this contradiction, from the analysis of the Brazilian territory, because this reveals the consequences of the political actions and the coherence to the reality in which they occur. This discussion will be achieved through the analysis of the technical and normative transformations occurring in the Brazilian telecommunication system, in the search for the contribution to the identification of the ways the proposed universalization for the fixed telephone system service in Brazil

La tesi presentata verte sul ruolo che viene attribuito al servizio sociale presso l’INAIL, e nello specifico nei compiti affidati al suo funzionario socio-educativo. L’introduzione, nel 1933, dell’Istituto Nazionale per l’Assicurazione contro gli Infortuni sul lavoro mirava esclusivamente alla riduzione del fenomeno anti-infortunistico. Oggi la mission dell’Istituto è cambiata prevedendo una “tutela globale ed integrata” ossia si prevedono forme di intervento economiche, sanitarie, riabilitative e di sostegno per il reinserimento nella vita di relazione. L’assistente sociale, attraverso il proprio mandato professionale, collaborando con le équipe e in sinergia con il territorio, deve essere in grado di prendere in carico il soggetto con disabilità acquisita. A sostegno di ciò è stata svolta una ricerca avente il fine di comprendere quanto il servizio sociale dell’INAIL della Provincia di Venezia fosse conosciuto dagli stessi colleghi, in modo tale da poter poi attivare delle reali sinergie e accordi operativi, in favore del benessere dell’invalido o tecnopatico, in un ottica progettuale.

O actual Trabalho de Investigação Aplicada está subordinado ao tema: A Formação Técnico Profissional no Dispositivo Territorial. A Formação é um conceito transversal a todas as organizações, a que Guarda Nacional Republicana não é excepção. Numa primeira fase irá ser abordado o conceito de formação e seguidamente o que esta representa para a Instituição. Após uma breve referência ao histórico da formação contínua na Guarda Nacional Republicana o estudo irá incidir sobre a vertente da Instrução e Aperfeiçoamento de Quadros e Tropas dado aos militares que desempenham funções inerentes ao serviço policial. Baseando a escolha desta função do militar da Guarda devido à sua importância e contacto com população torna-se, a nosso ver, imperativo que a sua formação seja adequada e actualizada. Resultando assim, na pergunta inicial deste trabalho: Está a IAQT adequada às necessidades do Serviço Policial? As perguntas derivadas, objectivos e hipóteses que surgiram posteriormente têm todos por base a necessidade de responder à pergunta de partida. A metodologia utilizada consistiu na análise documental de publicações e de legislação, de modo, a sustentar a parte teórica do trabalho, sendo que na parte prática foi adoptado o inquérito por questionário como instrumento científico. Aplicando este último aos militares afectos ao serviço policial no Destacamento Territorial de Setúbal e no Destacamento Territorial de Portalegre. Após a análise dos resultados concluiu-se que nos moldes actuais a formação que está a ser ministrada não é a mais adequada às necessidades, porque para além de não estar a decorrer tão frequentemente como estava previsto, a instrução que comporta os conhecimentos necessários para a função não está tão presente como deveria estar, logo,existe uma lacuna na formação ministrada. No final do trabalho são apresentadas algumas propostas possíveis para resolver os problemas existentes levantados por este estudo.
Abstract The following Applied Investigation Work is subordinated to the theme: The Professional and Technical Training in the Territorial Units. The concept of training is transversal to all organizations and the Republican National Guard is no exception. In a first phase it will be approached the training concept and what it represents to the organization. After a brief allusion to the continuous training in the Republican National Guard the study will fall upon the branch of Troops’ Perfecting and Training given to the military that perform missions inherent to the police service. Sustaining this choice with the importance and contact that a military with this function has to the citizens, and also beca use it is of the utmost importance that its training is adequate and up to date. Therefore resulting in the starting question for this study: Is the Troops’ Perfecting and Training model adequate to the needs of the Police Service? The following investigation questions, objectives and hypothesis were brought to the study in way of answering to the main question. The used methodology consisted on documental analysis, in publications and in legislation, therefore supporting the theory phase of the study, in t he field work phase it was used a survey as scientific instrument. Applying it in the Setubal Territorial Detachment and in the Portalegre Territorial Detachment. After the result analysis it was concluded that the training that is being given is not, in the current form, adequate to the needs of the police service, because it is not given as frequently as it was predicted and the presence of the knowledge needed in this kind of missions is higher that the presence that it has in current training. In the end of the paper there are presented some suggestions to help resolve the problems that were brought to sight in this study.

A qualidade dos serviços prestados pela Guarda Nacional Republicana depende em muito da qualidade da formação ministrada aos seus militares. Num período em que a actuação das Forças e Serviços de Segurança se pretende da maior eficiência possível, contra uma criminalidade em constante evolução, os militares da GNR necessitam de estar mais e melhor preparados para usar a arma de fogo. O objectivo deste estudo consiste em investigar que contributos são passíveis de serem prestados à prática de tiro no serviço territorial. A metodologia da parte teórica baseia-se na análise documental existente, enquanto que na parte prática, se recorreu ao método hipotético-dedutivo, ou de verificação de hipóteses, e ao método inquisitivo, através da realização de entrevistas e de inquéritos por questionário. A análise conjunta das entrevistas e dos inquéritos originou resultados que dão a conhecer a opinião dos vários intervenientes no estudo. Chegámos à conclusão que os normativos que regulam a prática do tiro no serviço territorial necessitam de ser adaptados e tornados exequíveis, a fim de serem passíveis de serem cumpridas as suas disposições em todo o dispositivo. Concluiu-se ainda que existem métodos que podem contribuir para a inovação da qualidade da formação prestada aos militares da GNR. Propõe-se uma adequação dos normativos que regulam a prática de tiro, bem com o a maior disponibilização de recursos logísticos e financeiros, de forma a dotar os militares da GNR de uma formação de maior qualidade.
Abstract The quality of services provided by the Guarda Nacional Republicana strongly depends on the quality of training provided to its police officers. In a time when the performance of the Security Forces and Services are required with the highest possible efficiency, against criminals which are in permanent evolution, the GNR military police officers need to be more and better prepared to use firearm s. This study’s aim is to investigate which contributions are likely to be provided for the shooting practice in the territorial service. The methodology of the theoretical part is based on the analysis of the existing documents, while for the practical part a hypothetical-deductive method was used, along with the inquisitorial method, through interviews and questionnaire surveys. Through the interviews and surveys joint analysis results it was possible to achieve several points of view from the stakeholders in study. We came to the conclusion that the legislation which regulates the shooting practice in the operational service needs to be adapted and made more feasible, in order to be complied with its provisions. It was also concluded that there are methods t hat can contribute to innovate the quality of formation provided to the GNR military police officers. It is proposed an adequacy of the legislation which regulates the shooting practice, as well as more availability of logistical and financial resources, in order to provide the GNR military police officers with a higher quality formation.

Este estudio pretende analizar la participación de los movimientos sociales en la Colegiata Sergipano alta con vistas al desarrollo territorial. Para ello, es necesario ver cómo el proceso de representación y de representatividad en el Sergipe alta colegial; identificar las formas de participación en órganos colegiados; encontrar la manera de la articulación y la comunicación que ocurren en este grupo; e identificar estrategias para el desarrollo y puesta en marcha de los planes de Desarrollo Territorial. Esto es una investigación exploratoria, enfoque cualitativo y basado en el método dialéctico histórico. Para la recolección de datos, la investigación bibliográfica y documental. La investigación documental si se dio cuenta por el análisis de los planes territoriales y proyectos, minutos e informes aprobados por la alta colegial. La literatura se produjo a través de libros, artículos, tesis y disertaciones de maestría y doctorados, además de folletos, resoluciones y otra publicaciones de la MDA/SDT en el programa nacional para el sostenible desarrollo de Rural territorios (PRONAT). Ya la investigación de campo se llevó a cabo por la observación participante y entrevistas semiestructuradas. En la composición actual de las entidades que participan en la Colegiata de Sergipe alto están presentes instituciones públicas, organizaciones no gubernamentales y movimientos sociales. Que el objeto de este estudio que se centró en la participación de los movimientos sociales, fueron entrevistadas ocho representantes de estos. Análisis de datos se realizan con referencia a los objetivos enumerados y el sustento teórico utilizado en el curso de la investigación. Los resultados indican que la Colegiata de Sergipe alta se ha configurado como un importante espacio para la participación de movimientos sociales, que históricamente han tenido una historia de lucha, siempre vinculada al acceso a la tierra y la mejora de vida de la población del campamento. El establecimiento de una instancia colegiada permite agregados movimientos sociales luchando por preguntas específicas y en sus municipios en la otra dirección, cuyo propósito es el desarrollo del territorio. Aunque esta instancia ha sido creada a iniciativa del gobierno, la Colegiata de Sergipe alta era está en conformidad con la dinámica sociopolítica ya en marcha y añadiendo otros elementos, individuos e instituciones. A pesar de numerosos desafíos en el proceso participativo, el control social y la gestión de planes y proyectos para el territorio, en los obstáculos de comunicación, entre otros, tiene primacía por consenso y negociación cuando las discusiones y deliberaciones, buscando la construcción de una nueva forma de pensar el desarrollo territorial que tienen los campesinos en cuenta.
Este estudo tem como objetivo analisar a participação dos movimentos sociais no Colegiado do Alto Sertão Sergipano com vistas ao desenvolvimento territorial. Para tanto, fez-se necessário verificar como se dá o processo de representação e representatividade no Colegiado do Alto Sertão Sergipano; identificar as formas de participação nas instâncias colegiadas; averiguar como vem ocorrendo a articulação e comunicação neste Colegiado; e identificar as estratégias de elaboração e operacionalização dos Planos de Desenvolvimento Territorial. Trata-se de uma pesquisa exploratória, de abordagem qualitativa e que tem como base o método histórico dialético. Para a coleta dos dados, foram realizadas as pesquisas documental, bibliográfica e de campo. A pesquisa documental se efetivou mediante análise dos Planos e Projetos Territoriais, Atas e Relatórios aprovados no Colegiado do Alto Sertão. A bibliográfica ocorreu por meio de livros, artigos, teses e dissertações de mestrados e doutorados, além de cartilhas, Resoluções e outras publicações do MDA/SDT sobre o Programa Nacional de Desenvolvimento Sustentável de Territórios Rurais (PRONAT). Já a pesquisa de campo se realizou através da observação participante e de entrevistas semiestruturadas. Na composição atual das entidades que participam do Colegiado do Alto Sertão Sergipano estão presentes Instituições públicas, Organizações Não-Governamentais e Movimentos Sociais. Como o objeto desse estudo focou a participação dos movimentos sociais, foram entrevistados oito representantes destes. A análise dos dados foi realizada tendo como referência os objetivos elencados e o suporte teórico utilizado no percurso da pesquisa. Os resultados apontam que o Colegiado do Alto Sertão Sergipano tem se configurado como um espaço importante de participação dos movimentos sociais, que historicamente já possuíam uma história de luta, sempre vinculada ao acesso à terra e a melhoria de vida da população do campo. A constituição de uma instância colegiada permitiu agregar os movimentos sociais que lutavam por questões especificas e localizadas em seus municípios para outra direção, cujo propósito é o desenvolvimento do Território. Ainda que essa instância tenha sido criada a partir de uma iniciativa governamental, o Colegiado do Alto Sertão Sergipano foi se constituindo respeitando-se a dinâmica sociopolítica já em curso e agregando outros elementos, pessoas e instituições. Apesar de inúmeros desafios vivenciados no processo participativo, no controle social e na gestão dos planos e projetos pensados coletivamente para o Território, nos gargalos da comunicação, entre outros, tem-se primado pelo consenso e negociação quando das discussões e deliberações, buscando a construção de uma nova forma de pensar o desenvolvimento territorial que leve os camponeses em conta.

This thesis deals with the functioning and organization of the public service provision of meals in educational establishments, essentially by local government. The primary objective of this non-obligatory local public service is to provide clients (pupils, students, but also teachers and other employees) with suitable meals at a reasonable price. After a review of the legal conditions governing the introduction of such a service, the close examination of personnel requirements, technical characteristics, statutory and financial aspects of educational establishment catering allows a comparison of direct and contracted-out management options. By favoring the partnership principale, it is possible to remain in close touch with the client, whose satisfaction should, for both policy-makers and management, be the essential measure of the success of this public service

Dans un contexte de réflexions contemporaines sur la durabilité des services urbains d’eau potable, nous nous intéressons à la stratégie de responsabilité sociétale de Lyonnaise des Eaux comme contribution à la mise en mots et mise en œuvre du développement durable dans ce secteur d’activité. L’objectif de ce travail est d’analyser et questionner la stratégie de responsabilité sociétale de l’entreprise (RSE) pour y mettre en lumière d’une part ses causes, processus, finalités, et en comprendre, d’autre part, les impacts sur l’ancrage territorial de l’entreprise. Le mouvement de territorialisation de la RSE s’exprime dans un processus d’interaction global-local aboutissant à la régionalisation de la stratégie RSE de Lyonnaise des Eaux et à son incarnation locale sous la forme de projets développement durable. A partir de l’exemple de la gestion de l’eau potable dans la métropole bordelaise, nous avons étudié et mené deux projets de développement durable au sein de Lyonnaise des Eaux : le premier centré sur la gestion des usagers en situation de précarité hydrique ; le second portant sur l’accompagnement des usagers à la gestion durable de leur consommation d’eau. L’exploration des conditions territoriales de faisabilité de ces projets met en lumière les possibilités offertes à l’entreprise de répondre aux enjeux du territoire en limitant l’impact lié à son activité et de générer les ressources spécifiques nécessaires à son intégration dans des dispositifs locaux d’innovation. L’analyse spatiale de la responsabilité sociétale montre qu’elle est aussi l’interface négociée de l’adaptation et de l’action territorialisée de l’entreprise aux différents échelons
In a context of contemporary reflections on the sustainability of urban water utilities, we focus on Lyonnaise des Eaux’s corporate social responsibility strategy as a contribution to putting into words and implementing sustainable development in this sector. This work aims at analyzing on the one hand the causes, processes, goals of Lyonnaise des Eaux CSR strategy and understanding on the other hand the impact of these strategies on the company’s territorial embeddedness. CSR's territorial impetus is expressed via a global-local interaction process leading to the regionalization of Lyonnaise des Eaux CSR strategy and, its local embodiment through sustainable development projects. Based on the example of water management in the Bordeaux metropolis, we have studied and conducted two sustainable development projects within the company, one focused on water poverty management and the other focused on sustainable management of domestic water consumption. Exploring the feasibility conditions of these CSR projects highlights the opportunities for the company to meet the challenges of the territory by limiting the impact associated with its business or generate specific resources necessary for its integration into local innovation systems. The territorial approach of corporate responsibility strategy shows that it also appears as a negotiated interface used by Lyonnaise des Eaux for its adaptation and action at different scales

O presente trabalho encontra-se subordinado ao tema: “Cooperação Internacional em Destacamentos Territoriais de Fronteira”. Tem como objectivo saber se a cooperação policial que existe nas Zonas de Acção da GNR onde o nosso país faz fronteira com o Reino de Espanha, pode ser dinamizada por forma a melhorar essa mesma cooperação e tornar o serviço das forças policiais mais célere e eficaz. Perante a vastidão da fronteira continental portuguesa, este trabalho teve no entanto, que sofrer restrições no que toca à sua abrangência. É assim objecto específico de estudo deste trabalho a cooperação policial e tudo aquilo que a possa dificultar, ao nível dos Postos Mistos de Fronteira. Tendo como finalidade a identificação dessas mesmas dificuldades e de que forma elas comprometem o sucesso dos futuros Centros de Cooperação Policial Aduaneira, que substituem os supracitados Postos Mistos de Fronteira. A metodologia empregue na realização deste trabalhoconsistiu na divisão do mesmo em três grandes partes: em primeiro lugar o enquadramento e sustentação teórica, que se apoiou na pesquisa bibliográfica e em entrevistas exploratórias por mim aplicadas a Comandantes de Destacamento Territoriais da Guarda Nacional Republicana em zonas de fronteira; em segundo lugar o trabalho de campo, que consistiu na realização de entrevistas semidirectivas a todos os Cmdt. de DTer com Postos Mistos de fronteira na sua ZA, aos Cmdt. dosPostos Mistos, tanto do lado da GNR, como do lado do Cuerpo Nacional de Policia, e a alguns dos militares da GNR que se encontravam de serviço nos Postos Mistos; emterceiro lugar, as conclusões retiradas de este trabalho e alusão às necessidadesque surgirão aquando da entrada em actividade operacional dos CCPA’s. A partir de todo o trabalho efectuado, quer a nívelteórico, quer a nível prático, concluísse que os moldes nos quais as bases de dados disponíveis aos militares dos Postos Mistos se encontram, revelam-se insuficientes, assim como o efectivo da GNR é pouco representativo face às necessidades. As infra-estruturas actuais não estão aptas a acolher os elementos de todas as Forças policiais que deveriam marcar presença nos CCPA’s, assim como não estão preparadas para o serviço operacional de um CCPA. O presente trabalho foi realizado entre Janeiro e Julho de 2008.
Abstract The present work subject is “International Cooperation in Border Territorial Detachments”. Its objective is to know if police cooperation existing in GNR Action Zones where our country is bordering with Spanish Kingdom, can be carried out in order to improve this cooperation and enable police services duty tobecame quicker and more efficient. In front of the vastness of Portuguese continentalborders, this work needed to suffer some restrictions in regard to its embracement. For this reason the specific object of this work is police cooperation and everything that can make it more difficult, within Border Mixed Posts. Its aim is identify these difficulties and in which way they can compromise the success of future Border Police Cooperation Centres, which substitute the above-mentioned Border Mixed Posts. The methodology used in this work’s preparation consisted in dividing it in three great parts: in first place the theoretical framing and support, which lean on bibliographic research and on exploring interviews that I personally apply to Guarda Nacional Republicana’s Territorial Detachment commanders in border zones; in second place the field work, consisting in semi-directed interviews to each of the DTer’s commanders with Border Mixed Posts in their ZA, Border Mixed Posts commanders, within GNR and spanish Cuerpo Nacional de Policia, to GNR soldiers on duty in Border Mixed Posts; in third place, conclusions took out from this work and reference to needs that will appear at the moment of Border Police Cooperation Centrer’s beginning of operational activity. From all done work, on theoretical level such as on practical level, we can conclude that data-bases used now-a-days by Mixed Posts soldiers are insufficient, such as GNR personnel that is not enough to face the needs. The present infrastructures are not prepared to receive personnel from all police forces that should be present in CCPA’s, neither are prepared for CCPAoperational duty. This work has been realized since January until July 2008.

Les collectivités territoriales s'affichent comme des acteurs majeurs du secteur énergétique.Cependant, leur relation est empreinte d'une certaine ambiguïté du fait du caractère éminemmentstratégique du second. S'il apparaît qu'au début du XXe siècle les collectivités territoriales assumaient,à travers la distribution d'énergie, un véritable service public local, la réalité d'un tel caractère estaujourd'hui contestable. La nationalisation de 1946 a en effet eu pour conséquence de remettreprofondément en cause l'exercice de cette compétence, lui faisant perdre son caractère effectivementlocal. Malgré la récente libéralisation du marché de l'énergie, les collectivités territoriales ne se sontpas réapproprié ce rôle. Elles semblent toutefois trouver progressivement une nouvelle légitimité dansce domaine à la faveur des préoccupations occupant des places de plus en plus importantes que sontla sécurité d'approvisionnement et la protection de l'environnement. Ce travail se propose d'étudier lesinteractions entre les collectivités territoriales et l'énergie à travers la problématique de ladécentralisation. Le secteur énergétique, aussi stratégique soit-il n'empêche pas la mise en placed'une certaine forme de décentralisation. Les collectivités territoriales ont un rôle important à y jouermême s'il ne saurait concerner ce secteur dans sa globalité. Elles sont ainsi passées de la prise encharge d'une activité industrielle et commerciale à une implication grandissante dans le domaine del'énergie à travers le prisme environnemental.

Portugal foi um dos primeiros países Europeus a preocupar-se com a segurança dos seus cidadãos. Data de 1382 a implementação do primeiro corpo especialmente concebido para a conservação da ordem pública e segurança dos cidadãos. Desde o séc. XVIII que o cavalo é usado na prossecução da missão destes corpos de polícia, com quantitativos e missões diferentes ao longo do tempo. Fruto da complexidade, cada vez maior, do Mundo em que vivemos e do crescente interesse, nacional e internacional, pela defesa e preservação da natureza e do meio ambiente foi criado, em 2001, o Serviço de Protecção da Natureza e Ambiente no seio da Guarda Nacional Republicana. Tendo como tema: “a importância da valência equestre para serviço territorial da Guarda Nacional Republicana” foi estabelecido como objectivo central desta investigação saber se o patrulhamento a cavalo é uma mais-valia para o serviço ambiental. Através de um questionário aplicado aos comandantes de Grupo e Destacamento Territorial pretendeu-se determinar a sua percepção sobre os meios a cavalo. A partir de todo o trabalho efectuado, conclui-se que o patrulhamento a cavalo realizado no âmbito da missão do Serviço de Protecção da Natureza e Ambiente é uma mais-valia para a execução da missão específica do serviço e, por conseguinte, para a missão territorial da Guarda Nacional Republicana.
Abstract Portugal was one of the first European countries to be worried about the security of its citizens. Date of 1382 the implementation of the first body especially conceived for the conservation of the public order and security of the citizens. Since XVIII that the horse is used in the prosecution of the mission of these bodies of policy, with quantitative and different missions throughout the time. Fruit of the complexity, each bigger time, of national and international the World where we live and of the increasing interest, for the defence and preservation of the nature and the environment was servant, in 2001, the Service of Protection of Nature and Environment in the Republican National Guard. Having as subject: “The Importance of the Equestrian Valence for Territorial Service of Republican National Guard” was established as central objective office of this inquiry to know if the patrolling the horse is a more-value for the ambient service. Through a questionnaire applied to the commanders of Group and Territorial Detachment the horse intended itself to determine its perception on the ways. From all the effectuate work, it is concluded that the patrolling the horse carried through in the scope of the mission of the Service of Protection of Nature and Environment is a more-value for the execution of the specific mission of the service and, therefore, for the territorial mission of Republican National Guard.

La thèse est organisée en trois axes: l'institutionnelle, axée sur l'étude des modifications dans le scénario des acteurs en charge de la gestion de l'eau depuis la création de l'entreprise publique de l'eau et de l'assainissement AySA, et l'Autorité de Bassin Matanza- Riachuelo. L'environnement, consacré à analyser controverses générées par les différentes visions présentes par ces deux organismes et l'importance qui acquiert le regard de l'environnement à l'intérieur de la provision des services par rapport à la vision sanitaire traditionnelle du secteur. Et, la dimension socio-territorial qui vise à décrire l'accessibilité à l'eau et à l'assainissement dans la région, caractérisant les zones les plus touchées par le manque de service et les conflits qui émergent là, exigeant le droit à l'accès à l'eau?Pour répondre à ces dimensions on a choisi une stratégie méthodologique mixte qui permit combiner les sources et les approches qualitatives et les quantitatives. Nous avons principalement effectué des entretiens en profondeur à des fonctionnaires, des experts et des membres d'organisations sociales. Nous avons analysé la documentation technique sur les plans de œuvres, et nous avons utilisé des sources statistiques nationales pour étudier l'évolution de la couverture sur le territoire.L'hypothèse qui guide la recherche constate que, si bien que la création de ces deux organismes a produit une transformation dans la politique de l'eau et de l'assainissement à Buenos Aires, l'inertie du système de réseau centralisé et les limitations de la gestion territoriale de la part de l'autorité du bassin versant Matanza Riachuelo, limite la portée de cette transformation
The thesis analyzes the challenges presented by the implementation of water and sanitation policy in the Metropolitan Area of Buenos Aires (AMBA) during the last decade (2006-2015). More precisely, it studies the scenarios of controversy and conflict that led to the appearance and raise of new actors in the region that became responsible for managing the resources.The thesis is organized in three dimensions: the institutional one, focused on studying the transformations in the framework of actors responsible for water management in the region, starting with the creation of the AySA drinking water and sanitation company and the Matanza Riachuelo Watershed Authority. The environmental, aimed at analyzing the controversies generated by the different visions present in the management of water through these two organisms and the weight that acquires the environmental view within the provision of the service against the traditional sanitary view of the sector. And the socio-territorial, which seeks to describe accessibility to water and sanitation in the region, characterizing the areas most affected by the lack of service and the conflicts that arise there, in claiming the right to water.To address these dimensions, we opted for a methodological strategy that complement qualitative and quantitative approaches and sources. We have conducted in-depth interviews with officials, academics and members of social organizations; We have analyzed technical documentation on the plans of works, and we have appealed to national statistical sources to study the evolution of the coverage in the territory.The hypothesis that guides the investigation indicates that although the creation of these two organisms implies a transformation in the politics of water and sanitation in Buenos Aires, the inertia of the centralized system of networks and the limitations in the territorial management of the basin authority , Crossed by the criminalization of the Riachuelo pollution, limit the scope of this transformation
La tesis analiza los desafíos que presenta la implementación de la política del agua y saneamiento en el Área Metropolitana de Buenos Aires durante la última década. Más precisamente estudia los escenarios de controversia y conflicto que supuso la aparición de nuevos actores en la región encargados del manejo del recurso.La tesis se organiza en tres dimensiones: la institucional, centrada en estudiar las transformaciones en el entramado de actores encargados del manejo del agua a partir de la creación de la empresa de agua potable y saneamiento AySA y la Autoridad de Cuenca Matanza Riachuelo. La ambiental, destinada a analizar las controversias generadas por las distintas visiones presentes en estos dos organismos y el peso que adquiere la mirada ambiental dentro de la provisión del servicio frente a la tradicional visión sanitarista del sector. Y la socio-territorial, que busca describir la accesibilidad al agua y saneamiento en la región, caracterizando las áreas más afectadas por la falta del servicio y los conflictos que allí emergen, en reclamo del derecho al agua.Para atender a estas dimensiones optamos por una estrategia metodológica que permita complementar fuentes y enfoques cualitativos y cuantitativos. Principalmente hemos realizado entrevistas en profundidad a funcionarios, académicos y miembros de organizaciones sociales; hemos analizado documentación técnica sobre los planes de obras, y hemos apelado a fuentes estadísticas nacionales para estudiar la evolución de la cobertura en el territorio. La hipótesis que guía la investigación señala que si bien la creación de estos dos organismos supone una transformación en la política del agua y saneamiento en Buenos Aires, la inercia del propio sistema centralizado de redes y las limitaciones en la gestión territorial de la autoridad de cuenca, atravesada por la judicialización de la contaminación del Riachuelo, limitan el alcance de dicha transformación

Resumo: Num contexto de crescente envelhecimento populacional, é fundamental conhecer mais sobre essa fase da vida, suas demandas e sobre as políticas públicas existentes. Este trabalho apresenta um estudo a respeito da qualidade de vida e vivência de pessoas idosas que frequentam o Serviço de Convivência e Fortalecimento de Vínculos da Pessoa Idosa (SCFVI) no Centro de Referência de Assistência Social - CRAS Canoas, município de Pontal do Paraná (PR). A pesquisa de campo foi realizada no período de maio a dezembro de 2016, com o objetivo de avaliar a qualidade de vida e compreender o processo de envelhecimento dos idosos participantes do serviço. A metodologia utilizada foi quali-quantitativa, com os seguintes instrumentos de coleta de dados: observação participante durante a realização dos encontros do grupo do SCFVI; aplicação do questionário WHOQOL-Bref e entrevista semiestruturada com os dezesseis idosos integrantes do grupo. Nos resultados obtidos com o WHOQOL-Bref, evidenciou-se que a participação dos idosos nas atividades do serviço não foi determinante para uma melhora na qualidade de vida. Todavia, por meio das entrevistas e da observação, foi possível compreender melhor alguns aspectos que influenciam o envelhecimento e a qualidade de vida dos pesquisados, que estão em situação de vulnerabilidade social (socioeconômicas, condições precárias de moradia, ausência de um ambiente familiar), bem como perceber as atitudes dos participantes na interação grupal. De forma geral, na conclusão, aponta-se que os encontros do SCFVI colaboraram para o fortalecimento de vínculos e autonomia social, com atividades que buscaram incentivar a socialização, convivência comunitária e valorização das experiências vividas. Abstract: In a context of increasing ageing population, It is fundamental to know more about this phase of life, Its demands and on existing public policies. This work introduces a study about the quality of life and livingness of older people that attend the Service of Interaction and Strengthening of the Older People's Bond (SCFVI) in the Social Assistance Reference Center (CRAS), located in Canoas, city of Pontal do Paraná, Paraná, Brazil. The Field Research was conducted from May to December 2016, with the aim of assess the quality of life and understand the ageing process of the elderly participants of the service. The methodology used was a quali-quantitative approach, with the following instruments of data collection: participant observation during the meetings of the (SCFVI) group; application of a questionnaire (WHOQOL-BREF), and semi-structured interview with the sixteen elderly members of the group. The results obtained with (WHOQOL-BREF), showed that the participation of the elderly in the activities of the service was not determinant to improve the older people's quality of life. However, through interviews and observation, was possible to better understand some aspects that influence the ageing and quality of life of the surveyed, that are in a socially vulnerable situation (socioeconomic, in precarious conditions of housing and lack of family environment), as well as realize the participants' attitudes in group interaction. In general, at the conclusion, it is worth to point out that the (SCFVI) meetings cooperated in the strengthening of the bonds and social autonomy, with activities that sought to encourage socialization, community life and valorization of the experiences of life. Il percorso di ricerca si è posto come obiettivo il raggiungimento di una maggiore conoscenza del welfare mix operante nel territorio del Comune di Padova, ovvero in particolare la collaborazione fra cittadini, cooperative, associazioni e istituzioni pubbliche: tale rapporto è stato definito come “l’idraulico delle relazioni”. L’elaborato è costituito da una prima parte di inquadramento teorico sulle trasformazioni delle politiche sociali negli ultimi decenni e da una seconda parte in cui viene presentata la ricerca empirica . Nella prima parte è stata anche messa in luce la collaborazione tra pubblico e il privato sociale, nonché la diffusione delle imprese sociali che hanno fornito un significativo sostegno all'implementazione delle politiche sociali. La ricerca empirica riguarda provincia di Padova. Questa città essendo molto eterogenea, offre svariati argomenti di approfondimento, ma grazie ad una collaborazione con il settore dei Servizi Sociali di Padova, ho potuto realizzare la seconda parte della tesi. Tra le diverse iniziative che l'Ufficio Infanzia, Adolescenza e Famiglia realizza vi sono i Centri di Animazione Territoriale. La survey si struttura grazie a due strumenti metodologici: i questionari e le interviste. Il primo è stato somministrato ad un campione di utenti frequentanti i Centri, mentre le interviste sono state fatte ai responsabili delle cooperative che coordinano i Centri. Grazie ad esse ho analizzato meglio la relazione fa pubblico e privato sociale, il focus si concentra sulla nascita e la durata della collaborazione, punti di forza e di debolezza dei Centri e la soddisfazione degli utenti.

O presente trabalho tem por objetivo debater a apreensão territorial realizada pelo Estado na Política Nacional de Saúde. A defesa realizada neste trabalho é que o território físico e o espaço abstrato foram incorporados a Política Nacional de Saúde, e tem garantido a sobrevivência e dominação capitalista. O espaço social é entendido com base nos ensinamentos de Lefebvre, que ao assumir uma perspectiva crítica, defende o mesmo como elemento que constitui e é constituído pelas relações sociais de produção/dominação. Em contrapartida tem se o espaço abstrato, defendido e incorporado pelo capitalismo na Política Nacional de Saúde, sendo marcado pela tríade: fragmentação, homogeneização e hierarquização. O território é abordado a partir de autores críticos, que o entendem como vivido, que determina e é determinado pela ação humana. E como território físico/natural composto por um conjunto de elementos geofísicos. Esta abordagem do territorial de forma acrítica tem sido incorporada na Política Nacional de Saúde, por meio das diretrizes de descentralização e regionalização. O trabalho está divido em três capítulos que debatem: o espaço abstrato e o território físico produzido pelo modo de produção capitalista; a incorporação das diretrizes de descentralização e regionalização ao longo da história dos serviços de saúde; e o recorte territorial e seus rebatimentos na Política Nacional de Saúde, a partir da análise das legislações dos três entes federativos.
The objective of this paper is to discuss the territorial apprehension carried out by the State in the National Health Policy. The defense carried out in this work is that the physical territory and the abstract space have been incorporated into the National Health Policy and have guaranteed survival and domination capitalist. Social space is understood on the basis of the teachings of Lefebvre, who, taking a critical perspective, defend the same as an element that constitutes and is constituted by the social relations of production / domination. In contrast, the abstract space, defended and incorporated by capitalism in the National Health Policy, is marked by the triad: fragmentation, homogenization and hierarchy. The territory is approached from critical authors, who understand it as lived, that determines and is determined by human action. And as physical / natural territory composed of a set of geophysical elements. This uncritical territorial approach has been incorporated into the National Health Policy, through decentralization and regionalization guidelines. The work is divided into three chapters that debate: the abstract space and the physical territory produced by the capitalist mode of production; The incorporation of decentralization and regionalization guidelines throughout the history of health services; And the territorial cut and its refutations in the National Health Policy, based on the analysis of the legislations of the three federative entities.

This academic essay is aimed at the study on parent protective capacity of families assisted with the Bolsa Familia welfare program. It is also aimed at the living areas of those families referent to the basic protection in National Politics Welfare PNAS/2004. This thesis statements that the centrality around the indicators that conduct welfare basic protection are inflexible and airtight when facing territorial inequality and thus it restricts protective capacity strengthening of low income families. In order to approach the following essay assignment, the measurement and analysis of socio-territory inequalities and its ramifications towards the protective capacity strengthening of low income families were chosen to be the subject matter of the research. The methodological guidance leading this essay is based on quantitative and qualitative researches which involved mapping, reading and synthesizing bibliographical and documental dada. Besides that, it was given out questionnaires to 166 families caretakers who receive assistance from the governmental program Bolsa Familia. Those families are distributed among seven neighborhoods belonging to the Santa Felicidade Welfare Reference Center in the Southern region of the city of Maringá in Paraná. The analysis of interurban inequalities supported by the indicator social protection unprotected, built and tested by Welfare Research Centre - NEPSAS/PUC-SP, as part of the Families Protective Capacity Matrix made it possible the identification of a demand-driven set characterized by fragile ties of citizenship with welfare apparatus and services, health and education, it is an indicator towards the strengthen of public policies intersectorial dialog aiming at the rights acknowledgement of low income families
O presente trabalho tem como tema o estudo da capacidade protetiva de famílias beneficiárias do Programa Bolsa Família (PBF) e seus territórios de vivência, tendo como marco a proteção básica na Política Nacional de Assistência Social - PNAS/2004. Como hipótese conjectura-se que os índices da proteção básica na assistência social, bem como os indicativos do PBF, orientadores da gestão da proteção básica na assistência social, inflexíveis e estanques em face das desigualdades territoriais, limitam o fortalecimento da capacidade protetiva de famílias de baixa renda. Para abordagem do tema proposto, elegeu-se como objeto a mensuração e análise das desigualdades socioterritoriais e seus desdobramentos para a capacidade protetiva de famílias de baixa renda. Os caminhos metodológicos que norteiam a construção desta tese baseiam-se em pesquisa de natureza quantitativa e qualitativa, envolvendo levantamento, leitura e síntese de material bibliográfico e documental. E ainda aplicação de questionário a um total de 166 responsáveis pelas famílias beneficiárias do PBF, residentes em sete bairros referenciados ao Centro de Referência da Assistência Social - CRAS Santa Felicidade, localizado na região Sul da cidade de Maringá - PR. A análise das desigualdades interurbanas, sustentada pelo indicador proteção/desproteção social, construído e testado pelo Núcleo de Pesquisa em Assistência Social - NEPSAS/ PUC-SP, como parte da Matriz da Capacidade Protetiva de Famílias , possibilita a identificação de um conjunto de demandas que, caracterizadas pela fragilidade de vínculos de cidadania com os equipamentos e serviços de assistência social, saúde e educação, coloca-se como indicativo para o fortalecimento do diálogo intersetorial das políticas públicas, com vistas ao reconhecimento de direitos de famílias de baixa renda

Le Liban connaît de nos jours un phénomène de contre-exode original, alors que l’urbanisation croissante est plutôt la grande caractéristique de notre monde actuel. Ce phénomène a piqué notre curiosité et nous a conduit à rechercher les causes de cette dynamique dans certaines régions libanaises alors que d’autres restent à l’écart et souffrent de sous-développement. Tel est le cas de la région qui fait l’objet de notre recherche : le Akkar, situé au nord du Liban.Pour dynamiser la région et déclencher un processus de développement territorial, il ressort que l’agriculture doit être au centre des préoccupations du fait de sa prégnance sur le territoire du Akkar et des avantages comparatifs qu’elle procure.Plusieurs travaux théoriques et empiriques mettent en évidence les vertus du développement de l’agriculture en termes d’augmentation du PIB et de lutte contre la pauvreté et montrent que l’agriculture réagit plus vite que les autres secteurs aux nouvelles politiques et contribue plus fortement au PIB. La croissance agricole stimule l’ensemble de l’économie car elle crée des marchés pour les biens et services non-agricoles, produisant un effet de diversification de la base économique des régions rurales. Ainsi l’industrie agro-alimentaire et le tourisme se développeront dans la lignée d’une nouvelle vision de l’agriculture.Au final, les faiblesses actuelles de l’économie du Akkar peuvent devenir des opportunités, si le caractère multifonctionnel de l’économie rurale sert un développement durable à partir d’une dynamique englobant l’agriculture, l’agro-industrie et le tourisme. Les actions portant sur les conditions de la production (amélioration des infrastructures, renforcement scolaire et formation, soutien financier et organisation plus rationnelle de la production) impliquent le soutien de l’Etat. Les actions de dynamisation et de valorisation à travers une série de projets de développement local impliquent quant à elles une forte mobilisation des acteurs locaux et une décentralisation pour une plus grande marge de manœuvre, notamment dans la prise en charge de projets de coopération décentralisée
Lebanon knows nowadays a phenomenon against original-urban migration, while growing urbanization is rather the great feature of our world today. This has piqued our curiosity led us to investigate the causes of this dynamic in some Lebanese areas while others remain outside and suffer from underdevelopment. Such is the case of the region that is the subject of our research: Akkar, north Lebanon.To boost the region and trigger a process of territorial development, it is clear that agriculture must be aware of the concerns of the center of its predominance in the territory of Akkar and comparative advantages it provides.Several theoretical and empirical work highlights the virtues of the development of agriculture in terms of GDP growth and the fight against poverty and show that agriculture reacts faster than other sectors to new policies and contributes greatly to the GDP. Agricultural growth stimulates the whole economy because it creates markets for non-agricultural goods and services, producing a diversification effect of the economic base of rural areas. Thus the food industry and tourism will develop in line with a new vision for agriculture.Finally, the current weaknesses of Akkar economy can become opportunities if the multifunctional nature of the rural economy is sustainable development from a dynamic encompassing agriculture, agribusiness and tourism. Shares on the conditions of production (improving infrastructure, strengthening education and training, financial support and rational organization of production) involve state support. The actions of revitalization and recovery through a series of local development projects involve for their strong mobilization of local actors and decentralized for greater flexibility, especially in the management of decentralized cooperation projects

Cette thèse propose une méthodologie permettant d’analyser les mécanismes d’innovation au sein du secteur des services ainsi que leurs implications en matière de développement territorial. Cette méthodologie se présente en trois temps. Dans un premier temps, une analyse des processus d’innovation au sein du secteur des services est élaborée afin de mieux comprendre le fonctionnement des modes d’innovation et les logiques de localisation au sein de ce secteur. Dans un second temps, une étude économétrique comparative des déterminants de l’innovation dans les services et l’industrie est réalisée à partir d’une enquête communautaire sur l’innovation (CIS2008). Cette étude permet de mieux appréhender, d’une part, les facteurs à l’origine de l’innovation dans le secteur des services et, d’autre part, les principales divergences en matière d’innovation entre les services et l’industrie. Dans un troisième temps, une étude descriptive et économétrique des déterminants de l’innovation dans les services est effectuée à l’échelle de 31 agglomérations françaises. Cette étude permet de confronter sur données localisées l’impact des déterminants de l’innovation selon les types d’innovations développées (technologique et non technologique).Au final, ce travail, initialement entrepris sur la base d’une analyse globale des activités de services, s’est progressivement centré sur les Services à Forte Intensité de Connaissances (informatiques, R&D, architecture, publicité, etc.) au vue de leur poids économique (en termes d’emploi et de valeur ajoutée) et de leur pertinence en matière d’innovation
This thesis proposes a methodology to analyze the mechanisms of innovation in the service sector and their implications for regional development. This methodology is presented in three stages. As a first step, an analysis of the innovation process in the service sector is performed to better understand the functioning of innovation patterns and location choices within the sector. In a second step, a comparative econometric study of the determinants of innovation in services and industry conducted on the basis of Community Innovation Survey (CIS2008) data. This study provides insight on the one hand, the factors driving innovation in the service sector and, secondly, the main differences in innovation between services and industry. In a third step, a descriptive and econometric analysis of the determinants of innovation in services is performed for 31 French cities. This study allows to compare the impact of the determinants of different types of innovation (technological and non-technological) on the basis of local data.Finally, this work was originally undertaken on the basis of a comprehensive analysis of service activities, gradually focusing on Knowledge Intensive Service (IT, R & D, advertising, etc.) In view of their economic impact (in terms of employment and value added) and their relevance for innovation

A gestão territorial é o conjunto de técnicas e procedimentos necessários ao ordenamento e controle das atividades humanas, ao funcionamento dos serviços públicos e ao monitoramento da qualidade dos sistemas naturais em um espaço terrestre com limites administrativos como, área urbana, município, estado ou país. Consiste num processo democrático e transparente, no qual o gestor público deve promover e difundir o conhecimento, fomentar o uso adequado do solo, orientar a distribuição equitativa de equipamentos e evitar a especulação imobiliária, através de eficientes instrumentos de gerenciamento. Ao encontro dessa ideia surge o governo eletrônico (e-gov), um novo modelo de gestão pública baseado nas Tecnologias da Informação e Comunicação (TIC) em prol da melhoria dos serviços oferecidos aos cidadãos, visando desburocratização e eficiência nas funções governamentais. No Brasil, o e-gov foi criado visando não apenas a prestação de serviços, mas a transformação das estruturas institucionais e a difusão do conhecimento à sociedade brasileira. Neste contexto, selecionou-se como objeto de estudo a consulta prévia de localização e funcionamento para obras ou atividades urbanas, como uma contribuição aos processos de automatização do e-gov e de melhorias na gestão territorial municipal no Brasil. Essa consulta prévia é um processo previsto em lei municipal que precede a concessão do alvará e fornece uma análise de adequação urbanística. O diagnóstico feito em 26 capitais brasileiras e Distrito Federal revelou que nas consultas prévias utilizam-se TIC de maneira fragmentada, com o isolamento dos diferentes órgãos governamentais. Um modelo conceitual de sistema ambiental foi elaborado com base no Método UML-GeoFrame, como uma ferramenta de análise espacial que serve de apoio à gestão municipal, pois permite não só a avaliação da conformidade legal, mas também os impactos através da utilização de indicadores socioambientais. Para mensuração dos pesos estipulados para cada indicador selecionados para compor a modelo foi utilizado o Método AHP (Analytic Hierarchy Process), com a matriz de julgamento determinada por um grupo de especialistas. Considera-se que os parâmetros legais e o conjunto de indicadores socioambientais, bem como a determinação dos pesos para sua mensuração, foram satisfatórios para identificar o impacto ambiental significativo decorrente da implantação de empreendimentos potencialmente degradadores do meio ambiente. A adoção de indicadores socioambientais nas consultas prévias de localização e funcionamento adensarão o volume de informações sobre a parcela imobiliária, fornecendo ao requerente um conhecimento detalhado para que exerça sua atividade com sustentabilidade ambiental e equidade social, conforme ordena a Constituição Brasileira. Como resultado final da tese foram propostas diretrizes, com base no modelo conceitual, que permitem a adaptação do sistema a diversas realidades apresentadas pelas cidades brasileiras, indiferente do porte e realidade socioeconômica. A relevância da tese centra-se na proposta de uso de indicadores socioambientais nas consultas prévias virtuais de localização e funcionamento, contribuindo para a avaliação de impactos ambientais e a formulação de novas estratégias de monitoramento e controle territorial. A evolução da gestão territorial requer novos instrumentos, entre os quais foi selecionado o governo eletrônico , pois faz com que processos sistematizados sejam capazes de criar, organizar e compartilhar conhecimentos estratégicos de forma automatizada, servindo para agilizar a gestão pública e ajudar na inclusão do cidadão como produtor de conhecimento coletivo.

Abstract: The territorial management is the set of techniques and procedures required for planning and control of human activities, the functioning of public services and quality monitoring of natural systems in a terrestrial space with administrative boundaries as urban area, county, state or country. The territorial management is a democratic and transparent process, whereupon the municipal manager must promote and disseminate knowledge, promote the use of suitable soil, guide the equitable distribution of urban facilities and community and avoid speculation, using modern management tools. In line with this idea, arises the electronic government (e-gov), a new model of public management based on Information and Communication Technologies (ICT) for the improvement of the services offered to citizens, aiming at reducing bureaucracy and efficiency in government functions. In Brazil, the e-gov was created to not only provide services, but the transformation of institutional structures and the dissemination of knowledge to the Brazilian society. In this context, it is selected as a study object the prior consultation with the location and operation for urban works or activities as a contribution to the automation processes of e-government and improvements in land management in Brazil. It is a process under municipal law anticipates that the provision of the license and provides an analysis of urban adaptation. The diagnosis made in 26 Brazilian state capitals and the Federal District revealed that prior consultations using ICT in a fragmented way, with the isolation of the internal departaments. A conceptual model of environmental system was developed based on UML-GeoFrame method as a tool for spatial analysis which serves to support municipal management, as it allows the evaluation of legal compliance and impacts through the use of environmental indicators. To measure the weights of each indicator selected to compose the model, we used the AHP (Analytic Hierarchy Process), with the matrix of judgment given by a group of experts. It is considered that the legal parameters and the set of environmental indicators, and the determination of weights for its measurement were satisfactory to identify the significant environmental impacts resulting from the implementation of projects potentially degrading the environment. The use of environmental indicators in the consultations prior location and operation will increase the information on portion real estate, providing the applicant with a detailed knowledge for your activity with environmental sustainability and social equity. As a final result of the thesis proposed guidelines were based on the conceptual model, which will allow the system to adapt to different realities presented by Brazilian cities, regardless of size and socioeconomic reality. The relevance of the thesis focuses on the proposed use of environmental indicators in virtual consultations prior location and operation and may signal a way, contributing to the assessment of environmental impacts and the formulation of new strategies for monitoring and territorial control. The evolution of territorial management requires new tools for strategic planning, increased information about the territory and monitoring of urban growth, aiming to make socially just and environmentally sustainable cities. We conclude by stating that the e-Government is an important land management tool, because it makes systematized processes are able to create, organize and share strategic knowledge is useful for the decision-making for the management of public policies and for inclusion of the citizen as producer collective knowledge.

La Corse est la plus septentrionale des grandes îles de Méditerranée Occidentale, elle est la plus petite (3680 km2) et la moins peuplée.(330 000 habitants). Plus proche des côtes italiennes, elle fait néanmoins partie intégrante de la France où une forte diaspora est installée et génère des échanges serrés. Depuis l’Antiquité, la Corse a toujours eu des relations commerciales avec le continent, d’abord avec la péninsule italienne puis, depuis l’annexion de 1768, avec la France continentale. Deux révolutions technologiques favorisèrent un fort accroissement des échanges : l’arrivée des navires à vapeur en 1830 et celle de l’avion au vingtième siècle. Les évolutions se poursuivent toujours pour réduire la durée des vols et des traversées et augmenter la capacité de transport. La Collectivité Territoriale de Corse a la maîtrise des transports et conclut des délégations de service public avec les compagnies maritimes et aériennes ; tandis que l’État s’est retiré, l’Union Européenne intervient davantage pour imposer la libre concurrence. Les infrastructures ont dû s’adapter à l’évolution des flottes mais elles sont toujours déterminées par le relief cloisonné de l’île qui a l’originalité de disposer de sept ports et quatre aéroports afin de mieux desservir les territoires. Le trafic des marchandises est modeste et déséquilibré, les entrées étant très supérieures aux sorties ; celui des passagers a été décuplé en soixante ans, sa répartition est très inégale dans l’année et entre les ports et aéroports. ; la part de l’avion se rapproche de celle du bateau. Les touristes sont majoritaires chez les passagers mais sont beaucoup moins nombreux que ceux des îles concurrentes. Les tarifs ont été nettement réduits pour les résidents mais restent élevés pour les autres usagers, ce problème devra être résolu pour améliorer la continuité territoriale
Corsica is the northernmost of the big western Mediterranean islands, as well as the smallest (3680 km2) and the less populated (330 000 inhabitants). It started with Italian peninsula, and went on with mainland France after its annexation in 1768.Two main technological revolutions promoted a huge increase in the trade relations: the emergence of steamboats in 1830 followed by the plane in the 20th century.Technological improvements are still continuing to reduce time of flights and sea crossings, increasing thus transport capacity.Territorial collectivity of Corsica is in charge of transports and delegates public services to the airlines and shipping companies. While French state progressively withdraws, European Union is more and more involved to impose free market.Even if infrastructures evolved with the fleet changings, they are still determined by the compartmentalized relief of the island which led to the construction of seven ports and four airports in order to serve better the different territories.Goods’ traffic is of modest size and unbalanced (entries rather higher than exits), whereas passengers’ one has increased tenfold in sixty years. For this last one, an inequality of distribution along the year is observed (seasonal variations), as well as between ports and airports. Progressively the plane’s part gets closer to the boat’s one. Passengers are mainly tourists that remain less numerous than those of the competing islands.Fares have been reduced significantly for Corsican residents, but still remain high for the other passengers. This problem will have to be solved to improve territorial continuity

L’emploi public administratif territorial regroupe l’ensemble des agents publics travaillant pour le compte d’un service public administratif relevant de la compétence d’une collectivité territoriale ou d’un de ses établissements publics. Cet emploi, initialement conçu afin d’être majoritairement pourvu par des fonctionnaires, est en réalité occupé au cinquième par des agents contractuels dont la présence constante et incompressible déstabilise profondément l’édifice statutaire. L’emploi du contrat y est en effet révélateur de l’inadaptation du statut de la fonction publique à l’ensemble des missions de l’emploi public administratif territorial. La multiplicité et la banalisation des cas de recrutements contractuels l’attestent. Une contractualisation de l’emploi public administratif territorial pourrait permettre d’en assurer la modernisation. Plusieurs possibilités seraient alors envisageables: une privatisation de l’emploi public administratif territorial ou, au contraire, une amélioration du régime juridique actuellement en vigueur par l’accroissement de ses composantes contractuelles. La logique de carrière, véhiculée par la construction statutaire de l’emploi public depuis désormais plus de trente ans, serait alors nécessairement remise en cause. Administrative jobs of local authorities cover all public employees working on behalf of an administrative public service managed by a local authority or one of its subsidiary. Those jobs, originally conceived to be mainly occupied by civil servants, are in fact occupied by a fifth of contract agents. Contract agents demonstrate that civil servants alone are not able to fulfill every tasks of local authorities. Contractualization could be a way to ensure modernization of those jobs: either a global privatization or an increase of their contractual components could be solutions. The career logic, used for more than thirty years, would then necessarily be called into question. La tesi affronta i temi della comunità e dell’inclusione sociale a partire dallo studio di caso di una esperienza concreta di educazione di comunità. Il presente lavoro di ricerca si propone di ripercorrere la storia della Cooperativa Il Cardo a partire dai luoghi educativi che hanno caratterizzato la Cooperativa dal 1988 al 2018. Scopo dello studio di caso è condurre una analisi sui passaggi che hanno portato la Cooperativa ad essere riferimento educativo per il territorio di cui fa parte. La ricerca a partire da una singola esperienza mira a riflettere in modo ampio sui cambiamenti sociali e culturali che interessano la società contemporanea. La tesi si snoda in tre tematiche principali: la prima consiste nell’approfondimento teorico del concetto di comunità e inclusione sociale oggi; la seconda approfondisce gli aspetti teorici dei possibili approcci di ricerca, in questa parte un lavoro significativo riteniamo sia quello dedicato alla revisione della letteratura sullo “studio di caso”, che ha richiesto molto studio e lavoro e che rappresenta una sintesi del panorama sull’argomento che riteniamo nuovo e non presente nella letteratura attuale; l’ultima parte è dedicata alla ricerca nel suo farsi concreto ed è la parte contestuale e “materiale” di questo lavoro.
The dissertation is about community and social inclusion. The research is a the case study of a concrete experience of community education. The aim if the research work is to retrace the history of the “Il Cardo Social Cooperative” exploring the educational settings that characterized its educational work from 1988 to 2018. The purpose of the case study is to conduct an analysis on the steps that led the Cooperative, moving from services, to be an educational reference for its territory. Research, starting from a single experience, aims to reflect broadly on the social and cultural changes affecting contemporary society. The dissertation is divided into three main themes: the first consists in the theoretical study of the concept of community and social inclusion today; the second explores the theoretical aspects of possible research approaches, in this part a significant work is dedicated to the review of the literature on the "case study"; the last part is dedicated to research itself (data and analysis) and is the contextual and "material" part of this work.

Nowadays, more and more responsibility is being handed over to local authorities in the setting up and running of publicly-owned broadband networks. The way in which this growing responsibility is implemented has to be studied from the dual aspect of public and private intervention.For although, as planners of local development, local authorities are responsible for the coordination of public service broadband activities, they nevertheless call upon the expertise of private enterprise. This thesis analyses how cooperation between public and private sectors works and seems to be driven by a logic of functional subsidiarity. Local authorities, as economic operators subject to the competition rules of the Treaty, now acquire the status of telecommunications service provider and are thus governed by specificliberalised sector regulations. O presente Relatório Científico Final do Trabalho de Investigação Aplicada subordinado ao tema “Elementos Ignidores das Agressões contra os Militares da GNR no Comando Territorial de Faro (CTer), visa, essencialmente, perceber quais são os elementos que estão na origem das Agressões que os militares são vítimas. Foram formuladas várias hipóteses e perguntas derivadas, que se revelaram indispensáveis para dar resposta à pergunta de partida: “Quais são os elementos ignidores das Agressões contra os militares da GNR no CTer?” O trabalho de investigação é composto por uma parte teórica e concetual e uma parte prática. A primeira foi realizada com recurso a uma exaustiva pesquisa bibliográfica, que serviu de base e sustentou a parte prática. A segunda, desenvolveu-se tendo em conta o ano de 2011, em que se procedeu à análise dos crimes que compreendiam todo o tipo de agressões (físicas, verbais e morais) contra os militares da GNR no CTer de Faro.Realizaram-se ainda, entrevistas a alguns militares que foram agredidos mais que uma vez. Concluiu-se que grande parte das agressões contra os militares da GNR naquele CTer, partiram de condutas negligentes praticadas pelos mesmos. Considerou-se o excesso de zelo no exercício do serviço policial e a falta de instrução, como um dos principais elementos ignidores. Adveniente da investigação, concluiu-se que também há fragilidades nos serviços de atendimento e secretariado. Pelo exposto, deduziu-se que existe falta de harmonização de procedimentos e falta de controlo e supervisão por parte dos Comandantes das Subunidades, cujas consequências se denotam pela pouca complacência no serviço desempenhado pelos militares.
Abstract The present Work of Applied Investigation which the subject is “The Ignite Elements of aggressions against the Military of the GNR in The Territorial Command of Faro”, essentially pretends to realize which elements origin the attacks that the military are victims. There have been formulated several hypotheses and derived questions that revealed themselves essential to answer the initial question: “What are the ignite elements of attacks/aggressions, against the military of the GNR in The Territorial Command of Faro?”. The research consists of a theoretical and conceptual part and a practical part. The first was held with an exhaustive bibliographical research, which served as a base and supports the practical part. The second was developed taking into account the year 2011, having been analyzed the crimes that included all kinds of aggressions (physical, verbal and moral) against the military of the GNR in Territorial Command of Faro. There were also interviews with some military personnel who have been assaulted more than once. It has been concluded that many of attacks against the military of the GNR in Territorial Command have started from negligent conduct practiced by them. It has been considered that the overzealous and the lack of panache in the exercise of the police service as one of the main ignite elements. In result, it is concluded that there are also weaknesses in the secretarial and support services. Therefore it is deduced that there is a lack of control and supervision by the commanders of Sub-units, whose consequences are denoted by little complacency on the service performed by the militar.

Non solo il nuovo coronavirus sta colpendo in modo in modo tutt'altro che democratico la popolazione, ma anche le misure per contrastarne la diffusione ne stanno ulteriormente amplificando l’impatto. I gruppi più vulnerabili sono maggiormente esposti ai rischi sanitari, economici, sociali e la pandemia sta agendo come lente d'ingrandimento e moltiplicatore di fragilità e bisogni pregressi. All'interno di questa cornice contestuale, i servizi sociali comunali possono fungere da osservatori privilegiati dal momento che hanno continuato a garantire il proprio intervento, intercettando situazioni di bisogno e predisponendo risposte tempestive. Le assistenti sociali stanno, quindi, osservando e affrontando in prima persona, nel lavoro quotidiano, l'impatto dei meccanismi di vulnerabilità. La presente ricerca ha, dunque, come obiettivo la comprensione e l'analisi degli strascichi sociali che la pandemia sta lasciando nelle vite degli utenti e di come i servizi sociali stiano agendo o possano agire per affrontare un panorama sociale incerto, continuando a promuovere uguaglianza tra le persone. L’impatto differenziale della pandemia verrà illustrato e indagato attraverso il punto di vista di tre assistenti sociali comunali dell'Ambito di Grumello del Monte (BG). Ogni operatrice, in un incontro individuale con la ricercatrice, ricostruirà tre percorsi di aiuto particolarmente deviati dalla pandemia, relativi a tre forme di vulnerabilità: povertà economica, educativa e disabilità. Infine, alla luce delle loro esperienze professionali e di gestione dell'emergenza, in un focus group si rifletterà sul loro vissuto e sulle trasformazioni richieste al lavoro sociale in epoca pandemica.

La question du développement de l’œnotourisme s’est imposée dans les vignobles depuis une vingtaine d’années. Des retombées sont attendues de cette activité tant en matière de notoriété et de ventes des vins que de dynamisme économique local. Cependant, le développement de l’œnotourisme n’est ni systématique ni uniforme dans les vignobles. Ce constat conduit la thèse à questionner la diversité de l’œnotourisme et à en développer une compréhension. L’hypothèse principale est que la diversité de l’œnotourisme est imputable à la diversité des contextes vitivinicoles dans lesquels cette activité émerge. En prenant appui sur la vitiviniculture locale, l’œnotourisme est fortement influencé par son fonctionnement. À partir d’une analyse puisant dans l’économie territoriale, l’économie des services et les théories institutionnalistes de la firme, la thèse met en évidence que les stratégies des professionnels du vin – du fait qu’ils sont simultanément les acteurs centraux de la vitiviniculture et de l’œnotourisme – matérialisent l’influence qu’exerce le contexte vitivinicole sur l’œnotourisme. Wine tourism has been a growing issue in vineyards since the last twenty years. Benefits are expected from its development for both wines sales and local economic development. However, wine tourism development is neither systematic nor uniform in vineyards. This observation leads the thesis to question the diversity of wine tourism and to develop its understanding. The main hypothesis is about the existence of a link between wine tourism diversity and wine industry diversity. Using an analysis based on regional economics, services economics and institutional theories of the firm, the thesis explains how local wine industry attributes influence local wine tourism. It highlights that the strategies of wine professionals play a key role in that influence – because they are simultaneously the central actors in the wine industry and in wine tourism. The application of the analytical framework to the champagne case confirms the hypothesis: the specific organization of the champagne industry and the particular geography of its vineyard affect the wine tourism strategies (individual and collective) of champagne professionals. It consequently gives local wine tourism a specific shape

La place croissante des déchets dans les débats sur les performances environnementales, économiques et sociales des villes montre que faire valoir son point de vue sur les résidus aboutit à peser sur le devenir des territoires métropolitains. A Buenos Aires, le fonctionnement du service de collecte et de traitement affronte les transformations de la métropole argentine. La fragmentation socio-économique, le poids des espaces périurbains, l'affirmation des gouvernements locaux compromettent la bonne marche d'un système sociotechnique centralisé conçu en 1977. Ces difficultés reflètent une transition heurtée en termes d'écologie urbaine. L'application du sanitarisme durant la dictature militaire (1976-1983), a soutenu la métropolisation des déchets et le projet du cinturón ecológico. Pourtant, ce paradigme n'est ébranlé que lorsque la crise de 2001 révèle l'échec du libéralisme accentué des années 1990. Les déchets font alors irruption comme problème public environnemental, sous l'impulsion de la récupération massive et de la vente des matériaux recyclables par les pauvres, les cartoneros. Les mutations de l'action publique révèlent les défis à venir. Au niveau international, les décideurs promeuvent leur gestion durable, avec l'institutionnalisation des récupérateurs, la vente des matières premières secondaires, la protection des ressources naturelles. Ces projets, voilés d'incertitudes sanitaires et foncières, sont marqués par la participation des acteurs sociaux à la gouvernance. Par la contestation, ils proposent leurs scénarios pour les territoires de la récupération, transjuridictionnels et réticulaires, et ceux du traitement des déchets, aux bords métropolitains.

Notre recherche se situe au cœur de la problématique liée à la ville durable. Le contexte actuel d'amélioration de l'efficacité de la gestion des services publics, et notamment des services publics locaux, va soulever des questions relatives à la qualité ainsi qu'à la performance de ces services publics. D'autre part, le management de l'eau, de par les problématiques de développement territorial et durable, d'Agenda 21, associé à la question de raréfaction de la ressource « eau », représente l'un des enjeux majeurs auxquels font face les managers des collectivités territoriales. Cette recherche s'intéresse dans son ensemble à la gouvernance de l'eau comme étant un élément pouvant être considéré comme un levier dans le cadre du développement d'un territoire. En nous situant au cœur d'un écosystème urbain « global », nous avons choisi de nous intéresser à l'un des sous écosystèmes le composant, celui relatif à l'eau. Nous focalisons notre recherche sur la dimension relative à la gouvernance du service public de distribution d'eau potable, qui compose ce « sous écosystème ». Our research is in the core of the sustainable city issues. The current context of improving management efficiency of public services, including local utilities, will raise issues relating to the quality and performance of these utilities. On the other hand, water management, through the issues of sustainable territorial development, agenda 21, associated with the question of the water resource scarcity, is one of the major challenges facing managers of local authorities. This research deals with the whole water governance as an element which can be considered as a lever in a territory development. By taking position in the core of an urban comprehensive ecosystem, we aim to deal with one of the sub-ecosystems componements, the one related to water. We focus our research on all aspects of water distribution public service governance, making up this "sub ecosystem". Through our study, we will therefore seek to determine whether or not would be possible to characterize an ecosystem on the governance of a public drinking water supply, which can lead to better managerial efficiency with the coordination of stakeholders and decision-makers, and playing a leading role in terms of territorial management. Our concern will be the example of drinking water distribution within the Bouches-du-Rhone and Herault areas

This work aimed to analyze the interfedergovernmental governance in the metropolitan region of Florianópolis (RMF) identifying the challenges and prospects of implementation of governance by cooperation of basic sanitation services between the State of Santa Catarina and Municipalities members of RMF. The delimitation of study covers municipalities that make up the core of the RMF: Águas Mornas, Antonio Carlos, Biguaçu, Florianópolis, Palhoça, Santo Amaro da Imperatriz, São Jose, São Pedro de Alcantara and Governador Celso Ramos. Another thematic focus refers to the types of sanitation services, when the supply of drinking water and sanitation will be examined. Regarding the theoretical framework the study was conducted based on the concepts of metropolitan area, intergovernmental governance, utilities, sanitation, public policy and watersheds. Applied qualitative approach case study, information from surveys being conducted in the municipalities studied and the governmental structure of the State of Santa Catarina, literature, documentary research (legislative and judicial), comparative study with the governance of the Metropolitan Region Porto Alegre (RMPA), pointing out the best practices for application in the RMF. The survey results demonstrate the need for implementation of public policies of sanitation focused on the cooperative development of all Municipalities involved for better enforcement of public policies of sanitation, in the quest for universality of offer of these services.
A presente dissertação teve como objetivo analisar a governança interfederativa na Região Metropolitana da Grande Florianópolis (RMF) identificando os desafios e perspectivas de implantação da governança por cooperação dos serviços de saneamento básico entre o Estado de Santa Catarina e os Municípios integrantes da RMF. Tem como recorte de estudo os municípios que constituem o núcleo da RMF: Águas Mornas, Antônio Carlos, Biguaçu, Florianópolis, Palhoça, Santo Amaro da Imperatriz, São José, São Pedro de Alcântara e Governador Celso Ramos. Outro recorte temático refere-se aos tipos serviços de saneamento básico, quando foram analisados o abastecimento de água potável e o esgotamento sanitário. Em relação ao referencial teórico o estudo foi realizado tendo como base os conceitos de região metropolitana, governança interfederativa, serviços públicos, saneamento básico, políticas públicas e bacias hidrográficas. Aplicou-se a abordagem qualitativa de estudo de caso, sendo realizados levantamentos de informações junto aos municípios estudados e a estrutura governamental do Estado de Santa Catarina, pesquisa bibliográfica, pesquisa documental (legislativa e jurisprudencial), estudo comparativo com a governança da Região Metropolitana de Porto Alegre (RMPA), apontando as melhores práticas para aplicação na RMF. Os resultados da pesquisa demonstram a necessidade de aplicação de políticas públicas de saneamento voltadas para o desenvolvimento cooperativo de todos os Munícipios envolvidos para o melhor aplicação das políticas públicas de saneamento básico, na busca pela universalidade de atendimento desses serviços.

Cette thèse a pour objet l'analyse sociologique du rôle des émotions dans le travail de production et d'organisation des acteurs au travail. L'examen de la place accordée aux émotions au sein de courants d'analyse des émotions, des organisations et du travail montre l'intérêt d'une approche sociopsychologique. Cette approche conduit à proposer une distinction entre l'expérience émotionnelle et le phénomène émotionnel et à caractériser l'organisation comme "enclave de sens" (A. Schütz) au sein de la "Lebenswelt". Une enquête qualitative (entretiens semi-directifs et groupes de travail) menée au sein du service de l'action sociale d'un Conseil Général montre que les expériences émotionnelles contituent, pour les travailleurs sociaux dits de secteur, un matériau de co-construction de la rationalité organisationnelle. Elle souligne le caractère politique du conflit opposant une organisation du travail qui les affecte et leur travail d'organisation pour préserver un sens à leurs pratiques
The PhD focuses on the sociological analysis of the role of emotions in the production and organization of work processes. Through a diachronic analysis of the place accorded to emotional experience in varied organizational theories, it points out the relevance of a sociopsychological approach. This perspective conducts to distinguish between emotional experience and emotional phenomenon, and to characterize the organisation as a "finite province of meaning" (A. Schütz) in the "Lebenswelt". A qualitative observation of a territorial administration's social work service shows that emotional experience constitutes a material for the co-construction of organizational rationality by the social workers. This study underlines the political dimension of the conflict opposing a work organization which affects the social workers and their organizational work in order to preserve the sense of their professional practices

Territoire uni par la diversité des ressources aquatiques la caractérisant, la traversant et l’enserrant, la France peut s’enorgueillir de bénéficier d’une Eau dont la disponibilité quantitative ne peut être contestée. D’un point de vue qualitatif, la multitude croissante des intérêts les enviant a été générée par un nombre certain d’utilités – individuelles et collectives – ayant nécessité que soit forgé un Modèle d’administration pour les encadrer tous. Dans le but d’appréhender avec le plus d’efficacité les dimensions sociales et économiques de l’Eau et des Milieux aquatiques, ce Modèle a internalisé non seulement le caractère durable de leur gestion mais également celui lié à l’équilibre. En recherchant l’articulation entre ces utilités et ces intérêts, ainsi que, par extension, celle des acteurs les portant, notre Modèle éprouvera sa résilience à l’aune de multiples chocs endogènes et exogènes. Profondément saisi par le marqueur territorial central et local, ce Modèle n’en a pas moins épousé la logiquejuridique tant dans son optique de prescription que de prestation. Territory united by the diversity of the aquatic resources characterizing it, crossing it and enclosing it, France can be proud to benefit from a Water whose quantitative availability cannot be disputed. From a qualitative point of view, the increasing interests for these environmental resources have been created by some utilities – individual and collective – that required the forging of a model of Administration in order to frame them all. In order to understand more effectively the social and the economic dimensions of Water and aquatic resources, this Model has internalized the sustainability of their management but, also the importance of their balance. By seeking the articulation between utilities and these interests, as well as, by extension, the actors carrying them, we focus our mind on the evolution of our Model when some of its basements are jeopardized. Deeply grasped by the central and the local territorial marker, this Model has been unified with a legal logic, both in terms of prescription andbenefit. Intimately connected to these several material and immaterial axis, our Model has progressively been constituted as a tool for structuring the bonds uniting people, territories and aquatic resources. Criticized and weathered by the successive crystallizations of Utilitarianism, our Model is about to reinforce the holistic dimension of the General Interest that has breathed life into it, in order to arm legal framework of aquatic resources against internal and external conflicts from the Past, the Present and the Future

Notre recherche doctorale contribue à éclairer l’appréhension d’une notion floue, celle de développement durable, par la saisie d’un transcodage singulier, celui de l’entreprise La Poste. La notion de développement durable, telle qu’appréhendée génériquement, ne désigne qu’un ensemble de significations largement ouvert et n’échappe pas à la critique de coquille vide. En refusant de nous pencher sur la faiblesse conceptuelle de la notion, nous proposons, différemment, de saisir son caractère dynamique au regard de sa large diffusion et de la multitude des réalités qu’elle désigne. Au contraire, ce sont ses caractères, dynamique, fluctuant et heuristique, qui furent l’angle saillant de notre intérêt pour cette recherche. La notion fait ainsi l’objet d’appropriations multiples et variées, propres aux groupes d’acteurs qui s’en emparent. C’est ainsi que cette notion plastique et contingente ne se révèle qu’à partir de sa prise en charge par un système d’action concret.Appréhender analytiquement la notion, selon nous, ne peut se faire qu’à partir de la prise en charge de la thématique par un groupe d’acteurs en particulier, c’est que nous faisons en nous attachant à analyser la construction d’une démarche de développement durable par l’entreprise La Poste. Notre recherche, articulée autour de la prise en charge de la notion de développement durable par un groupe d’acteurs situés, pourrait d’emblée apparaître comme la simple occasion d’étudier les réorganisations et le travail collectif opérés par les acteurs sur des représentations. Saisir le transcodage postal du développement durable nous a permis d’interroger le travail opéré par un groupe d’acteurs situés sur des représentations et des instruments d’action collective, tant au sein de l’organisation postale que sur les scènes d’action publique locales. Progressant, notre analyse s’intéresse au travail opéré sur la notion de service public par une entreprise en mutation mais encore dépositaire de missions de service public. Notre recherche propose ainsi une contribution à une plus vaste question, celle de la participation des entreprises à l’intérêt général et aux évolutions du service public au prisme de la libéralisation du secteur. Au total, notre recherche se penche sur la portée heuristique de la notion de développement durable pour comprendre une action collective multipolaire
This thesis deals with La Poste’s transcoding of sustainable development, a process which highlights the role of the representations and rules that have been mobilized as regards this term.Because sustainable development is a fuzzy and modulable term, its analysis is grounded around the concept of transcoding in order to understand both its managerial and political usages. Such a starting point has two aims: first, to go beyond debates and criticism’s that make sustainable development a black box; second, tracking transcoding enables analysis to focus on contextualized actors’ representations and concrete usages of sustainable development. Indeed, a multiplicity of actors have taken ownership of the term and, in so doing, put into circulation and competing, different definitions of it.In this respect, using neoliberal references and drawing upon New Public Management orientations and debates, La Poste has been transformed over the last twenty years in order to make it fit both with new competition regulations and liberalize postal markets. This change has also applied to the French public utilities system as a whole, which had thus far been defined as regards the issue of accessibility for any user wherever they live and work. Consequently, analysis of the Postal transcoding conducted here concerns the dynamics of struggles, interests, strategies and mobilizations over the « new public utilities », as defined within La Poste but also by other stakeholders, especially local Government in the form of Regions and municipalities. As users have been turned into consumers, our research helps to understand how a former monopolistic public service transformed its management and political discourses in order to reform its organisation, reinvent its historical legitimacy, maintain the closest possible relations with local government and, finally, take ownership of the new public utilities’ assets and tools.On a wider scale, the approach to the term sustainable development formulated in this thesis contributes to the understanding of polycentric public action within territories, and this especially by shedding light on how actors transcode policy change, external injunctions and public action recipes into self-defined, managerial and territorialized usages

La tesi si pone l’obiettivo di educare gli adolescenti alla tutela delle risorse idriche in ambienti marino-costieri tramite un servizio che integri attività di monitoraggio e divulgazione scientifica della qualità chimico-fisica dei corpi idrici con percorsi di ingaggio e sensibilizzazione dei cittadini e dell’amministrazione pubblica locale. Le attività hanno l’ulteriore obiettivo di migliorare l’accesso e la consultazione dei dati inerenti al monitoraggio dei corsi d’acqua e innescare interventi per la riqualificazione dei litorali e dei fiumi. Il servizio vuole contribuire a far acquisire nell’adolescente un ruolo più attivo e una maggiore consapevolezza all’interno della propria comunità, divenendo egli stesso principale promotore e attore di meccanismi di transizione ecologica nel contesto urbano. A supporto del percorso verranno impiegate le metodologie della Citizen Science, disciplina che vede coinvolti semplici cittadini in attività di raccolta dati, elaborazione e progettazione per la ricerca scientifica. La scelta di inserire questa disciplina ha il fine di divulgare e promuovere tra gli adolescenti l’osservazione diretta come strumento attendibile per il monitoraggio ambientale. Per la specificità del target di riferimento, il servizio si rivolge agli Istituti di Istruzione Superiore come progetto curricolare al fine di proporre una metodologia didattica innovativa, multidisciplinare ed inclusiva per l’alunno e di aumentare la qualità dell’offerta formativa orientandola verso il potenziamento delle STEM. In un’ottica di replicabilità, il servizio vuole proporsi come un format, presentato sotto forma di challenge per una maggiore attrattiva verso il target, reiterabile annualmente dalle scuole aderenti, ma estendibile ad ogni Istituto che voglia aderire alla sfida sull’inquinamento idrico e sulla sua regolamentazione, contribuendo alla diffusione di buone pratiche di attivismo ambientale su scala nazionale.

The aim of this PhD thesis is to show that Territorial Economic Intelligence applied to an Information centre of the French Public Sector makes it possible to support the development and the promotion of the scientific and university relations of cooperation on an international scale. We will illustrate our theory by showing how this tread made of the CenDoTeC (Franco-Brazilian Centre of Technical and Scientifical Documentation) an important structure to promote the development of Franco-Brazilian scientific and university relations of cooperation. The first part of this thesis poses the bases of the reorganization of the public organizations like response to the geopolitical, economic and environmental changes induced by the new international context. Abstract:
This dissertation contributes to the definition of an analytical framework for the study of optimal jurisdictional size for local service delivery. We argue that the standard economics framework for the analysis of optimal jurisdictional size importantly neglects individual preferences for political accountability. Our theoretical model shows that once we take into account such preferences, the optimal jurisdictional size for the provision of local public goods is smaller than in the standard model. We obtain empirical evidence to support our hypothesis from a sample of 197 countries. Our results show that, in fact, demand for political accountability leads to higher jurisdictional fragmentation both in terms of greater number of jurisdictions and smaller average population per jurisdiction. In addition, a meta-analysis of the empirical contributions to the study of economies of scale in the provision of local services shows that the economies of scale expected from service provision to larger jurisdictional sizes may not be present except for a handful of local services, and limited to relatively small population sizes. The results of the meta-analysis signal moderately increasing to constant returns to scale in the provision of traditional local services. In light of these results, we argue that forced jurisdictional consolidation programs across the world justified by perceptions of excessive jurisdictional fragmentation, or by the expectation of large expenditure savings due to economies of scale may have been, thus, erroneously designed. From a policy perspective, multi-layered institutional frameworks for service delivery (including cooperation and privatization among other options) may allow targeting available efficiency gains more efficiently than consolidation.
