This thesis aims at rebuilding the social and historical process of constitution of child abuse as a social issue. What is a stake is to grasp how, from a news-in brief item, child abuse has become a major social issue. Actually, the infrequency of family affairs mentioning ill treatment to minors in the sixties contrast with the amazing proliferation of this kind of problems today and even more in the held of sexual abuse. In other words, the concept of child abuse refers to historical facts and its lexical field has undergone a considerable semantic extension in a matter of four decades. Why lift the veil ? How did it happen ? More generally, this study is driven by a genuine project : to carry out a joint study of child abuse and foster homes, from the A. S. E archives and interviews with medical and social workers. The historical and social building-up of the concept of child abuse partly covers the historical evolutions of the practices and above the argumentation elaborated upon the cases of foster homes. Even though the history of foster homes is one of the passage from the sanction of deviant parental behaviour to a less clear-cut attitude, severing a child from an environment the influence of which is deemed pernicious is a constant practice among social workers. Yet, the way "child wichdrawals" are justified has evolved considerably. The analysis of the interviews leads us to interpret the publicizing of child abuse as the product of the conjunction of several factors, namely the societal, the judicial and the political ones

In France, around 310,000 children and adolescents currently benefit from a protection measure, due to dangers or risks of danger identified in their environment. Nearly half of these measures result in leaving the family home: the child is then taken into a children's home or the home of a third party or a family assistant. Since the 2000s, public policies have encouraged the involvment of families in child protection services. The objective is to avoid placements or to reduce their duration and to avoid broken links. However, we observe that this participation is struggling to materialize and hypothesize that this issue is at the crossroads of moral tensions. In this context, we observed the institutional organizations and professional practices deployed in three children's homes and a Home Educational Intervention service. Finally, we were interested in the effects of these organizations and these practices as perceived by the families themselves

The author who is also a researcher and a professional, carried out her research in a structure whose function is the welcoming of children. It was whilst living with children placed in these children homes, that the author discovered that she wanted to find the reason behind the feeling of failure amongst the people working there. She was motivated to undertake this research due to the suffering that was experimented by the workers, the parents and the children. The main subject concerns the general objective of child protection missions. The author therefore proposes to explore the working ways within these children using the history of Public Assistance as a base to her research. How do the workers perceive their role within these children, the children placed there, and their parents ? How do these perceptions affect the way they work ? which link exists between the history of this type of Institution and the guilt that affects the workers ? The aim ofher work is to bring to the fore the worker's covered up alliance with history. Workers who are becoming defender of the organization. It is this phantom memory that is trnsmitted to the children here, instead of that family and individual culture. How can one prevent the placing of a child in a children's home becoming the displacement of his / her cultural origins ? This research takes a pluridisciplinarity approach, which is the only way to progress in this type of institution. For this, would it not be reasonable to open the doors of these institutions and to leave room for different types of experts. What do we need to welcome these children into insitutions where different types of workers are able to work together in harmony ?

The interest of the child appeared in French law well before France ratified the "International Convention on the Rights of the Child" but one must admit that the Convention has contributed to strengthen this notion. Since 1990, the interest of the child, defined in article 3-1 of the Convention, has attracted renewed attention. It occupies henceforth a central place thanks to its legislative response and the recognition of its application in front of internal judge. Wether it is in concerto or in abstracto, the application of this standard can be problematic in any situation where there is a confrontation of interest. Under French immigration law, the interest it is confronted to is no other than the State interest. In a legal system which is increasingly similar to just a maintenance of law for foreigners, the interest of the child tends to be relegated to only law and order. The imperative of managing migratory flows is used mostly as a reason for minimizing the interest of the child. However, the cautious appreciation of this criterion does vary according to the existence or not of family links within the territory. In the first case, the interest of the child is mostly interpreted in the light of the right of the child to be protected by the family unit. In the second, it coincides with the implementation of State or departmental protection. In other words, the interest of the child will suppose that the family, the first protector of this interest, is protected when it exists within the territory. It is only when it is non-existent that the State will substitute itself to the family

Assessment is an idea that imposed itself upon France as early as the 1970's by the means of public policies. The idea was one of a rationalization of the budget choices in order to ensure the control on the spendings. The area of child care is not beyond those changes. The 5th of March 2007 law about the reform of the child care, in a prospect of effectiveness, is setting the creation of a purview to answer to this command of effectiveness: the "unit for collection, dealing with and assessing the worrying pieces of information". The aim of this purview - decentralized as a competence of the French départements, is to rationalize the process of reporting procedure regarding the children "in danger" or "likely to be in danger". The enforcement of this law charges the social workers to more effectiveness. We are making the assumption that this new command is having an influence on the practice of the workers who are in charge of assessing the situation of those identified children. 175 social workers revealed their practice. They set out the effects of this law and its new framework on the relation of the professional to his institution, the user and its own action regarding assessment. To what extent these work-based relations are finally questioned ? This survey feeds the analysis of the social work through child care professionals’ statements and is focused on the highlighting of new emergent contradictions from the introduction of "New Public Management" in child care

In the province of Quebec, in the last decade, numerous changes have taken place at the political, legal and social levels to promote the integration of trans people. In this context, it seemed relevant to examine, using a systemic and intersectional framework, the perception of 13 psychosocial professionals specialized regarding gender diversity regarding : 1. What are the main problems, needs and issues experienced by trans people ; 2. Which possible solutions of a systemic nature can be identified to respond to these problems, needs and issues ; 3. Which individual psychosocial intervention strategies are the most appropriate for trans people of all ages in order to promote their well-being. One of the main findings of this research is that, although the psychosocial professionals recognize that Quebec offers a relatively advantageous legal position for trans communities, the systemic cisgender context still forces trans people to a daily life hampered by guilt and verbal aggression, physical, paternalistic, condescending and contemptuous attitudes in their various living environments, including during contacts with health and psychosocial professionals. In doing so, we see the need for trans people and their experiences to be more recognized, de-pathologized, protected, esteemed and embraced by society. To achieve this, it will therefore be necessary to make society more aware of this reality, to normalize it through diversified models in all systems and media, regardless of the origin, nationality, age and socio-economic status of the trans people. What is more, this will undoubtedly mean reducing the costs, delays and obligations (e.g. multiple medical and psychosocial assessments) required of people who wish to transition legally and physically.

This work should interest social science researchers, politicians and civil servants concerned by the matter of social help and who, at the moment, are tryng to think about the way social help is done and more particularly help to the underpriviledged childhood

The fact that the educational trajectories of children in out-of-home care are deficient is now well established. This phenomenon is significant, persistent and universal. The aim of this research is to explore the explanatory factors which influence the quality of the educational pathways of children in care. This research includes two types of analysis. The first is diachronic and linear, i.e. the evolution of schooling from the period prior to placement until the child leaves care. The second is contextual, systemic and circular, opening up a dynamic dialogue between the different actors involved, throughout the construction of this phenomenon. The aim is to highlight the perspectives of the actors into a set of representations and behaviours that allow the complexity of the phenomenon to be approached more closely. A methodology combining approaches, tools and data-collection methods was chosen: a quantitative approach which uses questionnaires, analysis of legal texts and administrative files, and a qualitative approach which uses individual interviews. The study shows that academic difficulties are present before children enter the system. A low priority given to schooling in care at the institutional level was noted. Measured improvements in schooling situations are noted during the placement in a context of multiple influencing factors. Finally, the perspective of minors and young adults in care highlights that a large majority of them have professional plans but in a context of vulnerability on the eve of leaving the care system

Nowadays parenthood emerges as a "social problem" and becomes the target of public policies and psychological , medical and social speeches. The laws and decrees of 2002 concerning Parental Rights indulges the institutions to cooperate with the parents who have these rights. In the field of Child Welfare the question of the cooperation between the parents and the professionals is considered with more acuteness. This required temporary foster care crystallizes the fears , questions the professionals' positions, the practices and the representations of everyone. The thesis presents a process of Research and Actions in a foster care service. The fact of taking into account the protection and the emancipation of the child removed from his family and who is in the foster care system underlies this longitudinal study about the relationship between parents and professionals. The procedure of the practician/searcher is supported theoretically by the sociology of the configuration of Norbert Elias, sociology based on a pentadimensional model in which Playing is the privileged means for the sociologist. This complex model is based on relationship, concrete world and processes in a dynamic defined by space, time and the consciousness that people have of them. Elias invites us to cross the disciplinary frontiers. In a project aiming at improving the structures of interrelations and the cooperation between the actors/subjects, Elias assigns the searcher the task of " making intelligibles the links of interdependency within the configuration of double link formed by the foster care and to understand and explain the way the actors live and interpret their relationship with the world taking into account the most intimate level of feelings and affects

Over the years 2000, whilst the security-based referential is going through globalisation, and unlike the preventive dynamics in place for the past decades of decentralization, the legislator gradually provides childhood protection services with coercive administrative tools which restores it back to dealing with dangerous children.Whilst the outbreak of neoliberalism positions problem-stricken individuals as responsible for their condition and submits support attribution to meritocratic principles, parental educational difficulties are assimilated to deviance through a security-driven logic, and each family member goes from the status of a victim who needs support to a status of guilty individual who needs sanctioning. This therefore implies that there is only one step to take for the problematic to become a controlling measure and for the follow-up to become corrective measure of behaviours.In view of the tightening of migrating politics and in this context of exacerbating racialisation and ethnicisation of the social issue, foreign families who evolve in ZUS (« Sensitive Urban Zones ») have to submit their behaviors to dominating norms and to ideologized value systems. To a greater extent than anyone else, foreign parents, whether they are in a regular or irregular situation, must provide the conditions of an educational security for their child within a structurally organised context of social and administrative unsecurity. And to a greater extent than for anyone else, the professional in charge of childhood protection must think his action according to the statutory contingencies of each family member and see to the fact that the support measure doesn't become a stigmatism which comes on top of skin colour, origins or even living in an area within an institutional and political context which is under pressure

This thesis aimed at assessing service providers’ initial stance toward the implementation of a multi-level/multimodality evidence-based program (EBP). It also aimed at examining the association between initial stance and subsequent program use during the first two years of active implementation. To do so, the thesis examined the implementation of the EBP Triple P – Positive Parenting Program (Sanders, Cann, & Markie-Dadds, 2003) in the province of Quebec, Canada. In the first part of the thesis, profiles of providers were identified based on their pre-implementation attitudes toward EBPs, self-efficacy in conducting behavioral family interventions with parents, perception of their perception of their training needs related to working with parents, perception of the adequacy of their organization’s offices and physical space available to support the implementation of Triple P, and perception of the facilitators and barriers to its implementation (characteristics of the agency, staff and team leader). A latent profile analysis was conducted, and a two-profile solution was chosen as the best representation of the data. The two profiles differed mainly by the level of optimism or skepticism toward the implementation of Triple P. The associations between the profiles and three retrospective self-reported measures of program use (whether or not the provider used Triple P at least once during the 2-year period following their initial training) and amount of program use (number of families reached during the 2-year period, and number of sessions conducted during the last six months) were examined. Program use and amount of program use did not differ between the two profiles, suggesting that agencies willing to implement a new program should not held back from involving more skeptical providers into the implementation efforts. In the second part of the thesis, the indicators of initial stance, as well as sociodemographic characteristics were used to predict program use and amount of program use. Amount of program use was assessed using three self-reported prospective indicators (number of parent reached, number of activities conducted, and total duration of Triple P interventions conducted during the two-year period following initial training). An exploratory factorial analysis confirmed the adequacy of integrating these three measures within a multidimensional usage index. Regression analyses showed the influence of individual and contextual factors on the usage of an EBP. The thesis highlighted that, when implementing a new EBP, what matters is not to target only optimistic providers to receive training, but rather provide all providers with adequate support in order to reduce organizational barriers to implementation. It also underlined the importance of studying many indicators of usage in implementation research.

The protection of children in situation of vulnerability is a social concern in Burkina Faso. Despite the adoption and the ratification of numerous legal texts and the significant presence of actors who are supposed to be defending child rights, the question of how to deal effectively with these rights remains an open question. How to explain this paradox ? lt is this is question that we will turn on in this thesis. lt analyzes the national child welfare system with the prism of organizational models by highlighting the contribution of two non-state actors in the country : Direct-Aïd and SOS Villages d'enfants. From a comparative perspective, the research apprehends the logics of these NGOs, the strategies they implement and the perceptions of beneficiaries in the city of Ouagadougou . Two mechanisms co-exist in child welfare : the first mechanism is formai and is under the responsibility of public structures while the second mechanism, a non-formai one, is led by components of civil society. The protection system needs better governance in order to find long-lasting solutions to organization and coordination related problems that affect the quality of the participation of stakeholders. The positive perceptions expressed by the majority of beneficiaries are evidence that NGOs fill a large gap left by the government. Nonetheless, differences and even contradictions with regard to the definition of concepts such as childhood, protection and vulnerability show that structures are not on the same wavelength in their daily struggle. The State must take it responsibility in achieving a co-construction of a protection system more dynamic and which will allow insertion that will better benefit young people in difficulty. The purpose of this PhD dissertation is to study the creation process of the association « Sauvegarde de l’enfance » (protection/safeguard of childhood) in Lyon under the Vichy regime. This PhD disseration has required to open the period to the years which have preceded and followed the Vichy regime in order to evidence among others the major contribution of the inter-war period to the development of a scheme aiming at taking care of children in an irregular situation and in moral danger. And as a result to place this study in the double continuity : 30s/Vichy and Vichy/postwar reconstruction. The studied period highlighths the central role played by child neuropsychiatry through the years 1935-1949 in the development of the childcare system/scheme, in a context of heavy medicalisation of social matters. Through the historical object « The Protection/safeguard of childhood » it has been possible to study closely the development of a complex relation between the State - in a period where its authority grew significantly and got strengthened - and the associations / « the Association » as representative of the civil society. This complex relation, made of tensions, injonctions and mutual recognition, ties in a tradition developed during the last third of the 19th Century, the tradition of « social concordat », of the necessity of a compromise which developed into what Pierre Rosanvallon calls « the amended jacobinism ». The « Sauvegarde de l’enfance » in Lyon will be between 1943 and 1949 the expression of this amendment to jacobinism. This study has eventually allowed to show in a special historical context the important role of individual and collective actors, who most often relate to networks and work out strategies. Thus in the darkest period of the German occupation under the Vichy State its, associative and political actors negotiate. This France in contact with day-to-day realities has had the possibility to express and achieve its visions/intentions/aims/targets, at least negotiate them, thanks to a context where the State paradoxically did not prioritize the protection of childhood. It is in this period, during this major historical sequence, that policies aiming at protecting childhood entered into a new period ; this is when a care scheme has developped, made especially of an argumentation, a legislation and institutions
