Abstract:
Workers in essential services professions protect the safety, health or welfare of a community. Any disruption to the operation of essential services can mean that communities are unable to function effectively. For this reason, additional complications arise when people working in essential fields look to take industrial action. This thesis reflects on the often-competing interests of protecting essential service workers’ liberty to take industrial action (or right to strike) while upholding the life, safety, health or welfare of the community. The purpose of this thesis is to consider whether essential service workers in Western Australia’s Public Sector have sufficient freedom to access their right to strike; or if legislation is overly restrictive in this regard. Secondary purposes to this thesis include consideration of whether Australia’s Federal industrial relations system is more facilitative than Western Australia’s industrial relations system for essential service workers taking industrial action, and, whether some essential service professions should have greater limitations than others when taking industrial action. These issues will be addressed in light of the industrial situation for professions such as policing, teaching, firefighting and nursing. A macro assessment of the historical and present approaches to industrial action taken by essential service professions in Western Australia and Australia will be presented. The macro assessment suggests that industrial actions by core essential services is rarely taken, and, when done, it is reactive and the outcome of sustained frustrations over pay and working conditions. A comparative analysis of Australia’s compliance with international labour obligations on this issue highlights several shortcomings in Western Australia’s labour laws. These shortcomings mean that there is a need for Western Australia to enhance its proactive dispute resolution mechanisms to facilitate better access to the right to strike, and to bring domestic laws into better compliance with international obligations.

Abstract:
This thesis describes the development, application and evaluation of an OHS measurement tool incorporating positive performance indicators to measure OHS performance in Australia Post, a large multi-site postal organisation. Positive Performance Indicators (PPIs) are identified as systematically implemented measures of the management processes initiated to achieve strategic goals. A literature review indicated that there was widespread support for the use of PPIs to measure OHS performance, with proponents advocating their use to monitor and promote implementation of target OHS strategies, and to evaluate the effectiveness of these strategies by using PPIs in conjunction with outcome indicators. Despite this widespread support, there was little practical guidance published on the development or application of PPIs, nor was there empirical evidence validating the claims of advocates. A series of research projects was undertaken to firstly develop - then evaluate - a set of OHS self-assessment tools incorporating PPIs. These projects comprised: review of the Australia Post OHS strategic plan, as the basis for the development of PPIs to measure that plan; development of a set of paper-based self-assessment tools incorporating quantitative OHS PPIs to measure the local implementation of the OHS strategic plan; quasi-experimental pilot study of the use of the OHS PPI self-assessment tools by Postal Managers, to investigate the reliability and effectiveness of the OHS PPI process in monitoring and driving conformance of OHS management processes; experimental study of the use of the OHS PPI self-assessment tools by Postal Delivery Facility Managers, to validate and extend the findings of the pilot study; development of a web-based software application to facilitate OHS PPI data collection and reporting; and, the use of correlation statistics to study the relationship of OHS PPIs with OHS outcome measures, and to assess their role in evaluating the effectiveness of specific OHS strategies. The studies demonstrated that the OHS PPI self-assessment tool could be effectively used by local facility managers to assess and report their implementation of the OHS strategic plan. In addition, the OHS PPI self-assessment process proved to strongly improve the local implementation of those OHS management processes measured. The study further showed that the consistent attention to OHS management processes driven by the OHS PPI measurement process assisted in the achievement of impressive OHS outcome improvements. However, the study showed that the use of correlation statistics to link OHS PPIs with outcome measures to evaluate the effectiveness of OHS management strategies has only limited value. Limitations in both the OHS PPI and outcome measurement data and in the correlation statistics restrict the extent to which findings can be interpreted or that conclusive judgements concerning the effectiveness of strategies can be drawn. The thesis concludes with an account of Australia Post's experiences in integrating OHS PPIs into its OHS management system.

Abstract:
The historiography of Australian racism has principally "blamed" the labour movement for the existence of the White Australia policy and racist responses to the presence of migrant workers. This study argues that the motivations behind ruling class agitation for the White Australia policy have never been satisfactorily analysed. To address this omission, the role of the Returned and Services League of Australia (RSL) in race relations is examined. As an elite-dominated, cross-class organisation with links to every section of society, it is argued that the RSL was a significant agitator for migrant exclusion and white unity in the interwar period. The thesis employs case studies, oral history and qualitative assessment of various written sources, such as newspapers, archival records and secondary material, in order to plot the dynamics of racist ideology in two major mining centres in the interwar period. The results suggest that, although labour organisations were influenced by racist ideas and frequently protested against the presence of migrant workers, it was also true that mining employers had a material interest in sowing racial division in the workplaces they controlled. The study concludes that labour movement responses to migrant labour incorporated a range of different strategies, from demands for racist exclusion to moves towards international solidarity. It also reveals examples of local and migrant workers living, working, playing and striking together in ways that contradict the dominant view of perpetual tension between workers of different nationalities. Lastly, the case studies demonstrate that local employers actively encouraged racial division in the workplace as a bulwark against industrial militancy.

Abstract:
This quantitative study documents, analyses and discusses the accident experience of Commonwealth employees in Western Australia from 1 July 1993 to 2 December 1995 as recorded on 1663 accident report forms. The research addresses the problem of lack of knowledge of accidents in the Commonwealth sector of the Western Australian work force. Its purpose is to identify possible areas of health and safety improvement and highlight where accident frequency may be reduced. Risk management is adopted as a conceptual framework to explore categories of accident related data, including month of year, time of day, day of the week of accidents, number of years of job experience, age and gender of the worker, accident frequency and severity. Where applicable accident related data was subjected to Chi-square statistical tests. Important findings, amongst others, include the identification of the month of August as having a higher frequency of accidents, inexperienced Commonwealth workers incurring 80.5% of accidents, and 64% of accidents involving men. Such findings are of importance to the Commonwealth so that prevention strategies targeted at these areas can be developed. Additional research utilising national data is recommended.

Previously consigned to the anonymity of �the product market� by researchers in traditional fields such as labour economics and industrial relations, the customer has recently attracted the attention of scholars from a diverse range of disciplines, including organisational behaviour, work psychology, labour process studies, gender studies, and critical management studies. In large part, this emerging interest in the customer is a result of the increasing dominance of service industries in developed economies and the recognition that service work entails a complex, three-way interaction between customers, management and workers. The literature identifies a range of competing and, at times, contradictory images of the customer. Rather than seeking to reconcile these competing representations, this thesis explores the multi-faceted nature of the customer presence and the implications for managers and workers in the retail banking industry in Australia. The thesis highlights how structural change and shifting discourses of the �customer� have influenced customer relations, employment relations, and worker identity in three areas of the retail banking industry: traditional retail banks, the credit union movement, and community banks. Drawing on detailed qualitative case study evidence, the thesis highlights the range of customers, both �real� and �constructed�, that can be found in the case study organisations. The thesis identifies the ways in which customers influence employment relations and how workers can be active in either accommodating or resisting the impact of these �customers� on workplace practice and worker identity. The central argument of the thesis is that, in addition to customers having a physical presence in and influence on organisational life, management and workers also construct �discursive customers� as a means of influencing the employment relationship and the meanings attached to service work. The study examines how these competing concepts of the customer and customer service influence both the customer-service provider relationship and service workers� relationships with one another and with management. Despite the increasing recognition that service work entails a three-way relationship between customers, management and workers, our understanding of how workers either welcome or resist the presence of this third actor in the employment relationship has, until recently remained very limited. This thesis makes a significant contribution to our understanding that for workers the customer is ever-present physically, emotionally and discursively.

Abstract:
Since 1984 the role of the government in Western Australia, has changed in relation to occupational safety and health. This study considers the effect of the occupational safety and health legislation using workers' compensation accident data. Academic and general staff accident data from a Western Australian University were researched. The time period is 20 years- 1979 through 1998 inclusive. 2,773 worker's compensation claims were analysed using Mann Whitney -U tests and cross-tabulations of safety prevention expenditure against the claims. The work environment provides the full spectrum of workplace activities ranging from domicile duties (student housing services) to heavy machinery work (mechanical maintenance) through to construction activity (building and operations), along with exposures to hazardous substances through research programs, and different types of office work activities. The staff numbers were 2949 staff in 1979 increasing to 6938 staff in 1998. The ages of the staff population were from school leavers to staff retirement age (in the latter years this being beyond the age of 65 years). The demographics indicated an aging workforce population with the predisposition to remain in the employ of the University for extended periods of their working lives. There were more female staff members than male staff members and a greater number of male staff hold more senior positions. This tendency was changing in the latter years. The study is unique in that it studies the topic of occupational health and safety from a 'micro' perspective of safety performance on a tertiary education work environment.

Abstract:
Based on a fourteen-month period of ethnographic research conducted in an Australian Coastal hotel, this thesis explores the issues of management in a flexible organization. Using a textual approach to the study of organizations, the thesis focusses on the customer service discourse, its constituents, and the processes of its symbolic (re-) production in the hotel studied. Using a variety of textual data-among them academic publications from authors as diverse as Foucault, Clegg, Haugaard, Ritzer and Castoriadis; various forms of fieldnotes; and detailed descriptions of ritual and ceremonial events - the thesis not only provides a vivid account of organizational life at the hotel, it also identifies aspects of the latter such as meetings, training and reward programmes, and customer response schemes, as disciplinary technologies applied to govern both employees and customers. Extending the considerations about the disciplinary qualities of the customer service discourse and linking them with the issues of new forms of control as recently debated in the larger field of organization studies, the thesis will identify the processes of imagination, normalization, and subjugation as central to the establishment of a new management doctrine: corporate culturism. This discussion will also reveal the essentially hybrid nature of control under this new doctrine and it will expose the process of managing meaning as fundamental to its constitution and endurance. Respectively, the thesis will identify the hotel studied as an organization that thrives on corporate culturism. As the thesis represents a contribution to the field of (organizational) ethnography, it will - by recurrently reflecting on some of the contemporary debates in the field- implicitly address status and practicability of empirical (ethnographic) research in a postmodern world.

Abstract:
Interpreters play a pivotal role in facilitating communication between healthcare professionals and their patients when there is a lack of a common language which inhibits direct communication. This thesis examines the roles and practices of interpreters in healthcare settings in tertiary teaching hospitals with a high proportion of patients from culturally and linguistically diverse backgrounds in Melbourne, Australia. On the surface, the process of interpreter-mediated communication may seem straightforward, and the interpreter’s role is characteristically presented as being that of a neutral ‘language conduit’, seamlessly transferring meaning between two languages. However, this research explores the argument that conceptualising and understanding the role in this way is too simplistic, and devalues a range of contributions expected and made by interpreters in facilitating patient--health professional communication in Australian hospitals. The study was designed to investigate qualitatively the expectations and experiences of each group of participants in interpreter-mediated health communication concerning the role/s of the interpreter and factors that impact these role/s. To provide a complementary lens, the qualitative investigation of interpreters’ practices includes analysis of recordings of actual interpreted health encounters. Thirty-one individuals across three groups of participants (i.e. health professionals, patients and interpreters), across two large hospitals participated in semi- structured in-depth interviews. For the contrasting perspective, three interpreter-mediated outpatient healthcare interactions (in Dari, Arabic and Italian) were recorded and analysed enabling examination of similarities and differences between reported experiences and interpreter practice. The overall findings highlighted the interpreters’ awareness of the code of ethics and code of conduct that AUSIT (Australian Institute of Interpreters and Translators) promotes as professional standards. Interpreters seek to adhere to the neutral language conduit role as best they can. However, factors impacted the effectiveness of interpreters in relation to this role in the hospital interpreting setting, in particular, patients’ limited educational level and understanding of health terminology, dialect and gender compatibility between patient and interpreter, and institutional constraints, such as time and scheduling of consultations. On average interpreters engaged solely in direct message transfer in about 60% of their interpretations. However, they demonstrated a willingness and ability to move beyond their direct language conduit role when required, to facilitate more meaningful and expeditious HP- -patient exchange. Three core non-conduit roles (conversational facilitator, cultural facilitator, and experience facilitator) were also identified. Each of these roles is discussed in detail. Most importantly, whilst interpreters adopted these three non-conduit roles on an ‘as needs basis’, they felt in control and able to manage their professional boundaries when challenged. To conclude, recommendations about enhancing communication and training for health professionals, interpreters and patients were presented.

This thesis places the 1989 Australian domestic pilots and airlines dispute in the context of pilot industrial relations 'norms', pilot industrial relations history and the political and economic environment. The aim is to gain a greater understanding of the 1989 dispute and to answer questions such as whether the dispute stood out from its context as an inexplicable development. It was discovered that the reasons behind the dispute went well beyond the AFAP claim for a 29.47% salary increase. The dispute built up over a lengthy period and can only be properly understood by considering: - the nature of the pilot community and pilot militancy, - the history of pilot industrial relations, - pilot bargaining patterns, - the individuals involved in pilot industrial relations, - the impact of the Accord on pilot bargaining, - the interventionist approach of labor governments to pilot industrial relations, - the roles of the ACTU and the AIRC, - the impact of neo-corporatism in the Australian industrial relations system, - the impact of aviation deregulation, - the impact of economic fortunes, - any many others... Pilot industrial relations and salary determination will be considered in the period since the Whitlam Government, with reference to the parties, the influences upon them and the environment in which their relationships were conducted. Emphasis will be given to the implications for and of the 1989 dispute. Observations shall also be made about the future of pilot industrial relations.

Abstract:
This study seeks to improve the understanding of Indigenous Enterprise Development (IED) efforts undertaken on communal Indigenous land in the Northern Territory of Australia. Success in enterprise may support the achievement of a range of social, political and economic objectives for Indigenous peoples. The thesis offers a contribution to knowledge and literature on IED by bringing understanding to the meaning of success for Indigenous enterprise, identifying those factors that contribute to its success as well as presenting the barriers that prevent it. This study is the most recent rigorous scholarly work of IED on Indigenous land in the Northern Territory. The focus of this research is on Indigenous commercial enterprise development at a communal and individual level. Indigenous enterprise development is said to be different from other forms of enterprise development because of the legal rights of Indigenous peoples and because of particular cultural attributes, such as different perceptions of property rights in the Indigenous context and an emphasis on values like collectivism and sharing. These differences are found to shape notions of success and approaches to development. The research reviews literature in the international and domestic context on Indigenous economic development and Indigenous entrepreneurship. It also draws from internal and external documents of relevant institutions and news sources. These sources and findings are then built upon with fifty six in-depth, face-to-face interviews of selected participants who are experts or opinion leaders on IED in the region. These participants represented a variety of interest groups such as the government, academia, the Indigenous community and businesses from both Indigenous and non-Indigenous cultures in the Northern Territory. This study used a qualitative research approach for data collection and analysis. The researcher utilized a qualitative data analysis method, including the reporting of field notes, preparation of field notes into transcripts, coding of data, display of data, the development of conclusions, and creation of a report. This study identified five categories of barriers to successful enterprise development on Indigenous land in the Northern Territory. These barriers are: high levels of conflict and mistrust, socio-cultural norms and values that can work against success, a lack of human capital, a poor institutional framework and economic and structural factors. There were four categories of factors found that support the development of successful Indigenous enterprise: developing business acumen, integrating culture within the enterprise, separating business from community politics and greater independence from government. While definitions of success varied across the region there were common objectives for Indigenous enterprise, such as eliminating welfare dependency and maintaining a link to land. Ultimately, success for Indigenous enterprise was deemed to be business survival, but in ways that are congruent with each Indigenous community?s values. The findings in this research emphasize that certain cultural attributes may act to constrain successful enterprise development, but can be integrated into an enterprise through changes in enterprise structure, or practice, to support successful economic outcomes. The research also emphasizes the importance of institutional settings on human capital and successful enterprise development in the region. This study?s findings can potentially guide and inform further research in this field. The research develops a number of policy recommendations which offer potential support to policymakers in addressing the important social problem of Indigenous disadvantage through enterprise development initiatives.

Despite changes in legislation and increased funding and monitoring, there have been problems related to the quality of care in the aged care sector in Australia for several decades. An appropriately qualified aged care workforce is considered the key to improving aged care practices. Therefore, this study aims to understand the reasons for the ongoing problems in the aged care sector that relate to aged care education. Since the 1990s, many studies have focused on care practices in nursing homes, now known as Residential Aged Care Services (RACS). The terms nursing homes and rest homes are still used in other countries. However, few studies examined the influence of aged care education on care practices in RACS. This thesis examines these issues considering John Dewey's (1859–1952) conceptual framework of pragmatism, which is employed in this qualitative study. The framework uses a mixed methods approach, including qualitative data from interviews and quantitative data from an online survey and document analysis of published documents. The document analysis includes the Department of Education and Training's aged care training packages and the Quality of Care Principles 2014. The findings from the interviews were corroborated with the content analysis from the published documents and the descriptive analysis from the online survey. The results were presented in the context of aged care literature and current practices in aged care. Managers and care workers discussed five main themes: (1) the need for consistent models of care; (2) the need for a better understanding of working within a legislative framework; (3) the need to broaden educational topics on chronic health conditions, documentation and elder abuse; (4) the development of soft skills to meet the challenges of working in an aged care environment; and (5) the need for an application of knowledge through simulation and experiential learning by qualified mentors with experience and knowledge in aged care. The conclusion presents a critical discussion of the results from a pragmatist perspective. It suggests a new pedagogical aged care education model Democratic Experiential Learning Aged Care Education Model that incorporates Dewey's writings on democracy and experiential learning.

Abstract:
Evidence-based practice (EBP) is a core skill of all health professionals and a professional registration requirement for paramedics in Australia, NZ, and the UK. Paramedic Academics (PAs) have a key role in teaching EBP to paramedic undergraduates. However, only limited literature exists to assess the preparedness of PAs to do so. The current research is conducted under the paradigm of constructivism using the mixed methods of a phenomenological guided multiple repeated individual case studies using sequential semi-structured interviews incorporating vignettes and a positivist-based survey. The Evidence-Based Practice Profile-Paramedic (EBP2 -P) survey assesses the domains of relevance, terminology, practice, confidence, and sympathy to EBP. Demographic data was also collected. Data analysis was Cronbach’s alpha coefficient, descriptive statistics, Welch’s unequal variances t-test and Factorial AVOVA. A total of 106 PAs from Australia (61), NZ (20) and the UK (25) responded to the survey. Most respondents had a paramedic background (89%) and >10 years clinical experience (68%). Only 11% held a PhD while 12% held a Master’s by Research and 30% a Master’s by coursework. Under half of respondents had any EBP education (48%) or published an academic paper or presented at a conference (43%). Mean academic experience was four years with 22% reporting less than one year. EBP2 -P scores for the PAs were statistically significantly superior (p < .05) to other allied health professional academics in the domains of practice and sympathy and not significantly different in relevance, terminology, and confidence. The themes of variable EBP training levels, academic, and clinical use, inexperienced PAs, lack of higher degrees, resistance to students practicing EBP from clinical supervisors were detected in the qualitative phase. Student paramedics’ attitudes to EBP were influenced strongly by early clinical placements and they disliked being taught by non-paramedic staff that did not understand the paramedic environment and used irrelevant examples. The pattern of the EBP2 -P scores demonstrated that the PA cohort is at least as capable as the Allied Health Academics regarding the EBP characteristics evaluated. Differences between Australian PAs and their UK and NZ counterparts may be due to variation in years professional registration programs began. Some academics, in-service educators, and clinical managers require EBP education. Further support is needed for PAs to publish, present, and remain in academia. Paramedic EBP education should be themed through each unit of an undergraduate course with an explicit teaching of the five steps early, integrated into practical clinical situations and featuring prominently in a capstone project. Key recommendations for practice include retaining and developing paramedic academics with appropriate mentors; facilitating research and training opportunities; and monitor wages to align with ambulance industry. Furthermore, recommendations for higher education delivery focus on ensuring EBP is integrated into all units in the paramedic undergraduate curricula and implementing a EBP education program for clinical supervisors. Recommendations for further research involve conducting a EBP2 -P study of paramedic students transiting into the workforce, development, and evaluation of assessing EBP competency using OSCEs in undergraduate paramedicine and developing a paramedic signature pedagogy consensus statement based on a systematic review and Delphi survey. This work has provided insights regarding the key role paramedic academics have in teaching EBP to paramedic undergraduates. Findings from the current study reinforce that progression has been made in developing the professional culture to support the integration of EBP as a critical component of paramedicine education and practice.

Abstract:
This research added an innovative, critical component to the current problem gambling treatment approaches available in Australia. It targeted a susceptible and significant group of people who experience gambling-related harm but find it difficult to stop gambling and not to start again. Relapse in problem gambling and treatment dropout is common, with a rate of up to 70% being generally accepted. To date, gambling interventions specifically targeting risk factors for relapse have not been the focus of many studies. The author of this thesis, who has lived experience with problem gambling, designed a structured group program targeting two identified risk factors for gambling relapse: 1) lack of social connectedness, and 2) lack of leisure substitution. Between 2009 and 2016, four versions of this program were trialled. All program participants were supported by a group of volunteers, most of whom had lived experience with problem gambling and were participants in previous program versions. Four versions of the program were evaluated using a multi-method approach. Quantitative data were collected using validated psychosocial measures. Journaled observation by the author, anecdotal evidence and journaled participants quotes were documented by the author in various project reports and are used in this thesis to support the qualitative findings. The results of the quantitative data revealed significant improvement for participants in the areas of social connectedness, self-efficacy, and mental health. Importantly, the results also indicated that the program supported the goals of either abstinence from, or control over, gambling behaviour for program completers. It is concluded that this innovative program helped to reconnect people to activities other than gambling and to a supportive community and, in so doing, effectively achieved the research objectives. An extra qualitative study ‘Volunteer study’ was conducted to explore if the aspect of ‘volunteering’ made a positive contribution to sustain behavioural changes that were achieved by previous program participation. This exploratory study utilised 14 in-depth semi-structured interviews with current volunteers of the trialled relapse-focused programs from studies 1-4. This part of the research indicated that volunteering for any of the peer support relapse focused programs provided significant benefits to an individual’s recovery from problem gambling. The sample was a small convenience sample, so it is not possible to generalise the findings but offers an opportunity to further explore the importance of volunteering in recovery.

Research conducted within the Victoria Police has previously highlighted problems in the area of employee health and fitness. Officers of law enforcement agencies require a level of health and fitness which will enable them to effectively carry out their daily duties. While much of a police officer's shift is sedentary in nature, intermittent bursts of physical activity require enhanced levels of physical fitness. Despite these physical requirements, after a brief probationary period, police officers are not normally required to undergo any form of medical or fitness assessment for the rest of their careers. A project was conducted within the Victorian Police Force entitled "Operation Physicop" over a twelve month period in a geographical area called 'Y' District (now 'F' and 'G'). The project aimed to measure the effectiveness of workplace health promotion within the Victoria Police Force by measuring changes in several health and fitness parameters as a result of interventions aimed at influencing health behaviour and the workplace environment in a positive way.

A high expectation exists from managers in the sport management (SM) industry sector for graduates from undergraduate (UG) SM programs to have extensive practical experience and employability. It is unclear however, from the literature reviewed, of the contribution practical experience plays to graduate employability. Also unclear is how SM employers recognise employable graduates. The purpose of this Australian-based research was to determine how practical experience can align the learning, development, and subsequent capacity of graduates from UG SM programs, to transparently signal their employability during job recruitment and selection. This purpose was refined into three research questions with specific foci. The first research question focused on differentiating and defining SM job classifications to identify broad SM role functions. Associated with these role functions are the skills, attributes, and corresponding knowledge that UGs should develop while undertaking practical experiences in an UG SM program. The focus of the second research question was to examine how learning and development gained from practical experience can transparently be converted into employability signals and observed by prospective SM employers during job recruitment and selection. The third research question focused on providing recommendations to managers from the SM industry sector and coordinators of UG SM programs to assist both sectors prepare UGs to be employable graduates. A mixed methods approach was adopted in three stages. In Stage One a job advertisement audit was conducted of 200 graduate-entry SM positions that stipulated a tertiary qualification and practical experience as prerequisites. The data were analysed through text coding and using descriptive statistics. In Stage Two, semi-structured interviews were conducted with 10 sport managers identified from the job audit. The interview transcripts were coded and thematically analysed. Stage Three involved the conduct of an online employability survey which incorporated eight Employability Dimensions (Rosenberg et al., 2012) with corresponding items, garnering responses from 165 sport managers. However, following data cleansing, 92 responses were analysed using non-parametric statistics.

This research investigated the potential benefits, risks and challenges, innovation properties and viability of cloud computing for records management on an Australian organisation within the mining software development sector. This research involved the use of a case study results analysis as well as a literature analysis. The literature analysis identified the ten potential benefits of cloud computing, as well as the ten risks and challenges associated with cloud computing. It further identified aspects, which needed to be addressed when adopting cloud computing in order to promote innovation within an organisation. The case study analysis was compared against a literature review of ten potential benefits of cloud computing, as well as the ten risks and challenges associated with cloud computing. This was done in order to determine cloud computing’s viability for records management for Company X (The company in the case study). Cloud computing was found to be viable for Company X. However, there were certain aspects, which need to be discussed and clarified with the cloud service provider beforehand in order to mitigate possible risks and compliance issues. It is also recommended that a cloud service provider who complies with international standards, such as ISO 15489, be selected. The viability of cloud computing for organisations similar to Company X (mining software development) followed a related path. These organisations need to ensure that the service provider is compliant with laws in their local jurisdiction, such as Electronic Transactions Act 1999 (Australia, 2011:14-15), as well as laws where their data (in the cloud) may be hosted. The benefits, risks and challenges of records management and cloud computing are applicable to these similar organisations. However, mitigation of these risks needs to be discussed with a cloud service provider beforehand. From an innovation perspective, cloud computing is able to promote innovation within an organisation, if certain antecedents are dealt with. Furthermore, if cloud computing is successfully adopted then it should promote innovation within organisations.

A better health care service must ensure patients receive the right care, in the right place, at the right time. In enabling better health care, the impact of technology is immense. Technological breakthroughs are revolutionising the way health care is being delivered. To deliver better health care, sharing health information amongst health care providers who are involved with the care is critical. An Electronic Health Record (EHR) platform is used to share the health information among those health care providers faster, as a result of technological advancement including the Internet and the Cloud. However, when integrating such technologies to support the provision of health care, they lead to major concerns over privacy and security of health sensitive information. The privacy and security concerns include a wide range of ethical and legal issues associated with the system. These concerns need to be considered and addressed for the implementation of EHR systems. In a shared environment like EHRs, these concerns become more significant. In this thesis, the author explores and discusses the situations where these concerns do arise in a health care environment. This thesis also covers different attacks that have targeted health care information in the past, with potential solutions for every attack identified. From these findings, the proposed system is designed and developed to provide considerable security assurance for a health care organisation when using the EHR systems. Furthermore, the My Health Record (MyHR) system is introduced in Australia to allow an individual’s doctors and other health care providers to access the individual’s health information. Privacy and security in using MyHR is a major challenge that impacts its usage. Taking all these concerns into account, the author will also focus on discussing and analysing major existing access control methods, various threats for data privacy and security concerns over EHR use and the importance of data integrity while using MyHR or any other EHR systems. To preserve data privacy and security and prevent unauthorised access to the system, the author proposes a three-tier security model. In this three-tier security model, the first tier covers an access control mechanism, an Intermediate State of Databases (ISD) is included in the second tier and the third layer involves cryptography/data encryption and decryption. These three tiers, collectively, cover different forms of attacks from different sources including unauthorised access from inside a health care organisation. In every tier, a specific technique has been utilised. In tier one, an Improved Access Control Mechanism (IACM) known as log-in pair, pseudonymisation technique is proposed in tier two and a special new encryption and decryption algorithm has been developed and used for tier three in the proposed system. In addition, the design, development, and implementation of the proposed model have been described to enable and evaluate the operational protocol. Problem 1. Non-clinical staff including reception, admin staff access sensitive health clinical information (insiders). Solution 1. An improved access control mechanism named log-in pair is introduced and occupied in tier one. Problem 2. Researchers and research institutes access health data sets for research activities (outsiders). Solution 2. Pseudonymisation technique, in tier two, provides de-identified required data with relationships, not the sensitive data. Problem 3. The massive amount of sensitive health data stored with the EHR system in the Cloud becomes more vulnerable to data attacks. Solution 3. A new encryption and decryption algorithm is achieved and used in tier three to provide high security while storing the data in the Cloud.
