Abstract:
Past research on the spatial mobility of serial offenders has generally found that these individuals make calculated decisions about the ways in which they come into contact with suitable victims. Within the geographic profiling literature, four victim-search methods have been theorized that describe how serial predatory offenders hunt for their victims: hunter, poacher, troller, and trapper. Using latent class analysis, the aim of this study is to test whether this theoretical typology can be empirically derived using data that were collected from both police files and semi-structured interviews with 72 serial sex offenders who committed 361 stranger sexual assaults. Empirical support is found for each of the aforementioned victim-search methods, in addition to two others: indiscriminate opportunist and walking prowler. Chi-square analyses are also conducted to test for associations between this typology and characteristics of the offense such as victim information, environmental factors, and the offender’s modus operandi strategies. Findings from these analyses suggest that the types of victims and environments targeted by the offender, as well as the behaviors that take place both before and during the offense, are dependent upon the offender’s victim-search strategy. Although the theoretical hunter, poacher, troller, and trapper were intended to describe the victim-search methods of serial violent predators more generally, the finding that these strategies exist along with two others in this sample of sexual offenders may indicate that search behavior is specific to certain crime types. Furthermore, these findings may be of assistance in the investigation of stranger sexual assaults by providing law-enforcement officials with possible clues as to the characteristics of the unknown suspect, the times and places likely targeted in any past or future events, and possibly even his base of operations.

Abstract:
Efforts to classify sexual offending and offenders continued to evolve over the years based on criteria such as offender and victim characteristics, offender–victim relationships, the nature of sexual offenses, and other situational factors. This current study draws up a typology of sexual offending against minors based on 436 adjudicated rape and child molestation cases in China. Specifically, sexual offending against minors is classified into six major categories, including opportunistic offenses, serial offenses, dating couple offenses, educator abuses, gang/party offenses, and incest offenses. Based on this empirical typology, a number of crime prevention measures are suggested. These suggestions aim at involving multiple players and institutions to focus on education, target hardening, and crime investigation. This study makes a significant contribution to comparative studies in this field, and the results could be potentially applied in other cultures.

The current study examines the offender, victim, and crime characteristics between solo perpetrators and team perpetrators of serial homicide. Cases on 1,137 solo perpetrators and 254 team perpetrators were collected from the Consolidated Serial Homicide Offender Database. Results showed team perpetrators were more likely to be older than those who committed serial homicides alone. Offenders who never confessed their crimes were less likely to participate in teams. In terms of victim and crime characteristics, team perpetrators were more likely to target employees or customers, have a lower victim count, and were more likely to exhibit sadistic behaviors compared to solo perpetrators. Theoretical and practical implications from this study are discussed.

In this article, a new hesitant fuzzy distance measure has been introduced and a fuzzy multicriteria decision-making approach has been proposed to help Crime Linkage Analysis, which enables us to find to what extent a pair of crime shares a common offender or offenders.

Abstract:
Purpose The purpose of this article is to improve the use of evidence-based practice and research utilization in the offender profiling process. The use of offender profiling has been met with increasing resistance given its exaggerated accuracy. The “Investigative Journalist/Expert Field Micro Task Force” model, a collaborative method that incorporates offender profiling and is designed to address unresolved serial homicides, is introduced and evaluated alongside recommendations on attaining adherence. Design/methodology/approach The model was field tested in 17 instances. The measures used by the Federal Bureau of Investigation to gauge the usefulness of their case consultations, whether their input helped catch the offender, offer new leads, move the case forward, provide new avenues or give new ideas, were used to evaluate the model. Findings The model established likely patterns of serial murder activity among strangulations of women in Chicago, Cleveland, and Panama and resulted in convictions of suspects in Louisiana and Kansas City. This model is valuable when used to parse modern-day offenders from those who committed unresolved homicides as the latter display different behaviors that can make investigations difficult endeavors. Results from the field tests mirror those from the literature in that profiling alone did not result in the capture of serial killers. Instead, profiling was used in conjunction with other efforts and mainly as a means to keep the investigation moving forward. Originality/value Unresolved homicides are at a point of crisis and represent a significant but largely unaddressed societal problem. The success of this model may compel law enforcement to restore faith in offender profiling.

Abstract:
Little is known about the social correlates of serial rape or about trends in offending across time and space in the United States. Furthermore, the limited serial rape scholarship that exists was largely generalized from small, captive samples. The current study aims to amplify our understanding of serial rape by pursuing three fundamental objectives. First, guided by theory and research we propose a new, more precise, and comprehensive conceptualization of serial rape. Next, we draw from media representations of serial rape published in five major American newspapers from 1940 to 2010 to develop an offender social profile and to identify patterns in attack style. Our analysis of a broad and diverse sample of serial offenders described in media accounts ( N = 1,037) produced the following profile estimates—age: 27 years; race/ethnicity: African American, 46%; Caucasian, 29%; Latino, 19%; Asian, 5%. Most offenders were employed in unskilled or semiskilled occupations and the most common attack strategy was the surprise approach (47%). Finally, our data allow us to estimate and interpret historical trends as depicted in media accounts. Our analysis revealed low levels of serial rape in newspaper accounts during the 1940s to 1950s, followed by a steady increase (with periodic decreases) leading to a peak in 1991. This peak is followed by a steady and dramatic decline from 1992 to 2010.

One particular crime location in sexual assaults is the victim’s residence. Similar to sexual burglars, “home-intruder” sex offenders choose to assault the victim in her residence, most likely in their bedroom. The aim of the current study is to analyze modus operandi, temporal factors, and victim characteristics in a sample of 347 stranger sexual assaults committed by 69 serial sex offenders to determine which factors may be more relevant to sexual assaults committed in the victim’s residence compared with sexual assaults committed at another type of location. Our hypothesis is that offenders who choose to sexually assault victims in their home constitute a specific type of sex offender, one that resembles the sexual burglar. Results showed that modus operandi (e.g., burglary), temporal factors (e.g., time at crime scene with victim), and victim characteristics (e.g., age, victim-offender relationship) were significant in predicting whether the victim encounter, crime site, and victim release site were located at the victim’s residence or not. Moreover, these findings were generally significant across the three crime locations, which can be explained by the high consistency in location during home-intrusion sexual assaults. Situational crime prevention strategies aimed at making a residence less attractive for offenders should help reducing this particular type of sexual assault.

Purpose Rapid sequence homicide offenders (RSHOs), formerly spree killers, are an understudied population due to the confusion surrounding their classification in relation to serial murderers. The paper aims to discuss this issue. Design/methodology/approach An exploratory, comparative analysis of 56 RSHOs and 60 serial murderers was conducted on US-based data from 2014 to 2018 derived from the Consolidated Serial Homicide Offender Database to determine similarities and differences between the cohorts. Findings RSHOs and serial murderers are similar in that they often kill their victims using a singular method, have limited mobility, kill a similar number of victims both known and unknown to them and are both supremely motivated by domestic anger. There is an inverse relationship between serial murderers and RSHOs: as one group increases in prevalence the other decreases. Practical implications In order to divert men into more pro-social activities, attention must be dedicated to increasing mental health services that provide them with the tools to diffuse their hatred and couple that with effective gun control strategies and ways to enhance the compromised anger management skills of a generation of volatile men. Originality/value Academicians have been hesitant to juxtapose these offenders but based this conclusion on surface-level differences. A reimagining of these categorical structures is needed. The once clear delineation between these cohorts may continue to shrink and synchronize until one subsumes the other.

Purpose – The purpose of this paper is to explore the differences (if any) between serial and hard-to-solve one-off homicides, and to determine if it is possible to distinguish the two types of homicides based on offence behaviours and victim characteristics. Design/methodology/approach – A sample of 116 Italian serial homicides was compared to 45 hard-to-solve one-off homicides. Hard-to-solve one-off homicides were defined as having at least 72 hours pass between when the offence came to the knowledge of the police and when the offender was caught. Logistic regression was used to predict whether a killing was part of a series or a one-off offence. Findings – The serial killers targeted more strangers and prostitutes, displayed a higher level of forensic awareness both before and after the killing, and had more often an apparent sexual element in their offence. Conversely, the one-off homicides were found to include more traits indicative of impulsive and expressive behaviour. The model demonstrated a good ability (AUC=0.88) to predict whether a homicide belonged to the serial or one-off category. Research limitations/implications – The findings should be replicated using local homicide data to maximise the validity of the model in countries outside of Italy. Practical implications – Being able to distinguish between serial and one-off homicides based on information available at a new crime scene could be practically useful for homicide investigators managing finite resources. Originality/value – Studies comparing serial homicides to one-off homicides are scarce, and there are no studies explicitly trying to predict whether a homicide is an isolated case or part of a series.

Purpose – The purpose of this paper is to discuss and demonstrate “best practices” for creating quantitative behavioural investigative advice (i.e. statements to assist police with psychological and behavioural aspects of investigations) where complex statistical modelling is not available. Design/methodology/approach – Using a sample of 361 serial stranger sexual offenses and a cross-validation approach, the paper demonstrates prediction of offender characteristics using base rates and using Bayes’ Theorem. The paper predicts four dichotomous offender characteristic variables, first using simple base rates, then using Bayes’ Theorem with 16 categorical crime scene variable predictors. Findings – Both methods consistently predict better than chance. By incorporating more information, analyses based on Bayes’ Theorem (74.6 per cent accurate) predict with 11.1 per cent more accuracy overall than analyses based on base rates (63.5 per cent accurate), and provide improved advising estimates in line with best practices. Originality/value – The study demonstrates how useful predictions of offender characteristics can be acquired from crime information without large (i.e. >500 cases) data sets or “trained” statistical models. Advising statements are constructed for discussion, and results are discussed in terms of the pragmatic usefulness of the methods for police investigations.

The article deals with the question concerning legal responses to sexual harassment – whether those responses should be relentless in punishing and stigmatizing perpetrators and banishing them from positions where they can offend further, or whether there should be room for rehabilitating or even forgiving at least those offenders whose abusive behavior is not violent or serial. On the one hand, the importance of achieving justice and equality for women is critical. On the other hand, one may recognize the possibility of repentance and restoration of both victim and offender to society. The modern restorative justice movement, informed by Christian theology, suggests that alternative dispute resolution mechanisms should not only ensure that victims receive appropriate restoration for the harm they have suffered, but also try to restore perpetrators who accept responsibility for their offenses back into the community. It seems that practiced in the right cases, restorative justice may turn the disempowerment and fearful, sometimes guilty in-turning that victims may experience in adjudicative processes, into a freedom of giving beyond justice, and they may move the self-justificatory shame of a perpetrator into true repentance and reparatory action. At least, restorative justice may push them toward a relational dynamic that is healthier for both whether they must necessarily encounter each other in the future or free themselves from the hurt of the past.

The present work embraces multiple aspects related to the theme of serial murder, which is essentially addressed by a criminological and personological perspective. Attention will be focused first on the serial killer figure, which will analyze both the intrapsychic peculiarities and the most intrinsic motivations behind the homicidal action as well as the more technical and specific aspects of the modus operandi and the signature that convey this kind of offenders. At the same time, a victimological overview will be developed, focusing on the preferential victims in this delinquent mode. The article will also highlight a categorization of serial killings based on the motive, as well as different classifications of the major types of serial killers identified by multiple authors. Finally, criminal profiling will be analyzed, deepening the role of the profiler in investigations and outlining the presumed personality of the offender, thus circumscribing the field of potential investigators with particular reference to US reality. ---------- Il lavoro qui presentato abbraccia molteplici aspetti relativi al tema dell’omicidio seriale, che viene essenzialmente affrontato da una prospettiva criminologica e personologica. L’attenzione, infatti, si concentrerà inizialmente sulla figura del serial killer, di cui saranno analizzate sia le peculiarità intrapsichiche sia le motivazioni più intrinseche alla base dell’azione omicidiaria, nonché gli aspetti più tecnici e specifici quali il modus operandi e la firma, che connotano questo tipo di autori di reato. Abstract:
Purpose – The purpose of this paper is to review and compare information obtained for four female serial murder perpetrators, exploring possible personality features that make the female serial killer unique. As this is the first project to explore the personalities of female serial murderers through data collected from the offenders themselves, it is primarily an exploratory study. Design/methodology/approach – The data presented were collected as part of a larger project, which solicited participation from incarcerated, suspected serial murderers. Upon agreeing to participate, each potential participant's background was searched to ensure they met the definition of a serial murderer. The participants were sent a survey packet containing measures related to demographics, psychopathology, psychopathy, and personality features. These packets were sent to participants at their respective prisons, with a return envelope provided. Upon return, surveys were scored and analyzed to create a comprehensive profile of each offender. Findings – The subjects of this study each presented a unique personality profile as measured by the Minnesota Multiphasic Personality Inventory-2 and Millon Clinical Multiaxial Invetory-III. Three of the four participants did not appear to by psychopathic, which is not surprising given the low incidence of psychopathy in women. Originality/value – This study, while limited by the small sample size, provides the first data set of valid psychological measures collected through first-hand accounts with female serial murderers. Although the data presented did not display a single comprehensive profile indicative of a female serial murderer, it does provide a foundation for further research.

Abstract:
This article describes the application of the concept of geographic profiling in hunting a serial child rapist in Kasur, Pakistan. It also discusses, how DNA became the prime witness against the serial rapist in the court of law. In January 2018, the blind rape and murder case of Zainab Amin hit the headlines. Following autopsy and the subsequent forensic examination, the only piece of evidence, the agencies had, was the DNA profile of the perpetrator and the information that the source of DNA profile is a serial child rapist, involved in at least seven more cases. The analysis of all crime sites and the distance between them strongly suggested that the offender most likely was a local resident. Mass DNA screening in the target region was conducted by CSI teams of Punjab forensic science agency. The DNA matched with suspect number 814 who later confessed all his crimes. In Polygraph examination, the offender revealed his modus operandi which was in line with the hypotheses made during the geographic profiling of the crime scenes. Purpose Serial offenders have been described as more forensically aware, better able to control their victim, and ultimately, more adept at eluding detection. Despite these assertions, there is a lack of research examining differences in “criminal expertise” (i.e. offense-related skills and competencies) between serial and non-serial offenders. The purpose of the current study is to address this empirical research gap. Design/methodology/approach The current study uses binary logistic regression to examine a sample of 83 serial offenses and 322 offenses involving “novices” (i.e. offenders without a previous criminal history) to determine whether criminal expertise is a distinctive feature of the crime-commission process of serial offenders, compared to novices. Findings Binary logistic regression findings indicated that offenders who did not verbally reassure their victim, who brought a weapon to the offense and who selected a victim who was walking were more likely to be serial. Taken together, these behaviors do not suggest that serial offenders are “experts” at avoiding detection, but rather, indicate some general offense competencies and skills related to violent offending. Originality/value The current study offers the first direct application of the criminal expertise framework to serial sexual offending. The findings offer new insights for the treatment and management of offenders who possess offense-related competencies and skills, which can offer a complementary view to more deficit-based models.

An analysis is offered of a confession given to detectives by a serial killer who, at the time of his arrest, admitted to the murder of 15 men. Qualitative analysis, using Sykes and Matza’s techniques of neutralization as a theoretical base, reveals several attempts to mitigate his crimes and offer some justification to his killings. Through such analysis, it is possible to discern some psychological mechanisms that facilitate the commission of multiple homicides over a period of time, allowing a mentally fit offender to retrospectively rationalize his killings, and even provide some insight into how victims were selected.

Sexual homicides, although rare attract a great deal of attention from the media, the general public, and, more recently, the academic community, they are devastating crimes and have the potential for repetition. A case study of Jeffery Dahmer, Milwaukee Cannibal sexual homicide was analyzed for the purpose of this research. Clinicians are often caught in the dilemma of helping offenders succeed in a society that will not allow them to achieve success and may actively conspire against successful reintegration. Despite the vast knowledge about serial killers, it is still uncertain why they kill. Undoubtedly, many factors enable individuals to perform such acts without remorse, including biological and neuropsychological factors, such as being bombarded by images that glamorize violence daily. Thus, the clinician/ social workers must struggle to find ways to help his or her clients practice their new skills in a society that does not want the offender and takes active steps to ostracize and humiliate offenders, which in turn leads to former offenders experiencing further isolation and a loss of hope.

Environmental criminological research on rape series is an understudied field due largely to deficiencies in official and publicly available data. Additionally, little is known about the spatial patterns of rapists with a large number of stranger rapes. With a unique integration and application of spatial, temporal, behavioral, forensic, investigative, and personal history data, we explore the geography of rape of a prolific, mobile serial stranger rapist identified through initiatives to address thousands of previously untested rape kits in two U.S. urban, neighboring jurisdictions. Rape kit data provide the opportunity for a more complete and comprehensive understanding of stranger rape series by linking crimes that likely never would have been linked if not for the DNA evidence. This study fills a knowledge gap by exploring the spatial offending patterns of extremely prolific serial stranger rapists. Through the lens of routine activities theory, we explore the motivated offender, the lack of capable guardianship (e.g., built environment), and the targeted victims. The findings have important implications for gaining practical and useful insight into rapists’ use of space and behavioral decision-making processes, effective public health interventions and prevention approaches, and urban planning strategies in communities subjected to repeat targeting by violent offenders.

Abstract:
Since artificial intelligence technologies are firmly embedded in many areas of modern life, it is time to explore in detail their capabilities in criminology in the study of criminal activity. The article describes the experience of developing digital models of serial crimes committed for sexual reasons using artificial intelligence algorithms. The empirical basis of the study was data on 1068 serial crimes, including murder. Methods of mathematical statistics and a number of artificial intelligence algorithms were used for data processing: gradient boosting, neural networks, logistic regression, etc. As a result, typical signs of crimes and natural connections between them, used for training models, presented by artificial intelligence algorithms, are revealed. The obtained decision support systems allow predicting the distance from the crime scene to the place of residence of the offender (accuracy 88.3—93.5 %), the age of the offender (accuracy 80.3 %, confidence interval ±6 years), the presence of a mental illness (accuracy 81.5 %) and criminal record (accuracy 82 %), as well as some other characteristics. According to the results of the study, it is concluded that the methods of mathematical statistics and artificial intelligence can be used in the investigation of crimes, as well as in criminalistics.

Victims of sexual assault are often advised to have a medical forensic exam and sexual assault kit (SAK; also termed a “rape kit”) to preserve physical evidence (e.g., semen, blood, and/or saliva samples) to aid in the investigation and prosecution of the crime. Law enforcement are tasked with submitting the rape kit to a forensic laboratory for DNA (deoxyribonucleic acid) analysis, which can be instrumental in identifying offenders in previously unsolved crimes, confirming identify in known-offender assaults, discovering serial rapists, and exonerating individuals wrongly accused. However, a growing number of media stories, investigative advocacy projects, and social science studies indicate that police are not routinely submitting SAKs for forensic testing, and instead rape kits are placed in evidence storage, sometimes for decades. This review article examines the growing national problem of untested rape kits by summarizing current research on the number of untested SAKs in the United States and exploring the underlying reasons why police do not submit this evidence for DNA testing. Recommendations for future research that can guide policy and practice are discussed.

Данные преступления всегда признаются резонансными, так как характеризуются особой жестокостью, агрессией и держат общество в страхе. Отсутствие развернутых характеристик серийных убийств подчеркивает их высокую степень латентности. Цель статьи - анализ и описание свойств, закономерностей, причин и условий совершения преступлений данного характера, а также свойств личности преступника. Методологическую основу исследования составляет диалектический метод научного познания, отражающий взаимосвязь теории и практики. При подготовке работы использовались также следующие частнонаучные методы: биографический - изучение личностных качеств серийных убийц, статистический анализ - оценка количественно-качественных признаков серийных преступлений, анализ документов - использование информации, зафиксированной на бумажном и электронном носителе. В статье рассматриваются вопросы криминологической характеристики серийных убийств: анализируется понятие серийных убийств, рассматриваются количественно-качественные показатели, определяются основные детерминанты, изучается виктимологический аспект. The phenomenon of serial murders over the past hundred years has attracted the special attention of scientists around the world, including in the field of forensic psychiatry, psychology, criminology, victimology and other sciences. These crimes are always recognized as resonant, as they are characterized by special cruelty, aggression and keep society in fear. The lack of detailed characteristics of serial kills emphasizes their extremely high degree of latency. The purpose of the article is to analyze and describe the properties, laws, causes and conditions of committing crimes of this nature, as well as the properties of the person of the offender. The methodological basis of the study is the dialectical method of scientific knowledge, which reflects the relationship between theory and practice. The following private scientific methods were also used: biographical - the study of the personal qualities of serial killers, statistical analysis - the assessment of quantitative and qualitative signs of serial crimes, document analysis - the use of information recorded on paper and electronic media. The authors consider issues of criminological characterization of serial murders: the concept of serial murders is analyzed, quantitative and qualitative indicators are considered, the main determinants are determined, the victimological aspect is studied.

ObjectivesThe aim of this paper is to make a comparative study on serial killers from different countries and link them to one of the traditional seven deadly sins in the Judeo-Christian culture.MethodsFirstly, it was necessary to define each different deadly sin and establish its behavioural correlate. This was achieved thanks to a questionnaire designed to measure the interrate agreement within a sample population. Once the categories were defined (pride, lust, envy, sloth, wrath, gluttony and greed), 30 serial killers from America and Europe were analyzed in order to determine the sin behind their motivation to commit a crime. The evaluation was based on the Coding Guide – Serial Killers Research Project – created by the unit of analysis of criminal behavioural (University of Salamanca, Spain). Afterwards, an ex post facto descriptive non experimental study was carried out to find out the relation between the serial killer's own characteristics and the deadly sin linked to their motivation.Results/conclusionsThe results show a clear predominance of pride, lust and greed as the main motivations within the study sample. A case of a 61-year-old African-American male who sexually assaulted and murdered four individuals, of different ethnicities and both genders, is reported. The subject additionally engaged in sexual activity with each victim postmortem. Each murder is reviewed in detail, and the subjective state of the offender during the murders is commented upon. Psychological test data are reviewed. The subject met criteria for several Axis I disorders, including Bipolar I Disorder, Pedophilia, and Sexual Sadism, and met criteria for Axis II diagnoses of Narcissistic and Antisocial Personality disorder. He was additionally classified as a Psychopath, which, in combination with his Sexual Sadism, general psychiatric state, and exquisite sensitivity to humiliation, led to his decision to murder.

In this paper, there are analyzed data on socio-demographic characteristics of juvenile delinquents in Serbia. The evidence of the Statistical Office of the Republic of Serbia have been used for this purpose. The reference period for the analysis is between 2005, after the adoption of the new Law on Juvenile Offenders (2005) and 2016. The analysis is based on two research questions: a) what the socio-demographic characteristics of juvenile delinquents are and b) whether the observed characteristics change within the analyzed period. Based on identified characteristics, the aim of the analysis is to point out the possible factors that shape the juvenile delinquency, its features and change in contemporary Serbian society. The analysis has shown: a) previously observed oscillating trend in total number of cases of juvenile delinquency, b) low ratio of juvenile delinquents in total number of offenders with the modest tendency of increase during the analyzed period and c) moderate changes towards diversity of offenses. According to the data, typical juvenile offender is male, with no formal elementary education and often a dropout. Among convicted, one third lives in single-parent families. Observed typical characteristics do not necessarily cause juvenile delinquency among youngsters but may have a warning effect, especially if they act simultaneously, superposing mutual impacts and generating new risks.

Purpose Many offenders struggle when attempting to reintegrate into society after release from prison, and the conditions they face after release often lead to reoffending. The purpose of this paper is to present a conceptual model on reintegration after prison. The model has the potential to guide practitioners in their understanding of the relationships between welfare services and the agency of the offender. Design/methodology/approach The model was developed from a small-scale study in the Norwegian Criminal Justice system, which is well known for its emphasis on rehabilitation and crime prevention. Data collection aimed to explore the reintegration process from the perspective of the hard-to-reach and vulnerable population of serial offenders. Nine prisoners in two different prisons were interviewed. A thematic analysis identified two main themes that related, first, to the personal challenges the offenders faced in the rehabilitation and reintegration process and, second, to the factors in the welfare services that interacted with the prisoners’ psychosocial issues in the reintegration process. Findings Findings suggest that the interaction between the psychosocial needs of the prisoners and the organization of the welfare services is complex and does not harmonize. The findings underpin the argument that the current reintegration strategies for certain groups of inmates need to be questioned and challenged. Research limitations/implications The model is a conceptual model intended to provide a lens from which to reinterpret offenders’ experiences of reintegration and applied to only the small and exploratory study described in this paper. As such, it requires further testing and substantiation, and the model and the study’s findings should be regarded as tentative and cannot be generalized to a larger population. The prisoners were selected by the first author for convenience, and it is possible that this also influenced the findings. Other inmates may have presented other experiences. Originality/value There are few studies looking into reintegration from the reoffenders’ perspective, and this study also presents a model that serves as a reflective and analytical tool to developing new approaches to supporting offenders in their reintegration into society from prison in the future.

Investigative and operational investigative practice includes the development of a psychological portrait of a person unknown to law enforcement agencies, but the perpetrator of the crime Studied several types of crimes against sexual integrity and sexual freedom of minors and minors, which include sexual depravity. The article States that the subject of rape can be a male person, but women can also become criminals in this area, not only acting as an organizer, instigator or accomplice, but also as a person who commits a sexual crime. The article provides recommendations for the development of a file, which should contain the most complete information about the perpetrators of sexual crimes, the external characteristics of persons in respect of whom sexual interest was expressed. The presence of such information will make the most effective work of law enforcement agencies in the operational investigation and disclosure of these crimes, will increase the efficiency in identifying persons who have committed sexual crimes, and most importantly prevent possible serial crimes.
