Abstract:
Past research on the spatial mobility of serial offenders has generally found that these individuals make calculated decisions about the ways in which they come into contact with suitable victims. Within the geographic profiling literature, four victim-search methods have been theorized that describe how serial predatory offenders hunt for their victims: hunter, poacher, troller, and trapper. Using latent class analysis, the aim of this study is to test whether this theoretical typology can be empirically derived using data that were collected from both police files and semi-structured interviews with 72 serial sex offenders who committed 361 stranger sexual assaults. Empirical support is found for each of the aforementioned victim-search methods, in addition to two others: indiscriminate opportunist and walking prowler. Chi-square analyses are also conducted to test for associations between this typology and characteristics of the offense such as victim information, environmental factors, and the offender’s modus operandi strategies. Findings from these analyses suggest that the types of victims and environments targeted by the offender, as well as the behaviors that take place both before and during the offense, are dependent upon the offender’s victim-search strategy. Although the theoretical hunter, poacher, troller, and trapper were intended to describe the victim-search methods of serial violent predators more generally, the finding that these strategies exist along with two others in this sample of sexual offenders may indicate that search behavior is specific to certain crime types. Furthermore, these findings may be of assistance in the investigation of stranger sexual assaults by providing law-enforcement officials with possible clues as to the characteristics of the unknown suspect, the times and places likely targeted in any past or future events, and possibly even his base of operations.

Efforts to classify sexual offending and offenders continued to evolve over the years based on criteria such as offender and victim characteristics, offender–victim relationships, the nature of sexual offenses, and other situational factors. This current study draws up a typology of sexual offending against minors based on 436 adjudicated rape and child molestation cases in China. Specifically, sexual offending against minors is classified into six major categories, including opportunistic offenses, serial offenses, dating couple offenses, educator abuses, gang/party offenses, and incest offenses. Based on this empirical typology, a number of crime prevention measures are suggested. These suggestions aim at involving multiple players and institutions to focus on education, target hardening, and crime investigation. This study makes a significant contribution to comparative studies in this field, and the results could be potentially applied in other cultures.

The current study examines the offender, victim, and crime characteristics between solo perpetrators and team perpetrators of serial homicide. Cases on 1,137 solo perpetrators and 254 team perpetrators were collected from the Consolidated Serial Homicide Offender Database. Results showed team perpetrators were more likely to be older than those who committed serial homicides alone. Offenders who never confessed their crimes were less likely to participate in teams. In terms of victim and crime characteristics, team perpetrators were more likely to target employees or customers, have a lower victim count, and were more likely to exhibit sadistic behaviors compared to solo perpetrators. Theoretical and practical implications from this study are discussed.

This article describes how serial crimes are very interesting for study in the absence of proper and solid evidence. From a high volume of criminal cases of similar types, it is difficult to detect the crimes that were committed by the same offender or not. The process of linking of crimes which were committed by the same offender or offenders is called Crime Linkage Analysis. In this article, a new hesitant fuzzy distance measure has been introduced and a fuzzy multicriteria decision-making approach has been proposed to help Crime Linkage Analysis, which enables us to find to what extent a pair of crime shares a common offender or offenders.

Abstract:
Purpose The purpose of this article is to improve the use of evidence-based practice and research utilization in the offender profiling process. The use of offender profiling has been met with increasing resistance given its exaggerated accuracy. The “Investigative Journalist/Expert Field Micro Task Force” model, a collaborative method that incorporates offender profiling and is designed to address unresolved serial homicides, is introduced and evaluated alongside recommendations on attaining adherence. Design/methodology/approach The model was field tested in 17 instances. The measures used by the Federal Bureau of Investigation to gauge the usefulness of their case consultations, whether their input helped catch the offender, offer new leads, move the case forward, provide new avenues or give new ideas, were used to evaluate the model. Findings The model established likely patterns of serial murder activity among strangulations of women in Chicago, Cleveland, and Panama and resulted in convictions of suspects in Louisiana and Kansas City. This model is valuable when used to parse modern-day offenders from those who committed unresolved homicides as the latter display different behaviors that can make investigations difficult endeavors. Results from the field tests mirror those from the literature in that profiling alone did not result in the capture of serial killers. Instead, profiling was used in conjunction with other efforts and mainly as a means to keep the investigation moving forward. Originality/value Unresolved homicides are at a point of crisis and represent a significant but largely unaddressed societal problem. The success of this model may compel law enforcement to restore faith in offender profiling.

Abstract:
Little is known about the social correlates of serial rape or about trends in offending across time and space in the United States. Furthermore, the limited serial rape scholarship that exists was largely generalized from small, captive samples. The current study aims to amplify our understanding of serial rape by pursuing three fundamental objectives. First, guided by theory and research we propose a new, more precise, and comprehensive conceptualization of serial rape. Next, we draw from media representations of serial rape published in five major American newspapers from 1940 to 2010 to develop an offender social profile and to identify patterns in attack style. Our analysis of a broad and diverse sample of serial offenders described in media accounts ( N = 1,037) produced the following profile estimates—age: 27 years; race/ethnicity: African American, 46%; Caucasian, 29%; Latino, 19%; Asian, 5%. Most offenders were employed in unskilled or semiskilled occupations and the most common attack strategy was the surprise approach (47%). Finally, our data allow us to estimate and interpret historical trends as depicted in media accounts. Our analysis revealed low levels of serial rape in newspaper accounts during the 1940s to 1950s, followed by a steady increase (with periodic decreases) leading to a peak in 1991. This peak is followed by a steady and dramatic decline from 1992 to 2010.

One particular crime location in sexual assaults is the victim’s residence. Similar to sexual burglars, “home-intruder” sex offenders choose to assault the victim in her residence, most likely in their bedroom. The aim of the current study is to analyze modus operandi, temporal factors, and victim characteristics in a sample of 347 stranger sexual assaults committed by 69 serial sex offenders to determine which factors may be more relevant to sexual assaults committed in the victim’s residence compared with sexual assaults committed at another type of location. Our hypothesis is that offenders who choose to sexually assault victims in their home constitute a specific type of sex offender, one that resembles the sexual burglar. Results showed that modus operandi (e.g., burglary), temporal factors (e.g., time at crime scene with victim), and victim characteristics (e.g., age, victim-offender relationship) were significant in predicting whether the victim encounter, crime site, and victim release site were located at the victim’s residence or not. Moreover, these findings were generally significant across the three crime locations, which can be explained by the high consistency in location during home-intrusion sexual assaults. Situational crime prevention strategies aimed at making a residence less attractive for offenders should help reducing this particular type of sexual assault.

This research investigates whether and to what extent the thematic structure of robbery offence behaviours identified in L. Alison, W. Rockett, S. Deprez & S. Watts, 2000 is replicated for an Australian sample of serial robbers. Offence variables representing variations in the degree of planning (proactive-reactive) and self-control (rational-impulsive) were examined from a sample of offences obtained from 91 serial robbery offenders using data obtained from police Offence Reports in Western Australia. A Smallest Space Analysis (SSA) tended to support the relevance of these psychological processes to robbery behaviour and considered to offer a meaningful basis for distinguishing between robbery offences according to three narrative themes. However, the thematic structure of the "Amateur" robber (identified in previous research as "Bandits") differed in some respects from that proposed by Alison et al. (2000). This research further aimed to evaluate the hypothesis that proposes the consistency of these themes as a function of narrative roles. Overall, a total of 78 cases (85. 7%) were found to exhibit the same 'pure' or hybrid theme across at least two of the three offences committed in the series and considered to provide some support to the hypothesis that the SSA structure represents the dominant themes underlying robbery behaviour and the utility of narrative theory as a useful framework in explaining variations in offence behaviour. Whilst results indicated that offence behaviour of individual robbers were consistent with the themes underlying differences in robber styles, the examination of specific offence variables using Cochran' s Q tests and frequency analysis suggests that some caution must be incorporated into investigative strategies involving the use of single behavioural indicators in the identification of serial offenders and offence linking. Whilst these results have implications for research methods that focus on identifying clusters of behaviours that reflect meaningful aspects of "personality", the nature of behavioural consistency suggests that this robber typology may be improved with further investigation of situational factors influencing crime scene behaviour in order to achieve the development of a more productive model for contemporary offender profiling.

The purpose of this work was to compare serial homicides committed by interstate and intrastate offenders and to determine differences in behavior between them. Knowledge of such differences would enable the trained homicide detective to structure his investigation according to the killer's inferred range of action. This study used homicide data collected by the Violent Criminal Apprehension Program (VICAP), of the National Center for the Analysis of Violent Crime (NCAVC). VICAP's data was voluntarily submitted by investigators working at the state, local, and federal levels. The VICAP database had information on more than 804 cases of homicides committed by 241 different, serial offenders. The VICAP data was examined in order to learn whether offender behaviors could reveal a distinction between the interstate serial offender and the intrastate serial offender. Five variables of conscious or unconscious offender behavior were selected: (1) the victim's occupation, (2) the victim's last known location, (3) the type and kind of restraints used on the victim (if any), (4) the victim's cause of death, and (5) the level of concealment of the victim at the body disposal site. Information from the attributes in these variables could be helpful to the homicide detective in an early determination of the types and kinds of investigative resources that should be applied to the case for a successful resolution. A hypothesis was formed: there is a detectable difference on the five variables in the behaviors of interstate and intrastate serial killers. The findings supported the hypothesis that there was a detectable difference between the two types of serial killers. Swedish national statistics suggest that the number of reported stranger rapes is steadily increasing. Stranger rape is one of the most difficult types of crime for the police to investigate because there is no natural tie between the victim and offender. As a result, there is a need for more knowledge about how crime scene features could be used to make inferences of likely offender characteristics that could help investigators narrow down the pool of suspects. The aim in Study I was to examine how offender behaviors interact with contextual features, victim behaviors, and the assault outcome. Results suggest that the stranger rapes could be distinguished by five different dynamic rape pattern themes, which mainly differed on two dimensions: level of violence to control the victim, and level of impulsivity/premeditation characterizing the rapes. The results also highlight the importance of including contextual features when studying offender behaviors. The aim in Study II was to examine how single-victim rapists and serial rapists can be differentiated by the actions at their first stranger rape. Results suggest that three behaviors in conjunction: kissed victim, controlled victim, and offender drank alcohol before the offense, could be used to predict whether the offender was a single-victim rapist or serial rapist with a classification accuracy of 80.4 %. The aim in Study III was to examine how stranger rapists could be differentiated from a normative sample on background characteristics, and if stranger rapists’ pre-assault and initial-attack behaviors could be used to predict likely offender characteristics. Results showed that the strongest predictions could be made for previous criminal convictions, offender age, and the distance traveled by the offender to offend. Overall, the present thesis has found some scientific support for the use of crime scene behaviors to make inferences of likely offender characteristics that could be useful for profiling purposes.

Abstract:
The study of serial killer collaboration has received little attention in academia. While current explanatory theories of serial homicide can include subtypes of serial killers that operate alone, the study of collaborating serial killers has been neglected. In this paper, an integrated, explanatory theory of serial killer collaboration is proposed. The theory builds on concepts from social learning theory, the trauma control model, and relational self theory and aims to examine what interpersonal dynamics that characterize the partnerships of collaborating serial killers. Five cases of collaborating serial killers have been analyzed and compared with focus on individual life histories and how these are reflected in the interpersonal dynamics in serial killer collaboration. The study found that serial killer collaboration is fundamentally characterized by a mutual need for human connection and approval, and that sociocultural role expectations affect the interpersonal dynamics of collaborating serial killers in terms of dominance, victim-preference, victim-acquisition, and method of murder.

Abstract:
Behavioural case linkage (BCL) is a procedure that can be used to identify linked crime series, which contain two or more crimes committed by the same person, thereby helping the police to detect and prosecute repeat offenders who are responsible for a disproportionate amount of crime. However, despite the potential benefits of BCL, there are also damaging consequences if crimes are incorrectly linked. Consequently, research has started to test if and how this procedure can work in the most efficient and reliable way. But, the extant literature has a number of important limitations, particularly in terms of (1) generalisability (i.e., there have been few attempts to replicate findings across geographical locations and time periods), (2) ecological validity (i.e., the methodology used to test BCL is not representative of how the procedure is used in practice), and (3) methodology (i.e., there is a lack of research to systematically compare the various methodological/statistical approaches to BCL). The primary aim of this thesis was to address these three important limitations. In terms of generalisability, this thesis has tested the extent to which previous BCL research on residential burglary, commercial robbery, and car theft can be replicated in new geographical locations and time periods. In terms of ecological validity, a number of new methodologies have been developed and tested that reduce the gap between research and practice in BCL by allowing both non-serial and unsolved offences (as well as solved, serial offences) to be included when testing the principles of BCL, and also for these principles to be tested with crime series that contain several different types of offence. In terms of methodology, novel methodological approaches have been compared with the ‘traditional’, status quo methodology for researching the BCL principles, thereby ensuring that the findings reported in this thesis can be compared with previous work. This thesis, therefore, has important implications for theory, research, and practice and the findings are discussed in the context of these. Future research directions are also outlined.

Abstract:
Homicide, especially serial homicide, is a very serious crime, which both captures and terrifies the public. Previous studies which compare serial homicide offenders to single homicide offenders are scarce. This study aimed to determine if it was possible to distinguish between both groups of offenders by looking at factors of the first crime scene to see if investigators could use this information to establish if the offenders will kill again. By building a database of 80 offenders (40 serial and 40 single), 22 variables regarding the offender, the victim, the location, and crime scene behaviours were compared and analysed using statistical analysis. 5 factors were found to be significantly different between the 2 groups - year of 1st murder, apprehension time lag, location relationship, trophies, and theft. Although there was differences found, these factors would not be enough on their own to distinguish between serial and single homicide offenders by examining the first crime scenes.

Abstract:
The authors recognized the rapid urbanization of tourist places as a burning problem and a stumbling block in the future of all types of tourism in the territory of the Republic of Serbia. The main goal of the paper is scientific-professional analysis and explanation of the problem of illegal occupation of land that is considered part of a protective forest, national park or other land with a special purpose, as well as construction without a building permit and its impact on tourism quality. The paper presents an analysis of the frequency of criminal offenses related to the observed phenomenon in the period from 2016 to 2020 in the territory of the Republic of Serbia. The purpose of this paper is a causal analysis of criminal offenses in the subject area with the aim of revealing the relationship between the number of reported, accused and convicted persons, i.e. established rules of case law and the impact of court decisions on the behavior of individuals and society as a whole, with the aim of protecting and developing tourism in the future.

Abstract:
The application of alternative sanctions has positive effects both on the re-socialization of perpetrators of criminal acts, and on the reduction of pressure on institutions for the enforcement of prison sanctions. The use of alternative sanctions enables the offender to continue working, educating, keeping family connections, and other activities that may have preventive effect on the crime re-commission and prevent stigmatisation that person might have after the prison sanction. The subject of this paper is the analysis of the effectiveness of the application of alternative sanctions in the Republic of Serbia and impact of the implementation of National development strategy for the system of enforcement of criminal sanctions for period 2013–2020. In line with the Strategy, the key national legislative acts were amended to align with international and European standards on alternative sanctions, specifically with the CoE European Probation Rules. Bearing in mind previous experiences, the authors start form the assumption that there are still certain challenges in their application, which can be caused by various factors. In order to give recommendations for reducing the challenges, the authors analyse the compliance of national regulation with international standards, as well as available data on volume and structure of imposed alternative sanctions in period 2015–2020, with the special focus on community work and conditional sanction with oversight.

Social work and crime prevention are synergistically linked: crime prevention and treatment of offenders are an integral part of social policy, and solving social problems is a strong factor in crime prevention, which is why social work presents an important segment of the formal social response to crime. The paper analyzes the place and role of social work and social protection services in the formal reaction of society to juvenile criminality in the context of contemporary criminological knowledge about the etiology of juvenile delinquency. Abstract:
The author discusses different segments of the institute of euthanasia ("murder out of mercy"), especially the question of the justification of its legalization. The subject of the analysis are the solutions of certain European regulations that have completely or partially decriminalized euthanasia, and then the domestic one, in which there is a collision of the norms of criminal and medical law. According to the positive serbian criminal law, euthanasia is a criminal offense and a privileged form of murder, while the Law on Patients' Rights indirectly allows the so-called passive euthanasia, which is not the optimal solution, which introduces legal uncertainty. Тhe Preliminary Draft of the Civil Code of Serbia, which embodies the proposal for the future civil law of Serbia, proposes the decriminalization of euthanasia, which is a solution that needs to be commented on. The aim of the paper is a comparative analysis of domestic and foreign solutions of this controversial institute - through its concept, types (active and passive euthanasia) and critical analysis of the reasons for and against its introduction into the domestic law. The author evaluates the proposal of the Preliminary Draft as progress, with the idea that euthanasia, despite all the controversies that accompany it, represents the ultimate expression of a personal right to self-determination (subjective civil right sui generis), in both modalities, without distinction.

The ‘balik kampung’ or visiting hometown among city dwellers generates a high volume of traffic due to the increasing number of vehicles on the road during festive seasons. Moreover, there will be an increment in the number of fatalities recorded compared to the previous year. Thus, a series of enforcement programmes within two weeks was conducted every festive season in order to solve the problem. The purpose of the study was to explore factors associated with perceived risk of being caught among motorists to ensure better strategies can be formulated to instill discipline of traffic obligations. A total of 1219 drivers were asked to complete a set of questionnaires in order to assess their perceived risk of being caught. The study identifies nine variables associated with motorists perceived risk of being caught, however only four were statistically associated with higher perceived risk of being caught for traffic infringement. The study concludes that there is a need to elevate the perceived risk of being caught when infringes traffic rules. Despite several years of conducting integrated enforcement programmes, a substantial portion of drivers does not feel it likelihood to be caught if committed traffic offenses.

Sexual assault is a violent crime that traumatizes individual victims and endangers entire communities. Every victim of sexual assault deserves an opportunity for justice and access to the resources they need to recover from this trauma. In addition, many perpetrators of sexual assaults are serial offenders who also commit other violent crimes, including armed robberies, aggravated assaults, burglary, domestic violence, and homicides, against strangers and acquaintances. Criminal justice agencies have the power to create a strategic, sustainable plan for an improved response to sexual assault that aligns with current best practices and national recommendations. In this document, we define an “improved response” as an approach that supports effective investigation and prosecution of sexual assault cases, holds perpetrators accountable, and promotes healing and recovery for victims of sexual assault. This guide will help prosecutor and law enforcement agencies create a process with milestones, goals, and suggested actions, all designed to support a successful and sustainable approach for addressing sexual assault cases. Improving the criminal justice system’s response to sexual assault ultimately improves public safety and promotes trust between criminal justice agencies and the communities they serve.

In an effort to understand and decrease alcohol-impaired driving as a primary collision factor In California, the research team designed an evaluation plan for California Senate Bill 1046 and its focus on ignition interlock devices as a sentence for Driving Under Influence offense. This plan will evaluate whether Senate Bill 1046 affected the Driving Under the Influence crash frequency and severity, and whether sociodemographic and geographic factors influence its effectiveness. This report lays the foundation for the evaluation that will be conducted in 2024. The research team conducted a meta-analysis of the last 12 years of literature and research on ignition interlock programs inside and outside the United States. Based on the findings of this analysis, the recommended evaluation plan of the law revolves around three research questions that focus on the changes in the frequency/severity of DUI-related crashes in California, the impact of the law on recidivism and on interlock installation rates. To respond to these questions, the research team recommends a list of data that should be collected, such as the number of injuries and deaths resulting from alcohol-related motor vehicle accidents, installation rates of ignition interlocks compared to the prior five-year period, the number of individuals who were required to have an ignition interlock device installed who were convicted of an alcohol-related violation, as well as number of lockouts while an interlock is installed. The research team proposed several statistical approaches for the analysis of this data, such as descriptive statistics, time series analysis, analysis of variance, and logistic regression.
