Abstract:
Abstract This chapter describes the treaty, policy, and statutory efforts initiated by Native peoples and colonial (and later federal) representatives, that were intended to create a Native state. The political idea of incorporating Native nations either as a territory, zone, or colony, with or without a governing structure, or as incorporated subunits of non-Native national governments, has come from three directions during the past two and a half centuries: the European colonial powers, the United States government, and various religious and private actors. At least three plans were discussed and are analyzed: first in 1778 with the Delaware Nation; then in 1870 with several Native peoples within what was then called “Indian Territory” (present-day Oklahoma); and finally, in 1906 when Native nations in Indian Territory drafted a detailed constitution and pressed for admittance into the United States as the State of Sequoyah.
