In 1969, Columbia University banned Reserve Officers’ Training Corps (ROTC) from campus. In 2004, Teachers College’s Warner Burke, a senior professor of psychology and Army officer veteran, saw an opportunity to close this civil–military gap. Burke partnered with West Point to educate West Point cadets’ primary leader developers, its 36 company tactical officers, through hosting them annually in a world-class Master of Social-Organizational Psychology. In 2010, Burke welcomed the Army Fellows program to campus, bringing in one or two senior Army officers a year to study under his mentorship. Since Burke courageously showed the way, Columbia has welcomed ROTC back to campus and now boasts the largest numbers of veteran students in the Ivy League. Most recently, Burke built a third program, this one to educate critical Army leaders who historically did not have access to elite higher education, its noncommissioned officer corps.

Clinical supervision of counsellors is linked to accountable practice and the quality of service to clients. Despite this, there is a gap between the rhetoric of the literature and the practice of clinical supervision. This study, set in the context of the Queensland Department of Education, examined the perceptions of guidance officers and senior guidance officers about the clinical supervision provided for guidance officers by senior guidance officers in relation to their counselling practices. The findings echo concerns expressed in the literature that supervisors have received little training in supervision, and the provision of supervision outside of training settings is less than adequate.

A 2003 comparative study on learning environments at two military officer training sites was replicated using different methodology. Satisfaction with learning environment and with administrative inprocessing was higher at Fort Leavenworth than at Fort Dix. Most students expressed a preference for Fort Leavenworth. Satisfaction with institutional support and educational facilities appears to influence perceived satisfaction with a learning environment and with preference for training sites among senior military officers.

Abstract:
Purpose The purpose of this paper is to explore the extent of revenue diversification of selected Malaysian public higher learning institutions (HLIs) and the perceptions of senior officers of Malaysian public HLIs on matters related to revenue diversification. Design/methodology/approach The study analyses data from the HLIs’ financial statements to compute the Hirschman-Herfindahl Index (HHI) for revenue diversification and a perception survey with senior officers of the Malaysian public HLIs. Findings The results suggest that while a majority of the Malaysian public HLIs were still dependent largely on government funding, the more established and larger HLIs had a slightly more diversified revenue structure. The survey suggested that overall the senior officers were receptive to the need for revenue diversification. Research limitations/implications The paper is largely based on a perception survey. Future work should utilise in-depth interviews and/or focus groups and a more in-depth analysis of financial statement data to provide richer data. Practical implications The study’s findings provide useful baseline data upon which further work may be built, particularly in the less explored developing country context. They will also prove useful to the administrators of public HLIs in other parts of the world facing a similar financial austerity situation. Originality/value The present study examines both the extent of revenue diversification of HLIs as well as senior HLI officers’ perceptions on revenue diversification strategies. Most prior studies on revenue diversification have examined non-profit organisations, not HLIs and most were either only perception-based studies or only looked at the extent of revenue diversification using the HHI.

Purpose The purpose of this paper is twofold: first, to elicit perceptions of senior officers on the overall financial sustainability of their institutions; and, second, to examine senior officers’ perceptions on important revenue diversification and cost management practices. Design/methodology/approach The study employed a questionnaire survey with senior academic and administrative staff of the 20 public universities in Malaysia. In total, 275 questionnaires were distributed and 69 were returned, yielding a response rate of 25.09 per cent. Descriptive statistics were used to analyse the general perceptions of the survey respondents on public university financial sustainability issues. Findings The study suggests that respondents are receptive of the financial sustainability challenges faced by their institutions. Respondents agree that increasing tuition fees may not be a feasible revenue enhancement strategy for public universities. Instead, all respondents agree that full utilisation of resources will be a key strategy that the universities can apply. Originality/value This study contributes to the limited research on the financial sustainability of public universities in developing countries. Findings of the study have implications for the financial management and governance of public universities in Malaysia and other countries facing similar fiscal challenges. The findings of the study also provide important empirical evidence for future work in the area.

William Halsted was an innovator of surgical training in the 20th century. Traditionally training was offered to senior professors and Halsted wished to improve this, not to change it and bring it round full circle but to take training and education to a higher level. Halsted changed the focus of training to the house officer. House officers were given graduated responsibilities including supervised surgery within an apprenticeship model. Dependent on time served and numbers of patients treated, the programme ensured that the resident surgeon would be skilled and experienced. This concept of surgical training has continued to be used successfully but has recently had to evolve with the implementation of Modernising Medical Careers and the European Working Time Directive.

The current study explored factors that may impact on environmental health officers’ food labelling policy enforcement practices.DesignThe study used a mixed-methods approach, using two previously validated quantitative questionnaire instruments that provided measures of the level of control that the officers exercised over their work, as well as qualitative, semi-structured, in-depth interviews.SettingLocal government; Australia.SubjectsThirty-seven officers in three Australian states participated in semi-structured in-depth interviews, as well as completing the quantitative questionnaires. Senior and junior officers, including field officers, participated in the study.ResultsThe officers reported a high level of autonomy and control of their work, but also a heavy workload, dominated by concerns for public health and food safety, with limited time for monitoring food labels. Compliance of labels with proposed health claims regulations was not considered a priority. Lipsky's theory of street-level bureaucracy was used to enhance understanding of officers’ work practices.ConclusionsCompeting priorities affect environmental health officers’ monitoring and enforcement of regulations. Understanding officers’ work practices and their perceptions of enforcement is important to increase effectiveness of policy implementation and hence its capacity to augment education initiatives to optimize health benefits.

Objective: To describe the workforce of career medical officers (CMOs) working in psychiatry and addiction medicine across New South Wales (NSW) and to explore their training and education needs, and experience of their role. Method: A cross-sectional survey of CMOs in NSW working in psychiatry or addiction medicine. The survey consisted of quantitative data and free-text responses, and was conducted online in late 2017. Results: Of the 41 CMOs identified and sent the survey link, 25 CMOs completed the survey (61% RR). Almost half had worked as a CMO for 11 years or longer. Only six respondents held a recognised senior CMO position. Common areas of expertise were clozapine, metabolic health, and electroconvulsive therapy (ECT). One-quarter of respondents did not receive supervision. Suggested education and training improvements included an annual 1-day training symposium and monthly peer review group for CMOs. Conclusion: CMOs are an often senior group of clinicians working in important areas of service provision. Ongoing educational support for this group of medical practitioners is prudent to ensure the delivery of best practice mental health and drug health care.

Abstract Introduction An important risk factor for drowsy driving is shift work, and law enforcement, an occupation known for its atypical work schedules, is a highly vulnerable occupation. A connection between fatigue and unintentional injuries among police officers has been observed (Vila, 2006), but data supporting the connection is limited. Understanding how sleep and lifestyle practices impact this population’s driving performance and job safety is critical to officer safety. Methods An online survey was disseminated to New York State law enforcement agencies by the Governor’s Traffic Safety Committee to assess sleep health and lifestyle practices among law enforcement personnel. Statistical analysis included data cleaning, basic and advanced statistical testing. Results 7,366 survey invitations were distributed, 1,171 were returned (15.9% response rate), and after data cleaning, 1,038 surveys were included in the analysis. Respondents reported from various state, county, and local agencies, holding titles from Police Officer to Senior Management. More than 30% of officers reported driving 5 hours or more during their shift, with 12% driving greater than 7 hours. 65% of respondents reported having experienced drowsy driving. Although, 34% reported never having received education about drowsy driving. On work days, only 40% of respondents obtain 7 hours of sleep or more. On days off, 23.6% reported sleeping 6 hours or less. Work, stress, and family responsibilities were reported as having a significant impact on sleep. Almost 87% reported at least one medical issue. Daytime sleepiness (47.4%), fatigue (42.6%), and poor memory (26.8%) were reported daily. Only 23.8% and 29.3% of respondents received education on sleep or heart health, respectively. The majority (81.7%) reported they would consider education in a variety of health-related programs. Conclusion Our findings indicate that poor sleep (60%), high stress (22.7%), and anxiety (16.8%) are a concern amongst officers. Poor cardiovascular health was also noted, based on reports of obesity (34.1%), high blood pressure (23.5%), and high cholesterol (22.4%). This research supports the need for prioritizing health education programs within law enforcement agencies. This study investigated the extent administrative staff perceived human resources management in tertiary institutions in South Eastern Nigeria. The focus was on the conduct staff training and development, staff appraisal and promotion. Two research questions guided the study. This study was carried out in South Eastern Nigeria. The study was a descriptive survey. All the government owned tertiary institutions in the area were studied. The population of this study comprised 2083 principal officers, unit heads and senior registry staff from colleges of education, polytechnic and universities in South Eastern Nigeria. A sample size of 336 principal officers, unit heads and senior registry staff colleges of education, polytechnic and universities was selected based on a normal confidence level of 0.05 to determine the sample size using Taro Yamane’s formula. Proportionate sampling technique was used. A researcher-developed questionnaire was used in data collection. The instrument was duly validated in Nnamdi Azikiwe University, Awka. The reliability of the instrument was obtained a pilot study conducted in South-South, Nigeria. Data got from the pilot study were analyzed using Cronbach alpha. The reliability coefficient was 0.81 Copies of the instrument were administered directly on the respondents by the researcher and with the help of 4 research assistants.

summary We evaluated the use of tele-education to provide an induction programme for accident and emergency senior house officers (SHOs) in three remote locations, and compared their performance with that of SHOs receiving the same induction programme in the conventional manner. Both groups of doctors performed similarly in a pre-course multiple-choice question (MCQ) paper, and showed comparable improvement following the induction programme lectures. Sound quality and levels of interactivity were identified as areas for improvement in the tele-education programme. Tele-education might allow doctors based in peripheral units similar access to high-quality teaching to that enjoyed by those in larger hospitals. Further experience and evaluation are required to optimize this method of education delivery.

This article examines the problematic nature associated with the appointment of head teachers in Ghanaian senior high schools (SHS) and how this is impacting the governance of schools. The Ghana Education Service (GES) is supposed to make appointments and promotions of head teachers, however there are external bodies that influence the appointment process. With data gathered from deputy head teachers, education officers, and senior teachers from selected schools, the study examined the problematic nature of head teacher appointment and the nature of school governance. The results showed that although the GES is making efforts to promote good governance through the school leadership, there are still some controversies and challenges that affect the effectiveness of their work. To address this, the study concludes that, the GES must streamline its appointments and promotion guidelines so as to eliminate any external pressures and influences to promote improvement and ensure continuity.

The topic is one of major concem to education providers in the north west and is certainly central to the legitimisation of the Aboriginal Independent Schools as well as their day-to-day operations. Research methods: theoretical analysis and generalization of literature sources, pedagogical observation, interviews, questionnaires. Results: It was found that management activities are characterized by a number of negative factors, which negatively affect the body of management level officers. With systematic interference, they significantly worsen the state of officers’ health and negatively affect the effectiveness of their management activities. Conclusions: Physical education has significant potential in improving the efficiency of professional activities of management level officers, strengthening their health and enhancing working ability. The direction of improving physical training of management level personnel is determined as increasing the amount of general physical training, conducting classes with different orientations taking into account the age group, service load and training within the working time pattern.

Research universities receive increasing amounts of income from intellectual property, which makes institutional conflict of interest (ICOI) policies increasingly important. We analyzed the content and scope of ICOI policies at 60 research universities in the U.S. Association of American Universities. In particular, we focused on the following categories: Disclosure, review, management, and prohibited or constrained activities. Most of the plans were relatively unelaborated, but 8 were elaborated “university as firm” policies that addressed the way officers and managers acting as agents for the university handled commercial activity through an array of management tools. However, even elaborated current ICOI policies may not be sufficient to manage ICOI because this type of commercial activity is not routine for universities in that faculty discovery or creation of intellectual property is not predictable. Thus, nearly all ICOI is managed on a case-by-case basis by various committees or senior institutional officials. As a result, institutional policy is only as strong as these committees and officers and the management plans they develop and monitor to handle conflicts.

While looking at the senior academic staff in chartered private universities in Uganda, the study intended to establish if the homogeneous motivation model of using money as a sole predictor of job satisfaction fits the unique characteristics of the employees for whom it is intended. Using a mixed-method explanatory sequential approach, both numerical and interview responses were obtained from a statistically representative sample of 136 and 12 key informants, respectively, from six chartered private universities. At the univariate, bivariate, and multivariate levels, data were analyzed using SPSS16.0 software. Results indicated that monetary recompenses such as salary and allowances did not significantly and positively affect employee job satisfaction since the p values were higher than the calculated probability of 0.05, which was the minimum level of significance required in this study to declare a significant effect. The interview responses on the effect of salary and allowances were equally corroborated with the numerical data. However, bonuses were found to have a positive influence with corresponding positive remarks from the interviews. Although there are noticeable flashes of scholarly rigor in the existing body of literature that is skillfully threaded and cogently argued to support monetary incentives, contextual realities on the ground suggested otherwise. Senior academics have continued to quit work despite reasonable pay. Regrettably, at the time of this study, the human resource officers were confident that the ultimate drive for work is money. Little did they know that monetary recompenses have limitations in influencing senior academics. It is thus recommended that the idea of lumping employees into a homogeneous entity with no regard to their uniqueness and the existing individual differences among them is long outdated and deserves no space in modern human resource practices.

Metode: Penelitian cross sectional menggunakan desain deskriptif analitik. Subjek penelitian 30 responden petugas kamar jenazah dengan teknik total sampling di Rumah Sakit Umum Bahteramas Provinsi Sulawesi Tenggara, Rumah Sakit Umum Daerah Kota Kendari dan Rumah Sakit Bhayangkara Kendari pada bulan Mei 2020 yang memenuhi kriteria inklusi. Instrumen penelitian menggunakan kuesioner. Pendidikan rendah mencakup lulusan SD, SMP dan SMA, sedangkan pendidikan tinggi mencakup lulusan Akademik, Sekolah Tinggi, Politeknik dan Perguruan Tinggi. Pelatihan dikategorikan dalam pernah dan tidak pernah mengikuti. Pengetahuan baik apabila responden mampu menjawab benar dengan nilai 70–100%, sedangkan pengetahuan buruk apabila responden menjawab benar dengan nilai kurang dari 70%. Data dianalisis menggunakan uji Fisher Exact Test. Hasil: 18 responden memiliki tingkat pendidikan tinggi dan 12 responden memiliki tingkat pendidikan rendah. 16 responden pernah mengikuti pelatihan dan 14 responden tidak pernah mengikuti pelatihan. 23 responden memiliki pengetahuan baik dan 7 responden memiliki pengetahuan buruk. Terdapat hubungan yang signifikan antara tingkat pendidikan dan pelatihan dengan tingkat pengetahuan petugas kamar jenazah tentang COVID-19 pada jenazah, masing-masing dengan nilai p=0.029 dan p=0.031. Simpulan: Terdapat hubungan tingkat pendidikan dan pelatihan dengan tingkat pengetahuan petugas kamar jenazah tentang COVID-19 pada jenazah. Kata Kunci: COVID-19, jenazah, pelatihan, pendidikan, pengetahuan Background: The mortuary officer is the person most at risk of being infected with COVID-19 due to a lack of knowledge about the infection in the corpse. The level of education and participation in training are things that can affect the knowledge of the mortuary officer. The aim of this study is to determine the relationship between the level of education and training with the level of knowledge of the mortuary officer about COVID-19 in the corpse. Methods: This study was cross sectional used a descriptive analytic design. The research subjects were 30 respondents of mortuary officers with total sampling technique at the Bahteramas General Hospital of Southeast Sulawesi Province, Kendari City Regional General Hospital and Bhayangkara Kendari Hospital in May 2020 who met the inclusion criteria. The research instrument was use a questionnaire. Low level education includes graduates from elementary school, junior high school and senior high school, while higher education level includes graduates from Academics, Higher Education, Polytechnic and University. Training is categorized as having and never following. Good knowledge is if the respondent is able to answer correctly with a value of 70–100%, while bad knowledge is if the respondent answers correctly with a value of less than 70%. Data were analyzed using the Fisher Exact Test. Results: 18 respondents had a high level of education and 12 respondents had a low level of education. 16 respondents have attended training and 14 respondents have never attended training. 23 respondents have good knowledge and 7 respondents have bad knowledge. There was a significant relationship between the level of education and training with the level of knowledge of mortuary officers about COVID-19 in the corpse, with p = 0.029 and p = 0.031, respectively. Conclusion: There is a relationship between the level of education and training with the level of knowledge of mortuary officers about COVID-19 in the corpse. AbstractThis article stems from an informal inquiry into how military history was employed in British and North American centres for higher military education to prepare officers for deployment to Afghanistan. The discussions were conducted with professional military educators who were actively teaching in institutions tasked with educating middle and senior ranking officers. When questioned about course reading materials and texts, there was little commonality of approach between the three North Atlantic Treaty Organisation (NATO) allies. There was, however, a common working assumption that the only applicable military history lessons were those drawn from the three Anglo-Afghan Wars fought in 1839–1842, 1878–1880 and 1919 respectively.When asked about the linkages of Afghanistan to Pakistan and the wider South Asian region, there was a begrudging admission that the war in Afghanistan could not be fought in isolation and that any lasting peace had to be considered within a greater regional framework. Yet when it was posited that there may be benefit to a wider approach to the applicability of regional military history, those queried could see little to no benefit in considering any military history lessons but those derived from the three previously cited Anglo-Afghan Wars. This paper suggests that if military history has a useful role to play in contemporary conflict analysis and, more importantly, professional military education, then there is merit in considering a wider historic canvas and that the events of Hindustan's military past lend themselves to such an application.

<p><em>The paper discusses the challenges facing history teaching in Nigeria. The scope of the study is limited to private/public schools in Oyo State, Nigeria. The study starts by tracing the problem from the advent of missionaries to Nigeria in which their purpose of establishing mission schools was not to teach African history but to evangelize and to produce middlemen who will act as junior officers. The findings show that history as a subject was in the curriculum of both junior and senior secondary school. However, it was removed from junior secondary school curriculum and remained only in senior secondary school curriculum. Though only few senior secondary schools in Oyo State teach history subject due to lack of adequate knowledge by students in learning African history. Also, due to the reviewed policy, history teachers and textbooks are inadequate. Thus, in this present dispensation in Nigeria, African history education is facing challenges in terms of teaching and learning, apparently on the verge of extinction. The paper concludes by stating the methods of teaching history, prospects and challenges attached to it.</em></p>

The education process of the Asia-Europe Meeting (ASEM) has played an important role in higher education internationalisation since the establishment of ASEM in Bangkok, Thailand in 1996. The ASEM Education Process (AEP) consists of 53 ASEM partners and more than 15 ASEM education stakeholders who meet regularly for discussions on policies and reform measures. There are four priority areas and two transversal themes introduced in the AEP for policy direction and strategy implementation in the field of higher education. Malaysia has participated in the AEP since 2008 and has led and organised various initiatives and meetings on the internationalisation of higher education and global recognition. This study aims to explore the implications of the AEP for the process of internationalisation of higher education in Malaysia. A qualitative study with semi-structured interviews was conducted with fifteen senior officers of the Ministry of Higher Education, Malaysia and five Malaysian research universities. The data were analysed by employing the Qualitative Data Analysis software, the Nvivo version 11, to identify themes and categories. The findings reveal that the AEP can play a major role in internationalising Malaysian higher education through effective networking and strategic alliances. The four priority areas of the AEP has provided opportunities for Malaysia to work closely with European and Asian counterparts in the field of higher education. The findings can assist the Malaysian higher education stakeholder to participate actively in the inter-regional organisation to learn and share best practices and to formulate and revise policies on higher education internationalisation.

The Kenyan Constitution devolves to County governments the responsibility to deliver quality Early Childhood Development and Education (ECDE) services. This study focused on determining infrastructural facilities that influenced ECDE enrolment during the first three years of devolution, viz. 2013/14, 2014/15 and 2015/16. Its purpose was influence County Government’s investment decisions in ECDE infrastructural facilities, as well as contribute to relevant policy discourses and stimulate research in developing countries. Quantitative data were sourced from 145 participants, including education officers, administrators and teachers; while qualitative data were obtained from 12 participants including senior education officers, non-governmental agencies and head teachers of primary schools hosting ECDE centres. Results show that the extent of increase in ECDE enrolment significantly associated with improvement in the status of classrooms (x2 = 30.453, df = 8 and ρ-value = 0.000); and furniture (x2 = 25.938, df = 8 & ρ-value = 0.001). However, no significant association existed between the extent of increase in ECDE enrolment and improvement in the status of: sanitation facilities (x2 = 3.057, df = 8 & ρ-value = 0.931); outdoor play equipment (x2 = 1.609, df = 6 & ρ-value = 0.925); as well as assistive facilities (x2 = 2.840, df = 6 & ρ-value = 0.829). Of the five infrastructural facilities, only classrooms and furniture improved to the extent of causing a significant influence on enrolment. The results amplify the need for the County Government to broaden the scope of infrastructural facilities considered in the investment plan for public ECDE centres to provide holistic development to children; thereby, build a strong foundation for lifelong educational attainment and socio-economic development.

The evidence presented in this article supports the division of the policing workforce into three cohorts. Those being, responders, specialists, and those involved in major disasters. This is seen as the most effective approach to providing an appropriate level of trauma support for all those at risk of traumatic stress. Thus, making it easier to identify and manage the effects of psychological trauma on police officers and staff.

The purpose of the study to summarize the experience of modern methods of organizing physical training of law enforcement officers and criteria for assessing physical fitness for joining the police. Results. The article considers topical issues related to the organization of physical training of cadets of higher education institutions of internal affairs bodies. Relevant areas for improving the process of psychophysical readiness are the use of priority sports, increasing the adaptation of freshmen to specific learning conditions, the use of pedagogical technologies, the introduction of new technologies for assessing the physical fitness of cadets and methods of physical training taking into account climatic and geographical conditions. Having conducted a detailed analysis of the state of organization of physical training of police cadets, the negative dynamics of physical training of cadets was established. In senior courses, the level of physical fitness decreases. The results of the scientific research confirm that the physical fitness of more than 40% of entrants is low, there is no motivation to improve their physical capabilities. Only 19.1% of respondents are satisfied with their physical shape. The experience of law enforcement shows that the underestimation of the importance of psychophysical readiness of personnel leads to injuries and wounds of law enforcement officers during the performance of official duties. The modern tendencies of improvement of physical training of police, and necessary conditions for development of professionally important physical qualities of militiamen are studied. A comparative analysis of Ukrainian and foreign experience of professional selection and evaluation criteria of physical fitness to law enforcement agencies. Conclusions. It was found that the priority issues that need to be addressed are the provision of favorable conditions for adaptation of freshmen to specific learning conditions, revision of criteria for assessing physical fitness, professional selection and the need to develop differentiated programs for psychophysical fitness of cadets.

Author gives examples of modeling communicative situations for various courses, taking into account their level of English. For the senior maritime students, the teacher may give more complicate communicative situations and use exercises such as brainstorming, choosing true/false statements, and choosing the right option (matching) with subsequent discussion in groups or pairs. Purpose The research reported here forms part of a study of children’s participation in children in care reviews and decision making in one local authority in England. The purpose of this paper is to outline the views of 11 social workers and 8 Independent Reviewing Officers (IROs) and explores their perceptions of children’s participation in reviews. The paper considers the barriers to young people participating meaningfully in decision making and how practice could be improved in this vital area so that children’s voices are more clearly heard and when possible acted upon by professionals. Design/methodology/approach The data reported here derive from a qualitative cross-sectional study in one English local authority. The entire study involved interviewing children in care, IROs, social workers and senior managers about young people’s participation in their reviews. Findings from the interviews with young people and senior managers have been reported elsewhere (Diaz and Aylward, 2018; Diaz et al., 2018); this paper focusses on the interviews with social workers and IROs. Specifically, the authors were interested in gaining insight into their views about the following research questions: To what degree do children and young people meaningfully participate in reviews? What are the barriers to participation? What can be done to improve children and young people’s participation in reviews? Findings During this process seven themes were identified, five of which concerned barriers to effective participation and two which concerned factors that appeared to support effective participation. These are summarised below and explained further in the following sections. Barriers to effective participation: social workers and IROs’ high caseloads and ensuing time pressures; high turnover of social workers and inexperienced staff; lack of understanding and training of professionals in participation; children and young people’s negative experiences of reviews and consequent reticence in taking part; and structure and process of the review not being child-centred. Factors which assist participation: quality of the relationship between the child and professionals; and the child or young person chairing their own review meeting. Research limitations/implications Although these findings reflect practice in one local authority, their consistency with other research in this area suggests that they are applicable more widely. Practical implications The practice of children chairing their own reviews was pioneered by The Children’s Society in North West England in the 1990s (Welsby, 1996), and has more recently been implemented with some success by IROs in Gloucestershire (see Thomas, 2015, p. 47). A key recommendation from this study would be for research to explore how this practice could be developed and embedded more widely. Previous research has noted the tension between the review being viewed as an administrative process and as a vehicle of participation (Pert et al., 2014). This study highlighted practitioner reservations about young people chairing their own reviews, but it also gave examples of how this had been done successfully and how it could improve children’s participation in decision making. At the very least, it is essential that young people play a role in deciding where the review is going to take place, when it will take place, who is going to be invited and what will be included on the agenda. Social implications The paper highlights that in this Local Authority caseloads for social workers were very high and this, combined with a high turnover of staff and an inexperienced workforce, meant that children in care struggled to have a consistent social worker. This often meant that young people were not able to build up a positive working relationship with their social worker, which negatively impacted on their ability to play a meaningful role in decision making. Originality/value There have been very few recent studies that have considered professionals’ perspectives of children’s participation in key meetings and decision making, so that this provides a timely and worthwhile contribution to this important area of work.

Aims and MethodsThis paper describes the development and initial audit of a protocol for the assessment of young people up to the age of 18 years who presented to the accident and emergency department (A&E) with self-harm. A key part of the project was education and training.ResultsRegular training of senior house officers (SHOs) in A&E may have contributed to an increase in young people being admitted to a bed for proper assessment (as per the protocol), but psychosocial assessments undertaken by SHOs in A&E were still only partial, and there was no apparent use of the mental state examination.Clinical ImplicationsChild and adolescent mental health services have an important role to play in liaising with local A&E departments in training of junior staff in psychosocial assessment and the use of the mental state examination. This is especially relevant in the light of the new training requirements of the foundation years.

Abstract Introduction It is critical the U.S. Army retains skilled physicians in the Medical Corps (MC) to ensure direct support to military operations and medical readiness. The purpose of this study was to examine U.S. Army physicians’ opinions concerning: readiness to perform required duties, work environment, support and recognition they receive, military career intentions, and how these factors may relate to Army physician job satisfaction. Materials and Methods A cross-sectional study of Army physicians was conducted using a 45-item web-based survey tool, “Army Medicine Medical Corps (MC) Engagement/Satisfaction Survey 2018.” The survey used a combination of multiple choice (Likert-scaled and categorical) and open text statements and questions. Satisfaction with their Army physician career was measured using a 5-point unipolar Likert scale response on level of satisfaction. Chi-square tests of independence were conducted on all demographic characteristics to examine if levels of satisfaction with Army physician career were associated with a particular demographic profile. Agreement opinions expressed on 20 statements about professional readiness, work environment, and job recognition were summarized and rank-ordered by percentage of “strongly agree” responses. Categorical responses to several questions related to career intentions were summarized overall and by career satisfaction level. Multivariate logistic regression was performed to identify demographic factors, which may influence career satisfaction as an Army physician. Results Approximately 47% (2,050/4,334) of U.S. Army physicians participated in the MC 2018 survey. Career satisfaction percentages overall were: “extremely satisfied” (10.0%), “quite satisfied” (24.8%), “moderately satisfied” (33.9%), “slightly satisfied” (22.6%), and “not at all satisfied” (8.3%). Respondents were in least agreement to statements about sufficient administrative support and recognition of doing good work. Logistic regression results showed military rank as a significant predictor of negative career satisfaction as an Army physician. For Captains, the odds for being “not at all satisfied” with their military career were almost nine times that of Colonels. Also, compared to their baseline group, physicians who completed their graduate medical education training, mission critical surgeons, and physicians who worked in military treatment facilities that were either a hospital (not a medical center) or a clinic-ambulatory surgery center had a greater risk of being “not at all satisfied” with their career as an Army physician. Conclusions There is significant room for improvement in MC officer career satisfaction. The drivers of satisfaction are multiple and apply differently among MC officers of varied ranks and experience. Senior officers are the ones who are the most satisfied with their military career. Results of this novel MC officer study may serve as an impetus to identify existing shortcomings and make necessary changes to retain skilled Army physicians. Army leaders should invest resources to develop and sustain initiatives that improve military career satisfaction and retention of MC officers.

Effective traffic incident management requires separate responder agencies, with different and sometimes competing priorities and purposes, to come together as a team. Their priorities include optimizing casualty outcomes, minimizing the disruption to the flow of traffic, and maintaining responder team safety. In this study, team Cognitive Work Analysis was used in a desktop exercise setting to analyze a complex traffic incident management exercise. The study investigated decisions made at the scene of an incident to determine system issues and system support solutions. Participants were all senior officers and decision makers in traffic incident management environments. Results indicated that team Cognitive Work Analysis was highly beneficial in determining gaps in team coordination, communication, and structures. Information regarding shared and not shared work elements between agencies highlighted novel coordination and education requirements within and between agencies, such as disparate priorities at the scene creating the risk of interoperability issues. Analyses of operational, coordination, and structural strategies offered new insights into the traffic incident management work domain and recommendations for improvements to the safety and performance of the overall traffic incident management system.

PurposeThe purpose of this paper is to empirically explore how the effect of intellectual capital (IC) on organizational performance is indirect and mediated through performance measurement (PM) systems.Design/methodology/approachData were collected from a survey of 128 chief financial officers of Iranian publicly listed companies. Hypotheses were tested using partial least squares regression, a structural modeling technique which is appropriate for highly complex predictive models.FindingsResults from the structural model indicate that, in general, companies with a higher level of IC place a premium on the balanced use of PM systems in a diagnostic and interactive style. Furthermore, the results provide some evidence that IC is indirectly associated with organizational performance through the intervening variable of the balanced use of interactive and diagnostic PM systems.Practical implicationsThis study sheds light on the issue of how senior management should use PM systems to take full advantage of intellectual assets which could lead to improved organizational performance.Originality/valueThis is the first study of its kind to synthesize a model which examines IC, PM systems, and organizational performance. Although the effect of different types of intangible assets on performance has been substantially examined in the literature, less effort has been devoted to understanding the role of PM systems in leveraging an organization’s IC.
