What does the global telecommunications company Huawei, a hacking-for-hire outfit in India, and Russian cyber criminals have in common? They all share a special relationship to the state, which significantly shapes the politics of cyber(in-)security. The relationships between these actors and states are complex and constantly evolving, yet not well understood. Semi-State Actors in Cybersecurity provides an insightful theoretical and empirical analysis of the political challenges raised through the interaction between such semi-state actors and states. The book uses a historical analogy to pirates, privateers, and mercantile companies to uncover the political constitution and interaction of cybercrime, state-sponsored hackers, and large technology companies. Drawing on historical archival sources and innovative theory, it identifies the parallels between today’s cyber(in-)security and the historical quest for gold and glory on the high seas during the 16th–19th centuries. The book explains what the co-presence of semi-state actors means for national and international security and shows that the proximity to the state in these relationships is a key determinant of cyber(in-)security. Through so doing, it clarifies how semi-state actors were historically and contemporarily linked to understandings of statehood, sovereignty, and the legitimacy of the state. This chapter discusses potential energy surfaces, that is, the electronic energy as a function of the internuclear coordinates as obtained from the electronic Schrödinger equation. It focuses on the general topology of such energy surfaces for unimolecular and bimolecular reactions. To that end, concepts like saddle point, barrier height, minimum-energy path, and early and late barriers are discussed. It concludes with a discussion of approximate analytical solutions to the electronic Schrödinger equation, in particular, the interaction of three hydrogen atoms expressed in terms of Coulomb and exchange integrals, as described by the so-called London equation. From this equation it is concluded that the total electronic energy is not equal to the sum of H–H pair energies. Finally, a semi-empirical extension of the London equation—the LEPS method—allows for a simple but somewhat crude construction of potential energy surfaces.

The author analyses inflation in the Central African Economic and Monetary Community. First, a semi-structural VAR is used to identify the sources of inflation empirically; the chapter finds that fiscal shocks and the commodity price shocks that generally drive them have been important sources of inflation volatility, with monetary policy passively accommodating. A DSGE model is then developed and calibrated to replicate the empirical findings and to study the implications of a more active monetary policy. This active policy would involve greater (sterilized) reserve accumulation, which under the plausible assumption of limited capital mobility can help contain equilibrium appreciation pressures and therefore inflation, but at the cost of crowding out the private sector. Attempting to use monetary policy to contain inflation under a fixed exchange rate has important drawbacks, which highlights the need to rely on fiscal policy for macro and price stability in these countries.

Recently, a number of co-creation approaches and techniques have been proposed for supporting innovation processes. These range from traditionally organized ideation workshops within an organization, to implementation of open innovation methods that allow the involvement of various external and globally distributed partners. Particularly in dynamic and emerging industries, innovation seems necessary, with both closed and open approaches being applied. This chapter provides an empirical study on idea contests with customers and employees of a large telecommunications provider in Austria, and provides insight into the commercial feasibility of ideas, their origin, and likelihood, as well as how social media tools support community building during idea generation. Aiming at developing basic managerial implications on how to apply crowdsourcing effectively, we compare the outcomes of open, semi-open, and closed co-creation approaches, and discuss the importance of lead users and idea-sponsors. We find evidence for offline community building and other aspects supporting organizational crowdsourcing.

E. E. Schattschneider’s short book,The Semi-Sovereign People: A Realist’s View of Democracy in America(1960), is an analysis of the functioning of US democracy, especially the struggle between “privatization” and “socialization” of issues as well as the competition for space on a crowded political agenda. Its major contribution was to develop the concept of agenda-setting, the “conflict of conflicts,” as an essential dimension of the policy process. Intended as a “defense of parties” manifesto against the then-popular group theories of politics, Schattschneider’s book was part of the elitist–pluralist debate in its time as well as leading to a variety of later, more empirical studies on various dimensions of the policy process. Schattschneider’s ideas have inspired many subsequent studies on agenda-setting, both in the US and abroad. This chapter examines the longer-term impact of these ideas as well as the book’s shortcomings, such as lack of attention to the media.

This article describes the properties of molecular nanowires as electrical conductors. It begins by defining a molecular nanowire and describing a specific example of a molecular nanowire, along with the concept of molecular nanowire self-assembly. It also looks at the different kinds of molecules, electrodes and linkers out of which molecular nanowires are being or may be constructed; the Landauer approach to electrical conduction in molecular nanowires; the principles and limitations of ab-initio and semi-empirical modelling of molecular nanowires in the context of electrical conduction; and four specific experimental systems and the extent to which their observed behavior has been understood theoretically. The article concludes with a summary of key issues for the future development of the field.

The Collaborative/Therapeutic Assessment (C/TA) paradigm represents a significant shift from the traditional aims and techniques of psychological assessment. C/TA deliberately employs a variety of evidence-based techniques intended to maximize the potential that the process of assessment will result in meaningful therapeutic benefits for clients. The empirical support for the effectiveness of the C/TA approach is promising and demonstrates direct intervention effects on such indicators as self-esteem and symptomatology, as well as improvements in constructs and processes salient to continued psychological care, including the therapeutic alliance, treatment readiness, and distress. C/TA has also been shown to increase participation and retention in subsequent indicated mental health services for populations that traditionally are difficult to engage. This chapter describes the history and evidence-based theory behind C/TA approaches; describes the steps and procedures of the semi-stuctured Therapeutic Assessment model, and presents a thorough discussion of the application of a variety of therapeutic techniques (e.g., circular questioning, scaffolding, psychoeducation, shame modulation, mentalizing) in the context of the C/TA paradigm that increase the likelihood that assessment will result in clinically relevant outcomes. These techniques are applied in a variety of therapy models in psychology but have only recently been explicitly used in the context of psychological assessment for adults, couples, and families with children or adolescents.

This book provides a unique study on the lower ranks of the Afghan police force due to the lack of empirical evidence of what attributes to the causes, practices and consequences of corruption in this institution. The book is divided into a number of sections. It commences with an understanding of how corruption, and narrowly police corruption, impact on the police force, state legitimacy and the strategies in place to mitigate such problems as part of broader security and post-conflict reconstruction initiatives. The theoretical framework comprises political, economic and cultural drivers of police corruption by drawing on semi-structured interviews with elites and a survey and structured interview conducted with street-level police officers. The findings infer that weak oversight and low pay are causes of police corruption which intensify bribery and roadside extortion. The lack of professionalism, partly due to short and unclear training, and patronage are deemed as meanings of police corruption. In terms of motivation, there is no sense of pride in Afghan policing to fulfil a clear mandate. Moreover, non-meritocratic recruitment is prevalent which exacerbates local influences, loyalties and job buying in either high-drug cultivating or urban areas. To curb patronage, police officers are rotated to distant provinces but economic hardship is further increased when catering for large families with fewer breadwinners. The book concludes that the problems with police corruption and failure to combat it results in low public confidence and state illegitimacy which can support violent opposition groups to create further instability in war-torn societies.

Managing Cancer and Living Meaningfully, known by its acronym of CALM, provides a framework for therapists with diverse backgrounds and training to help patients and their caregivers to address the practical and profound challenges of advanced cancer and to live their lives as meaningfully as possible. CALM provides reflective space for them to consider treatment decisions and communication with their health care providers, disruptions in identity, attachment security and the sense of meaning in their life, and to address fears, hopes, and concerns related to the end of life.
