Abstract:
The article deals with the problem of improving the quality of training future navigators according to the strategic goals of the modernization of the educational process in Ukraine’s marine higher educational institutions, based on the humanistic paradigm, which requires special attention to the formation of future navigators’ communicative self-efficiency. The study of this problem is of particular relevance, since it is one of the main professional characteristics for representatives of the senior command navigators that enables them to carry out professional activities productively, adequately and at a high level: to organize the coordinated work of the crew, especially consisting of specialists of different nationalities, religious denominations, mentalities; competently and skilfully communicate with seaport employees, representatives of foreign companies, etc. The paper presents the conceptual provisions of A. Bandura, the founder of the theory of self-efficiency, its role and importance in person’s life as well as those of J. Caprari and D. Servon, D. Matsumoto (communication), educators (self-efficiency), (communicative self-efficiency) in the context of importance and the need to develop and form these phenomena for improving the quality of the training aimed at future navigators in higher education institutions of maritime profile. The phenomenon “communicative self-efficiency of the future navigators” has been defined; its essence and structure have been considered, the latter consisting of three components: reflexive (self-identification with navigators as model professionals, the presence of adequate self-assessment of their own actions in the field of professional communication, a stable reflexive position), cognitive-operational (awareness of the communicative sphere of maritime professional activity, skills, professional communication abilities); affective-behavioural (confidence in the possibility of productive communication in professional activities, emotionality, activity, responsibility, ability to self-regulate and self-sustain). The forms and methods for the formation of communicative self-efficiency of cadets of marine universities involved into the experiment have been presented: reflective workshop, keeping a reflective diary, which gave the cadet the opportunity to conduct self-analysis of their own professional actions and enhance self-understanding regarding the presence of the necessary professional personal qualities for performing their future professional activities effectively and building a positive Self-concept of the future navigator; the organizing dialogue “The role of the reflective component in developing future navigators’ communicative self-efficiency”, the technology “Developing confidence in self-efficiency and productive communication of future navigators in their future independent professional activities”, the training module “Communication skills”, etc. Keywords: communication, self-efficiency, communicative self-efficiency, future navigator, marine higher educational institution.

Abstract:
This article is devoted to the question of the Self-system role in the mental regulation of human states. It analyzes different approaches to the study of relationship between the structures of the Self-system and mental states of a person. The purpose of this work is to establish the relationship between the components of the Self-system and the level of effectiveness in self-regulation of students’ mental states. The research was carried out in three forms of educational activity, different in the tension level: at a lecture, a seminar and an exam. Here are shown the most typical mental states of students with different level of self-regulation efficiency in different forms of educational activity. It was revealed that students with a high level of self-regulation efficiency more intensively experience positive cognitive states, regardless of the educational activity intensity. It was found out that higher manifestations of positive components of selfattitude (self-confidence, self-worth) and lower indicators of internal conflict characterize students with high efficiency of mental states’ self-regulation and self-blame. It was revealed that students with a high level of self-regulation efficiency have a significantly higher level of expression of the self-system components. Were established the leading substructures of mental states and the self-system in each of the forms of students' educational activity. It was found out that in everyday forms of educational activity, the behavior indicator is of the greatest importance, and in a tense examination situation – somatic reactions and cognitive processes. It was shown that as the tension of the situation grows from lecture to exam, the role of the components of self-attitude in the regulation of both individual substructures and mental states of students’ increases.

Abstract:
The growth of world population, limitation of resources, economic problems, and environmental issues force engineers to develop increasingly efficient solutions for logistic systems. Pure optimization for efficiency, however, has often led to technical solutions that are vulnerable to variations in supply and demand, and to perturbations. In contrast, nature already provides a large variety of efficient, flexible, and robust logistic solutions. Can we utilize biological principles to design systems, which can flexibly adapt to hardly predictable, fluctuating conditions? We propose a bio-inspired "BioLogistics" approach to deduce dynamic organization processes and principles of adaptive self-control from biological systems, and to transfer them to man-made logistics (including nanologistics), using principles of modularity, self-assembly, self-organization, and decentralized coordination. Conversely, logistic models can help revealing the logic of biological processes at the systems level.

Abstract:
An important part of increasing the energy and resource efficiency in companies is the reduction of energy consumption of production plants. In order to achieve this, suitable energy management concepts have to be developed. Energy management concepts involve collecting all required information and making decisions based on the evaluated data. This paper focuses on the approach of shutting down individual plant components in unproductive phases. Because manually shutting down and starting up plants is risky and time-consuming, plants are often left in a state in which they consume a lot of energy, despite not producing any parts, due to both scheduled and unexpected stops. For this reason, adequate energy management concepts are needed that automatically shut down unneeded plant components and restart them in time for the next productive phase. Multiple dependencies between plant components in the context of production and process flow lead to a massive increase in complexity. Subsequently, such concepts are rarely programmed in the control software. In this paper, we provide an approach that implements the energy management concepts as a superordinate entity at the process control level, which enables a holistic plant overview. Using flexible algorithms, the system should be able to make autonomous decisions about the ideal energetic state of the individual plant components. In order to minimize the effort of adding new plants, the developed algorithms should self-adapt to the respective plant configuration autonomously. In addition to machine learning algorithms, the functional analysis of production plants and knowledge concerning the structure of the plants gained from engineering tools are used.

Self-assembling multifunctional peptide was designed for gene delivery systems. The multifunctional peptide (MP) consists of cellular penetrating peptide moiety (R8), matrix metalloproteinase-2 (MMP-2) specific sequence (GPLGV), pH-responsive moiety (H5), and hydrophobic moiety (palmitic acid) (CR8GPLGVH5-Pal). MP was oxidized to form multifunctional peptide dimer (MPD) by DMSO oxidation of thiols in terminal cysteine residues. MPD could condense pDNA successfully at a weight ratio of 5. MPD itself could self-assemble into submicron micelle particles via hydrophobic interaction, of which critical micelle concentration is about 0.01 mM. MPD showed concentration-dependent but low cytotoxicity in comparison with PEI25k. MPD polyplexes showed low transfection efficiency in HEK293 cells expressing low level of MMP-2 but high transfection efficiency in A549 and C2C12 cells expressing high level of MMP-2, meaning the enhanced transfection efficiency probably due to MMP-induced structural change of polyplexes. Bafilomycin A1-treated transfection results suggest that the transfection of MPD is mediated via endosomal escape by endosome buffering ability. These results show the potential of MPD for MMP-2 targeted gene delivery systems due to its multifunctionality.

Abstract:
The importance of high quality public sector control is an obvious fact – without efficient and effective control system, the risk of wasting public funds is critical. The goal of this article was to evaluate efficiency of internal control systems on the level of regional self-administration in the Slovakia. The findings clearly document many problems related to the performance of regional control bodies and on this basis purposes and possible actions are proposed. From the point of view of "fiscal rules", the research, for example, pointed to an exceptionally poor situation in compliance with the rules and conditions of budgetary management in the Bystrica region in the period 2006-2009. The research also proves that one of the key problems of nonconceptual and non-transparent asset management of regions is confusing and disadvantageous asset sales. The quantitative analysis suggests that the efficiency (intensity) of the functioning of regional control systems does not have a direct impact on the monitored output indicators. The implemented DEA also indicates the low effectivity of the internal control systems of the regions. Our findings fully prove that there are no truly efficient systems of external and internal control at the level of self-governing regions in Slovakia. The factor of high autonomy of regions in the financial management and disposal of assets in connection with the identified high degree of failure of the regional control system generates a clear need to strengthen the system of internal control of regions, based on systemic and procedural changes.

Abstract:
In this paper, a novel self-optimizing water level monitoring methodology is proposed for smart city applications. Considering system maintenance, the efficiency of power consumption and accuracy will be important for Internet of Things (IoT) devices and systems. A multi-step measurement mechanism and power self-charging process are proposed in this study for improving the efficiency of a device for water level monitoring applications. The proposed methodology improved accuracy by 0.16–0.39% by moving the sensor to estimate the distance relative to different locations. Additional power is generated by executing a multi-step measurement while the power self-optimizing process used dynamically adjusts the settings to balance the current of charging and discharging. The battery level can efficiently go over 50% in a stable charging simulation. These methodologies were successfully implemented using an embedded control device, an ultrasonic sensor module, a LORA transmission module, and a stepper motor. According to the experimental results, the proposed multi-step methodology has the benefits of high accuracy and efficient power consumption for water level monitoring applications.

Abstract:
The article is aimed at determining the opportunities of the regions of Ukraine for self-sufficiency in energy resources, improving energy security and energy efficiency, as well as forming a methodological approach to determining regional ratings by the level of energy efficiency and energy security. The indicators of energy efficiency and energy security, proposed in the article, is advisable to use as a base for a further system of indicators, applied to determine regional ratings of energy efficiency and energy security. The proposed indicators allow to comprehensively assess the level of energy security in the region, are relevant and can be easily calculated using data from the State Statistics Service of Ukraine. To assess the level of energy efficiency and energy security of the regions of Ukraine, it is advisable to use the author’s own methodology, which also allows to assess the availability and quality of energy resources use. The application of the proposed two-level system of indicators and the method of their calculation allows solving the problem of informing different categories of users about energy efficiency and energy security of the regions in order to determine the need for control influences in conditions of limited information. Based on the results obtained, both the State and regional administration bodies together with local self-government bodies will be able to assess the results achieved, compare them with the achievements of other regions and develop a system of measures to improve the energy efficiency of the regional economy and ensure energy security in the future. Further researches of the author will be aimed at calculating on the basis of the formed methodological approach of the rating of energy efficiency and energy security of the regions of Ukraine, carrying out a comparative analysis of the regions and developing proposals for solving identified problems, based on the rating results obtained.

Critically important for the success of organization is the team (rather than individual) level of knowledge, skills of staff, and a certain maturity of the organization as a whole in the field of project management. However, the project activities of local self-governments cannot be considered effective or fully compliant with the modern requirements. The level of project competence of management teams of many territorial communities is still not sufficient for the implementation of tasks and functions, the production of relevant project ideas and their successful implementation. The aim of the research is to describe of project management maturity model for its implementation into the activities of the local self-governments from the positions of effectiveness of project management. The entry of the local self-government to a high level of project management maturity will reduce the negative impact of the human factor, systematically focus activities on meeting the needs of the community on a project basis, improve the quality of project management processes, and reduce unproductive costs. Methods used – analysis and synthesis, induction and deduction, logical generalization and comparison.

Abstract:
The article presents the results of a study of metacognitions of athletes who differ in the level of self-assessment of their mental self-regulation. The aim of research was to study the relationship between the indicators of metacognitive knowledge, metacognitive involvement, metacognitive strategies and the level of mental self-regulation self- assessment of athletes depending on the gender. The study used the author’s methodology «Difficulties of self-regulation in sports-significant situations» and a questionnaire by G. Shrow, R. Dennison in the adaptation of A.V. 147 athletes (64 men and 83 women) aged 19–25 years participated in the study. The statistical data processing was carried out using the IBM SPSS Statistics 23.0 program. It was revealed that mental self-regulation in sports-significant situations is assessed at an average and good level both in the male and female samples of athletes. The male athletes rate their mental self-regulation higher with more developed metacognitive knowledge and inclusiveness, as well as with a higher efficiency of the metacognitive strategy of cognitive processes correction. The women rate their self-regulation resources higher if they are focused on comparing the parameters of cognitive processes with the results of activity. These studies can be useful for individualizing the psychological preparation of athletes.

Abstract:
Following Zingales (1994) and Gilson (2006), this paper assumes that controlling shareholders have incentives to secretly transfer parts of corporate earnings to themselves, and the government to reduce these corporate self-dealing activities. We study if there exist certain levels of government monitoring intensities which are optimal for all parties involved; controlling shareholders, public investors and the government. Our model shows that there exists Nash equilibrium in corporate self-dealing and governmental monitoring levels. At this equilibrium, the optimal corporate investment level is greater than the counterpart in the absence of self-dealings and government monitoring. Our model further shows that the main determinants for the equilibrium level are monitoring efficiency, severity of self-dealings penalty, and marginal return on investment. Interestingly, however, we can not conclude that either controlling shareholders’ equity ownership ratios or corporate tax rates determines the optimal investment level.

Abstract:
Abstract. Cash gaps in the financing of the agricultural enterprises determine the attraction of the borrowed funds, which contributes to the growth of the production, allows restructuring the technological base on an innovative basis and is the key to the growing dynamics of their own. Due to this, the management of the attraction and the efficient use of the borrowed funds is one of the most important functions of the agricultural formations management. At the same time, the subordination of the agricultural production to the law of diminishing returns causes dysfunctions in the formation of the financial leverage effect, which reduces the efficiency of the use of the credit resources to finance the production costs of the agricultural producers. In particular, the assessment of the effectiveness of the borrowed capital by the agricultural enterprises from the standpoint of the classical approach in calculating the financial leverage effect showed that the latter ignores the law of diminishing returns, which leads to the erroneous conclusions as to the feasibility of using short-term loans to finance the operating costs. Taken together, this necessitates the substantiation of new scientific and methodological approaches to the organization of effective short-term crediting to the agricultural producers. The results of the research show that the declining payback of increasing the intensity of the agricultural production significantly affects the effectiveness of the credit resources to finance the operating costs. The methodological tools tested during the research allowed to establish a decrease in the optimal level of the production intensity under the conditions of credit coverage of part of the costs compared to their self-financing. Besides it has been determined that under the conditions of combining own and borrowed funds, the optimal level of production intensity does not depend on the structure of the working capital by the financing sources. Along with this, there are well-founded approaches that allow calculating the level of the credit coverage of the costs, at which, without reducing the expected profit in terms of self-financing, much larger volumes of the marketable products become achievable. In addition, it is established that the reduction of the optimal level of the production intensity under the use of the credit resources is proportional to the level of the interest rates. It is all the more significant the higher are the interest rates. Keywords: credit, loan interest, financial leverage effect, attracted capital, the law of diminishing returns, own working capital, expenses, profitability. Abstract:
The introduction of large-scale amendments to the Constitution of the Russian Federation actualizes the discussion on the areas of development of Russian legislation on local selfgovernment. The article examines the social and legal nature of Russian local self-government, substantiates the conclusion about its duality (the level of public power and the institution of civil society), analyzes the place and role of local self-government in the unified system of public authority. The author comes to the conclusion that the goal of further improving the legislation on local self-government should be recognized as an increase in the efficiency of local self-government in two directions: in solving issues of local importance and performing other public functions (operational efficiency), as well as in meeting the request of citizens for direct participation in the management of common deeds (social efficiency). Based on this goal, possible scenarios for the development of legislation on local self-government are analyzed in two aspects: the territorial structure of local self-government and the competence of local self-government.

Introduction. The determinant factors that influence self-reported quality of vision have yet to be fully elucidated. This study evaluated a range of contextual information, established psychophysical tests, and in particular, a series of cognitive tests as potentially novel determinant factors.Materials & Methods.Community dwelling adults (aged 50+) recruited to Wave 1 of The Irish Longitudinal Study on Ageing, excluding those registered blind, participated in this study (N= 5,021). Self-reports of vision were analysed in relation to visual acuity and contrast sensitivity, ocular pathology, visual (Choice Response Time task; Trail Making Test) and global cognition. Contextual factors such as having visited an optometrist and wearing glasses were also considered. Ordinal logistic regression was used to determine univariate and multivariate associations. Results and Discussion.Poor Trail Making Test performance (Odds ratio, OR = 1.36), visual acuity (OR = 1.72) and ocular pathology (OR = 2.25) were determinant factors for poor versus excellent vision in self-reports. Education, wealth, age, depressive symptoms and general cognitive fitness also contributed to determining self-reported vision.Conclusions.Trail Making Test contribution to self-reports may capture higher level visual processing and should be considered when using self-reports to assess vision and its role in cognitive and functional health.

Abstract:
The thirtieth anniversary of the return of local government at the municipal level to the Polish legal and constitutional order prompts various reflections and summaries. There is also time to ask questions about basic issues. Such is the question about the existence of permanent and durable elements in the institution of local self-government, not susceptible to changes in the economic, technological or cultural environment. They include, first of all: 1) the legal nature of the municipal self-government (in terms of public and private law); 2) general goals justifying its existence; or 3) the ways and methods of their implementation. Considering the utilitarian and praxeological context of the existence of local self-government, it is worth paying attention, above all, to those permanent elements that determine the task-related effectiveness of the municipality. They are in particular: 1) collective needs of the community; 2) cooperation of the municipality with other entities and 3) measures conditioning the implementation of tasks entrusted to the municipality. The above enumeration does not reflect the full list of determinants of the effectiveness of local government institutions, but nevertheless it seems reasonable to present a few comments and observations on the indicated elements, which could also be treated as a source of verifying the correctness of the choice made.

The aim of the study was to determine the state of psychophysiological functions of skilled athletes specializing in academic rowing, in relation to the level of existing stress, emotional stability and the effectiveness of mental self-regulation and adaptability. To determine the state of psychophysiological functions, the maximum rate of movement of the hand (according to the method of tapping test) used diagnostic complex "Diagnostics-1" (MV Makarenko, VS Lyzogub). To study the strategies of coping with stress (coping strategies) and to determine the priority style of coping with stressful situations in athletes, the questionnaire "Identification of individual coping strategies" by E. Heim was used. To assess the current mental state of athletes (namely – the level of existing stress), emotional stability and effectiveness of mental self-regulation and adaptability, the test of color choice M. Luscher was used. In the studied group of athletes revealed the prevalence of respondents with a high level of stress resistance, high and medium level of emotional stability, average efficiency of mental self-regulation and adaptability. The most common coping strategies among the surveyed athletes were: in the cognitive sphere – "preservation of self-control", in the emotional – "optimism", in the behavioral – "distraction". In general, the use of adaptive stress management strategies outnumbered non-adaptive and relatively adaptive strategies among athletes. Specific psychophysiological markers of stress resistance, efficiency of mental self-regulation and adaptability of the examined athletes were indicators of strength and efficiency of sensorimotor activity. Emotional stability of the surveyed athletes was associated with the strength and functional mobility of nervous processes. The identified relationships between indicators of psychophysiological functions and psychological characteristics of athletes can have prognostic value and be used to optimize sports improvement in this sport.

Abstract Acoustic self-bending beams for airborne ultrasound are highly expected to expand the capabilities of existing acoustic applications. Our previous study has implemented amplitude control based on the Airy function to achieve an ultrasonic self-bending beam in air. However, the amplitude control lacks sound pressure convergence into the main lobe. To improve the convergence, we propose using a reflector to achieve phase modulation. In this study, we used the Airy function and developed the reflector that incorporates different heights to control spatial phase distribution. Using the proposed reflector demonstrated a self-bending beam for an airborne ultrasound experimentally. In addition, compared to the amplitude modulation, the phase modulation using the proposed reflector improved convergence efficiency of sound pressure level by more than 6 dB at distances of 0.7 m and 1.0 m from the emitter.

Abstract Background The number of patients living with depression continues to increase in Japan. The economic effects of depression include loss of productivity due to both absenteeism and presenteeism. Gender differences have been reported in prevalence, onset pathways and subjective symptoms of depression. Aims To understand how workers with major depressive disorder (MDD) perceive problems in the workplace and examine gender differences in their self-perceived levels of functioning at work, noticed during the initial stages of depression. Methods This is a cross-sectional study of Japanese workers with MDD. Participants’ self-perceived changes in the level of functioning at work were surveyed after the diagnosis during the first visit. The relationship between gender and changes in the level of functioning at work as initially perceived by the participants themselves was analysed using the chi-square test, supplemented by a residual analysis. Results We administered the survey to 147 workers with MDD. In terms of gender differences in initial self-perceived changes in the level of functioning at work, the proportion of men reporting reduced work efficiency was significantly higher than that of women, while the proportion of women reporting deterioration in relationships with colleagues and superiors was significantly higher than that of men. Conclusions The findings suggest that greater attention to reduced work efficiency by men and to deterioration in work relationships by women with MDD should be essential components of self-care. Managers need to pay attention to the level of functioning and provide adequate social support for employees.

Annotation. Introduction. The research is devoted to the urgent problem of constantly improving efficiency of production management, the urgency of which is not in doubt, as the search for ways to solve it is one of the most important issues the economic mechanism of improvement. In addition to the existing system of increasing level of competence of management specialists through training in faculties in higher education and various types of further training institutions, ways of increasing the importance of active self-education of managers are being considered. It should be carried out not from time to time, but on an continuing basis, according to a certain system. There are several reasons for the difficulty in performing assignments оf self-education of managers: lack of accessible, legible, widespread literature on production management, recommendations for organizing the process of self-training of managers, taking into account the intensity of the mainstream labour market, the difficulty of estimation their shortcomings and finding ways to overcome them. The research considers and suggests ways to overcome these difficulties. Purpose. The issue of ensuring the continuity of the process of improving the management methods and techniques of middle-level and top-level managers of enterprises and organizations is considered. Results. To reduce the complexity of one of the important areas for improving the level of competence in management – the difficulty of estimation their shortcomings and finding ways to overcome them – it is proposed to use tests for managers, which can be created and upgraded based on modern computer tools and technologies. It is emphasized that this can be especially successful at the initial stage of their self-training/self-study. Conclusions. Attention is paid to the organization of periodicity as a condition for the continuity of work on self-improvement on the basis of objective self-assessment. Motivational aspects of the organization and self-organization of self-assessment are considered. The ways of further development of research in the direction of self-improvement of specialists-managers of middle-level and top-level are outlined. The author reviewed domestic and foreign publications that feature various methods of assessing the performance of municipal authorities, which is the most important criterion for determining the well-being of population. The article introduces an authentic method that relies on the analysis of performance indicators based on the predominance of the achieved values over the average converted values. The method makes it possible to quantify and interpret the level of the so-called "administrative rationality" of municipal self-government bodies. It converts the values of indicators into coefficients (dominance and achievement), elements, and integral values of efficiency. The transformed values are then systematized in the context of economy (assets, budget, wages, etc.) and social components (transport accessibility, land, population, housing, communal services, etc.). A comparative analysis determined the following effective municipal districts of the Kemerovo region: Prokopyevsk, Kemerovo, Novokuznetsk, Yaya, Leninsk-Kuznetsky, and Izhmorka. The new method provides a transparent and objective assessment of municipal management.

Results and Discussion. 175 maize self-pollinated lines of different geographical origin were explored. The level of the combining ability of maize lines was determined by the main quantitative characteristics: plant productivity, ear length, grain number on ear, row number on ear, weight of 1000 grains, representing their breeding suitability. Donor properties were revealed in 14 lines of their own breeding, in which a high level of characters manifests itself in hybrid combinations. Among the studied simple hybrids with the participation of these lines, productive combinations were highlighted: UHI 5/Kharkivska 126, UFF 4/Kharkivska 164; UHF 175/Kharkivska 164; UHK 568/Kharkivska 164; UHK 579 / Kharkivska 164 with a yield capacity of 9.4-11.1t/ha with a standard yield of 6.8-7.8t/ha. Among the lines of foreign origin, high combining ability in crosses with domestic lines was found in the lines RF 90 from the Illinois University (USA), lines SK 543/18, SK 591/18 from the University of Manitoba (Canada), 1028 SPT from the Liaoning Academy of Agriculture (China). Conclusions. The self-pollinated lines of maize are identified, which are a valuable source material for creating new promising hybrids with a complex of valuable economic traits. Their use will increase the efficiency of the breeding process and ensure its acceleration by 4-5 years.

Abstract:
The study aimed at identifying the effectivness of a suggested model for learning through projects based on shared learning in developing critical thinking skills and self-efficiency in Princess Nourah bint Abdularhman University (PNU). The study included a sample of 76 students from the specialization of primary level teachers in PNU randomly chosen, in which 39 students represented the experimental group. This group was taught the course of learning through projects using a suggested model. The other 37 students formed the control group and were taught the course in the conventional teaching manner. The critical thinking test and the self-efficiency scale were both administered before and after the experiment. The study revealed a significant difference (p < 0.05) in the means between the experimental and control groups in the critical thinking skills test and the self-efficiency sclae in favor of the experimental group.

Abstract:
To solve the low design efficiency problem of complex product, a product-level rapid modeling method is proposed. Parametric template library is created firstly. Then a hierarchical product assembly model is constructed by the top-down variable design. Lastly product model is generated automatically by using the technologies of position constraints and semantic mapping. The method has been applied to a self-developed modeling system for mesh reflector antennas (MRA). The results show that it can generate the product model rapidly, improve the design efficiency greatly, and provide the model data support for the follow-up analysis, optimization and adjustment process.
