Abstract:
The independence of the entities of territorial self-government (of the bodies of these self-governing associations) should assume corporateness and self-governance as both the basic and intended features of territorial self-government. As the members of relevant territorial corporations, commune (district, province) inhabitants should have the legal ability to emphasise that territorial self-government derives “from” a territorial corporation, should create opportunities for acting “through” this corporation and “for” the corporation and its members. The legal remedies serving this end include the relatively unresearched and undeveloped measure of corporate and self-governmental complaints (that can be filed with the court by a member of a specific territorial corporation in regard with the in/activity of their home territorial self-government entity).

Abstract:
The article analyzes the theoretical and practical aspects of decentralization as a foundation for the formation of local governments in Ukraine. The importance of introducing the reform of decentralization of power on the path of development of Ukraine as a democratic, social, legal state is proved. The activity of local self-government in the conditions of decentralization is currently a priority among the reforms in Ukraine, as new trends in state building of our country, formation of civil society institutions, optimization of the system of local self-government determine new conditions for decentralization. Traditionally, a constant view of decentralization as a process in which independent units that form the bearers of local self-government are formed in a centralized state requires the development of new approaches to the analysis of its content and, accordingly, the search for new opportunities to achieve the goal. The role of decentralization in the formation of the institution of local self-government is crucial. After all, decentralization is a kind of management system, in which part of the functions of central government is transferred to local governments. Decentralization is one of the forms of democracy development, which at the same time preserves the unity of the state and its institutions while expanding the possibilities of local self-government. It aims to activate the population to meet their own needs, to narrow the sphere of state influence on society, to reduce expenditures on the maintenance of the state apparatus. This process promotes direct democracy, as it involves the transfer of control of a number of local affairs directly into the hands of stakeholders. Thus, we can say that decentralization helps to build the civil society we so strive for. As a result of local government reform and decentralization of power, the basis of the new system of local self-government should be united territorial communities, which are formed on a voluntary basis in accordance with the statutory procedure with their own self-government bodies, including executive bodies. The reform should help improve the lives of Ukrainian citizens, as well as build a legal, modern, efficient and, most importantly, competitive European state.

Abstract:
While it might be desirable to amend the constitution of Canada to acknowledge the distinctiveness of Indian society as an aid to construction of instruments, it is unnecessary to amend the constitution in order to add a substantive right of Indian self-government. That right is already entrenched as an existing aboriginal right within the meaning of section 35 of the Constitution Act, 1982. The right was constituted by prerogative legislation in the eighteenth century, and has since been reiterated in the statutes of the imperial government which also established the corresponding constitutional powers of the federal and provincial governments. As originally constituted and since perpetuated the right has meant that federal and provincial governments may not legally encroach upon the Indians' jurisdiction to govern their own civil affairs. But neither are the federal and provincial governments under any express or necessarily implied constitutional obligation financially to support Indian governments. Furthermore the Indian right is plenary, in that it applies to civil affairs generally, rather than to a delegated set of enumerated powers. Although the basis for the right was not the common law, the only basis consistent with current federal policy is as if it were common law. That policy presumes that if ever the Indian right had existed it has been superseded historically by actions of federal and provincial governments inconsistent with it. However, the thesis here suggests that since the imperial legislation which actually constituted the right and subsequently reiterated it has never been repealed, such supersession is a legal impossibility. Because it is basic to federal policy the supersession idea nevertheless dominates the current approach to law reform and the negotiation process, which proceeds upon the assumption that the municipal form of self-government on offer, with its delegated enumerated powers to carry out local works, is at least something where nothing exists at the present time. The Indian need to secure financial support renders insisting upon the application of existing law seem politically counterproductive, although it need not be so.

self-government in Yugoslavia and the capitalist non-participative management in Turkey on the workers influence over decision-making and the transcendence of the alienation of labor in work organizations. The analyses of the research data for the within - the socialist workers self-management system in Yugoslavia revealed that, contrary to the expectations of the related theory, ideology and de jure structure, the socialist workers self-management did not have a qualitatively significant positive effect on the workers influence and transcendence of the alienation of labor in work organizations. However, as to the between societal systems comparison, the analyses of the research data indicated that, in consistent with the theoretical expectations, compared with the capitalist management system in Turkey, the socialist workers self-management in Yugoslavia has a statistically more significant positive effect on the workers influence and the reduction of the powerlessness in work dimension of the alienation of labor.

Abstract:
Over the last three decades, Indigenous peoples in the CANZUS countries (Canada, Australia, New Zealand, and the United States) have been reclaiming self-government as an Indigenous right and practice. In the process, they have been asserting various forms of Indigenous nationhood. This article argues that this development involves a common set of activities on the part of Indigenous peoples: (1) identifying as a nation or a people (determining who the appropriate collective "self " is in self-determination and self-government); (2) organizing as a political body (not just as a corporate holder of assets); and (3) acting on behalf of Indigenous goals (asserting and exercising practical decision-making power and responsibility, even in cases where central governments deny recognition). The article compares these activities in the four countries and argues that, while contexts and circumstances differ, the Indigenous politics of self-government show striking commonalities across the four. Among those commonalities: it is a positional as opposed to a distributional politics; while not ignoring individual welfare, it measures success in terms of collective power; and it focuses less on what central governments are willing to do in the way of recognition and rights than on what Indigenous nations or communities can do for themselves.

Significance of mahalla as informal social, self-governing institution has increased due to a variety of factors related to the post-transitional changes in Tajikistan. The phenomenon of existence of informal self-government bodies has not been only exclusive to Central Asia or Tajikistan. However, in a case of Central Asia, those institutions have always played significant role in maintaining social order and frequently they are more legitimized in the eyes of local residents than the formally established self-government. Recently, the government of Tajikistan has attempted to incorporate the elements of (indigenous) self-governmental institutions into the formal self-government’s structures. Also, international organizations try to integrate mahalla as important element which would facilitate development’s process. Identification of potential of this old institution could become a good base for poverty reduction and social programs.

Abstract:
Local self-governments in the area of the Autonomous Province of Vojvodina (Republic of Serbia) are facing various security challenges. The paper analyzes the challenges related to epidemics of infectious diseases and the damage caused by such events. The functioning of the local self-government in such situations requires quality organization, maximum effort of the local self-government bodies and other structures involved in providing recovery assistance. The research conducted in the local self-governments in the area of the Autonomous Province of Vojvodina included a representative sample that provided an overview of the overall situation and preparedness of the local self-governments in emergency situations. The results obtained show that the local governments have limited resources and opportunities, in part a weaker organization, to be able to successfully resolve such a situation on their own. It is necessary to reorganize the entire system at the level of the local self-governments with a systematic approach and a comprehensive analysis of the protection and rescue plans, and to make assessments of the vulnerability of the local self-government to events that condition the declaration of an emergency situation. Special emphasis is placed on the necessity of qualified staff and material provision with modern means of communication and information support of the local self-government and importing a unique system of information support to the level of the autonomous province. Data on the situation in the local self-governments were collected by examination, i.e., by making a checklist. The statistical method was used in data processing and the results were presented at the level of scientific description and scientific explanation. Abstract:
An analysis of the possibilities of applying theoretical approaches to the study of the territorial foundations of local self-government in the RF is presented. On the basis of the institutional approach, the understanding of the municipal formation as a political institution, conditioned by a complex of formal and informal practices, including the organization of municipal power, the political and administrative limits of its implementation, subject-object relations of local governments and the population, is formulated. The use of a community approach to the analysis of the territorial organization of local self-government makes it possible to study the communicative practices of interaction between the population and local self-government bodies, the degree of involvement of the local community in solving local issues. When carrying out professional activities, officers of the VNG of the Russian Federation are often in difficult, stressful, emotionally stressful situations associated with the use of weapons as a particularly dangerous means of destruction. The right to use a weapon by an officer makes him responsible for its use. And therefore requires the officer to make a balanced optimal decision, which is associated with the risk and transience of events, and in which no mistake can be made, since the price of it can be someone's life. It is at such a moment that it is important that the officer has stable skills in making a decision on the use of weapons, and this requires skills not only in managing subordinates or the situation,but in managing himself. The complication of the military-professional activity, manifested in the need to develop the ability to quickly and accurately make command decisions, exacerbating the problem of social responsibility of an officer who has the management of unit that leads to an understanding of his singular personal and professional responsibility, as the ability to govern themselves makes it possible to achieve a positive result of the Department for the DBA. This characterizes the need for a commander to have the ability to manage himself, as a "system" that manages others. Forming skills of self-control, patience, compassion, having mastered algorithms of making managerial decisions, the cycle of implementing managerial functions, etc., a person comes to the belief: "before effectively managing others, it is necessary to learn how to manage yourself." The required level of personal and professional maturity can be formed in a person as a result of purposeful self-management, which determines the special role of professional and personal self-management in the training of future officers.

Abstract:
The article concerns the issue of e-learning tools implementation, including the Customs Learning and Knowledge Community electronic platform designed by the World Customs Organization and the Trade Facilitation Implementation Guide case studies collected by the United Nations Economic Commission for Europe, into the self-education process of current government employees (within in-service training) and future public officers (within master’s programs) connected with international trade transactions. The authors give a description of the content and characteristical features of existing e-learning instruments related to training of professionals in Customs and trade fields as well as of certain tasks developed by the authors. The efficiency of the abovementioned e-learning tools has been experimentally proved in the paper, which has shown that these tools promote the growth of the professional competence of government officers and give a great opportunity for them to be involved in life-long learning to acquire various professional knowledge and skills.

In this paper, the authors look at how the 'centre of government' (defined as "the people and organisations that support the head of government as the ‘guardians of overall strategic direction of government’, which often includes the president’s or prime minister’s offices as well as Cabinet, budget offices, etc") can add value from their position and with the tools available to them. The COVID-19 pandemic has highlighted the critical role not just of government generally, but in particular the essential role the centre of government must play to coordinate, communicate with the public, and navigate new problems that no longer respect the organisational boundaries we have created over time. More generally, the problems that governments need to solve are increasingly complex and horizontal, yet government is organised by vertical institutions and hierarchies. Whether handed down as a special assignment by a political leader or self-driven as part of their role, staff in the centre of government are responsible for driving forward progress on the government’s top priorities. With easy access to senior government leaders, but relatively small budgets and staff, the centre of government has a very different set of tools than other agencies. The authors present ten tools across four clusters that centres of governments can deploy: Cluster 1 tools – Planning from the centre: defining success and setting up agencies to improve Cluster 2 tools – Governing from the centre: creating structures to drive improvements Cluster 3 tools – Improving implementation from the centre: creating routines and driving change Cluster 4 tools – Improving service delivery from the centre: supporting and offering provision of cross-cutting services The tools presented focus on specific actions that the centre of government can take to drive a priority area for a leader. They go beyond the traditional areas of responsibility that are more well known that inherently sit with the centre of government.
